    Abia denies budget inflation, clarifies photocopier allocation

    The Abia State Government has dismissed claims that it inflated the 2026 budget, describing reports of irregularities as misleading.

    The clarification followed rumours that the state government increased certain allocations after the budget was signed into law.

    One of the claims centred on an alleged provision of ₦250 million for the purchase of a photocopier for the state’s liaison office in Lagos.

    However, the Abia State Ministry of Budget and Planning, in a statement issued on Sunday, said the figure was a technical error that occurred during the final compilation of the 2026 budget.

    The ministry explained that the actual amount earmarked for the photocopier and other office equipment for the Lagos liaison office was ₦12 million.

    It also stated that all procurement processes under the administration of Governor Alex Otti must comply with existing laws and financial regulations, and are subject to strict approval procedures.

    The ministry maintained that the government remains committed to transparency and accountability in the implementation of the 2026 fiscal plan.

    “The 2026 Budget was duly published on the Ministry’s official website on January 31, 2026, in the spirit of transparency and public access.

    “On Page 60 of the said document, the correct and intended provisions are clearly stated as follows: N210,831,142.00 was provided for the “rehabilitation/repair of residential building/staff quarters for Lagos liaison office.

    “N12,000,000.00 was provided for the procurement of 1 Sharp copier, etc., being every other sundry equipment for the liaison office.”

    “A technical error occurred during the final compilation of the voluminous document. On Page 289, a misalignment of text and values took place, which inadvertently flipped the descriptions against the figures. This presented an incorrect reading. The relevant Agency has since been notified of the correction.

    “The N250,000,000 figure that appeared beside the copier item on Page 289 is not the provision for a copier.

    “It is, in fact, the value for a different, larger capital project elsewhere in the budget, which was displaced by the formatting error. The budget for the copier and sundry office equipment remains N12,000,000 as correctly stated on Page 60.

    “We categorically state that there has been no inflation of the cost for the procurement of a copier. The error was purely clerical and presentational.

    “Most importantly, the Ministry wishes to educate the public on the budget process:

    “The published budget contains estimates and intentions. It is a planning document that authorizes spending up to specified limits. No funds can be disbursed for any procurement based solely on these estimates.

    “Every procurement in the Abia State Government must, by law and financial regulations, pass through rigorous approval processes. These mandatory guardrails include: Scrutiny and approval by the Departmental Tenders Board.

    “Further review and approval by the Ministerial Tenders Board. Final approval and due process certification by the Finance and General Purpose Committee (F&GPC) and the State Executive Council

    “These layers of scrutiny are designed specifically to ensure fiscal responsibility, value-for-money, and the transparent use of taxpayers’ funds. Any procurement that does not justify its cost or follow due process will not be approved, regardless of the initial budgetary provision.

    “The Ministry regrets the confusion caused by the formatting misalignment and assures the public that our commitment to transparency remains unwavering.

    “We encourage citizens to always have confidence in the established financial control systems that govern all our expenditures.

    “This administration remains committed to transparent budgeting and prudent use of public funds and welcomes public scrutiny as part of its established accountability structure.

    Abia to recruit 33 medical consultants, passes start-up bill to boost healthcare, digital economy

    The Abia State government has announced plans to recruit thirty-three medical consultants into the state civil service to strengthen healthcare delivery across the state.

    State Commissioner for Information, Prince Okey Kanu, disclosed in Umuahia that the appointments follow the successful completion of interviews conducted by the State Civil Service Commission as part of the ongoing recruitment exercise for health professionals. He noted that the recruitment portal remains open for Ophthalmologists, dental officers, medical officers, and both contract and full-time consultants.

    Prince Kanu also revealed that the proposed Abia Startup Bill, sponsored by the Ministry of Science, Technology, and Innovations, has been passed by the State House of Assembly. He said the Bill aligns with Governor Alex Otti’s vision of establishing a thriving digital economy to stimulate innovation across multiple sectors.

    “The next step will be for the governor to grant his assent and sign the Bill into law. With the law in place, we will set up the Abia State Digital Innovation and Entrepreneurship Board and launch the Abia Startup Portal,” Kanu explained.

    He added that the state government’s strategic initiatives aim to create an enabling environment for start-ups, noting that the Abia Technology and Innovation Summit is scheduled to hold from December 10 to 12, 2025.

