  • Abdullahi, Abubakar, six others withdraw from Kwara PDP governorship race

Eight Kwara State governorship aspirants on the platform of the Peoples Democratic Party (PDP) have withdrawn from the race.

Speaker of the House of Assembly Ali Ahmad announced his withdrawal before the botched Sunday primary. Three others – Saka Isau (SAN), Ladi Hassan and Zakari Mohammed – withdrew before yesterday’s primary.

The other four aspirants – Prof Abubakar Suleiman; Bolaji Abdullahi; Aliyu Ahman-Pategi and Ibrahim Ajia – were absent.

The contest is now between House of Representatives member Razak Atunwa (Kwara Central) and Senator Sha’aba Lafiagi (Kwara North.

Governor Abdulfatah Ahmed, who said the eight aspirants withdrew from the race because of the party’s interest, thanked them for their magnanimity.

The governor also thanked Senate President Bukola Saraki for his counsel and purposeful leadership which have kept members of the PDP united in the state.

The voting is ongoing and delegates are conducting themselves orderly.

  • Ambode, Ganduje, Abubakar, Bello, others to face direct primaries

THE National Working Committee (NWC) of the All Progressives Congress (APC) has approved direct primaries for Lagos, Edo, Kano and 14 other states as well as the Federal Capital Territory (FCT).

Kaduna and 18 other states are to conduct their primaries through indirect mode.

With the development, the fate of four second term-seeking governors of the party will now be determined through direct primaries.

Those affected are Governors Akinwumi Ambode (Lagos); Abdullahi Ganduje (Kano); Mohammed Abubakar (Bauchi) and Abubakar Sani Bello (Niger).

Others, who might be subjected to direct primaries, are the favoured candidates of Governors Rochas Okorocha, who is presenting his son-in-law, Uche; Abdulaziz Yari; Ibikunle Amosun; the Minister of Women Affairs Hajiya Aisha Alhassan and Mr. Nsima Ekere, who is the anointed choice of ex-Governor Godswill Akpabio.

But with the adoption of indirect primaries, some governors and party leaders, desirous of second term ticket or imposing their successors, might take advantage of the party structure for easy ride.

These are Simon Lalong  (Plateau); Jibrilla Bindow (Adamawa); Nasir el-Rufai (Kaduna); Abubakar Badaru (Jigawa); Aminu Bello Masari (Katsina); Atiku Bagudu (Kebbi); Umar Tanko Al Makura (Nasarawa); Abiola Ajimobi (Oyo); Kashim Shettima (Borno) and Ibrahim Geidam (Yobe) among others.

The details of the outlook of the primaries are contained in a statement by the APC Acting National Publicity Secretary of the party, Mr. Yekini Nabena.

The statement said: “The NWC of the APC has approved the mode of primaries for Saturday, September 29th, 2018 governorship primary elections scheduled to hold across the 36 states of the federation and the Federal Capital Territory (FCT).

“Resolution on mode of primaries to be adopted: Abia (Direct); Adamawa (Indirect);  Akwa Ibom (Direct);  Anambra (Direct); Bauchi (Direct); Bayelsa (Direct); Benue (Indirect); Borno (Indirect); Cross River (Direct); Delta (Indirect); Ebonyi (Indirect); Enugu (Indirect) Edo (Direct);  and Ekiti (Direct).

Others are Gombe (Indirect); Imo (Direct); Jigawa (Indirect); Kaduna (Indirect); Kano (Direct); Katsina (Indirect); Kebbi (Indirect); Kogi (Indirect); Kwara (Indirect); Lagos (Direct); Nasarawa (Indirect); Niger (Direct); Ogun (Direct); Ondo (Direct); Osun (Direct); Oyo (indirect); Plateau (Indirect);  and Rivers (Indirect).

Also affected are Sokoto (Indirect); Taraba (Direct); Yobe (indirect); Zamfara (Direct) and FCT (Direct).

“The NWC has banned the Adamawa State Working Committee from participating either as delegates or superintendents over the governorship primaries holding in the state. This is due to the fact that the Adamawa State Working Committee was prejudiced in favour of a governorship aspirant.”

Speaking with our correspondent last night, Nabena said: “We did not impose the choice of primaries on any state. The State Executive Committee of APC in each state wrote to the NWC on preferred model and we looked at their reasons and we adopted what they wanted.

