    Yari to distribute 746 trucks of food for Ramadan

    Former Zamfara state Governor and Senator representing Zamfara West Senatorial District, has authorised the delivery of 746 trucks of assorted food items for distribution to the people as part of this year’s Ramadan welfare package.

    Chairman of Senator Abdulaziz Yari Palliatives’ State Distribution Committee, Dr. Lawal M Liman, announced this in Gusau, the state capital.

    Liman said out of 746 trucks, 628 are for the people of the state irrespective of their political alignment.

    In a statement, the Chairman Publicity Committee of Sen. Yari Palliative, Ibrahim Danmadamin Birnin Magaji, gave the breakdown of the distribution as follows: “118 trucks of rice will be given to Polling Unit Committees through the state chapter of the All Progressives Congress, APC across 147 political wards in Zamfara State as phase one.

    He explained that each of the 14 local government areas of the state would receive 45 trucks.

    The chairman further explained that a total of 315,000 beneficiaries were captured for the distribution which is expected to start before the beginning of the Ramadan.

    The Gabon Naura implored executives of the distribution chain to ensure strict compliance with the procedures.

    The Northern Congress for Change (NCC) has commended Senator Abdulaziz Yari (Zamfara West) what it termed his outstanding contributions to governance, youth empowerment, infrastructure development and philanthropy in Zamfara and the entire north.

    According to the NCC, Senator Yari’s selfless service to the people of Zamfara State and Nigeria is a shining example of true leadership, rooted in compassion, community development, and a desire to create lasting change.

    In a statement by its President, Ibrahim Tukur Ali, the group said that Yari’s humanitarian efforts have brought hope and relief to countless lives, demonstrating his commitment to the betterment of society.

    “In the healthcare sector, Senator Yari has made significant strides, launching a groundbreaking health initiative in November 2023, which provided free eye treatments and surgeries to over 1,000 patients in Zamfara West Senatorial District,” Ali noted.

    “This life-changing intervention has not only improved the health and wellbeing of the beneficiaries but has also restored their vision and dignity. In his quest to empower the youth, Senator Yari introduced the Yari scholarship initiative in June 2024, which has provided scholarships to 1,700 students from underprivileged backgrounds, enabling them to pursue higher education in various Nigerian universities.

  • Court restates order for restraint in Yari’s suit against AGF, EFCC

    A FEDERAL High Court in Abuja has restated its directive that parties in the suit by former Zamfara State Governor Abdulaziz Yari exercise restraint and await its decision.

    In the fundamental rights enforcement suit, Yari is challenging the propriety of an alleged plot by the Attorney General of the Federation (AGF) and the Economic and Financial Crimes Commission (EFCC) to seize his assets and freeze his accounts.

    Yari accused the respondents – the AGF and EFCC – of seeking to deploy Executive Order Number 6 in the plot to confiscate his property and freeze his accounts.

    The former governor prayed the court to restrain them on the ground that their planned action would breach his rights to own property.

    On August 30, when the matter came up, Justice Evelyn Maha directed parties to exercise restraint and refrain from taking steps that could impede the administration of justice, as it relates to the instant suit. The judge’s directive was informed by the fear expressed by Yari’s lawyer, Mahmud Magaji (SAN), that the respondents could still invite, arrest or detain his client, despite the pendency of his suit.

    At the resumed hearing on Thursday, EFCC’s lawyer, Mrs. Hussaina Gambo, told the court that her team was just filing a response to the ex-governor’s substantive suit.

    Mrs. Gambo prayed the court for more time to enable the parties return for the hearing of the substantive suit.

    Justice Maha accepted the prayer, despite Magaji’s reluctance to agree. Following Magaji’s complaint that his client was living under constant fear that the respondents could come after him, Justice Maha restated her earlier directive.

    The judge averred that since parties were currently before the court, had joined issues on the matter and submitted to the court’s jurisdiction, they should refrain from taking any step in relation to the issues in dispute. She adjourned till September 30 for hearing of the substantive suit. Justice Maha said the fiat issued by the court’s Chief Judge, which permitted her to sit as the vacation judge, will expire on September 13.

    According to the judge, she will return the case file to the court’s Registry for re-assignment at the resumption of the court from its annual vacation, which ends on September 13.

     

     

  • Court orders parties to exercise restraint in Yari’s case against AGF, EFCC

    A Federal High Court in Abuja has ordered parties in a suit by ex-Zamfara State Governor, Abdulaziz Yari, to exercise restraint and await the court’s determination of the case.

