  • Buhari seeks reform of UN, AU conventions on repatriation of stolen assets

    President Muhammadu Buhari on Monday called for the reform of Article 51 of the United Nations Convention Against Corruption and the Article 16(1)(c) of the African Union Convention for Preventing and Combating Corruption for easier repatriation of stolen assets.

    He made the call at the opening of the 8th Commonwealth Regional Conference for Heads of Anti-Corruption Agencies in Africa holding in Abuja.

    Buhari, who was represented by Vice President Yemi Osinbajo, said that the conventions were in urgent need of reform to remove all conditions militating against the repatriation of stolen assets.

    He said “The effective implementation of these conventions depend to a considerable extent on the willingness, cooperation and the assistance of states in the areas of Mutual Legal Assistance (MLA), law enforcement cooperation, asset recovery and return, and technical assistance.

    “Regrettably, the procedures to obtain Mutual Legal Assistance to seize, confiscate and repatriate proceeds of corruption are often complex and problematic, and in urgent need of reform.” he added

    Fighting corruption, he noted, would be futile if nothing was done to ensure that the proceeds of corruption find no safe haven and that such proceeds are fully recovered and promptly repatriated.

    “Recovering stolen assets not only accomplishes the goal of restitution, it also serves as a potential deterrent to future corruption,” he said.

    He said that the absence of a legal basis for cooperation in some countries, differences in legal and procedural frameworks, language barriers, bank secrecy, jurisdictional issues, a lack of funding –   are some of the obstacles standing in the way of effective mutual legal assistance.

    He said it was the complex web of public-private collusion that resulted in proceeds of corruption ending in foreign countries and especially in their financial institutions and systems.

    President Buhari said Nigeria has been at the forefront of sponsoring resolutions aimed at enhancing Mutual Legal Assistance, MLA, on assets recovery and return.

    Among these was the “Facilitating International Cooperation in Asset Recovery and the Return of Proceeds to Crime” – Resolution 6/2 2015” sponsored by Nigeria and South Africa, which was  passed at the 6th Session of the Conference of States Parties of the United Nations Convention against Corruption held in St. Petersburg, Russian Federation in 2015

    Others were the “Facilitating International Cooperation in Asset Recovery” – Resolution 5/3 2013 at Panama City, Panama in 2013 and the “Strengthening Mutual Legal Assistance for International Cooperation and Asset Recovery”- Resolution 7/1 2017, in Vienna, Austria in 2017; both of which were sponsored exclusively by Nigeria.

    “Nigeria has also worked hard to mobilize other countries, especially African Countries, around the issue of asset recovery; and we were key participants in the London Anti-Corruption Summit of 2016, which marked a milestone for our administration’s anti-corruption agenda,” he added.

    President Buhari said an additional US$320million that was recovered from funds looted by former military dictator, Late General Sani Abacha, was invested in the Conditional Cash Transfer, one of the components of his administration’s flagship programme, Social Investment Programmes.

    He said this was one of the aftermaths of the Global Forum on Asset Recovery (GFAR) which held its inaugural meeting in Washington, DC, in December 2017 and brought together four countries from which resources had been stolen, including Nigeria, Sri Lanka, Tunisia and Ukraine.

    He said that the GFAR saw the signing of a Memorandum of Understanding between Nigeria and the government of Switzerland on the return of the Abacha loots, which included a commitment that funds would be invested in the Conditional Cash Transfer scheme “targeted at the poorest and the most vulnerable households in our country.”

    In her speech, the Secretary-General of the Commonwealth, Baroness Patricia Scotland, assured that Nigeria is getting its money back.

    She pointed out that over three billion dollars of ill-gotten gains from Nigeria have been recovered.

    In his welcome address, Acting Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu lauded President Buhari for his commitment in the fight against corruption.

    Others who spoke were former President of South Africa, Thabo Mbeki, Chief Justice of Nigeria, Walter Onnoghen, Nobel Laurette, Professor Wole Soyinka, two former Heads of State, Yakubu Gowon and Abdulsalami Abubakar.

