  • Imo APC ticket: I won’t succumb to threat – Nwosu

    Former Chief of Staff to the Imo State governor, Uche Nwosu, has described the threat handed on aggrieved members of the All Progressives Congress (APC) to withdraw their Court actions or face sanctions by the National Working Committee of the party as an act of arm twisting and unacceptable.

    The APC NWC had threatened to invoke sanctions on all members of the party who took the party to Court over the fall out of the just concluded primaries, unless they withdraw the suits

    But Nwosu who is the winner of the October 6 APC governorship primary in Imo State, insisted that the threat of sanction will not stop him from pursuing his case to a logical conclusion and reclaiming his mandate.

    He stated that before approaching the Court over his stolen mandate as the authentic APC governorship candidate in Imo state, he had first of all made concerted efforts to have the leadership of the party resolve the crisis using internal mechanism to no avail.

    He disclosed that he had written several letters to the National Chairman of the party, Adams Oshiomhole with the hope of bringing him to intervene and resolve the matter at the early stage but was rebuffed.

    Nwosu recounted that when he discovered through credible intelligence that Ahmed Gulak was not coming to conduct governorship primary in Imo but was assigned to deliver a certain aspirant, he raised the alarm through a letter to the National Chairman but was painfully ignored.

    According to him, “it is unfortunate that the National Chairman of our party is just waking up now after causing the trouble. He had all the time to have resolved the issue before now but refused to do so. In line with the constitution of the party, I had exhausted all avenues to have my matter resolved using internal mechanism but nobody came to my aid.

    “I personally wrote three different letters to the National Chairman and I have the acknowledgment but he never responded to any of the letters. My first letter was to inform that Ahmed Gulak was not coming to conduct primary election in Imo, that he was coming to impose a certain aspirant but he snubbed me, the second was to complain about how Gulak absconded to Abuja to announce fake result still he didn’t respond and the last one was to tell him not to substitute my name as the winner of the governorship primary.

    “All these letters were never considered by the National Chairman who went ahead to substitute my name, he had a lot of time to resolve the issue but he did nothing and now that I am in Court, I will pursue my matter to a logical conclusion and reclaim my stolen mandate, no amount of threat will make me abandon my mandate”.

    Meanwhile in one of the letters made available to journalists, Nwosu had raised concern over the appointment of Ahmed Gulak as the Chairman of the APC Primary Election Committee for the State.

    The said letter read in part, “I write to appeal to you Mr. Chairman to change the person of Gulak as Chairman of the committee because of his comment/boast that he is coming to Imo state to deliver his friend Senator Hope Uzodinma as APC gubernatorial candidate”.

    Nwosu argued further that the letters were abundant evidence that he had followed due process in seeking redress before approaching the Court “as the last hope of the common man”.

  • Gulak lied on kidnap claim, says Election panel Secretary

    Secretary of the Imo State Governorship Primary Election Committee Secretary Henry Idahagbon has described as “embarrassing” the claim by the Chairman of the Committee, Ahmed Gulak that there was attempt to kidnap members of the Committee.

    Idahagbon told reporter that members of the Committee were not under any form of threat or intimidation in Imo State, adding that the claims by Gulak were not only false but demeaning.

    According to him, members of the Committee were shocked over the action of the Chairman of the Committee, who absconded without their knowledge and went to Abuja to announce results when the primary election had not been held.

    He said: “I was with Gulak in his hotel room 701 at the Rockview hotel until 1am, when I went to my room; there was no inkling that he was going to escape. I am surprised that a Lawyer like him could joke with such serious allegation like kidnapping. Let me make it known that we were not under any form of threat or intimidation at any time in Imo State.

    “What happened was in the morning, I went to knock at Gulak’s room and there was no response, I went to the room of another member of the Committee to look for him but he was not there. We all started looking for him to no avail before we learnt from the porters that he has left the hotel. For the records, we there was no attempt to kidnap any member of the Committee”.

    He continued that, “we were still in the hotel when the governor came and told us that Gulak had escaped to Abuja to announce fake result”.

     

  • Imo APC Primary: Okorocha calls for Gulak’s arrest

    …says kidnap claim laughable

    Imo State Governor, Rochas Okorocha, Wednesday called for the arrest and prosecution of Ahmed Gulak over his “ignoble” role in the All Progressives Congress (APC) governorship that led to the cancellation of the exercise.

