Fed Govt moves to fast-track SDGs implementation at all levels

The Senior Special Assistant to the President on SDGs (SSAP-SDGs), Princess Adejoke Orelope-Adefulire, has urged stakeholders to intensify efforts towards the achievement of the Sustainable Development Goals (SDGs) by 2030.

The presidential aide spoke against the backdrop of Nigeria’s continued regional consultations on this year’s Voluntary National Review (VNR).

Orelope-Adefulire said this in a keynote address she delivered on her behalf by a Senior Technical Adviser, Dr. Bala Yunusa, at the Northeast Regional Consultation in Gombe.

The event was part of Nigeria’s VNR preparation for the High-Level Political Forum in New York in July 2025.

The SSAP-SDGs noted that world leaders established the High-Level Political Forum (HLPF) on Sustainable Development through the United Nations Economic and Social Council (ECOSOC) as a follow-up and review mechanism for the 2030 Agenda for sustainable development.

The VNRs serve as the cornerstone of this review process. Nigeria is currently undertaking its third VNR, engaging stakeholders across the six geopolitical zones to assess implementation progress, challenges and prospects.

In a statement by her Special Assistant on Media and Strategic Communication, Desmond Utomwen, the SSAP-SDGs stressed the need to reverse the trend and fast-track progress on all the SDGs. She noted that global progress on the SDGs is mixed, with Nigeria not exempted.

Citing the 2024 United Nations Sustainable Development Goals Report, Orelope-Adefulire said: “Lack of progress towards the SDGs is universal, but developing countries and the world’s poorest people bear the brunt. That currently only 17 per cent of SDG targets are on track, nearly half show minimal or moderate progress, while over a third have stalled or regressed.”

At the national level, the presidemtial aide said dwindling financial resources, the COVID-19 pandemic, and persistent insecurity have combined to slow down Nigeria’s progress towards achieving the SDGs.

“While ICT is generally regarded as a tool for a complete overhaul of teaching and learning transactions in the school set-up ,it cannot be relied on to achieve the much needed transformation without functional leadership to drive it.

“Schools can be lucky to have all the requirements for effective two-way transaction but may under perform if the right calibre of leaders are not appointed for them.

The presidential aide enumerated several progress made by the various arms and tiers of the Nigerian Government to the attainment of the global goals by 2030.

The SDGs, otherwise known as the Global Goals, are a universal call to action to end poverty, protect the planet and ensure that all people enjoy peace and prosperity.

The successor programme to the Millennium Development Goals, has a set of 17 global goals with 169 targets, which implementation commenced on Jan. 1, 2016 to Dec. 31, 2030.

Orelope-Adefulire said: “In order to strengthen the institutional mechanism for SDGs implementation, the Presidential Council on SDGs was recently inaugurated with President Muhammadu Buhari as the Chairman.

“This signifies unwavering commitment at the highest level of Government to the Global Goals.

“The Presidential Council will provide direction and support the overall implementation of the SDGs Agenda.

“To deepen stakeholder engagement, Nigeria has already established standing committees at both the upper and lower chambers of the National Assembly to provide oversight function for SDGs implementation.

“The Private Sector Advisory Group on SDGs as well as the Donors’ Partnership Forum on SDGs has since commenced work after their inauguration.

“Synergies are also being built with sub-national Governments to ensure that global policy translates to action at the grassroots.

“Similar partnerships are being envisaged for other groups within the Nigerian development space in order to leverage resources and mobilise the critical mass needed for the successful implementation of the SDGs”.

She said Nigeria’s affirmation of the Sustainable Development Goals Declaration was backed with action as government provided the leadership required to ensure the agenda delivers the intended impact without leaving anyone behind.

According to her, the SDGs align with Nigeria’s development priorities, having been integrated into its planning and budgeting frameworks through its “robust mainstreaming” into Nigeria’s Economic Recovery and Growth Plan.

“Nigeria has defined a clear path to the successful implementation of the 2030 Agenda as succinctly underscored in the MDGs End-Point Report, the Country Transition Strategy on SDGs and its Implementation Plan.

“Nigeria has made significant strides in meeting data requirements needed to benchmark progress by mapping existing SDG data and by establishing baseline statistics for more than 126 SDGs Indicators.

“In view of the magnitude of the resources needed for success, Nigeria is expanding the fiscal space for Sustainable Development Goals implementation.

“This is by conducting a Needs Assessment and Costing exercise in order to provide evidence for effective resourcing of the 2030 Agenda,” she said.

Orelope-Adefulire said as the world marked the second anniversary of the Sustainable Development Goals, it has now become urgent to scale up implementation efforts for success.

The presidential aide stated that there was no effort too great to spare in the drive to attain the SDGs.

She warned that failure to achieve the SDG had dire consequences for the current generation and for those yet unborn.

Four Nigerian states domesticate SDG’s – presidential aide

The Senior Special Assistant to the President on Sustainable Development Goals (SDGs), Mrs Adejoke Orelope-Adefulire, says four States have so far domesticated the SDGs in the country.

Orelope-Adefulire, who disclosed this when she led a delegation to the Permanent Mission of Nigeria to the UN, said Nigeria was doing well in the implementation of the SDGs.

The SDGs is a successor programme to the Millennium Development Goals (MDG), with a set of 17 global goals and 169 targets aimed at transforming the world by year 2030.

