  • Understanding the need for Cleaner Lagos Initiative

Understanding the need for Cleaner Lagos Initiative

Having keenly followed comments that greeted the introduction of the new waste management policy of the Lagos State Government encapsulated in the Cleaner Lagos Initiative ( CLI ) and the resurgence of waste on major roads and streets, the question agitating the minds of the people is why the need for the new policy when the previous arrangement appeared to be “working.” Those who genuinely asked the question do so because there was no clear understanding of where the State was coming from as far as waste collection and administration is concerned, and where we should really be to engender a truly clean, hygienic and sustainable environment.

Before the administration of Governor Akinwunmi Ambode decided to implement the new waste management policy, a study was commissioned to comprehensively look into the issue of the environment. The report showed that the Lagos State Waste Management Authority ( LAWMA ) had about 150 rickety compactors and the Private Sector Participation ( PSP ) operators had some compactors many of which were constantly breaking down on the roads causing traffic gridlock and oozing out offensive stench to residents. All the compactors then put together were benchmarked against the volume of waste generated in the State and the report clearly showed that they were grossly inadequate and effective to evacuate about 13,000 tonnes of waste generated daily in the State.

Because the compactors were inadequate, people end up dumping waste in drains, canals and at the end of the day, government spend more public expenditure to clear the drains, spend more money to give free drugs in the hospitals to children, and so on.

Perhaps, the most important aspect of the report was that it revealed the obvious fact which the State had been grappling with and that is the fact that the Olusosun and Igando dump sites were time bomb waiting to explode. Under the previous arrangement, wastes were collected from across the State and dumped at Olusosun and Igando and other dump sites in the State and over the years, the heaps of refuse were mounting on the sites. So, for instance, the first thing you see when coming into Lagos from the major gateway of Lagos-Ibadan Expressway is the heap of refuse at Olusosun in a mega city that wants to be globally competitive and moving towards becoming a smart city. Such arrangement, to answer the agitation of the people, cannot be said to be working. It was just a question of shifting the evil day which will definitely come if not reviewed.

So, in order to avert the looming disaster, the Ambode administration, after a comprehensive analysis of the report with a team of experts with impeccable and extensive background on environmental management, decided to implement a major paradigm shift once and for all, and join the league of advanced countries with world class holistic environmental management system which eventually brought about the Cleaner Lagos Initiative (CLI).

Under the new arrangement, the existing dump sites, which apart from being an eyesore and constitute health risk to the State, would be closed down and clinically treated to free up the land space for other befitting and impactful projects. At the moment, work is at advanced stage on the construction of Engineered Sanitary Landfill in the outskirt of Epe, and the project, which is the first in West Africa, will birth a revolutionary waste management in the State in line with global best practices. The are concessions for additional two of such landfills to be built in the State under the Build, Operate and Transfer (BOT) arrangement.

Credits must also be given to the previous administrations in the State for coming up with the idea of Transfer Loading Stations (TLS)/Material Recovery facilities, but like the mantra of the present administration which is continuity with improvement, the existing of such stations in Agege, Simpson, Oshodi and Mushin are being retrofitted and upgraded to meet up with current realities, while work has already been completed at Tapa Transfer Loading Station and Ogudu Waste Depot by the environmental utility group contracted by the State Government to implement the CLI, Visionscape Sanitation Solutions.

With the previous arrangement, adequate provision was only made for waste collection, without arrangement for other critical infrastructures in the value-chain of waste management such as waste depots, transfer loading stations, material recovery facilities and engineered sanitary landfills, and with the new arrangement, all of which are now being put in place as part of the mandate to provide integrated waste management solutions for the treatment of municipal solid waste and wastewater under the CLI.

For instance, the TLS performs the fundamental role of driving efficiency into waste collection and transportation services and serves as the middleman in the supply-chain between waste collection vehicles and the final disposal facilities. The TLS will feature a central tipping bay, a waste reception bay, administrative buildings and waste processing, while other facilities including the waste depots and engineered sanitary landfills will provide world class sanitation structure that includes mechanized sweeping, sorting and recycling, innovative waste bins, regular waste collection and more.

