    89 prostitutes arrested in FCT

    The Federal Capital Territory (FCT) Joint Task Team for the Cleansing of Abuja have arrested 89 prostitutes.

    The task team which was constituted  by the Minister of the Federal Capital Territory (FCT) also impounded 104 Tricycles and 114 unpainted taxis.

    Deputy Director/Chief Press Secretary FCT Muhammad Sule made the disclosure in a press statement.

    According to him, the Acting Director FCT Directorate of Road Traffic Services, Mr Wadata Bodinga informed the Minister of the arrests on Tuesday  in Abuja.

    He stated, “The Joint Task Team for the Cleansing of Abuja City recently reconstituted by the FCT Minister, Malam Muhammad Musa Bello has impounded 114 unpainted taxis within the first one week of its operations.

    “The Acting Director of the FCT Directorate of Road Traffic Services, Mr. Wadata Aliyu Bodinga made this disclosure on Tuesday when he visited the Minister’s office.

    “The Director disclosed that 104 Keke Napep (Tricycles) were also impounded and riders prosecuted at the Mobile Courts during the same period.

    “Mr. Bodinga further disclosed that during the one-week operation of the Task Team, 8 commercial Motorcycles (Okada) were also impounded and noted that in the subsequent weeks special attention would be given to impounding and arrest of Okada.

    “According to him, the Task Team would hit the Okada riders from all angles from the Airport road, Gishiri village, Wuye, AYA and Asokoro area; warning that all those arrested would face instant prosecution.

    “On the menace of commercial sex workers, he said that the Task Team has so far arrested 89 of them who have been prosecuted and handed over to the Social Development Secretariat for rehabilitation to enable them learn useful skills.

    “The Director, however, urged the residents of the Federal Capital Territory to assist the FCT Administration by not patronising the unpainted taxis, Keke Napep, Okadas as well as the commercial sex workers.

    “He warned that their existence have security implications because they are veritable channels being used by the criminals which is in nobody’s interest.

    “The Director while saying that the Task Team is chaired by the FCT Police Commissioner, Mr. Mustapha Mohammed assured that the Task Team is prepared to carry the mandate of the FCT Minister, Malam Muhammad Musa Bello to its logical end.

    “The reconstituted Task Team which has the mandate to deal with traffic problems, environmental nuisances and any social menace within the Federal Capital City, commenced operation last Tuesday January 15, 2017.”

  • Abuja hosts Prison officers

    The Controller- General (CG), Nigerian Prisons Service (NPS) Ja’afaru Ahmed said all necessary measures have been put in place to avert future jailbreak.

    Ahmed disclosed this at a two-day seminar for command officers organised by the NPS in collaboration with Centre for Crisis Communication (CCC).

    He said more staff are needed to further enhance productivity within the prison formation.

    The prison boss warned officers and men of the service to be disciplined and be diligent in their work or be punished according to the law.

    He also warned command officers of the Service to build a cordial relationship with the media if they must succeed in their assignments.

    He said, “We work under very challenging conditions but I am happy that the environment has started changing through the efforts of President Muhammadu Buhari’s administration and I hope it continues but for us to archive  more we [need more] staff, we do not have enough staff.

    “What we did as an interim measure to curb incessant jailbreaks was to collapse the shifts from three to two and that has helped.

    “Under my leadership we take discipline very important and while we ensure that the staff welfare is ensured we also do not tolerate indolence and anybody that is involved in that will be dealt with according to the law. That has helped officers to reposition and redouble efforts.

    “I am assuring you that with the measures we have put in place there will be no jailbreak.

    “Beyond working hard to meet the high demands of our core mandate which is primarily providing safe and humane custody, as well as behavioral change among offenders committed to our care, we also have a duty to actively engage the media as critical stakeholders in the discharge of our statutory responsibilities.”

    Ahmed, who stressed that the intricacies of managing narratives reaching the public were issues not to be handled loosely, expressed optimism that the officers would have improved their skills in managing media issues at the end of the seminar.

