  • Abia to establish welfare scheme

    To meet the basic needs of Abians, Governor Okezie Ikpeazu has approved the establishment of the Abia Welfare Scheme. The scheme would reach the poor and unemployed through a private public partnership.

    The scheme would establish unemployment centres (Abia Job plus) that will help the people secure employment, both in the public and private sectors, setting up of an e-mail for direct communication with the governor, provide free medical, legal and financial services for the less privileged, and other welfare issues.

    Chairman of the scheme, Mr. Kelvin Umeh, said efforts are on to collate the data of the unemployed and extremely poor.

    Mr. Umeh said the scheme couldn’t have come at a better time, noting the current economic situation. He emphasised the need for an effective private-public sector collaboration to provide better welfare for the people.

    APGA commiserates with Abia crash victims

    The All Progressives Grand Alliance (APGA) Abia State chapter has commiserated with the surviving victims of the fatal motor accident that occurred at Ohiya axis of Port Harcourt / Enugu express way in Umuahia South Local Govt. Area of the state.

    Members of the state working committee of the party led by its chairman Rev. Augustine Ephemera, the Vice Chairman Mr. Chima Onyekwere, and the State Secretary, Elder Onukwubiri Sunday visited the few remaining victims of the accident at the Federal Medical Center (FMC) Umuahia where they were still receiving treatment.

    Speaking with some of the victims which include; Miss Ihuoma Nwosu, Miss Ifeoma Ejindu, Miss Nneoma Ezima, and a male victim, Rev.  Ehiemere thanked God for saving their lives and wished them speedy recovery.

    He disclosed that as a party that has the interest of Ndi Abia at heart, APGA deemed it expedient to identify with them at their moment of grief, and made a cash donation of fifty thousand naira   to the victims through their relations who were present during the visit.

    The Party prayed for the peaceful repose of the eleven souls that perished in the crash and subsequently called on the Federal and state governments to take urgent safety measures to ensure that something drastic is done at the spot of the accident especially in front of the luxury terminal to prevent future occurrence.

    APGA is appalled that in-spite of her previous calls on the government to put up safety measures like mini round about, speed breakers etc at the area considering the very delicate location of the luxury terminal, the Abia State Government has not seen reason to align with APGA’s position.

    According to Ehiemere; “The sad reality is that this harvest of innocent blood which is almost a daily occurrence in the nooks and crannies of the state is a clear manifestation of misgovernance and misrule.

    “Government must at all times provide oversight and an enforcement mechanism for the laws of the land. No amount of money or shedding of crocodile tears can bring back those innocent souls. In responsible states where there is rule of law construction companies are obligated and compelled to put up road signs and other safety measures.

    “What we want to hear is that the fleeing truck drivers has been apprehended and prosecuted for manslaughter. We also insist that the erring construction company should be subjected to civil prosecution with substantial damages.”

     

  • Abia in a new dispensation

    Since his inauguration as Abia’s fourth Executive Governor about 65 days ago, Dr  Okezie Victor Ikpeazu has chosen to carry on with governance in uncommon ways. And the dividends of this creative leadership approach are  many.

    One of the early pronouncements of the governor was the directive to discontinue with the appellation of “His Excellency” as his official title. He also went on to discourage all forms of praise-singing,  sycophancy and frivolous courtesy visits. With this distinctive departure from  the past, Dr Ikpeazu has come to the level of ordinary Abians, adorning the toga of “a common governor doing things in uncommon ways.”

    He has also been spared the needless distraction of army of visitors who have very little to do with developmental governance. Not a few  have equally hailed Dr Ikpeazu’s prudent management of lean financial  resources of the state. Modest and frugal to the bones, the  governor has drastically pruned the usually high cost of governance. And no longer business as usual, Dr Ikpeazu travels with a few aides.

    He has also cut his salary by half, while pledging to pay workers before the end of every month after the holistic  staff audit that  would flush out ghost workers and enhance an innovative  revenue generation and  collection regime. Dr Ikpeazu is also repositioning Abia as prime investment  destination with focus on Aba, the state commercial capital.

    Tackling the city’s infrastructural deficit through an urban renewal initiative, the governor is desirous of improving the state’s  Internally Generated Revenue (IGR). Dr Ikpeazu targets N1.5  billion IGR per month.  To this end, he established three key government agencies: the Aba  Urban Renewal Bureau, the PPP and the Abia Investment Promotions  as well as the Economic Advancement Team (EAT) personally headed by the  governor. These agencies have since gone to work to realize their mandate in the  overall socio-economic  interest of Abians. Also to be noted are the massive reforms  silently going on in Abia in the last 65 days.

