Reps want FRSC officers to bear arms

THE House of Representatives said yesterday that officials of the Federal Road Safety Commission ( FRSC ) should bear arms in a bid to effectively carry out their responsibilities of saving lives.

The Green Chamber noted the increasing cases of violent attacks, harassment and intimidation of personnel and officers of the FRSC by highly placed individuals, motorists and hoodlums across the country, particularly in Zamfara, Jigawa, Abia and Lagos states.

The members noted that from 2015 to date, there have been 149 cases of attacks on personnel and 201 cases of damage to properties and equipment of the commission.

They, therefore, urged the Federal Government to facilitate the procurement of arms and ammunitions for FRSC officers.

The resolution of the House was sequel to the passage of a motion by Hon. Solomon Maren titled: “Need to Curb Incessant Attacks on Personnel of the Federal Road Safety Commission (FRSC)”.

Maren while moving the motion noted that despite Section 19 of the FRSC (Establishment) Act, 2007, which stipulates that personnel of the commission who are exposed to high risk in the enforcement of the provisions of this Act, shall have same powers, authorities and privileges, including power to bear arms, as are granted by law to members of the Nigeria Police Force, the Federal Government has not provided road safety officers with arms to enable them protect themselves in the course of performing their duties.

When he Speaker, Hon. Yakubu Dogara called for a vote on the motion, it was passed without dissent.

The House subsequently mandated the Committee on Federal Road Safety Commission to investigate cases of attacks on personnel of the FRSC and also ensure implementation of the resolution to arm the officials.

The committee is to report back within four weeks for further legislative action.

  • Society urges FG to invest in biotechnology to avert food crisis

Society urges FG to invest in biotechnology to avert food crisis

Prof. Benjamin Ubi, President of Biotechnology Society of Nigeria, has advised the Federal Government to invest massively in Biotechnology to achieve food security and avert the impending food crisis across the globe.
Ubi gave the advice in his keynote lecture at the Biotechnology awareness week and capacity building workshop in Umuahia.

The occasion was organised by the Centre for Molecular Biosciences and Biotechnology, Michael Okpara University of Agriculture, Umudike (MOUAU), Abia.

The president of the society said that the rising global population and the growing impact of global warming and climate change posed serious adverse effect on agriculture production all over the world, hence the need to check the development.

Ubi, a Professor of Plant Breeding and Biotechnology, Ebonyi State University, said that sub-Sahara Africa “is highly threatened by hunger and malnutrition.”

He said that although Nigeria was not yet in the danger zone, “the country is presently at moderately high hunger.” adding that urgent measures became imperative to develop the nation’s diverse food crops through biotechnology.

He said, “Nigeria is lucky because it has a diversity of food crops but we should not be lazy.Rather, we should find ways to develop and harness the crops for greater economic benefits and nutritional value.”

The professor said that with biotechnology, Nigeria could achieve improved crop variety with the resultant high agricultural yield.

In an address of welcome, the Acting Director of the institute, Dr Emmanuel Ekundayo, said that “Biotechnology is changing the world of science and the way of life of human beings around the world.”

Ekundayo further said, “Modern biotechnology is creating breakthrough products and technologies to combat debilitating and rare diseases, feed the hungry, reduce environmental footprint, use less and cleaner energy.’’

According to him, modern biotechnology also ensures ‘’safer, cleaner and more efficient industrial manufacturing processes.”

He said that at least, “13.3million farmers around the world used agricultural biotechnology to increase yields, prevent damage from insects and pests and reduce farming impact on the environment.

Ekundayo, however, expressed concern that the level of knowledge and capacity to achieve breakthrough in producing biotechnology was pitifully low in Nigeria.

He listed the challenges limiting progress in biotechnology in Nigeria to include “intellectual apathy, paucity of facilities to do research in biotechnology and the low level of awareness about the potentialities of biotechnology.”

He also called for investment in biotechnology, especially in the establishment of functional centres of excellence in biotechnology in the universities and research institutes across the country.

Ekundayo, who said that forward-looking nations of the world were investing massively in biotechnology, called on the government to take cue from such countries toward the development of modern Biotechnology.
“Capability in modern biotechnology will be a major factor for economic competitiveness in the 21st Century.”

He said that the workshop was “designed to stimulate interest and promote knowledge about biotechnology in MOUAU and its environs in line with the mandate of the centre.”

In a goodwill message to the workshop, Prof. Joseph Ukpabi, the Acting Executive Director, National Root Crop Research Institute, Umudike, described the potential of biotechnology as enormous.

Ukpabi was represented by a Director in the institute, Dr Ifeoma Ukwuonu.

He said that the institute had acquired “decades of experience in the application of modern biotechnology tools in breeding, seed multiplication, disease diagnosis, food chemistry and industrial applications.”

He also said the institute was ready to collaborate with MOUAU and other institutions in research on biotechnology that would be of mutual interest and for the nation’s economic viability.
The Vice-Chancellor of MOUAU, Prof. Francis Otunta, expressed the hope that the workshop would come up with recommendations that would help in the development of biotechnology in the university.

He was represented by the Deputy VC (Academic), Prof. Madu Iwe.

The Chairman of the opening ceremony and Director, MOUAU Extension Centre, Prof. Ike Nwachukwu, commended the centre for organising the programme.

He said that the recommendations that would emanate from the workshop would be beneficial to farmers, Nigeria and humanity in general.

