    Adamawa Assembly holds public hearing on Social Protection Bill

    The Adamawa State House of Assembly has conducted a public hearing on the Adamawa State Social Protection Bill, reaffirming the need for a strong legal framework to sustain the government’s social and economic development initiatives.

    The bill, which seeks to institutionalise social protection systems across the state, was developed with the support of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU) under the Supporting Sustainable Social Protection, Participation, and Economic Resilience in North East Nigeria (SEPIN-SUSI) programme, implemented by GIZ.

    Having scaled its second reading, the bill was referred to the House Committee on Women and Social Development for further legislative work. The recent public hearing marked a key stage in the process, providing a platform for input from government agencies, civil society organisations, and development partners.

    In her welcome address, Hon. Kate Mamuno, the Committee Chairperson, Majority Leader of the House, and sponsor of the bill, said the hearing was designed to enable broad stakeholder participation in fine-tuning the legislation for effective implementation.

    Mamuno commended Governor Ahmadu Umaru Fintiri for his administration’s ongoing social protection and welfare initiatives but stressed that such programmes need legal backing to guarantee sustainability, equity, and long-term impact.

    The public hearing featured a delegation from Borno State which is also in the process of establishing a social protection law under the SEPIN SUSI programme.

    Delivering a goodwill message on behalf of the Speaker of the Borno State House of Assembly, Rt. Hon. Abdulkarim Lawan, the Member representing Maiduguri Metropolitan Constituency, Hon. Ali Kotoko, commended Adamawa’s progress and said Borno looks forward to learning from its legislative experience in advancing similar reforms.

    Also speaking, Mahamane Brimaka, Deputy Commission Manager for PETRA-DEP, one of GIZ’s flagship programmes in Northeast Nigeria, expressed appreciation to the stakeholders who contributed to the development of the bill.

    The public hearing is expected to pave the way for the bill’s final consideration and passage, a move stakeholders say will help institutionalise poverty reduction and welfare interventions in Adamawa State.

    Adamawa Assembly gets bill allowing princes to act for incapacitated emir, chief

    Adamawa State House of Assembly has passed a bill for a law to allow sons of emirs or chiefs to act for their incapacitated fathers.

    The bill, which amends the Adamawa State Chiefs’ Appointments and Deposition Law no 20 of 2025, gives powers to the Governor to appoint a prince from the ruling house to act in place of the incapacitated emir or chief during the period of incapacitation.

    The bill stipulates that the governor is to make his choice from three nominees provided by the traditional councils of any affected emirate or chiefdom.

    The passage of the bill followed the adoption of the report of the House Adhoc Committee on the bill which recommended that “the traditional council in consultation with the governor may appoint a person to act in the place of an incapacitated chief/emir during the period of incapacitation”.

    The person appointed is to take up all the duties/functions of the incapacitated chief or emir, but shall stop acting immediately the chief/emir is certified recovered by a medical doctor from a government hospital.

    Specifically, the bill provides that “if a chief/emir absents himself from official functions for three times consecutively or absents himself for three times within 12 months on grounds of ill health, the Council shall in consultation with the governor and in line with the existing customs/tradition appoint a person as provided in sections 6(f) of this law.”

    After the adoption of the report, the Majority Leader of the Assembly, Kate Raymond Mamuno, moved for the third reading of the bill and was seconded by Haruna Jilantikiri.

    Thereafter, the Speaker, Bathiya Wesley, announced the passage of the bill and directed the clerk of the Assembly to prepare a clean copy of the bill for Governor Ahmadu Fintiri.

    JUST IN: Adamawa Assembly loses minority whip

    The Adamawa State House of Assembly has lost its member representing Ganye constituency, Hon Abdulmalik Jauro Musa.

    A source close to him said he died in the early hours of Friday, May 24, while receiving medical attention in India. 

    Abdulmalik Musa who was a member of the All Progressives Congress (APC), was the deputy minority whip in the House dominated by members of the Peoples Democratic Party (PDP).

    A friend of the deceased, Abdurasheed Takai, said in his tribute, “May death be a rest to you, Hon Abdulmalik Musa Jauro.”  