    Gulak was the Chairman of the APC Governorship Primary Election Committee for Imo State but absconded after he rescheduled the primary which could not hold on the slated date, only to declare one of the governorship aspirants, Senator Hope Uzodinma as winner.

    The Imo Governor in a statement signed by his Chief Press Secretary, Mr. Sam Onwuemeodo, said, “We call for the arrest and prosecution of Alhaji Gulak because there is punishment for his anti-democratic action and his false claim of kidnap attempt. We must begin to tell men like Gulak and Senator Hope Uzodinma that it cannot be business as usual”.

    According to the statement, “Alhaji Ahmed Gulak, former Political Adviser to former President Goodluck Jonathan and of course, the Chairman of the disbanded Imo State Governorship Primary Election Committee had told the media on Tuesday, October 2, 2018 that he fled Owerri by 4am because agents of Governor Rochas Okorocha had attempted to kidnap him and three other members of the 12-member Committee. The media had reported what he told them.

    “If you ask me, men like Alhaji Gulak can’t build a nation. They not only constitute serious threat to our promising democracy but also danger to this great nation. Giving men like him national assignment like the one he was sent to Imo State to do was just licensing him to
    blackmail the nation and put our democracy to ridicule. And there are certain lies or actions a man who had been the Political Adviser to a former President of the nation should have overgrown, no matter the temptation”.

    The statement added that, “the childish tale of his attempted kidnap was just an afterthought. He knew he didn’t act well his part and was only trying to see how he could come out from the tight corner he had boxed himself into.

    “The man called Alhaji Ahmed Gulak flew into Owerri by 12:45pm on Monday, October 1, 2018, being the day slated for the guber primary. And let him publish his flight documents to prove us right or wrong. They went straight to the Police Headquarters where they deposited all
    the materials for the governorship primary.

    “After that, the committee members entered into a lengthy meeting with the candidates, stakeholders, and Heads of Security Agencies in the State. The meeting lingered till 6:30pm. At the end of the meeting, he announced that the primary would now hold on Tuesday, October 2, 2018.

    And reporters who were at the Police Headquarters waiting for the outcome of the meeting went and reported that the Imo primary would now hold on Tuesday, October 2, 2018. At the end, they went to their hotel to clean up and eat.

    “With all these activities, the courtesy call he was to pay on the governor with members of his committee could not take place till. 8:45pm that Monday. The courtesy call lasted for about an hour. All said and done, they left the Government House for their hotel at about 9:55pm.

    “They lodged at Rockview Hotel Owerri that shares fence with the Police Headquarters and the other end of the hotel, the Owerri Prison, with Soldiers on guard. The hotel is also close to the Government House Owerri with a team of Mobile Policemen on twenty-four hours duty.

    So, the question patriotic Nigerians should ask Alhaji Gulak is that, if you left Government House by 9:55pm and you claimed you fled Owerri by 4am, and considering the location of Rockview Hotel where they lodged, then, when and where did the kidnap attempt take place?

    “And why should he be kidnapped when the materials for the primary were kept at Police Headquarters. And of what value would have his kidnap served anybody since he didn’t have any material and the primary hadn’t been conducted.

    “It is now left for Nigerians to ask him where he got the results for which he declared Senator Hope Uzodinma winner. In fact, we do not subscribe to people talking about PDP when men like Gulak who left the party just few months ago act funny. It is a personal thing. It has
    nothing to do with PDP. Some people live. Some others exist. Those who just exist do not have souls, and for them, anything goes”.

    The Governor explained further that, “Ahmed Gulak and Hope Uzodinma had belonged to Alhaji Modu Sheriff’s faction of the PDP. That is the relationship between him and Hope Uzodinma. We also believe that those who sent him didn’t have this information. But even at that, a former
    Political Adviser to a Former President should have lived above board.

    “Do not also forget that a day before the Primary, Chief Hope Uzodinma who the Court had issued warrant of arrest against him for issuing billions of naira Dud cheque to a business partner had also claimed kidnap attempt against his person also by agents of the State Governor. They must be spirits to be escaping from these imaginary kidnap attempts. In fact, show me your friend, and I tell you who you are.