The SDGs, which implementation started on Jan. 1, 2016 and terminates on Dec. 31, 2030, is a universal call to action to end poverty, protect the planet and ensure that all people enjoy peace and prosperity.

The New Agency of Nigeria (NAN) reports that Orelope-Adefulire was in New York to present Nigeria’s SDGs National Voluntary Review to the UN High-level Political Forum.

The presidential aide said the states are Benue, Edo, Lagos and Nasarawa, adding that Kaduna state is also on course to domesticate it.

According to her, Nigeria is implementing an all-inclusive SDGs to ensure that no one is left behind.

Orelope-Adefulire said all Nigerian groups were involved in the implementation of the SDGs, noting that while the MDGs was government-oriented, the successor programme was people-oriented.

She explained that the Federal Government had integrated the SDGs into Nigeria’s national policy and planning frameworks.

She said her office has Focal Persons from all the states working with the governors as well as Desk Officers in the Ministries, Departments and Agencies.

The presidential aide commended the commitment of President Muhammadu Buhari in the implementation of the SDGs and called for the support of all Nigerians for the administration.

“We should pray for president Buhari because he is a good man. We should also support the administration because we have no other country.

“Yes, there are challenges but God has a purpose for us as a country,” she said.

In his remarks, the Permanent Representative of Nigeria to the UN, Prof. Tijjani Bande, described Nigeria as “a very unique and important country” to the world.

Bande said that most countries understood the place of Nigeria in the comity of Nations, adding that Nigerians have made their marks across the globe in all human endeavours.

“People go from other countries to Nigeria but no one goes and return the same; they come back with deepened knowledge.

“Nigeria has tried in various ways; what we require now is coordination and calmness,” he said.

The Nigerian envoy commended Nigeria’s SDGs national voluntary review, saying that Nigeria had set a pace for other countries.

“A lot of countries will learn from our review; a lot of countries require the leadership of Nigeria to follow.

  • Nigeria presents SDGs National Voluntary Reviews to UN

Nigeria presents SDGs National Voluntary Reviews to UN

Nigeria has presented its Sustainable Development Goals (SDGs) 2017 National Voluntary Reviews to the UN High-level Political Forum.

The Senior Special Assistant to the President on SDGs, Mrs Adejoke Orelope-Adefulire, while presenting the reviews, said the report provided information on progress and status of implementation of the SDGs in Nigeria.

“It highlights key policy, institutional and regulatory measures put in place to create necessary enabling environment for mainstreaming of SDGs in national policies, plans and programmes, and its coherent coordination.”

She said the report was the outcome of wide consultations with stakeholders drawn from line ministries, civil society organisations, organised private sector, academia, development partners, youth groups, women organisations, persons with disability and media organisations.

Orelope-Adefulire, who is a former Deputy-Governor of Lagos State, said Nigeria had key success to celebrate on SDGs.

She cited the establishment of multi-layer and multi-cluster institutional frameworks for enhanced coordination and SDGs mainstreaming process as a key success.

“The President has appointed a Senior Special Assistant on SDGs, whose office is responsible for ensuring horizontal and vertical coherence between development policies, plans and strategies.

“Similarly, an Inter-Ministerial Committee on the SDGs has been established and operational guidelines for the same developed to guide the coordinated engagement with Ministries, Departments and Agencies (MDAs).

“Structures are being established at the sub-national (State) level,” she said.

According to her, to fully harness the resources and ideas of, and effectively engage other stakeholders, a Private Sector Advisory Group and a Donors’ Forum on the SDGs have been inaugurated.

“The CSOs group on SDGs is already working towards some SDGs targets, with giant stride on inclusive education in collaboration with the Joint Association of Persons with Disability and Women 2030 in Nigeria.”

To enhance the legislative and oversight roles of Parliamentarians on SDGs implementation process, she said two select committees on SDGs have been established in the Senate and House of Representatives.

The presidential aide assured the international community that good policy and planning framework presently existed in Nigeria.

“The recently-launched Economic Recovery and Growth Plan, on which the current medium and short terms budgeting frameworks are based is aligned to the SDGs.

“Similarly, many of the current State Development Plans, including the Benue, Taraba, Yobe, Kaduna, Ebonyi, Kano, Jigawa, Anambra sand Delta among others, are aligned to the SDGs.

“The alignment aid planning, monitoring and evaluation of SDG implementation while SDGs data mapping exercise has been concluded and a data supply responsibility framework agreed upon.”

The presidential aide said the SDGs had identified and targeted the poor and vulnerable people in Nigeria.

“This has been achieved through the establishment of a ‘National Social Register’ for poor and vulnerable households.

“There is a monthly conditional cash transfer of N5,000 to such households as part of a national social safety net programme,” she said.

Orelope-Adefulire, however, pointed out that Nigeria had some challenges in the implementation of the SDGs.

“Reliance on oil and gas sector, dwindling agricultural production and productivity and limited value addition in the agricultural sector to grow the economy, jobs creation, addressing poverty and ensuring food security remain critical challenges.”

According to her, the economic recession in the country, due to fluctuating oil price in the international market and the humanitarian crisis in the North East of the country, present unique challenges to achieving the SDGs.

She called on the international community, donor agencies and partners to support the country in mobilising adequate financial and other resources.

“However, the country has advanced on curbing illicit financial flow and asset recovery, which will enhance effort on resource mobilisation for implementation of the SDGs.

“Technology transfer and capacity building on inter alia, data, information and performance management will be needed to support SDGs implementation,” she said.
