    UBEC, firm sign MoU to give 47m laptops, tablets to students, teachers

    The Universal Basic Education Commission (UBEC) has signed a Memorandum of Understanding (MoU) with Digital Learning Network (DLN), a United States corporation, to implement a comprehensive National Digital Education Transformation Project to increase access and improve the quality of education.

    The MoU signed at UBEC headquarters on Monday in Abuja is to ensure distribution of 47 million laptops and tablets to students and teachers across the basic education sector – pre-primary, primary, and junior secondary schools- with equitable access to world-class digital learning tools, infrastructure, and training.

    DLN, working with Deloitte Financial Advisory, United Bank of Africa (UBA) Plc, Zenith Bank, and the National Credit Guarantee Company, will fully fund this transformation through private investments from development finance institutions that support its global technology partners and institutional investors.

    Executive Secretary of UBEC, Aisha Garba, highlighted the importance of the project, saying the initiative would transform learning in pre-primary, primary, and junior secondary schools, especially in remote and underserved communities.

    She noted that the project represents one of the most significant educational technology initiatives globally.

    The core components, as detailed in the MoU, include: device deployment involving the distribution of 47 million DLN-branded laptops and tablets pre-loaded with digital textbooks and interactive learning materials fully aligned with the Nigerian curriculum set by the Nigerian Educational Research and Development Council (NERDC).

    There would also be the deployment of a robust hybrid internet infrastructure combining 5G, local telecom partnerships, and SpaceX’s Starlink satellite technology to guarantee minimum broadband speeds of 50 Mbps for schools, even in the most remote and rural communities.

    The UBEC boss disclosed that there would also be a nationwide digital pedagogy programme for educators, administrators, and support staff in collaboration with the National Teachers’ Institute to ensure alignment with national standards.

    According to her, the project involves the deployment of an Advanced Learning Platform that would see to the implementation of an AI-powered Learning Management System (LMS) for real-time student performance tracking, automated grading, and enhanced parent-teacher communication.

    “This partnership is a testament to our commitment to fulfilling our mandate under the UBEC Act.

    “By leveraging DLN’s technology and financing model, we can bridge the digital divide and ensure every Nigerian child has access to quality basic education, in line with the Renewed HOPE agenda, National Policy on Education and Sustainable Development Goal 4. This is a transformative leap for our education system,” she stated.

    Garba added, “This partnership will provide about forty-seven million students and their teachers with devices bundled with digital learning content and internet connectivity.

    “It’s a transformative leap to our education system in Nigeria. In addition to the 47 million devices, laptops, there will also be a provision of connectivity, internet connectivity, working with all the relevant partners, ensuring that there is infrastructure as well as the minimum standards across all the schools that will benefit from this particular project.

    “There will be teacher training in collaboration with the National Teachers Institute to ensure that it aligns with our national standards.”

    She added that the project would also include teacher training, internet access, and the establishment of regional hubs for assembling and distributing the devices.

    “The hubs will create jobs, build local expertise, and boost the economy,” she said.

    DLN President and CEO, Thomas Larmena, described the rollout as the largest digital education project in Africa.

    He said, “This is a unique opportunity to digitally transform Nigeria’s education sector at no cost to federal or state governments, while keeping costs low for parents and students. We have secured strong global partners, including Huawei and Samsung, and we are ready to roll out nationwide.”

    He revealed that the project had already begun in Akwa Ibom State, with more states set to join through commitments from the Nigerian Governors’ Forum.

    “This is a unique opportunity, and for us, with this project, it becomes the largest digital transformation education project across Africa.

    “So we are very proud and very happy to be here, and we want to give a lot of thanks to the executive director and her team for working with us in getting the project to this stage,” he said.

    A critical pillar of the collaboration is the establishment of state-of-the-art regional laptop assembly facilities within Nigeria.

    These facilities, to be located in special economic zones, will have an initial production capacity of one million devices annually, scalable to two million.

    The Executive Secretary of the Universal Basic Education Commission (UBEC), Aisha Garba, has reaffirmed the commission’s commitment to bridging the gap between planning and performance in Nigeria’s basic education sector towards ensuring access to quality education for everyone.

    Speaking in Lagos on Monday at the 27th Quarterly Meeting of UBEC Management with Executive Chairmen of State Universal Basic Education Boards (SUBEBs),  Garba highlighted the significant strides made in reforming and repositioning the sector, noting that progress recorded so far is only a first step towards achieving greater impact.

    She emphasised that while these reforms represent significant progress, they must be consolidated through stronger accountability and performance management systems.

    “Our sector is not lacking in sound policies and robust plans for basic education. The real challenge is translating these plans into tangible outcomes. Too often, we see a disconnect between planning and performance, largely due to poor coordination, weak institutional capacity, inconsistencies in financial management, and limited mechanisms to track progress and adjust programmes,” she said.