As part of the deal, about 600 brand new compactors are being provided and deployed for waste collection, while the number of street sweepers have been increased from about 7,000 to 27,500 now to be known as Community Sanitation Workers (CSW) and are to be well-kitted for deployment to all the wards in the State with good remuneration packages including insurance benefits. About 1million electronically tracked bins are also to be deployed across the State, while mechanized sweeping trucks are now to clean the major highways with CSW cleaning the streets.

Before taking the decision to bring in the environmental consortium being led by Visionscape, the State Government reviewed and consolidated all the laws relating to the environment to allow for private sector investment because all the transformation being implemented as highlighted above could not have been done by government alone as it was impossible for government to concentrate all the resources in one sector to the detriment of others.

Another option opened to government was to increase the tax being paid by residents to implement the reforms in waste management but that would have been insensitive considering the fact that there were enough challenges for people to contend with, hence the need to invite the private sector to invest massively as we have seen in the last couple of months.

Again, in another demonstrable evidence of thinking out of the box, the State Government devised the strategy to incorporate those who hitherto had been managing waste in the State better known as PSP operators in the new arrangement, with opportunities to grow their businesses by making same bankable. While the PSP operators were asked to collect the large volume of commercial waste generated in the State, Visionscape, on the other hand, is to collect and manage residential waste. Depending on the types of waste generated across the State, the refuse will then go through either the TLS, waste depots, material recovery facilities and then eventually the landfills where those to be recycled or used for other beneficial purposes like power generation will be so used.

Another unique and people-centered aspect of the CLI is that Visionscape will only be paid based on the tonnage of waste generated, and so it is in their interest to generate more.

Still under the new arrangement, LAWMA has been repositioned to perform supervisory role in the sector, while the former Kick Against Indiscipline (KAI) brigade has been rebranded and transformed to a more civil Lagos State Environmental Sanitation Corps (LAGESC) and the agency will ensure that the environment is kept clean at all times in line with the mandate of the CLI. Before now, there were genuine complaints from members of the public on the activities of KAI brigade, especially harassment of people. But LAGESC corps have been trained to be civil in their modus operandi. Specifically, the sanitation corps will police the highways to ensure that people do not dump refuse indiscriminately on roads and also clear the pathways and bridges and dislodge people selling on the road.

For residents to pay for evacuation of refuse, the government has introduced an annual Public Utility Levy (PUL) which will be minimal and reasonable. The PUL is a property-based charge applicable to all properties within the State. It will replace all the previous waste management levies, while a unit has been created in the Ministry of the Environment known as the Public Utilities Monitoring and Assurance Unit (PUMAU) to coordinate the generation of PUL bill.

The PUL will be a major contribution to the ongoing efforts by the State Government to address severe challenges that are unique to the State because of the rising urbanization. The money will be held in the Environmental Trust Fund and managed by a Board of trustees to be regulated by the Securities and Exchange Commission (SEC). Already, an Executive Secretary has been appointed for the Fund.

The trustees are under strict obligations to the people of Lagos and will be accountable to the people for every naira spent in line with the overall agenda for a cleaner Lagos.

At this stage, the compliance and cooperation of all residents is key as the initial challenges with the transition period will soon be over. All hands are already on deck to evacuate waste from the streets and roads pending the eventual full launch of the new initiative. The good news here is that the initiative is on course and at the last count, Visionscape has just taken delivery of another 100 trucks consisting of a series of waste trucks from various rear-end loaders to operational vehicles, which have been deployed to the nooks and crannies of the State for evacuation of refuse. More are still coming and it can only get better in the quest to revolutionize waste management to bring about clean, hygienic and functional environment in the State.

