    Hope for piped water in Abakiliki

    Time was when they suffered water-borne diseases; then came boreholes, but now residents of Abakiliki, the Ebonyi State capital, can look forward to pipe-borne water, thanks to a gigantic water treatment plant. OGOCHUKWU ANIOKE reports 

    Ebonyi State’s water supply profile was once horrible. About two decades ago water-borne diseases were rife because potable water was hard to come by. Then some relief came as the state and non-governmental organisations sank boreholes in communities. Still, there was no sight of pipe-borne water. Now, that is a possibility.

    How? A water treatment plant, said to be one of the largest in the country, has been built in Oferekpe in Ikwo Local Government Area of the state. If properly managed, the plant could supply clean water to every part of Abakiliki and much of the state.

    The plant draws its raw water from a river, which separates Ikwo Local Government of Ebonyi State from Obubra Local Government Area in Cross River State. The giant water scheme has a production capacity of 100,000m³ per day, which translates to 100,000,000litres per day. It is the largest water scheme east of the Niger.

    The project was awarded to Gilmor Engineering Limited by the Martin Elechi administration at N7.2billion, with N9.2billion voted for procurement of pipes. The Elechi administration also made arrangements to reticulate the water to all the communities in the state at the cost of N36billion but later made a U-turn because of its cost implications.

    It later established its own pipe manufacturing factory for production of pipes for the water reticulation. The pipe factory located close to the permanent site of Ebonyi State University was quickly established while the mega water scheme project was moving at a slow pace.

    The project reached an appreciable stage before the end of that administration. The present administration under Dave Umahi continued with it. Last week, the contractor handling the project handed it over to state government amid great celebration by the host community.

    In his remarks, Governor Dave Umahi called on the people to protect the amenity. He said government will not replace any government amenity destroyed by host community.

    “You have to provide security for this infrastructure.  We shall not be called upon at any time to come and replace a vandalised infrastructure in this place. It is something you must hold very well, it is a project that can transform the activities and lives of this area. Therefore, you must preserve it and guard it jealously.

    Government in this economic recession does not have the capacity to continue to replace vandalized infrastructure, to continue to replace infrastructure for the host communities that have become careless in securing it.

    “This mega water scheme is going to turn around the fortunes of this area. It will increase economic and social conditions of this community. It will also connect this area to the national grid and I want to commend those that initiated this giant project for their thoughtfulness”, Umahi who was represented by his Deputy Dr. Kelechi Igwe stated.

    He noted that the completion of the project would help tackle the issue of water scarcity in the State, adding that provision of adequate water for the people of the state would further assist in dealing with infected water-related diseases and ensure the total wellbeing of the people.

    He commended the contractor for a job well done and charged the host community to ensure adequate protection of the infrastructure for the benefit of the state.

    Earlier, the State Commissioner for Water Resources, Mrs. Euphemia Nwali assured that the water project would close the gap between the demand and delivery for water within the state capital.

    “It is indisputable that water is one of the most precious gifts of nature and a basic necessity of life. However, in spite of the abundance of water, accesses to safe drinking water in Ebonyi state remain limited. It is on this note that we graciously salute our Governor’s absolute courage and determination to improve the standard of living of our dear people of Ebonyi state in the area of portable water supply, hence making today’s event a reality.

    “This event will afford the Ministry of Water Resources the opportunity to close the yawning gap between water demand and delivery in the Abakaliki Capital City. Permit me to bring to the knowledge of Your Excellency the major challenge facing the Oferekpe Water Treatment Plant. At  the moment, the water works is yet to be hooked to the public power supply network and therefore entirely run on power generating plant with its attendant cost implications,”  the  she said.

    She expressed the determination of the present administration towards providing basic amenities to the people of the state.

    The people of Oferekpe have expressed happiness at the completion of the water scheme.   They said it will assist in alleviating the suffering of the people of the state in the area of portable water supply.

    Ifeoma Nweke, one of the residents, recalled how they faced perennial water problems in the area, adding that the water scheme will change their fortunes.