    On key achievements so far, she said: “Revision of the UBEC Matching grant formula to improve data-driven resource allocation, equity, and accountability.

    “Improving states’ access to financing for basic education through the UBEC matching grants; 27 out of the 36+1 states have accessed part of the N121 billion un-accessed matching grants backlogs from 2024, representing a 65% increase in access to finance.

    “Revamp of the two-decade-old Basic Education Action Plan (BEAP) template and process to promote needs-based planning and accelerate implementation.

    “Expansion of school infrastructure nationwide, with 4,900 classrooms constructed, 3,000 renovated, and 354,000 units of furniture supplied, directly benefiting over 2.3 million learners in 2025 alone.

    “Launch of Nigeria’s largest teacher development programme with a N 22 billion investment in teacher capacity building to enhance teaching and learning outcomes.

    “If we are to move from aspirations to impact, UBEC cannot do this work alone. Only through state-level collaboration, commitment, and consistency can we ensure that every Nigerian child not only has access to education but also receives the quality learning they deserve,” she added.

     Dean of SUBEB Chairmen, Prof. Shehu Raheem Adaramaja, emphasised the importance of evidence-based planning, digital tools, and data-driven decision-making in strengthening basic education delivery. He urged SUBEBs and UBEC to conduct regular assessments to track learners’ progress and ensure that schools are adequately equipped with classrooms, libraries, technology, and learning materials.

    Ministry slams smear campaign against UBEC chief

    Federal Ministry of Education has condemned “sponsored smear campaign” on Executive Secretary of Universal Basic Education Commission, Aisha Garba.

    In a statement, Minister of Education, Dr Maruf Alausa, said the ministry’s attention has been drawn to “libellous” media reports by an unknown group operating under Education Rights Activists Coalition.

    The group accused Garba of administrative misconduct and disregard for rule of law—claims the ministry dismissed as “baseless, misleading, and malicious.”

    Alausa described the attacks as an attempt by “disgruntled individuals” to derail the reform in basic education under Garba’s leadership.

    “Aisha Garba is a recognised education expert with over 24 years of experience, including 15 years at World Bank. She brought integrity, competence, and global best practice to UBEC,” he said.

    It said Garba’s tenure has seen progress in access, equity, and quality of basic education. UBEC has built nearly 5,000 classrooms, renovated over 3,000, and established nationwide Early Childhood Care and Development centres.

    More than five million textbooks and over 350,000 units of school furniture have also been distributed.

    In teacher training, over 147,000 educators have been trained in modern teaching, and nearly 978,800 have benefited from Teacher Professional Development initiative.

    A major curriculum overhaul to embed digital literacy and entrepreneurship is underway in partnership with Nigerian Educational Research and Development Council (NERDC).

    The ministry noted that her reforms have improved utilisation of Basic Education Action Plan (BEAP) and Matching Grant Formula, with N78.6 billion accessed by 28 states and FCT in 2024 alone.

    Institutional partnerships have been strengthened with development partners – World Bank, UNICEF, KOICA, Islamic Development Bank, and UK’s Foreign, Commonwealth and Development Office.

    Over 15,000 community projects have been implemented through School-Based Management Committee–School Improvement Programme.

    Education Ministry has reaffirmed that no infractions or breaches have been recorded under Garba’s leadership, and urged the public to disregard the “orchestrated falsehoods.”

    Dr. Alausa noted that it was disheartening that some subversive forces, threatened by Garba’s leadership, have resorted to sponsoring a smear campaign to derail gains of the Renewed Hope Agenda in the education sector.

    “Their efforts are futile. The ministry condemns this and urges the public to disregard these fabrications.

    “We stand with Aisha Garba as she continues her work to deliver quality, safe, and inclusive basic education to children,” Dr Alausa said.

    President Bola Tinubu has ben lauded for appointing Aisha Garba as executive secretary of UBEC, as her reforms gain traction nationwide.

    In a joint statement, the Education and Tech Coalition of Activists and Social Entrepreneurs applauded Tinubu’s decision to bring Garba from the World Bank, saying it demonstrated the administration’s commitment to education reform.

    “UBEC under the leadership of Aisha Garba has implemented reforms that have directly impacted basic education across the country. Out-of-school children are getting back in classrooms… Her leadership has improved the quality of education through upgraded learning tools and teaching,” the coalition stated.

    Also, JJ Omojuwa, founder of Alpha Reach, took to X to highlight Garba’s efforts in dismantling bureaucratic bottlenecks. “For two decades, an ordinary document created a stumbling block for states to access matching grants. Aisha changed that!”

    Omojuwa added that her reforms led to over 60% fund utilisation, the distribution of 6 million books, and improved access for about 3 million children. “States now feel more like partners in education development with the FG, all thanks to reforms led by Aisha Garba,” he said.

