  • Juvenile sex workers of downtown Yola

    Prostitution involving teenage girls is a growing menace in parts of Yola, Adamawa State capital, reports ONIMISI ALAO

    Rabi left her father’s house in Sangere, a suburb of Yola South Local Government Area (LGA) and took a Keke NAPEP to Rumde, another suburb in Yola North LGA where her mother hails from.

    She had little else in mind that day other than a man who would have her for at least N2000. She needed the money urgently to settle a debt. So, on arriving at Rumde, she told a man, Auwalu, who had often found a man for her. Auwalu rose to the occasion and got not one but two men.

    She, Auwalu and the two other men came to an agreement: Auwalu and the other two men would sleep with her over the night for the N2000 that she needed. They did just that.

    But Rabi could not cope with the result. She came down with pain and then complained to her brother who raised the alarm to what had happened. And it became public knowledge, as some youths of the area amplified it. “Three men have raped a girl,” they shouted.

    A rights activist, Hauwa Garba, who took the matter from there, told journalists, “I was alerted to voices of youths saying a girl had been gang-raped. I went out to identify the person and to rescue her.”

    Hauwa, who operates under the auspices of Equal Access Nigeria, added that she soon found the rape case not to be as straightforward as she first thought.

    “It’s a bad case to prosecute as rape because she agreed to the men sleeping with her for N2000,” she explained.

    What first fired Hauwa’s passion, and the passion of the angry youths who shouted ‘rape’, in the first place, was Rabi’s age: 14 years.

    So, Hauwa started out with zeal, determined to prosecute the three men for rape. She recalled, “I called my organisation and I was asked to go ahead. Even after I found out the weakness of the case, I felt that although she took herself to that place, at 14 she is a young girl. I equally felt that she took herself to a man because she needed money, but she ended up being used by three men, just for N2000.”

    Facts that emerged, however, progressively dampened her spirit. It started with a revelation that the teenager was a regular street girl.

    “After my own investigation, I became convinced that such thing was not new to her. I discovered from investigation that she is in juvenile prostitution. I found that  she had her agent among the three men. The agent had been connecting her with men periodically for money,” Hauwa said.

    She added that Rabi was just one of the many teenage prostitutes operating in Yola suburbs.

    “I have realised, after a survey, that many girls around her age, teenagers between the ages of 14 and 17, are into prostitution in some of these communities,” she said.

    She is disturbed that Rabi had gone so deep into it that she is unrepentant. She said, “As we talk, she is back to her ways. She is not regretting what has happened. She does not even want to see me. For her, it’s like, why is this woman disturbing me?”

    As often happens with rape cases, Rabi’s family does not want police or court process, and so Hauwa cannot try to prosecute the three men in Rabi’s case.

    She explains her next line of action in these words: “I now tell myself to take juvenile prostitution as a project and do a campaign against it. I want to take enlightenment to the girls and to other members of the society. I have already called Town Hall meetings attended by people and leaders of the community, Rumde. People have to be sensitised to the evil of what happened.

    “Ignorance is a factor. The fact of the girl being a minor is not sufficiently recognized by the three perpetrators and even the girl herself. I fear that if she continues in her acts, it’s dangerous. She is just 14. What will happen if she continues till she is 20? Will she be able to ever get out of it? So, I want to see how I can rehabilitate her and to enlighten other girls on the dangers of prostitution that they take as a life style. I have selected eight of the girls already from Rumde.”

  • Abducted perm sec regains freedom

    The  Permanent Secretary in Adamawa State Ministry of Mineral Resources, Mr. Emmanuel Piridimso, who was kidnapped last Wednesday, has regained freedom.

    His abductors freed him after receiving a yet-to-be ascertained ransom. They gave him N1,000 as transport fare back home.

    A source, who disclosed this on Sunday, said the permanent secretary trekked a long distance to reunite with his family.

    The source said: “After the payment of ransom, the kidnappers released him near Bagale hills and gave him N1,000 transport fare. He trekked all the way to Viniklang where he got a motorcycle that took him home.”

    Police spokesman Sulaiman Yahaya confirmed the development.

    “The abductors released the man when they knew that we were trailing them,” he told our reporter yesterday, adding that the police would arrest the kidnappers.

    Kidnapping has become rampant in the state. Last Saturday, an uncle of embattled Sen. Ishaku Abbo was killed by abductors, who stormed Abbo’s family house in Mubi and kidnapped his stepmother. She is yet to be released.

