    Enugu warns 10 councils of imminent flooding

    Enugu State has warned residents of areas designated as probable flood risk areas to relocate.

    This followed the 2020 Annual Flood forecast of Nigeria Hydrological Services Agency (NHISA).

    NHISA said about 102 councils in 28 states fall within probable risk areas.

    Executive Secretary of Enugu State Emergency Management Agency (SEMA) Mrs. Nkechi Eneh said about 10 councils would probably be affected.

    She named Enugu East, Udi, Nsukka, Enugu North, Enugu South, Oji River, Igbo-Etiti, Ezeagu, Uzo Uwani and Nkanu East councils as likely to be affected.

    “We we have requested local government administrators in the affected areas to hold sensitisation campaigns targeting community members, opinion leaders, traditional leaders, heads of women groups, town union executives, market union leaders and others, who will inform the villages.”

    Eneh appealed to farmers to harvest their produce early to avoid losses.

    Obaseki: I will accept defeat if I lose fairly

    Governor Godwin Obaseki has said he will accept defeat if he loses in a fair election.

    Obaseki, who spoke with reporters yesterday after visiting Inspector-General of Police (IGP) Mohammed Adamu at the Force Headquarters in Abuja, said as a democrat he would accept the outcome of a free contest, adding: “but by every indication today, I’m sure of a convincing victory.”

    He, however, expressed worry about the security of voters in Edo State.

    He said he visited the IGP beacuse he was bothered about security.

    The Peoples Democratic Party (PDP) governorship candidate said they had finished an intensive campaign across the 192 wards of Edo State and the main issue that stood out in their sojourn was the concern about violence during the election.

    He said there was apprehension in the state following the spate of violence in the past week.

    Obaseki said they had catalogued 10 of such incidence of violence and submitted them to the IGP for action.

    He said the attacks were against members of his party and 80 per cent of the attacks occurred in Edo North.

    The PDP standard-bearer lamented that they had reported the cases to the police, but nobody had been arrested.

    He appealed that something be done about the reported cases.

    Obaseki said PDP is committed to ensuring that there is peace during the election.

    He urged the police to communicate to all actors that they are going to be impartial, fair and strict in ensuring a peaceful election.

    IGP Adamu said the police would not tolerate violence from anyone.

    He urged the parties to tell their members to eschew violence.

    Enugu is truly in God’s hands

    I read with utter dismay an article in The Nation Newspaper of Monday, September 7, 2020, entitled “Is Enugu State really in God’s hands”, mischievously and deliberately concocted by agents of mischief, in a failed attempt to undermine the good works of the present administration of Gov. Ifeanyi Ugwuanyi in promoting peace and good governance in the state.

    After analyzing in detail the incoherence of the blatant lies peddled by the originator of the said article as well as the underlying ulterior motive, I was compelled to restate the obvious fact that Enugu State is truly in God’s hands.

    The truth remains that there are a few political elements in Enugu State, who are uncomfortable with the existing peace and good governance, the present administration has entrenched in the state in spite of the economic and public health challenges facing the country.

    These political elements are overwhelmed by the unprecedented performance of the present administration in navigating Enugu State through the nation’s economic meltdown to make the top as one of the six economically viable states in Nigeria that can survive without federal allocations, according to the 2019 Annual States Viability Index, that was recently released on July 26, 2020, by Economic Confidential.

    Prior to the above rating, Enugu State has been rated as the second most advanced state in Nigeria on the Ease of Doing Business and third on the Ease of Starting Business, by the World Bank Group. Enugu, according to verdict released by the National Bureau of Statistics (NBS), on May 22, 2020, is the 9th best performing state in terms of states’ rank in Internally Generated Revenue (IGR) for the year 2019. The State (Enugu) was listed by BudgIT alongside Lagos and Rivers as the only three states out of the 36 states of the federation that have fulfilled obligations to their workers.