    Buhari meets Abdulsalami Abubakar at Aso Rock

    President Muhammadu Buhari on Tuesday met behind closed door with former Head of State, Retired Gen. Abdulsalami Abubakar, at the Presidential Villa, Abuja.

    The meeting took place immediately after President Buhari received letters of Credence from the Ambassador of Niger to Nigeria, Mr Alat Mogaskia; the High Commissioner of Ghana, Alhaji Rashid Bawa and that of Apostolic Nuncio of the Holy Sea to Nigeria, Most Rev. Archbishop Antonio Guido Filipazzi.

    The former Head of State declined to speak to State House correspondents after the meeting, which lasted for less than one hour.

    Reports also say that barely hour and half hours after his meeting with Abdulsalami, the President also met behind closed doors with two chieftains of the All Progressives Congress (APC), Asiwaju Bola Tinubu and Chief Bisi Akande.

    Two APC chieftains were in the Villa to console the President, who lost two members of his extended family in Daura recently.

    Tinubu is visiting the Presidential Villa for the first time since his appointment by President Buhari as APC “Chief Mediator”

    Abdusalami urges Nigerians to pray for Buhari’s full recovery

    A former Head of State, retired Gen. Abdulsalami Abubakar, has urged Nigerians, especially Muslims, to pray for full recovery of President Muhammadu Buhari to enable him pilot the affairs of the country.

    Abdulsalami made the call after the Eid prayer in Minna on Friday.

    He enjoined Nigerians, especially Muslims, to take advantage of Eid-el-Kabir to pray for Buhari’s quick and full recovery.

    “I call on Nigerians, especially the Muslim faithful to use the opportunity of the Sallah to pray for the quick and full recovery of our president,’’ he said.

    He advised Nigerians to continue to live in peace with one another irrespective of tribe and religion as no meaningful development would be achieved in a society without peace.

    The former head of state also prayed for all “our leaders to lead us a right”.

    Also, Gov. Abubakar Bello of Niger appealed to the people of the state to be patient with his administration as the government was doing everything possible to fulfil its campaign promises.

    Bello, represented by Alhaji Ahmed Guni, Speaker of the House of Assembly, urged the people to be law abiding toward the development of the state.

    Abdulsalami was Nigeria’s Head of State from June 8, 1998 to May 29, 1999.

    Abubakar canvasses equitable distribution of resources

    A former Head of State, Gen. Abdulsalami Abubakar (retd), on Monday called for fair and equitable distribution of Nigeria’s resources in order to ensure social justice.

    Abdulsalami said lasting peace and development would continue to elude Nigeria until social justice is placed top in the activities of public and private organisations.

    He spoke at the 2nd annual international conference on Islamic studies organised by the department of Islamic Studies, Nasarawa State University, Keffi.

    The former head of state said available opportunities and privileges should be extended to all Nigerians irrespective of political, religious and ethnic differences.

    Abdulsalami, who was represented by his former Minister of Finance, Alhaji Ismail Usman, identified corruption, bribery and others as some of the social injustice stalling Nigeria’s development.

    He advocated a religious approach to curing some of the ailments affecting the country.

    The ex-head of state said religion is required to sustain the country’s unity.

    The National Chairman of the All Progressives Congress (APC), Chief John Odigie-Oyegun, on Wednesday described former Head of State, Gen. Abdulsalami Abubakar (retd), as architect of Nigeria`s current democratic rule.

    He stated this in the party`s congratulatory message to Abubakar on his 75th birthday.

    Oyegun hailed Abubakar as a first-class nationalist, detribalised leader and a sterling example of statesmanship.

    He added that efforts at entrenching democracy in the country and indeed globally, would be incomplete without reference to Abubakar’s contributions.

    He said: “The party recalls with pride your role as the architect of the current democratic dispensation after a troubled and challenging period of transition.