“The NWC looked at the reports from each state and acted accordingly. There was no imposition.”

  • Nigerians are disappointed, frustrated -Atiku

Former Vice President Atiku Abubakar has said that Nigerians are disappointed and frustrated as a result of failure by the present administration to deliver on its change agenda.

Atiku, who stated this on Thursday during the inauguration of his Presidential Nomination Council, said Nigerians are once more increasingly being sidelined and neglected in the scheme of things.

“Their welfare is being ignored, we are once more sliding towards dictatorship as government chooses which court order to obey, which to ignore and who is bound by the law and who is above the law”, he declared.

Promising to use his position to restore true democracy and get the country working again, the former Vice President said the struggle for nation renewal is usually a difficult task.

The Peoples Democratic Party (PDP) presidential aspirant however said national renewal was a task that patriots most engage in if they want to improve the lives of their fellow compatriots.

Continuing, Atiku said, “The change that Nigerians were promised during the last presidential election has not been delivered. And our people are rightly disappointed and frustrated.

“Nigerians are yearning for jobs, for opportunities, unity and for security. We must work with them to achieve this. We must also ensure truth in politics, justice and fairness in governance.

“And a genuine federal system that will help us address local priorities and run a more effective and efficient government”.

Addressing his supporters and followers, made of many prominent chieftains of the PDP, Atiku said there was a lot of work to do to bring the country out of the woods.

“Let us campaign hard. Let us explain to our party and our people what is at stake in the forthcoming primaries and presidential election to follow.

“Let our party and Nigerians know my programme on how to make Nigeria work again, improve our people’s quality of life.
Come to think of it, our people are not asking for too much, all they asked for are universal human rights, the right to security, good education, jobs and to have effective and accountable governance.

“We must all work hard to ensure that our primary election is transparent. If as I expect we win the primary this council will be expanded into a standard campaign council in order to mobilise our people, to win their support and ensure that they vote and to protect those votes”.

  • I am back in PDP, Dogara declares

    As Speaker submits nomination form

The Speaker of the House of Representatives, Yakubu Dogara on Thursday confirmed his defection from the ruling All Progressives Congress (APC) to the opposition Peoples Democratic Party ( PDP).

Dogara made the declaration at the national secretariat of the PDP while submitting his nomination form for his Bogoro/Dass/Tafawa Balewa federal constituency of Bauchi State.

This has ended speculations about his defection and political career in the past few weeks. The Speaker, who was elected on the platform of the APC, was silent on whether or not he has formally resigned his membership of the ruling party.

On his decision to dump the APC for the PDP, Dogara said he had decided to come back to his original roots, adding that he did not defect to the PDP because the APC denied him a return ticket.

The Speaker said, “I have decided to come back to my original root because the truth is that when we went into APC after the general elections, there was never an occasion in which we were not reminded that we do not belong.

“When there are discussions, you will hear reference to the fact that those who joined us from the PDP are our problems. So, that discussion will end from today since we have left.

“So, I have decided to join my brothers – members of this great party, the PDP so that we can chart a new frontier in our state of Bauchi and for our dear nation, Nigeria”.

“I am here not because they have denied me ticket to contest in APC. And I am not bothered about contesting election; what bothers me is the state of my state.

“The situation in which our people are and the state of this country. So, even if you give me a ticket to work in a situation where my conscience is totally not aligned with, to be candid, I cannot function effectively there”.

Dogara said he was still in shock over happenings within the APC, particularly at the national level, adding however that he would reserve the details for another occasion.

“When I recover from my shock, I will now tell my story in a way that is devoid of sentiments so that people can clearly understand the reason why I am taking the decision that leads me to the PDP today. And I will certainly do that.

“But permit me to say that in the APC when we moved in, obviously they are not all devils. There are wonderful people in APC but there are equally some people who have a ravenously wayward sense of personal entitlement.

“And this really are the problems with the APC. When it serves their interests, they said ‘the party is supreme’. When it doesn’t serve their interests, they castigate the party, including the leadership of the party.

“These are people who are the lots of the family. They do what they will while others are required to do what they must. And in such environment, I am disabled.

