    Vaccination doesn’t prevent transmission of virus, says PSC

    The Presidential Steering Committee PSC on COVID-19 has warned that vaccination is not a total cover from contracting the virus, especially as the third wave of the pandemic has started sweeping through some states.

    Secretary to the Government of the Federation (SGF) and PSC Chairman Boss Mustapha spoke yesterday during the PSC’s national briefing in Abuja. He urged all Nigerians, especially in states already witnessing an escalation of infections, to take the observation of non-pharmaceutical interventions seriously.

    According to Mustapha, the spreading situation in five states and the Federal Capital Territory (FCT) had become worrisome to the PSC, adding that more than 50% of recent infections have been traced to Lagos.

    He warned that though vaccination can prevent severe cases, reduce hospitalisation and deaths, it does not stop people from the transmission of the virus, hence the need for everyone to guard themselves against contacting it by observing the NPIs.

    “During this long break, the PSC has been meeting to deliberate on the rising number of COVID-19 cases and proffer ways to curtain a huge impact on our lives and livelihood.

    “The world has added about 4 million cases and under 100,000 deaths in the last one week. All countries in the West African region are beginning to see the 3rd Wave while Nigeria is recording about 500 cases daily in the last 7 days. Our Test Positivity Ratio has increased to about 6%. This is worrisome and shows that we are not out of the woods yet.

    “It is no more news that the Delta variant has made its way into Nigeria. The PSC is particularly concerned about the situation in Lagos, Akwa Ibom, Oyo, Rivers, FCT and Plateau states as this variant has made way into these states and accounts for the rising cases in these states and across the nation. Lagos alone accounts for over 50% of the number of cases,” he said.

    He also said that the PSC is ready to publish over 500 travellers who violated the travel protocol and those who evaded quarantine this week, adding that those who had their passports barred for six months would be lifted in the coming days.

    Lagos State has recorded about 30 deaths since the COVID-19 third wave hit Nigeria, Governor Babajide Sanwo-Olu said yesterday.

    According to him, the state has recorded about six deaths daily in the last week.

    The governor yesterday briefed State House Correspondents on the COVID-19 situation report at the State House in Alausa, Ikeja.

    Sanwo-Olu added that experts have also warned that the AstraZeneca and Moderna vaccines cannot be mixed, and so those waiting for their second jab should exercise patience as the second batch of Astrazeneca vaccine was expected in August.

    According to him, the number of confirmed cases started to rise in July, with the positivity rate going from 1.1 per cent in June to seven per cent in July. But as of now, the positivity rate stands at 8.9 per cent.

    He said: “This is an 8-fold increase over the figure recorded a month ago, and it should rightly alarm all of us. This has resulted in 4,300 confirmed cases in July alone, and 352 admissions into our isolation facilities.

    “Over the course of managing the pandemic, about 5,029 patients have been admitted into our care centres in Lagos. We have, sadly, recorded 390 fatalities, 30 of which happened in this current third wave of the pandemic. Essentially, we have recorded an average of six deaths per day since last week.

    “But this alarm should not be responded to with panic, but instead with a firm resolve and determination to reverse the trend. We have done it before, and we can do it again. We dealt with the first and second waves and did our best to prevent a third wave. But now that it is fully upon us, we must dig deep into what we have learnt from the previous waves, as well as summon the will to do everything necessary to bring down the numbers, on the way to eventually defeating the virus.

    “With the receipt of 404,414 first doses and 243,374 second doses of the AstraZeneca vaccine to residents, only one per cent of the population have received two doses of the vaccine. This is low, especially considering that we are now confronted by a third wave, and we are exploring all avenues possible to ramp up access to vaccination to reach our herd immunity target of administering vaccines to at least 60 per cent of the population of Lagos.

