    Osinbajo inaugurates task force to reduce food prices

    Moved by the need to enhance affordability of food prices across country, the Buhari administration has constituted a Presidential Task Force to urgently consider measures that would ensure a steady flow of produce to the market and reverse recent price increases.

    Giving the directive Wednesday at the Federal Executive Council meeting, Acting President Yemi Osinbajo, SAN, expressed concern at some of the inflationary rates of food prices, noting that the Task Force will explore options to promote availability and affordability of food items to Nigerians.

    According to him, the Task Force, which has seven days from Wednesday to report back to the Council, will consider how to remove some of the cost-raising factors that come into play between the farms and the markets and therefore “bring relief to our people.”

    While there have been reports of bumper harvests in parts of the country, the prices of food stuff still end up rather high, while some of the produce even end up wasted due to a number of reasons preventing effective transportation delivery to the markets.

    One of the focus areas of the Task Force, the Ag. President noted, would be to review the transportation and preservation processes, and see how government can intervene in those aspects to bring down food prices.

    The Task Force, which would be meeting with the Ag. President in the discharge of its urgent assignment, will therefore draw out a practical plan and present same to the Council next week.

    Buhari to return from London on Sunday- Osinbajo

    *Says Buhari in perfect health condition

     

    Acting President Yemi Osinbajo on Thursday said that President Muhammadu Buhari will return to Nigeria on Sunday.

    Buhari had taken 10 days medical vacation to treat an ear infection in London.

    The medical vacation expired on Wednesday and the President was supposed to resume on Thursday based on the letter communicated to the National Assembly before he traveled out.

    But speaking with State House correspondents before the National Economic Council (NEC) meeting commenced at the Presidential Villa, Abuja

    Osinbajo said that it is best for the President to take the weekend off.

    According to him, the President is in perfect health condition and will be ready to resume office on Monday morning.

    He said: “The President will be back on Sunday. I spoke with him yesterday evening and I think it is just the best that he takes the weekend off. He will certainly be back on Sunday.

    “I think the most straightforward thing is when he will be back. He will be back on Sunday. There is no point rushing back on Friday or something like that.

    “He will just take the weekend off and be back on Sunday. He is in perfect health and ready to resume work on Monday morning.

    “Mr. President is in good condition, he is fine, he is very well. He should take a day or two off in London and rest a bit and come back hale and hearty on Sunday and be ready for work on Monday. So we expect him back on Sunday.” He stated.

    20 million children to benefit from School Feeding programme – Osinbajo

    Acting President Yemi Osinbajo on Thursday said that the Nigeria Home Grown School Feeding programme will change the lives of twenty million children.

    The one-meal per day programme, he said, will create multiplier effect on the local economies in communities where the schools are located.

    He spoke during the launching of the National Home Grown School Feeding Strategic Plan at the Old Banquet Hall of the State House, Abuja

    Out of the N6 trillion 2016 budget, he noted that N500 billion is devoted to the social investment programme, which included the school feeding programme.

    He said: “The Strategy sets out simply how the federal, state and local governments are to work together to deliver the primary objectives of the programme, namely the feeding of children in primary schools with healthy, nutritious meals prepared from local agricultural produce, cooked and served by food vendors and cooks in the local communities where the schools are located.

    “The ultimate objectives are bringing real change to the lives of twenty million children and creating the multiplier effect on the local economies in communities where these schools are located by boosting agriculture, entrepreneurship and employment.”

    According to him, the Home Grown School Feeding Programme has four main benefits.

    He said: “It will improve school enrollment and completion and curb the current dropout rates from primary school estimated at 30% and thereby also reduce child labour.

    “It will improve child nutrition and health. As a result of poverty many children have poor nutrition and worrying health status, which affects learning outcomes. The programme aims to address this.

    “It will also increase local agricultural production. This will not only increase production but provides a structural demand for agricultural produce and thus creates local economies that have a ready-made market for their produce and guaranteed profit.

    “Finally, it will create jobs that will help lift families below the poverty line over that line and into a brighter future,” he added

    He promised that the administration will ensure that the these benefits are not just a good pitch but become real by bringing desirable change in the lives the people and in the communities.

    The Acting President, however, noted that the strategic plan will only work when a new level of cooperation between the federal, state and local governments are imbibed.

    He said: “It is said that all politics is local. So too development! We therefore recognize the fact that these plans must have specific interpretations in the specific communities. It is called “Home Grown School Feeding” for the reason that it must be owned by the people for whom it has been designed.”

    He said that the Federal Government has taken responsibility for the provision of part-funding and also secured sound technical support.

    “Yet the Federal Government is just one partner in a value-chain of governance, if you will, that will also include development partners, financial institutions, educational institutions and civil society groups.