    Starting with the earth-shaking biometric staff audit  which has saved the state some N160 million, the planned automated and  harmonized revenue collection policy would also ensure accountability. The  governor has again sustained the momentum in the area of  road construction and allied infrastructural development. To say the truth, Abians knew better days are here when Dr Ikpeazu flagged off repair of some seven  roads in Aba and some  other parts of the state on his first day in office. He has  even added more, all  from projects earlier approved by the last State Executive  Council.

    And with some of  them nearing completion, more interventions have also been initiated as quick fixes as the rains and largely  ill-maintained roads mess up Abia.

    Still on the environment, serious work has equally been going on especially in Aba and Umuahia where the drainage systems are being  cleaned up. The Abia State Environmental Protection Agency has since evacuated refuses in urban  areas. In fact, all necessary equipment for the continuous  clean-up of the  state is now on ground, courtesy of the current  administration.

    In the area of peace and security, the government has been exemplary.

    Peaceful and pragmatic in nature, Governor Ikpeazu has a near-perfect working relationship with heads and members of law enforcement agencies,  traditional rulers and other stakeholder. The benefit of this synergy is a largely peaceful state.

    Security experts have equally commended the governor’s handling of two major security challenges in that last few days. First was the breach of peace in Powerline, Ariaria Market, Aba after men of the NDLEA allegedly killed two traders, while hunting for drug users. The overnor has since contained the situation even as investigations into the extra-judicial killings have commenced. He also advised the NDLEA to hence carry out their duties with restraint and caution.

    Another ugly incident which the governor handled with unequalled sense of responsibility was the razing of the INEC office in Mgboko, Obingwa Local Government Area.

    Governor Ikpeazu, who inspected the scene of the  fire which occurred on Sunday, August 2, expressed  shock at the level of damage done to the building and charged the police and other law-enforcement  agencies to ensure that the culprits are brought to book.

    According to the Chief Press Secretary, Mr Godwin Adindu, the governor also called on the police and the army to beef up security in all INEC formations in the state to forestall such incidents.

    He lamented over the tendency of some disgruntled

    elements in society to vandalise public property, saying that it is a big drawback to the effort of government in providing dividends of democracy. While reiterating the determination of his government to maintain  law and order and protect life and property of the Abia citizenry, Ikpeazu used the occasion to warn perpetrators of such acts to turn a new leaf as the current administration will not tolerate such deviant acts.

    Governor Ikpeazu has also tasked, empowered and mobilized security agencies to track down kidnappers and  chase out armed robbers from God’s own state. And this has radically reduced violent crimes in Abia. Generally speaking, Dr Ikpeazu is navigating the ship of state with a great sense of focus, passion and transparency.

    He’s also mindful of the fact that Abia is expected to emerge the most commercially viable state in the next few years.

    “It has been 65 days of serious and creative governance. In fact, Dr Ikpeazu’s first 100 days in office would amaze the  world. Abians should gear up for better days, having elected  a visionary leader  who is determined to change the narrative of the  state”, a public policy  analyst predicted.

    • Members set to dump party

    The crisis rocking the Abia State chapter of the Peoples Democratic Party [PDP] has worsened, with more than 40,000 of its members set to dump the party for the All Progressives Congress [APC] over alleged bad leadership.

    The leader of a group known as ‘Concern Abians for Good Governance’, Chief Tony Ukansanya, had earlier promised the National Chairman of APC, John Odigie-Oyegun of their impending movement during a meeting in Umuahia.

    During the meeting, Odiegie-Oyegun, who was represented by Chief George Moghalu, was told by Ukasanya that the group is considering their request that they join the party in the state and help the APC win election in 2019.

    Speaking with APC leaders in Umuahia, Ukansanya said that the group was formed to checkmate the excesses being exhibited by the leadership in the state.

    He said the state has been under bad leadership exhibited by the PDP in the last sixteen years, adding that the time has come for the people to speak out on who becomes their governor.

    Ukasanya said, “We are prepared to take the bold step to salvage the state from the stranglehold of those who have been holding it down for years.

    “I want to let you know that we worked for the APGA governorship candidate in the last election, Dr Alex Otti, whose mandate was stolen.

    Receiving the group, the state chairman of APC, Donatus Nwankpa, assured them that they will be given a level playing ground to work with other members of the party.