    “On August 1, Nigeria received four million doses of the Moderna vaccine, and we expect that as the epicentre of the epidemic, Lagos will receive a sizeable amount of this allocation. Please note that this vaccine cannot be mixed with the AstraZeneca vaccine, so it will only be for people that have not been previously vaccinated. We are still expecting the second allocation of the AstraZeneca vaccine and will inform you when it is received. We will ensure that all future vaccine administration exercises are based solely on appointment, to avoid a situation in which vaccine administration turns into a super-spreader event.”

    Acting Chief Medical Director, Dr. Joseph Ugboaja, stated this while reacting to the request by Anambra NYSC Coordinator, Mrs. Yetunde Baderinwa during a courtesy call on him in his office.

    He assured the scheme of timely handling of referral cases when the need arises, pledging to partner the scheme in reaching out to indegent members of the communities.

    “We promise to assign doctors to work with corps doctors as well as assist in donating drugs to run the camp clinic.

    “All we need from you is to carry us along by informing us early enough on possible areas our assistances are required,” he added.

    Baderinwa, who was also at the state Command of the Federal Road safety Corps (FRSC), appreciated the Corps for their numerous contributions, soliciting for continuity.

    The Sector Commander, Adeoye Irelewuyi had lauded the NYSC role as catalysts in youths development and nation building, pledging to maintain usual standard of integrating corps members into the Road Safety Community Development Service (CDS) and during their Primary Assignment.

    He informed the NYSC Coordinator of one of its activities scheduled for the ember months to be organised for officers from other establishments aimed at reorienting them on safety measures on highways, urging the staff to be part of it.

    Chairman, Board of Trustee (BoT) North Central People’s Forum LT. Gen. Jeremiah Useni has charged farmers to defend themselves and crops following the incessant destruction of crops in Plateau and parts of North Central by suspected bandits.

    He urged farmers to resist such attacks and not allow bandits to run them out of business and town.

    Gen. Useni spoke during a briefing at his residence in Jos.

    He expressed disgust over the appalling security situation in the country.

    He noted that government and citizens must intensify efforts and join hands to overcome the pathetic trend of events.

    “I am not happy over the killings and destruction of crops in Plateau and some parts of the country.

    “Why are we killing ourselves? it is very sad. We are not among the rich states, our people are battling in hunger and we are still killing ourselves.

    “You should not allow anybody to attack you, guard yourselves and your farms. You should defend yourselves from anybody who want to attack you,” he said.

    Useni noted Nigerians deserve to be protected and urged people not to wait on anybody to safeguard them.

    He said the unity of Nigeria is non-negotiable, adding they fought during the military era to keep the country together.

    Useni explained the North Central People’s Forum has visited former Military Heads of States, Gen. Ibrahim Babangida and Gen. Abdulsalami Abubakar among others with a view to finding a lasting solution.

    This reaction could be coming against the backdrop of several attacks, killings and destruction of farmland by cutting crops in Plateau and other parts of Northcentral.

    Gunmen suspected to be Fulani militias invaded Bassa and Riyom local government areas of Plateau State, killing four persons and destroying over 167 hectares of crops belonging to 39 families in the process recently.

    It was gathered the invaders stormed Nche village in Miango district of Bassa Local Government Area on Thursday at about 9.39 pm where they killed three persons and inflicted injuries on many others.

    It was further gathered the militias ambushed and shot dead one Amos Danladi in the early hours of Friday at Gwa-Rim in Rim, Riyom Local Government Area after they destroyed farmlands with crops ready for harvest in Jol community under the same council area.

    But in a response, the state chairman of MACBAN, Malam Nura Abdullahi, said there was never a threat from the herders to destroy crops or go against any peace initiative.

    He said the allegation was concocted by some people to tarnish the image of herders.

    In recent times, second-hand underwear popularly called “Okirika” has become common in Nigerian cities and villages, as some people prefer them to new ones.

    Some buyers of second-hand underwear told the News Agency of Nigeria (NAN) in Abuja that they preferred the second-hand underwear because it’s cheaper and lasts longer, others said they rather stick to buying new underwear to avoid allergies and infections.