    “Finally, Hope Uzodinma is not a member APC in Imo State. He claimed to have joined the party six months ago. Even at that, he does not have any support in any Local Government in Imo State. We shall be shocked to see him stand in his Local Government, Oru East, and we see
    twenty APC members queuing behind him. He does not believe in the ballot box.

    “He was one of those who in 2015 labeled Okorocha Alhaji in Government House, Okoro-Hausa and that he was planning with President Muhammadu Buhari to Islamize Igboland, all because of APC.

    “And few years after, he has come to cause trouble in the Party and to reap where he didn’t
    sow.  We do not think it is the right thing. No landlord vacates his house for an unfaithful and unreliable tenant”.

    Gulak, 16 others dump PDP for APC in Adamawa

    At least 17 chieftains of the Peoples Democratic Party (PDP) and their supporters defected to All Progressives Congress (APC) on Saturday ahead of President Muhammadu Buhari’s visit to Adamawa on Tuesday.

    The PDP chieftains include Ahmed Gulak, the Special Adviser to former President Goodluck Jonathan, Chief Felix Tangwami, Chief Medan Teneke, Alhaji Sahabo Aliyu and Alhaji Saidu Aliyu.

    Other defectors were – Chief Lazarus Gugu, Alhaji Mustafa Maigari and Alhaji Yusuf Dan-Umma, among others.

    Gulak, who addressed supporters at the event in Yola, said they left the PDP with their 42,000 supporters “because of the impunity in the party.

    “It is time for us to register formally as APC members. It is time to formally bury PDP in Adamawa.”

    Gulak noted that the APC government at all levels had done a lot for Adamawa and the North East in general.

    According to him, the APC constitution, which provides equal opportunity to both old and new members, proves to them that the party is the most democratic in Nigeria.

    “Take us as equal partners; take us as your brothers and sisters. In APC you don’t need waiver if you are a new comer to contest any position,” Gulak said.

    Receiving the defectors, the National Vice Chairman of APC, North East, Alhaji Mustafa Salihu, said the development was a big boost for the party.

    Salihu said APC remained the party to beat particularly in the North East and assured the new members of equal opportunities in the party.

    “You are our twin brothers; it’s just that we left PDP to join APC before you. Now that you have realised the impunity we earlier realised in PDP and decided to quit and join us, we welcome you,” he stated.

    Gulak defies PDP governors, says I remain party chairman

    Former Political Adviser to ex-President Goodluck Jonathan, Alhaji Ahmed Gulak, has defied a directive by Peoples Democratic Party (PDP) Governors asking the party’s National Secretary, Prof. Wale Oladipo to take over as National Chairman.

    The governors had ordered the Acting National Chairman, Prince Uche Secondus,  to hand over to Oladipo following Wednesday’s invasion of the party’s secretariat by Gulak who declared himself chairman.

    In a reaction to the governors’ directive, contained in a statement issued on Thursday, Gulak said the governors were misadvised in asking Oladipo to take over the leadership of the party.

    “This is not only contrary to the Constitution of the PDP 2012 as amended, it is in flagrant contempt of the declarative judgment given by the FCT High Court on the 16th day of December, 2015 which clearly states “that under section 47 (6) of the 1st defendant’s (PDP) constitution, upon the resignation of the former National Chairman of the 1st defendant (PDP) from office, only, the plaintiff (Alhaji Barr. Ahmed Ali Gulak) or any other eligible members of the 1st defendant (PDP) from the North-East zone of Nigeria, where the said Chairman of the 1st defendant (PDP) originated is eligible to be appointed to act in that office pending elections into that office,” the statement said.

    According to Gulak, the National Secretary is precluded by the constitution of our party from chairing the National Executive Committee (NEC), the National Working Committee (NWC) and the caucuses of the party.

    He maintained that it is only the National Chairman that can chair these organs.

    “It is therefore clear that from the statement of the Chairman, PDP Governor’s Forum that the office of the National Chairman was vacant. And this has been cured by the pronouncement of the FCT High Court, Abuja.

    “The National Chairman uses this opportunity to appeal to our teeming members nationwide to remain calm and rally round this new leadership so that peace may reign in our party and together we will reposition our party on the path of glory.

    “The National Chairman of PDP has profound respect for the Chairman of the PDP Governor’s Forum and all its members,” the statement added.

    PDP governors ask Secondus to step down

    Governors elected on the platform of the Peoples Democratic Party (PDP) have asked the party’s Acting National Chairman, Prince Uche Secondus to step down.

