  • Air Force on fact finding mission over alleged killing of innocents in Zamfara

    A team of Nigerian Air Force officers, led by AVM Idi Lubo,  on Friday arrived Zamfara to investigate allegations that innocent citizens were recently bombarded through air strikes by NAF personnel in the state.

    Addressing journalists on arrival at the 307 Quick Response Group headquarters in Gusau, the team leader,  Lubo said “the Chief of Air Staff, Air Marshall Sadique Abubakar is highly disturbed over the allegations.

    “As concerned Nigerians and part of those charged with the responsibility of ensuring the peace and safety of Nigerians, we are here to verify the claims made by the traditional rulers of Zamfara.

    “We will meet with all stakeholders in the matter,  especially the state government, security chiefs and even the affected community members before filing our report.”

    The News Agency of Nigeria (NAN) reports that the team had on arrival in the evening, separately met with the state Director, Department of State Security and the Secretary to the State Government behind closed door.

    NAN also reports that the state Council of Chiefs had a fortnight ago,  accused the air force under the on-going Operation Sharan Daji of hitting wrong targets and killing innocent citizens instead of bandits.

    Although the headquarters of the Nigeria Air Force had denied the allegations, the council followed the claim with the list of victims.

    The state has been under bandits attacks in the last seven years,  during which about 5,000 persons were said to have been killed, thousands of animals rustled and property either burnt or destroyed. (NAN)

    The Nigerian Air Force has described as ridiculous insinuations that its air strikes in Zamfara State were targeted at innocent people

    The Air Force  spokesman, Air commodore Ibikunle Daramola, said in Abuja that some media reports insinuating that Operation Diran Mikiya killed only innocent civilians in the areas attacked and not bandits, were untrue.

    “The NAF finds such reports rather ridiculous because most of the locations attacked are within the Rugu, Sububu and Kagara Forests general area, which are known armed bandits hideouts that have been attacked in the past, without any outcry,” Daramola said.

    He added: “for the avoidance of doubts, the public is to please note that the locations attacked from 8 to 11 April 2019 were selected based on human intelligence (HUMINT) reports obtained from security agencies and other government sources, traditional and community leaders as well as reliable, vetted informants.

    “NAF also has Special Forces (SF) personnel operating in some of the areas attacked, who provided additional intelligence. These were all further confirmed by days of detailed day and night Intelligence, Surveillance and Reconnaissance (ISR) missions to ensure proper targeting for avoidance of collateral damage.

    “To further ensure this, as standard practice, NAF attack aircraft on air interdiction missions are accompanied by ISR platforms that guide them to designated targets. Furthermore, NAF pilots, by training and in line with extant Rules of Engagement (ROEs) for the operation, do not attack any location if it is observed that non-combatants, especially women and children, are present. In such cases, the pilots would rather return to Base with their ammunitions unexpended. Consequently, it is inconceivable that the NAF would attack locations where innocent civilians reside.

    “ In view of the foregoing, the NAF finds it rather mischievous that anyone would spread such deliberate misinformation whilst the Service is doing its best to effectively respond to the challenges facing the good people of Zamfara State and its environs.”

    The Nigerian Air Force last night said it was ridiculous insinuations that it air strikes in Zamfara were targeted at innocent people

    Its spokesman Air commodore Ibikunle Daramola said in a statement that the allegation was completely false.

    He said:”  The attention of the Nigerian Air Force (NAF) has been drawn to some media reports insinuating that the recent air strikes conducted by its Air Task Force for Operation DIRAN MIKIYA killed only innocent civilians in the areas attacked and not bandits. The NAF finds such reports rather ridiculous because most of the locations attacked are within the Rugu, Sububu and Kagara Forests general area, which are known armed bandits hideouts that have been attacked in the past, without any outcry. Besides, the NAF target selection process for air operations is particularly rigorous and methodical in order to ensure proper target identification and thereby prevent strikes on wrong locations”.

    ” For the avoidance of doubts, the public is to please note that the locations attacked from 8 to 11 April 2019 were selected based on human intelligence (HUMINT) reports obtained from security agencies and other government sources, traditional and community leaders as well as reliable, vetted informants. Rather than making such spurious and unsubstantiated allegations, NAF requests that anyone with evidence to the effect that innocent civilians were targeted by the NAF air strikes should produce such evidence.

