    FG determined to boost nation’s electricity supply – Adelabu

    The Federal Government has reaffirmed its determination to boost electricity supply with a view to reviving the nation’s industrial revolution.

    The Minister of Power, Chief Adebayo Adelabu, said this during a stakeholders meeting with the management of the Kano Electricity Distribution Company (KEDCO) on Thursday in Kano.

    Adelabu said his mission in Kano was to engage with critical stakeholders, including KEDCO, to identify and tackle obstacles hindering their optimal performance.

    He emphasised the need to revamp the transmission architecture which currently relies heavily on Shiroro and Jos channels.

    “This radial system leaves the Northern region vulnerable to electricity disruptions whenever issues arise with these lines,” he said.

    To address this, the minister advocated the establishment of independent power sources within states’ metropolis to support the National Grid.

    He said that exploring alternative power sources to serve as backup to the national grid became necessary with a view to curtailing future collapse of the national grid.

    “This proactive approach aims to ensure that the region is prepared for any eventuality, including vandalism or national grid collapse,” he said.

    Adelabu recognised the crucial roles played by various stakeholders in achieving these objectives.

    He, therefore, urged state governments to provide alternative electricity sources.

    He also urged Discos ensure reliable distribution electricity, adding that consumers should use electricity efficiently.

    He there were entities willing to invest in in Kano’s power sector, adding that he would discuss alternative solutions with Gov. Abba Yusuf to prevent future blackouts.

    The minister expressed dismay at the metering process, saying information available to him indicated that only 33 per cent of electricity consumers had meters.

    He, therefore, urged KEDCO and other Discos across the country to intensify efforts to make meters available to consumers.

    Adelabu canvasses capital punishment for electricity installation vandals

    Minister of Power, Chief Adebayo Adelabu, insisted that there must be an enactment of a legislation to make vandalisation of electricity transmission installations a capital offence.

    He urged members of the National Assembly to speedily pass the bill seeking to criminalise the act.

    According to him, prescribing a capital punishment for the crime will reduce the incidents of vandalisation of the infrastructure.

    He spoke in Abuja during a briefing the Transmission Company of Nigeria (TCN) organised on its efforts to restore electricity to Northern Nigeria.

    The Ministers said: “There must be stiffer penalties. There has to be stiffer penalties, you said capital punishment, yes, maybe. It may not just be one month, two months or such fines. Those are too petty.”

    Adelabu also advocated the ban of sale of scraps metals in the country, noting the buying and selling of the scraps has been accountable for the destruction of electricity assets 

    He said criminalising the act will reduce the attack on power infrastructure. 

    He described vandalisation of electricity assets as an act of terrorism, which the ministry was addressing in partnership with the office of the National Security Advisor (NSA) and other security agencies.

    Adelabu invites TCN, NERC over grid collapse

    Worried by the disturbance on the national grid which threw some sections of the country into darkness twice within the week,  Minister of Power, Chief Adebayo Adelabu at the weekend summoned the leadership of  the Nigeria Electricity Regulatory Commission (NERC) and the Transmission company of Nigeria (TCN) to an emergency meeting.  

    The Minister expressed displeasure over the incident, which he said, was capable of rubbishing the giant strides made in the last one year which has led to an increased generation and distribution of 5, 527 megawatts, a record generation in three years.

    This was contained in a statement by his Special Adviser, Strategic Communication and Media Relations, Bolaji Tunji, from Abuja on Tuesday.

    The statement said Adelabu also constituted a forensic investigation committee  with a mandate to advise the government on necessary solutions to make the national grid robust and reliable in addition to the ongoing efforts of the government like the Presidential Power Initiatives (PPI) and the Nigeria Electricity Transmission Project (NETAP).

    The Committee is to also establish the root cause of both incidents especially a review of potential sabotage on the system.

    The Committee will holistically review the national grid stability and identify investments and technical capacities required to make the grid smart and resilient.

    A technical team has also been deployed to access the critical nodes on the national grid to identify potential vulnerabilities and proffer recommendations to address these vulnerabilities to prevent future disruptions to the  grid.

