Buhari was a man of uncommon integrity, rare honesty, Rep Ado Doguwa

Leader of the Northern Regional Caucus in the House of Representatives, Hon. Al Hassan Ado Doguwa has described former President Muhammadu Buhari as an exceptional soldier and astute democrat.

Doguwa, who represents Doguwa/Tudun Wada Federal Constituency of Kano State disclosed this in a statement issued on Sunday.

The former Majority Leader of the House during the Buhari administration said he received the news of the death of former president with a high sense of grief.

He said, “Late President Buhari was such a mentor, a father figure, and a statesman whose legacy will endure for generations. He was a man of uncommon integrity, rare honesty and profound dignity; resolute in character, steadfast in purpose, and unwavering in his commitment to personal principles for the greater good of our country.

“His service to Nigeria, spanning more than six decades, was marked by discipline, honesty, and a deep-seated love for the nation. Whether as military Head of State from 1983 to 1985, or as a democratically elected president from 2015 to 2023, Buhari’s impact on the Nigerian political space was profound and far-reaching”.

According to Doguwa, “As military Head of State, Muhammadu Buhari introduced a regime of discipline and accountability at a time when Nigeria was sliding into corruption and moral decay. Although critics saw his methods as stern, his intentions were clearly for the greater good of Nigerians.

“His military government focused on restoring public confidence, strengthening national institutions, and enforcing public discipline. Those were difficult times, and history will remember that he governed with the conviction that Nigeria must be put on the path of justice.

“As civilian President, Buhari’s government achieved monumental successes in combating corruption, enhancing security, promoting economic development, and enhancing democratic principles, fair play and justice. He ensure unfettered reign of the principles of Separation of Powers between the three arms of government

“President Buhari became the first opposition candidate in Nigerian history to defeat a sitting President, a testament to the public’s faith in his personal integrity. Elected twice, he led with a sterling commitment to fighting corruption, national security, and infrastructural reinvigoration.

“His administration laid the groundwork for long-term reforms, investing in rail, road, and energy infrastructure that will serve Nigeria for decades to come. Under his leadership, the fight against Boko Haram was intensified, and the Nigerian military regained considerable grounds in the North-East.

“His commitment to rooting out corruption was unwavering, earning him both criticism and admiration, but always reflecting his sincere belief in Nigeria’s potential to be great.

“As Chief Whip during the 8th Assembly, I came closer to President Buhari when I noticed the sterling qualities of an honest, detribalised and democratic president whose penchant for the welfare of the Nigerian people remained paramount in his mind at all times.

“During a recent interaction with former Speaker Femi Gbajabiamila, he said, he considered it one of the great honours of his life to have worked during Buhari’s administration as Speaker of the House of Representatives.

‘He said he witnessed first-hand his unwavering support for the legislature, even when some people sought to manipulate his office for partisan interests. When the political tides became rough and there were attempts to destabilise the 9th National Assembly, President Buhari stood firm, in his belief that only the national interest matters.

“True to his word, he resisted all attempts to undermine the legislative institution, and in doing so, contributed to one of the most stable and productive legislative sessions in Nigeria’s recent memory. His support extended beyond personal; it was institutional and highly principled.

“In the course of my service in the House, I had the privilege of serving as Majority Leader of the 9th House of Representatives, a role that demanded strategic coordination and constant dialogue between the legislature and the Executive Arms of Government”.

Doguwa noted that Buhari “Even in his imperfections, he remained an honourable man—a soldier and patriot who believed in justice, fairness, and the power of good governance. He did not govern for applause; he governed to serve humanity.

“Today, as we reflect on his life and contributions, we must also extend our deepest condolences to the former First Lady, Mrs Aisha Buhari, their children, and the extended Buhari family. Our heartfelt to His Excellency, the Governor, Malam Dikko Umar Radda and His Royal Highness, Alhaji Umar Faruq Umar, CON, the Emir Daura”

NASS to support local government autonomy

Speaker House of Representatives, Mr Yakubu Dogara, on Tuesday in Abuja said the National Assembly was committed to ensuring that local government administration in the country got autonomy.

He made this known at the Retreat of the Secretary to Government of the Federation ( SGF ) and Secretaries to State Governments ( SSGs ).

Represented Chief Whip of the House, Mr Ado Doguwa, he spoke on “Local Government Autonomy: Imperative for Sustainable Grassroots Development’’, said autonomy was the right for local governments to operate independently.

He said that autonomy for the councils was essential for development to get to the grassroots.

“As long as we want development to get to the door-step of our people, the autonomy is necessary.

“This is the institutional position of the national assembly in line with the provisions of the law.

“The national assembly will continue to remain resolute to ensure that local government autonomy is achieved in Nigeria.

