The annual free medical outreach tagged “Health Initiative for Rural Development” is a community-based programme designed to ensure that rural dwellers benefit from the NYSC programme.

The package, which includes distribution of wheelchairs, mosquito nets, drugs and intensive medical tests for the less-privileged people, was supported by the Ogun State government.

Ogun State Governor, Ibikunle Amosun, represented by the Commissioner for Youth and Sports, Afolabi Afuape, said the programme was a deal between the state government and NYSC to reduce infant mortality rate and deadly diseases in rural areas.

He said: “I believe that the collaboration between the state’s ministry of health and the NYSC will go a long way in tackling and reducing infant mortality rate, maternal mortality rate and generally improve on the health care of our people.

“Let me restate our commitment to continue our support to the NYSC scheme so as to sustain its relevance and strengthen it to render more beneficial services to Ogun State in particular and the country in general.”

The NYSC Director-General, Brigadier-General Sule Kazaure, represented by the Director of Special Service, Mrs. Rhoda Kwaki, said the primary objective of the programme is to ensure that rural dwellers benefit from the scheme.

He said: “The goal of the Health Initiative for Rural Dwellers programme is to mobilise Corps medical volunteers in the provision of health interventions through diagnosis, treatment, referrals and proper preventive mechanism, thereby enhancing the well-being of rural dwellers across the nook and cranny of Nigeria.”

  • Recipe for successful grassroots administration

The Chairman, Local Government Service Commission, Alhaji Babatunde Tajudeen Rotinwa has launched a book on local government administration in Nigeria.

The book entitled Best Practices in Local Government Administration in Nigeria: A Practitioner’s Perspective was presented to the public at the Ikorodu Musical Village.

The event featured the formal inauguration of the author’s Annual Award for Excellence in Local Government Administration in Lagos State.

Rotinwa said his experience in service spurred him to write the book.

He said: “I feel honoured. I must say the experiences I gathered while serving were beautiful ones even though the allocation both from the state and federal levels was very little then. On coming on ground, what I met was very disappointing.

“I have always wanted to write a book but that discovery motivated me to do it for those who have served to put extra effort. Both the elected and appointed officials are meant to allow people feel the impact of governance. When you look around, it is only the state government that is performing.’’

Mr Rotinwa further explained that the book is all-encompassing as it contains all that is needed to know about local government administration.

He said: “We have documented the history of local government administration in the book as well as the interpersonal relationship that should exist between local government officers and the people.

“Also, budget management is crucial to the success of grassroots governance. Once the budget is approved, you set the target; the daily, monthly and annual targets have to be set aside. As they collect revenues, there is need for continuous assessment. Officers in local governments should remember that they should plan with the people and not for the people. Whether the people are rich, poor, able or disabled, they are meant to be carried along.’’

Reviewing the book, Prof. Adele Jinadu said the author has showcased in the book that grassroots-based institution mechanism is good for nurturing and facilitating a sustainable and democratic development in the country, adding that the primary objective of the author which he has been able to pinpoint in the book is to proffer solutions to problems of local governments in order to ensure an effective and transparent local government system in Nigeria.

The Chairman of the event, Senator Oluremi Tinubu was represented by the former Executive Secretary of Lagos Mainland Local Government Area, Mrs Omolola Essien.

In her remarks, she commended the effort of Alhaji Rotinwa in writing the book from which others would draw inspiration in terms of local government administration. She added that the book will serve as an essential reference in future.

She said: “The author has been able to provide this so that we can tap from his knowledge. If you read this, you will have insight about local government administration. Also, today there will be an award which will be a motivation for all local government workers in Lagos State. I want to thank and congratulate the author on his efforts. I encourage you all to buy this book and also keep it in the library for reference purpose.’’

Wife of Lagos State Governor, Mrs Abimbola Ambode was represented by Mrs Abiola Agunbiade.

In her address, she noted that the book will sufficiently enlighten people on all issues that bother on local government administration.

“This seasoned administrator has seen it all. If he had not captured his wealth of experience in this written form, who else would have talked about it? I must also commend the inauguration of the award of excellence for deserving senior service officials. This will motivate others too,’’ she said.

Representative of Lagos State Deputy Governor, Mrs. Titilayo Sholarin equally praised the author for his efforts in writing the book, having served meritoriously before retirement.