“We have a lot of bouncers in the party. And in such a situation where I had a very clear conscience, even though a lot of people were happy with me. But I can tell you that I would rather be hated for who I am than be loved for who I am not”.

In apparent reference to the frosty relationship between him and the governor of Bauchi State, Mohammed Abubakar, the Speaker said he was ready for the challenge from those who said they would retire him from politics.

Daring his political adversaries, Dogara said he would be waiting for them in his constituency, adding that he had to prove to those who said he could not move from the APC to any other political party.

“Permit me to say that for some of us who are here and who are wondering becsuse it has been said that I cannot move from where I was to perhaps any other political party. That discussion has been ongoing. But today’s event marks the end of all speculations”, he declared.

  • Abubakar, Jega blame politicians for instability

Former military Head of State, Gen. Abdulsalami Abubakar and ex-Chairman of the National Electoral Commission (INEC), Prof Attahiru Jega have blamed politicians for the nations’ inability to achieve electoral integrity and ensure political stability.

They accused politicians in Nigeria, and by extension, Africa for not only being self-centred, but lacked the will power to play by the rules, allow votes count and abide by the decisions made by the electoral bodies.

Abubakar noted that the problem of political instability in Nigeria, and in other African countries results from the tendency of the leaders manipulate the system to perpetuate themselves in office. Jega argued that Nigeria, and other African countries are unable to put in place credible electoral process because of the urge by politicians to win at all cost.

They spoke in Abuja yesterday while presenting papers at the on-going Annual General Conference of the Nigerian Bar Association (NBA). Abubakar’s paper was titled “Political transitions in Africa: Lessons to learn,” while Jega’s paper was titled: “Political transition and governance: Electioneering and citizenry perspective.”

Abubakar, who spoke on his experience both while in office and his involvement in peace missions in many troubled countries in Africa,  also spoke on how spoke they were able to manage the Nigerian electoral transition in 2015.

He said: “The genesis of Africa’s political problems is the action of its sit-tight leaders who do all they can to amend the constitution in order to perpetuate themselves. These leaders have the tendency to manipulate very vital democratic organs particularly, the Legislature, and even sometimes, the Judiciary to suppress any dissenting voice.”

“For a country or community or association to live in peace and harmony, there must be the will power to abide by the rules, and diligently observe the principles in discharging one’s responsibilities bestowed by the people and the good Lord, because at the end, you will be called to account for your deeds.”

“Under the auspices of a peace initiative, we brokered the acceptance by leading contestants of some form of a Memorandum of Understanding with them to agree to accept the outcome of the elections, preach cordiality in relations and conduct peaceful campaigns.

“It is gratifying to note that, courtesy of our humble effort and the goodwill extended to it by the contestants and the Nigerian public, the 2015 national ?elections were conducted peacefully.

“To his eternal credit, the then incumbent President Goodluck Jonathan, who lost the polls had the magnanimity to concede defeat and congratulate the candidate of the opposition party. In the end, peace, amity and political stability prevailed in the land,” Abubakar said.

Jega argued that there was the need for politicians in the country to have a change of mindset and for the political umpire to show its ability to be independent and fair to all, for the nation to attain credible political system.

He faulted the argument that the nation a strong leader to grow, but argued that what the country needs to ensure a stable and credible electoral system and attain development was a comment leader, who knows what to do at the right time.

Jega said: “From my experience, I am convinced that electoral integrity is key to stable political transition and to ensuring that there is a framework for good governance and societal development. Electoral integrity is not just about the integrity of the election management body. It is also the integrity with which the key stakeholders engage with the electoral process.

“It also has to do with the integrity with which other institutions of governance – the Judiciary and law enforcement agencies – engage with the electoral process.  In most African country, and no doubt in Nigeria, there is a deficit of that integrity. And we have to all work very hard in order to keep on improving this foundation of successful transition and framework of bringing about good governance.

“One of the key obstacle to having elections with integrity, to my mind, is what I call the mindset of the key stakeholders in the elections, namely the politicians/ and that mindset, regrettably is the mindset of self-serving disposition, in which a politician says ‘I want to win this election and I want to win either by hook or by crook, and by all means necessary.’

“Obviously, we also know that at one time, sitting President of this country characterised election as a do or die affair. So, it is a mentality which really is not only short sighted and has no long term public disposition, but which is very narrow and too self-serving.

