    ACLN urges FG to review 2016 Budget

    The Association for Credible Leadership in Nigeria (ACLN), has shown appreciation to President Muhammadu Buhari for understanding the current economic situation in the country, which has led to reductions in the 2016 budget.

    The association, in comparing the budgets of recent past years with the 2016 budget, observed some reductions in most sectors in the 2016 budget.

    The ACLN said this in a press release made available to newsmen, noting that the allocation for National Assembly in 2015 budget was N120 billion but reduced to N115 billion in 2016.

    “So too, the allocation for Presidential Amnesty in the 2015 budget was pegged at N63.28 billion but reduced to N43.28 billion.

    “However, like all well meaning Nigerians, we still believe that is not anywhere close to what we need especially with the dire economic situation that we found ourselves in as a country.

    “No doubt that these costs of governance could have been better reduced if a number of things were taken out completely or reduced to minimum.

    “We recall that the President, upon assumption of office, promised to reduce the Aircrafts in the Presidential fleet from about ten or eleven to one.  As far as we know, nothing has been done in that regard and the country spends a lot to run and maintain these airplanes,” the release reads in part.

    According to the Association, of what use is it if Lawmakers must have official accommodations and cars despite having personal ones.

    “Even commissioners have official cars and houses: these we believe are waste of resources. With the present economic situation of the country, all quarters need to sacrifice hence, government officials should cut down the way they spend public funds.

    “We advise that the country deal with corruption and excessive spending among government officials if we want to stabilize our economy and attract meaningful foreign investors.

    “Nigeria needs to learn from a country like Tanzania where the President, John Magufuli is radically ‘changing’ the way things were done among public office holders.

    “The President suspended the Independence Day celebration to save the country 4billion Tanzanian shilling after which the proposed money was converted to addressing the outbreak of cholera that had killed 74 people at the time. He has cancelled foreign travel for most government officials and maintained that when it is compulsory, public office holders must travel by economy and not business class,” it said.

    It noted how one of the lawmakers, Senator Ben Murray-Bruce decried the number of unnecessary luxuries included in the budget that is expected to be funded by borrowing from other countries.

    In the video, the Senator noted that the British Prime Minister, David Cameron, gets 30,000 pounds for the uplift of his official residence. Yet the Great Britain does not have one Presidential jet but Nigeria has multiple.

    “Sadly, Nigeria plans to borrow from Britain, which according to the Senator, leaves Nigeria being a debtor, living larger than its creditor,” Murray-Bruce lamented.

    In furtherance, the ACLN said: “Right in the middle of all these, the National Assembly proposed to splash about N4.7billion on at least 400 vehicles for leaders and members of the Senate and House of Representatives, of which the Senate President, Bukola Saraki has received the delivery of two exotic cars at the cost of N329,515,625.

    “A sum that is larger than the allocations for many government schools as seen in the 2016 budget according to an online news media.”

    The group quoted former President Olusegun Obasanjo to have said: “A pool of a few cars for each Chamber will suffice for any Committee Chairman or members for any specific duty. The waste that has gone into cars, furniture, housing renovation in the past was mind-boggling and these were veritable sources of waste and corruption. That was why they were abolished. Bringing them back is inimical to the interest of Nigeria and Nigerians.”

    The ACLN therefore pleaded with the Buhari-led administration to further look into the 2016 budget and remove, suspend or drastically reduce the budget.

    “Another insensitive way of spending that we observed in the budget is the N3.8 billion reportedly allocated to State House Clinic. If Mr President is serious about the budget, this insensitivity needs to be addressed.

    “Therefore, the ACLN join Nigerians home and abroad to say that this sum is excessive for a government that is advocating for a reduction in the cost of governance. There is no justification for such a sum, if this is true.

    “We urge the Federal Government to revisit this outrageous sum having in mind that several clinics and Primary Health Centers in the country are either understaffed, lacking equipment or poorly managed and exposing citizens to different health problems.