    “We only drink or use good water during the rainy season but in dry season like this, life is usually terrible for us. We always suffer before we get water to drink or do things in our homes like bathing, washing of clothes, plates and other domestic activities. But with the completion of the Oferekpe water scheme, we will soon begin to enjoy potable water,” she said.

    No fewer than three persons have drowned in an artificial lake created by a construction firm in Abakiliki, the Ebonyi State capital, triggering calls for its closure, writes OGOCHUKWU ANIOKE

    The drowning of an SS1 pupil of Abakaliki High School, Presco, Chinonso Nwokporo, in an artificial lake in the Ebonyi State capital has reawakened calls by residents for the closure of the pond.

    The lake was created by a construction firm building the International Market, Abakiliki.

    Nwokporo and his friends had gone to swim in the pond.

    The body of the schoolboy, a native of Oriuzor in Ezza North Local Government Area of the state, was recovered inside the lake with blood gushing out of his mouth, ears and nose.

    An eyewitness, Master Okechukwu Eze, said he and the deceased had gone to the pond with other friends to swim when he got drowned.

    He said: “We went to the pond to swim and nobody among us knows how to swim. So we were just at the shallow part of the pond where people normally stay and fetch water for their various uses. We stayed there and fetched water and came out and bathed.

    “As were going back to our houses that evening, my friend Chinonso went back and I thought he went to bring his cloth he forgot. Before I could notice what was happening, he had entered the pond and started shouting for help and I went to rescue him.

    “When I jumped into the pond, I started drowning also but I was able to come out and I didn’t know when and how I came out because I was shouting JESUS! JESUS!! JESUS!!! I shouted on top of my voice when I came out of the pond for rescue of my friend but no one came around until one of the security men stationed to take care of the market came to fetch water from the pond.

    “I met the security man and he told me that he doesn’t know how to swim and can’t do anything on my friend’s case. I then ran to the house of my friend and informed his mother.”

    Mother of Okechukwu, Mrs Gladys Eze while thanking God for her son’s escape from death, alleged that the lake has killed at least three other persons in the past years, adding that there is a spirit in the lake responsible for the deaths.

    A resident, Mr Adewale Oni, who leaves on the same street with the family of the deceased, called on the state government to close the lake for the safety of the residents of the area especially the children.

    According to him, the pond is very deep as it even swallowed the caterpillar that was used to dig it which had to be brought out by a crane.

    Another resident of the street, a woman, who spoke on condition of anonymity, also said the pond has killed at least two other persons.

    She said: “There is something diabolical about the lake as it tends to take one life every year. At least two other persons and a cow have drowned in the pond in the past three years. We want it to be closed”.

    The father of the victim, Mr. Edwin Nwokporo who spoke briefly to our reporter amidst tears expressed surprise on the incident as his late son was not known to go swimming in the lake”

    Speaking to The Nation at the scene, the state Chairman of Emergency Management Agency Evangelist Ephraim Ononye urged the government to close down the pond to stop the continuous drowning of children.

    Efforts to get the Commissioner for Lands, Survey and Housing, Sunday Inyima to respond to the development were not successful. He promised to meet this reporter at the scene of the incident but later reneged on his promise, saying he had been called to the Government House for a function.

    JAMB: Candidates complain of stressful registration process

    Some prospective candidates for the 2017 Joint Admission and Matriculation Board (JAMB) say they are facing poor internet network, stressful and cumbersome process in registering for the Unified Tertiary Matriculation Examination (UTME) in Ebonyi, Abia and Imo.

    Correspondents News Agency of Nigeria (NAN) who monitored the situation in these three states, report that there are long queues at the banks and registration centres, including JAMB Offices.

    In Abakiliki, the prospective candidates suggested inclusion of more banks in the sale of JAMB forms.

    They told NAN in Abakaliki on Tuesday that using only two banks – Union Bank and Unity Bank – to sell forms to thousands of prospective candidates was frustrating.

    The candidates claimed that some of them had spent many days without obtaining the form, even as some who don’t have relatives, had to come to the state capital every day in an attempt to buy the form.