    The governors directed Secondus to hand over the leadership baton to the party’s National Secretary, Prof. Wale Oladipo in line with provisions of the party’s constitution.

    In a communique issued at the end of a meeting in Abuja on Wednesday, the governors chided a former presidential adviser, Ahmed Gulak for what they described as his unacceptable conduct.

    Gulak had on Wednesday invaded the party secretariat where he declared himself the national chairman of the PDP.

    The governors frowned at the refusal of Secondus to respect the judgment of an Abuja high court ordering him to vacate the office for a member from the Northeast zone to take the position.

    “We take cognizance of the judgment by the court in Abuja which ordered the acting chairman to vacate office for any other person from the Northeast zone of Nigeria.

    “Our party constitution has enough provisions for that and the necessary process has been put in motion,” the communique said.

    Ondo State governor, Dr. Olusegun Mimiko read the communiqué on behalf of his colleagues.

    The governors flayed Gulak’s invasion of the party secretariat where he declared himself national chairman without recourse to the appropriate organs of the party.

    “The invasion of the party headquarters by Ahmed Ali Gulak who reportedly assumed the chairmanship of the Peoples Democratic Party is regrettable and condemnable,” Mimiko said.

    According to the governors, the issue of the chairmanship of the party would soon be resolved to enable someone from the Northeast complete the tenure of the last national chairman, Adamu Muazu who resigned in May 2015.

    “The appropriate organs of the party will meet soonest to elect a national chairman of the party from the appropriate zone,” he said.

    • Orders Secondus to vacate office in 14 days

    Justice Hussein Baba-Yusuf of the High Court of the Federal Territory (FCT), Maitama, Abuja has sacked the Acting Chairman of the Peoples Democratic Party (PDP), Uche Secondus.

    The judge, in a judgment in a suit by former Political Adviser to ex-President Goodluck Jonathan, Ahmed Gulak, held that Secondus was occupying the party’s Chairmanship seat illegally.

    Justice Baba-Yusuf noted that Secondus was from Rivers State, and not North-east geopolitical zone to which the PDP zoned the position.

    He gave Secondus 14 days within which to vacate the office and directed that the plaintiff or any other party member worthy of that position should take Secondus’ place.

    Lawyer to the PDP and Secondus, Chuwan Isaiah Paul, said the party will appeal the judgment and seek a stay of its execution to allow the party’s  current leadership prepare for its national convention slated for March next year.

    Justice Baba-Yusuf upheld rejected argument by Secondus and PDP (listed as defendants in the suit) that Gulak lacked the locus standing to initiate the suit having allegedly defaulted in the payment of party’s due.

    The judge also rejected the defendants’ argument that Gulak failed to explore the party’s internal mechanism for dispute resolution before approaching the court.

    The judge had, on November 30 reserved judgment in the case after entertaining argument from parties.

    Gulak had argued that Secondus was occupying the position illegally. He contended that by virtue of the provision of Article 47(6) of the party’s constitution, “the 2nd defendant (Secondus) form Rivers State, cannot replace the immediate past Chairman, Alhaji Muazu, who left office about seven months ago.

    He faulted the defendants’ claim that the party’s elders were working on a process to ensure a replacement for Muazu by next March,

    Gulak argued that it was unlawful and a breach of the party’s constitutional provisions for Secondus to hold office for over seven months in Acting capacity and refuse to allow a member form the geo-political zone where the last chairman came from to replace him.

    Justice Hussein Baba of the High Court of the Federal Capital Territory, Maitama, has reserved judgment in the suit filed by Ahmed Gulak, a former Special Adviser on Political Matters to ex-President Goodluck Jonathan, against the current leadership of the Peoples Democratic Party (PDP).

    Gulak is seeking the sack of the party’s Acting National Chairman, Uche Secondus , on the ground that by the provision of  the PDP constitution and its zoning principle, he was the proper person to replace the last Chairman, Adamu Muazu, who hailed from the Northeast geopolitical zone.

    Parties to the suit on Monday argued the plaintiff’s substantive suit (originating summons) and the defendants’ preliminary objection and adopted their final written addresses, before the judge told them that hearing notices will be issued when the judgment is ready.

    Gulak, who was dressed in blue native attire, sat in court all through the proceedings.