“We will continue to take advantage of the legislative right given to us to ensure that local government autonomy is realised.

“The local government chairmen are in bondage inflicted on them by the governors and this bondage must be released to ensure development at the grassroots level,’’ he said.

According to the speaker, the state governments abuse the Constitution in relation to the Joint Account, which they are meant to be mere trustees and not beneficiaries.

He explained that state governments took over the joint account meant for the state and the local government.

“The state government which are believed to be mature must be seen to be doing exactly what the Constitution has stipulated in relation to the joint account.

“If this is not done, the right thing will not be achieved.’’

Dogara commended the SGF, Mr Boss Mustapha, for resuscitating the retreat.

Earlier, Mr Ibrahim Khaleed, President, Nigeria Union of Local Government Employees ( NULGE ), had said that rural-urban migration would greatly be addressed through the actualisation of local government autonomy.

Khaleed added that local government was a critical tier in government, and that some constitutional reforms must be made to bridge the gap between the government and the people.

According to him, the local government system in Nigeria has been destroyed and the essence of local government establishment is not achieved.

“Local government was established to bring development to the citizens at the local area, but the system has completely been bastardised and the essence of its establishment has not been achieved.

“We are advocating for autonomy not because of increase in wages or welfare for staff but to make sure we contribute our quota in national development.

“The local government system in the United States of America is one of the best and it is independent,’’ Khaleed said.

‘Maina was appointed to check corruption’

Garba Shehu, the Senior Special Assistant to President Mohammadu Buhari on Media and Publicity has denied claims by the family of wanted former Chairman of the defunct Presidential Task Force on Pension Reforms, Abdulrasheed Maina that the administration of President Buhari invited him back into country.

The family had in a press conference on Wednesday said the administration of President Buhari appealed to Maina based on his sterling record at the scheme to key into the change agenda.

But Shehu in a two-paragraph statement issued on Wednesday night in Abuja, said the family claim is ridiculous, freshly minted falsehood and should be discarded by well-meaning citizens.

He said: “The claim that the Buhari administration invited the wanted Abdulrasheed Maina back into country is a freshly minted falsehood. Nobody should believe that. The family that made that claim simply wanted to be ridiculous. Please ignore them”.

The presidential aide, had on Tuesday also issued a disclaimer on a group-photograph of President Buhari, Senate President Bukola Saraki and a member of the House of Representatives, Ado Doguwa, being circulated in the social media in which Doguwa, was mistaken to be Abdulrasheed Maina.

“There is a photograph all over the Social Media of President Muhammadu Buhari, Senate President Bukola Saraki and Hon. Ado Garba Doguwa Alhassan being mistaken to be the embattled ex-chairman of the Presidential Task Force on Pension Reforms, Abdulrasheed Maina.

“Doguwa is the Chief Whip of the House of Representatives, representing Doguwa/Tudun Wada Federal Constituency of Kano State.

“Doguwa represented the Speaker of the House of Representatives at the special Jummat prayers to mark the nation’s 57th year anniversary at the Presidential Villa weeks ago, as the Speaker could not attend the event because he is a Christian. Please be guided!’’

Maina was appointed by former President Goodluck Jonathan as Chairman of the task force in 2010 to check the corruption in the country’s pension system.

In 2012, the Nigeria Police accused him of misappropriating N100 billion pension funds in connivance with others. The Civil Service Commission also reportedly dismissed him for absconding from duty.

Maina was arraigned in absentia by the Economic and Financial Crimes Commission (EFCC), which declared him wanted in 2015.

He has also been on the wanted list of the International Police Organisation, (INTERPOL).

INTERPOL had February last year issued a red alert on Maina, who was believed to have fled the country following his dismissal by the Civil Service Commission in 2015 for N2.1Billion pension fund. (NAN)

Journalists critical to political process – Dogara

The Speaker of the House of Representatives, Mr. Yakubu Dogara‎, said on Wednesday that journalists were very critical to the success of the nation’s political process.

Dogra made the remark in Kaduna at a National Colloquium on Elections, Corruption and Road Map to 2019 Elections organised by the Kaduna State Council of Nigeria Union of Journalists (NUJ).

The speaker, who was represented by the Chief Whip of the House, Alhaji Ado Doguwa, said journalists have a constitutional mandate to ensure that those in authority remain accountable to the people.

“The media should be the number one arm of government as democracy is an all inclusive method which carries everyone along.

“He who controls the minds of the people controls the minds of the society, this is true as the Nigerian Journalists contribute 75 percent to the success of elections,” Dogara said.

The speaker, however, urged media practitioners to desist from writing fake reports as it only ends up creating problems within the society.