  • Adamawa inaugurates six-man team to tackle herdsmen-farmers crisis

    THE government of Adamawa State has inaugurated a six-member committee to lead the state in the implementation of the National Livestock Transformation Plan, aimed at finding enduring solution to conflicts between herdsmen and farmers.

    Inaugurating the committee on Saturday in Yola, Adamawa State, the deputy governor, Chief Crowther Seth, told the members to work in harmony and use their decades of experience in the agricultural sector to represent the interest of the state effectively.

    Members of the committee are Professor Ambrose Alikidon Voh, Dr Garba Ahmed, Dr Gideon Shelpela, Alhaji Usman Ibrahim Michika, Alhaji Suleiman Umar and Malam Sajo Zakare. They are mostly vet doctors and people who have either retired from top positions in the agricultural sector or are close to retirement.

    The chairman of the committee, Professor Ambrose Voh, said on behalf of the members that in constituting the committee, the state government has shown that it is a pragmatic and action-driven government, focused on solving the herdsmen-farmers conflicts bedevilling the state.

    “The decision to key into the federal government programme shows the commitment of the state to tackle the farmers-herdsmen crisis. On our part, we are working hard not only to effectively represent Adamawa State in the programme but to be ahead of the other states.”

    The pilot states for the implementation of the National Livestock Transformation Plan are Adamawa, Taraba, Kaduna, Plateau, Nasarawa, Benue, and Oyo.

  • Buhari launches initiative to stop communal clashes

    PRESIDENT Muhammadu Buhari is reaching out to well-meaning citizens on finding a lasting solution to the security challenges in the country.

    He is said to have begun consultations for an inclusive stakeholders committee that will thoroughly interrogate issues believed to be fuelling communal conflicts across the country.

    The main task of the committee is proffering lasting solutions to age-long disagreements that have claimed lives and property.

    The Adamawa State Government, one of the flashpoints of incessant bloody confrontations between farmers and herders, on Saturday inaugurated a six-member committee to lead the state in the implementation of the National Livestock Transformation Plan, designed to find an enduring solution to herdsmen/farmers conflicts.

    Buhari’s Senior Special Assistant on Media and Publicity, Garba Shehu, said yesterday that the president was disturbed by “communal clashes that have destroyed many lives and property, altered the destinies of families, and raised the profile of insecurity in the country by promoting generational tensions.”

    He cited the Tiv/Jukun relationship in Benue and Taraba States as an example.

    He said the proposed panel which will work with the Office of the Secretary to the Government of the Federation, will comprise  traditional rulers, representatives of religious bodies, (specifically the Christian Association of Nigeria [CAN]  and the Supreme Council for Islamic Affairs), age groups, market/farmer/hunters associations, local and state government officials, and relevant security agencies.

    Buhari, he said, believes Nigeria’s cultural diversity remains its greatest strength when properly harnessed and harmonized with a collective vision for unity, peace and shared prosperity.

    He urged more patience as government identifies and works towards creating more understanding.

    Also, the Adamawa State Government yesterday inaugurated a six-member committee on the implementation of the National Livestock Transformation Plan, which is designed to find an enduring solution to conflicts involving herdsmen and farmers.

  • Adamawa reduces 2019 Hajj fare by N51,000

    The Adamawa State Muslim Pilgrims Welfare Board has announced a reduction of N51, 000 from the initial Hajj fare of N1.510 million for the 2019 holy pilgrimage to Saudi Arabia.

    The initially fare approved for the state’s intended pilgrims was N1.510 million.

    Mr Umar Bobboyi, Permanent Secretary and Executive Secretary of the Board made the announcement on Saturday in Yola .

    ” The Adamawa State Muslim Pilgrims Welfare Board after a maiden meeting with the 2019 Hajj Technical Committee held on Saturday in Yola reduced N51,000 from this year’s Hajj fare,” Bobboyi said.

    He said that the intending pilgrims from the state would now pay the sum of N1.459 million only which is the least in the country.

    He said the board had arranged for immediate refund of the difference to some of the intending pilgrims who had already completed payment of the earlier announced fares.

    According to the executive secretary the board has also extended the deadline for the registration of intending pilgrims for the 2019 Hajj to July 10.

    He explained that the downward review of the fares was occasioned by the reclassification of land transportation routes to be used by Nigerian pilgrims in the holy land, and the reduction of their charges by the Saudi Ministry of Hajj and Umrah.