    Arguing his client’s case, plaintiff’s lawyer, Jibrin Okutepa (SAN), urged the court to uphold his Gulak’s prayers and refuse the preliminary objection raised against the suit by the defendants – the PDP and Secondus.

    He argued that Secondus was occupying the position of the PDP chairman illegally.

    He contended that by virtue of the provision of Article 47(6) of the party’s constitution, “the 2nd defendant (Secondus) form Rivers State, cannot replace the immediate past Chairman, Alhaji Muazu, who left office about seven months ago.”

     

  • Drama as PDP, Gulak disagree on Mu’azu’s replacement

    The aspiration by some chieftains of the Peoples Democratic Party (PDP) to vie for the national chairmanship of the party, has suffered a setback with a declaration by the leadership of the party that the position is not vacant.

    The position is being occupied in acting capacity by the party’s National Deputy Chairman, Prince Uche Secondus, following the forced resignation in May of the substantive chairman, Alhaji Adamu Mu’azu.

    A mild drama played out on Tuesday as Alhaji Ahmed Gulak, an erstwhile Political Adviser to former President Goodluck Jonathan, stormed the party’s Abuja secretariat to register his intention to vie for the chairmanship position.

    Speaking with journalists shortly after meeting with some of the party leaders, Gulak said the three months that the party’s constitution allowed Secondus to act as chairman had expired and that there was need to choose a substantive chairman for the party.

    Gulak said, “I came to inform the National Working Committee (NWC) of my intention to contest the chairmanship of the party for the purpose of rebuilding, rebranding and renovating the party.

    “Going by the PDP constitution, the position is vacant because the three months allowed for anyone to act as chairman had elapsed and the party constitution stipulates that the replacement must come from the same Northeast zone as the erstwhile substantive chairman.

    “The PDP cannot continue in the illegality of continuing with Acting Chairman because the three months stipulated by the party’s constitution had elapsed.

    “So it is time for the NWC to convene the National Executive Committee (NEC) meeting for the party to call for nominations to fill the vacancy. We have had enough of impunity.”

    But the leadership of the party could hardly wait for Gulak to leave the party secretariat before declaring that the position is not vacant.

    At a joint briefing by the National Secretary, Prof. Wale Oladipo and National Legal Adviser, Mr. Victor Kwom, the party leaders countered that the party constitution did not stipulate time limit for an acting chairman.

    According to them, the party was waiting for the report of the Post Election Review and Assessment Committee, headed by the Deputy President of the Senate, Ike Ekweremadu.

    Oladipo said, “The position of chairman is not vacant because there is an acting chairman in place. We cannot call a NEC meeting until we have received the report of the Ekweremadu led committee.

    Boroffice, Alasoadura, get Ondo APC senatorial tickets

    The Senator representing Ondo State Senatorial District at the upper chamber,Prof Ajayi Boroffice on Monday got a return ticket under the platform of All Progressives Congress (APC)to contest  in the February 2005 National Assembly election.

    Boroffice, who contested the primary with Dr. K.S Shaaba, the incumbent House of Representatives member from Akoko North East/West, Ganny Dauda and London based lawyer  Nathaniel Adojutelegan polled 1,460 votes.

    Shaaba scored 31 votes, Dauda 569 and Adojutelegan got 139 votes.

    Also, in Ondo South , a legal practitioner, Morayo Lebi was  elected candidate of the party with 1261 votes, while his opponent, Femi Akingbola got  152 votes

    In the Central Senatorial district, it was a keenly contested election between the House of Representatives member, from Akure South/North, Ifedayo Abegunde and former State Commissioner for Finance, Chief Tayo Alasoadura.

    Alasoadura, who was the Director General of Rotimi Akeredolu (SAN)Campaign Organisation during the 2012 governorship election, scored 811 votes, while Abegunde scored 771 votes

    In the tension- soaked contest,which lasted till after 8.00 p.m, about 105 votes were voided.

    While addressing  reporters,Alasoadura  commended the leaders for allowing internal democracy, stressing that such system has helped the party to be transparent in producing popular candidates.

    Alasoadura,said “the transparent system designed by the party prospective aspirants to test their popularity on the field and helped to curb possible rancour.