    ” In keeping with its established ethos of professionalism, the NAF shall not be drawn into any unnecessary controversy based on speculations or outright falsehoods, but will rather remain committed to ensuring the safety and security of all Nigerians. Accordingly, we shall continue to work assiduously, in synergy with sister Services and other security agencies, to rid the Northwest of all criminal elements”.

    “The general public can, therefore, rest assured that the NAF will not be deterred but will sustain its air operations to facilitate a return to normalcy that would enable Nigerians in the area pursue their legitimate aspirations. In this regard, the NAF hereby advocates public support, and not distracting and unsubstantiated allegations, as its personnel continue to sacrifice towards eliminating all threats to the security and, indeed, the development of our beloved Country.”

  • Air Force bombs bandits

    Eight fighter jets have been deployed in Zamfara State to chase out bandits who have seized the state by the throat, The Nation learnt on Wednesday.

    In fact, a primary school that served as a base for the bandits has been “shelled” by the Air Force, according to a source who pleaded not to be named because of the “security implication” of being identified.

    The news came as senators took turns to lament the security situation, with some calling for state police to stem the tide of violence.

    The source also hinted of the measures taken to restore peace in Zamfara and Kaduna states.

    The source said: “The roads linking Katsina to Zamfara State (Kauran Namoda-Zurmi-Jibiya road) has been retaken by troops and motorists have been plying the route again. The military and the police are after the bandits who have been fleeing into the bush.

    “A landing platform has been created in Birni-Gwari where military jets can land, refuel and takeoff. So, they don’t have to go to Abuja and Kaduna to refuel for operations. Eight fighter jets have also been deployed in Zamfara State.”

    President Muhammadu Buhari will today chair an “extra-ordinary” security meeting at the State House, Abuja, where he will be briefed by Service chiefs on the worrisome security situation in the land.

    Expected at the meeting are Chief of Defence Staff (CDS) General Abayomi Gabriel Olonisakin; Chief of Army Staff (COAS) Lt.-Gen. Tukur Buratai; Chief of Air Staff (CAS) Air Marshal Sadique Abubakar; Chief of Naval Staff (CNS) Rear Admiral Ibok Ekwe Ibas and Acting Inspector-General of Police (IGP) Mohammed Adamu.

    Also billed to attent the meeting are Defence Minister Brig.-Gen Mansur Dan-Ali; National Security Adviser (NSA) Maj.-Gen. Babagana Mongunu and Department of State Services (DSS) Director-General Yusuf Bichi.

    A Presidency source, who confirmed the meeting, said the security Chiefs will take turns to brief the President who just returned from a trip from Jordan and the United Arab Emirates (UAE).

    Comments on insecurity dominated proceedings, with senators taking turns to paint harrowing pictures of near breakdown of law and order in their constituencies.

    No senator wanted to be left out of the debate of what they described as the general insecurity in the country.

    They suggested “immediate and uncommon” measures to prevent the country from slipping into a failed state.

    The outpouring of indignation followed a motion by Senator Kabiru Garba Marafa on the need to create an intervention fund in the 2019 appropriation to cater for the deteriorating humanitarian crisis resulting from the activities of armed bandits in Zamfara State.

    Marafa, in his lead debate, said he was aware of the recent protest staged in Abuja, other states and indeed by Nigerians in the Diaspora as a reaction to the deteriorating state of insecurity in Zamfara State.

    The Zamfara Central senator praised the protesters for their support and stressed “the need to sustain such sense of solidarity, as it has the potential of compelling those in authority to do the needful”.

    He lamented that the activities of armed bandits, cattle rustlers and kidnappers remained unabated.

    The senator noted that many people had died since 2011, besides the humanitarian crises which include but not limited to growing number of widows, rape victims and orphans.”

    According to him, “a conservative estimate of 11,000 male adult have been killed by bandits, leaving behind an average of 22,000 widows (at two wives/person) and an estimated 44,000 orphans (at an average of four children/deceased)”.

    Marafa said that in terms of casualty ratio and displacements, Zamfara State has more security issues than many states in the Northeast and Northcentral that were being given prominence by the mainstream media and the Federal Government in terms of recognition and assistance.

    Marafa added that owing to cultural and religious consideration, the burden of the widows, orphans, rape victims and displaced persons was being borne largely by close relatives, extended families and sometimes immediate neighbors who can no longer cope.

    The killings, he said, have brought untold hardship to several other families who have to accommodate displaced persons and families, overstretching accommodation, food, clothing and other sundry.