    “We must also commend Nigerians for standing up to note and query the supposed excesses observed in the budget, even as we urge every Nigerian to exercise patience with the government as we hopefully expect the changes we voted for to materialize. Nigeria is great and can be greater if government can lead the citizens through the right path, even as we trust that citizens’ interest will prevail in the 2016 budget. We believe in the power of the people; We the people,” it stated.

  • Budget: NASS doubts N500b intervention fund implementation

    The National Assembly on Thursday raised serious concern over the implementation of the N500 billion special intervention fund in the 2016 budget.

    This came just as the Presidency asked the lawmakers not to increase the size of the 2016 budget.

    The lawmakers said although the government’s plan to spend N500 billion on vulnerable Nigerians was laudable, its implementation would prove problematic.

    The Chairman, Senate Committee on Appropriation, Senator Mohammed Danjuma Goje, who raised the issue suggested the suspension of the plan till 2017 fiscal year.

    Goje spoke at a joint session of the Senate and House of Representatives Committee on Appropriation with the Minister of Budget and National Planning, Senator Udoma Udo Udoma, Finance Minister, Kemi Adeosun and top officials of the Central Bank of Nigeria (CBN).

    He noted that the meeting became necessary because the National Assembly has a March 17 deadline to pass the budget.

    He said Udoma, Adeosun and others were invited in order to get their final input before passing the budget.

    2016 Budget to be passed March 17 – NASS

    The National Assembly has said  the 2016 Budget will be passed on Thursday, March 17.

    The Chairmen of the Senate and House of Representatives Committee on Appropriation, Senator Danjuma Goje and Hon. Jibrin Abdulmumin in a joint press briefing Wednesday said reports from both chambers would be laid on Wednesday, March 16.

    On the 17th, the reports will be considered and passed.

    While speaking on the issue, Senate Chairman Appropriation, Goje said the two chambers have interacted with the various Ministries, Department and Agencies (MDA’s), adding that a lot of hard work had been put into the 2016 Budget proposals.

    His words: “The various sub committees of the two chambers have interacted with the various MDA’s, the Committees have produced their reports and all the Committees of the two chambers have fully submitted their reports.

    “We have been working very hard round the clock at the same time at the weekends and we will continue to do that until we finish the compilation of our reports.

    “The essence of the press conference is to give Nigerians a progress report.”

    Chairman House Committee on Appropriation Abdulmumin  Jibrin said the reports from the various sub committees will align with the National Assembly guidelines.

    He said: “After all consultation with the leadership of the House and Senate we can confirm to you that all things being equal we should be able to lay our report of the 2016 Appropriation bill before the House and the Senate on the 16th of March and the consideration, hopefully should be done on the 17th.

    “So it is safe for us to conclude that the 2016 Appropriation bill will be passed on the 17th of March 2016.

    “We are going to open in the next few days’ consultation with the relevant stakeholders in this process, most especially the executive arm of government.

    “Particularly in the case of the House, we are going to engage the Minister of Budget and Planning, Minister of Finance, DG Budget office.

    “Most importantly we are working hand in hand with the Senate and things are looking up, we are putting in our best on a daily basis.

    Recall that the Budget passage was previously postponed by the National Assembly because of various discrepancies discovered in the appropriation document by the two chambers.

    APC Scandinavia blame budget missing, padding on Politicians

    The Chairman, All Progressives Congress (APC) in Scandinavia, Ayoola Lawal, has condemned the controversies trailing the 2016 Budget since it was presented to the senate.

    According to him, the controversies can be linked to the unimaginable wicked corruption and power play that are currently in play in the country.

    His words: To start with, to the nation’s consternation, the Senate announced that the Nigeria budget document for 2016 was nowhere to be found in the hallowed chamber where it was kept. This sort has never been heard in the history of Nigeria.

    “However, the Speaker of House of Representatives, Hon. Yakubu Dogara made it known that the copy of the document in his own chamber was intact.”

    Ayoola noted that all these discrepancies observed, resurfaced with the budget when it was later found.

