  • Zone Deputy Senate President to South-East, Kalu begs APC

The Senator-elect for Abia North, Dr. Orji Uzor Kalu, Monday pleaded with the leadership of the All Progressive Congress (APC) to zone the position of Deputy Senate President to the South East geo-political zone.

Kalu who made the appeal at the ongoing induction of Senators-elect and House of Representatives members-elect noted that zoning the Deputy Senate President to the South East will be in line with the diversity of the country.

The diversity of the country, he said, is the beauty of the country.

He said that APC as a party should look at diversity, because “diversity is our strength.”

He said, “I am a very loyal party man. The party has already zoned the position of Senate President. I can never disobey the party. The party is supreme.

“What I am asking the party to zone the deputy Senate President to the South East, so that I will not disobey the party by going on the floor of the House, which I have the capacity, if I am allowed to do that.

“What I am asking the party as they have zoned this position of Senate President to North East, they should as well zone the position of the deputy Senate President to South East. So that I don’t go to contest out of zone.

“I can contest against whoever comes from the South East or the caucus of the South East can go back and decide what the part wants within the South East.

“What I am pleading with the leaders of the National Working Committee and other leaders, let us not divide this party. All of us are loyal to the country. We are loyal to the constitution. We are also loyal to our party. I want that loyalty to continue, so that none of us will deviate from what the party”

“On relationship between the Executive and legislature, Kalu noted that it has to be very cordial in the interest of the progress of the country.

He said, “President Buhari means well. And some of us who with or without politics we are his friends, we will like to keep the place very stable.

“Not only for him, but for the good of the country. The President is just one person. If there is stability in the Senate and Executive, there will be stability in the country. We are for the stability of the country.

On the position of Senator Kabiru Gaya that the slot of Deputy Senate President should be zoned to the North West Kalu said:

“You know, he is a senior governor. That is his view. It is not a view that represents the views and understanding of the country. He is a man I respect a lot. But his view does not represent the diversity of the country.

“Even if you like take the President, Vice President, Speaker, Senate President to one part of the country, you have not solved the problem of the country.

“The diversity of the country is the beauty of the country. I will like APC as a party to look at diversity. Diversity is our strength. Diversity is very important.

“I don’t want to formally declare anything until the party zones to our zone. I am not going to challenge the party, but I want the party to do the right thing. I have the capacity to go on the floor of the House and contest. It is this people here that will vote and they are our friends. But I want the party to do the right thing.

  • Abia North senatorial election and INEC’s double standard

Sir: It was DeRay Mckesson who said that, ‘Justice that is not rooted in equity, is not justice at all.’ That is why I believe justice should not be denied the good people of Abia North Senatorial District.

It is no longer news that the Peoples Democratic Party (PDP) in Abia State rejected the result of senatorial election conducted by the Independent National Electoral Commission (INEC) in Abia North Senatorial Zone on February 23. The real issue is about protecting the rights of the people. The will of the people should not be allowed to be suppressed.

The state working committee presided over by state chairman, Sir Johnson Onuigbo, PDP had said “after a critical review of the election, including unlawful manipulations and unjustifiable cancellations, concluded that, at best, the election was inconclusive and should be so declared by INEC”. More so, there should be a re-run of the election based on INEC laws and guidelines and the number of cancelled votes.

INEC officially declared elections inconclusive in six states where governorship elections were held simply because number of cancelled votes outnumbered the margin  in which the leading candidates are leading with. Why will the case of Abia North Senatorial District be different? Why should the INEC be playing partiality in a case that they can decide or settle amicably?

During the presidential and National Assembly elections, the returning officer, Dr. Animodu announced that Chief Orji Uzor Kalu was leading with 31,201 votes while his assumed Second runner up, Senator Mao Arukwe Ohuabunwa pulled 20,801 votes, margin of lead 10,400 votes, total number of cancelled votes 38,526. What would have stopped them from declaring the election of Abia North Senatorial District inconclusive as they did in Ondo South Senatorial District and other places?

Cancelation of results from Nkporo in Ohafia LGA where Senator Mao Ohuabunwa won outrightly was malicious. This same returning officer from Michael Okpara University of Agriculture Umudike also cancelled results from 72 pulling units out of 149 polling units in Arochukwu LGA, the LGA of Senator Mao Arukwe Ohuabunwa.