    “Since your exit from office, you have worked tirelessly to ensure peace in the country and in trouble-prone areas of Africa.”

    Oyegun said in the lead up to the 2015 general elections, the former head of state endeared himself to many as a man of peace.

    This, he said, was as a result of his outstanding work as head of the National Peace Committee on the Elections.

    Niger salutes Abdulsallami Abubakar at 75

    The Niger Government has described former Head of State, Gen. Abdulsalami Abubakar, as a patriot who laid the foundation for the current democracy in the country.

    The government expressed the view in a statement in  Minna on Tuesday, issued  by Mr Jonathan Vatsa, the Commissioner for Information, Culture and Tourism, to mark Abubakar’s 75tth birthday.

    “Niger State Government extols the virtues of Gen. Abdulsalami Abubakar as he marks his 75th birthday, his rare show of patriotism laid the foundation for the  present day democracy in Nigeria.

    “His Excellency is a compatriot of immeasurable value, a man whose words are his honour.

    ‘’Though your reign was brief, Nigeria and Nigerians are the beneficiaries of the democratic foundation you laid.

    “ Your singular act of bravery saw to the enthronement of democracy and the re-positioning of Nigeria in the comity of nations.’’

    Vatsa described Abubakar as a committed and loyal officer as exemplified by his towering credentials in the military and emergence as Head of State.

    The commissioner said Abubakar was an agent of peace hence the international recognition and appointments he had received as ambassador of peace from global agencies

    “Your strong conviction in peaceful resolution of conflicts has brought peace to Liberia, Niger Republic, Southern Sudan and Guinea where you have been called upon to mediate,’’ he said.

    Vatsa said that the government and the good people of Niger were proud of Abubakar at 75 and prayed Allah to grant him long life.

    Abubakar assumed the leadership of Nigeria in June 1998 following the death of Gen. Sani Abacha.

    He organised elections to institute democratic governance in the country and handed over to democratically elected leaders on May 29, 1999.

    Mr Chibueze Okereke, the Public Relations Officer (PRO) of the Copyright Society of Nigeria (COSON), has said that the organisation will honour late Chief MKO Abiola on June 12 at the new COSON House, Ikeja.

    Okereke told the News Agency of Nigeria (NAN) in Lagos on Monday that the honour would be in form of a lecture.

    The title of the lecture will be: “June 12 and the Lessons of History.’’

    He said that the Publisher of Ovation Magazine, Mr Dele Momodu, would deliver the lecture.

    “Dele Momodu, who was a key figure in the June 12 Movement will give an historical account of that day.

    “He will be speaking to a top selection of the media, artists, political and human rights activists and young people,’’ he said.

    NAN reports that on June 12, 1993, Nigerians voted for the then Chief MKO Abiola, the presidential candidate of the Social Democratic party (SDP) against Chief Bashir Tofa of the National Republic Convention (NRC).

    The then military president, Gen, Ibrahim Babaginda, annulled the presidential elections held on JUne 12, 1993 adjudged by local and foreign observers as the most credible in the annals of Nigeria.

    NAN also  reports that MKO who was detained by another military head of state, Gen. Sani Abacha for attempting to reclaim his mandate, however, died on July 7, 1998 during the regime of Gen. Abdulsalami Abubakar.

    Abubakar succeeded Abacha after his death on June 8, 1998.

    Abdulsalami links national development to security

    Former Head of State, Abdulsalami Abubakar Thursday said there would be no meaningful development in any nation without adequate security.

    According to the former military president, security is important for the peace and progress of any nation.

    He said this at the first National Open University of Nigeria (NOUN) Faculty of Social Sciences public lecture delivered by Prof. Hakeem Tijani of the Department of History and International Studies, Adeleke University, Osun state, in Abuja on Wednesday.

    The elderstateman who was the special guest of honour at the event, reminded Nigerians particularly politicians who are fanning the embers of division and war through their utterances to have a rethink and promote things that would strengthen the fragile peace and unity of Nigeria.