    “The Senate observed that there were differences between its copy and the one in the House of Representatives, which indicates that something was wrong somewhere.

    “The budget missing, padding and doctoring is so shameful to the entire Nigerians both home and in the diaspora.

    “It is obvious that the budget will not be passed except the discrepancies are sorted appropriately and this is hurting to the economy and the masses.

    “The ways and manners the senate and the judiciary is handling the collective affairs of our nation is bugaboo and this call for urgent attention,” he said.

    Ayoola further noted that the country cannot continue the present path of fuddy – duddy and expect a better Nigeria.

    “It is not a rocket science to figure out that the issue surrounding the budget is much about the corruption, and power play while the entire nation is the victim of such wicked act.

    “It is high time our politicians and judges called home their conscious and put the nation above their personal desires by walking a mile in the shoes of the masses.

    “I implore Nigerians to exercise patience and continue to pray for the success of Mr. President, who we believe is the Moses of our time that we lead us out the present scourge of Corruption and bad leadership,” he said.

    2016 budget will be ready March ending – Dogara

    Nigerians will get an “implementable” 2016 budget by March ending, the Speaker of House of Representatives, Hon. Yakubu Dogara, said on Thursday.

    The Speaker gave the assurance when he received the Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture in his office in Abuja.

    In statement issued by his spokesman, Turaki Hassan, Dogara said although the budget has some imperfections, the legislators will ensure the budget has impacts on the lives of Nigerians.

    According to the Speaker, the lawmakers are aware of the responsibilities placed on them by ensuring that they scrutinise and produce a good budget for the country.

    “No sooner than later, hopefully by the end of next month, we will have it ready, “he said.

    The Speaker said failure to diversify Nigeria’s economy in the past was the cause of the present challenges bedeviling the nation.

    He said if Nigeria had diversified the economy in the past, the nation would have had a prosperous economy.

    Speaking earlier, the President of the association, Chief Bassey Edem, appealed to the lawmakers to look into the challenges facing businesses such as electricity and transportation with a view to addressing them.

  • Budget: Senate uncovers N5b shortfall in unity schools’ vote

    The Senate Committee on Appropriation considering submissions of sub-committees on Thursday discovered N5 billion shortfall in the amount provided for meal subsidy for unity schools across the country.

    The shortfall also involved the personnel cost for Kings College Lagos as submitted in the 2016 budget proposal by President Muhammadu Buhari.

    The discoveries were made during collation of the 2016 budget of Senate Committee on Basic and Secondary Education by the Appropriation Committee.

    The Vice Chairman of the Committee on Education, Senator Rose Oko, who presented the report, explained that only N6.8 billion was proposed for meal subsidy for unity schools instead of N11.2b needed.

    Senator Oko noted that the amount is grossly inadequate for the unity schools meal subsidy, insisting that the amount provided will only last for six months.

    She underscored the need to look for N5 billion to meet up with this shortfall in the interest of the schools.

    Senator Oko also informed the Appropriation Committee about the N338 million omission in the personnel cost of the Kings College‎.

    The House of Representatives Committee on Appropriations will hold special budget defence session with Minister of Finance, Kemi Adeosun and Minister of Budget and National Planning, Udoma Udo Udoma, on the 2016 budget proposal.

    Also invited by the committee are – Governor of Central Bank of Nigeria (CBN), Godwin Emefiele, Accountant General of the Federation (AGF) and the Director-General in the Budget office of the Federation.

    The Chairman, House Committee on Appropriations, Abdulmumin Jibrin, who spoke on the presentation of the 2016 budget so far, revealed that all budget proposals of the Ministries Departments and Agencies (MDAs)  presented by House standing Committees have been harmonised with their Senate counterparts.

    He said: ” By tomorrow ( Friday) we will finish taking the reports, we have agreed that we will invite the Minister of Budget and Planning, Minister of Finance, the Accountant -General of the Federation, the Director of Budget Office and Central Bank Governor and engage them extensively on the entire budget.