“Until we are able to deal with this mindset of winning election by hook or by crook, there will remain to be challenges in terms of how we are able to bring integrity to the elections and how we are able to bring a sable and peaceful political transition. Obviously, all other categories of stakeholders in the electioneering process need to conduct themselves and participate in the electoral process responsibly and with integrity.

“There is no doubt that the electoral body itself has the most important responsibility to ensure that it displays relative independence in the way it discharges its functions, it displays competence and capacity in the way it manages and conducts elections, and also displays not only professionalism, but also, impartiality and nor-partisanship[ei1]  in the way in which it conducts its responsibilities.

“In Nigeria, this is a very difficult thing to do.  When you have leaders, who want to win election by hook or by crook, and they see the electoral commission as the mechanism through which they can win without campaigning, without working hard to get the electorate to vote for them, by getting people in the electoral commission to just write and declare results for them, then that is what they want to do.

“They will bring all sought of pressure on officials of the commission at the highest level if they cannot get what they want at that level, then they go down the chain. And that represents a very serious and dangerous activities which undermine the integrity of the electoral process.

“Obviously, recognising the need for electoral integrity, in the period that I was at INEC, we tried to pay attention to that. It is very important that for INEC to present itself as an independent, impartial, non-partisan body that also has the competence and capacity to delivery on credible election.”

  • Lawyers hail Abubakar on Supreme Court Judgment

Lawyers have congratulated Bauchi State Governor Mohammed Abdullahi Abubakar on the validation of his election by the Supreme Court.

Abubakar was until his election, the chairman of Arewa Lawyers Forum (ALF).

The Supreme Court held that having not participated in All Progressives Congress (APC) primaries, Comrade Abdullahi Mohammed Tanko lacked the requisite locus standi to challenge Abubakar’s emergence.

The Supreme Court further held that the subject matter was not an issue for the Federal High Court to determine, being outside its jurisdiction.

Tanko had  secured a favorable judgment  from  the Appeal Court sitting in Jos, which Abubakar appealed against.

Tanko had challenged the December 2014 APC primary election that returned Abubakar as the APC gubernatorial candidate.

Tanko lost at the trial court, but won at the Court of Appeal.

But, Abubakar appealed to the Supreme Court, faulting the entire Appeal Court judgment.

Delivering his judgment on Friday, Justice Sidi Bage set aside the judgment of the Court of Appeal and upheld the trial court judgment.

The Judge agreed with the  Counsel of the Appellant, Mr. Ahmed Raj (SAN), that the lower court erred on the  two major  fronts  of lack of locus standi and lack of jurisdiction.

NBA First Vice-President Mr. Caleb Daja said: “I rejoice heartily with and congratulate Governor  Abubakar on the judgment confirming his nomination as the proper and bona fide person to contest for the governorship election of his state.

“Governor M A Abubakar is one of the ‘learned’ Governors we look up to for performance. As our learned colleague, we know him enough and we have every confidence that he will satisfy the yearnings of his people of Bauchi, especially now that the coast is clear for him to maintain the good things he has started in the state. Our prayers with him.”

NBA Bauchi Branch chairman Muhammad Maidoki  described the Supreme Court judgment as victory for democracy and the rule of law.

“I believed the victory will boost his effort in transforming the state via peoples’ oriented projects that he has been  embarking upon in all the nooks and crannies of the state,” he said.

Former NBA Second Vice-President Mr. Steve Abar said with the judgment, the governor can fully focus on governance.

“The latest judgment, no doubt, will put every distraction from that side apart and encourage the Governor to deliver  more dividends of democracy to the good people of Bauchi State,” Abar said.

  • Abubakar nominates Chief of Staff as deputy

Bauchi State Governor Mohammed Abubakar has nominated the Chief of Staff Government House, Alhaji Audu Sule, to serve as his deputy.

Commissioner for Information, Alhaji Umar Sade, confirmed the nomination to the News Agency of Nigeria (NAN) yesterday in Bauchi.

“The governor nominated Audu Sule Katagum as the Deputy Governor after due consultation with stakeholders in the state,” he said.

Information Officer of Bauchi State House of Assembly, Lamara Chinade, also confirmed to the NAN yesterday that the name of Sule had been submitted to the House for confirmation.