    Enugu was earlier listed by Economic Confidential among the seven states that are solvent with impressive over 30 percent Internally Generated Revenue (IGR) to fund additional economic activities. It is equally on record that Enugu is the fifth most competitive state in Nigeria, according to the National Competitiveness Council of Nigeria and the third most debt sustainable state in Nigeria. Enugu was also rated as the first state in Nigeria to publish its Audited State Final Account for three consecutive years; first in the South East geo-political zone and ninth in the country based on IGR as against Federal Allocation.

    Despite all these remarkable landmark feats, a handful of ungrateful and selfish politicians, have deliberately refused to acknowledge them and other salient achievements of the present administration of Gov. Ugwuanyi who in truthfulness to God and fairness to the good people of Enugu State has entrusted Enugu State to the hands of God and delivered democracy dividends to them.

    It is hardly contestable that this is the first time in the history of Enugu State, an administration has taken the wellbeing of the ordinary masses, who have hitherto been denied the dividends of democracy, into a high favorable consideration, through its rural development policy and empowerment programmes that have succeeded in improving their living standard and opening up the rural areas for socio-economic growth.

    This is evident in the concentration of more massive infrastructural development , mostly road projects across the state covering over 600km, in the rural areas and long-neglected communities by Ugwuanyi‘s administration. This feat was also achieved through simultaneous execution of huge grassroots development projects across the 17 LGAs and the novel N10 million “one community, one project” scheme earmarked for each of the 471 autonomous communities in the state, among others.

    On welfare of the ordinary masses, Enugu State under Ugwuanyi’s administration has empowered 3,600 traders with N50,000 each to grow their various businesses under the Enugu State Traders Empowerment Scheme. It also empowered 750 youths in skills acquisition under the Sustainable Development Goals (SDGs) programme; offered scholarship to 680 indigent engineering students of Enugu State Polytechnic, Iwollo, Ezeagu L.G.A. and the Institute of Management and Technology (IMT), Enugu; awarded scholarship to 22 post-secondary school indigent students presently studying at Mewar University, India; engaged 1000 youths to clean up the state, under Enugu Clean Team Project, with additional 1000 workers underway. The state government recently granted Bursary allowance to 246 students of the state at the Nigeria Law School.

    I am aware that the Ugwuanyi administration in keeping faith with its tax-friendly regime, in the wake of the COVID-19 pandemic, equally granted tax relief and incentives to taxpayers in the state including the ordinary people. This decision, I learnt, was in furtherance of the state government’s efforts in cushioning the effect of the pandemic on residents of the state, especially the ordinary citizens.

    Prior to this, it is on record that the Ugwuanyi administration since its inception, in May 2015, waived the payment of Personal Income Tax as well as Market Tax, for all traders in the major markets of the state and has reiterated its resolve to sustain the pro-poor policies till the end of its tenure.

    The Enugu State government’s COVID-19 tax relief and incentives approved by Gov. Ugwuanyi’s administration, as was announced by the Enugu State Internal Revenue Service (ESIR) also include the extension of the deadline for the submission of Form A for employees and Annual Returns in accordance with Section 41 (3) and 81 (1)-(3) of the Personal Income Tax Act (PITA) 2011 as amended for companies and institutions operating in Enugu State, and the grant of “a waiver of penalty and interest charged for late remittance of Pay As You Earn (PAYE) deductions from January to December 2020 for all sectors”.

    Others are: “A 50% discount on all assessed Capital Gains Tax (CGT) from now till December 2020. A 50% discount on all Personal Income Tax Assessment issued to owners of schools and hotels for Year 2020.

    “A 50% discount on all assessed Land Use Charge payment for Year 2020. This discount will expire on 31st of December 2020. A waiver of penalty and interest on Land Use Charge for Years 2018 and 2019 once payment is made before December 2020”.

    Besides all these, the Ugwuanyi administration, which has continued to entrust Enugu State to the hands of God is among the first to implement the new Minimum Wage in Nigeria, despite the adverse economic effects of the outbreak of COVID-19 pandemic. It has remained regular in payment of workers’ salaries on the 23rd of every month and retirees’ pensions before the end of the month, including payment of the 13th month salary to workers as Christmas bonus. The administration also paid 54 percent equity contribution for 100 lucky civil servants who won the 100 units one bedroom apartments at Elim Estate, Enugu, through open lottery, in all efforts to alleviate the sufferings of the people, especially the ordinary masses.