    A retired Major General of the Nigerian Army and former Director of Defence Information, Chris Olukolade at the event said the military has assist NPS in terms of security.

    Olukolade said: “The military is helping NPS by inter-service cooperation where necessary. All along we have always had meetings at the level of forum of security agencies. Further to that there are occasional meetings where we exchange notes.”

    The Executive Secretary of CCC, Air Commodore Yusuf Anas (rtd) said it was pertinent to continue building the capacity of command officers to be able to effectively engage the media.

    His words: “This is important because every officer in the state command must understand the need to at all times, utilise the instrumentality of the media to up-build and uphold the good image of the service…”

     

  • Abuja Airport doesn’t need second runway, says Aviation Roundtable

    Industry safety group, Aviation Roundtable Safety Initiative (ART), yesterday said calls for a second runway at the Abuja Airport were unnecessary.

    It said the  current runway is under-utilised.

    The group took swipe at the Nigerian Civil Aviation Authority (NCAA) for its failure to ensure that the Federal Airports Authority of Nigeria (FAAN), complied with the Runway Maintenance Programme for the Abuja Airport.

    Its,  Chairman, Gbenga Olowo said the ART did a holistic assessment of the decision  to shut down the Abuja airport with the  verdict that the there was no going back on  the need to overhaul the facility.

    He said: “The decision as to whether a runway should be closed or not rests within the purview of NCAA as provided for in the Act establishing the Regulatory Agency and not the Executive arm of government. Unfortunately, constant political interference by the executive arm of government, the ministry, continues to usurp the role of NCAA and has hampered its effectiveness.

    “We therefore challenge the NCAA to be alive to its responsibility of safety oversight by conducting a thorough assessment of the status of all the runways at the various airports.”

    NNPC vows to investigate diversion of diesel in Abuja mega station

    The Nigeria National Petroleum Corporation (NNPC) at the weekend vowed to investigate alleged diversion of diesel to premium dealers and black marketers at its mega retail outlet on Olusegun Obasanjo Way, Abuja.

    The Group General Manager, Group Public Affairs Division, NNPC, Mr. Ndu Ughamadu, promised that “we will despatch our team of investigators to go there right now.”

    The Nation on Thursday got a hint that that the station was selling diesel to dealers, who were billed to sell in the black market while “unconnected” customers waited endlessly without being served.

    Some customers were waiting with jerrycans while mini-trucks were about to load the product.

    An attendant who simply identified himself as Ferdinand O. said: “Come and look at the six drums, they are empty, except the one that belongs to Chevron.”

    For two days, the station manager was not available.

    It was however gathered that “there was kerosene and diesel supply shortage following the reluctance of marketers to import the product.”

    Sources said the station was conserving its products due to the shortage of diesel and kerosene.

    Ughamadu said the refineries were still producing and releasing their products to the depots.

    He said: “As we speak, the refineries are on and releasing their products. It depends on what you mean by dealers. NNPC has a subsidiary known as NNPC Retail. As we sell to independent and major marketers, we  also sell to them. They get kerosene and diesel from us as well as the majors. So, if you know the particular station, we will investigate to find out why they are not selling.”

    On being told it was the NNPC station on Olusegun Obasanjo Way in Abuja, Ughamadu promised that “we will despatch our team of investigators to go there right now.”

    The National President, Independent Petroleum Marketers Association of Nigeria (IPMAN), Alhaji Abubakar Dankingari, explained that marketers were not importing kerosene and diesel because the products were not deregulated.

    Marketers would not want to import the product to compete with NNPC, which has access to forex and sells at a lower price.

    According to him, NNPC sells diesel for between N160 and N165 while other stations sell for between N265 to N270.

    Dankingari said : “They are selling above the NNPC regulated rate, which they give marketers. So that is the reason why you see some marketers who buy at that rate cannot sell at their filling station at the government regulated rate.

    “But the DPR should take note of those depots which are selling at the government’s rate because if they continue selling it at that rate to the marketers, the marketers have no no option than to increase the money above the government price.”

    Vice President Yemi Osinbajo on Friday started performing his role as the Acting President of Nigeria.