    Abia plans to revive technical education

    Abia State Governor, Dr Okezie Ikpeazu, has said that his administration is targeting the education of over 100,000 youths as part of its plan to revive technical and vocation schools in the state.

    This was revealed by the Permanent Secretary, Ministry of Rural Development, Cooperatives and Poverty Reduction, Onyema Abarikwu, when he received the Chairman of Kiara College, United Kingdom, Endi Ezengwa, in his office in Umuahia.

    Abarikwu saId that the governor has emphasised the need for technical schools to live up to the need of turning out graduates that will be relevant to the technological and economic needs of the people.

    He said that a curriculum based on realizing the objectives of the program should engage students and teachers on the practical aspect of their studies, as it will help in uplifting the state to the next level.

    Abarikwu called on the youths of the state to take up the challenge and key into the program, stressing that it is a veritable tool for employment and independence for the youths of the state.

     

     

    Earlier, Endi Ezengwa said his school will establish business development centres in all the 17 council areas of the state for the program.

    He said that the centres will have a labour market Information System, a web based clearing house for information on unemployed youths and job opportunities with industries among others.

    Federal roads being fixed in Abia

    The Federal Roads Maintenance Agency (FERMA) has started repairing failed portions of the Ikot Ekpene/Umuahia as well as other federal roads in Abia State.

    Inspecting the progress of work at Umudike, FERMA Zonal Coordinator, Southeast, Mr Adebayo Adedayo, an engineer, said that remedial work on failed portions will continue till bad roads are made good again across the country.

    The FERMA zonal coordinator urged that people should desist from destroying roads by building speed breakers on them.

    Adedayo maintained that the repairs will continue to Ikot Ekpene in Akwa Ibom State, urging road users to bear with them.

    The Abia State Resident Engineer of FERMA, Abraham Akange said that all the materials they are using to work are tested at their zonal laboratory.

    Akange said people should alert FERMA whenever they notice failing portions on the roads, urging motorists to avoid speeding.

    He cautioned people against building on the roads or on drainages, stressing that such are the things that help to destroy the roads whenever waste water gets on the roads.

    One of the commuters, a driver with Goshen transport, Godstime commended the management of FERMA for their good works on the federal highway, which he said will make their work easier.

    Godstime said that whenever the roads are in good condition that there are fewer accidents on the roads and urged them to move faster to cover other bad spots on the highway.

    Another commuter who is a research fellow with the Michael Okpara University of Agriculture, Umudike, A. A. Ikoro said that people have been expecting FERMA to commence their rainy season road repair and is happy that they have started.

     

  • ‘Abia’s development non-negotiable’

    Peoples Democratic Party (PDP) chief, Ben Onyechere, has urged Governor Okezie Ikpeazu not to be distracted in his mission to transform Abia State.

    He said the governor’s reconstruction of some federal roads should not be politicised, adding that Ikpeazu must not be dissuaded by “hypocritical politicians” masquerading as the opposition.

    Onyechere, a former Special Assistant to former Vice-President Alex Ekwueme, in a statement said the governor’s unfolding developmental roadmap will uplift the people’s living standard.

    The PDP chief said: “The opposition by those who have ganged up against the state’s proposal  to obtain a bond with which to enhance development in the name of politics is not only irritating but also repulsive and anti-Abia.

    “This administration’s determination to build on existing foundations is principally intended to fast-forward the pace of development and therefore can neither be sabotaged nor thwarted.

    “It is for these reasons and more that the governor recently re awarded the contract for the reconstruction of the 35- kilometre UzuAbam  Arochuchukwu road which crisscrosses Ndiochi and Ndiokereke up to Arochukwu.

    Traders of Ariaria International market, Aba Abia State have pleaded with the government to save them from flood threatening to sack them from their shops.

    The traders lamented that they were gradually losing their customers to their contemporaries in other parts of the commercial city as their shops have been flood and inaccessible since the rains set in.

    Some of them who spoke to our correspondent, expressed fears that if the situation was not urgently addressed they would risk losing their wares to the water anytime it rains heavily.

    “Remember that there was a time when our neighbours selling drugs lost over N2billion to flood in this area. We weren’t spared either if not that the drinks and fruit juice that we sell can be washed and dried up. But some people that sell travelling bags also had a share of the flood impact.

    “The thing is that since then, some of us now rent or bought out rightly some of the lockup shops upstairs which we use as our parking store and use this place that we are now as our display shop.