     “The main thrust of the summit will involve activities surrounding the start-up law and the hosting of a start-up innovation challenge. The summit will hold at the International Conference Centre, Umuahia.

    “The challenge will be open and not restricted to graduates of the state’s first TechRise program. The challenge will use the new UNPD UNIPOD facility at Michael Okpara University of Agriculture during the challenge event”, he stated.

    The Commissioner also announced that the State Government will host the 44th National Council of Civil Service Commission Conference between November 30 and December 5, 2025.

    “This conference will have over 600 participants in attendance. The conference is another evidence of the growing focus on Abia state, following the massive transformation recorded so far in all aspects of governance in the state in the past 29 months of the Dr. Alex Otti-led administration”, he stated.

    The Commissioner informed that the Governor has granted approval for the Abia State Environmental Protection Agency (ASEPA) to oversee the construction and deployment of 100 additional bucket bins across the state.

    He said, “The construction of the bin buckets is being undertaken by Ogbonnaya Onu Polytechnic, Aba.

    “With the deployment of these additional bin buckets, it is hoped that the laudable waste disposal and sanitation activities of ASEPA will take the state to an even higher level of cleanliness”.

    He informed that the State Ministry of Works has embarked on Direct Labour projects in 48 locations across the state, adding that five of such Direct Labour projects were completed recently, while five new projects were added to the maintenance bucket of the ministry.

    The Information boss used the opportunity to give clarification on the information regarding the increase in the monthly allowance of National Youth Corps members serving in the state and declared that the allowance for Youth Corps members has been increased to N50,000.

    “We observed that there have been some conflicting reports about the governor’s kind gesture towards the Youth Corps members serving in the state.

    “The allowance paid to corps members serving in the state establishments had remained stagnant for 27 years.

    “With the kind gesture by the governor, both corps members serving in the state establishments and others in the private sector will now earn N20,000 across board. Simply put, the increase is from N4,000 to N20,000.

    “The corps members serving in the state-owned establishments will earn an additional N10,000, bringing the total allowance for such corps to N30,000. The corps members in the private sector establishments will also be entitled to whatever extra allowance their employers pay them.

    “Corps members who serve as medical personnel in the state-owned health centre institutions and those who teach in the state educational system will earn an extra sum of N30,000, bringing the total monthly allowance for such categories of corps to N50,000”, Prince Kanu explained.

    Abia pays over ₦20m compensation to victims of Aba billboard collapse

    The Abia State government has disbursed more than ₦20 million in compensation to individuals injured in a billboard collapse in Aba earlier this year.

    The tragic incident, which occurred on May 28, 2025, involved a privately owned billboard falling at the “Salad Market” area, killing a cyclist and injuring several others, including tricyclists and nearby shop owners.

    The payments were made to nine victims through the Abia State Signage and Advertising Agency (ABSAA). Mrs. Chioma Destiny, wife of the deceased cyclist, received ₦9.6 million, while other affected tricyclists were given ₦1.6 million each. Injured shop owners received ₦500,000 each.

    Speaking at the cheque presentation ceremony at Government House, Umuahia, Senior Special Assistant to the Governor on Transportation, Dr. Obioma Nwaogbe, recalled the circumstances of the accident and praised the Otti-led administration for prioritising the welfare of the victims.

    He explained that the compensation package also included the retrieval and return of damaged tricycles to their owners.

    “There are about five tricycle owners, so each will get ₦1.6 million. The wife of the deceased, Chioma Destiny, will receive ₦8 million to help her start her life and invest, plus ₦1.6 million for the husband’s tricycle,” Nwaogbe said, adding that the support is meant to enable victims to resume their businesses.

    He also appealed to family members to ensure the money is used for its intended purpose, including business and children’s welfare.

    Mrs. Victoria Onwubiko, Managing Director of ABSAA, noted that the agency and the Ministry of Transport engaged extensively with the billboard owners, who accepted responsibility for the incident.

    She added that, to provide timely relief, the Abia State government advanced the compensation payments while arrangements to recover costs from the responsible parties continue.

    “This action demonstrates the government’s commitment to safeguarding the welfare and dignity of every resident.