    They expressed fears that many prospective candidates might not purchase the forms within the specified time frame, unless urgent steps was taken to remedy the situation.

    Messrs Victor Nkpuma, Richard Okafor, Philip Onwe and Miss Eunice Oko, told NAN that the two banks were inadequate for Ebonyi and called for inclusion of more banks, to ease the process.

    “The idea of using only Union Bank and Unity Bank for the sale of the form to me is not the best for the state because the two banks can hardly serve the purpose adequately.

    “There was almost a stampede in Unity bank the other day because the crowd was so much and the bank’s security personnel could not control the crowd because everybody wanted to get the form at the same time.

    “There should be an inclusion of more banks to ease the frustration and pain that those coming to obtain the form are made to go through and again many people may not be able to get the form within the time frame, Nkpuma said.

    Okafor decried the current registration procedures, and described it as more tedious, complex, time and money consuming.

    According to him, candidates are first expected to go to JAMB office and fill a profile form that would contain his or her e-mail address linked to the JAMB website.

    The candidates after filling the profile, would go to a designated bank with the form issued to them at the JAMB office and buy the entrance form at the cost of N5,5000.

    According to him, candidates are still required to pay additional N700 to collect JAMB brochure and a novel at designated banks.

    “The procedure is frustrating, cumbersome, time and money consuming and I am afraid that many intending candidates may miss, if the board doesn’t relax the tedious process.

    “Again having only two banks to serve the whole of Ebonyi in the sale of the form is an unthinkable action because many will definitely miss out,” Okafor said.

    Meanwhile, Onwe and Oko have urged the board to reduce the fee payable by prospective candidates, to make it possible for indigent candidates to obtain the form.

    They also urged JAMB to give more banks permission to sell the forms to candidates.

    “The procedure adopted by JAMB in the 2017 sale of the UTME form is frustrating, time and money consuming unlike in the previous method where a candidate goes to a cyber cafe and do the online registration.

    “The former procedure was simple, easy, less stressful, less time and money consuming,” they said.

    In Owerri, the candidates told NAN that the problem of invalid Personal Identification Numbers (PIN) had contributed to delays in the registration process.

    A candidate, Johnson Nnadozie, said he paid at Sterling bank and received a PIN, which he had been unable to use since, adding that he had gone back to the bank severally and was told to keep retrying with the same PIN.

    Nnadozie added that the crowds at the banks also made it difficult for the bank staff to resolve the issues satisfactorily.

    Another candidate, Chinenye Anyanwu, said she paid, had yet to receive her PIN, while Chidi Iwueze, said the email address he used in creating his profile and which he used to receive his confirmation code, had suddenly become inavalid.

    He added that the Computer-Based Test centre he went for the registration, either had network problems or the username or password was incorrect.

    In Umuahia, the candidates complained of poor internet access and extra charges at the cyber cafe.

    Some applicants said that besides the N5,500 registration fees, they were made to pay extra charges of N300 and N200 for opening of JAMB profile and e-mail addresses.

    Victor Nwafor and Christie Nworgu, said that the process was compounded by poor internet access which, according to them, delayed the process of creating the JAMB profile.

    They said that it took them two days to get the JAMB profile from a designated JAMB registration centre, due to poor network.

    A computer operator at a cyber cafe in Umuahia, who identified herself simply as Gift, said that the centre collected additional charges for creating JAMB profile and e-mail for applicants who had no personal email.

    “There are some applicants who use their cellphones to create the JAMB profile, using their e-mail. Such people pay the JAMB registration fee of N2,500 only,” Gift said.

    She denied the allegation in some quarters that registration centres were using the opportunity to exploit unsuspecting applicants.

    Gift said that the management of the centre had made complaints to JAMB concerning the difficulties being experienced in creating profile.

    She said that the examination body had given an assurance that the issues would be over soon.

    At Apunmiri in Umuahia South Local Government Area, an operator at a designated registration centre, Mrs Chinaza Ozodinmbu, confirmed that the difficulties encountered in creating profiles slowed down the registration process.