    The six-member committee consists of ; Engr. Nafisat Ali, Executive Director, Independent System Operator (ISO), who leads the committee, Dr. Chidi Ike, Commissioner, NERC, Engr. Ishola (GM. National Control Centre (NCC) , Engr. Emmanuel Nosike, Director,  Transmission, Federal Ministry of Power (FMoP),   Engr. Ali Sharifai (GM, Transmission Service Provider (TSP) and Mr. Adedayo Olowoniyi, Chief Technical Adviser to the Minister of Power. 

    The team is expected to present a report to the Minister by November 1,  2024.

    An aide to Minister for Power, Chief Adebayo Adelabu, Com. Femi Awogboro, has felicitated with his boss on his 54th birthday, describing him as a visionary leader and committed public servant.

    He praised Adelabu’s unwavering dedication to the development of Oyo State, citing Adelabu’s numerous contributions to the growth and progress of the state.

    A statement by Awogboro, who is also a Board of Trustees (BoT), member, Tinubu Legacy Forum (TLF), noted that Chief Adelabu’s leadership qualities, wisdom, and selflessness have earned him a special place in the hearts of many.

    According to him, Adelabu’s political career has been marked by his passion for good governance and his commitment to the welfare of the people, saying his governorship bid in 2019 and 2023 was widely supported by the people of Oyo State, who saw him as a beacon of hope for a better future.

    Outlining some of Adelabu’s achievements in power sector in the last one year, Awogboro said: “The ongoing Presidential Power Initiative was one of the programmes that ensure improvement of power assets, this includes additional grid evacuation capacity by 2,230MW and an additional 183MW to be commissioned by the end of June 2024.

    “There is also the rehabilitation of 15 brown field substations with an expected contract date of August 2024. There is the construction of 22 green field substations with an expected contract date of October 2024.

    “On metering, the presidential metering initiative had been scheduled to provide two million meters per annum for the next five years to improve the sector’s liquidity and limit estimated billing.

    “Completion of the bidding process for 1.5 million meters from the World Bank Distribution Support Recovery Programme to improve sector liquidity and reduce estimated billing has been done.

    “46,089 meters have been procured and deployed to military formations nationwide to reduce MDA (Ministries, Departments, and Agencies) debts and improve sector liquidity.”

    Awogboro however prayed for Adelabu’s continued good health, wisdom, and success in his future endeavors, adding that he look forward to many more years of his leadership and service to the state and nation.

    President Bola Ahmed Tinubu has congratulated Oba Rashidi Ladoja on his birthday.

    He turned 80 yesterday.

    Oba Ladoja, an accomplished businessman and politician, served as governor of Oyo State from 2003 to 2007 and as a senator in the Third Republic.

    He was elevated from Otun Olubadan of Ibadanland to a beaded-crown-wearing Oba by the Olubadan of Ibadanland, Oba Owolabi Olakulehin, on August 12.

    In a statement issued by his Special Assistant on Information and Strategy, Bayo Onanuga, President Tinubu joins family, friends and the people of Ibadanland in celebrating the elder statesman’s milestone.

    He praised Oba Ladoja for his strength and courage in pursuing justice and lofty ideals.

    Tinubu hailed the astute politician for his service to the nation and dedication to a greater Nigeria.

    The President recalled their time together in the Senate during the Third Republic, expressing gratitude for Oba Ladoja’s friendship and support over the years.

    Oyo State Governor Seyi Makinde yesterday acknowledged that Sen. Ladoja played a critical role in his emergence as governor in 2019.

    He said this while speaking during one of the ceremonies marking Ladoja 80th birthday at the celebrant’s home.

    The governor said Ladoja midwifed the process that led to his emergence as governor in 2019.

    He said his political trajectory could therefore not be completed without Ladoja.

    New national electricity policy coming, says Adelabu

    The Minister of Power, Chief Adebayo Adelabu yesterday said he will present the draft document on National Integrated Electricity Policy to the Federal Executive Council (FEC) for approval in the next six weeks.

    He spoke during the official presentation of the zero draft of the National Integrated Electricity Policy and Strategic Implementation Plan (NIEP-SIP) in Abuja.

    He said: “This policy document as amended with comment and responses to be received from all stakeholders will be duly presented to the Federal Executive Council within the next six weeks for approval.”