    According to him, the individual and collective ambitions as well as the entity called Nigeria would not exist if crisis or major war was visited on it, suggesting a paradigm shift in security system of the country considering the new wave of crime and criminality that had caused tears and pains in many countries of the world.

    Abdulsalami said: “Certainly, security in any house, in any nation is very important for the peace and progress of that nation. But without security, there won’t be a house, neither would there be a nation, not to talk of its citizens.”

    In his lecture titled: Nigeria in Transition: Interrogating the nexus between human capacity development, labour union, education and national security, Prof. Tijani said Nigeria had been able to overcome the shaky and uncertainty that trailed its existence as a nation through collaboration with security agencies.

    According to him, the transition to a developed economy in Nigeria was predicated upon its success in mitigating forces that hindered security, peace and unity.

    “The transition to a developed economy in Nigeria is predicated upon its success in mitigating forces that hinders security, peace and unity. The mix of human capital development and labour union education are significant in prospecting for national security as the nation transition into permanent peace, unity and development.

    “The urgency for human intelligence to eliminate the sporadic militant and terrorist attacks in the hot spot areas across the nation, and the collaboration with neigbouring nations and international agencies are better coordinated than ever before.

    “The shaky and uncertainty of the corporate existence of Nigeria in the past seems to have been overcome. With quick and coordinated response by the NSCDC and other forces, the assurance of peace and tranquility is better than before.

    “Training of personnel and the provision of other essential requirements have empowered law and civil enforcement agencies like the NSCDC and the police to mitigate the damages of the few, but dangerous militants and terrorists, within the nation.

    NOUN Vice Chancellor, Prof. Abdalla Adamu, highlighted the importance of the lecture.

    Prof. Adamu, who was represented by a former national publicity secretary of the People’s Democratic Party, Prof. Rufai Alkali, added that the lecture served as a veritable platform to periodically examine all facet of Nigeria’s national life particularly as it concerns transition as a nation.

    He commended the Dean, Faculty of Social Sciences, Dr. Ganiyat Adesina-Uthman for putting  the public lecture together, urging other faculties to emulate such gesture for collective growth and development of Nigeria.

    In her remarks, Dr. Adesina-Uthman said Nigeria could correct some of its past mistakes if the people commit to work together irrespective of tribe, religion and political affiliation.

    She urged the citizens to support and commit to the course of nation building.

    “With the collapse of almost all sphere of the economy, elections characterized by malpractices, political intimidation and assassination during and after elections and preponderance of social vices, and other threat to national security, we could conclude that our dysfunctional education are some of the reason for the challenges regarding insecurity, insurgency and terrorism,” she said.

    Buhari, Jonathan, others attend Council of State meeting

    President Muhammadu Buhari on Wednesday presided over Council of State meeting at the Presidential Villa, Abuja.

    The meeting was the second one under the current dispensation while the first meeting was held on the 21st of October 2015.

    Some former Presidents and Head of State who were at the meeting when it started around 11:07 a.m. included Goodluck Jonathan, Abdulsalami Abubakar and Ernest Shonekan.

    Jonathan was attending the meeting for the first time since leaving office in May 2015.

    Former leaders who were conspicuously absent at the meeting included Olusegun Obasanjo, Ibrahim Babangida, Shehu Shagari, Yakubu Gowon.

    The Senate President, Bukola Saraki and Speaker of the House of Representatives, Yakubu Dogara were not at the meeting when it started.

    Among the state governors at the meeting included Rivers, Borno, Niger, Imo, Cross River, Taraba, Yobe, Benue, Bauchi, Enugu, Kwara, Adamawa.

    Others are Abia, Sokoto, Kaduna, Lagos, Kogi, Plateau, Jigawa, Kebbi, Katsina.

    Former Chief Justice of Nigeria (CJN) at the meeting included Lawal Uwais, Mariam Muktar, Idris Kutigi, Alfa Belgore.

    The meeting was still in progress at the time of filing this report.