    Wale Okediran loses as Buhari, Akanbi pick Senatorial tickets

    A former member of the House of Representatives, Dr Wale Okediran has lost the Oyo North Senatorial ticket of the All Progressives Congress (APC) to the Oyo State Commissioner for Local Governments, Fatai Buhari.
     
    A former governorship aspirant,Soji Akanbi, also picked the ticket for Oyo South. 
     
    While Buhari polled 2, 843 votes to beat Okediran, Akanbi scored  2,189 votes to beat his closest opponent, Femi Olaore, who had 330 votes in the primary held at the old National Youth Service Corps (NYSC) camp, Iseyin.
     
    For the Oyo South primary, a total of 2,675 delegates were accredited for the election held at the Lekan Salami Stadium, Adamasingba, Ibadan, the state capital. 
     
    But Akanbi’s opponents rejected the result, claiming irregularities in the exercise.
     
    EDO: Obahiagbon loses senatorial bid

    Chief of Staff to Governor Adams Oshiomhole, Patrick Obahiagbon, has failed in his bid to represent Edo South senatorial district in the green chambers.
    He was defeated by Minority Leader, Hon Samson Osagie, who represents Uhunmwode/Orhionmwon federal constituency.
    In the primaries that was keenly contested, Obahiagbon polled 894 votes while Osagie garnered 1120 votes.
    Obahiagbon had in 2011 lost the House of Representatives seat to Hon Razaq Bello-Osagie.
    There was heavy security presence at the Dr. Samuel Ogbemudia stadium where the primaries held.
    Delegates were thoroughly searched before gaining entry into the stadium.
    A total of 2212 delegates were accredited and eight votes were voided.
    Former director, Marketing, of Thisday Newspaper, Erhabor Emokpae scored 28 votes while Jim Adun score 162 votes.

    Adamawa: Zwingina, Hong, Gulak get PDP senatorial tickets

    Three new Peoples Democratic Party (PDP) candidates have emerged for the three senatorial districts in Adamawa State.

    A one -time senator, Jonathan Zwingina emerged the candidate for Adamawa South, a former Minister of State for Health, Aliyu Idi Hong, won the central district ticket, while a former Political Adviser to President Goodluck Jonathan, Ahmed Gulak emerged winner of the Northern district ticket.

    In the primary election conducted in Abuja, Sunday night, Zwingina polled 274 votes, Hong, 242 and Gulak 184 to win the tickets for their various districts.

     

    Cross River: Ndoma-Egba rejects primary election results

    Senate Leader, Victor Ndoma-Egba, has rejected the outcome of the Peoples Democratic Party (PDP) primary election of the Central Senatorial zone of the Cross River State, which he contested.

    He described the exercise, which saw Mr. John Owan Enoh emerge as the candidate, as a sham.

    He said, “It was a complete sham. I can say confidently that if what I saw is what is going on, then our democracy is clearly in recession.

    “Usually when we do primaries, we start by publishing the delegates’ lists, so that people get to know who the delegates are, and those who will be participating in the exercise. In the exercise, there were two lists in circulation, so we don’t even know which one was used.

    “My agent raised an objection publicly that we need to know which list was being used, the simple answer given was that we are using the list given to us by the party. I am a contestant and I am entitled to know which list was given to you by the party. So we went into those primaries not knowing who the delegates were and not knowing which list was being used.

    “It is fundamental in an electoral contest that those who are going to participate are known, especially when there is more than one list in circulation. Secondly, you must show that the ballot box is empty, that was done, thirdly, you must display the sensitive materials that are to be used for the election, that was not done. Like the ballot paper and the result sheet, I got to see the ballot paper when I was given the ballot to go and cast, nobody saw the result sheet, it was never displayed, nobody saw it. Fourthly, after, accreditation, nobody informed us how many people had been accredited.

    “Usually when you are doing accreditation, you start by saying in this place you have this number of delegates and this number have been accredited. We went into that exercise not knowing the number of delegates, how many were accredited and how many were present. And then, people who had no business, absolutely no business in the exercise were milling around the whole place with very strange security that were neither SSS; Police nor the Nigeria army.

    “As far as I am concerned, the exercise is a total sham and I unequivocally reject the outcome. Certainly there is an appeal process. I will be formally lodging my appeal for whatever it will bring but let it be on record that this primaries were flawed, fundamentally flawed and cannot stand any scrutiny and do not meet any minimum of integrity.”