     

    From the foregoing, I am at a loss, why the originator of this referenced mischievous and baseless article and the sponsors did not reflect any of these verifiable landmark people-oriented achievements of Gov. Ugwuanyi’s administration but only chose to peddle falsehood and wicked lies against a visionary, peaceful, high performing and people-centered administration in Enugu, a state that is firmly and religiously in the hands of God.

    Let me therefore remind the traducers that Enugu, under the watch of Gov. Ugwuanyi, has been widely adjudged by its leaders and reputable national organizations as one of the most peaceful and impressive states in the country in terms of security, good governance and welfare of the ordinary masses, and no amount of blackmail or campaign of calumny will change this obvious fact.

    Ebikaboere, the wife of detained Bayelsa State governorship candidate of the Liberation Movement (LM) in the last election, Vijah Opuama, has expressed concerns over the safety of her husband.

    Opuama was arrested on 15th August 2020 at the premises of the Bayelsa State governorship tribunal sitting in Abuja during the judgment on the case he filed seeking the disqualification of the Deputy Governor of Bayelsa State, Lawrence Ewrujakpor.

    The Federal High Court sitting in Abuja earlier ordered the Inspector-General of Police to bring Opuama to court on September 2, but was surprised that the police failed to heed the order.

    The court presided over by Justice Taiwo, renewed the order and gave the IG a last chance to unfailingly produce Opuama on September 7.

    But Ebikaboere said she became scared of her husband’s life on Friday when armed policemen took him away from his cell under the guise of taking her to the IG’s office.

    She said since 12noon on Friday when he was taken away on handcuffs till Saturday, the whereabouts of Opuama had remained unknown.

    She urged the IG not to let any harm come to her husband insisting that Opuama was not a criminal and should not be treated as one.

    “They handcuffed him and went out with him. We have made all efforts to find out where they took Vijah all to no avail. He is not in Force Headquarters and has not been returned to Police station up to now.

    “The Federal High Court has already ordered the IGP to produce the Vijah in Court on Monday. We are apprehensive that they have taken Vijah out of the station to go and harm him. I am scared of his life. Where is my husband?

    “I am begging the IG under whose custody my husband is being detained not to let any harm come the way of my husband. He has done nothing wrong apart from fighting for justice in Bayelsa.”

    Alor youths, others protest against Ngige

    People of Alor Community in Idemili South Local Government Area of Anambra  State,  numbering over one thousand yesterday staged  protest march against one of their sons, Dr. Chris Ngige, the Minister of Labour and Employment.

    According to Ifeanyi Umunna, an eyewitness, “the protesters which included youths, aged mothers and fathers of the community, were led by the President-General of Alor Peoples Convention Caretaker Committee, Hon. Chris Okudo, whose committee is appointed and recognised by the State Government.”

    The protest was in reaction to Ngige’s recent call to banish Igwe MacAnthoy Okonkwo, the traditional ruler of Alor Community, over his face-off with Governor Willie Obiano.

    The community, through its leadership, has petitioned Governor Willie Obiano, the State Commissioner of Police and the State Director, Department of Security Service DSS to come to their aid.

    In a speech during the protest, Okudo, on behalf of the community, expressed disappointment at the actions of Dr. Chris Ngige. They alleged that for some years now, Dr. Ngige have engaged in activities that has caused acrimony, bitterness and hatred in the community.

    Okudo also said they have enough of the actions of the minister which they alleged “have brought hardship and disunity to the town as some brothers and sisters no longer work together for the development of the town because Dr. Chris Ngige has introduced a system of separation and misunderstanding amongst the people of Alor town.”

    The protesters carried placards some of which had inscriptions like: ‘Ngige enough is enough.  We want peace and unity in Alor, allow peace to reign in Alor, etc.’