    He assured the stakeholders that the ministry is committed to transparency, accountability, and inclusivity at every stage of the process, noting that the success of the policy will require the continued collaboration of all stakeholders.

    He urged stakeholders to remain engaged and supportive as the team works together to realize the objectives of policy.

    The minister said the successful implementation of the policy will be better accompanied by continuous enhancement and upgrade of national grid infrastructure, including resulting in the eventual complete migration to a full-cost -reflective tariff model.

    “I want to mention the fact that the successful implementation of this policy document will be better complemented by continuous enhancement and upgrade of our grid and off power infrastructure, and the eventual full migration of the market to a full cost-reflective tariff model, we have the consequent positive impact on the power sector.

    “And this will mark a complete transformation of our overall livelihoods as Nigerians by boosting our standard of living, improving our industrialization process, mechanized agriculture, improve maternal healthcare.”

    He explained that the NIEP-SIP is a comprehensive document that outlines policy interventions across the entire value chain from generation and transmission to distribution and off-grid segments of the sector required for the transformation of Nigeria’s electricity sector to a sector that is resilient, efficient, and capable of driving the national development agenda.

    He said the NIEP-SIP places a strong emphasis on achieving improved sector liquidity, creating an enabling environment for investment to thrive, integrating renewable energy sources, enhancing grid reliability, ensuring equitable access to electricity for all Nigerians particularly those in underserved communities, improving local content and capacity across the value chain, and gender mainstreaming in the sector.

    “As we move forward with the implementation of this policy, I want to assure you that we are committed to transparency, accountability, and inclusivity at every stage. The success of this policy will require the continued collaboration of all stakeholders and I urge everyone to remain engaged and supportive as we work together to realise its objectives. I am confident that, with your continued support, we will achieve our goal of transforming the Nigerian power sector into one that is not only self-sustaining but also a catalyst for economic growth and social development,” Adelabu said.

    Grid connection still cheapest, most reliable electricity, says Adelabu

    The Minister of Power, Chief Adebayo Adelabu, has emphasised the reliability of grid connection as power source rather than captive power plant currently being used by bulk electricity consumers, noting that despite generating a record 5,155 megawatts (Mw), it is not being taken up.

    The Minister spoke yesterday at the Board retreat of the Nigeria Electricity Liability Management Company (NELMCO) in Lagos.

     “Majority of bulk electricity users, such as industries, are off the grid due to lack of trust and confidence in the past. They now have their own captive power plants in their industries which is more expensive,” he lamented.

    According to Adelabu, continued use of captive power rather than grid connection is more expensive. “The average cost of producing captive power is about N350 to N400 for those connected to gas lines. For diesel, it’s about N950 while petrol is about N550,” he said.

    He said efforts would be made to encourage such bulk users to return to the grid. “Once consumers and industries see the trust, the confidence and the stability we are giving, they would be encouraged and reconnect to the grid for cheaper source of power.

    “We aim to attain the threshold of a new era in power delivery with a target of 6GW by end of December 2024 in the short term and the Federal Government is still focused on the vision 30-30-30. By 2030, we aim to achieve 30 gigawatts in the medium term, with renewable energy constituting 30 percent and universal access in the long term, it is imperative that we align on the principles guiding our activities and the strategies driving our progress,” he explained, adding that government is currently using a multi-pronged approach to attain these targets for the Nigeria Electricity Supply Industry, (NESI).

    The minister also mulled the idea of differential tariff for up peak period in order to stimulate demands. “Having noticed a drop in demand during the off peak period, we plan to stimulate demands by having a different tariff during the off-peak period. These are some of the efforts we are looking at especially with our smart meters,” Adelabu said.

    He urged the board members to reflect on how to embed corporate governance in driving sustainable growth in the sector.

    “As we manage the liabilities of the Nigeria Electricity Supply Industry (NESI), it is imperative that we uphold the highest standards of transparency, accountability, and integrity. Our actions and decisions must always align with the principles that safeguard public interests, ensuring that trust is maintained and strengthened across the board,” he said.

