  • Applicant charged with beating up neighbour over public urination

    An applicant, Uduak Effiong, who allegedly beat up his neighbour who asked him to stop urinating in front of his house, has appeared at a Grade I Area Court, Mpape, Abuja.

    Effiong, 31, who lives behind crushed rock Mpape, Abuja is charged with three counts of joint act, causing hurt and mischief.

    Prosecuting counsel Mr. Dominic Abba said the case was reported at the Mpape Police Station by the complainant, Fangyin Wakkai, of Gwari village Mpape, Abuja.

    He said on May 20, the complainant saw the defendant urinating in front of his house and asked him to stop, but he did not.

    The prosecutor alleged that afterwards, the defendant mobilised three others who destroyed the complainant’s house door, beat him up and injured him.

    The offence, he said, contravened sections 79, 246 and 327 of the Penal Code.

    After the charge was read to him, he pleaded not guilty.

    The judge, Salihu Ibrahim, admitted the defendant to N250, 000 bail with one surety in the like sum.

    He said the surety must live within the court jurisdiction.

    The case was adjourned till June 19.

  • Malta Guinness fetes Muslim faithful in Ramadan

  • How Abuja policemen raped, assaulted us, by convicted prostitutes

    Some ladies, who were convicted by a mobile court for alleged prostitution, on Thursday painted gory details of how they were harassed, molested and assaulted by some men of the Nigeria Police in the Federal Capital Territory, Abuja.

    The ladies, who narrated their ordeal to reporters in Abuja, alleged that policemen attached to Utako, Life Camp and Gwarimpa police stations in Abuja, the nation’s capital, raped and physically assaulted them in custody.

    They also claimed that they were compelled to plead guilty when they were arraigned before the court on Monday by the police.

    They all spoke anonymously for fear of being victimised by the police while facing the wall.

    The ladies said they were arrested at a night club, thrown into a cell and repeatedly tear-gassed.

    A fair complexioned victim explained that a policeman attached to the Utako Police station identified as ‘Yellow,’ hit her with a baton and horse whip several times, injuring her arm and face during the assault.

    Her experience was corroborated by her co-convicts who lamented the alleged emotional abuse and physical torture they suffered while in police cell last week.

    Another victim, who claimed to have been arrested at a shopping plaza, said the policemen attached to the FCT ministerial task raped her when she could not pay them.

    The lady said she was held down by three policemen while one of them raped her without a condom.

    She also said two other girls were raped by the same policemen.

    She said: “Three of us were brought out of the van and raped by the policemen because we had no money to give them.

    “We were raped behind the National War College. They pushed me to the ground and held me there while one of them raped me. He didn’t wear a condom.

    “The other girls were also raped by two others one of who used a pure water sachet as condom.”

    Another victim said she was picked up by the police at a hotel where she attended a birthday party.

    She said: “I was invited to a birthday party at an apartment in a hotel. I came to the reception to get bottled water, a woman held my hands and pushed me out of the hotel and I saw a lot of people with cameras and some with mobile phones taking my pictures and shooting a video of the arrest.’’

    An activist, Dorothy Njemanze, during the briefing, also narrated her experience in the hands of policemen who allegedly molested her.

    Njemanze said she was awarded N6 million damages by the ECOWAS court in 2017.

    She lamented that the Federal Government had refused to pay the damages up till date.

    The acting FCT police spokesman, ASP Gajere Danjuma, said the commissioner of police was aware of the allegations which he said were being investigated.

  • Court nullifies Adamawa APC Rep-elect’s election over forgery

    The Federal High Court, Abuja on Friday, sacked Abdulrauf Modibbo as member-elect representing Yola South/Yola North/Girei Federal Constituency of Adamawa in the National Assembly.

    Justice Inyang Ekwo nullified Modibbo’s election while delivering judgment in a suit filed by Mustapha Usman, challenging the election.

    Modibbo was declared winner of the All Progressives Congress’ primaries held on Oct. 7, 2018 in Yola, and eventually represented the APC in the 2019 general elections, which he was also declared winner.

    Usman dragged Modibbo to court after the election alleging that he falsified his age and was not eligible to contest the APC primaries.

    He prayed the court to disqualify Modibbo as APC candidate for Yola North/Yola South/Girei Federal Constituency.

    He joined the APC and the Independent National Electoral Commission (INEC) as defendants in the suit.

    Justice Ekwo in his judgment declared that Modibbo was not qualified to contest the APC primaries as well as the 2019 House of Representatives election for the federal constituency.

    The court held that Usman was the lawful winner of the Oct. 7, 2018 APC primaries and candidate of the party for the constituency.

    The judge further held that Usman had successfully proven beyond reasonable doubt that Modibbo falsified his age severally in order to contest election.