    He urged the National Assembly to provide for N10 billion in the 2019 Appropriation as Intervention Funds to cater for displaced persons and others affected by the activities of armed bandits in the Northwest state.

    Marafa prayed the Senate to urge the Federal Government to set up an Ad-hoc Committee to be known as Presidential Initiatives on Zamfara State (PIZAMS), with a 10-year lifespan to manage the said funds and subsequent allocation/donations.

    He noted that over 70 per cent of the people were no longer sleeping in their homes for fear of being kidnapped.

    The senator relived how his sister was murdered by bandits in her matrimonial home.

    Deputy Senate President Ike Ekweremadu said the Senate should join Nigerians and the media to show concern about Zamfara State.

    To Ekweremadu, the time has come for a state of emergency in the state, not to remove the  governor but to initiate extreme measures to stabilize the state.

    The Enugu West senator also said that the country should no longer shy away from introducing state police.

    According to him, state police will go a long way to nip in the bud most of the security challenges in states.

    Senate Leader Ahmad Lawan, who also supported the motion, insisted that the Senate should be practical in its approach to security issues because Nigerians were losing their lives.

    He recalled that the Federal Government recently banned mining in Zamfara State to prevent criminals from using mining to perpetrate crime.

    Lawan, who said that no amount is too much to save the lives of Nigerians, noted: “This is one motion that we can spend weeks to consider because it deals with why government exists.

    He suggested that relevant committees should engage security agencies to put the Senate in better position to appreciate what is going on.

    Senator Emmanuel Bwacha (Taraba South), who had earlier raised the issue of insecurity in his constituency, cautioned against living a pretentious life.

    He lamented that “never in the history of this country have we faced this level of insecurity”.

    Bwacha insisted that something uncommon must be done to save the situation.

    He said: “Before the elections, some people were grandstanding. Now that the elections are over, can we now do the right thing? There is no doubt, everything seems not to be working; we must do something urgently.”

    Senator Emmanuel Paulker said that the number of people killed in Zamfara State was more than the number of people killed by Boko Haram in Borno State.

    Senator Shehu Sani said that the killings in Zamfara State had gone beyond the state to other neighbouring states.

    Insisting that the Senate must agree that the country is at war, the Kaduna Central senator said that the reports from Zamfara were worse than the reports from Somalia and Afghanistan.

    Sani recalled how he escaped being kidnapped on his way to Kaduna State, warning that what is going on in the country are symptoms of a failed state.

    Senate Chief Whip Olusola Adeyeye identified the 1999 Constitution as the country’s problems.

    The 1999 Constitution, he said, cannot give the country peace, progress and unity.

    All the prayers in the motion were unanimously adopted.

    Senate President Bukola Saraki said: “From the contributions we have had, I think it is key that we begin to look at the problem and look for long-term solutions. I think that what we did yesterday (Tuesday) in trying to strengthen the funding of the police and what we have before us, the Police Reform Bill, which would be laid today. The sooner that we can pass that will also help us in addressing the insecurity challenges.

    “But more importantly is that we must go back to what a lot of us had been advocating here, that there is need for us to have state or community police. It is the way forward. Otherwise, we will continue to run into these problems. In the area of oversight, there is a lot also that we need to do to ensure that we hold the security agencies accountable. And we need to move very fast in this area.”

  • Air force, police, DSS plan joint action against bandits, kidnappers in Northwest

    The Air Force, police and the Department of State Security (DSS) are to work together to dislodge bandits and kidnappers from their hideouts in the Northwest.

    According to the NAF spokesman , Air Commodore Ibikunle Daramola, the inter-agency collaboration followed the visit of the Inspector General of Police, Mohammed A. Adamu and the Director General of DSS, Yusuf Bichi to the Chief of the Air Staff, Air Marshal Sadique Abubakar, at NAF headquarters in Abuja yesterday.

    Air Commodore Daramola explained in a statement that besides sharing intelligence on ways to dislodge bandits and kidnappers from their hideouts, the NAF would also make available air assets in support of the other agencies to secure the affected states.

    The statement reads: “As part of inter-agency cooperation to address security challenges in the country,  especially the issue of kidnapping and armed banditry along the Abuja-Kaduna Highway and Kaduna-Birnin Gwari axis, the NAF has reiterated its commitment to support the police, DSS and other security agencies with real time geospatial and imagery intelligence while making available its air assets for the conduct of tactical air support missions and increasing the frequency of air reconnaissance in the affected areas.

