  • I will split Accountant General, AGF offices, says Tambuwal

    Governor of Sokoto state and 2019 People’s Democratic Party (PDP) presidential aspirant, Aminu Waziri Tambuwal, has vowed to split the  offices of  the Accountant- General and Attorney- General  of the federation, when elected president.

    He said that this will lead to transparency, professionalism, fiscal discipline and loyalty to the nation in the conduct of government business

    Tambuwal said this in Markudi, Benue state, while on a courtesy visit to Governor Samuel Ortom on Sunday.

    He also promised that his government will facilitate a robust process that would lead to the restructuring of key areas of the Nigerian State and its political economy.

    The governor, who made this disclosure in a statement by his campaign spokesman, Dr. Okey Ikechukwu, said, “for there to be transparency, fiscal discipline and professionalism, the office of the accountant general of the federation must  be separated from that of the accountant general of the federal government. This, we have to do, as one of the first key exercise of my government, if I receive the mandate to be president of this great nation. A serious Nation desirous of making progress should have an accountant general for the federation different from the accountant general of the federal government.

    “The accountant general of the federation should be a pure professional, whose loyalty must be to the federation, not the federal government alone. In the same manner the Attorney General mustn’t necessarily be the minister of justice. And mustn’t be a card-carrying member of any political party. The idea, for instance, of making a card carrying member of a political party an attorney general of the federation already compromises that office. Attorney general ought not to be an agent of the government in power; rather the office should at all times serve the interest of the nation and the totality of the citizenry.

    To achieve a restructuring of these two critical offices of the federation, the former Speaker, House of Representatives, promised that his administration, “shall initiate an amendment of the requirement of the constitution that says that every minister  appointed by the federal government must be a card carrying member of a party in order to correct this .This is to ensure that the attorney general to be appointed is a core professional that will work for the entire nation and deliver to the best of his ability, without prejudice,” he said.

    Tambuwal also proposed the restructuring of the power sector, by empowering states through effective legislation that can assist to creatively generate their own electricity power. “When I talk of restructuring, it doesn’t necessarily mean physical restructuring our land mass, but fiscal restructuring and the making of fundamental changes in other areas, aimed at devolving more powers to the states and make them more effective in actualizing the aspirations of the citizenry.

    “For instance, there is no reason why states should not facilitate power investments within their territories. To enable them do this, we shall move power generation, transmission and distribution from the exclusive legislative list to the concurrent legislative lists.”

    Tambuwal argued that “the energy needs of Benue, and many other states, will also be tapped into and harnessed. If, for instance, a state can generate power by harnessing its mineral deposits of hydro, coal and sunlight. They may, thereby, generate say 25 megawatts from each of the above; totaling 75 megawatts in all. This approach will ensure that the people’s energy needs are comprehensively addressed.

    He accused the federal government of paying lip service to the issue of minimum wage, pointing out that when government proposes an increase in the national minimum wage it should also send a corresponding bill to the National Assembly for a review of the federal allocation that would ensure that the states can bear the cost of the increased wage bill. ”

    The presidential aspirant assured that when he eventually wins the ticket of the PDP and wins the presidential election, come February 2019, “Nigerians will have a leader that will make them proud in the comity of nations, a leader that has the credential of togetherness, visionary leadership, bridge-building and a leader that will not take decisions shrouded in ethnic and religious biases.

    “From my experience and exposure and broad world view, and having visited and interacted with people in all the 360 federal constituencies, as Speaker, I have full understanding of the complexity of Nigeria’s unique diversity. And I know that our strength is in this our diversity. That is why we need a leader with the ability, understanding and willingness to unify this great nation and bring her to the path of peace and progress. Nigeria has never been this polarized along ethnic and religious lines and the time to end this polarization is now. This country belongs to all of us and everyone has the right to live and prosper in any part of the country without fear. We must say no to clannishness and reclaim our collective dignity once again,” Tambuwal said.

    Accountant-General positive about economy

    The Accountant-General of the Federation, Ahmed Idris has said that there are visible signs of better days for the economy with the National Strategy for Public Service Reforms (NSPSR).

    Idris stated this in a paper tilted “E-Payment, IPPIS, GIFMIS and TSA Impact on Financial Reforms of the Nigerian Economy’’, presented at the 22nd Annual Conference of the Association of National Accountants of Nigeria (ANAN) in Abuja.