    He also launched a book entitled ‘Global School Feeding Sourcebook, Lessons from 14 countries’ at the function.

    He said: “Indeed the book we are presenting now titled ‘Global school Feeding Sourcebook, Lessons from 14 countries’, underscores the fact that our school feeding programme actually launches us into an international school feeding ecosystem with all the benefits of synergy and collaboration that brings.”

    He also disclosed that an inter-ministerial technical team has been constituted, which has the participation of technical partner, the Partnership for Child Development (PCD), led by Bimbo Adesanmi.

    “Today we formally lay an important building block in securing our future as we lay out the implementation plan to ensure that even children from the most disadvantaged homes are freed from the destructive effects of malnutrition and distractions as they learn.

    “While we attain this objective we incentivise agriculture, food vendor ring and catering. Yes nothing on this scale can be without major implementation difficulties. Smooth flow of funding, sourcing of food, organisation of payment of participants in the value chain are significant challenges.

    “There is nothing novel about these challenges, what is important is to ensure that under no circumstances should we be discouraged from surmounting the problems and doing our duty to the millions of Nigerian children especially the large majority from disadvantaged homes.” He added

    Speaking on Osun state as a case study for Home grown school feeding programme, the governor, Ogbeni Rauf Aragbesola, who noted that his state was one of the 13 states selected to pilot the programme, said that the programme has had a great social-economic impact on the state.

    According to him, there is low incidence of absenteeism in the state among the over 1.5 million children beneficiary, while enrollment in elementary schools increased by 40 percent in the state.

    Yearly contribution by the state and local government councils to the feeding programme, he said, is N3.21 billion.

    Stressing that there is now better health status of the pupils, he said that the programme has also reduced incidences of child labour in the state.

    “Well fed children will most likely be successful,” he said.

    The programme, he said, has increased income of smallholder farmers in different commodity sectors.

    He however listed the challenges to include funding and political will for sustain ability after the present regime.

    On his part, Kaduna State Governor, Nasir el-Rufai, who said that his state commenced the programme in January, noted that 1.5 million pupils benefit from the programme daily.

    According to him, the state spends N318 million on the programme every week, while 17,000 women are involved and benefiting from the programme.

    He said: “The programme touches every household in Kaduna State.”

    Stressing that no parent has excuse not to send his or her child to school, he said that the government will arrest any child of school age found loitering the streets from September.

    He advised that the success of the programme would depend largely on effective accountability and monitoring system, where there will be clear cut roles for all stakeholders in the programme.

    Presenting an overview of the programme at the stakeholders meeting, the Program Coordinator, Bimbo Adesanmi, said that new 1.14 million jobs will be created through the programme.

    While the programme will increase food production by 530,000 metric tonnes per annum, she said that it will attract N980 billion investments.

    She said that the investments will be in the farm input, equipment and agriculture financing sub sectors and small holder farmer development.

    Osinbajo mourns Keshi

    Acting President Yemi Osinbajo on Wednesday mourned the passing away of football star and coach, Stephen Keshi.

    In a statement signed by Osinbajo, he said that the news of the sudden death of Stephen Keshi has saddened the nation.

    As captain and coach of national football team, Osinbajo said that his service, dedication and achievements, including lifting the African Nations Cup both as a player and then as a coach, remained a great testament to the value of hard work.

    He said: “His personal triumphs and pursuits as a world-class professional footballer inspired many young talented sportsmen and women around Africa to strive for excellence.

    “His great work with our youth and senior national teams unified our country and brought joy to many compatriots. His feats within and outside the country, are a rich legacy, which will continue to live on in our hearts.

    “On behalf of the people and Government of Nigeria, I commiserate with the family of Mr. Stephen Keshi on this tragic loss. Our thoughts are with his children at this time of sadness especially so soon after the loss of their mother.

    “We send our deepest condolences to them and also to the countless friends he made in a lifetime of service.
    We pray that God grants the family the fortitude to bear the loss,” he stated.

  • Due process stalling release of N350 billion – Minister

    The Minister of Budget and National Planning, Senator Udoma Udo Udoma on Wednesday said that Due Process is mainly working against the release of N350 billion planned to reflate the Nigeria economy.

    Before the 2016 Appropriation bill was assented into law, the government had announced its plans to inject the money into the economy.

    But speaking with State House correspondents at the end of the Federal Executive Council (FEC) meeting chaired by Acting President Yemi Osinbajo, Udoma said that there is now need to fast track the processes hindering the releases.

    He was accompanied to the briefing by the Minister of Information, Lai Mohammed.

    According to him, Nigerians will start to feel the impact of the 2016 Budget from the 3rd quarter of this year.

    The Minister also disclosed that Ministries Departments and Agencies (MDAs) have been urged in Council to fast-track the processes for the capital budgets in order to quickly reflate the economy.