    Yari, in the fundamental rights enforcement suit, marked: FHC/ABJ/CS/948/2019, is challenging the propriety of a purported plot by the Attorney General of the Federation (AGF) and the Economic and Financial Crimes Commission (EFCC) to seize is assets and freeze his accounts.

    He also accused the respondents – the AGF and EFCC – of seeking to deploy Executive Order Number 6 in the plot to confiscate his property and freeze his accounts and prayed the court to restrain them on the grounds that their planned action would breach his rights to own property.

    The court, on August 26, 2019 heard an ex-parte motion by Yari, but elected to order the respondents to show cause why the reliefs sought by the ex-governor should not be granted and adjourned until August 30, 2019.

    When parties returned to court on Friday, Yari’s lawyer, Mamud Magaji (SAN), said although he was happy that the respondents were in court, but noted that they did not fully comply with the court’s order to the effect that they must file their responses within 48 hours.

    Lawyer to the AGF, Abdulahi Abubakar, said his client was not aware of the facts of the case and has decided to rely of the affidavit to show cause, containing facts of the case, as filed by the EFCC.

    Abubakar said the AGF has also, in compliance with the court’s order, filed a counter-affidavit to the applicant’s originating application, in which it, among others, queried the competence of the suit.

    Lawyer to the EFCC, Mrs. Hussaina Gambo, confirmed that the commission, in compliance with the court’s order, filed a counter affidavit.

    Mrs. Gambo said her client was served with the court’s order on August 28, 2019, but was only able to file its response by 12noon on Friday.

    She told the court that, as against the apprehension expressed by the applicant, no steps have been taken by the EFCC to “truncate the administration of justice.”

    Mrs. Gambo added that even with the pendency of Yari’s case, the EFCC could still proceed to conduct its investigation, adding that the conduct of investigation by her client cannot amount to a violation of the applicant’s rights.

    Responding, Magaji observed that from what the EFCC’s lawyer said, his client was not free from possible arrest and detention by the respondent before parties return to court again.

    “From what she has said, we still need further order of this court because what she said may mean that arresting or inviting the applicant,” Magaji said and proceeded to cited decisions of the appellate court to support his position.

    He argued that the respondents can no longer take any further steps in respect of the case because parties are now all before the court and have submitted to the court’s jurisdiction.

    Magaji prayed the court to order parties to maintain status quo and refrain from taking any action in relation to the issues in dispute pending the court’s determination of the case.

    He noted that, having joined issues, none of the parties is expected to take any step that will pervert the administration of justice until the issue is fully determined.

    Ruling, Justice Evelyn Maha agreed with Magaji that, since the respondents did not file and serve their responses on time, the applicant is entitled to time to respond.

    Justice Maha directed parties to exercise restraints and refrain from taking steps that will impede the administration of justice as it relates to the instant suit.

    She adjourned until September 5, 2019 for hearing.

    The AGF, in the counter affidavit, prayed the court not to grant the reliefs sought by the ex-governor in the main suit and argued that granting same was capable of encouraging corrupt practices.

    The AGF justified powers of all security agencies, including the EFCC, to investigate, arrest and detain anyone found to have been engaged in the commission of a crime.

    “If this court grants the relief of the applicant, the doors of corruption will thrive and consequently put the corporate existence of Nigeria in jeopardy,” AGF said.

     

  • EFCC raids ex-governor’s residence, uncovers 21 exotic vehicles

    ECONOMIC and Financial Crimes Commission (EFCC) operatives have raided the country home of former Zamfara State Governor Abdulaziz Yari over the ongoing probe of his tenure, The Nation learnt on Monday.

    The EFCC team also searched the houses of Yari’s brother Jafaru and his intimate friend, Sha’aya Mafara.

    About 21 exotic vehicles were found in the compound of Yari, former chairman of the Nigerian Governors’ Forum (NGF) until he left office on May 29.

    Yari’s interrogation will determine how the vehicles were acquired, sources told The Nation.

    Yari, who was out of the country at the time of the raid on Sunday, has been invited by the commission.

    The former governor is being investigated for alleged questionable payment of N19 billion  from the London-Paris Club refund; N35 billion spent on Internally Displaced Persons (IDPs); Ecological and Stabilisation Fund and how he incurred N151, 190,477,572.02 liabilities on ongoing projects.

    EFCC operatives from Sokoto Zonal Office deployed 15 operatives in Yari’s country home in Talata Marafa. The EFCC has been on the trail of the governor since 2017 but he enjoyed immunity while in office.

    A source, who pleaded not to be named, said: “The raid of Yari’s home was in connection with the ongoing investigation of the former governor. He has some issues to clarify on his tenure.

