  • Nigeria: Our laws our problem

If we can attribute this to personal failure, what then would be the consequences of a man like this emerging governor of a Yoruba state, with all the Yoruba claim to integrity?

In an article titled: ‘Senate of Crime: 9 Nigerian Senators Facing Criminal Cases’, published in Sahara Reporters on 14 February, 2016, Ismail Mudashir wrote: “At least, 9 out of 109 members of the NIGERIAN Senate are enmeshed in criminal cases, with nine of the cases at various stages of trial while one is still being investigated. This represents 10 percent of the members of the upper legislative chamber, one of the bodies responsible for making laws for the country. Majority of the cases are related to allegations of corruption running into billions of naira which the senators are accused of misappropriating.”

Given the above and other contemporary issues, I ask: When exactly will this  National Assembly, or is it the judiciary,  sit down and do the much needed duty of tidying up our statute books  by expunging  from them, all the clauses and  provisions that encourage and  facilitate corruption and all kinds of anti social behaviour?  When  will the executive realise it has an overarching duty to ensure that our statute books  contain only those laws that will guarantee that the citizens don’t have inflicted on them,  rogues, deliberate  forgers,  as distinct from those who might ignorantly have  been scammed by “associate’s”, who saw  a Journey Just Come (JJC), ex- convicts and all manner of criminals, the types a senator of the Federal Republic, a former top police officer, once said he was ashamed to sit together with in the Red Chamber as fellow distinguished senators.

My mind went to all these the other day after hearing the story of Senator Ademola Adeleke who, if he wins the coming Osun State gubernatorial election scheduled for Saturday, 22 September, 2018, would immediately  be getting ready to be  sworn in as governor of a state like Osun – IPINLE OMOLUABI – to enjoy a four-year renewable  immunity.

Please note that I am not referring here to the case in which two members of his party went to  court challenging his candidacy but rather  the new case which the police so graphically described, and about  which he confirmed,  that he registered for, and got a result from an examination he did not sit for.

If peradventure he wins that election, he will, going by our  terrible constitution, that document that lied against itself, claiming it was made by “we the people” when, not even the then incoming president, Chief Olusegun Obasanjo, saw a word of it, immediately be  protected  from any manner of legal jeopardy.

Let us press into service the NIGERIA Police spokesperson, Ag. DCP JIMOH MOSHOOD,  FORCE PUBLIC RELATIONS OFFICER, who blew this new case open  during the National network news on Wednesday, 19 September, 2018 in a case of Examination Malpractice, Criminal Conspiracy, impersonation, Breach of Duty, Aiding and Abetting against the Senator and four others.

According to him, acting on credible intelligence, the Osun State Police command found that:

    1. Senator Ademola Adeleke and Sikiru Adeleke were involved in an ongoing examination malpractice at OJO/Aro Community Grammar School in the state.
    2. When the Police arrived at the school, only Sikiru Adeleke was found seated for the examination while Senator Ademola Adeleke’s seat was vacant and was suspected to have escaped before the arrival of the police operatives.
    3. Further investigation, he said, revealed that both Senator Ademola Adeleke and his brother Sikiru Adeleke, registered and were sitting for the National Examination Council Examination (NECO) 2017 as internal candidates, impersonating students of the School at the ages of 57years and 42years respectively.

The crime, he went on, was facilitated by the principal of the school, and two other members of staff.  Senator Adeleke was said to have made cautionary statement admitting that he registered for the 2017 NECO examinations as an internal student in the said school, but did not sit for the examination. He further admitted that although he didn’t sit for the examination, he had a result from NECO with seven (7) credits and one (1) pass; a copy of which the police obtained from NECO.

    1. Also, police found, in the Ojo/Aro 2017 NECO, SSCE school photo album, photographs of both Senator Ademola Adeleke and Sikiru Adeleke in school uniform with the Senator claiming that he was born on 12th June 1997 but which he later reversed in his statement to the police, claiming he was born 13 May, 1960. Both photographs, the police said, have no NECO stamps on them.