    President Muhammadu Buhari, before proceeding on 10 days medical vacation in the United Kingdom on Thursday had informed the National Assembly that Osinbajo will perform the duties of the President in his absence.

    Osinbajo, who was in Davos when the President left the country returned to Nigeria on Thursday night.

    After some engagements in Ibadan, Oyo State on Friday morning, Osinbajo returned to Abuja and perform some of his first functions as Acting President of Nigeria.

    According to posting on the Twitter handle of the Senior Special Assistant on Media and Publicity, Laolu Akande, said that Osinbajo received updates on the situation in The Gambia.

    Osinbajo, he said, also received some cabinet members on Friday.

    The posting reads: “VP Osinbajo on return to Abuja receives update & briefings on the situation in Gambia & also briefings from a number of cabinet ministers.”

    Saraki makes case for Nigerian engineers in construction 

    Senate President, Dr Bukola Saraki, has called government agencies at all levels to integrate Nigerian engineers, technicians, and artisans in construction projects.

    Saraki said this would ensure the utilisation of local capacity and conserving foreign exchange.

    A statement on Friday by his Chief Press Secretary, Mr Sani Onogu, quoted the Senate President as making the call at the flag-off ceremony of the construction of the Dauran-Birni, Tsaba-Birnin and Magaji-Kaura Namoda Roads in Zamfara State.

    He also called on government agencies to make use locally made equipment where possible.

    Saraki, however, disclosed that the National Assembly was in the process of passing the Federal Roads Authority and National Road Fund Bills into law.

    The proposed legislation, the statement said, seek to promote safe and efficient management of the nation’s road networkand open opportunities for alternative funding mechanisms from the private sector that will guarantee continuous improvement of the quality of roads year in year out.

    Saraki said, “As we are about to begin this massive road construction, I hope that our Nigerian engineers, technicians and artisans have been, and will continue to be incorporated in the workforce at all the different stages of construction; and that we also employ the use of locally-made equipment where possible.

    “This will boost local content and reinforce our drive in the National Assembly for increased patronage of Made in Nigeria goods. It is expected that this avenue will provide a trickle-down effect on the socio-economic activities of Zamfara state”.

    The Senate President praised the Zamfara State Governor, Abdul’aziz Yari for starting the project at a period of limited resources. 

    Said he, “Indeed, to take up such a gigantic project in this period with such limited resources coming into the state makes an unmistakable statement that leadership and governance is all about commitment to the cause of lifting our people from poverty and suffering. 

    “No doubt, the construction of a reliable road network is one of the fastest ways of moving people, goods and services for growth and development. 

    “This project is commendable because Zamfara state plays a very important role in food production in Nigeria and neighbouring West African countries. 

    “For state which prides itself on its large farming population, an improved road network will definitely provide more employment opportunities to the people and improve socio-economic activities in the State. 

    “The challenges of road construction and maintenance have been a very big setback in our quest for sustainable economic development as a nation”.

    “I will like to thank all our party men and women who have kept faith with this administration. The executive arm and the legislature are working tirelessly to ensure our economy is revived and the fruits of development reach every citizen. We have to join hands with Mr President to ensure that the common man finds comfort in this country.”

    The FCT Minister, Malam Muhammad Bello said on Thursday that the first phase of renovation work on the United Nations House in Abuja has since been completed.

    A statement signed by the Minister’s Chief Press Secretary, Hazat Sule in Abuja, noted that the minister stated this when the United Nations Development Programme Resident Representative in Nigeria, Mr Edward Kallon visited him.

    According to the minister, the second phase comprising of security equipment and furnishing is being fast-tracked to enable its agencies to move back into the building.

    Bello was quoted to have said that the government would do everything possible to complete the remaining phase of the renovation work and deliver it to the end users as soon as possible.

    He assured that the FCT Administration will strengthen its relationship with the UN Agencies and will continue to support them to achieve their mandate in the country.

    The minister noted that the FCTA had made efforts to complete abandoned projects in the capital city and intends to carry development to the Satellite Towns and Area Councils to reduce pressure on the city centre.