    The court also noted that the plaintiff proved that Modibbo submitted the forged certificates for the purpose of contesting the party primaries.

    The court also held that Modibbo was a serving National Youth Corps member when he contested the primary election saying the action breached Section 4 of the NYSC Act 2004.

    “A person who is a lawbreaker cannot be a lawmaker, this illegality is one that cannot be wished away,” the judge said.

    The judge declared that in view of the disqualification Modibbo,  Usman who polled the 2nd highest votes in the Oct. 7, 2018 primary election of the  APC for  Yola South/Yola North/Girei Federal Constituency of Adamawa was the lawful winner.

    Justice Ekwo gave an order directing the APC and INEC to immediately replace Modibbo’s name with that of Usman as the lawful candidate of the APC for the federal constituency.

  • Amaechi, Bello, others bag Transport, Tourism awards

    The Minister of Transportation, Mr Rotimi Amaechi has bagged a ministerial award for mass transportation infrastructure development alongside Mr Hassan Bello, Executive Secretary, Nigerian Shippers Council (NSC) for outstanding transport regulator of the year.

    The award was given at the National Tourism Transport Summit and Expo organised by the Institute for Tourism Professionals (ITP) on Tuesday in Abuja.

    Receiving the award on behalf of the minister, Mrs Grace Atiegoba, Director Reform Coordination and Service Improvement said that the award was well deserved.

    According to him, there have being alot of improvement in the transport sector especially in the area of rail compared to what it used to be before.

    Amaechi said that shared passion of the Federal Government and his team, have transformed and improve the economy with the various infrastructural development in the country.

    Dr Anthonia Ekpa, the Director Road Transport and Mass Transit Administration was given an award of the outstanding contribution to the development of mass transportation policy and infrastructure development.

    She said that looking at the number of those who received the award under the ministry of transportation alone, shows the level of commitment and work the ministry was doing and it’s contributions to the economy.

    She said that Amaechi has gained recognition all over the world because of his passion and contribution in improving the land transport and policies.

    Ekpa, further said that transport and tourism are like siamese twins that develops with each other.

    Alhaji Samsudeen Apelogun, National President of Amalgamated Commercial Tricycle and Motorcycle Owners, Repairs and Riders Association of Nigeria (AACCOMORAN) was given an award on leadership award in promoting urban mobility.

    He said that the award was dedicated to his 12 million members nationwide.

    “I really want to appreciate the minister of transportation, Rotimi Amaechi and Dr Anthonia Ekpa, Director road transport and Mass transit Administration for their contributions in the sector.

    “I really don’t know what I have done to deserve this award but I promise to do more in taking my members to a greater height by eradicating all the wrong perceptions the society have about it.”

    Others awardees are Mr Freeborn Okhiria, Managing Director, Nigeria Railway Corporation (NRC) on the outstanding performance in land and public transportation, Dr Dakuku Peterside, Director General NIMASA, for outstanding maritime operations regulator of the year (Sea/offshore), Hajiya Hadiza Usman, for outstanding maritime operations regulator of the year (ports/ashore).

  • NiMet predicts cloudy, sunny atmosphere for Sunday

    The Nigerian Meteorological Agency (NiMet), has predicted cloudy to partly cloudy and sunny weather conditions with widespread thunderstorms over most parts of the country on Sunday.

    NiMet’s Weather Outlook on Saturday, in Abuja, predicted partly cloudy to cloudy morning over the central states with day and night temperatures of 32 to 41 and 20 to 27 degrees Celsius.

    It also predicted possibilities of thunderstorms over Lafia, Makurdi, Abuja, Lokoja, southern Kaduna and Jos axis as the day progresses.

    The agency predicted that Northern States would experience morning sunny conditions and partly cloudy to sunny afternoon and evening with day and night temperatures of 41 to 43 and 21 to 29 degrees Celsius.

    According to the report, Southern States will witness cloudy morning and thunderstorm over Ijebu with widespread thunderstorms in the afternoon and evening period.

    It said the temperatures of both day and night would hover between 33 and 36 and between 24 and 26 degrees Celsius respectively.

    “Sunny to partly cloudy conditions are to prevail over the northern parts of the country.

    “However, there are possibilities of thunderstorms over the central cities and widespread thunderstorms activities over some parts of the southern states in the next 72 hours,” NiMet predicted.

  • FG begins rehabilitation of 104 unity schools

    The Federal Government has begun the renovation and rehabilitation of 104 unity colleges in the country, Minister of Education, Adamu Adamu, has said.

    He said the rehabilitation exercise include replacement of broken toilets, ceilings, creation of additional classrooms and the renovation of existing ones.

    The minister said the renovation, directed by President Muhammadu Buhari, is aimed at expanding access to education in the country.

    He stated this during the monitoring of  2019 common entrance examination organised by the National Examination Council, in Abuja, on Saturday.

