    Fed Govt okays concrete technology for 127km Abuja-Kaduna road

    President Bola Ahmed Tinubu has approved the rehabilitation of the remaining 127 kilometres of Section I on the Abuja-Kano highway with concrete pavement technology, The Nation has learnt.

    Section I of the highway, which covers Abuja to Kaduna, was previously redesigned for asphaltic pavement.

    The three sections’ contract was initially awarded to Julius Berger Nigeria PLC on December 20, 2017 at ₦155,748,178,425.50 billion with a completion period of 36 months.

    But a statement on Tuesday by the Director of Press and Public Relations in the Ministry of Works, Mohammed Ahmed, explained that due to one reason or another, only Section II, covering Kaduna to Zaria, had been completed and partly handed over while Section III, covering Zaria to Kano, was also partially completed.

    Section I remained in a deplorable state, worsened by continuous wear and tear, as well as the vagaries of the weather.

    But Ahmed stressed that to ameliorate the suffering of road users on the alignment and in line with the Renewed Hope Agenda of the current administration to enhance critical infrastructure and transportation as enablers of growth, the section was redesigned and re-scoped.

    It was learnt that the section was divided into two phases with Section I, Phase I covering 38 kilometres and redesigned to be built with CRCP (rigid/concrete pavement) and awarded to Messrs Dangote Industries Limited, who subcontracted it to Hitech Africa Construction Limited.

    The Federal Government had issued a notice of termination of the contract to Julius Berger on Tuesday, November 4, 2024, due to what it called the unwillingness of the contractor to agree with its reviewed contract terms.

    The statement reads: “However, due to the slow pace of work and abandonment of the remaining 127 kilometres, also considering the plight of road users and, most importantly, its socioeconomic impact as a gateway to the Federal Capital Territory (FCT) from the North, the Minister of Works, David Umahi, has continuously engaged the company to accept the final reviewed contract sum and remobilise to site.

    “The lackadaisical approach to the project by the company, despite several variations and augmentations, prompted the ministry to convey the approval of the Federal Executive Council (FEC) for a Final Offer of a reviewed contract sum of N740,797,204,173.25.

    “They were asked to accept the offer within seven days or the contract will be terminated. The ultimatum expired on November 4, 2024 and the company had already been served a 14-day Notice of Termination of Contract.

    “The minister had hinted, at different fora, that if Julius Berger Nigeria Plc was not willing to continue with the project at the agreed amount, it may as well come out plain, as the ministry is ready to do it on concrete while maintaining the same quality with that of the Lagos-Calabar Coastal Highway or the Apapa-Oworonshoki Expressway, which is built to last for between 50 to 100 years.

    “Umahi also maintained that President Tinubu is very worried about the stalemate on the remaining section of this very important road and is eager to see it resolved for work to commence, in earnest.”

    Reps panel decries state of Abuja-Kaduna road

    House of Representatives Ad Hoc Committee overseeing progress and implementation of Abuja-Kaduna-Kano Road has decried state of the Kaduna-Abuja axis following slow pace of work by the contractor.

    The committee said it would ensure work begins on the road and it is ready for use.

    Chairman, Aminu Jaji, spoke when he led members on an visit to inspect the Abuja-Kaduna highway at the weekend.

    Jaji said the committee would intervene and resolve whatever issue so work could begin immediately.

    He said: “So we’ll do our best to ensure all things have been done in accordance with the contract and other applications that’s supposed to be done with National Assembly, more especially this committee.

    “You see, since there is intervention from National Assembly, I think the contractors and minister of Works need to hold onto their position so the necessary thing must be done…

    “We don’t know that condition yet, until we get it formally and we have requested all information from the ministry and as well as we are going to write relevant agencies, including those responsible for this exercise taking place on Abuja-Kaduna road.

    “So, we’ll ensure whoever needs to be addressed will be addressed in due course.”

    He appealed to road users as efforts would be in top gear to ensure the road is in good condition for use soon.

     “After the demand given to this committee, we decided to do on an assessment tour today. We have seen a lot, and that is why we said we cannot do anything rather than coming to see for ourselves. Seeing for ourselves will give us a headway on what to do and in fact, we’ve assessed the work and then the problem.

    “What everybody can see today is that the work has been awarded for almost six years. And then the way and manner the contractors are doing the work is too slow. And that is why the House deemed it necessary to constitute the committee under leadership of Speaker, Tajudeen Abbas.

    From Zuba, the committee made stops along the route to Kaduna State, inspecting and assessing efforts to ensure a safer and more efficient highway experience for the public.

    10 killed, 48 injured in trailer accident along Abuja-Kaduna road

    Ten people have died and 48 other sustained different degrees of injuries when a DAF trailer crashed into a ditch along Abuja-Kaduna highway.

    The accident which occured at about 10:30am involved 172 male adults, according to the spokesperson of the Federal Road Safety Corps (FRSC), Assistant Corps Marshal.

    Jonas Agwu, in a statement on Tuesday, March 19.

    He said: “The crash which involved a DAF Trailer occured as a result of excessive speed, Overloading and fatigue. This made the driver to loose control of the wheels thereby crashing into a ditch along the route.”

    “As at the time of filing in this statement, FRSC rescue team have concluded evacuation of the injured victims to Saint Anthony and Umaru Musa Yar Adua hospitals while the killed passengers were deposited at the morgue of the aforementioned hospitals as well.

    “Efforts are still ongoing by FRSC Operatives to follow up on the injured victims in the hospitals to ensure they receive necessary medical attention.”

    Agwu said on the strength of the rising spate of this bad road use behaviour, the Corps Marshal Dauda Biu has directed Commanding Officers to “commence with immediate effect, result oriented patrol operations, as well as organize adequate Mobile Court operations alone critical corridors.”

    He said the has also mandated Sector Commanders to “strengthen enforcement and advocacy campaigns nationwide.”