    Apart from notable sons and daughters of Alor who came from different parts of the country to be part of the protest, eyewitnesses said various women groups and dreaded masquerades of Alor community were parts of the protest march.

    A governorship aspirant on the platform of the Labour Party (LP) ahead of the Anambra State 2021 election, Group Capt. Nnamdi Nnoruka (rtd) said he would pay a monthly minimum wage of N50,000 to every worker in the state if elected.

    Nnoruka also promised to conduct local government elections within six to nine months of assumption in office.

    Speaking to newsmen in Onitsha yesterday, the governorship hopeful condemned what he described as peanuts being given to civil servants in the state as monthly salaries, saying such paltry sum could only encourage corruption in the system.

    He said, “How can a Director find it difficult to build a house or even train the children properly without stealing, which they’re indirectly telling people to do?

    “We’re going to pay living wages. We’re going to review all of that. If it’s 5,000 people we can afford to pay, it’s better we engage such number and remunerated them properly so they can do their job well.

    “I tell you, this state can comfortably pay minimum wages to their workers and even living wage. A living wage is a dynamic thing. What’s living wage last year can no longer be the same this year. N30,000 minimum wage can’t sustain anyone. It’s no longer realistic.”

    While revealing his reasons for choosing Labour Party as a platform to vie for the exalted seat, Nnoruka said he had already started approaching the labour movement in the state towards making his dream a reality.

    People of Oba community in Idemili South Local Government Area of Anambra State said they have uncovered plots by certain lawmakers in the State House of Assembly to frustrate efforts by the House towards ending illegal sand mining at the defunct Oba Airport site which had been a threat to the community’s existence.

    Speaking to reporters yesterday in the area, Regent of Oba, Prince Model Ezenwa praised the House of Assembly for its effort in addressing the menace, including arrest of the proprietor of the firm involved in the alleged illegal mining.

    He, however, regretted that some lawmakers were hell-bent on scuttling the investigation, calling for quick intervention of the House of Assembly leadership and Minister of Environment, Mrs Sharon Ikeazor to save the community from the looming erosion menace being caused by the illegal miners.

    He said, “Oba community has repeatedly pleaded with the Proprietor of Oyotraco, Mr Osita Agina, who is also from Oba to stop his sand mining activities that is threatening the entire community, but he ignored us and continued.

    “We have written to the Minister of Environment, Mrs Sharon Ikeazor and Member Representing Idemili North and South Federal Constituency, in the House of Representative, Hon. Obinna Chidioka, and the two visited the site and were alarmed at the devastation erosion caused by the sand mining activities of Agina, and promised to talk to the state government, to stop him, but nothing came out of their visits.

    “We petitioned the State House of Assembly and they discussed the matter at the floor of the House, invited Mr. Agina several time and he ignored them. The lawmakers ordered the Commissioner of Police to arrest him and produce him to the House, an order that was announced in Anambra State Broadcasting Service, ABS.

    “He was however, arrested on Monday, August 31, 2020 and brought to the House of Assembly following day. But even before he was brought to the House for questioning, some people went for his bail, but the Commissioner of Police was said to have refused demanding for a letter from the State Assembly because his arrest was on their instruction.

    “We gathered that Agina is using his lawmaker friend in the House Committee on Environment in the state to ensure that the matter is swept under the carpet.

    “We are therefore appealing to Speaker Anambra State House of Assembly, Uche Okafor and the Chairman House Committee on Environment, Eddy Ibuzo to ensure that the lawmakers complete their investigation and come out with a decision on the matter.

    “Anambra State House of Assembly cannot be working for soft landing for somebody who is breaking the law at the expense of the community that petitioned against him, their son for that matter who has refused to heed to their cry of his people over his activities that is threatening them.

    “We also call on the Minister of Environment Mrs Ikeazor and Hon. Chidioka, who incidentally are from Obosi, to act now because the erosion being caused by the illegal sand mining of Oyotraco is fast eating into Obosi.”