    “Most of the issues have been in public domain for a while, especially the alleged questionable payment of N19 billion from the London-Paris Club refund to some consultants by the NGF and mismanagement of Zamfara State’s resources.

    “We are not pronouncing him guilty but we want him to appear for interrogation on some of the issues we have highlighted for investigation.”

    Responding to a question, the source added: “Such a raid is allowed when we have superior intelligence on a Politically Exposed Person (PEP).

    “For instance, our operatives uncovered 21 exotic vehicles in his compound. Yet, we have an allegation that a part of the N35 billion budgeted for IDPs in Zamfara was used to buy choice cars.

    “The intelligence at our disposal made our operatives to search the houses of Jafaru Yari, the ex-governor’s brother and his intimate friend, Sha’aya Mafara. In fact, Yari’s brother was at his residence when our team got there.

    “The onus is on Yari to explain how he came about the exotic vehicles; whether or not he declared them in his Asset Declaration Form; and if these vehicles were in his exit Asset Form as a former governor in May.

    “Once he is able to justify the acquisition of the vehicles, the EFCC has no problem with Yari. Otherwise, he has a question to answer.”

    The source said some suspects were facing trial over the London-Paris Club refunds.

    The source said: “We need Yari to come to our office to explain his roles. He was central to the negotiation and disbursement of the funds.

    “Some suspects are already on trial. A few others escaped abroad. But since Yari has no immunity again, let him just clarify a few things.

    “We are hopeful he will honour our invitation.”

    EFCC’s  Acting Head of Media and Publicity Mr. Tony Orilade, said: “It is true we went to the house of the former governor of Zamfara State, Yari, in respect of the ongoing investigation.

    “Like we have always said, we won’t discuss our investigation with the media.

    “At the appropriate time, when the investigation is ripe, we shall proceed to prosecution and we shall carry the media along.”

     

  • Breaking: Supreme Court voids APC’s victory in Zamfara elections

    The Supreme Court has voided the victory of the candidates of the All Progressives Congress (APC) in Zamfara State in the last general elections.

    Those affected are candidates for the governorship, National and state assemblies’ elections held on February 23 and March 11, 2019.

    A five-man panel of the Supreme Court, in a unanimous judgment on Friday, held that the APC in Zamfara State did not conduct valid primaries from which its candidates emerged.

    After holding that the APC had no valid candidates for the elections, the panel, led by Acting Chief Justice of Nigeria (CJN), Justice Ibrahim Muhammad, declared that the first runner-ups, who scored the second highest votes and the required spread are winners.

    Candidates of the APC had won all the seats contested, including outgoing Governor, Abdulaziz Yari, who won a Senatorial seat,with candidates of the PDP emerging first runner-ups in most cases.

    In the lead judgment by Justice Paul Galumje, the court upheld the earlier judgment by the Court of Appeal in Sokoto and dismiss the three appeal the affected APC candidates filed.

    Justice Galumje said, since the APC had no valid candidates, having not conducted valid primaries, the votes recorded by its candidates are wasted votes.

  • Hearing and doing

    There were voices of reason and words of wisdom at the three-day retreat for re-elected governors and first-time governors-elect in Abuja. But whether the participants learnt anything is another matter altogether. The focal point of the speakers was that governors and governments ought to pursue “the greatest happiness of the greatest number.”

    Zamfara State Governor Abdulaziz Yari, who is the Chairman of the Nigeria Governors’ Forum (NGF), said at the opening of the retreat on April 29: “It is imperative to note that the NGF, under my chairmanship, and the National Economic Council under the chairmanship of His Excellency, the Vice President, had agreed that borrowing is never a reliable alternative to solving our economic problems…We must work hard among all the tiers of government to multiply our revenue generation base so that together we change the course of doing government business for the betterment of our people.”

    The United States Ambassador to Nigeria, Ambassador W. Stuart Symington, asked: “How do we invest in human capital development?” He told the participants:  “Invest in people and earn trust.”

    First Bank of Nigeria Chairman Mrs. Ibikunle Awosika spoke on  “The task of nation building.”  “Governors must earn the trust of the people,” she remarked.  “If you earn the trust of the people, they will pay taxes. When you see children that are hungry in your state, you have failed them in some way. We have the capacity to solve some of the problems. Your commitment to helping the people is what will help you achieve what you want to do… You will get much more than wealth after office if you do well for your people.”

    The Catholic Bishop of Sokoto Diocese, Rev. Hassan Mathew Kukah, said:  “Final book I recommend is “The End of Power.” We need to find people willing to invest in our people. That has not happened. When people cannot see a reflection of themselves in government, they shut down.”

