Dambazau, heads of agencies meet over internal security challenges

The Minister of Interior, retired Lt.-Gen. Abdulrahman Dambazau, on Tuesday in Abuja, held a crucial closed-door meeting with heads of internal security agencies over the security challenges in the country.

Speaking before the meeting, Dambazau expressed concern over the current security situation in the country.

He said the meeting was a follow-up to a meeting with state governors two weeks ago over the violent conflicts  between farmers and headers in Benue and other places.

“One of the issues that came up in the communiqué was the issue of the proliferation of small arms and drug trafficking and abuse.

“We also found out that these two issues are triggers to the violence taking place in this country,“he said.

He said without firearms and drugs, those perpetrating the violence would not have the courage to do so with such magnitude as seen.

“Without the fire arms and drugs, those who partake in violence would not have the courage to carry out the kind of violence taking place  in this country,“he said.

The minister said there was need to take urgent steps toward ensuring that the situation was dealt with accordingly.

“As a follow-up I called for this meeting so that we can examine and analyse (the situation) to see how best we can deal with the situation,“ he said.

He said according to the UN Regional Centre for Peace and Disarmament, there were approximately 500 million assorted fire arms in West Africa and out of this figure, 350 million (representing 70 per cent) are in Nigeria.

He said a large consignment of weapons had been smuggled from North Africa (in particular Libya) as a consequence of crises in that country.

“The situation is worsened by the insurgency in the North East because of the supply of weapons to the insurgents and terrorists there.

“Likewise the supply of weapon to the militants  in the Niger Delta through exchange of stolen crude oil and supply by politicians to deal with their opponents,“he said.

He added that the issues required action especially as the 2019 elections draws nearer.

“It is very necessary for us to secure our country and of course a more challenging aspect of that which facilitate the smuggling of weapons, is our  porous borders  and this is a major challenge to the Nigeria Immigration Service (NIS) and Nigeria Custom Service in particular but to all law enforcement agencies,“he said.

He said the about 5,000 kilometres of the country’s borders were  porous, hence the need to secure the  country and its future.

Dambazau added that with the amount of weapons and drugs coming into Nigeria, “if we don’t do something now I am afraid things would be worse than this.”

He said the farmers/hearders conflicts, kidnapping, ethno-religious crises, terrorism, armed robbery, cultism and militancy all had something to do with weapons and drugs.

“We cannot do this without the continued partnership with state governments and religious organisations,“he said.

He said the meeting would come up with strategies on how best to  handle the problems.

The meeting had in attendance representatives of the Nigeria Immigration Service, Nigeria Police, Nigeria Security and Civil Defence, National Drug Law Enforcement Agency, Directorate of State Services, National Intelligence Agency, Nigeria Customs Service, and the United Nations Development Programme, among others.

A communiqué is expected at the end of the meeting.

  • How he was reinstated, by minister

How he was reinstated, by minister

Minister of Interior Abdulrahman Dambazau yesterday explained how Maina was reinstated into the civil service.

A statement yesterday by Ehisienmen Osaigbovo, Dambazau’s spokesman, said:  “The ex- Chairman of the Presidential Task Force Team on Pension Reforms Abdulrasheed Maina was posted few days ago to the Ministry of Interior by the Office of the Head of Service in an Acting capacity to fill a vacancy created following the retirement of the Director heading the Human Resources Department in the Ministry.

“For the avoidance of doubt, issues relating to discipline, employment, re-engagement, posting, promotion and retirements of Federal Civil Servants are the responsibility of the Federal Civil Service Commission and Office of the Head of Service of the Federation, of which no Minister exercises such powers as erroneously expressed in this publication. It is understood that Maina’s last posting was with the Ministry of Interior, and that is probably why he was re-posted back to the Ministry.

“It is therefore improper for anybody to think that a Minister could exercise such powers or influence the process of Discipline, Re-engagement, and Deployment of any civil servant to his Ministry or any other Ministry for that matter. Again such responsibility is that of the Federal Civil Service Commission and/or the Head of Civil Service.

“In any case, the relevant institutions of government are alive to their responsibilities regarding the allegations confronting Mr. Maina.”

  • Presidency explains cancellation of FEC meeting

Malam Garba Shehu, the Senior Special Assistant to the President on Media and Publicity, says the meeting of the Federal Executive Council (FEC) could not hold due to logistic issues.

Shehu, who made this known to State House correspondents in Abuja on Wednesday, explained that the meeting was cancelled as the FEC secretariat workers were unable to distribute necessary documents for the meeting because of the Easter holiday.

According to him, by practice, the ministers must receive memos two or three days ahead of meetings to enable them undertake research, if necessary.

“I think it is because of the Easter holiday. The secretariat had no time to circulate the necessary documents.

“The staff on the Council secretariat resumed on Tuesday after the Easter. There was no time to prepare and circulate memos to ministers.

He described as “very unfair’’ those attributing the cancellation of the FEC meeting to the President’s health conditions

  • FG inaugurates passport‎ office in Kano ‎ ‎

The Federal Government has inaugurated a new ultra-modern Passport Processing Office in Kano State as part of plans to bring immigration services closer to Nigerians.