    He said: “As far as the N350 billion which was indicated, the money is available but there is a process and this is part of the reasons we briefed council and there is need to fast track those processes so that very soon most of those monies will be released. We expect in the Ministry of works, they should have quite substantial release in the next week or so.

    “It’s easier for us for existing projects but new projects are a bit more difficult because of the public procurement. The public procurement you have to advertise and you have to wait for six weeks and so on. So new project will take a bit longer.

    “But existing projects that have already gone through the public procurement process‎ will be faster and I believe that you will soon start seeing the impact of those releases.” He said

    On whether no kobo has been released from the N350 billion, he said: “I didn’t say that but I said you will be seeing a lot more releases.”

    Asked further to disclose the level of release, he said: “I think what we will probably do is ‎because that wasn’t part of what council discussed, so what we will do we will be giving numbers from time to time. So I’m sure within the week we should be able to give you numbers.”

    On the recession hinted by the Central Bank of Nigeria (CBN) and the alleged absent of plans to put Nigeria back on the path of growth, he said: “Let me speak on not having a plan. We launched a strategic document, we ‎set out 34 things we want to achieve this year, we set out all our objectives. We have a plan and the plan is to reflate the economy.

    According to him, what has happen to Nigeria was not a surprise to the government.

    “It is something that we came in to meet, it has been caused by the fall of crude oil prices from over $100 to less than $30 and so we came in to meet that problem.

    “The decision that we took to address that problem is to reflate the economy and the budget was aimed to achieve that and that is why you have in the budget a plan to spend a large amount of money on infrastructure but as you know the budget was only recently passed.

    “It takes time for the spending to be release and to hit the economy and to begin to see the impact. So we have a plan, we know the situation we are in right now and we have a plan to get out of the situation.”

    He added: “It is just that at this particular point in time we expected this trajectory because the releases will only start kicking in so that by the third quarter we will start seeing the impact of what we are doing to reflate the economy.”

    He said that the banking and the private sector were advised not to lay off staff due to the current circumstances because things will soon pick up.

    He said: “With regards to the plea to the private sector, it is because we know that by the time the economy picks up, they will need those people again‎. We know the economy is going to pick up we are confident about that, that is because of our plan; the plan was conceived because we knew that this was the trajectory we will move into.

    “I will give you an indication of some of those things in the plan, for agriculture for instance, we plan to be self-sufficient in rice within a certain number of years in rice, in wheat within a certain number of years. Indeed the Vice President has just set up a task force headed by ‎the governor of Kebbi State to realise that. So we are implementing the plan one by one.

    “We have a plan to move this country up 20 places in the ease of doing business, we are working on that, we want to stimulate the private sector because we know that even the spending by government alone will not be sufficient, we also need to have policies that will encourage the private sector. We do have a plan, it was launched, it was taken to cabinet, approved by cabinet and the minister of state had announced,” he stated

    The Minister also denied the speculation of impending sack of workers in para-military organizations.

    “That is news to me, I am not aware of any instruction to anybody to sack anybody, in fact the policy of this government, we said so at the beginning that we are not going to retrench, there is a natural wastage which happens in government, there are people who retire, people who may be disciplined but there is no policy in this government to retrench. So I want to disabuse your mind that there is no such policy,” he said.

    FG inaugurates presidential panel on rice, wheat production

    Acting President Yemi Osinbajo on Tuesday inaugurated a presidential committee / task force to boost rice and wheat production in the country.

    This was disclosed to State House correspondents by Kebbi State governor, Atiku Bagudu, at the end of the meeting with the Vice President.

    He said: “His Excellency the Vice President invited few state governors, the executive governors of Kano,Kebbi and Ebonyi, the Minister of State for Agriculture, the President of Wheat farmers association, and President of the Rice farmers association.

    “And inaugurated a presidential committee / task force on rice and wheat that will help in identifying all that we need to do in order to make Nigeria self-sufficient in rice and wheat and step up current efforts to produce those commodities in Nigeria.” He added

    He was optimistic that Nigeria will become self-sufficient in the two items given the current efforts in place across the country, motivation of the farmers and the increasing interest to invest in agriculture by many well-meaning Nigerians.

    He said: “We should be able to achieve the target within a short time that will lead to our national aspirations.

    “There has been significant achievement in that respect, this last season the executive governor of Kano and myself supported our farmers to produce more wheat and wheat farmers have signed an agreement with the flower millers by which the flower millers agreed to obtain all that the wheat farmers are able to provide.

    “We are seeing increasing interest in rice as well, many millers are now willing to work with farmer group.

    “President Muhammadu Buhari has always emphasized the importance of farming and farmers to the Nigerian economy and it is important that they get rewarded for their efforts, the governor of Kano had been doing a lot and it is a model that we will copy,” he stated.