“The name was submitted last week and the House may sit next week to confirm his nomination,” he told NAN.

The former deputy governor, Alhaji Nuhu Gidado, resigned his appointment about two weeks ago.

  • Senseless killings must stop, says Abubakar

Former Head of State General Abdulsalami Abubakar has called on Nigerians to join hands in tackling the incessant killings and criminalities by herdsmen and other bandits across the nation.

Describing the killings as senseless, Abubakar said the ongoing destruction of homes and means of livelihood cannot serve any purpose.

Answering reporters’ questions at his Abuja residence at the weekend, Abdulsalami advised every Nigerian to be prepared to play a role in ensuring peace and stability in the land.

He spoke shortly after a closed door meeting with a delegation of the Northern Leaders and Stakeholders Assembly (NLSA) led by Alhaji Tanko Yakasai.

According to him, without peace there would neither be a nation nor politicking, urging the task should not be left to the federal government alone.

Abubakar said: “I have no other advice than to keep the peace, because it is paramount to everything.

“If there is no peace, there is no nation, if there is no peace, there won’t be any politicking.

“So it is absolutely necessary for each and every one of us to put hands on deck to ensure that there is peace in the country.

“And all these senseless killings, senseless criminality going on won’t serve any purpose. Please, let us join hands and make sure that we give peace a chance”.

Urging Nigerians to assist the authorities with relevant information and intelligence, the former Head of State said there was need to establish whether the killers were Nigerians or foreigners.

He charged Nigerians to expose killers and criminal bandits in their midst in any part of the country they may find themselves.

“Well, I wonder at people when they start asking this question (how to stop the killings). Every Nigerian has a role to play to bring peace to this country.”

Also speaking with journalists after the meeting, a member of the Northern Leaders and Stakeholders Assembly, Hadjia Inna Ciroma, said the formation of the group was informed by the search for peace in the troubled North.

According, to her, leaders and members of the group have been approaching former Nigerian leaders and other elder statesmen for support and encouragement in tackling the incessant killings and banditry in the region.

  • Abubakar: tourists’ safety guaranteed in Bauchi

Bauchi State Governor Mohammed Abubakar has assured tourists of their safety.

He noted that it had become too expensive for some to spend holidays abroad because of the prevailing exchange rates, adding that they could do so in Nigeria and grow the economy.

Abubakar said his administration would take advantage of the slump in international tourism to grow the local economy, adding that Yankari Games Reserve remains pivotal to the growth of tourism.

He allayed any security fears, saying that Bauchi was not only safe and secure, but that the people were peace loving and accommodating.

Abubakar restated his resolve to make the Game Reserve a world class destination before the end of his tenure.

He said: “We shall continue to document and promote the biodiversity of our state, and preserve it for the future.”

In a chat with The Nation, Abubakar said the state was looking at its culture and tourism laws with a view getting the state Assembly to amend them where necessary.

H said: “I have been the number one marketer of Yankari. If you follow twitter, you will see that I have been trying my best to sell Yankari Games Reserve. I follow all the current events in Nigeria, even the winner of the last Big Brother. Immediately he won, I sent him an invitation to come to Yankari Games Reserve free of charge. This is all part of the bid to advertise Yankari.

“But Yankari Games Reserve is not the only tourist attraction that we have. We have game park called Sumu Games Park. Sumu is a novelty in the sense that that the animals found in Sumu Games Park are not found anywhere else in the West African sub-region.

“The reason is that we started Sumu in 2006 with the assistance of Namibia and Kenya. They donated species of animals that are not common to West Africa. Bauchi State went there; we went to the bush, caught the animals and brought them back to Nigeria. The moment they landed in Nigeria, they started breeding.

“Now if you go to Sumu Games Park which is about 48 kilometers from Bauchi to Kano, you will see animals like giraffe, zebra, eland and others that are not common to West Africa. We have the tomb of the first and only prime minister of the Federal Republic of Nigeria and it is a must for any visitor who comes into Bauchi to go there.

“We have various pre-historic rock paintings at Gaji, a small village on the way to Jos from Bauchi but off the main road and then at Shera, northern part of Bauchi State. We have a series of annual festivals that will be attractive to visitors, especially foreign visitors. So, we are doing our best to improve tourism in the state.”
