Agency decries scarcity of digital infrastructure

Anambra State ICT Agency has identified dearth of digital infrastructure as the biggest challenge to adoption of effective technology in the Southeast.

It stressed the need for governments of five Southeast states to begin investment in digital infrastructure to boost the chances of effective digital adoption and open up myriads of tech opportunities in the region.

Managing Director/Chief Executive Officer of the agency, Chukwuemeka Agbata, spoke while delivering a keynote address at the Conference of the International Igbo Professionals for Development (IIPD).

The conference with the theme: ‘Aku Ruo Ulo, Ala Igbo Arise,’ was aimed at reawakening sense of urgency among Ala-Igbo to work together to rebuild the Igbo land in governance, economic development, politics, infrastructure, tourism, education, health care, among others.

Agbata said absence of hi-speed fibre internet in major cities across the Southeast had mitigated opportunities in the technology industry that Igbo youths could take advantage to unleash their potential.

He said: “Anambra State Governor Chukwuma Soludo has taken initiatives to encourage broadband companies to come into the state, which include removal of Right of Way (RoW) for them as well as laying of fibre ducts across the state.

“The Southeast governors need to begin to explore the capabilities of technology to advance the region’s economy, to liberalise innovation by making hi-speed fibre internet available.

“Igbo governors must begin to exemplify excellence to inspire the younger generation in the tech area.

“The region must begin to push the right awareness and advocacy about the region to discourage the dominant negative stories about the region in the digital space.

“The thing about tech is that when you start, you can’t hold, but when it materialises, the dividends are huge and massive.

“If all states can emulate and replicate what Anambra has been doing, there would have been a lot of activities going on in the tech area in the region, which will set Igbo land on a fast lane towards effective tech adoption.”

The trainees were drawn from all the six Area Councils of the FCT.

The exercise took place in Area Services 1, Garki and Gwagwalada, Abuja.

Leader of the training team, Mrs Oladoja Margaret to addressed a section of the media during one of the training sessions at Abuja Zoological Garden, Area 1, said that the two-day event drew 50 leaders of women from each of the six Area Councils and trained them so that they would go back to their Councils and train other women.

“So we thought of how we could help these women get this product when it is cheap, process and preserve it so that they can eat it throughout the year, because tomato is a very important aspect of our nutrition and we are looking at how we can train our women improve the nutrition of their family members.

“Another thing is that, we want people to desist from consumption of chemically processed foods, because recently there has been many cases of people using chemicals to process and preserve food such so we are out to also sensitise them on the dangers of chemicals in our food.”

She however noted that neither tin or sachet tomatoes was not cancerous in itself, Oladoja further explained that it was the presence of three poisonous chemicals used in preserving such tomatoes that rendered them cancerous [though still nutritious].

According to her, harmful chemicals found in tin and sachet tomatoes include colour, which is added to make them red and attractive to the public; backing powder with starch, which is meant to thicken it; Ajinomoto, which makes the products sweet and preservatives for keeping make them for many years.

Participants at the training expressed gratitude to the FCT Administration for the opportunity to learn new things and promised they would put them to use.

To Mrs. Deborah Joshua Gazama, it was a real idea for all women and could even help those without anything to so that it can start business with it, instead of staying idle and dependent. Mrs Gazama ended: “It is not only women who should do it, even you, it is good for even men.”

  • Agency trains firms in Halal certification

The Halal Certification Authority (HCA) has organised the first International Halal Training Seminar in Nigeria. It is to assist companies to meet statutory and regulatory requirements of Halal certification.

Its Chairman, Dr Ibrahim Oreagba, said the seminar was geared towards increasing awareness of Halal requirement and certification in growing industries, Small Medium Enterprises and multi-national companies in the country.

Oreagba, an Associate Professor of Pharmacology at the College of Medicine University of Lagos (CMUL), said Halal is an Arabic word for permissible things.

Halal food, according to him, is that which adheres to Islamic law, as defined in the Qur’an.

He said the growing interest in Halal labelled products, has enabled HCA to carry out Halal certification in companies to build the capacity of staff of those companies.