She said:  ”I have always believed that the development of local government administration is a catalyst in realising a better country. Therefore, this book will  provide vital information on local government administration.

The Permanent Secretary Lagos State Civil Service Commission, Mrs, Omobolanle Ogunmola and other dignitaries attended the event.

  • In Oyo, worry over ATM card scam heightens

Automated Teller Machine (ATM) fraud in Oyo town has become a worrisome phenomenon. Some of the banks whose customers were affected appear helpless. The situation has seemingly made some customers become confused, as the number of those who are victims has increased of late.

One of the victims of ATM card scam, Alhaji Wasiu Alaka, a customer with one of the new generation banks in Oyo alleged that his bank account was burgled and about N2 million was stolen via ATM withdrawals while he had his ATM card on him.

Alhaji Alaka alleged that as at June 5, this year, he had N1.756, 048.56 in his account. Out of this amount, the sums of N1.5 million  was withdrawn in the following manner: N190, 000 through ATM Card, N940, 000 by transfer through POS, and another N346, 000 through another transfer by POS.

“As at the time the money was purportedly withdrawn through ATM Card, I was in my bedroom and in possession of the ATM Card for that account. It was the next day when one Alarape Moshood paid a sum of N70, 000 into my account, after which I received an alert from the bank that money had been fraudulently withdrawn from my account.”

He alleged that the Bank Manager was promptly contacted with evidence of the ATM alert on his (Alaka) mobile phone, as well as statement of account.

According to him, he was later issued with a form to fill.

Said he: “After two months of futile efforts to get response from the bank, I contacted my lawyer who formally lodged complaints to the offices of the Director, Legal Services, national head office of the bank in Lagos; Customers’ Protection Unit, Central Bank of Nigeria; Commissioner, Public Complaints Commission, Oyo State and the Economic and Financial Crimes Commission (EFCC), Ibadan office through courier services. None of the agencies had responded to the complaints.”

“I later proceeded to the Special Fraud Unit of the Nigeria Police in Lagos, where a superior police officer gave me a note to the then Commissioner of Police Oyo State, Leye Oyebade, who immediately directed the anti-kidnapping unit  to handle the matter.”

Commenting on the matter, Mr. Muyiwa Alamu, an expert in Information Communication Technology (ICT) said: “Instances abound in banks when a customer would receive debit alerts right in the presence of a banker in the banking hall and he has his ATM card on him. When it happens like that, you don’t need to look far off because the perpetrators are right inside the bank. “Those in the banks could have the code; they are the ones who give out the ATM cards. They may have cloned the cards.”

He further alleged that banks’ frauds perpetrated via the ATM may be more complex and may have gone far beyond the cloning of ATM cards.

According to him, criminals may attach devices to Automated Teller Machines to record the account data stored on the magnetic stripe on the back of the ATM card. This practice, according to him, is known as skimming.

“The card’s Personal Identification Number (PIN) can be spied with a secret camera or a fake number pad overlay.

“Unfortunately, the victim of such scam may have to bear the brunt because it is always difficult to prove to the banks that the victim is not liable,” he said.

When contacted, Head of Operation Oyo branch of the bank (name withheld), absolved the bank of any fault.

He insisted that there was no way money could be transferred through the POS  without the use of an ATM card, adding that the fraudsters might be from within.

“The issue of cloning is inadmisible here. The fraud was perpetrated from another neighbouring bank. The matter was reported to the police and they came for investigation. We wrote our report and submitted it to the police.

“The issue is that the account into which the money was sent belongs to someone. Let the account be traced, so that the fraudsters can be unmasked. Those close to  Alhaji Alaka must be closely examined, because his ATM card might  have been taken for fraudulent purpose.”

On the refusal of the bank’s legal department to respond to a written petition, he said the corporate head office had responded the legal department [though he did not show a copy as evidence], saying the bank’s branch was absolved of any complicity.

Several efforts to speak with the branch manager were futile, as he was said to be away on official assignments.

At the EFCC Zonal office and the Pubic Complaints Commission both in Ibadan, none of their officials was available for comment, despite repeated visits.

At the state police headquarters, Eleiyele, Ibadan, our correspondent reliably learnt from two superior officers who pleaded anonymity due to the sensitive nature of the matter that the issue was being investigated.