    The minister said about 25, 000 students would be given admission into the colleges nationwide.

    Adamu, who was represented by the Permanent Secretary of the ministry, Sonny Echono, disclosed that the government had already begun recruitment of teachers to carter for the new intake next term.

    He said: “We have a challenge of access to education in this country, as part of our interventions to ensure that we bring more children into the school system and reduce the number of kids who are out-of-school, we are having so many programmes. One of it is to increase the spaces available in our unity colleges.

    “You are aware that each time we do this there are other consequential interventions that are needed. You need to have additional classrooms; you need to have additional teachers.

    “We are pleased that Mr. President graciously approved that we should begin to rehabilitate many of these unity colleges. Besides the security infrastructure, we are now providing both new classrooms and as well as rehabilitating the dilapidated ones and we are also dealing with the libraries, laboratories and so on.

    “We are recruiting additional teachers for the unity schools as we speak. Both the regularisation of PTA teachers and new recruitment are ongoing at the Federal Civil Service Commission as we speak and they will come in early enough for them to be inducted, trained, given some kind of preparation ahead of the opening of the schools next term.”

    He said the Ministry of Power, Works and Housing has already approved four interventions in some unity schools in Abuja.

    The minister explained that the intervention is to rehabilitate broken toilets, ceilings and classrooms to compliment what the ministry of education is doing.

    “We hope that in the next few years, all those schools will be returned to their glory days,” he added.

    NECO’s Acting Registrar, Abubakar Gana, said 75, 635 candidates sat for the examination on Saturday in 457 centres nationwide, including one centre in Port Novo, Benin Republic.

    Gana said that the results of the examination will be released on Wednesday by the agency through the ministry of education.

    He urged parents to check NECO’s website for the released results.

    Lagos state had the highest number of registered candidates with 23, 459 while Zamfara had the lowest with 59 candidates.

    “The results are expected to be released by NECO to the Federal Ministry of Education on Wednesday 1st May 2019 after which the ministry would direct NECO to release it to the public after the selection exercise.

    “Candidates are to check the status of their admission both at the various Federal Unity Colleges and online via NECO website: www.neco.gov.ng as soon as the release of the results is announced,” the ministry added in a statement.

  • FG to increase non-oil revenue through taxation

    The Federal Government, in its bid to widen the revenue base of the country, especially from the non-oil sector, has set an aggressive target for increasing tax collection.

    This was made known by President Muhammadu Buhari at the 21st annual tax conference organised by the Chartered Institute of Taxation of Nigeria (CITN) on Wednesday in Abuja.

    President Buhari who was represented by the Permanent Secretary, Federal Ministry of Finance, Dr. Mahmoud Isa-Dutse, said that tax collection must grow in line with growth in the economy but this has not been the case in Nigeria and has become a challenge.

    According to him, “Our tax system must reflect the nature of our commercial activity levels. Oil is just above 10% of our GDP but it represents a disproportionate share of our tax revenue.

    “We will therefore develop a framework that mobilizes revenue from the non-oil sector. Our tax system must be dynamic in order to respond to an ever evolving commercial landscape and to increasing technology driven business models.

    “As part of our drive to increase non-oil revenue, we have set an aggressive target for increasing tax collection. This is a reflection of the fact that the current level of compliance is low and in some cases, the effective tax rate paid by those that are compliant is lower than expected.”

    He further added: “This administration has been instrumental to critical reforms in the Nigerian Tax system, through, for instance, the introduction of the Tax Amnesty Regime under the Voluntary Asset and Income Declaration Scheme (VAIDS) and the Voluntary offshore Assets Regularization Scheme (VOARS).

    “These measures have no doubt led to improvement in voluntary tax payment compliance by the citizenry.

    “On the Voluntary Asset and Income Declaration Scheme (VAIDS), for instance, 5,122 applications were received, at the end of July 2018, when the Scheme had gone through a 12 month cycle and entered sunset.

    “Out of these applications, 1,006 made full payment, 1,613 had outstanding payments to make and 2,503 fell under those who did not furnish adequate information on their tax status.

    “Arising from these applications, N92.67billion tax liability was declared. N34.67 billion had been paid out of declared liability. The outstanding liability of N56.81 trillion will be paid in installments.

    “In all, 16,906 assets were declared under VAIDS. Of these, 3,317 are immovable assets, 13,771 are moveable assets, while 205 represented intangible assets & Investments.”

    While addressing stakeholders and players in the taxation sector in the conference themed ‘Taxation and National Development: Unlocking the Potential ofTaxation’, Buhari noted that Nigeria’s tax-to-GDP ratio although has improved from 6% to about 9% in the last 3 years, is still the lowest in the world.

    “Today, lessons from countries that have depended, solely, on revenue from oil have proven to be quite instructive.