    He explained that through the implementation of the pillar three of the NSPSR consisting of e-payment, integrated payroll and personnel information system (IPPIS), Government Integrated Financial Management Information System (GIFMIS) and Treasury Single Account (TSA), there had been visible signs of better days.

    The accountant-general pointed out that many tangible beneficial impacts of the Public Finance Management (PFM) reforms were already evident and explained that the reforms were not only desirable but expedient.

    According to him, FPM underlies government’s efforts toward effective management and control of public financial resources.

    “It (PFM) broadly involves the mobilisation and collection of revenue and the prudent allocation of same to public expenditure for various sectors. It further entails accounting for funds received and spent in line with relevant extant laws. After transiting to democratic government in 1999, it was evident that public finances were poorly managed as evidenced by fiscal inconsistency and indiscipline. Consequently, the Public Procurement Act 2007 and the Fiscal Responsibility Ac t 2007 were introduced and followed since then by the executive political will to implement them,” he said.

    “This action of government provided the much-need impetus and legal framework for PFM,’’ Idris said.

    He said that the PFM reforms had improved governance as reports were now timely and more reliable.

    According to the Accountant-General, this has added a higher level of transparency to Public Finance Management. “For instance, the statutory financial statement for the year ended 31st December 2016 has been forwarded to the Auditor-General of the Federation in line with constitutional provisions, ‘’ he said.

    He said that the massive financial losses occasioned by payroll fraud through the use of ghost workers were gradually eliminated by reason of the introduction of IPPIS.

    Idris said the enormous savings had been made, which were being used to enhance overhead and capital releases to Ministries, Departments and Agencies (MDAs).

    In another paper titled “SMEs As Engine of Economic Development’’, Mr Ezekiel Gomos referred to Small and Medium Enterprises (SMES)  as the engine of growth and catalysts for socio-economic transformation of any country.

  • Ekiti workers to EFCC: charge commissioner, accountant-general to court

    Ekiti State workers have urged the Economic and Financial Crimes Commission (EFCC) to charge the Commissioner of Finance, Chief Toyin Ojo, and Accountant General, Mrs. Yemisi Owolabi, to court, if they are found to be corrupt.

    They said the continued detention of the officials in EFCC facility was affecting payment of salaries and smooth running of government business.

    State Chairman, Nigeria Labour Congress (NLC), Mr. Raymond Adesanmi, spoke yesterday at this year’s World Teachers’ Day celebration at the Oluyemi Kayode Stadium in Ado-Ekiti, the state capital.

    The EFCC arrested Ojo and Owolabi on September 28 in Abuja when Governor Ayo Fayose declared his intent to run for President on the platform of the Peoples Democratic Party (PDP).

    Represented by his Vice-Chairman, Kayode Akosile, Adesanmi said: “If the EFCC has anything against them, they should charge the commissioner and accountant general to court so they can come home and pay us our salaries.

    “We are currently hungry and we want to collect the little we are entitled to. The actions and the inactions of politicians are taking a toll on workers in Ekiti.”

    At the ceremony, Fayose announced automatic promotion to Level 15, all level 14 graduate primary school teachers, and car gifts with a weeklong holiday in London or Dubai for best teachers in primary and secondary school and the state’s tutor-general.

    The governor said the gesture was informed by the success the state recorded in the National Examination Council (NECO) Senior Secondary Certificate Examination (SSCE) for two consecutive years.

    The Best Primary School Teacher is Mrs Grace Ojo, of SUBEB Model School at Omuo-Ekiti and the Best Secondary School Teacher is Mr. Ephraim Egunjobi, of Iworoko Community Secondary School at Iworoko-Ekiti.

    They got new Hyundai cars from the governor.

    The Headmaster-General appointed by the governor, Mrs. Anike Apata, also got a new Kia car.

    Fayose also announced the appointment of Mrs. Oluwatoyin Arogundade as the Tutor-General for Ekiti Central.

    For this year’s World Teachers’ Day, Fayose dished out a cash gift of N100 million, which will be paid directly into the personal accounts of the teachers.

    The governor promised to increase the cash gift to N150 million next year should the state come first again in NECO next year.

    The Accountant-General (AG) of Abia state, Sir Gabriel Onyendilafu has denied the story making the rounds that he has been arrested and detained by a team of officials from the Economic and Financial Crimes Commission (EFCC).