However, during a press briefing, a copy of a letter from the office of the Director Customers’ Protection Unit of the Central Bank of Nigeria Abuja was made available to our correspondent.

The letter with reference number CPD/CMD/CON/ZBN/01267 dated August 30, 2016 and signed by Mr. B.E. Lartey for the Director, CBN Protection Unit was addressed to Alaka’s lawyer, Barrister Olawale Omoloye.

The letter reads in part: “We write to inform you that we are unable to accede to your requests to compel [your client’s bank] to refund the money alleged to have fraudulently withdrawn from the account.

“Our decision is predicated on the fact that the alleged fraudulent transactions were consummated with your client’s original debit card and authenticated by his PIN which is only known to him.”

  • Lions Club gets president

For members of Lions Club worldwide, this year is a memorable one. It is 100 years old this year.

While other members of the ‘service’ organisation are warming up for the centennial anniversary, it would appear those at Ikeja have begun celebrating already. They inducted their ‘centennial’ President, Augustine Obafemi Ladipo, a graduate of Computer Engineering from the Lagos State University (LASU).

At the ceremony, which held at Quadosh Place on Kudirat Abiola Way (former Oregun Road) in Ikeja, members of the association wore cream-coloured clothe–which the men sewn into a native agbada and traditional pair of trousers in which they appeared resplendent.

The outgoing President Gbolahan Ayantayo, who beat the Lions’ traditional gong ‘to call the house to order’ or begin the event, at 3:59 p.m., also ironically ended his tenure.

As 36th president of the club, he said his tenure was a rewarding one which witnessed donation of material items to Khadijat Al-Kubra Widowhood and Orphanage Foundation and students of Dairy Farm Skills Acquisition Programme and providing a member with a barbing salon and a 3.5KVA power generating set, among others.

It was for these he emerged among the top 10 presidents in District 404B-2 Nigeria. Specifically, he praised Valentine Opone, Second Vice-President, Mark Ebare, a former president and Femi Olaiya, a former secretary, among others. He gave them awards for their excellent performances.

Olaiya, the Chairman of the Investiture Committee, said the 34-year-old Ikeja Club began from a humble beginning, noting that the event had another objective; which is to raise funds for some projects for which he urged all to donate generously.

Alhaji AdulGaniyu Adediji, who chaired the event, described the ceremony as historical, noting that the club had produced more district governors (DGs) and presidents than others in the district.

The world over, triple A, as Adediji is fondly called by his admirers, said the club serves 100 million less-privileged people. He solicited support for the club’s budget of N10 million for the year.

In his goodwill message, the D-G Samuel Taiwo Adewunmi described the Ikeja Lions Club as the oldest in the district. He also canvassed support for its progammes for the year.

“A single act of service,’’ the Deacon in the Redeemed Christian Church of God (RCCG) said, “can change a life but when Lions come together to serve, we change the world.’’

Adewunmi, who swore in Ladipo, urged him to serve selflessly.

Ladipo, 48, and 37th President, promised to uphold Adewunmi’s theme for the year that is ‘’Sustaining our Legacy of Service’’ and that of the International President’s motto, New Mountains to Climb. He explained that each mountain represented an opportunity to serve. He gave a breakdown of his budget as follows: free eye screening and donations to public primary schools, youth empowerment scheme to some vocational training centres, planting of over 100 trees, construction and equipping of e-library for two secondary schools.

  • Olojo Festival: Need to conserve cultural heritage

Mindful of the boundless contributions cultural heritage could make in economic development of any country, the Osun State House of Assembly, under the leadership of Hon. Najeem Salaam, has advocated the preservation and full development of historical and cultural heritage of Yoruba land.

The Assembly, which described the measures as fundamental to resolving the current economic quagmire, made the call in a statement signed by the Chairman, House Committee on Information and Strategy, Olatunbosun Oyintiloye to congratulate the Ooni of Ife, Oba Adeyeye Ogunwusi and the people of Ife land on the celebration of this year’s Olojo Festival.

It said there were lots of untapped potential in the cultural heritage of Yoruba land that could be developed to drive as well as unleash economic development of the zone.

The Assembly regretted that the heavy reliance on oil has prevented the country from concentrating and diversifying other sectors of the economy such as tourism.

“There are several hidden treasures in the cultural heritage of the people of Nigeria, especially in Yoruba land, that have been left untapped and under-developed.