    He also noted her extensive experience managing a $3 billion portfolio at the World Bank, spanning Nigeria, Kenya, Somalia, Ghana, and more.

    Social media users echoed the praise. Mazi NnaEmeka wrote, “She didn’t come in to play politics, she came in to work, and she’s already breaking 20-year barriers.” Another user, HighChiefOkoro, posted, “No noise, just results. @AishaMGarba is proving that with the right competence and vision, even the most rigid systems can be reformed.”

    Minister of Education, Dr Tunji Alausa, has dismissed reports accusing Executive Secretary of the Universal Basic Education Commission, Aisha Garba, of administrative misconduct and disregard for the rule of law.

    Alausa, in a statement he signed on Tuesday in Abuja, said the claims are “completely untrue, misleading, and orchestrated by disgruntled individuals resisting the reform agenda currently transforming the basic education sector under her leadership.”

    The statement reads: “My attention has been drawn to recent sponsored media reports and libellous statements circulated by a self-styled and unknown group, parading under the name ‘Education Rights Activists Coalition (ERAC).’

    These reports contain baseless and malicious allegations against the Executive Secretary of the Universal Basic Education Commission (UBEC), Aisha Garba, accusing her of administrative misconduct and disregard for the rule of law. These claims are completely untrue, misleading, and orchestrated by disgruntled individuals resisting the reform agenda currently transforming the basic education sector under her leadership.

    “Ordinarily, the Ministry would have chosen to ignore such fabrications, but in this era of widespread misinformation, it is dangerous to allow falsehoods to take root in the public space. Aisha Garba is an internationally recognised education expert with over 24 years of experience—including 15 years at the World Bank—who has brought integrity, competence, and global best practices to UBEC. Her leadership aligns perfectly with the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR, and has been pivotal in repositioning UBEC as a high-impact, transparent, and reform-focused institution.

    “Under her leadership, UBEC has made significant strides in access, equity, quality, and systemic reform. The Commission has constructed 4,951 new classrooms, renovated 3,070 others, and established Early Childhood Care Development and Education (ECCDE) centres nationwide. It has also supplied 353,625 units of school furniture and distributed over 5 million textbooks.

    To boost teacher capacity, more than 147,600 educators have been trained in modern, inclusive pedagogical methods. Furthermore, UBEC launched Nigeria’s largest-ever Teacher Professional Development initiative, reaching nearly 978,800 teachers. In partnership with the Nigerian Educational Research and Development Council (NERDC), a major curriculum overhaul was initiated to embed digital literacy, entrepreneurship, and critical thinking into basic education.

    “In addition, Garba introduced major reforms in the utilisation of the Basic Education Action Plan (BEAP) and the Matching Grant Formula to improve accountability and results-based planning. These reforms have led to increased access to UBE funds, with 28 states and the FCT drawing ₦78.6 billion out of the ₦120 billion allocated for 2024. Her administration has also strengthened institutional partnerships with key development partners, including the World Bank, UNICEF, KOICA, the Islamic Development Bank (IsDB), and the FCDO. Over 15,000 community-driven projects have been implemented through the School-Based Management Committee–School Improvement Programme (SBMC–SIP). She continues to build strong governance frameworks and internal fiduciary controls to ensure transparency, with no breaches or infractions recorded to date.

    “It is therefore disheartening that some subversive forces, threatened by Aisha Garba’s bold and transparent leadership, have resorted to sponsoring a smear campaign in an attempt to derail the gains of the Renewed Hope Agenda in the education sector. Their efforts are futile and will not succeed. The Ministry strongly condemns this orchestrated attack and urges the public to disregard these fabrications in their entirety.

    “On behalf of the Federal Ministry of Education, I reaffirm our full confidence in Aisha Garba and her continued leadership at UBEC. We stand firmly with her as she sustains her transformational efforts to deliver quality, safe, and inclusive basic education to Nigerian children and reposition our education system for global competitiveness.”

    A non-governmental organisation focused on reducing the number of out-of-school children, IA-Foundation, has described the appointment of Ms Aisha Garba as the new Executive Secretary of the Universal Basic Education Commission (UBEC) as a renewed hope for tackling Nigeria’s education challenges.

    In a statement issued on Friday, the founder of IA-Foundation, Mrs. Ibironke Adeagbo, praised Garba’s visionary leadership, integrity, and experience, saying her appointment signals a new chapter for basic education in Nigeria.

    Adeagbo commended the federal government for choosing a leader with a strong commitment to inclusive and quality education, describing Garba as “a round peg in a round hole.”

    She also expressed the foundation’s readiness to collaborate with UBEC in expanding access to education and reducing the number of out-of-school children across the country.