    “This is symptomatic of our undue reliance on oil revenue, which has resulted in fiscal imbalances in our national financial landscape.

    “We can, therefore, not afford to waste precious time at second-guessing the fiscal direction or policy stance of government.

    “We are clear about the overriding need to use taxation tools in achieving our objectives and delivery of our campaign promises, for the greater good of the people of this great Country, Nigeria.

    “This government is changing that narrative with our commitment towards ensuring judicious use of funds through the strict enforcement of the Treasury Single Account (TSA) policy and zero tolerance for corruption. We will ensure that every kobo of public fund is accounted for.

    “The achievement of the government’s objective of widening the tax base for improved revenue collection through voluntary compliance in line with international best practice will be enhanced through cooperation with, and support of the Institute being a major stakeholder in the tax system of our nation.

    “We are happy with the result of our sustained efforts towards enhanced tax compliance in fiscal year 2018, which culminated in the Federal Inland RevenueService (FIRS) announcement of a record collection of N5.32 trillion.

    “This was achieved through sheer hard work and provision of the political will and support to that agency, among other relevant revenue collection agencies. We will continue to give this support for increased revenue performance, as required,” he said.

    The Chairman of Heirs Holdings, Mr. Tony O. Elumelu, in his paper delivery noted that we can never talk about national development without the inputs from Micro, Small and Medium Enterprises (MSMEs).

    According to him, “On one hand, our citizens demand good standard of living – education, healthcare, infrastructure, accommodation, security, moral values etc.

    “On the other hand, government needs revenue (money) to provide for all of these. Unfortunately, the revenue earning of government is dwindling because of dependence on oil.

    “One of the ways that government can fund the legitimate demands of the citizens is through an increase in revenue through taxation.

    “Nigeria with a population of over 200 million, our tax-to-GDP ratio is approximately 6%. Rwanda with a population of about 10 million, its tax-to-GDP ratio is 16%.”

    Elumelu explained that 75% of Nigerians do not see anything wrong with not paying tax because according to them, they are a local government to themselves; they provide electricity, water etc., for and by themselves.

    He therefore urged government and other stake holders to embark on mass communication and mobilization on why Nigerians should pay their taxes, and also strive gain the confidence of the people to know that their taxes will be used well for the collective aspirations of the people.

    The Chairman of Council of CITN, Chief Cyril Nwobodo, said the purpose of the conference is to awaken Nigerians on the importance of taxation in developing our country.

    “People don’t feel like paying taxes; they do not feel the eagerness to pay tax, and see it as a burden.  We are therefore trying to lessen the burden and make people appreciate what taxation can do in the country,” he said.

     

     

  • Easter relief for orphans in need

    With Easter came a soothing balm for orphans in a Federal Capital Territory (FCT) home. ROSE OKEKE reports

    On their first outreach mission to a secluded orphanage at Gishiri, Maitama, Abuja, The City Club Abuja (TCCA), a social charity club, were excited by the prospect of helping less-privileged children.

    As the nation shut down activities in commemoration of the Easter holiday, TCCA spent the first day of the weekend break donating food and grocery packages to the Hope for Survival orphanage located at Gishiri, Abuja.

    The President of TCCA, Ariyo Maiye, during the outreach, explained that although the club was created as a social support system for its members, the drive behind its philanthropy stems from the need to reduce the reliance on government to solve all the problems of the people by impacting the society through individual capabilities.

    Maiye said, “We have not solicited any help from the government. This was outreach was funded by individual contributions from within our club. This marks our first outreach activity and we have a few more planned.

    “We bought groceries and food items for the orphanage. We also identified a case of a baby that needs dialysis for a period of one week to see how the baby responds to it. We have identified more orphanages and IDP camps and are making plans to visit them as well.”

    TCCA, which is due to celebrate its one-year inception in June 2019, uses the contacts of one Nuhu Kwajafa, Coordinator of the Global Initiative for Peace, Love, and Care (GIPLC), to locate orphanages and other people in need.

    Kwajafa, whose NGO boasts of raising over $5 million for children in need, also spoke to Abuja Review stating that the groups relying on crowdfunding as a way to complement efforts of the government.

    He said, “We don’t have sponsors. We use the power of volume, crowd funding from within the NGO and social media.”

    Cephas Thaddeaus, the Administrator of the beneficiary Hope for Survival orphanage, Gishiri, expressed his profound gratitude at what he termed “an unexpected, amazing visit.”

    He was full of praises for the items and urged other well-meaning Nigerians to assist the orphanage.

    He said, “Lots of items were brought for the upkeep of the children. We sincerely did not expect this today. We are quite grateful.

    “The children were so happy. They came to announce to me that there are visitors everywhere.”

    He also said that while this wasn’t the first instance of the orphanage receiving donations, it was definitely the most bountiful.