“This inaction of ours has contributed to the pains of economic recession when there was fall in the price of oil that we focus on, because the country had no alternative of economic development to fall back on.

“No doubt, we are very rich in culture, tradition, heritages and festivals that can be developed to serve as long-term solutions to economic quagmire in this country, but we are not paying serious attention to them.

“In Osun State for instance, we are blessed with cultural heritage such as the Olojo Festival. Olojo has the potential to engender cultural pilgrimage, especially for the black in the Diaspora

“Other landmarks such as Oranmiyan Staff and Oduduwa Shrine, among others in Ile-Ife; Osun Osogbo Festival and Grove in Osogbo; Olumirin Waterfall in Erin-Ijesa; Kiriji Memorial War Site in Imesi-Ile and many more all over the state are notable tourists’ attraction worthy of development.

“These potential have the capacity to create jobs for youths, enhance their creativity and sell the tourism potential of the state to the world for self-sustaining economy”, it said.

Noting that though the government of Osun State under Governor Rauf Aregbesola has invested much in the tourism sector, the Assembly said there was the need for greater partnership between the state and the Federal Government towards making the tourism sub-sector more attractive.

Congratulating Oba Ogunwusi and the people of Ile-Ife on the Olojo Festival celebration, the Assembly urged all stakeholders to support the monarch and the government towards making the festival more attractive.

  • Community gets land for primary school

Ifako Ijaiye Local Government Area has handed over two plots of land to 17 communities in Obawole area for the construction of a public primary school.

Handing over the property to the community at a ceremony which held at the proposed site opposite Guinness Water Project on Ndike Street, Obawole, the council’s Sole Administrator Babatunde I.Q. Raj-Label said with it, primary education has been brought closer to the doorsteps of residents of Obawole community.

Raj-Label, who noted that providing a school for residents of the community has been dear to successive administration in the council, described his administration as lucky to have achieved the feat.

He said though the council would have done more by handing over a fully built school to the community, such could not be done because of paucity of funds.

He urged the communities to make judicious use of the property and build a befitting school which children of residents of the area would be proud of.

“We are, through this project, achieving a long-term dream because we have chosen to protect the lives of our young ones and save the future of generations yet unborn by putting a school within the community,” Raj-Label said.

He said despite its economic advantages, the council decided to let go of the property for a school for the future of the children of all residents rather than for housing or any other commercial purposes.

He thanked residents of the 17 communities that made up Obawole community for their perseverance and understanding, adding that they have continued to support his government.

He said the council’s Internally Generated Revenue (IGR) has increased by over 400 per cent, while his administration has resumed the construction of the permanent secretariat, which, when completed, would improve service delivery within the council.

Earlier, a leader of the community Pastor Samuel Opajobi said the 17 communities are happy that finally the local government is acceding to their request to provide a primary school for children of residents of the area.

Opajobi, who said the closest primary school to Obawole is five kilometres away, revealed that children are usually exposed to accidents and other afflictions while some have died in their quest to receive education.

Though the community would have loved to have the school built by the council, it nonetheless would not hesitate to pull resources to build the structure.

The Chairman Community Development Committee (CDC), Chief Ashimiyu Onifade praised the Sole Administrator for making the community’s dream of building school for children of residents realised

  • Kudos for DSS on judges’ arrest

A pressure group, Concerned Abians for Good Governance and Justice (CAGGJ) has praised the Department of State Services (DSS) for the arrest of some senior judges across the country and their subsequent arraignment for alleged corrupt practices.

The group also criticised the role played by Rivers State Governor Nyesom Wike in the failed attempt to arrest a federal High Court judge in Port Harcourt by operatives of the DSS.

In a statement by its chairman, Egwu D. Uwa, CAGGJ said Nigerians have for years be yearning for a day like this, when men no matter how highly placed would be made to account for what they have done with what was entrusted in their care.

Uwa said as far as his group was concerned, what the DSS operatives did was  what Nigerians had been yearning for over the years, stressing that it was only those who benefitted from what have been happening in the judiciary over the years that would condemn the action.

CAGGJ regretted that most of the politics-related judgments delivered after the 2015 general elections were cash induced, saying no nation would grow politically if this anomaly was not checked.

“It was glaringly clear that most of the politics-related judgments delivered since after the 2015 general elections were cash and carry judgments,” the statement said.