    Reacting to its member’s passing in a message released by the state publicity secretary, Mohammed Abdullahi, the APC expressed shock. 

    The party stated: “It is with a heavy heart and total submission to the Will of Allah (SWT) that we write to extend our heartfelt condolences to his immediate family, colleagues in the House of Assembly, friends, well-wishers and the entire APC family in Ganye Local Government Area.”

  • Adamawa Assembly: PDP wins 2 remaining constituencies

    The Peoples Democratic Party ( PDP ) has won the two state constituencies in which supplementary election took place on Saturday, according to results obtained from the Independent National Electoral Commission (INEC) Sunday afternoon.

    The PDP candidate in Nassarawo/Binyeri State Constituency in Mayo-Belwa LGA, Umar Nashon, won the contest in that constituency by polling 10,733 votes against the 7,185 received by the candidate of the All Progressives Congress (APC).

    In the Uba/Gaya State Constituency in Hong LGA, Abbas Aminu Iya of the PDP narrowly defeated his APC opponent, Mohammed Atiku. Abass Iya got 7,251 votes while Mohammed Atiku had 7,238 votes.

    With the two wins, the PDP now has 13 seats in the next session of the Adamawa State House of Assembly to post a slim majority.

    The PDP and APC got eleven seats each when the main state House of Assembly election was conducted on March 9. The African Democratic Congress (ADC) won one seat during the March 9 election. The state assembly comprises 25 seats.

    The supplementary election had been fixed for Saturday in the two state constituencies after the March 9 election was postponed in Nasarawo/Binyeri because a candidate died close to the election, while votes were cancelled in three polling units in Uba/Gaya during the March 9 election there.

  • Adamawa Assembly results: APC, PDP get 11 seats each

    The governing All Progressives Congress ( APC ) and main opposition Peoples Democratic Party (PDP) have each won 11 seats of the 23 constituency results that have been released.

    The result sheet containing names and political parties of the 23 elected members, which was obtained from the Independent National Electoral Commission (INEC) on Thursday, indicated that the African Democratic Party (ADC) won one seat.

    Supplementary election will be conducted in two constituencies: Uba/Gaya and Nassarawo/Binyeri state constituencies where election did not take place last Saturday.

    Election was put off in Nasarawo/Biyeri state constituency because a candidate entered for the election died just before it, while certain issues surrounding election in Uba/Gaya constituency is yet to be cleared.

    The Deputy Speaker and Majority Leader of the Adamawa State House of Assembly, Emmanuel Tsamdu and Hassan Barguma respectively have been removed. The Assembly, in an unusual sitting yesterday, also impeached the Deputy Majority Leader, Abubakar Isa (Shelleng Constituency) and Deputy Chief Whip, Abdullahi Nyapak (Verre Constituency). 13 out of the 25 members in the Assembly conducted the impeachment. It was still unclear as at press time why the impeachments were carried out.

    In their places, Lumsabani Dilli (Demsa Constituency) was made the Deputy Speaker, while Hayatu Atiku (Uba-Gaya) was elected Majority Leader. Safiyanu Aminu Aliyu (Song Constituency) became the new Deputy Chief Whip whike Sani Shehu (Mubi North Constituency) became the Deputy Majority Leader. The Speaker of the Assembly, Alhaji Kabiru Mijinyawa, confirmed the development just as Tsamdu rejected his impeachment, asserting, “13 people cannot impeach me.”

    N500 million gift: Group calls on Adamawa Assembly to impeach governor

    The Nyako Supporters Group (NSG) has called on the Adamawa House of Assembly to impeach the state governor, Senator Mohammed Umar Jibrilla, for flouting the Independent National Electoral Commission (INEC) regulation on funding of governorship campaign in the 2015 general elections.

    Alhaji Aminu Adamu, the State Coordinator of the group, made the call while briefing newsmen on in Yola, the state capital.

    He regretted that the governor, who openly admitted receiving a whooping sum of N500 million from Alhaji Atiku Abubakar, a former Vice President through one Alhaji Jauro Turaki during the 2015 gubernatorial campaign in Adamawa State, has violated Section 91(3) 9 of the Electoral Act 2010 as amended.