Below is a breakdown of why supplementary elections will take place in the aforementioned six states which has similar issues with that of Abia North Senatorial District:Adamawa State; Umaru Fintiri (PDP) – 367,471; Jibrilla Bindow (APC) – 334,995; Margin – 32,476; Cancelled votes – 40,988; Bauchi State; Bala Mohammed (PDP) – 469,512; Mohammed Abubakar (APC) – 465,453; Margin – 4,059; Cancelled votes – 45,312; Benue State; Samuel Ortom (PDP) – 410,576; Emmanuel Jime (APC) – 329,022; Margin – 81,554; Cancelled votes – 121,019; Kano State; Abba Yusuf (PDP) – 1,014,474; Abdullahi Ganduje (APC) – 987,819; Margin – 26,655; Cancelled votes – 128,572; Plateau State; Simon Lalong (APC) – 583,255; Jerry Useni (PDP) – 538,326; Margin – 44,929; Cancelled votes – 49,377; Sokoto State; Aminu Tambuwal (PDP) – 489,558; Aliyu Ahmed (APC) – 486,145; Margin – 3,413; Cancelled votes – 75,403

What is good for the goose is good for the gander. If re- run will be held in the affected states on March 23, why should they not be held in Abia North Senatorial district as well? INEC should not play double standards. There should be equity and justice.

  • Kalu: We’ve no issues with Abia North result, says INEC

The Independent National Electoral Commission ( INEC ) has said that the commission has no issues with the result of Saturday’s National Assembly polls in Abia North Senatorial District.

Mr Bamidele Oyetunji, the Public Relations Officer of the commission in Umuahia, the Abia capital, said this in an interview with newsmen on Friday.

Bamidele said that the commission only had problem with the results of the National Assembly polls in Abia South Senatorial District, which were still awaiting declaration.

The clarification was coming on the heels of the agitation by Sen. Mao Ohuabunwa of the Peoples Democratic Party (PDP) against the declaration of Chief Orji Kalu, the candidate of the All Progressives Congress, as the winner of the election in Abia north.

Kalu, who polled 31,201 votes was declared the winner ahead of the two other frontline contenders, including Ohuabunwa and Chief David Onuoha, the candidate of the All Progressives Grand Alliance, who scored 20,801 votes and 11,410 votes, respectively.

Ohuabunwa had alleged in a statement issued in Umuahia that the Returning Officer for the election, Dr. Charles Anumudu, did not declare anybody winner of the poll.

He claimed that the number of canceled votes, totalling 76,889, was higher than the margin of lead, put at 10,402 votes.

He said that the difference between the margin of victory and canceled votes was 66,487.

He therefore urged INEC to order for a rerun in the areas, where the election was cancelled.

But according to Oyetunji, “the commission has no problem with the result of the polls in Abia north.”

Also, the Head, Voter Education and Publicity Unit of the commission, Mr Achibie Chigozie, said that Ohuabunwa knew where to direct his grievances.

  • 2019: Will Abia North be a two-horse race?

As the leading political parties prepare to field the same old political foes in the 2019 Abia North Senatorial Election, Associate Editor, Sam Egburonu, examines the odds and wonder if it would be a two-horse race?

CONSIDERING the candidates that have emerged to fly the flags of the leading political parties in the 2019 Abia North Senatorial Election, the competition promises to be a repeat of 2015’s hot political contest. This is because it is the same political foes that fought the battle in 2015 that are gearing up for the 2019 contest.

The ruling Peoples Democratic Party (PDP) is fielding the serving Senator, Mao Ohuabunwa, while the former Governor of the state, Orji Uzor Kalu, is poised to fly the flag of APC in the senatorial contest. It would be recalled that in the hotly contested election in 2015, where Ohuabunwa of the PDP was finally declared the winner in the re-run, he defeated Kalu with a mere 195 votes. Ohuabunwa polled 26,009 votes while Kalu, who contested then on the ticket of PPA, polled 25, 814 to come second. This is even as Kalu’s supporters and supporters of the other contestants in the election alleged manipulation.

As the two prepare for what some commentators call a rescheduled contest, observers are thrilled to see the outcome.