This, he said, will make them understand what it takes for a product to be certified as Halal and carry out their activities according to Halal compliance.

“Any products or foods that are produced in line with Halal prescriptions are readily acceptable by Muslim consumers as well as consumers from other religions. Because the product has met the requirements lay down by the Sharia law and non-Muslim consumers also believe that such a product is safe for consumption,” he said.

Oreagba noted that the demand for Halal products globally by both Muslims and non-Muslims has attracted the attention of countries not dominated by Muslims such as China, Australia, Brazil, among others.

He added that it has positively contributed to the Gross Domestic Product (GDP).

Standard Organisation of Nigeria (SON) Director of Lagos Operations Kabir Yusuf Muhammod said: “anybody that wish to work on standard within the confine of Nigeria must collaborate with SON in order to have the support of the government. “Work is in progress on Halal standard, two groups are working on it currently. With time, other companies will key into the process.”

The Chief Executive Officer of Halal Compliance Food Safety Limited, Dr Salisu Monsur, said product produced strictly under the Halal Assurance Management System represents the symbol of hygiene, quality and safety.

He noted that Nigeria is yet to have a perfect food standard because some of the products imported to other countries are rejected due to substandard.

Certified Halal Lead Auditor, Abdul Azeez Ajala said Halal is not restricted to Muslims alone, it is a global practice, in addition to what the National Agency for Food and Drug Administration and Control (NAFDAC) and SON is doing to regulate standards of product in Nigeria.

Halal is an assurance that what you are eating is up to standard in respective of your belief. You are assured that what you are taking is good for your health and public wellness. It is a measure of assurance for our teeming consumer to be sure of what they consume” he said.

  • Agency to enforce consumer rights

The Director-General, Federal Competition and Consumer Protection Commission (FCCPC) Tunde Irukere said there is need to ensure the enforcement of consumers rights as most consumers still do not know how to go about demanding for their rights.

He said most constitutions across the world do not capture consumerism as a fundamental human right even as the nature of business practised is mainly centered at making profit.

Irukere stated this at the stakeholders forum organised by FCCPC to commemorate the World Consumer Rights Day 2019, with : Trusted Smart Products as theme  in Abuja. He said it was important to know what consumer rights are, to respect those rights and ensure its enforcement and consumer satisfaction.

He said the biggest problem in the world today is whether consumers truly recognise their rights and whether companies do enough to respect their obligation to regard those rights.

He added that, to dedicate a specific day to the rights of consumers, I think it is appropriate, with the number of years this has happened, I think consumers are more aware of their rights.

  • 665,655 poor, vulnerable families mapped in 26 states, says agency

NO fewer than 665,655 poor and vulnerable households have been mapped in 26 states across the country to benefit from the Federal Government’s social intervention programmes.

National Safety Nets Coordinating Office (NASSCO) National Coordinator Mr. Apera Iorwa, who stated this yesterday, said the mapping of the poor and vulnerable families was the first leg in the Federal Government’s social safety initiative, which is aimed at pulling the poor out of poverty.

Iorwa spoke in Lagos yesterday during the inauguration of the Lagos State Operations Coordinating Unit (SOCU) at the state’s Ministry of Economic Planning and Budgets.

The national coordinator said NASSCO was happy that Lagos was finally joining other states across the country in mapping the poorest of the poor from its local governments for the purposes of intervention.

The NASSCO Coordinator, who addressed top level government officials drawn from ministries of Wealth Creation and Employment, Youths Sports and Social Development, and Women Affairs and Poverty Alleviation (WAPA) as well as the team leader from United Nations Children Education Fund (UNICEF) Mr. Mohammad Okere, said besides the initial intervention of N300 million, the Federal Government ensured that the repatriated $850 million Abacha fund was domiciled and managed by NASSCO.

According to him, NASSCO’s mandate was to generate from across the 36 states and Abuja, a credible National Social Register from where the poor and vulnerable members of the society can be mined for the purposes of any intervention that may be targeted at them by the tiers of government.