The Minister of Interior, retired Lt.-Gen. Abdulrahman Dambazau said the measure was part of plans to decentralise the operations of the Nigeria Immigration Service (NIS) and ensure better service delivery. ‎

He said that the new edifice would also compliment operations of the old passport office which had been overstretched.

Dambazau assured of ongoing plans to inaugurate more NIS passport offices across the country in order to ensure efficient service delivery.

Earlier, the Kano State Governor, Dr Abdullahi Ganduje said that the new passport office located within Kombotso area along Zaria Road would greatly enhance the operations of NIS.

According to him, the desire of his government to ensure that Passport applicants in the state do not over stretch themselves and the facilities at the only Passport Office on Farm Settlement Road necessitated the collaboration with NIS.

‎ Ganduje said that his government had donated the‎ office complex to the NIS as a demonstration of efforts at deepening the existing cordial relationship between his government and NIS.

He pledged continued cooperation with NIS in order to improve its operations in line with international best practices.

Group faults deployment of 221 policemen to Wike

…Urges Interior Minister to probe 32 deaths in Lagos prison

A group, Citizens United for the Rehabilitation of Errants (CURE-Nigeria) has faulted claim by the Nigeria Police Force (NPF) that it recently deployed 221 police personnel for the protection of Governor Nyesom Wike of Rivers State.

The group queried the rationale behind such deployment of security personnel to an individual in a society where majority of the citizens are expose to insecurity.

CURE-Nigeria has also written the Minister of Interior, Abdulrahman Dambazau over the reported death of 32 inmates in a Lagos prison in a year.

On the large number of policemen attached to Wike, the group, in a statement by its Executive Director, Sylvester Uhaa, said the attachment of such large number of policemen to a governor with access to monthly security vote, was an indication that the security of the poor did not matter to the state.

“This deployment is a clear indication that the lives and security of the masses do not matter, and that the Police Force is committed to protecting the rich and the powerful at the expense of the masses, who need more protection by law enforcement because they live in the most vulnerable locations and in most vulnerable situations.

“If this deployment must continue, the NPF owes Nigerians, whose taxes are used to maintain these 221 officers, an explanation on why Governor Wike should have this number of police officers attached to him, while millions of Nigerians are left unprotected,” it said.

On the death in Lagos prison, CURE-Nigeria urged the Minister of Interior to ensure enhanced deployment of health and other necessary facilities to the nation’s prisons to avert such avoidable death in future.

“We call on you (the Minister) to take immediate and proactive steps to decongest the nation’s overcrowded prisons and juvenile centres and to eliminate to the barest minimum, the use of prolonged pre-trial detention of suspects.

“We want to state here that the continued detention of suspects for years in the most dehumanising and deplorable conditions, leading to their death reminds us of the Nazi’s death chambers, and we wonder if that is what our country has turned our prisons into.

“CURE-Nigeria wishes to state that the Nigerian justice system is not a justice system at all because it is crudely and disproportionately unjust against the poor and seeks to protect the interest of the rich and the powerful. Such a system cannot be said to be just,” it said.

  • Passport booklet: FG explores local production to ease scarcity

The‎ Federal Government says it is seriously exploring the local production of passport booklets in the country as part of plans to save cost and ease the lingering scarcity of the document.

Mr Sunday James, spokesperson for the Nigeria Immigration Service (NIS) disclosed this in an interview with the News Agency of Nigeria (NAN) on Thursday in Abuja.

NAN reports that the passport booklet is presently being produced‎ by Iris Smart Technology Nigeria (ISTL) through its parent company, Iris Corporation based in Malaysia.

James said that‎ the Minister of Interior, retired LT.-Gen. Abdulrahman Dambazau had directed for the domestication of the production of the passport booklets in the country.

He, however, did not give details of the directive, claiming that he was not to be preview to it‎.

James assured that notwithstanding the measure, the NIS was working round the clock to ensure sustained delivery and distribution of the booklets across all its commands in the country.

“The Comptroller-General of the Immigration Service, Muhammad Babandede, wishes to inform the general public and most especially those who have approached our Passport
Processing Centres of recent, that the Service now has standard Passport Booklets in sufficient quantity for issuance.

“All Passport Control Officers have been directed to clear the backlog of outstanding applications,” he said.‎

Mr Ehisienmen Osaigbovo, the Press Secretary to the Minister of Interior, told NAN that the minister was committed to resolving all issues relating to the passport production.‎

Osaigbovo said that the minister had set up a committee, headed by the Comptroller-General of the Nigeria Immigration Service (NIS) to look into the local production of the document and resolve the challenge posed by its scarcity.

He said the committee was also charged with the responsibility of exploring ways of starting the local production of the passport booklets, in view of the numerous advantages.

“You know if we produce the booklets locally, we will be safeguarding the critical database of Nigerians, safe foreign exchange and create more employment,” he said.

He further said the committee was set up to iron out all the legal issues associated with the current contract with ISTL with a view to ensuring local production and involving the Nigeria Security Printing and Minting Company in the production.

NAN investigation reveals that ISTL had in 2016 requested an upward review of the price of obtaining the passports‎ due to what it termed the increased cost of production and falling exchange rate of the naira to the dollar.

Nigerians all over the country and abroad have continued to complain about the delay in getting and renewing their international passport due to the scarcity of the passport booklets.