    “Today’s payment is not just compensation. It is a statement of accountability.

    “Moving forward, we are putting improved processes in place to ensure proper standards for outdoor advertising and signage across the state.

    “This is part of a bigger vision for a more organised, safer, and aesthetically enhanced environment. The new Abia we are building values order. It values partnership. And it values people,” Mrs.  Onwubiko.

    Mrs. Onwubiko, who disclosed that the agency has also commissioned an audit of all high-rise boards across the state in a bid to ensure their integrity, maintained that, “Our priority remains the safety of our citizens and the integrity of the environment in which we all live and work.

    “Step by step, we are strengthening the regulatory framework to prevent a repeat of such incidents.”

    Responding, the Chairman of ASTOPU, Azubuike Victor, and one of the victims and a cyclist, Mr., appreciated Governor Otti for his kind gesture to them, describing it as unprecedented.

    The widow of the deceased victim, Mrs. Chioma Destiny, while thanking Governor Alex Otti for giving her a total sum of ₦9.6 million, said that she would put the money into business and from it, train her children.

    Abia dismisses six civil servants over salary padding

    The Abia State government has approved the dismissal of six (6) staff of the Ministry of Justice following their indictment in a salary padding scheme uncovered during an internal audit and administrative inquiry.

    The affected officers were said to have been found to have engaged in the manipulation of payroll systems, resulting in the unlawful receipt of excess salaries over a sustained period.

    The dismissed officers include Mr. Dickson Uche Eze – Principal Accountant (SGL 12); Mrs. Esther Emeruwa – Senior Accountant (SGL 10); Mrs. Ijeoma Jonathan – Chief Executive Officer (Accounts – SGL 14); Mrs. Treasure Isinguzo – Assistant Chief Executive Officer (Accounts – SGL 13); Mrs. Chioma Victoria Erondu – Principal Executive Officer (Accounts – SGL 12); and Mrs. Hannah Ezinne Eze – Senior Executive Officer (General Duties – SGL 09).

    It was gathered that the disciplinary action followed a detailed investigation by the Abia State Civil Service Commission, which independently interrogated the officers, reviewed relevant financial records, and confirmed that the above-named individuals had knowingly benefited from irregular salary payments to the detriment of the state.

    It was also learnt that one Mrs. Chioma Favour Madu, was also investigated by the government and cleared of wrongdoing, as she was said to have promptly reported the overpayment and taken immediate steps to correct it.

    According to Pst. Eno Jerry Eze (PhD), Chairman, Civil Service Commission,

    Abia State, “the investigation raised serious concerns about the possible complicity of some members of the state salary Committee in the fraudulent scheme.

    “The Governor has directed that the activities of the Committee be subjected to a separate probe to ensure full accountability.

    “Those indicted and dismissed will be handed over to the appropriate law enforcement agencies for prosecution.

    “This decisive action underscores the commitment of the present administration to transparency, discipline, and zero tolerance for corruption in public service.

    “The Government wishes to assure the public that it will not relent in its effort to rid the system of all forms of fraudulent malpractice and unethical conduct.

    “We urge all civil servants and stakeholders in the public sector to remain committed to integrity and to report any suspected irregularities through appropriate and confidential channels.”

    Abia govt reaches agreement to end JUSUN strike

    The Abia State government has announced an agreement to end the ongoing industrial action by the Abia State Judiciary Staff Union (JUSUN), which has crippled judicial activities in the state.

    Judiciary workers had shut down operations across the 17 local government areas, causing lingering cases in court and other official correspondences to stall since the strike began.

    A statement issued Thursday by the Commissioner for Information, Prince Okey Kanu, disclosed that JUSUN leadership signed a Memorandum of Understanding (MoU) with the state government following the conclusion of negotiations.

    Prince Kanu further revealed that the judiciary workers’ union leadership would convene a congress soon to officially call off the strike.

    “Consequent upon the signing of the Memorandum of Understanding between both parties, all differences in the implementation of the Consolidated Judicial Salary Structure (CONJUSS) have been resolved. The government announces that the agreed additional amount to be paid to JUSUN is being processed for remittance. Government therefore expects that the ongoing strike action be called off immediately to pave the way for the reopening of our courts,” the statement read.