  • New officials emerge for Adamawa NUJ

    New officials have been elected and sworn in to run the affairs of the Nigeria Union of Journalists (NUJ) in Adamawa State.

    The offices of chairman and secretary were keenly contested for in the NUJ election which took place at the Press Centre in Yola on Saturday, while the other offices were taken by aspirants who had no opposition.

    Ishaka Donald Dedan of the state-run radio house, Adamawa Broadcasting Corporation (ABC), was elected chairman. Dedan got 68 votes to defeat Kate Aliyuda of Adamawa Television (ATV) who got 47 votes, and Umar Dan Kano of the Correspondents’ Chapel who polled 33 votes.

    Fidelis Jockthan of Fombina FM was elected secretary of the NUJ with 85 votes, defeating his sole challenger, Emanuel Njiaprim of the Correspondents’ Chapel who got 61 votes. Abdullahi Ibrahim of the ATV became the vice chairman unopposed, while Isa Tukur of ABC was elected assistant secretary, similarly unopposed.

    Mary Adamu of NTA became the financial secretary while Felicia Amos Dauda of Adamawa Publishing Ltd was elected treasurer.

    Delivering his acceptance speech, the chairman, Ishaka Dedan, appealed to the two people who contested for the position with him not to take his election as a defeat for them but to support him for the progress of the NUJ.

    “Power comes from the mighty God and He gives whom he wishes. I know how the NUJ members yearn for development. I can assure you that the new exco shall hit the ground running,” Dedan said.

     

  • Police parade 37 for kidnapping, robbery in Adamawa

    The Adamawa State Police Command has paraded 37 suspects allegedly involved in criminal conspiracy, kidnapping, unlawful possession of firearms and armed robbery.

    Parading the suspects at the state police command headquarters in Yola on Friday, the Commissioner of Police, Mr Audu Madaki,said that 19 of the suspects were charged with criminal conspiracy and kidnapping, and 13 for criminal conspiracy, kidnapping and unlawful possession of firearms.

    He added that three were charged with criminal conspiracy and armed robbery, while two were charged with unlawful possession of firearms.

    The police commissioner said  the arrests were made in eight operations following constant raiding of criminal hideouts and black spots across the 21 local government areas of the state.

    He said: “As the operational strategies continued, the command recorded tremendous achievements through the sacrifices of some gallant officers in the command by dislodging criminals in their hideouts, rescuing some innocent citizens in their captivity, arresting the criminals and recovering so many dangerous weapons.”

    According to him, ten suspected kidnappers were arrested on April 8, 2019 at Malabu in Fufore Local Government Area

    He gave the names of the suspects as Abdu Maina; Musa Danjuma; Muhammed Abubakar; Umar Ibrahim;  Abubakar Mohammed; Abdullahi Abubakar; Siddi Aliyu; Gambo Huhu; Samaila Ishayaku, and Muhammed Abubakar.

    He also named Umar Muhammed and Ibrahim Hassan as two suspected kidnappers arrested on May 15, 2019 at Dikong village in Mayo-Belwa Local Governmemt Area.

    The police commissioner said  that following a report by one Alhaji Sule Mumuni of Euro Yanka in Yola South Local Government Area that gunmen came to his house and abducted his 14-year-old daughter and demanded N1 million ransom, his men succeeded on May 16, 2019 in arresting one of the suspects, Gambo Nagabi, who confessed to committing the offense with others yet to be arrested.

    He added that in yet another operation, his men arrested six suspects who had all confessed to kidnapping a man at Ganjara village in Gombi Local Government Area.

    The police boss gave the names of 13 people charged with criminal conspiracy and kidnapping and unlawful possession of firearms, as well as three other suspects identified as Shilla Boys charged with armed robbery.

    The CP added that two other people were picked up in two separate operations for unlawful possession of firearms.

     

  • Fintiri’s transition committee suggests ways to make Adamawa ‘Japan of the North’

    The transition committee which the Adamawa State Governor-elect, Rt Hon Ahmadu Fintiri, constituted to review the activities of the outgoing government and suggest the constitution and running of his own government, has recommended the training and establishment of youths in gainful employment as a way to turn the state into ‘Japan of the North.’

    The committee which presented its report to Fintiri during a ceremony in Yola at the weekend, advised that 10 skills acquisition centres across the state which were abandoned by previous governments be revived to take up youths who will champion the state’s economic revival.

    The Chairman of the committee, Aliyu Ismai’la Numan, said during the submission of the committee’s final report, “Skill acquisition was a government programme designed as a platform to educate unskilled youths, which has yielded positive results. However, insincerity of subsequent governments did not accord the initiative appropriate recognition, which led to its present condition.