    APGA’s David Onuoha Ogba

The interest of observers in the outcome of the Abia North senatorial contest is more so as it is believed that Chief David Onuoha Ogba (Bourdex), a telecom expert in Aba and a Board of Trustee member of All Progressive Grand Alliance (APGA), is also set to fly the party’s flag in the race. It would be recalled that he was the party’s candidate for Abia North Senatorial District in the 2015 general election. Although there is still uncertainty over the candidacy of the chieftain, in an earlier interview in his Abiriba country home, Dr. Ogba had told some newsmen that he would be contesting the 2019 election for the senate. Dismissing rumour then that he may have concluded plans to dump APGA, Ogba had said that if given the opportunity he will contest to go to the Red Chamber in 2019 on the ticket of APGA. As he put it then: “Yes, I will run again. Definitely yes, I will.” If he actually flies APGA’s ticket and Kalu flies APC flag, then, the 2019 Abia North Senatorial Election will indeed be a re-scheduled contest to be fought by the same old political foes that battled against Ohuabunwa.

Already, analysts are looking at the issues and developments that seem poised to determine the outcome of the election. One of the issues, according to Dr. Francis Okpara, is the personality of the contestants. “More than any other factor, the 2019 Abia North Senatorial Election will be an ego contest. The three leading candidates, former Governor Orji, Senator Ohuabunwa and Dr. Ogba are big politicians who are desperate to prove their worth. Ordinarily, no one would deny that Orji in particular should not find it difficult to win in his own senatorial district given his personality, net-worth and political stamina across the state and Nigeria. But as we all know, since he fell out with his immediate successor, he has been fighting against the clique in charge of PDP in the state. Incidentally, that clique and PDP were in power both in Abia and at the federal level all through the two periods he contested for and lost senatorial elections. Now that Orji’s party is in control of the centre, it remains to be seen how he would fare. One thing is clear, Kalu will fight this political battle with all he has at least to prove that he is still popular and acceptable in his home,” he said.

Until recently, Kalu’s party, APC, was not considered very strong in Abia State. But even then, the party was well received in Abia North, even before Kalu’s formal defection to the party. This explains why, in 2015, Nnenna Nma Lancaster-Okoro, who flew the flag of All Progressives Congress, came fourth in the senatorial election. With Kalu’s entrance into the party, it is expected that the party stands the chance of doing better than it did in 2015.

The Nation investigation shows that it is not only Kalu and his party, APC, that are taking the battle very seriously; all the three most prominent political parties and their candidates are bent on taking the seat even as they have been moving round to explain to the people why the seat should be given to them.

Explaining why he believes there must be a change of the occupier of Abia North senatorial seat, Ogba, for example, had said: “My people are not seeing any dividends of democracy. Nothing has changed in Abia North Senatorial District. We are not seeing any roads network being undertaken. We don’t see electricity being improved on. We don’t see the lives of the people being improved on. We don’t see our schools being rehabilitated. And those are the things that would have changed. We don’t see anyone heaving a sigh of relief in the sense that what the people voted for had been actualised. So, that is the difference I would have made because I have the reach, I have the contact, I have the wherewithal.”

It would be recalled that the APGA candidate, who came third in the 2015 Senatorial Election in the Zone, got 13,633 votes, a proof that he and his political party are also not pushovers in the zone.

    PDP’s Ohuabunwa:

Senator Mao Ohuabunwa, called ‘Follow better,’ by his supporters, was the sole aspirant for the senatorial ticket in his party. At the stress-free primary, he got 741 votes to get the nod of his party men to pursue his second term ambition to the Red Chamber.

Considered an experienced grassroots politician, Ohuabunwa has been in the National Assembly since 1999. He served in the 4th and 5th National Assembly as Member representing Arochukwu/Ohafia constituency of Abia State under the People’s Democratic Party between 1999 and 2007.

His political interest however dates beyond 1999. It would be recalled that in 1998, he ran for a seat in the Nigerian Federal House of Representatives under the umbrella of the United Nigeria Congress Party and won. But that process was truncated.

So, as Senator Ohuabunwa files out for the election, he would be depending on his experience, the power of incumbency and the strength of his party, the PDP.

