    Community bemoans contractor’s poor job

The people of Ozuitem in Bende council area of Abia State are unhappy with the quality of work being done on one of their roads.

They said the contractor handling the reconstruction of Uzuakoli-Ozuitem Road is doing a bad job.

The contractor, Slok Holdings, engaged by the Niger Delta Development Commission (NDDC), ought to have done a better job.

Speaking on behalf of the community, Ikechi Njoku said that the people were very happy when the contractor started working on the road and that having seen the road that they are worried over the poor quality of work being done by the contractor.

Njoku said that his people who have been suffering over the poor standard of the road had expected that the road which has been bad for several years, when reconstruction starts would see the kind of road that would last for several years.

He said, “Before now I has been trying to access funds to work on this road as our people have suffered enough, but am happy when NDDC started work on the road, however we are not happy with the quality, as it not the type of job both the presidency and NDDC should do”.

“My people who are owners of the road need to know the terms of the contract, the length of the road, the amount quoted and how long it will take the contractor to finish the work; in fact there are many questions that we need answers for”.

“We are happy that the reconstruction of this all important road has commenced but at the same time we are worried with the quality of work being executed by the contractor, we need a better quality work to be done if this road is to last for a long time”.

Answering questions from newsmen if he is worried that the contractor is a local one, Njoku said that he is not quarreling with the contractor who is from the neighbouring community as doing a quality work will also benefit him and his community.

He said, “I have no problems with the contractor handling the road as he is from the next community, I am a believer of local content and empowering the people but the company needs to improve on the quality of the work they are doing on this road”.

Njoku said that the road which is being accessed by several communities in the Bende, Ohafia and Arochukwu local government areas is expected to witness heavy  traffic during the Christmas period, “So there is need quality work to be done”.

In his own reaction Mba Adighibe noted that the project which is ongoing is already failing while erosion has started eating part of the road, stressing that the contractor Slok Holding need to look at the work they are doing in their own interest.

Adighibe said that when the work started that there was no sign post to show the people the name of the contractor handling the project, “But when we started asking questions we suddenly saw Slok sign post which was how we came to know the name of the contractor handling the road”.

He advised that the owners of the project which is NDDC should monitor the quality of work being executed by Slok the contractor at any level of the work for them to know if the project meets the stipulated standard they recommended for the work.

Reacting also Samuel Oti from Isiegbu Ozuitem said that the road so far done is not of good quality, “We are asking the NDDC to ask the contractor to come back to site immediately if they want to save their image”.

  • Abia hosts Ooni

    Abia hosts Ooni

Ooni of Ife, His Royal Majesty Adeyeye Enitan Ogunwusi gets a royal reception in Abia State, where he makes a case for peace and youth employment, reports SUNNY NWANKWO

Since the unrest triggered by a clash between members of Indigenous People of Biafra (IPOB) and military personnel, Abia State has been receiving high-profile visitors who did their best to cool tensions.

The Ooni of Ife, His Royal Majesty Adeyeye Enitan Ogunwusi is the latest to call.  And like others before him, the monarch also had peace on his mind. He sought deeper relations among the ethnic groups that make up the country. But the Ooni also had other things on his mind, one of which was jobs.

He expressed concern that employable youths are milling around without jobs, an ugly development in any nation. He urged that more efforts be made to provide jobs for youths.

Speaking during a courtesy visit to the state governor, Okezie Ikpeazu, at Government House, Umuahia, the state capital,  Ogunwusi described the Igbo race as very important to Nigeria.

The monarch said his visit to Abia State was in fulfillment of his decision to bridge the inter-ethnic gap across Nigeria and also to support  Governor Ikpeazu whom he described as a man of peace who loves his people and Nigerians.

He praised Governor Ikpeazu’s passion and support for the traditional institution in Nigeria and the state which he described as “the thing that has positive values that cannot be overemphasised”.

He stressed the point that all Nigerians are the same people.

He also commended the culture of the Igbo people, adding that “Igbo tradition is beautiful and signifies that anyone who brings kola brings life.”

He linked the kola nut breaking culture in Igbo land to the strength of the typical Igbo man and woman as well as the “can do spirit of the Igbo race” that he is very proud of.

Expressing happiness that the Igbo continue to uphold their culture, regardless of where they live, the royal father said he always feels at home in Igbo land.