“The major assignment before the SOCU officials is to coordinate the social safety nets programmes of the government aimed at lifting the poor and the vulnerable out of the nets of poverty. To achieve this, SOCU is to embark on the mapping of the state to generate a Social Register of the poor and vulnerable households, which would be escalated to the NASSCO office for inclusion into the national register.

“SOCU would, using the data generated by the National Bureau of Statistics (NBS), determine the poorest local governments in the state. It will take the affected local governments to identify the poor and vulnerable households, which would be uploaded to the national social register. The report would be generated along the three natural groups male, women and youths.”

Iorwa said the vulnerable poor would have the access to enjoy N5,000 intervention fund transfer, while the youth would be open to skill acquisition and job employment opportunities that would push them out of the poverty net.

Commissioner for Economic Planning and Budget Olusegun Banjo said Governor Akinwunmi Ambode approved the establishment of the unit because of its obvious benefit to generate a social register that would lead to conditional and unconditional transfer to the poor and vulnerable segment of the people.

He said the National Social Safety Nets has led to effective targeting of vulnerable households across the country, adding that the initiative had all elements of believability because it has the support of World Bank, UNICEF and other development partners.

Permanent Secretary Ministry of wealth Creation and Employment, who was represented by Mrs. Lola Kaka, said the intervention would assist the state to achieve more in its strides to reach more vulnerable segments of its population.

Lagos SOCU Coordinator Mrs. Olukemi Adedeji, who hailed Ambode for approving the unit, said her team was prepared to achieve the set targets and give the state a credible social register that would be transparent and reliable for planning.

  • How to develop funds for local content, by agency

The Executive Secretary, Nigerian Content Development and Monitoring Board (NCDMB), Simbi Wabote, has identified  five key parameters required for sustainable local content practice in Africa.

He said regulatory framework, capacity building, gap analysis, research and development, and funding and provision of incentives are the five elements required for sustainable local content practice.

Wabote who addressed delegates at the African Oil Week (AOW) in Cape Town, South Africa, at the start of the African Local Content Forum, said the importance of funding cannot be over-emphasised in any human endeavour.

Speaking on: “How to Develop Funds for Local Content Development”, he said Nigerian Content Development Fund (NCDF) model, which is underpinned by legislation, is an attractive option for both upcoming and matured oil and gas jurisdictions in the African sub-region.

“The authors of the Nigerian Content Act, in recognition of the importance of funding to the success of Nigerian Content, made a key provision for funding to deliver the key objectives of the law,” he said.

The funding provision, he emphasised, is not only to enable the Board carry out its functions as a regulator “without having to go round cap-in-hand to solicit fund from operators”, but to also enable it develop capacities and capabilities in-country for increased value retention.

He said the success of the NCDF could be attributed to a clear, unambiguous provision backed by law; a clear remittance framework; sufficient time for accretion; transparent and impactful utilisation.

He said: “There is no ‘one size fits all’ in local content practice. To succeed, countries need to adopt best practices, but it is useful to tweak them to suit local circumstances,” he added.

Earlier, Chairman, Permanent Local Content Committee, Energy Sector for the Government of Trindad & Tobago, Tony Paul,  who spoke on: “ Developing successful local content framework and policies to promote in-country value and shared prosperity”, agreed no less with Wabote.

“There’s no perfect model, countries must avoid “cut and paste” in designing their framework,” he said.

Other presenters and discussants, who shared their countries’ experiences at the forum included former CEO, Brazilian National Agency of Petroleum, Natural Gas and Biofuels, Magda Chamraird;  Betty Namubiru of the Petroleum Authority of Uganda; Ranti Omole for PETAN; Chairman, Aveon Offshore, Tein George and Exxonmobil Angola, Armando Afonso, to mention but a few.

On the second day of the forum   he was head to head with leading voices in the various international oil companies on the imperatives, benefits and concerns about local content practice.

African Local Content Forum is an innovative inclusion in the bouquet of AOW plenaries promoted by NCDMB and other partners.

It was designed to serve as a high profile platform for National Oil Companies (NOCs), International and Independent Oil Companies and service companies to generate single vision of future roadmap for African Content within the global oil and gas sector.