Nwachukwu described the theme of the workshop, ‘’Biotechnology: Key to sustainable food security,’’ as apt, in view of the current challenges facing agriculture and the environment.

Ikpeazu warns soldiers against extortion, manhandling of Abia residents

Gov. Okezie Ikpeazu of Abia has warned soldiers deployed in the state to desist from alleged extortion and molestation of residents.

Ikpeazu gave the warning in a statement by his Special Adviser on Information Communication Technology, Mr John Okiyi, in Umuahia on Sunday.

In the statement entitled, “Call Your Men to Order”, he expressed worry that soldiers were allegedly extorting money from residents and subjecting innocent people to unwarranted “corporal punishments”.

He described the development as unwholesome, illegal and provocative, warning that the acts could trigger civil unrest and a breach of the existing peace in the state.

“The unwholesome activities of some men of the Nigerian Army, who have formed the habit of subjecting members of the civil populace to corporal punishments and extortion of money, have reached the government of Abia.

“These acts are more prevalent along the Bende-Umuahia road, Ohafia town and within Aba and environs.

“These acts are not only illegal and extremely provocative, they are capable of triggering off civil unrest and a distortion of the peaceful atmosphere the government has worked hard to put in place,” Ikpeazu stated.

He assured that his administration would continue to cooperate with all security agencies in the discharge of their lawful operations in the state.

He, however, warned that government “shall not condone a situation where the presence of the army in the state becomes a platform to assault our people and subject them to inhuman and degrading treatments”.

The governor, therefore, charged the Commander, 14 Brigade, Nigerian Army, Ohafia and all heads of army formations in the state to closely monitor activities of their men and ensure that the practices were stopped immediately.

According to him, government shall no longer condone this unwarranted assault on the people of the state.

“Our people, as law-abiding citizens, are fully deserving of their basic freedom and fundamental rights to life, personal liberty and dignity of the human person,” Ikpeazu added.

Cases of assault, inhuman treatment, molestation and extortion of motorists, allegedly perpetrated by soldiers deployed to military checkpoints in strategic locations in the state, have been rampant.

  • Kanu’s family faults Abia CP’s claims over arms recovery

Kanu’s family faults Abia CP’s claims over arms recovery

Family of leader of proscribed Indigenous People of Biafra (IPOB), Nnamdi Kanu has faulted claims by Abia State Commissioner of Police, Anthony Michael Ogbizi that police recovered lethal weapons when they raided their compound at Afara Ukwu on October 8 together with soldiers from 14Brigade, Ohafia.

Abia new commissioner of police had claimed during a press briefing in Umuahia on Thursday that lethal weapons including petrol bombs and one double-barrel gun were recovered during the raid.

Kanu’s family spokesman Prince Emmanuel Kanu in a telephone chat with journalists however denied that the family had any gun in the house, adding that if actually there was any gun the police found, it was planted by them during the first raid.

“This new CP was the same man who came to our house two days after the September 14 invasion with two Hilux vans and his Prado SUV and pulled down the car porch and destroyed the vehicles parked outside.

“This same CP hurriedly after the invasion on the October 8, issued a press release telling the whole world that they discovered bombs in my house. The army on the other hand, denied that there was no invasion and that they never went to my house, what a contradiction.

“A house that there has not been any person inside except our guard who we asked to look after the house, all of a sudden they invaded the house and came back to say they found a den gun, double barrel gun and petrol bomb. Who manufactured them? Who kept them there? That is the question to ask.”

While denying that there was anything incriminating found in their home, the family accused Mr. Ogbizi of fabricating the story to justify what he described as illegal raiding of their compound and also to appear as if he was working in order to please his masters.

The younger Kanu said what the police came to do in the home was to remove the CCTV which he said had been recording what the military and police had been doing in their house.

“The policemen came to our house and ransacked the entire compound including my mum and my father’s rooms, removing my mum’s boxes, our TV and generator sets, bags of rice and many personal belongings without knowing that we had a CCTV recording their activities in the house. But when they got clue about the CCTV and in order to concoct whatever that they would present to the public to label our family bad, they came back and removed the CCTV from where they were hung.

“I am telling the international community to prevail on this people. What the Police and other security agencies are doing in my house, my community, in my state and the entire Biafran Land is evil. It is clear that out of desperation, they are trying to cover their tracks and they have failed.

“Nobody can tag IPOB a terrorist organization. We don’t carry arms and arms never solved any dispute. They should engage IPOB leadership genuinely. We are not violent. We don’t give life and we can’t take one. They have rubbished the name of the country called Nigeria, that’s why we are called Biafrans.

“They invaded the house and took away the CCTV now they said that they discovered petrol bomb and the rest of it, when we had only one person in the house. How possible is that? Who planted them?”

He said if there was any bomb in their house, it was planted by the police the day they came on the October 8, adding that the police did not arrest any technician involved in bomb making, but their guard called Chukwu.

Kanu further stated, “If Ogbizi was serving in his Cross River State, he wouldn’t have raided the palace of the Obong of Calabar under any guise the way hew raid my father’s palace and boasted he would raid it again, this can only happen in Igbo land.

“And let me tell you something, the reason they removed the former CP (Adeleye Oyebade) was that he knew that IPOB has been non-violent in their activities and he stood on the side of truth, he refused to be compromised that was why they removed him and brought this one from Cross River State who is on a mission he will never accomplish.”