    “The Chief of the Air Staff (CAS), Air Marshal Sadique Baba Abubakar, disclosed this today, while playing host to the Acting IGP and the DSS Director General, at NAF Headquarters, Abuja.

    “The IGP and DG DSS on arrival at HQ NAF immediately went into a closed door meeting with the CAS before undertaking a guided tour of facilities at the newly established, state-of- the-art Geospatial Intelligence Data Centre (GIDC) and Strategic Air Operations Centre (SAOC).

    “The GIDC, which is equipped with high-tech computer hardware and software, was established to enhance the acquisition, analysis,  interpretation and exploitation of imagery and geospatial information to provide actionable intelligence for the Armed Forces and other security   agencies, while the equally well-equipped SAOC is expected to greatly enhance the coordination of air operations in support of internal security operations across the country.

    “While inspecting the facilities, the Acting IGP expressed delight and satisfaction with the cutting-edge technologies and sophisticated computer software at the centres.”

    The acting IGP was quoted as saying: “I felt that as a security agency, we need to synergise with other security outfits. We don’t have the air capability but the NAF has them. With this, we can have a joint operation to deal with this security issue.”

    Idris hailed the CAS for making NAF air assets available for the operation and also availing the NPF and DSS of the capabilities of the GIDC and SAOC.

  • Air Force kills Boko Haram leaders, others

    THE Air Force yesterday launched air strikes on the hideouts of Boko Haram terrorists at the fringes of Lake Chad in Borno State.

    Its spokesman, Air Commodore Ibikunle Daramola, said in a statement that the operations led to killing of high-valued Boko Haram members.

    He added that the operations were carried out after intelligence platform had established the presence of the terrorists in the area.

    Air Commodore Daramola said: “The Air Task Force (ATF) of Operation Lafiya Dole has significantly degraded an Islamic State of West Africa Province (ISWAP) terrorists’ hideout and neutralised some of its leaders and fighters at Magari, on the fringes of Lake Chad in the Northern part of Borno State.

    “This was accomplished in an air interdiction mission conducted yesterday, April 1, 2019, following credible intelligence reports indicating that some senior ISWAP leaders arrived at the settlement on Friday, 30 April 2019, along with some of their fighters.

    “Intelligence Surveillance and Reconnaissance (ISR) missions conducted over the weekend confirmed increased level of human activities in the settlement with a prominent ISWAP flag observed near two compounds in the settlement, indicating the presence of high level leaders of the sect.

    “Accordingly, two Nigerian Air Force (NAF) Alpha Jet aircraft, supported by an ISR platform, were dispatched to attack the identified compounds within the settlement.

    “Overhead the target area, some terrorists were observed in the vicinity of the compounds. The bombs from the two Alpha Jets recorded direct hits on the target compounds, resulting in destruction of several structures, which were seen engulfed in flames. Several of the terrorists were also neutralised in the process.

    “The NAF, operating in concert with surface forces, will sustain its operations against the terrorists in the Northeast.”

  • NAF chief calls for alternative sources of funds for armed forces

    The Chief of Air Staff, Air Marshal Sadique Abubakar, has called for alternative sources of funding to enable the armed forces meet training and operational needs.

    Abubakar made the call in Abuja on Monday while speaking to newsmen after budget defence session with the House of Representatives committee on Air Force.

    He said that it was necessary to look beyond the budget by seeking fund through alternative sources.

    “We appreciate the support of the national assembly, but there is need to look beyond the annual budget, the Air Force is a very expensive institution that requires a lot of resources to function.

    “We are working to ensure that we get what is required in terms of platforms, capabilities and manpower so that we can make Nigeria a more secured country,” he said.

    He said it was not possible for any institution to receive what was exactly proposed in the budget, saying, “this is the reason we call for alternative sources of funding”

    “I have said that the air force is expensive to maintain, so we cannot depend on the budget alone, ” he said.

    He commended the federal government for the support given to the armed forces, saying that such had aided them to go into power protection of the air access.

    “So this is the reason we have the special forces training that’s going on, very soon, we will have sufficient capacity to be able to support other sister agencies in conducting of limited ground operations,” he said.

    Abubakar said that alternative funding for the air force could be generated through Public Private Partnership (PPP) arrangements.