    APC’s Orji Uzor Kalu

Former Governor of Abia State, Orji Uzor Kalu, who hopes to clinch the Abia North senatorial seat on the ticket of All Progressives Congress (APC) is considered as a strong contender in the 2019 race. Although he had contested for this same seat since 2011 without success, informed observers said, more than in 2011 and 2015, Orji seems more likely to make it now. This is because he is not likely to suffer the obvious disadvantages that put paid to his ambitions in the last two elections. Unlike in those two elections, Orji will, in addition to his popularity, enjoy the advantage of contesting on a political platform that would not be easily intimidated and rigged out.

It would be recalled that in the 2015 elections, when he contested on the platform of the PPA, he blamed his loss to alleged intimidation by the then ruling party at both the centre and in the state, the Peoples Democratic Party (PDP).  It was said then that the administration unleashed, what Kalu’s supporters described as “the worst form of intimidation,” against their candidate. According to them, “Armoured personnel carriers were stationed at the entry and exit of Igbere, Kalu’s home on the Election Day.” They also informed that this strange security measure was also replicated in every area considered to be Kalu’s stronghold.

Aside alleged use of excess security set-up to intimidate his supporters, Kalu’s camp has also pointed out that his loss could be attributed to what they described as the questionable role of the electoral umpire, the Independent National Electoral Commission (INEC), when it reversed itself after the returning officer had declared the election inconclusive, citing irregularities and directing the parties to prepare for a rerun.

The drama that trailed the 2015 Abia North election result cannot be forgotten in a hurry. It would be recalled that after declaring the result inconclusive by 9am on that fateful day, barely three hours later, by 12 noon, it was learnt that the returning officer was allegedly ordered to declare the result as it is.

Considering that the face-off between the former governor, Orji Uzor Kalu and his erstwhile political son, the then incumbent Governor Theodore Orji, was at its peak then, some observers agreed with Orji Uzor Kalu’s associates that the then governor may have used his connection as a member of the then ruling party at the centre, PDP, to influence the outcome of the result against Kalu.

The story of the 2011 Abia North senatorial election is also instructive. It was alleged then that the army at that time not only stationed Armoured personnel carriers on all entry and exit points to Kalu’s house and community but also mounted check points.

This was at a time when the Progressives Peoples Alliance (PPA), the platform on which Kalu sought the mandate then, was literally dead after most of its members and supporters returned to the PDP.

But 2019, according to Nwabueze Onwuneme, an APC chieftain and House of Assembly candidate, will be different both in Abia North and all the other constituencies in Abia State. Onwuneme told The Nation, “All Progressives Congress (APC), which in 2015 was dismissed here as a Northern party has gained great acceptance in the state. You must agree that the former governor, Chief Orji Uzor Kalu, from Abia North, is one of our prominent leaders. I do not need to boast here that he is popular and that his popularity will ultimately help to give us Abia North Senatorial seat. APC, through the able leadership of great politicians like Orji Uzor Kalu, will not only win Abia North in 2019, but will also win the governorship election,” he said.

Besides the top personalities interested in the Abia North seat, The Nation investigation shows that the anxiety draws from the fact that the zone has become a political hot spot. It is on record that while Abia South and Central zones were work over for the Peoples Democratic Party (PDP) candidates, Enyinnaya Abaribe and Theodore Orji in 2015, Abia North was characterised by a long drawn legal tussle that culminated in a rerun.

Aware of this fact, the candidates and the political parties are taking special care to prepare for the elections in the zone. How it will all turn out remains to be seen.

  • Senate tasks FG on gully erosion menace in coast line states

Ravaging effects of gully erosion in parts of the country took centre stage in the Senate Wednesday.

The upper chamber resolved to ask the Federal Government to take urgent steps to address the situation.

Senate intervention through a motion on “The menace of gully erosion in several communities of Abia North, especially in Isuikwuato local government communities of Uturu and Oguduasa” was raised by Senator Mao Ohuabunwa.

Ohuabunwa in his lead debate drew the attention of the Senate to gully erosion ravaging the affected areas.

He informed his colleagues that the affected communities have been cut off from other parts of the state.

He said that several houses and farmland have also been washed away by erosion.

The Abia North lawmaker noted that many more houses and farmland may go unless urgent steps are taken to address the menace.