    Cross River State Governor Ben Ayade has inaugurated a school and staff quarters for headteachers as well as youth corps members in Abijang, a riverine community in Etung Local Government.

    Ayade was represented on the occasion by Commissioner for International Development Cooperation Dr Inyang Asibong.

    The governor said the initiative was to make the environment conducive for pupils, headteachers and youth corps members.

    Ayade opened a health centre built, furnished and equipped in Agbokim Mgbabor.

    He urged beneficiaries to make good use of the projects by sustaining and maintaining the facilities.

    The projects were implemented by the communities, but funded through Cross River State Community and Social Development Agency (CCSDA), a World Bank assisted initiative of government.

    Acting General Manager of CCSDA Fidel Udie praised the communities for the projects.

    Board Chairman Toni Ikpeme assured beneficiaries that the Ayade was committed to rural development.

    Vice Chairman of Etung Local Government Mrs. Franka Ayuk thanked the government and agency for promoting rural development.

    The organised labour has accused Rivers State Governor Nyeson Wike of sponsoring industrial tyranny.

    President of Nigeria Labour Congress (NLC) Ayuba Wabba and Trade Union Congress (TUC) Quari Olaleye spoke at a news conference on Thursday in Abuja.

    They said in a statement that the unions would embark on a peaceful protest on September 8 in Port Harcourt.

    It reads: “This is to alert Nigerians to the birth of new progeny of authoritarianism, industrial tyranny, state-sponsored violence and terrorism against workers and citizens by Rivers State.

    “The August 27 attack on NLC leaders was only the tipping of a calculated attempt by the state to eviscerate, incarcerate and decimate labour leadership…

    “Workers have never had it so bad under a governor as Wike who sees himself as a demi-god with no scruples for the rule of law or decency.

    ‘’He has arrogated and appropriated to himself the powers of the executive, the judiciary, the legislature, and the vicious powers of underground non-state operatives…loyal to Wike.

    “Workers are not cowed and will never be cowed … We will continue to demand that the rights of our workers…must be respected. We will never shirk from this sacred mandate.”

    But the government refused to join issues with labour. It said the matter was in court.

    Commissioner for Information and Communications Paulinus Nsirim said the state earlier obtained an injunction stopping activities of unions pending determination of the substantive suit.

    Chieftain of All Progressives Congress (APC) Prince Arthur Eze has hailed Cross River State Governor Ben Ayade’s industrial moves.

    Eze, who spoke after inspecting industries at Ayade Industrial Park, said: “I  have never seen such a thing anywhere in Africa. I have travelled round East, West and North Africa, but I haven’t seen such.

    ‘’The people of Cross River are lucky to have this young man as governor, who is creating jobs …with the intent to create more, and this gives hope for the future.

    “Ayade is a wonderful human being and God will bless him for what he is doing in Cross River. This state had oil wells, but those wells were given to another state, but God sent you a good leader to take care of you…

    “He has used the wisdom God bestowed on him to run the affairs of this state and I urge you to support him and build something that will be more long lasting than oil, which is agriculture.”

    Speaking about  possible areas of collaboration with Cross River State, Eze said: “Whatever Ayade does, I am interested in it. In fact, any way he needs me I will follow because he is a young man with much wisdom and energy.”

    Eze promised to support the rice seedling and seeds multiplication factory with 1,000 bags of rice seeds, and requested land to cultivate ginger for export.

    Ayade, who thanked Eze for his visit and interest in investing, said: “Prince Arthur Eze, conscious of the philosophy of President Muhammadu Buhari’s Nigeria without oil road map, has decided to divert part of his wealth from oil business into agriculture, not necessarily for profit, but to create jobs, put food on the table and create a horizon of opportunities for young men and women, irrespective of state.

    “I thank you because you also intend to go into rice production and any other agricultural value chain. I am excited by your interest in our agro-allied value chain.

    “As a state, we have invested in 33 industries and those industries cannot be run and operated by government. So, we need to find a third party that will take them off government and have private investors with integrity, character, honour and clean money to join us.”