    He said that percentage interests from financial institutions and levies on certain charges on mobile phone users are possible avenues to generate funds.

    “You have to be safe first before you can think of enjoying your mobile phone, so whatever a subscriber gives to the mobile phone company can have certain percentage deducted to fund the armed forces.

    “These resources can be pushed to equipment manufacturers and we just get the aircraft, that all we are interested in,” he said.

    Speaking on the use drone technologies to minimize the cost of flying fighter jets, he reiterated the expensive nature of keeping Unmanned Aerial Vehicles (UAVs) in the air.

    “They are very expensive, we say they are unmanned, the only difference is that you don’t have anybody inside flying.

    “But you have about 15 people on ground managing just one UAV,  they are very expensive, but we will get there,” he said.

    He said the air force was building capacity of its officers to conduct research and development, because it could not continue to depend on others. (NAN)

  • Air Force probes flogging of bandits by personnel

    The Nigerian Air Force(NAF)  has launched an investigation into a video currently in circulation where its personnel were seen flogging bandits in Zamfara State.

    The NAF not only condemned the behaviour of the military personnel,  but confirmed that some of  its personnel were part of the joint operations  going on in Zamfara State to flush out bandits.

    A statement by the spokesman of the Air Force, Air Commodore Ibikunle Daramola, said a Board of Inquiry had been instituted on the matter, promising that those culpable would not go unpunished.

    Air Commodore Daramola said: “The attention of the Nigerian Air Force (NAF) has been drawn to a video and some pictures circulating on some social media and online platforms showing some military personnel flogging suspected armed bandits at Shinkafi Local Government Area in Zamfara State.

    “The NAF has discovered that some of its personnel were part of the joint team stationed at the Galadi Sub-Sector at the time.

    “The joint team had, sequel to intelligence reports, intercepted a group of suspected armed bandits, including some fighters from across the border, at their Sububu Forest hideout whilst they were on the verge of executing an attack against innocent civilians in Shinkafi. In the process, the team recovered one AK-47 rifle along with 3 loaded magazines and 3 dane guns from the bandits.

    “ In an effort to obtain further information on the criminals’ plans and the location of their armoury, the troops employed unauthorised, crude corporal methods.

    “The NAF wishes to state unequivocally that the troops’ actions of flogging and physically assaulting the disarmed suspects were totally unacceptable and not in consonance with the Standing Operating Procedures (SOPs) guiding the conduct of the operation.

    “Our personnel have always been directed to respect the rights of innocent civilians as well as captured combatants, no matter the provocation.

    “The public is to please note that the NAF has zero tolerance for such human rights violations and has since initiated appropriate action to address the anomaly.

    “In this regard, a Board of Inquiry (BOI) has been set up by the Headquarters Special Operations Command (HQ SOC) to determine the remote and immediate causes of the incident with a view to ensuring that appropriate disciplinary action is taken against all NAF personnel found culpable. The public will be kept informed on the outcome of the investigations.

    “ The NAF, as an organisation, wishes to state that it remains a professional fighting force that will continue to operate within the ambits of all relevant laws and procedures, as well as in line with international best practices, whilst remaining fully accountable to the Nigerian people. “

    THE Nigerian Air Force said yesterday that it has launched successful air strikes on Boko Haram terrorists at the fringes of Lake Chad, destroying their structures in the process.

    Its spokesman, Air Commodore Ibikunle Daramola, said in a statement that the attacks were carried out after intelligence reports indicated their presence in the area.

    Air Commodore Daramola said: “The Air Task Force (ATF) of Operation LAFIYA DOLE has destroyed Islamic State of West Africa Province (ISWAP) terrorists’ vehicle and some logistics infrastructure at Tumbun Sale and Tumbun  Allura on the fringes of Lake Chad in Borno State.

    “The operation was conducted on March 8, 2019 on the heels of intelligence reports indicating the presence of ISWAP fighters along with some vehicles and logistics support items well-camouflaged under the dense vegetation within the settlements.

    “Accordingly, a Nigerian Air Force (NAF) Alpha Jet, supported by an Intelligence Surveillance and Reconnaissance (ISR) platform, was dispatched to attack the terrorists’ hideouts in successive strikes resulting in damage to several structures as well as the destruction of one of the terrorists’ vehicles, which was seen engulfed in flames.

    “The NAF, operating in concert with surface forces, will sustain its efforts to completely destroy all remnants of the terrorists in the Northeast.”