He said, “Nigerians are spiritually linked and must work together because their strength lies in their diversity”.

Oba Ogunwusi called on the federal government to, as a matter of urgency, channel its resources and strength to a course that would better the lot of Nigerian youths.

He explained that youths are the future and energy of the country and therefore their welfare should be the watchword of all progressive leaders of the country.

The monarch assured that his people fully stand by Governor Ikpeazu’s progressive attitude to governance that is anchored on doing what is best for his people and those who live and do business in Abia State.

He noted that everyone must come together to make Nigeria great.

The Ooni who observed that Abia State is peaceful, called for the re-orientation of the youths as, according to him, “disintegration pays no one any dividends”.

He enjoined the youths to do away with hate speeches and channel their enormous energy to right causes.

Governor Ikpeazu, in his speech, described the visit as an “honour and a privilege” to him and the people of Abia State.

The governor thanked the monarch for his kind words to the people of the state, noting that his prayers, support and encouragement have contributed to Abia’s success.

Ikpeazu said that he is encouraged by the leadership style of the Ooni, especially in ensuring the unity of Nigeria and enabling inter-ethnic harmony within and outside his domain.

He maintained that Nigeria has all it takes to become the world’s best “because of its massive human and material resources and the opportunities presented by our diversity”. He regretted “the country’s inability to harness the potential and kinetic energy of the people and translate same  to the positive growth of the country”.

Ikpeazu said youths remain an integral part of Abia development agenda as well as that of the country but must learn to channel their grievances through the right channels.

Governor Ikpeazu expressed belief that the only way to curb youth restiveness, banditry and violent crimes in the society is to ensure that youths are gainfully employed.

He pledged to focus more on solving the problem of youth unemployment in the state through the introduction of more home-grown job creation initiatives.

  • Ikpeazu gives contractor November deadline

    Ikpeazu gives contractor November deadline

Abia State Governor Oke-zie Ikpeazu has directed the contractor handling the reconstruction of Aba-Owerri Road in Aba to ensure the job is completed before November 30, 2017.

A release by Ikpeazu’s Chief Press Secretary Mr. Enyinnaya Apollos stated that the governor also directed the state Ministry of Works to ensure full compliance with the instruction without compromising the scope and quality of the project.

Meanwhile road users of Osisioma, Faulks leading to Ariaria International market have called for speedy completion of ongoing projects in the state especially Aba. This is even as residents of Ayaba Umueze and Um-uimo called on the state government to end the suffering of road users in the area.

They lamented the hardship they face due to the impassable nature of their roads and wondered why roads which also lead to the state-owned teaching hospital should be in such disrepair.

They also appealed to the lawmaker representing Aba North and South Federal constituency whose house is located in the area to come to their aid.

“We understand that here is not under Aba North or South, but Hon. Prestige should help us beg the chairman of Osisioma Local government to come to our rescue.

“This road serves as an alternative route to entrance and exit of Aba especially when the gridlock is much at Osisioma end of Aba-Owerri Expressway whose road is in bad shape. The hard stone here, I learnt, was done by an individual as a palliative measure while we await government.

“Please help us to beg government to come and see how they can help us out of this ugly situation that we have found ourselves in. The expenses incurred in visiting mechanics almost on a weekly basis for one repair or the other is biting us hard in the pocket. They should try and see what they can do about it, we are really suffering.”

Another resident of Port Harcourt road also appealed to Ikpeazu to come to their aid and lamented that since Ikpeazu came in the company of Governor Dave Umahi to flag off construction of Port Harcourt Road recently, work was yet to commence on the road contrary to the assurances and promise made by Ikpeazu during the flag off exercise in Aba.

  • Armed men attack warehouse, made away with cash

Armed men attack warehouse, made away with cash

A three man gang of robbers have reportedly attacked a warehouse located opposite St. Michael’s Anglican Church, along St. Michael’s road, Aba, Abia State.

The gunmen who were said to have struck the place in a commercial tricycle at about 5pm on Monday were reported to have made away with undisclosed huge amount of money which the owner of the warehouse was said to have been paid to by his customers who came to buy goods from him.

The Nation learnt that the hoodlums before leaving the place shot at one of the workers in the warehouse that was later rushed to an undisclosed private clinic where treatment was being administered. It was however not clear if there was any confrontation between the robbers and the victim.