    The Abia State AG said that he was never invited nor was he ever arrested and detained by men of the anti corruption commission as he has been busy attending to the the financial problems of the state.

    Speaking with The Nation during a meeting of political stakeholders of Isiala Ngwa South at the country home of the speaker, Onyendilafu said that he was surprised to read from the social media and a local radio station that he has been arrested by EFCC.

    Onyendilafu said that he has never been invited by the anti corruption team nor was he detained by them for any reason, stressing that people are determined to tarnish his hard earned reputation for no reason.

    He said, “On Monday last week I boarded a plane to Abuja via Kaduna on an official assignment and held a meeting with the minister of finance which started and ended late because the minister came late for the meeting”.

    “The meeting continued the next day after which I took a flight back to Owerri airport from where I arrived Umuahia to continue with my work and as you can see I am not under any arrest which is the reason I am here for this meeting”.

    “If I was under arrest by the EFCC would I be here for this stakeholders meeting being held in the house of the Speaker of Abia State House of Assembly, Rt Hon Chikwendu Kalu at Umuikaa and moving freely the way I am doing”.

    Onyendilafu was responding to the story that was aired by one of the ration stations in the state capital and some social media that he has been arrested at one of hotels located in the state capital and detained by the EFCC.

    It could be recalled that the radio station and some social media went to town saying that the Abia AG had been arrested and detained by the EFCC for financial crime related offenses and would soon appear in court.

    The Nation saw Onyendilafu moving freely among his people during the meeting and was laughing while answering questions from our correspondent and urged journalists to always confirm their facts before publishing to avoid unnecessary problems.

    Bello appoints SSG, accountant-general, others

    Kogi State Governor Yahaya Bello has appointed Mrs. Ayoade Folashade Arike as the secretary to the state government (SSG).

    He also appointed Alhaji Momoh Jubril as the accountant-general.

    The appointments, contained in a statement from the Office of the Chief of Staff to the Governor, Mr. Edward Onoja, showed that 31 others were appointed.

    The governor engaged Gen. Paul Okutimo Olusola (retd.) as the Security adviser, Mr. Ibrahim Sani Mohammed as Legal adviser and Mr. Abdulkareem Jamiu Mohammed as Protocol chief.

    He named Mr. Ademu Idakwo, chairman of the Correspondents Chapel of the Nigeria Union of Journalists (NUJ) as senior special assistant (SSA) on Print Media.

    Bello named Petra Akinti Onyebule and Gbenga Babayinka Olorunpomi as SSAs on Electronic and Print media.

    He appointed 20 special advisers and five special assistants to the deputy governor.

    Kogi State Governor Yahaya Bello yesterday directed permanent secretaries and heads of administration in the civil service to proceed on compulsory leave.

    The governor, in a statement by his Chief Press Secretary, Kingsley Fanwo, relieved the accountant-general of his position, while his deputy is to proceed on compulsory 30 days’ leave.

    The statement reads: “I wish to confirm that Governor Yahaya Bello, has directed that permanent secretaries and heads of administration are to go on compulsory leave with immediate effect. The only exemptions in this category are people on acting capacity and the permanent secretary, Government House.

    “The accountant-general has been relieved of his position, while the deputy will proceed on compulsory 30’ days leave.

    “At the local government level, Directors of Local Governments (DLGs), treasurers, education secretaries and cashiers are to go on compulsory leave.”

    It said the decision, which takes effect from today, is geared towards ensuring a more efficient and productive civil service.

    Tambuwal appoints accountant-general, perm secs

    Sokoto State Governor Aminu Waziri Tambuwal has approved the appointment of Umaru Ahmad Tambuwal as the accountant-general.

    Other appointments approved by the governor, as contained in a statement yesterday by his spokesman, Imam Imam, included eight permanent secretaries, among who were Aminu Abdullahi, Mustapha Abdulkadir, Haruna Maishanu, Yahaya M. Gobir, Bello Idris and Sani Umar.

    Also appointed were eight directors-general, namely  Shehu Ladan, Sani Daudu Yabo, Bello Bawa, Ibrahim Umar, Aishatu Hassan, Ibrahim Halliru Dingyadi, Bello Umar Alkali and Maikudi Danda Dogon Daji (acting DG, State Protocol Affairs).

    The statement confirmed the appointments of Abubakar Shekara as the managing director, state Media Corporation and Labaran Lumu Dundaye, general manager, Rima Television (RTV).