    Meanwhile, JUSUN members in the state organized a prayer session to seek God’s protection and intervention to resolve the dispute.

    Speaking to newsmen during the session held in front of the State High Court in Umuahia, the state capital, Abia JUSUN Chairman Comrade Chinedu Eze explained that their decision followed the alleged refusal of the government to implement the appropriate reflection of the Consolidated Judiciary Salary Structure (CONJUS) on the new minimum wage adjustments.

    He also decried the loss of two members who he claimed died due to the situation and disclosed that some members have been unable to pay their house rent or send their children back to school due to a lack of funds.

    Sir: Nigeria’s quest to confront what is a spiraling crisis in the education sector was always going to be an uphill task without government commitment and adequate political will. As the chief funder and operator of the education sector, the government’s input and priority list showing where education fits is a pointer to the achievements and expectations in the sector.

    In its bid to boost education in the state, the Abia State government has declared that education will be free from primary to junior secondary school levels.

    According to Okey Kanu, who is the state commissioner for education, education from primary school to junior secondary school  will be free and compulsory throughout the state, and parents and guardians who deny their wards the opportunities under new policy will be prosecuted under the Abia State Child Rights Law of 2006.

    For years now, the rising number of Nigeria’s out-of-school children has become simply frightening. The numbers which are especially high in the North point to more profound problems in the country while promising future problems.

    As insecurity has debuted on the scene to complicate Nigeria’s convoluted difficulties with poverty, the many groups hounding Nigeria from all sides have found an inexhaustible pool of conscripts in Nigeria’s unemployed, and out-of-school children. This has proven a slippery slope as Nigeria has rallied to confront what is a burgeoning concern.

    When children stay out of school, enormous resources are wasted instead of saved. A country that allows many children to stay out of school is a country wasting away its future and promise.

    Prosecuting parents and guardians will be a disincentive for those who see their children only as more mouths to feed and more hands for the farm.

    The truth, however, is that no parent can  fully focus on the business of providing quality education to their children if they are crushed by the burden of providing food, shelter as well as healthcare for their  children.

    The more prosperous a society becomes, the likelier it is to provide quality education for its children. In turn, quality education feeds economic prosperity and advancement, as no society can grow without enlightened citizens.

    It is clear that giant strides are being made in Abia State by a governor who mustered the support of the people during the last election to demolish a decades-long hegemony on power. A country that doesn’t pay attention to the education of its children is one which digs its grave with its hands. It is only a matter of time.

    The Federal Government and Abia State Government have signed definitive agreements for the Enyimba Economic City, in Abia State.

    The agreements signed marked the commencement of work at the site of the Enyimba Economic City.

    The groundbreaking event of the city is expected to be done soon by President Muhammadu Buhari.

    Abia State Governor, Okezie Ikpeazu led a delegation of host communities of the Enyimba Economic City from Abia South in Abia State for the signing of definitive agreements between the Federal Government of Nigeria represented by the Nigeria Special Economic Zone Investment Company Limited and the Abia State Government represented by the Enyimba City Development Company Limited, at the Aso Rock Presidential Villa Abuja on Friday.

    President Buhari and other top Federal Government functionaries witnessed the agreement signing ceremony at the Council chambers.

    Enyimba Economic City is an audacious and game changing project for Nigeria.

    It is a 9,803 Hectares of new economic city, spanning three (3) Local Government Areas of Abia State, Ukwa East, Ukwa West and Ugwunagbo.

    The land is at the center of the five (5) Southeast and four (4) Southsouth States and has the right characteristics and ingredients to drive massive economic expansion of the region and by extension Nigeria.

    It has major arterial, intercity roads connections. It is near existing sea ports (Onne and PortHacourt) and proposed Akwa Ibom Deep Sea Port.

    It has proximity to Airports (Owerri, PortHacourt and Uyo). It has functional gas pipelines and boarder Owaza gas fields. It is transversed by existing National Rail line, PortHacourt – Maiduguri etc.

    The key pillars of Enyimba Economic City is to create a global business hub that connects the nine (9) Southeast and Southsouth States, build first class infrastructure in the location, including dedicated power and attract economic activities that are mainly driven by manufacturing and supported by other uses e.g. Logistics, Medical, Entertainment, Education, Lifestyle Residential etc.

