Abuja-Kaduna train attack: Victims’ complaints against Tukur Mamu supported DSS’ probe – Witness

An investigator with the Department of State Services (DSS) has told a Federal High Court in Abuja that the complaints lodged by rescued victims of the 2022 Abuja-Kaduna bound train attack against alleged terrorist negotiator, Tukur Mamu, supported investigations by the agency.

The DSS official spoke on Tuesday while being cross-examined by Mamu’s lawyer, Johnson Usman (SAN), at the resumed hearing in the terrorism case brought against the alleged terrorist negotiator.

The revelation by the witness, who is the sixth prosecution witness (PW6), was in response to a question by Usman, who had asked the witness to ‘confirm to the court if any of the rescued victims, including the wife of the Commandant, Jaji, made any complaint against the defendant to the DSS.’

Responding, the witness, who wore a mask and testified behind a screen, said some of the victims filed complaints, and one of them was in writing.

At that point, prosecuting lawyer, David Kaswe of the Federal Ministry of Justice, interjected and complained about the mode of questioning being adopted by the defence lawyer.

Kaswe said that, despite an earlier order of the court that the identity of actors in the case, including victims and witnesses, should be protected, Usman was framing his questions in a manner capable of exposing the identity of the categories of people in respect of which the court’s order was made.

In response, Usman argued that none of the names he called was a witness before the court.

He added that although the court actually made an order for trial in camera and for the protection of the identity of the witnesses, the trial should not be conducted in a manner that prejudices the defendant.

When he resumed his testimony, the witness said investigators interviewed six victims of the attack in the course of the investigation.

On whether the six victims were interviewed in the presence of the defendant, the witness said no.

The witness said the audio exhibit tendered by the prosecution was an extract of the transcribed WhatsApp conversation between Mamu and the terrorists.

On whether his team interviewed a former Chief of Defence Staff, General Lucky Irabor (retd.); Major General Idris Garba, and Hannafi of the Directorate of Military Intelligence (DMI), the witness said no.

The witness confirmed that Sheikh Gumi, Gen Abdulkadir, and General Jalingo were also interviewed, but not in the presence of the defendant.

He said members of the Chief of Defence Staff (CDS) committee were not brought to the DSS facility and interviewed in the presence of the defendant.

The witness gave Exhibit R8 (a statement made by the defendant) and read a portion where Mamu said he is a publisher of a newspaper and a magazine

In another portion, the defendant also said he is a publisher, a media consultant, and a journalist, from which he earns his income.

The witness said investigators, including him, investigated the defendant’s claims of being a publisher, media consultant, and journalist.

PW6 said they also investigated the defendant’s claim that he was acting with the permission of the authority.

He confirmed that the defendant’s request that every actor in the negotiation be brought together to be interviewed in his presence was not granted.

The witness said he was not part of the search party and did not know if the closed-circuit television (CCTV) in the defendant’s office was among the other valuables recovered from him.

PW6 said he was not among those who reviewed or watched the CCTV.

At the conclusion of the cross-examination, Kaswe told the court that the prosecution would be closing its case with the sixth prosecution witness.

Usman said his client was willing to reveal all that transpired and would elect to enter his defence straight away rather than first making a no-case submission.

He said, “We want to put everything on the table. Let the whole world see. Let God also see.”

Justice Mohammed Umar then adjourned till April 23 for the defendant to open his defence.

Abuja-Kaduna train service set to resume next week

The Nigerian Railway Corporation (NRC) has announced that the Abuja Kaduna passenger train service will resume operations next week, ending a one month suspension caused by damage to the track at Asham.

The service was halted after the August 26 incident, which forced the NRC to suspend operations on the busy corridor.

The corporation said in a statement that repair works and safety checks on the affected section have now been successfully completed.

Chief Public Relations Officer of the NRC, Callistus Unyimadu, who signed the release on behalf of management, said the corporation had worked tirelessly to restore both the infrastructure and the rolling stock to the highest safety standards in line with global best practices.

“As part of our commitment to passenger welfare, the NRC has refunded 512 passengers out of the 583 on board the affected train. Efforts are ongoing to reach and process refunds for the remaining passengers to ensure that no one is left behind,” the statement reads.

Unyimadu added the NRC valued the patience and understanding of passengers during the suspension, assuring that safety, comfort, and satisfaction remain the corporation’s top priority.

The NRC also acknowledged the support of the Federal Ministry of Transportation, security agencies, the media, and other stakeholders in the recovery process.

The statement noted that further details on the official resumption date and train schedules will be communicated in the coming days.

    • Agency releases preliminary report on August 26 incident

Lack of maintenance of rail tracks, patched sweepers, and an unserviceable automatic crossing point switch mechanism were among the causes of the derailment of a Kaduna-bound train at Asham Station.

The Nigerian Safety Investigation Bureau (NSIB) stated this in its report on the derailment, which occurred on August 26.

The preliminary report released yesterday gave insights into the derailment of train AK1, operated by the Nigerian Railway Corporation (NRC), with locomotive registration CDD5c2 2701.

The train with 618 persons on board, including NRC crew members, security personnel, and service staff, went off track at Km49, Kubwa–Asham section in Kagarko Local Government Area of Kaduna State.

Twenty-one passengers were injured in the incident.

The NSIB report revealed that the August 26 incident occurrence was the second at Asham Station within 13 months.

The report said the forward locomotive and seven adjoining coaches derailed shortly after passing the track switch point at Asham Station.

It added: “Some sleepers at Asham Station that had been damaged in the previous occurrence were only patched. The Asham Station automatic crossing point switch mechanism was found unserviceable, and the switch point was manually operated and locked with the point clip. The point clip was broken.

“NRC personnel had only initial training and no formal refresher training. The operational and maintenance equipment, including spare OEM parts, was not readily accessible.