Some questions arise from the above and I am only too happy that the Osun governorship election is over and done with, so only a crank can read partisan motives into this article.

Senator Adeleke is a scion of a highly regarded family, one that is blessed of God financially, intellectually, artistically and in many other respects. What, if not greed, should lead him into all these?

If we can attribute this to personal failure, what then would be the consequences of a man like this emerging governor of a Yoruba state, with all the Yoruba claim to integrity?

In view of this singular incident, and there must be hundreds, if not thousands, of these amongst our so- called political leaders, shouldn’t  even this outgoing National Assembly immediately begin the process of expunging the immunity clause from our statute books? That will be the day as many of them would be heading straight to gaol.

I will hate to see that day, even when all manner of magic could happen in our courts, when any self confessed participant in an examination malpractice or any such criminal behaviour would be in a position to sermonise to the youth of any Nigerian state. Isn’t it time we made it illegal for anybody involved in any criminal activity, or is on trial for any malfeasance, whatever, ineligible to contest election, even if for a councillorship position? And what of an accused being presumed guilty until he/she proves him/herself innocent? Shouldn’t that too be expunged from our law books?

  • Police to deploy eight CPs for Osun governorship election

Contrary to reports that 30 Commissioners of Police would be deployed to Osun State for the governorship election, the Police said only eight Commissioners of Police (CPs) would be deployed.

According to the Police, the senior Police officers who are expected to supervise security arrangements in the state would man the eight Area Commands and not each local government as reported.

The election is slated for 22nd September, 2018.

The clarification is contained in a statement in Abuja on Friday by the Force Spokesman, Ag. DCP Jimoh Moshood.

It reads: “The attention of the Nigeria Police Force has been drawn to publications in some sections of the media reporting that 30 Commissioners of Police will be deployed to supervise security arrangements for the Osun State Gubernatorial Elections coming up on 22nd September, 2018.

“The Force wishes to categorically state that the Inspector General of Police, IGP Ibrahim Idris during a one day  Seminar on imperativeness of Police collaboration with essential stakeholders towards secured, free, fair and credible elections in Nigeria, held in Oshogbo, Osun State on 30th August, 2018,  mentioned that there are Eight Area Commands in Osun State and a Commissioner of Police will be deployed to man each Area Command to supervise Security Arrangements for the Osun State Gubernatorial Election and not a Commissioner of Police to a Local Government in the State  as reported.

“Consequently, critical stakeholders and the general public are enjoined to discountenance and disregard the report.

“Only eight Commissioners of Police; one to each Police Area command will be deployed to Osun State to supervise Security Arrangements in the forthcoming Gubernatorial election in Osun State.”

The Force also said investigation so far conducted showed no link between both attacks.

This is contained in a statement in Abuja Monday by the Force Spokesman, Ag. DCP Jimoh Moshood.

On the latest killings, the Force said: “The IGP has directed a thorough and discreet investigation into the recent ambush and killing of four Policemen at Sabongidda, Ora in Edo State on the 14th July, 2018 by armed robbers while on patrol.

“As a result of the ambush, the police patrol vehicle burst into flame after the attack and the four Policemen died in the process.

“The investigation conducted so far has not established any link between the two attacks, but public spirited individuals and other good Nigerians have been giving useful information to the Police in the progressive investigation into the two unfortunate incidents.”

On the bounty, the statement reads: “In order to arrest the other suspects still at large in the first incident, the Force is desirous of more credible information from the public, and hereby pledges a reward of N5million to any member of the public that provides useful information that leads to the arrest of the remaining perpetrators of the ambush attack and killing of seven policemen in the FCT, Abuja on the 2nd July, 2018 or the recent ambush and killing of four Policemen on patrol at Sabongidda, Ora in Edo State on the 14th July, 2018.