    He also enjoined the power sector to embrace environmental, social, and governance (ESG) standards in their actions. “In today’s world, ESG considerations are no longer optional; they are integral to every corporate operation. NELMCO’s role goes beyond managing financial liabilities – we are also stewards of social and environmental responsibilities. We must incorporate sustainable practices into our strategies, ensuring that our actions contribute to Nigeria’s broader goals of achieving the nation’s climate ambition and fostering social equity. This commitment to ESG will not only enhance our reputation but also ensure long-term value creation for all Nigerian,” he said.

    He implored the board to reflect on sustainable ways to address the tariff shortfalls in the Nigeria Electricity Supply Industry (NESI) while boosting the financing power of the sector. “I believe, tackling the tariff shortfall in the Nigeria Electricity Supply Industry requires innovative and sustainable financing solutions. We must balance efforts at addressing the existing obligations while delivering long-term strategies that pave the way for financially solvency sector through cost-reflective tariffs. We need to focus on ways to help the electricity market stabilize, attract investment, and ensure that every Nigerian has access to reliable and affordable power which will drive the nation’s economic development.”

    Emphasising the need for effective leadership and board agility especially in the electricity industry, the Minister said: “As leaders, our primary role is to set a strategic course, inspire our teams, and navigate challenges with foresight. We must be proactive and adaptable, ready to pivot in response to disruptions, whether technological, regulatory, or economic. A culture of continuous learning, open communication, and innovation will ensure we remain resilient and not just to survive but to thrive in an ever-changing environment.”

    Minister of Power, Chief Adebayo Adelabu, yesterday explained that the government is spending much to subsidise electricity as average production cost per kilowatt substantially exceeds average charge per unit to consumers.

    He said it costs N120 to generate 1kilowatt per hour of electricity while the large part of consumers still pay as low as N65 per unit.

    He spoke during an oversight visit by the Members of the House of Representatives Committee on Power to his office in Abuja.

    Adelabu said the cost does not include other charges paid by power utilities in the Nigerian Electricity Supply Industry (NESI).

    “Those in Band A are paying 209 while Band B is paying N65, the average cost of producing one kilowatt per hour of electricity, its generating cost, is not less than 120 before we have the evacuation and wheeling and distribution charges. So anybody paying N65 or N58 are paying way below the cost and that is what the federal government is still subsidizing,” Adelabu said.

    He added that the government wants to accelerate the infrastructure in the sector to migrate as more customers to Band A.

    He noted the need to review tariffs of other bands to rescue the sector from illiquidity.

     “Probably in the next six months, we may have to go to the president and present a new tariff policy that will dictate how much will be paid by other bands but we don’t want that route now,” Adelabu said.

    He added that for the first time in three years, the power sector has achieved generation, transmission, and distribution of 5,155.99 megawatts of power.

    “Precisely on the 8th of August, 2024. When this administration came in, we met an average of 4,000 megawatts of power being generated and transmitted. So I believe that 5,000 megawatts is not something we should celebrate. But if you look at it from the perspective of 5,000 megawatts, 2,000 megawatts were achieved in 1984, for Nigeria. It took us over 35 years to achieve an additional 2,000 megawatts that took us to 4,000,” Adelabu said.

    Also, Managing Director, Transmission Company of Nigeria (TCN),  Engr . Abdulziz Sule yesterday said the government-owned firm needs N1.5 trillion to deliver 129 capital projects in three years.

    He described lack of funds to complete projects, aging equipment, infrastructure vandalization among others as major factors challenging the effective transmission of electricity in Nigeria.

    Speaking during the visit of the House of Representatives  Committee on Power to his office in Abuja, Sule said effective grid management has significantly improved the reliability of the grid network.

    He added that With ongoing efforts such as increasing grid visibility through  expansion, maintenance, and management plans, TCN is confident in achieving a stable, efficient, and robust grid network, despite existing challenges.

    He noted that the company  has implemented effective frequency control mechanisms to maintain grid stability and power quality. Through optimized load balancing techniques, TCN has reduced the instances of partial and full system collapses, ensuring a consistent and reliable power supply to consumers.

    He added that grid automation and implementation of the Supervisory Control and Data Acquisition (SCADA) have commenced, describing SCADA as the systems that will enable real-time monitoring and control of the power grid.

    The federal government has initiated measures to safeguard the nation’s critical power infrastructure as part of its ongoing efforts to provide Nigerians with reliable, stable, and affordable electricity.