    Speaking earlier, the UNDP Resident Representative, Mr Edward Kallon, who is a Sierra Leonean, promised to connect the FCTA with global development partners.

    He said that the UNDP would also work to promote ICT development in the FCT to assist in making Abuja a smart city for youth development.

    NAN recalls that the FCT minister, during an unscheduled visit to the site recently directed the Federal Capital Development Authority (FCDA) to hasten the complete rehabilitation of the House to ensure quick handover.

    The Nigerian National Petroleum Corporation wishes to enjoin motorists in Abuja and its environs, and indeed the federation, not to engage in any panic buying of petroleum products.

    NNPC assures motorists that the Corporation has 1.3billion litres stock of PMS, otherwise called petrol, which is sufficient to serve the nation for more than 38 days.
    This was disclosed in statement of the Group Genetal Manager, Group Public Affairs Division, Nr. Ndu Ughamadu yesterday.
    This plea comes on the heels of reports that some motorists have begun panic buying of petrol, following rumours that the government is about to increase the pump price of the white product from N145 per litre.
    NNPC wishes to assure Nigerians that there is no iota of truth in the rumour that government is scheduled to adjust pump price of petrol.

    Indeed, with the resumption of production by the Corporation’s three refineries in Kaduna, Port Harcourt and Warri, complemented by imports, there is enough stock of PMS, Automotive Gas Oil (AGO), diesel and kerosene.

    This much was explained yesterday by NNPC Chief Operating Officer of the Refineries, Mr Anibor Kragha while briefing the Senate Committee on Petroleum Downstream in a presentation on the current status of the refineries at the National Assembly Complex in Abuja.

    In the presentation, Kragha told the legislators that the nation’s three refineries produced additional volumes of 4.6 million litres of kerosene and 7.7 million litres of diesel, in addition to millions of litres of petrol being refined daily at the nation’s refineries.

    The assurances of availability of stock by the NNPC Chief Operation Officer of the Refineries yesterday still stand.

    The Wife of the President Mrs Aisha Buhari has condoled with the families and victims of the Rann in Kala Balge local government area of Borno state, on the erroneous bombing by the NAF fighter jet.

    A statement by the S A Media to the Wife of the President, Adebisi Olumide-Ajayi reads: “Her Excellencies thoughts are with the victims and families of the victims, and her fervent prayer is that God gives them the fortitude to bear the loss, and that God continues to guide the Nigeria Armed forces and Her citizens in their bid to rid Nigeria of terrorism.

    “Being deeply involved with the IDP’s and having shared both sad and happy moments with them through her NGO Future Assured, Mrs. Buhari feels really pained by this unfortunate incident.”

    Shock, sadness as Reps seek probe IDP camp bombing

    Divergent opinions of the Nigerian Air Force (NAF) were expressed by members of the House of Representatives yesterday following Tuesday’s accidental bombing of an Internally Displaced Persons’ (IDP) camp in Rann, Kale Balge Local Government Area of Borno State.

    With scores reportedly dead and hundreds injured, the lawmakers were in support of a thorough investigation of the incidence with a view of preventing future occurrence.

    Several others said the NAF should not be condemned as such unfortunate incidences are not uncommon in conflict situations.

    Following the adoption of a motion of urgent national importance on the accidental bombing by Sani Zorro (APC, Jigawa), the House resolved to constitute a 10-member Committee selected from committees on IDPs, Refugees and Initiatives on the North East, Army,  Air Force, Disaster Preparedness and Emergency Assistance and Health Services to among other things:

    Visit the scene of the disaster and ascertain the level of response of emergency assistance needed by the surviving victims of the air strike and members of their immediate families.

    Ascertain the extent to which emergency and adequate health services are being extended to the surviving victims of the mishap.

    In his submission, Zorro noted with regret and sadness the deaths of yet-to-be ascertained the number of internally displaced persons (IDP) and injury suffered by hundreds of others including humanitarian workers following the accidental air raid on an IDP site at Rann, Kale Balge Local government areas of Borno State.