    The target is to attract proactively long term local and foreign investments, thereby integrating Nigerian businesses (manufacturing and services) into regional and global supply / value chains.

    This project is combining the clear focus of the private sector and the enabling powers of the Governments at all level. Hence, it is a Private Public Partnership (PPP) of Crown Realties Plc, the Host Communities, Abia State Government and the Federal Government of Nigeria under project Made In Nigeria for Export (MINE) of Federal Government of Nigeria.

    On that basis, the Federal Government has designated Enyimba Economic City a Special Economic Zone (SEZ) with Free Trade Zone Status and one of the three (3) pilots that include Kano and Lagos. It has also taken 20% equity in the project.

    The First Phase of the project is fully designed and the projection is that construction will commence in Q1, 2019 and various major anchor tenant discussions are progressing well for manufacturing transfers from China, Germany and other Countries to the new city.

    The positioning and master planning of the city was done by some of the bests in the business in the World, Surbana Jurong of Singapore and CBRE of India in collaboration with local firms. The positioning study indicate that Enyimba Economic City will at capacity, provide over 625,000 jobs, urban housing of over 300,000 units, urban population of more than 1.5 Million people. It is projected that the city will provide more than 2,000industrial/ business units, with estimated annual value output of more than $5 Billion.

  • Abia wades into land dispute

    The Abia State government has weighed in on a land dispute between one of its communities Akirika Obie in Ukwa East Local Government Area, and another in Akwa Ibom State.

    Akirika Obie and neighbouring Ika have been locked in a border dispute to which the Okezie Ikpeazu administration pledged to find a lasting solution.

    The deputy governor of the state Ude Oko Chukwu, who is also the state’s boundary committee chairman, said this when he led a high powered security agencies in the state to Army Base at Akirika Obie community today to thinker on the best way to bring a lasting solution to the land dispute between the two communities.

    Oko Chukwu, thanking the community for showing maturity and being peaceful even in the face of constant provocation by the neighbouring community assured that no part of the state would be ceded to another state, adding that the state government would not seat back and watch destruction of properties of its citizens.

    The deputy governor while pleading with the community to continue to maintain peace and avoid taking laws into their hands stated that Governor of the state, Dr. Okezie Ikpeazu was working assiduously to ensure that lasting peace returns to the community. This is as he added that the presence of security operatives in the community was to ensure that there won’t be wanton killing or invasion of the community by any group of persons in any disguise.

    Oko Chukwu also used the opportunity of the visit to assure them of the state government to extend its infrastructural development drive to the community.

    Sources from the area had alleged that their place has been severally been under attacked by its neighbouring community where they have lost human life and economic crops to the invaders and called for government’s urgent attention to nip the cause of the invasion of their community in the bud.

  • London-Paris Club loan: Abia committee concludes disbursement plan

    The committee set up by the Abia State Government to ensure equitable distribution of the over N5 billion second tranche of the London-Paris Club loan allotted to the state by the federal government has concluded arrangements on how the money would be shared among workers in the state.

    A member of the committee and state chairman of Nigeria Labour Congress (NLC), Chief Uchenna Obigwe in an interview with our correspondent in Aba stated that the committee concluded its work on Monday.

    Obigwe, who thanked the state governor Okezie Ikpeazu for allowing the committee to do their work without any interference, stated that the committee did their job without any bias.

    Giving a breakdown on how the money was shared amongst workers in the state, the NLC chairman stated that the sum of N220m was giving to Abia State Polytechnic, N2,279,045,845.70  was for MDA’s, N792m for the payment of two months arrears for State Pensioners, N751m for payment of Pensioners at the Local Government, Secondary School Teachers got N912m  for 3months salary arrears, Abia College of Education Technical, Arochukwu got N24m for one month arrears of salary out of 7 months that they were being owed.

    Others include Hospital Management Board got N130m (for two months salary), Abia State University Teaching Hospital (ABUSTH) got N290m, Abia State University got N200m, N864m was for the payment of 2months arrears of salary of Primary School Teachers, N1,796,723,533.76 was payment for 2months arrears of Local Government Staff.

    College of Health Science, Aba and Abia State Universal Basic Education Board got N10M and N22m each. Retirees from ABSUTH got N10m as well. The sum of N17.396m was for the severance allowance of Judges while Abia Newspapers got N6.3m to pay one month salary.