The robbers who many believed have been carrying surveillance on the area before they struck was said to have left the scene with the same tricycle with a commercial plate number which they came with.

The incident was said to have caused pandemonium and forced business owners in the area to close shop abruptly.

An eyewitness who gave her name as Grace described the incident as surprising, stressing that the hoodlums executed their plans as if they had someone carrying surveillance for them in the area.

“The owner of the shop, we learnt offloaded goods at the weekend and since Monday morning he has been making sales as many people have been coming to carry bell of clothes. The place has been busy and no one would have suspected that such a thing could happen. In fact, it took everyone by surprise. They even want to release gun in the air while they were leaving, but the short gun which they came with couldn’t shoot again while they were driving off,” the eyewitness narrated.

Business and economic activities have since returned to the area when our reporter visited the area on Tuesday as many shop owners who said that it was the first time such a thing was happening around the area said that they have become more vigilant than ever after the incident.

  • Call for law review as Abia town planners elect leaders

Call for law review as Abia town planners elect leaders

Members of Abia State branch of the Nigerian Institute of Town Planners (NITP) have a new chair.

Nelson Nwaosu was installed as the ninth chairman of the state branch at a colourful ceremony in Aba featuring political leaders and traditional rulers, among others.

The event which was supposed to be for merriment took another shape when the hall went solemn as participants listened to a thought-provoking lecture delivered by a town planner Steve I. Onu. Onu’s paper entitled “Repositioning Urban and Regional Planning for Good Governance”, was presented at a time when Aba and other major cities across the country were submerged in floodwaters.

It has been said that the flooding  results from the activities of some government officials a well as unscrupulous individuals who turned cities into modern slums despite the huge resources the incumbent and past administrations have put in place to address challenges of flooding and distortion of master plans.

In his paper, Onu said he believes that the current institutional arrangement for urban planning practice especially in the public service is not yielding the desired result because the political class has neglected the importance of proper planning and development of cities.

Onu said town planning laws which the British bequeathed to Nigeria can no longer cope with the pace of infrastructural development in the country.

He called on states that were yet to embrace the implementation 1992 “second generation act” to do so.

He also maintained that the effectiveness of urban and regional planning in any local government and state largely depends on the administrative structure within which it was operated.

The lead paper presenter in his submission called for the establishment of “Metropolitan Planning Board” to address infrastructural planning and execution issues, strengthening the local government administration to embrace planning as a viable revenue generation tool, review of the Town Planners Act, revision of current Urban and Regional law to remove the ambiguity linking the Commission, Board and the Urban Planning Department at the Federal and State levels, ensuring that a constitutional amendment was pursued to ensure the incorporation of urban and regional planning in the concurrent list to limit the role of the federal government in urban and regional.

Onu favours an administrative framework that addresses “metropolitan wide planning issues instead of leaving such matters to the fragmented and uncoordinated local government system especially in large cities.”

In his inaugural speech, Nelson Nwaosu promised to reposition the status of town planners in Abia State through effective capacity building, promising to be a servant-leader, build synergy between the group and government, ensure unity among members amongst other promises that he made while campaigning for the position.

Nwaosu, who noted that the task ahead of him was enormous, called for support of members and major stakeholders, stating that he was optimistic that his administration would succeed and leave the office better than they met it.

Among the dignitaries at the event were captains of industry, former deputy governor of Abia State, Hon. Eric Acho Nwakanma and top government functionaries in the state including traditional rulers led by the State and Southeast traditional rulers’ council chairman, Eze Eberechi Dick.

A highlight of the event was the swearing-in of the elected members of the NITP Abia State chapter.

According to Godson, the rally was preparatory to the party’s efforts to woo more supporters ahead of the 2019 general election.

Earlier in his speech, state chairman of the party, Hon. Donatus Nwankpa who stressed that the party’s doors were wide enough to accommodate others who may join the party even after the rally charged the committee to work hard in order to make sure that the event was a success.

Nwankpa who recalled how the immediate past government in the state barred the incumbent President Buhari from making use of public facilities during the campaigns and the use of state’s machinery to frustrate efforts of the founding fathers of the party in the state to reach out to intending in 2015.