“Some instruments remained deferred and unserviceable, such as Closed Circuit Television (CCTV) cameras and clocks.”

The NSIB’s findings were announced a day after the NRC issued a statement attributing the incident to “human error, emergency braking system”.

In its recommendation, the NSIB said the NRC should replace all affected sleepers to guarantee track stability and prevent further derailments. It also advised that all point switches at Asham Station and along the Abuja-Kaduna route be replaced with Original Equipment Manufacturer (OEM) parts to ensure reliability and safety in switch operations, thereby reducing the risk of accidents.

“The NRC should consider addressing all areas where cautionary advisories are issued to train drivers, to enhance operational safety and minimise the risk of accidents.

“The NRC should provide formal refresher training for its personnel to ensure staff members remain up to date with safety procedures and operational best practices.

“The NRC should restore all defective equipment, such as communication equipment, Closed-Circuit Television cameras, clocks, and other critical instruments, to Original Equipment Manufacturer standards, as they are vital for effective monitoring, safety, and operational efficiency,” NSIB stated.

The bureau explained that the report represented early findings, which were subject to further analysis.

It said the final report would present detailed conclusions and additional recommendations to enhance rail safety in Nigeria.

The report stated that the investigation to be conducted before the final report is released would include the examination of track alignment and infrastructure condition; inspection of locomotives and derailed coaches (brakes, wheels, bogies), and review of crew statements (driver, assistant driver, conductors, guards).

The agency promised to conduct an analysis of train operation records, collect and review passenger and eyewitness accounts and further analyse the broken point clip.

In a statement on Tuesday by its Managing Director, Dr. Kayode Opeifa, the NRC said recovery of coaches and locomotives had been completed and track repair was almost concluded.

The statement said safety assessment of the incident had begun, adding that train services would resume soon.

“The Corporation confirmed that its team of engineers has successfully re-railed and recovered all coaches and locomotives involved in the incident. These assets have since been moved to designated workshops for comprehensive assessment and further technical work.

“Our team of engineers has successfully repaired the main line to a level that allows us to safely resume operations. While train services will recommence, work on the secondary track will continue simultaneously. During this period, the second line will remain out of use until all necessary repairs are fully completed.

“The engineers have now commenced a comprehensive safety and infrastructure assessment to ensure that all aspects of the corridor meet the highest standards of safety, durability, and reliability before operations resume. This phase includes a thorough evaluation of the repaired section and other critical infrastructure along the route.

“NRC emphasized that the resumption of operations will only take place after all necessary technical inspections, tests, and certifications are concluded. “Safety remains our top priority,” it said.

Commenting on passenger welfare, the NRC said 512 of the passengers had been contacted, while 71 were yet to be reached due to reasons such as wrong numbers, no response, and unavailability.

  • NSIB to release report on Abuja-Kaduna train accident in 23 days

NSIB to release report on Abuja-Kaduna train accident in 23 days

The Nigerian Safety Investigation Bureau (NSIB), has said that the preliminary report of the investigation of the derailed Abuja-Kaduna train will be released in 23 days.

The derailment of the Kaduna-bound train at Asham Station on 26 August 2025 caused passenger injuries, railway infrastructure damage, and indefinite suspension of train services along the Abuja–Kaduna corridor.

Speaking in Abuja on Tuesday at a press briefing, the Director-General of the NSIB, Capt. Alex Badeh Jnr. said the Bureau requires funding to procure modern equipment and train its investigators to investigate cases beyond the aviation sector.

He said the Bureau intends to technically examine the locomotives, coaches, and other rolling stock to ascertain the cause of the accident and to proffer safety recommendations.

Badeh said, “The NSIB has appointed an Investigator-in-Charge (IIC) based on qualifications to organise, conduct, and control the investigation.

“The IIC has full access and control over the accident site, evidence, and relevant records, including the protection and custody of rolling stock, locomotives, contents, and other evidence to prevent disturbance or tampering.

“Evidence protection measures include securing the site, restricting access, and coordinating with railway security authorities, police, and other relevant entities.

“Recorded data from the train, including vigilance control systems, speedometers, on-board CCTV cameras, and over-speed trip mechanisms, will be preserved and analysed”.

It added that the NSIB may appoint technical experts to assist the IIC and may delegate parts of the investigation if needed, while ensuring coordination with any judicial panel or tribunal of inquiry.

The DG further said the ongoing investigation includes detailed inspection of the site, switch, track geometry, and infrastructure, review of NRC records, technical examination of locomotives, coaches, and other rolling stock.

It also said it would interview the crew, staff, responders, passengers, and witnesses, obtain evidence, including organisational information from the operator, to determine causal and contributing factors and analyse any recorded data from accidents and incidents, ensuring protection of investigation records from unauthorised disclosure or use in judicial proceedings.

Badeh further said If the investigation identifies international aspects, the NSIB will forward notifications to relevant States and may invite accredited representatives or advisers to participate, respecting their rights and obligations.

On the likely date the preliminary report would be ready, he said: “Within 23 days, we should be able to make public the preliminary report of the investigation. The report would contain some of the factual evidence that is related to the occurrence, at least those that will give us a way forward on the way the investigation is going to go. So within 23 days, we should provide you with the preliminary report”.

On funding, he said: “Some funding has been made available, but it’s not enough. If you look at the NSIB Act again, we’re still battling with the same case of funding. At the NSIB, we’re trying to prevent this accident and funding is one big part of this.

“We require funding to train our investigators, not just in aviation, but now you see with rail, maritime, all the others. Yes, we have some training, but more extensive training is needed, especially with the expansion of rail services in Nigeria, and then more equipment to investigate these accidents. So yes, we do require more funding”.