    According to him the preliminary explanation by the Armed Forces command was that the incident was not a deliberate act of targeting, nor a hostile act on the civilian population whose lives it had the duty to safeguard and protect.

    He said: “While we are aware of claims and counter claims among humanitarian actors and the media surrounding the actual casualty figure so far recorded in the wake of the incident, we should be mindful of the need to ascertain whether the air strike was in accordance with strict observance of the Rules of Engagement (ROE) under air law and as enshrined under International Humanitarian Law (IHL), otherwise known as the Law of Armed Conflict (LOAC)”.

    While many of the lawmakers described the incidence as sad, unfortunate and irresponsible of the Nigerian Air Force (NAF), a few said the incidence was not enough to jump into conclusion and condemn the military.

    Toby Okechukwu (PDP, Enugu) argued that the country has never recorded any instance of deliberate incidence like this. “What we should ask for at this point in time is what measures to put be in place to prevent reoccurrence

    “We should not subject the NAF to such demeaning condemnation and I don’t see the need for any investigation.

    “The House should rather call on the Armed Forces to take appropriate measure to avert such reoccurrence and brief the House on such measures”.

    Emmanuel Oker-Jev (APC, Benue) speaking in the same vein, however, emphasised that it will be unfortunate to conclude that the incidence was deliberate.

    “What is needed to be done is to improve their intelligence gathering because wrong intelligence report can lead to disaster.

    “The Borno incidence is unfortunate but can happen anywhere, this should not lead to condemnation of our military”.

    Ehiozuwa Agbonayinma (PDP, Edo) it was no time to point fingers and castigate the military which makes the investigation of the incidence inevitable.

    “How do we know if it was an error or otherwise? We should not jump into conclusion and this is not the time to point fingers and castigate anyone. The investigation should be conducted with no sentiments”.

    Mohammed Sani (APC, Bauchi) said though the incidence was unfortunate, issue of friendly fire is not uncommon in situations like this.

    He said major concern should be on the quality of intelligence gathering among and within the security agencies should be questioned, because the level of error should be zero or minimal.

    He canvassed for proper coordination and intelligence sharing among securiry agencies as well as proper administration and delineation of IDP camps.

    Nnenna Elendu-Ukeje (PDP, Abia) said, “Only recently our military was celebrated over the capture of Sambisa but we should know this is not a conventional war. The entire intelligence coordination of our security agencies should be looked into”.

    Nasir Ali Ahmed (APC, Kano ) also noted that with all their sophistication many advanced countries have recorded collateral damages during conflicts. “Proper marking or mapping of IDP camps would have prevented this incidence,” he added.

    Abdulrazak Namdas (APC, Adamawa) said the military has performed well in the past but regretted the incidence as unfortunate. “Other IDPs are now apprehensive because they feel they might be mistaken for insurgents.
    NAF should be more cautious
    Investigate,” he noted.

    On the other hand, Anayo Nnebe (PDP, Anambra) described the incidence as sad and irresponsible of the NAF to say it was accidental. “NAF has not done well, there is need to investigate it thoroughly,” he added.

    Shuaibu Abdulrahman (APC, Adamawa) said the accidental bombing was pathetic at a time the military was being praised for doing well in the Northeast. “We need to know if it was really an accident,” he said.

    On his part, Aminu Shagari (APC, Sokoto) noted that the Nigerian military has always  been very careful in their operations, “That is why it should be investigated to find out if it was deliberate, negligence or an error, so that appropriate punishment is served to serve as deterrence,” he said.

    The motion was unanimously adopted after it was put to a voice vote by the Speaker, Yakubu Dogara.

    Similarly, the House also condemned the twin bomb d blasts by Boko Haram at the University of Maiduguri Monday and have urged the security agencies in the State to intensify intelligence gathering operations with adequate protective measures put in place around tertiary institutions in Borno State to avoid the occurrence of a similar attack.

    The National Emergency Management Agency (NEMA) was also urged to pay the medical expenses of the injured persons.