    “You have seen it for yourself. How many persons did you see coming into this flood to buy or even to price for anything? Thank God you were here when someone called me to bring something for him at Enyimba. That is how we now sell things here; customers will call you on phone and you will go and deliver the customer’s order wherever he or she asked you to deliver the goods.

    “Thank God that you are here. It is not a rumour. We can only move in and out of our shops with rain boot. The water initially was flushing into that former portion of land initially occupied by fire service not until a structure was erected on the land and since then, it has been from bad to worse situation.

    “Recall that the former governor Chief T. A Orji repaired the Ukwu Mango area which did not also last long before it failed as a result of the inability of water coming from the uppermost part of the market to see where it would flush into.

    “We want the state governor, Dr. Okezie Ikpeazu to come to our aid. We are really suffering and don’t know what else to do. He has started doing roads in Aba. We want him to come to our aid in order to help us come out of this ugly situation that we have found ourselves”, Mr. Joseph, a trader in the A Line pleaded.

    Our correspondent who was at the area, reports that transport fare from Ariaria Police Station to Ariaria Junction which usually cost N50 now costs N100 because of the deplorable road and the effect of flood within the A Line-Ukwu Mango area.

    Governor Ikpeazu recently awarded the contract for the construction and rehabilitation of about seven roads in the commercial cit, promising more dividend of democracys.

    He also said that changing the face Enyimba City is a priority of his administration.

  • Abia election tribunal and quest for justice

    On Sunday, August 2, it was reported that the office of the Independent National Electoral Commission (INEC) in Obingwa Local Government Area of Abia state was razed down by unknown elements. It does appear the new mantra of the ruling Peoples Democratic Party (PDP) in the state is “If at first you don’t succeed, destroy all evidence and blame it on your opponent.’’

    That members of the PDP would attribute the fire to the All Progressives Grand Alliance (APGA) and its governorship candidate in the April general elections, Dr. Alex Otti, was the most irresponsible and ludicrous accusation I have ever heard. As usual, nothing they did in the past and have continued to do in order to hold on to power surprises me anymore.

    These are the same people who accused Otti of sewing military uniforms for a couple of men during the campaigns. They later sent armed men, who invaded his residence at Umuru-Nvosi in Isialangwa South Local Government Area of the state ostensibly to kill him. The same people whose thugs tore up Otti’s billboards, attacked his campaign events in Ikwuano and Ntigha in Isialangwa North Local Government Areas.

    Again after the elections, when some unscrupulous officials of INEC in the state were arrested by security agents at the INEC headquarters in Umuahia with Card Readers and other electoral materials, PDP shamelessly said the suspects were working for Otti and APGA, in spite of overwhelming evidence to the contrary.

    Just last week after an unsuccessful assassination attempt was made on Otti in Abuja, Governor Okezie Ikpeazu and his media hands characteristically jumped on the matter, accusing Otti of making up the story so as to generate public sympathy even after the police authorities had confirmed the incident.

    This is why their recent accusation about the fire at INEC did not come as a surprise.

    I think this time they have finally outdone themselves. This time they have actually shot themselves in the foot. Having failed in all their previous efforts to derail the tribunal, the most recent being their failure to get Otti’s petition dismissed, they finally decided to destroy the evidence that was supposed to be brought to the tribunal for forensic examination by Otti’s team.

    Let us not forget that both the PDP and INEC previously conspired to refuse Alex Otti’s legal team access to those materials, in spite the tribunal’s order. So far they have got away with almost everything they have done. But let us see if they can get away with this one.

    Iam not a lawyer but I know that there is in law, something called the “Theory of spoliation”. In a layman’s language, it says that ‘“when a party destroys evidence, it may be reasonable to infer that the party had “consciousness of guilt” or motivation to avoid the evidence”.

    A good example of the application of this concept was a case in Texas, United States in 2013. It was a case named Brookshire brothers Ltd VS Aldridge 2013 . As reported, Jerry Aldridge had taken the bookstore to court for an injury he had sustained in the store when he slipped and fell. Aldridge with the assistance of his attorney discovered that the bookstore which had earlier refused them access to video footage of the incident, destroyed some video footage and withheld some from them.

    The judge found that the evidence destruction and the refusal to provide the additional video constituted spoliation and as a consequence the jury awarded Aldridge $1million in damage. Even though not all spoliation inference may be warranted depending on the circumstance, in this particular instance of the burning down of Obingwa INEC office, the issue is whether spoliation cannot be rightfully inferred.