He said “The affected communities have been facing serious menace of gully erosion partly due to increased rainfall that exacerbate flooding and which threaten the livelihood and entire existence of many communities.”

Ohuabunwa prayed the Senate asked the National Emergency Management Agency(NEMA) to urgently provide relief materials to the displaced persons in Uturu, Oguduasa, and other affected communities in Arochukwu, Ohafia, Bende,  Isuikwuato,  and Umunneochi local government areas of Abia State.

Other senators who spoke lamented the devastating effects of gully erosion in their states.

Senator Gbenga Ashafa specifically said that special attention should be paid to erosion in coast line states.

The Senate also resolved to urge the Ministry of Works, Ecological Fund to urgently fund the immediate construction of a new rout that will link the affected communities with other surrounding states.

It said that NEMA should quickly intervene to rescue the situation and restore easy mobility in the interest of the affected areas.

  • APGA to INEC: Cancel Abia North Senatorial election

APGA to INEC: Cancel Abia North Senatorial election

The Chairman of the Independent National Electoral Commission (INEC), Prof. Attahiru Jega, has been urged to cancel the House of Representatives elections in Abia North Senatorial District over alleged irregularities.

Spokesman of the Abia State All Progressives Grand Alliance (APGA), Dr. Ejike Oji, who is also the candidate of Abia North Federal House of Representatives, told newsmen in Abuja yesterday that the party will seek redress at the court of law.

Oji said the election process was characterised with abnormalities adding that: “during the election, there were incidences of use of thugs to intimidate voters and beat up party agents, resulting in severe injuries to many innocent voters and party staff. Many of the men and women affected have had to seek treatment in health facilities, due to the extent of their injuries.

“We expect that INEC will investigate these claims and will go on to cancel the elections in Abia North Senatorial District which includes Isuikwuato/Umunneochi Federal Constituency. The elections were a charade and cannot be allowed to stand. We are seeking redress in court and more complains are still coming.”

  • Returning officer for Abia North disowns result

The Returning Officer for Abia North, Prof. Ihekwaba Chukwugoziem, has denied signing the result sheet of the senatorial election in the zone.

He disowned the results sent to the Independent National Electoral Commission (INEC) in Abuja from the zone.

Chukwugoziem, a lecturer of the Michael Okpara University of Agriculture, Umudike, told reporters yesterday at a news conference in Umuahia that he never signed the purported result released by INEC.

According to the results released by INEC, the Peoples Democratic Party’s (PDP’s) candidate, Chief Mao Ohuabunwa, scored 40,027 to beat Chief David Ogba of the All Progressives Grand Alliance, who got 28,055 votes. Ex-Governor Orji Uzor Kalu of the Progressive Peoples Alliance came third with 27,002 votes.

The supporters of the other parties had, last Wednesday, protested in the state, alleging manipulation and rigging.

The three major contenders; Ohuabunwa, Ogba and Kalu claimed they each won  the election.

Prof Chukwugoziem said he did not sign the result sheet because the election was marred by fraud.

He alleged that fake result sheets were used in some cases, while ballot boxes got missing in some polling units.

“In such a situation, there is no way any credible person can say the election was free and fair.”

The Returning officer said the atmosphere at the Collation Centre in Ohafia was so tense that the Collation officers were taken to Umuahia under heavy security.

He said his report recommended a rerun to the Resident Electoral Commissioner (REC), Prof. Selina Oko.

Chukwugoziem said the panel set up by the REC to investigate the allegations discovered that the manipulations were more pronounced in Arochukwu.

He said he noticed that besides Ohafia, results from other four councils were flawed, “which forced me to recommend a rerun.”

The Returning officer said he received threat messages from individuals, calling for a rerun.

On the allegation that he was being sponsored, he said: “I am not working for any of the candidates, since I don’t have anything at stake in the exercise.”

INEC’s Head of Voter Education and Publicity Edwin Enaboh said the Returning officer absconded, hence one of the Collation officers was appointed to take over from him.

He said: “We are looking for him. The Returning officer disappeared from his duty post. If he is man enough, he should come forward and make his observations known.

“Since we are looking for him, he has refused to pick his calls. He even switched off his phones. We had no option but to appoint another person to complete the job.”