    The re-elected governors as well as the first-time governors-elect were expected to learn from the speeches. During their four-year tenure, which begins on May 29, they will be expected to demonstrate that the retreat was useful in preparing them for people-oriented governance.

    The problem is that some have ears but refuse to hear. Those who have ears and are willing to hear will be seen in the days, weeks, months and years ahead.  The participants should not be hearers only; more importantly, they should be doers.

    ZAMFARA State Governor Abdulaziz Yari has warned of an impending recession by the mid-2020.

    Besides, Yari pointed out that the governors have unanimously agreed that borrowing cannot be a reliable solution to the country’s economic problems.

    Yari, who is the Chairman of the Nigeria Governors’ Forum (NGF) spoke yesterday at the opening of a three-day retreat for returning governors and governors-elect in Abuja.

    In his remarks, the NGF chair said that the current economic reality should prepare the mind of the governors ahead of the possibility of another recession by the middle of next year.

    He, however, said the governors’ good spirit and preparedness will enable them to contain the situation.

    Yari urged them to work in unity to boost the economy and to look inward by boosting their revenue generation base.

    Speaking against the backdrop of the country’s dependence on crude oil which price has been fluctuating in recent time, Yari said: “This scenario is a wake-up call for all of you to come amply prepared to face these kinds of challenges especially since we are expecting the possibility of another cycle of recession by mid-2020 and which may last up to the third quarter of 2012.

    “Your good spirit of stewardship will make you contain the situation should there be one. As members of the National Economic Council (NEC) you must work hand in hand to boost the economy in tandem with the global best practices.”

    On the issue of borrowing, Yari said: “It is imperative to note that the NGF, under my chairmanship, and the National Economic Council under the chairmanship of His Excellency, the Vice President, had agreed that borrowing is never a reliable alternative to solving our economic problems.

    “We must work hard among all the tiers of government to multiply our revenue generation base so that together we change the course of doing government business for the betterment of our people.”

    The Zamfara governor also challenged key revenue agencies, including the Nigeria National Petroleum Corporation (NNPC), Federal Inland Revenue Services, the Nigerian Custom Services and other agencies on the need to work more effectively, especially now that the N30, 000 minimum wage bill has been signed into law.

    The United States Ambassador to Nigeria, Ambassador W. Stuart Symington, urged the incoming governors on the need to boost their states economy.

    He also urged them to identify and approach and encourage local investors to shore up their revenue base.

    “As governors, look for people in business in your states”, Symington said, encouraging the governors-elect to invest in the people.

    “How do we invest in human capital development?” he asked. “Invest in people and earn trust. You do that at a speed of trust.”

    On security, the envoy said: “I know security is on everyone’s mind and governance is also in everyone’s mind. Security is not the job of security forces alone. There must be cooperation between the security forces and the civil populace.”

    Also charging the governors-elect, First Bank of Nigeria Chairman, Mrs. Ibikunle Awosika, said they must earn the trust of the electorate.

  • Banditry: Yari urges army, other security agencies to sustain operations in Zamfara

    Gov. Abdula’ziz Yari of Zamfara has called on the Nigerian Army and other security agencies to sustain their ongoing operations against bandits operating in the state.

    Yari’s call is contained in a statement issued on Sunday by the governor’s acting Director-General, Press Affairs, Malam Bashir Kabir.

    Kabir said that Yari made the call at a meeting with the Force Commander of the Operation Sharan Daji, Maj.-Gen. Hakeem Otiki at the Government House Gusau on Saturday.

    Kabir also said that the governor congratulated the Nigerian Army and other security agencies in the state for the good work they were doing in trying to check the activities of the bandits.

    According to him, reports from the areas where the bandits carried out their deadly acts indicate that efforts to flush out the criminals are yielding fruitful results.

    “I am, therefore, appealing for more efforts and sustainability from the security agencies,”  he said.

    Yari said that the incessant killing of innocent people in the state by the bandits had also resulted in the destruction of property.

    “If we recall in 2015, Zamfara was affected seriously by cattle rustling and reprisal attacks by the bandits on our communities and today kidnapping is the order of the day across the state,” he said.

    He assured the security agencies that the Zamfara government would do its best possible to assist them in their campaign against banditry and other crimes in the state.

    Earlier, Maj.-Gen. Otiki who briefed the governor on `Operation Sharan Daji’ being carried out by the Nigerian army, said that the military was carrying out operations at various locations across the state.

    He expressed appreciation for the support and cooperation given to the Nigerian Army by the state government and entire people of the state.

    According to Kabir, the governor later held a closed-door meeting with the security chiefs in the state, traditional rulers, and local government chairmen. (NAN)