    “We also have pending issues on the 2015 budget, so they have to come with 2015 budget performance and then we will go into special session,” Jibrin stated.

    The lawmaker also directed the clerk of the committee to liaise with the office of the Clerk of the House to access the members’ data base for easy dispatch of message to all the 360 members and various committees on the February 25 deadline for final submission and consideration of the MDAs budget.

    Buhari vows to punish distorters of 2016 Budget

    President Muhammadu Buhari on Tuesday night vowed to severely punish all those involved in the “padding” of the 2016 National Budget.

    He made the remark while addressing the Nigerian Community in Saudi Arabia.

    President Buhari, in a statement by the Special Adviser on Media and Publicity, Femi Adesina, condemned the distortion of the budget proposals by entrenched interests.

    According to him, the unauthorised alterations had completely changed the document from the one he presented to the National Assembly.

    He said: “The culprits will not go unpunished. I have been a military governor, petroleum minister, military Head of State and headed the Petroleum Trust Fund.

    “Never had I heard the words “budget padding”. Our Minister of Budget and National Planning did a great job with his team. The Minister became almost half his size during the time, working night and day to get the budget ready, only for some people to pad it.

    “What he gave us was not what was finally being debated. It is very embarrassing and disappointing. We will not allow those who did it to go unpunished,” President Buhari vowed.

    The President also assured members of the Nigerian community that his administration was working diligently to fulfill its campaign promises, particularly on security, unemployment, and corruption.

    He reaffirmed his government’s zero tolerance for corruption, stressing that the war against corruption was a monumental task that he is determined to tackle successfully.

    “We have zero tolerance for corruption and other unethical practices. We will deal decisively with anybody found wanting,” he promised members of the Nigerian community.

    President Buhari also used the opportunity of the gathering to brief Nigerians in Saudi Arabia on his administration’s efforts to end the Boko Haram insurgency and terrorism in Nigeria.

    “Our armed forces have done a great job of dealing decisively with Boko Haram. We are collaborating with our neighbors in the operations of the Multinational Joint Task Force to handle security threats in the sub-region and we have significantly destroyed the capacity of the insurgents,” the President said.

    He also spoke on efforts being made to diversify the Nigerian economy, stressing that more opportunities are now open for local and foreign investors in the country.

  • Senate committees get ‘matching order’ on 2016 budget

    The Senate on Tuesday gave its standing committees one week to submit all 2016 budget reports.

    Chairman, Senate Committee on Appropriation, Senator Mohammed Danjuma Goje, told the Senate in plenary that his committee is ready to receive reports of the standing committees on the 2016 budget.

    Goje said the time table for submission ofreports by various committees had been distributed to enable committee chairmen know when to turn in their reports.

    He noted that the early submission of the reports would enable the Appropriation Committee to consider and turn clean copy of the budget to the Senate for passage into law.

    Goje said the submission would end on Tuesday next week.

    He said the committee would sit from 8:00am to 6:00pm every day to receive the reports.

    He added that the committee was prepared to spot all errors, padding and inconsistencies in the submissions in order to produce a clean copy of the budget.

    Goje assured that Nigerians would happy with what the National Assembly would do.

    Budget committees to submit report before Friday

    The House of Representatives on Tuesday, urged all committees on budget defence to submit their reports and defence of same before the House committee on Appropriation between Wednesday and Friday.

    This is contained in statement by Rep. Abdulmunin Jibrin (Kano-APC), Chairman, House Committee on Appropriation, in Abuja.

    The statement said that the submission of the reports was to ensure that the second week of March deadline for passage of the 2016 Appropriation Bill was met.

    “This development is to allow Appropriation Committee extra time to work on the budget and guarantee an error-free budget and make a good delivery to Nigerians at the end of the day.

    “The following committees – Foreign Affairs, Road safety, Local Content and FCT- made very powerful presentations and others are expected to deliver between today and Friday.

    “The primary objective of this is to eliminate errors and waste that may be associated with the 2016 budget,’’ said Jibrin.