    Staffers of Community Social Development Project (CSDP) and Project Implementation Unit (PIU) which the NLC chair said were not government scheduled establishments got N14m and N480m respectively while the sum of N285,788,293.57 was 5% provision for consultancy.

    The State Labour chairman further added that Abia State Polytechnic Aba has as at the time of the interview gotten alert of N90m for one month subvention and promised that he would ensure that the institution gets its money in full.

    “FAC may drop before Friday and it is expected that workers would get their salaries as soon as the FAC drops. The only people that may have to wait for a while is Secondary Education Management Board (SEMB) staff because of the ongoing verification exercise being carried out by the state government and soon as they (SEMB) are done with the verification, at least by next week, they will get their salaries. That’s if everything should go as planned,” Obigwe explained.

    The Abia state government says it will commence the payment of the sum of N1 million on any whistle blower who helps in giving information that would lead to solving heinous crimes in the state.

    Speaking with newsmen in Umuahia while parading nineteen suspected criminals, the Commissioner of Police (CP) Leye Oyebade said that the state security council meeting resolved to give that sum to any whistle blower on crimes.

    Oyebade said that the police need the required genuine information to enable them do their jobs better, stressing that criminals live within and around people so it is their responsibility to expose such persons for peace to reign in the state.

    He said, “The desire by the state government to give out that huge sum of money to those who are willing to expose criminals living in the state is one of the ways to encourage residents to aid the police in their work of preventing and combating crimes”.

    The Abia CP said that the command in collaboration with the state government will be establishing a new Rapid Tactical Squad which will under go training in the areas of arms handling and information gathering before they commence operation.

    Oyebade said, “After their training which will last for about three months, they will be well kitted and all the necessary logistics required for them to perform their duties will be provided for them”.

    “Their operational base would be situated at the state police headquarters and they will be expected to cover every part of the state and their duty would be mainly to respond to kidnap distress calls in collaboration with the Rapid Response Squad and other units in the command”.

    Parading the suspects, the CP said that his men following information made available to his men by Chief Emmanuel Agwu of 61 Amamba Housing Estate, Ubakala Umuahia that five armed men surged into his house and made away with his RX 350 Lexus SUV.

    The CP said that two people David Onyebuchi and Chidozie Nwachukwu were arrested, adding that Onyebuchi was called on phone by one of the hoodlums now at large through the complainants stolen phone, “On searching the phone log it led to the arrest of Nwachukwu”.

    Oyebade said that his men following reports of armed robbery made by Emmanuel Liberty of 49 Ibadan Street and Stanley Elechi of 14 Niger street Igbere off Ngwa Road all in Aba, “Two people Tochukwu Darlington Osigwe aka Ekeson Mba and Eberechukwu Azunna aka Jamaica were arrested”.

    He said that the suspects on two different days with others now at large robbed the complainants at gun point of their valuables which include sum money, thirty pairs of shoes, Tecno mobile phone, sum of forty eight thousand naira and torchlight.

    The Abia CP also paraded Charles Uzodinma for allegedly masterminding the kidnapping of Pa Jeremiah Adindu aged 90 years, the father of Godwin Adindu former Chief Press Secretary to Abia Governor.

    Oyebade said that Pa Adindu was rescued by the collaborative efforts of the police, youths, vigilante and hunters while combing the bush within the boundary between Obingwa and Osokwa in Osisioma council area of the state.

    He said, “On the same day responding to another distress call from Mgnoko Umunkpi, my men arrested Eze Uche aka Inspector of Umuada Nvosi, Chimka Nwogwugwu, Uzochukwu Nwogwugwu and Okechukwu Nwogwugwu all of Umuokoroma Nvosi Obingwa for being alleged kidnap suspects”.

    The CP used the occasion to give the achievements of the command in the last eight months, “The period under review 134 armed robbery suspects, 7 burglary, 29 child trafficking, 26 kidnappings, 18 car snatching”.

    “Others are 2 murder, 4 rapes, 24 cultists, 15 vandalization, 8 fraudsters, recovery of arms 32, ammunition 188, vehicles 40, motorcycles and tricycles 15 and kidnapped victims rescued 15”.