The National President of the NUJ, Mr. Waheed Odusile, called on political parties to put their heads together so as to move the country forward.

“We call on all political parties to put their heads together. For a journey, there must be a vehicle and without it there will be no movement” he said.

Odusie said the Nigerian Constitution has specifically mandated the media to ensure it carried out its mandate by monitoring governance.

He stressed the need for the media to operate freely and urged members to be mindful of what they write so as to avoid overheating the polity.

In his welcome address, the Chairman of Kaduna state NUJ, Adamu Yusuf also called on media practitioners to always say the truth and be objective in their reports.

Yusuf said the journalist is the overseer of the truth and justice.

“We are expected to adhere strictly to the principle of equity, brotherhood, national interest, global peace and objective reportage even against our erring members.”

Jibrin to EFCC: Quiz Dogara, Lasun, others for financial scam

    … Jubrin a drowning man – Speaker

A member of the House of Representatives, Abdulmumin Jubrin, on Monday accused the Speaker of the House, Yakubu Dogara, of perpetrating financial fraud on behalf of entire members of the House.

Jibrin, who was sacked by Dogara as Chairman of the House Committee on Appropriation, said the magnitude of corruption perpetrated by Dogara, Deputy Speaker, Yussuff Lasun, Chief Whip, Hassan Ado Doguwa and the Minority Leader, Leo Ogor, is in contrast to the anti-corruption position of President Muhammadu Buhari.

He asked Economic and Financial Crimes Commission (EFCC) to investigate the Speaker and the other three principal officers of the House for financial fraud.

In a statement issued on Monday, Jibrin alleged that the Speaker is running the finances of the House like his personal estate.

He said: “Speaker Yakubu Dogara and his senior cabal namely – Deputy Speaker of the House, Yussuff Lasun, Whip Ado Doguwa and the Minority leader, Leo Ogor had promoted corruption so badly in the House that if President Muhammadu Buhari with his disdain for corruption and corrupt people have the slightest idea, he will ban the quartet permanently from the Villa before they eventually allow for proper and unbiased investigation by the House.

“Mr. Speaker and Deputy Speaker Yusuf Lasun diverted millions of naira all in the name of paying for guest houses and official residence.

“The issue became so messy that the Deputy Speaker openly accused Hon. Herma Hembe of short changing them of millions of naira in the deal to the shock of many honourable members of the House.

“Speaker Yakubu Dogara abuses his office by soliciting for inappropriate favours from agencies and multinational companies.

“He forced an agency to grant loans and a construction company was blackmailed to do some work at his Asokoro plot.”

“Speaker Yakubu Dogara has carefully designed a scheme to scam members of the House through deduction from their salaries certain amount of money for a so called mortgage arrangements to build houses for members.

“He has been applying every under hand tactics to ensure members agree to the deal.

“Speaker Yakubu Dogara has consistently refused members access to the financial dealings and internal budget of the House. He runs the financial management of the House like a cult aided and abated by the Chairman House Services. Hon. Babanlle Ila.”

Meanwhile, Dogara has denied allegations of corruption leveled against him by the former Chairman of the House Committee on Appropriation.

In a statement issued by his Special Adviser on Media and Public Affairs, Turaki Hassan, the Speaker said the allegations were all lies, describing Jibrin as a drowning man.

The statement said, “These are all lies and desperate attempts of a drowning man to clutch unto anything having found that all his frivolous allegations do not disclose any element of corruption or wrongdoing against Mr. Speaker.”

  • MDGs: Ministry blamed for projects’ delay

MDGs: Ministry blamed for projects’ delay

The Ministry of Finance has been blamed for the delay in the attainment of the Millennium Development Goals’ project (MDGs).

According to the Chairman, House Committee on MDGs, Ado Doguwa, the late release of funds by the ministry is the major hurdle on the way of attaining the goals.

Doguwa described the Ministry of Finance as epileptic when it comes to the  release of funds.

Also, in order to ensure effective implementation of post-2015 MDGs development agenda, stakeholders suggested the need for alternative sources of revenue generation.

Doguwa who spoke in Abuja during the launch of the Nigerian MDGs Information System (NMIS) said: “I want to lament that some of the institutions, especially the Finance Ministry  have to wake up in the releases of funds. They must release funds timely because without funds, the MDGs will not be achieved. We have finished our appropriation and filed everything to them but when it comes to releasing funds they have been very epileptic. Our problem is late release of funds.

“They have to release funds on time as far as MDGs is concerned. They should be given funds expressly just like ministry of health. The health care sector is one of the institutions that undertake some of our Programme. And at the end of every appropriation that agency is given its own funds off front. On the first day of January of every new year National Health care centre takes the MDGs intervention. This is what we want to apply in every sector of our own intervention programmes.