“The Force wishes to assure that the informant will be protected and his/her identity secured.”

Giving details of efforts made to arrest the killers, Moshood said: “IGP Ibrahim Idris promptly on the 3rd July, 2018 set-up a team of Specialized Crack Investigation Detectives, Police Scene of Crime Experts and Technical Intelligence Unit of the Force to investigate the ambush attack and killing of seven Policemen while on duty on 2nd July, 2018 by armed robbers/bandits at Galadimawa roundabout, Abuja.

“The IGP also ordered Commissioners of Police and their Supervising Assistant Inspectors General of Police to beef-up security in their Area of Responsibilities (AOR) and embark on massive raids of criminal hideouts and flashpoints across the country to forestall any further attack anywhere in the Country.

“He further placed the Commissioners of Police and Police Personnel nationwide on red-alert and directs 24 hours crime prevention and police visibility patrol of flash and vulnerable points in their jurisdictions.

“The Commissioners of Police were also mandated to re-gird their crime prevention and control strategies and work with community/religious leaders, other stakeholders and public spirited individuals to nip in the bud crimes and criminalities in their AOR.”

The Police urged members of the public with useful information to call the following phone numbers; 08033027731, 08036783388, 08037080740, 08033129778, 08060970807, 08126660696, and 08038025705.

The IGP while sympathizing with the families of the slain Policemen, also directed prompt processing and payment of their entitlements and a befitting burial for them.

The Force said it will not relent in ensuring that crimes and criminalities are brought to the barest in the country despite attacks on its personnel.

  • Police Protest: Officers were on enquiry mission – Force Headquarters

The Police authority has said no policeman in Borno State protested.

Contrary to reports that some personnel of the Police Mobile Force (PMF) deployed to Maiduguri on special duty protested over nonpayment of their salaries, the Force said the personnel only went on enquiry mission.

The Police also explained that the personnel returned to their duty posts immediately after they made the enquiry.

This is contained in a statement in Abuja on Monday by the Force Spokesman, Ag. DCP Jimoh Moshood.

Moshood also said the IGP has directed the Commissioner of Police in Borno State to explain to the personnel that their salaries would be paid without further delay since the budget has been approved.

The Commissioner of Police in charge of PMF has also been asked to proceed to the north east to lecture the personnel on why there was delay.

The statement reads: “The attention of the Nigeria Police Force has been drawn to media report that Policemen protested in Maiduguri over non-payment of their Special Duty Allowance.

“The Force wish to categorically state that it is not correct that police personnel protested in Maiduguri today, 2nd July, 2018.

“Some of the Police Mobile Force personnel on Special Duty in Maiduguri went to the Borno State Police Command Headquarters on enquiry over the delay in the payment of their special duty allowance in the early hours of today and not on protest as reported in some media.”

The Statement further reads: “The Inspector General of Police, IGP Ibrahim Idris promptly directed the Commissioner of Police, Borno State to address and inform them why there is delay in the payment of their special duty allowance, and also assure them that since the budget has been approved, the allowances will be expeditiously processed and paid without any further delay. They subsequently returned to their duty posts.

“Consequently, the IGP has ordered the Commissioner of Police, Police Mobile Force (PMF) to proceed to Maiduguri, Borno State and other States in the North East where PMF personnel are deployed on special duty; to lecture and inform them on the efforts being made by the Force to ensure timely payment of special duty and other allowances to police personnel in the North East of the country.

“The Police Mobile Force personnel that went on the enquiry are not those attached to Operation Lafiya Dole in the fight against insurgency in the North East but those on the category of visiting Police Mobile Force units deployed in Maiduguri on Crime Prevention and other Police duties in the State.”

The police urged members of the Public not to panic but to go about their lawful duties and other responsibilities without fear or apprehension.

“The Nigeria Police Force is a disciplined organization and will not allow any situation to degenerate into disturbance of Public Peace anywhere in the country”, it stated.