    Long before the Abia tribunal started sitting, many in the opposing camp had wondered why Otti would not let bygones be bygones and go on with his life. My answer to that is yes, he could have done that, but it would have been a let down to the hundreds of thousands of Abia electorate who voted for him. The truth also is that even though Otti is the one who filed the petition, the real people behind the petition are Abia citizens. In doing so Dr Otti must have  hearkened  to the words of Ellie Wiesel, the Jewish holocaust  survivor and hunter of German Second World War criminals who once said – “There may be times when we are powerless to prevent injustice, but there must never be a time when we must fail to protest”. To which Martin Luther King lent these words, “Human progress is neither automatic nor inevitable. Every step toward the goal of justice requires sacrifice, suffering and struggle, the tireless exercise and passionate concern of dedicated individuals.”

    Otti is a tireless crusader for justice but let the word go forth, loud and clear that he is not in the struggle alone. There are hundreds of thousands of Abia people both at home and in Diaspora who are with him, who believe in him and his cause because his cause is theirs as well.

    Human history has always been shaped from numberless diverse acts of courage as exemplified by Otti and each time a man like him stands up for an ideal, or acts to improve the lot of others, or strikes out against injustice, he sends forth a tiny ripple of hope which in time builds a current which can sweep down the mightiest walls of oppression and injustice.

    It is said that the cry of the poor is not always just, but then, the reality is that if we don’t listen to it, we will never know what justice is. There is a reason why hundreds of thousands of Abia citizens are crying and yearning for justice. There is a reason why they agonized and continue to agonize his electoral loss by trooping out to the tribunal venue each time it is sitting.

    Ours over the years have been a country where justice is denied, where poverty is enforced, where ignorance prevails and where one class is made to feel it has no chance before our justice system and to feel that society is an organized conspiracy to oppress, rob and degrade them. Ours is a country where for too long we talk about election rigging. Something whose negative impact we recognize and condemn. An act which those who participate in it enjoy, those in power ignore and we the citizens acknowledge but tolerate.

    As the case progresses, we will hope and pray for justice, as justice is the first virtue of social institutions, the same way truth is of a system of thought.As the legal jurist, John Rawls once wrote, “In a just society, there must be liberties of equal citizenship and the rights served by justice are not subject to political bargaining or the calculation of social interest.”

    Those who committed the crime of burning down the Obingwa INEC office must be made to pay for this crime. If and when it is proven that this was an act committed by PDP agents, the tribunal justices must apply the theory of spoliation whether or not it is part of Nigeria’s case law.

    I would urge for reinforced security for the honorable justices as well as the court premises. These enemies of justice are ruthless and are very determined to hold on to power.

  • N30b loan: Abia govt means well, says ex-commissioner

    Former commissioner for Youth and Sports Development in Abia State Ekele Nwaohanmuo has said the N30 billion loan request by the Abia State government would be in the interest of all Abians.

    Nwaohanmuo, a former deputy chairman of the Peoples Democratic Party (PDP) in the state, said he was convinced that the loan would make life better for the people. He chided critics, describing them as playing politics with the wellbeing of the state.

    His words: “Where do they want the governor to get funds to finance the projects he has initiated? It has become necessary for Governor Okezie Ikpeazu to raise funds to finance projects.

    “From available records, it is clear that Abia is one of the least indebted states. I believe that this factor convinced the House to approve the loan.

    “Majority of residents and companies don’t pay salaries. How many landlords pay tax? Criticisms have started flying left right and centre, what do they expect the governor to do? “We need good roads, hospitals, schools yet we find it difficult to pay tax. People have called for change and the governor has kept to his campaign promise and he should be supported. Borrowing to finance a project is not an offence as far as it passes through the requisite processes.

    “There should be no fear because the state has the capacity to repay. Why would any sane person oppose the loan if not for partisan interest? Such people should only be concerned with if the money would be used judiciously.

    “Abian should stop listening to propaganda and support Ikpeazu’s efforts to rebuild the state.

    “Only constructive criticism would help the state, all these pull him down can’t take Abia anywhere. I have been a commissioner and a deputy chairman of the party; I am up to date with what is happening.

    “No governor in the class of Dr. Ikpeazu can approach any bank to collect loan to defray a debt. These issues are too elementary, every transaction you make now is open; anybody can get information about the financial position of a state”.