    Some of them said they patronise second-hand underwear not only because of its affordability but also for its durability.

    Mr Franklyn Obi, told NAN at the Goza weekly second-hand market, that he had no ill feelings towards the use of second-hand underwear because they are affordable for many families.

    “Fairly used underwear is cheap, although, most times it wears off faster since it’s been used before,” he said.
    He added that he buys them for his wife and daughters if he likes them.

    ”Sometimes they last long, while some do not last but underwear is not meant to be worn for too long.”
    According to him, my wife wears second-hand underwear and since we got married, I have not seen any side effects or health complications.

    “Sometimes she buys the ones with stain and funny smell, after washing and disinfecting them, if the stain doesn’t wash off, we discard them but if it is clean, I allow her to use it.

    ”No matter what you buy as second hand, they are good, as long as you wash and disinfect before use,” Mr Obi said.

    Another Abuja resident, Mrs Bisi Oyeye, stated that most of her clothes and underwear are second hand because of her size, adding that most new clothes are not strong like the fairly used ones.

    ”The fairly used clothes last longer and I can get my size easily, without stress.

    “For new ones I have to keep trying until I get my size and most times the underwear will tear. I have to pay for it. And I can’t use it again.

    “I have been using second-hand underwear since I started buying underwear for myself, and I have not noticed any side effect not only because it’s cheap but because it’s more durable when you get a good one,” Oyeye said.

    Dr Wealth Uba, a general practice doctor in Abuja, noted that no one had ever reported any infection arising from the use of second-hand underwear.

    “So far, we haven’t heard any report or case of second-hand underwear causing harm or any health issue to anyone.

    “It is advisable, however, that if you must use second-hand clothing, you must wash them with hot water, and disinfect.

    “Because you don’t know who used it before it was sent to Nigeria or sold to you. Wearing used underwear cannot cause malaria or typhoid.

    “Although many people have told us, they got cancer from the use of second-hand underwear, which has not been proven by any scientific research yet,” the doctor said.

    Mrs. Folake Adeyemi , who sells second-hand underwear, said “I have been in this business for more than 10 years. Nobody has come back to complain to me about any side effects.

    “The complaint I get most times are size issues, because a bail may come with small sizes all though sometimes only big sizes, which makes it difficult to sell.

    But when it is combined, in two market days you have made the money you need to buy more. ‘

    “We have two types of bails, the Korean and London, the Korean bail has a lot of bad and overused underwear which smells and has a lot of stains.

    “But the London bail has been the best. It is strong, thick and does not smell so it’s said to be clean, and more expensive than the Korean bail.

    ‘Many people who like to buy “Okirika” have the problem of bending down to select. And the smell affects people with health issues like Asthma, the chemicals used in preserving the them put people off.

    ” For some people the fact that a total stranger wore it for a period of time is enough to turn them off,” she said.

    According to Miss Gift Nwachukwu , a resident of Lugbe , I don’t buy second hand underwear and I don’t use them either, because I don’t know about the person who used them before.

    ”If that person has skin problems, which spread bacteria, I believe that when you use them you get skin infection like eczema and rashes.

    “I am very cautious not to buy or use second-hand underwear.

    “Beside this, when buying second-hand underwear you have to be careful not to buy oversized or over damaged ones. Which will take much time to look for.

    “New ones come in sizes, styles and different designs and you only need a few minutes to identify your size,” Nwachukwu said.

    Ogun Governor Dapo Abiodun has joined other members of the All Progressives Congress (APC) in his Iperu Ward 3, Ikenne Local Government Area, for the ward congress.

    He described the exercise as peaceful, urging the party to build on the success in subsequent congresses.

    Abiodun, who spoke with reporters shortly after participating in the ward congress along with 531 party members, expressed delight at the turnout of members.

    While observing the exercise was in line with what the Caretaker Extraordinary Committee on Convention Planning had prescribed in preparation for the National Convention, he said the exercise was the beginning of the housekeeping exercise that would ensure that the party has people who are properly voted into office.