    “It is recommended that government should pay all outstanding liabilities and accord all the 10 centres across the state appropriate recognition for purpose of engaging about 2,700 unemployed youths. It is envisaged that at full capacity, they will facilitate job creation and economic empowerment for the teaming youths and turn the state to Japan of the North.”

    The transition committee chairman, who also expressed the regret that Adamawa is ‘the only state in the Northeast without a stadium,’ urged the incoming government to redeem the situation.

    “The permanent stadium complex has become a conduit for successive administrations in the last three decades to siphon state funds. The committee, therefore, recommends that the project should be completed through private public partnership because of the obvious benefits this option offers to the state,” he said.

    The Adamawa Transition Committee was inaugurated by Fintiri on April 1, 2019. It started as a 67-member committee under Aliyu Numan to review the outgoing government of Mohammed Jibrilla Bindow and chart a course for the incoming government to be headed by Ahmadu Fintiri.

  • Fintiri fumes over N115bn Adamawa debt

    Adamawa State Governor-elect, Rt Hon Ahmadu Fintiri has vowed to ‘step on toes’ over the debt profile of the state under the current administration of Mohammed Jibrilla Bindow.

    Fintiri made the vow on Saturday while receiving the report of a transition committee, which he constituted to review the activities of the Bindow government and offer advice on the constitution of his government.

    Responding to the report of the committee which stated, among other things, that the Bindow government had accumulated a total of N115 billion debt as at March 2019, Fintiri said it was unfortunate that Bindow had been taking overdraft to pay salary of civil servants without judicial application of incomes of the state.

    Fintiri said: “Posterity will not forgive us if we fail to ask the right questions about how a state that received a combined income of N332 billion is hopelessly neck deep in debt and has to take overdrafts to pay salary in the last four years.

    “In the days after the election, many well-meaning individuals had voiced their concerns about the shenanigans of the outgoing government and the need to call them to order.

    “Let me restate the call on our people to join me in the task of correcting the ills of the past. In doing so, we shall not hesitate to step on toes where public interests have been compromised.

    “As a corrective government popularly elected by the people, we will not hesitate to step on toes in the interest and advancement of the public good.

    The Chairman of the Adamawa Transition Committee, Aliyu Isma’la Numan, said ” the combined total debt that accrued over the last four years in the state stand at N115 billion.”

    He explained that out of the sum, N97 billion is owed by the state, comprising outstanding external and domestic loans of N55.5 billion, outstanding contractor claims of N22.3 billion, arrears of pensions and gratuity and death benefit of N16.4 billion, and salary arrears and other staff claims of N2.7 billion; while the local government councils owe N18 billion.

  • Flood: NEMA distributes seedlings, fertilizer to 10,000 Adamawa farmers

    The National Emergency Management Agency (NEMA) is set to distribute high yielding crop seedlings to over 10,000 people affected by the 2018 conflict and flood disasters in Adamawa State.

    The Supervisor in charge of conflict under the agency’s Emergency Agricultural Intervention Programme, Yakubu Suleiman, who disclosed this, said beneficiaries would receive rice, maize, tomatoes, cassava and cotton seedlings as well as fertilizer in 16 affected LGAs.

    Suleiman said the intervention programme, to be implemented in phases, was initiated to empower and build food security in communities whose means of livelihood was destroyed.

    He announced that the agency, in conjunction with the Adamawa State Ministry of Agriculture and divisional agricultural officers (DAOs) in the LGAs had compiled the list of beneficiaries and mapped out strategy for distribution of the seedlings.

    “The intervention is the first kind in the state. NEMA officials are going to the hinterland to distribute the items directly to the beneficiaries,” Suleiman said, assuring that all arrangement had been made to prevent diversion and ensure that identified beneficiaries get the seedlings.

    The LGAs affected by either flooding or conflict that will benefit from the intervention seedlings include Numan, Lamurde , Demsa, Hong, Michika and Madagali.

    In his remark, Mr Bitrus Samuel, Supervisor in charge of flood, noted that, the intervention is to address the need of persons affected, to enable them recover from the disaster.

    Sammuel urged enumerated beneficiaries, to provide national identify card, as means of identity to facilitated collection of individual live pack, at the distribution centres.

    Numan, Lamurde , Demsa, Hong, Michika and Madagali are among the benefiting councils in the state.