  • IPOB unrest takes toll on Abia

IPOB unrest takes toll on Abia

Residents count their losses as a week-long curfew imposed on Aba, Abia State’s commercial capital, following unrest in the state, is lifted. SUNNY NWANKWO reports

It was a nightmarish week marked by military invasion, protests, clashes between secessionist agitators and security forces, and a 12-hour curfew imposed on Aba, the commercial nerve of Abia State. As members of the Independent Peoples of Biafra or IPOB spilled into the streets protesting the army’s incursion in the home of their leader Nnamdi Kanu, the atmosphere in Aba and other parts of the state changed. Transporters began to withdraw from the roads and commuters had a tough time getting around. A curfew on the commercial city followed and everything came to a standstill. Streets were deserted. Shops were slammed shut. For Abia residents, the losses were huge, though some insisted there were gains as well since the curfew imposed by Governor Okezie Ikpeazu helped to prevent an escalation of the crisis.

No one will forget that week in which the image of the IPOB leader Kanu loomed large. A few months to the 2015 general election, Kanu hit the air wave especially in the Southeast where IPOB’s pirate radio station was broadcasting on the FM band. Although the station had been running on the internet for several months, it was learnt that in order to reach a wider audience in the region and beyond, Kanu decided to bring in transmitters.

In one of his visits to Nigeria, Kanu was arrested, tried and remanded at the Kuje Prison, Abuja with other members of his group. After many months in prison he was released after meeting his bail conditions. He soon started crisscrossing the Southeast where he held rallies to reassure his supporters of his commitment to the cause of ending what he described as the marginalisation of the people of the eastern states.

Irked by Kanu’s conduct at most of his rallies and in videos that have gone viral on the internet showing Kanu flouting his bail conditions granted by Justice Binta Nyako, the federal government through the Attorney General of the Federation went to court in August seeking the revocation of the bail conditions.

Before Kanu’s scheduled court appearance on October 17, IPOB members and Kanu’s supporters took to the streets of Umuahia and Aba and other parts of the Southeast protesting the invasion of his house and the killing of IPOB members, among others acts allegedly perpetrated by soldiers in the state.

The clash between the army and IPOB which came on the heels of a planned military operation in the region called Operation Python Dance II, led to the deployment of military personnel and tanks to the state capital and other parts of the state.

As part of measures to contain the crisis brewing in the state especially in Aba, Governor Ikpeazu, after due consultations with the State Security Council, imposed a curfew on the state’s commercial hub.

The curfew, Ikpeazu said, would last from 6pm to 6am.

Meanwhile, the losses of Aba residents were mounting. While some of the respondents who spoke to our reporter in the city thanked the state government for its proactive step to nip in the bud what could have turned Abia and other parts of the country into yet another ethnic and religious crisis capable of degenerating into a civil war, others described the curfew as counterproductive to the economic development of the state.

They also lamented the devastating effect the curfew had on night life in Aba which the commercial city was noted for before the 2010 insecurity challenge of the state.

Investigations by our reporter revealed that apart from the devastating effects of the curfew on business owners, most churches, corporate organisations and individuals who scheduled various programmes within the period had to call them off indefinitely to forestall nasty eventualities for parishioners and invited guests.

On the third day of the curfew our reporter found that major markets including Ariaria International Market, Cemetery, Shopping Plaza, and Ahia Ohuru, among others, were on Thursday last week forced to close down amid rumours that there were killings and mob attacks in every part of the city.

Major streets and roads such as St. Michaels, Azikiwe, Milverton, Okigwe, Asa, Aba-Owerri Expressway, and Faulks, among others, were deserted as early as 5pm. This, some of the residents said, was to avoid the usual gridlock on most Aba roads which could keep them on the road till the start of the curfew.

Many people who were unable to close early had to trek home due to scarcity of commercial buses and tricycles.

A trader, Festus Madu, described the loss to his business as overwhelming and unquantifiable, stressing that it would take him months to recover. He said that most of the customers who patronise him from other West African countries were yet to start coming to Ariaria International market because of the fear and apprehension that greeted Aba as a result of the unrest.

Corroborating Mr. Madu, a director of a hospitality facility near Ariaria International Market, Mr. Gilbert where some of the traders of other African countries lodged whenever they were in Aba for business claimed that there was a sharp drop in patronage of his facility.