    “What we are doing here today is in line with what the Caretaker Extraordinary Committee on Convention Planning has prescribed that we do so that we put our house in order in APC.

    “We appreciate that what we had thus far for a few months are caretaker committees at different organizational levels of the party from the ward to the local government to the state and the nation.

    “So, basically, what we are doing is the beginning of the housekeeping exercise to ensure that we have people who are properly voted into office that will now become substantive office holders from the ward levels and up,” he said.

    “There was a consensus arrangement here. However, it was important for that consensus arrangement to still be ratified by the electorate and that was dully done and I am very satisfied with the exercise.

    “I have called around a few local governments, I understand that what has happened here is going on in other local governments and the exercise has been thus peaceful and inclusive.

    “From now on, you will see lots of difference in the way our ward chairmen now operate as we will give them all the needed support to be able to perform their tasks as chairmen and hold ward meetings as and when due,” the Governor pointed out.

    The Ekiti State Government has signed an Memorandum of Understanding(MOU) with Helium Health and Sterling bank Plc, for the digitisation of patients’ data in Ekiti hospitals.

    Speaking at the signing of the MoU in Ado Ekiti, the state capital on Thursday, Health Commissioner, Dr. Oyebanji Filani, said the project would improve access to patients’s medical record and transform healthcare services in the state.

    He said the partnership would help the healthcare system to leverage on the private sector to modernise the sector for an improved service delivery to the citizens of the state, and act as a boost to the N2.5 billion already invested in the sector this year.

    Filani described technology as a critical weapon that can strengthen the health sector through accurate collection, processing and storage of healthcare records that will improve quality of healthcare services by providers.

    “Digitisation process in health system all over the world helps to reduce wastages and redundancy as well as inject transparency and accountability into our medical facilities.

    “I know with this technological innovation, there will be a tremendous improvement in the keeping of healthcare records and quick delivery of healthcare services in our facilities”, Filani said.

    The Head Regional Growth (Public Sector ), Helium Health, Abiola Osunniyi, disclosed that the organisation would commit a sum of N300 million to provide digital technology for some healthcare facilities in the state.

    Osunniyi, who added the focus would be principally on secondary health facilities as pilots, said four general hospitals would be used to kick start the project that would be co -financed by the three partners.

    Osunniyi said: “The MoU is to provide critical health infrastructure for digitisation of the four hospitals in Ekiti that will be used as pilots before expanding . The essence is to digitise the patients’ data, so that our doctors can access them easily for improved and quick healthcare delivery.

    “One of the core mandates of the Dr. Kayode Fayemi’s government is delivery of quality healthcare to the citizens, so as a private organisation, we want to support the government through provision of technology in our hospitals.

    “We have done this partnership with Akwa Ibom and Lagos States’ governments, which revolves primarily around technology to bridge the gap that exist in patients’ data, there is usually a gap. The old days when patient’s data are contained on papers were over.

    “In most cases, patients records got lost, but with provision of these digital infrastructure, their data can be protected. When data got lost, the doctors may ask the patients to repeat treatments or operations or tests that might be deleterious to the patients, because of delay.

    “Our plan is to introduce electronic Medical system, so at the mention of your name as a patient, your records will be displayed . Accurate healthcare data and storage can affect positively healthcare administration.

    “We are leveraging the private sector to raise funds for the state. We are in partnership with banking and telecommunication sectors to help the.publuc sector . We are investing a sum of N300m to drive the project”.

    The Group Head of Health, Sterling Bank Plc , Mrs Ibironke Akinmade, disclosed that the kernel of the partnership is to ensure easy access to medical records and reduce leakages in the system.

    “The Sterling bank six months ago set up some funds to help in digitising some of our health facilities as part of our focus to improve health, education, energy and agriculture sectors, which are our focal areas in the development of our country”, she said.