    Speaking during a meeting on Wednesday with the Civil-Military Committee on Energy Security, Minister of Power, Adebayo Adelabu, highlighted the serious issue of vandalism, particularly targeting essential national assets. He emphasized that the government is addressing this challenge with the utmost seriousness.

    Adelabu urged Nigerians to take ownership of these vital assets, noting that the continuous damage to national infrastructure hampers the country’s development and the government’s ability to deliver electricity to the populace.

    He also pointed out that President Bola Tinubu has shown the government’s commitment to improving the power sector by signing legislation to deregulate it, removing obstacles that have previously hindered its effective performance.

    “This meeting with you today is very important and critical to us all. We must let the vandals know that it will never be business as usual. We all know what these vandals have done to our national assets. Daily, they deprived us of providing stable and affordable electricity to homes, industries, and all critical sectors of our economy. That cannot continue and that is what we are determined to achieve.

    “As a critical stakeholder, we appreciate your concern and the effort you have put in to help us secure our assets. Let me say here that power is instrumental to all we do and the protection of its infrastructure should be the greatest concern of all of us as Nigerians”, the Minister said.

    As part of efforts to improve and build on existing infrastructure, Adelabu disclosed that he has taken measures to discard old structures that successive governments have ignored in addressing the problems with power supply to Nigerians.

    “It is shameful for a nation of over 200 million people to still be on 5000 megawatts of electricity at this age. Let me tell you that some of the transformers we are still using today are 64 years old. How do you want such to give you what you desire at this age? Those maintaining them do not even understand them again. This is a reflection of the actions and inactions of the past 60 years. We have not done what is right in this sector in the past 60 years and that is what we are correcting now.

    “So, President Tinubu desires to move away from this narrative and give Nigerians what they deserve in terms of energy and power supply and that is what we are set to achieve in the ministry now. We want to eradicate energy poverty among Nigerians. Our focus now is to engender a new energy development for Nigeria that will make electricity available to all Nigerians, where they reside.

    “The power sector is a priority to this government and when we get it right here, all other sectors will also get it right”, he said.

    The minister commended members of the group for their patriotism, zeal, and commitment to safeguarding the nation’s assets and admonished them to continue in that spirit. He also promised the ministry’s cooperation and collaboration with them in their assignment. He said the protection of the nation’s assets should be the collective responsibility of all Nigerians.

    He intimated the group the ministry’s mandate and how those mandates would be realised in the new dispensation. Adelabu also told them that part of the challenges the ministry is facing is the refusal of some Nigerians to pay for the electricity they consume while some others bypass their meters thereby not paying for what they consume.

    He described such power theft as not helpful to the transformation that the Federal Government desires in the power sector.

    Speaking about the Ministry’s activities in the last year of taking over the power, the Minister informed the group that within his one year in the office, he had been able to increase generation from 4000 that he inherited to over 5000 megawatts.

    “By August 21, I will be one year in office. Due to the policy initiative that President Tinubu has put in place and which we have vigorously pursued, we have been able to increase our megawatts from 4000 that we inherited to 5050. We are moving and we will get better as we move ahead. But Nigerians must co-operate with us. We have consumers who refuse to pay their bills. We have the issue of power theft. All these must stop as we intensify our efforts to serve Nigerians better”, he said.

    Speaking, the leader of the group, Mr. Adams Otako said the importance of the energy sector in the nation’s development motivated their desire to embark on their effort to provide security for such national assets.

    According to him, the Committee was formed in 2019 and they have devoted their time towards guarding the assets of the country in their own way.

    “We believe that the energy sector is the bedrock of the National security. Guarding it is a collective responsibility and we want to also tell Nigerians that until we begin the ownership of governance, we cannot develop. If the power sector does not function properly, we cannot function maximally as a nation and as a people.

    “We also realised that a lot of your engagements and policies are often misunderstood by people. We want you to take us along, so that in such circumstances, we can relay the truth and say, ‘Stop that propaganda’.

    “We are made up of patriotic Nigerians. When we wanted to form the committee, we approached the Defence headquarters and that is why you can see that we have virtually all the security agencies present among us. We also have as our member the National Orientation Agency. We have the Civil Defence, the State Security Department, the Fire Service, and other civil society groups among us” Otako said.