Gilbert warned that a continuation of the curfew and faceoff between the army and IPOB members would continue to have negative effects on the lives and businesses of citizens of the state.

A fast food shop owner along Milverton that simply gave his name as Pius, while speaking with our reporter on Tuesday night, said, “We are happy that the governor has extended the time of the curfew to 10pm, but that will still not be enough. My business is done at night. We start selling food by 8 0’clock in the night to close around 3 to 4am because most persons traveling in the night comes to eat here. Some of the tailors and even bus drivers who work in the night do come here to eat. Passengers whose cars arrived late in the night and may be leave very early in the morning also come here to buy what they eat. But with the curfew still in place, we only have 2 to 3 hours to do our business and since Monday that the curfew was extended, business has been dull. After today, I don’t think I am going to cook again until the curfew is over. But my worry is what I will be doing until the state government announces the end of the curfew because the little money I make from this is what I use to pay for my shop and house rents and to pay for my children’s school fees.”

A man who gave his name as Clinton Uchenna narrating his experience during the curfew said that he nearly lost his wife to illness as there was no means of conveying his wife to the hospital, stating that even his neighbours who saw the conditions of his wife failed to yield to his appeal as they feared of being held by soldiers on their way back from the hospital.

A petty trader said that she had to sleep in the park after they returned late from Oil Mill market, Port Harcourt, Rivers State because she couldn’t get a bus to her place, adding that she couldn’t trek home either because of the curfew.

While commending the state governor and other southeastern governors for taking a proactive step to stop the spread of unrest to other parts of the east, they appealed for calm and urged the Abia State Governor, Dr. Ikpeazu to rescind his decision to impose curfew in the state now that they said it seems that peace have returned in Aba and other parts of the state.

  • ‘Operation Python Dance to be annual event’

‘Operation Python Dance to be annual event’

Abia state deputy Governor Ude Okochukwu has said that the “Operation Python Dance” being carried out in the state and other parts of the Southeast by soldiers would be an annual event in the region.

Okochukwu was speaking at the end of a tour of facilities and monitoring of the progress of the Python Dance II exercise at the Nigerian Army Language Institute (NALI) at Ovim, Isiukwuato Local Government Area of the state.

The deputy governor was accompanied by the Chief of Army Staff, Lt.-General Tukur Buratai and other senior military officers.

He said  the exercise in the state was meant to tackle the farmers and herdsmen crisis, armed robbery and other related crimes.

According to the deputy governor, Abia would benefit from the exercise in the long run, stressing that the benefits of the Operation Python Dance II cannot be overemphasised.

“I want to thank the Nigerian Army for this wonderful exercise. I want to tell all Abians and Nigerians, especially those of us from Abia that this exercise is not new to us. Last year we had it and in the last year’s own, we were able to tackle some security lapses in the state. At the end of it all, Abia State was better for it security-wise. So I want all Abians to know that this exercise is not targeted at civilians; it’s just a routine exercise soldiers do to tackle security issues that are prevalent in this area; like the issue of herdsmen-farmers clashes, kidnapping, robbery, etc. Like a state like Abia that has boundary with about seven states we have boundary issues and some of this boundary issues they’ll handle it. I want everyone to know that the soldiers mean well.”

Several efforts by journalists to have the reaction of Lt.-Gen. Buratai on the visit and inspection of NALI and ongoing Egwueke exercise in the state failed as the Director of Army Public Public Relations, Brigadier General Usman Sani and his deputy, Col. Musa Sagir (82 Division’s spokesman) barred them (journalists) from speaking with their boss (Buratai).

Former chief of army staff, Lt. Gen. Azubuike Ihejirika (rtd) in his speech said “I am glad that Chief of Army Staff has find time to inspect these facilities and make sure we achieve the reason for establishing it. I am sure that it is not everybody that knows and appreciate that Nigeria is a country bordered by many French speaking countries. It’s on record that even though these facilities were ready as at January 2014 when I left office, it didn’t kick off until General Burutai became the Chief of Army Staff. So, I want to thank the chief of army staff for making it possible for us to have strong armed forces that’s capable of protecting all it borders during peace program.”

Recall that the phase II of the Egwueke exercise took off in the state officially at the 14Brigade Tactical Headquarters in Umuahia, the State capital with some representatives of Abia State government and heads of sister security agencies in attendance.