    Quoting the section, he said: “Under Section 91 (3), the maximum election expenses to be incurred by a governorship candidate shall not exceed N200 million.

    “We look at it as a breach of the said section of the law and therefore call on the State House of Assembly to commence impeachment proceedings against Gov. Mohammed Umar Jibrilla or we will go to court to remove the governor.

    “While sub section 9 of the same electoral Act states that no individual or other entity shall donate more than N1 Million to any candidate, a candidate who knowingly act in contravention of this section commits an offense and on conviction shall be liable: in the case of a governorship election to a fine of N800000 or imprisonment for 9 months or both.’’

    While expressing regret that the governor could be ignorant of the law, Adamu described the governor as an ingrate, who has bitten the finger that fed him.

    He added, “It is not a secret that the governor rode on the structure of former Governor Murtala Nyako to become governor. We found it disgusting that N500 million has made him to transfer his loyalty to Atiku. If his problem is such money, the NSG can give him more than that. Our concern is not whether Bindow’s loyalty is to Atiku or whosoever, but for him to stop embarrassing the state. I found it very difficult to believe in the past that the allegation of our governor not being educated is true, but his actions are convincing facts that he is not properly educated.

    “It still beats my imagination that the same Atiku, who is today his political lord, had sponsored Alhaji Mijinyawa (Yayaji) his political godson for the same governorship position and if not for Nyako’s structure, how could he have won the primaries?

    “He forgot when Atiku frustrated him by refusing to fund his campaign and Nyako supporters still stood by him until his victory. Let us not make politics look like prostitution; yesterday the governor told the whole world that Nyako made him governor. It is not up to six months and now Atiku has made him governor. Maybe after another six months, he would transfer his loyalty to Osinbajo.”

    It will be recalled that Gov. Jibrilla said his transfer of loyalty to the former vice president is due to Atiku’s donation of N500 million to his campaign, claiming that Nyako did not contribute any fund to his campaign.

    Court suspends judgment in suit seeking to reinstate Nyako

    Justice Okon Abang of the Federal High Court in Lagos has suspended judgment in a suit seeking to reinstate “impeached” Adamawa State Governor, Murtala Nyako.

    Verdict was fixed for Tuesday, but the judge said he would not deliver it yet in the interest of justice.

    The suit, numbered FHC/L/CS/1180/14, was filed by a Lagos-based lawyer, Mr. Olukoya Ogungbeje.

    He is seeking an order compelling the acting governor, Umaru Fintiri, to vacate office with immediate effect.

    The lawyer is also praying the court to order Nyako’s reinstatement

    According to him, the process which led to Nyako’s impeachment was unconstitutional as the ousted governor was not personally served with the impeachment notice by the state’s House of Assembly.

    Fintiri, the Adamawa State House of Assembly, the Chief Judge of Adamawa State, Justice Ambrose Mammadi, Chairman of the Impeachment Panel, Buba Kajama, the Independent National Electoral Commission (INEC) and the Inspector General of Police are the respondents.

    Nyako was impeached on July 15 after the state’s House of Assembly adopted the report of a seven-man investigation panel which indicted him on 16- count charge of gross misconduct.

    Fintiri, who was then Speaker of the House of Assembly, had since been sworn in as the acting governor in Nyako’s place.

    Ogungbeje claimed the Assembly’s alleged failure to serve Nyako personally with the impeachment notice violated his fundamental right to fair hearing as enshrined under Section 36 of the 1999 Constitution.

    After the court heard arguments from parties and judgment date fixed, Fintiri, through his lawyer, Chief Wole Olanipekun (SAN) urged the judge not to deliver the verdict.

    The former Nigerian Bar Association (NBA) president prayed the court to set aside all the proceedings conducted in the suit so far because his clients were not served with the suit in accordance with the law.

    According to him, the court should strike out the entire action since the due process of law was not followed.

    Olanipekun, who is also representing Mammadi and the House of Assembly, argued that the originating processes were not properly served on his clients.