    Consequently, both the prospective candidates and registration centres have appealed to JAMB to take urgent steps to address the challenges and ensure a hitch-free process.

    Police nab three for murder of task force leader

    The Police have arrested three suspects for allegedly masterminding the death of a 27-year-old man, Joseph Anyigor in Ndieke Ndiagu village in Amagu community, Ikwo local government area of Ebonyi state.

    The deceased it was gathered was beaten to death for driving recklessly at the market.

    Anyigor was a taskforce Chairman of Motorcycle Transport Union in Ndiagu Amagu.

    He had a scuffle with members of his union who alleged that he drove his motorcycle recklessly at Afia Igwe Market Square and the union members attacked him which led to his death.

    Police spokesman, ASP George Okafor confirmed the incident.

    He said: “On March 4, 2016, the Chairman of Ndieke Ndiagu Amagu, Earnest Nwoba in company of Walter Nwanchor Nwangbo and Godwin Anyigor reported at Ikwo Police station the death of Anyigor at about 4:30 pm.”

    “There was a fight between the late Anyigor and his taskforce members on the way he drove his vehicle at the market square.

    “We are yet to discover what actually transpired that led to the death of the young man. Whatever the situation, it couldn’t have led to beating him to the extent that he died.  We’re yet to know if they used weapons on him or just fist that really killed him.”

    “The deceased was the chairman of taskforce unit of the Motorcycle Union in the area and it was his fellow taskforce members who alleged that he rode his motorcycle carelessly or recklessly within the market area, may be in a bid to get him down, a scuffle ensued.”

    He disclosed  that Chukwuma Nwangbo, Nwabueze Nwoba, Emmanuel Igboji, have been arrested in connection with the crime while  the deceased has been deposited in Onueke General Hospital in Ezza South local government area of the state as investigation into the matter continues.

     

  • Fire Outbreaks: Ebonyi Government alleges sabotage

    Ebonyi State Government Saturday blamed the series of fire outbreaks in the state to sabotage by unknown persons.

    It said such acts of sabotage are being treated as terrorism by the state
    government.

    The state have recorded over eight fire outbreaks within the past two weeks
    with many lives lost and properties worth million of naira destroyed.

    The major ones include two separate incidents at the Abakpa Main Market in
    Abakaliki which razed at least 50 shops.

    Also an INEC office in Izzi local government was destroyed while a mother and seven of her children were burnt to death in another incident in Ishielu local government area.

    Chairman of Ebonyi State Emergency Management Agency, (EBSEMA), Evangelist
    Ephraim Ononye said the state government initially attributed the earlier fire outbreaks to carelessness by some residents.

    He said recurrence of such fires across the state have made it to reevaluate the cause.

    According to him, preliminary investigations show that the fires may have been deliberately started by unknown criminal elements.

    His words, “Earlier, we were looking at it from the angle of carelessness from the people but now I am looking at it as sabotage and terrorism. I am looking at it from the point that some people are behind it, I think it is a deliberate sabotage”.

    “The last fire outbreak at the market, there was no electricity in that area, so how did the fire start?. It wasn’t candle either because they close by 5pm and the fire started by 3am the following day. No candle left before close of market would have burnt till that time”

    “The fire at Ezeagu, the two buildings are not close to each other but the fire started at the same time on both buildings. So it’s also suspicious”.

    He blamed the inability of the fire service to respond adequately to the fires to inability of past administration to adequately equip the service.

    The Chairman said the state government has ordered two more fire fighting trucks which will arrive the state within the week to improve the capacity of the fire service.

    “Before the inception of this present administration, there was no fire service in Ebonyi state. They had just the structure and the vandalized vehicles”.

    “But the present administration rehabilitated their boreholes, built an underground water reservoir, channeled water from state water
    reservoir to be supplying them water and repaired their fire fighting truck.

    “Government have made approval for two water tankers that will arrive the state within the week to enhance their ability to fight fire.”