VC’s 2 years: LASU has been transformed, staff, students say

Members of staff and students of the Lagos State University ( LASU ) said on Thursday that the institution had experienced positive changes in the first two years of the Vice-Chancellor, Prof. Olanrewaju Fagbohun, in office.

Gov. Akinwunmi Ambode of Lagos State appointed Fagbohun as eighth substantive Vice-Chancellor of LASU on January 6, 2016 and inaugurated him on January 11, 2016.

Fagbohun, a professor of Environmental Law, was appointed following Ambode’s approval of five-year single-term tenure for all helmsmen of the state-owned tertiary institutions.

Fagbohun’s appointment also followed the expiration of the tenure of Prof. John Oladapo Obafunwa, the seventh substantive Vice-Chancellor of the institution on October 31, 2015, after which Prof. Fidelis Njokanma, Deputy Vice-Chancellor (Academics) held office as Acting Vice-Chancellor.

Mr Saheed Oseni, Chairman, Senior Staff Association of Nigerian Universities (SSANU), LASU Chapter, told NAN that several segments of the institution had to a large extent, experienced transformation within the last two years.

Oseni said although there were ups and downs which were humanly inevitable, the incumbent vice-chancellor’s administration was quite commendable .

He, however, urged Fagbohun not to rest on his oars, but to initiate policies that would bring more smiles to the workers’ faces because the end justifies the means .

“To a large extent, things have been transformed in LASU within the last two years; but the vice-chancellor must endeavour to do more because it is not the beginning that matters, but the end.

“He must also ensure that all pending contentious issues are resolved amicably, while the rule of law must be upheld to the letter while making sure that no party within the system is unjustly treated, ” he said.

Mr Samuel Olalere, President of LASU Students Union (LASUSU) said the university was not what it used to be, because it had seen a lot of progress.

Olalere said the students community was pleased with the current administration and its system because the atmosphere in the campus had been relatively serene.

“This is my fourth year in LASU and I would not have been involved in students unionism if it was the LASU of then.

“But because things have really changed under Prof. Fagbohun, and we are enjoying peace, that is why I am now a student union leader,” he said.

Olalere, however, urged Fagbohun to continue to maintain the peace enjoyed within the university community and to ensure that the LASU brand was incomparable globally.

Mr Adekoya Martins, the University Spokesman, said that LASU had witnessed tremendous improvement in all facets within the last two years, compared to its 35 years of existence.

Martins said that Fagbohun’s achievements so far hinged on the Lagos State Government’s support and funding, to ensure that all roads in the institution are in good shape and to ensure the community was well lit.

“Other infrastructure being put in place, aside beautifying the entire university environment, include installation of a new generator at the Faculty of Arts, renovation of some classrooms and the university’s Iba road entrance,” he said.

According to him, the restoration of peace in the university has ensured uninterrupted academic calendar within the period.

“Staff, within the two years administration, got their outstanding and due promotion; and no staff duly qualified was denied promotion, while the end of the year package was improved upon,” he said.

Martins said the Open and Distance Learning and Research Institute (ODLRI) established to replace the LASU External system which was recently phased out was recently approved by National Universities Commission.

Gani Adams lauds Ambode’s role in S/West integration

The Aare Ona Kakanfo Designate, Otunba Gani Adams on Tuesday paid a courtesy visit to the Lagos State Governor, Mr. Akinwunmi Ambode at the Lagos House in Alausa Ikeja, where he commended his role in the political and economic integration of the South West Region.

Adams, who said he was in Lagos to pay homage as well as invite the Governor to his installation scheduled for January 13, alluded to the fact that Governor Ambode since assumption of office has taken the growth of the South West region to heart.

“I want to thank you for your role in the South West integration. I believe that Lagos is south West even though it’s the commercial nerve centre of Nigeria, in your own tenure, I have realised that you are more interested in the integration of the South West and we are Yorubas no matter where we come from, thank you so much for that”, Adams said.

Lagos State Governor, Mr. Akinwunmi Ambode (right), with the Aare Ona Kakanfo-designate of Yorubaland, Chief Gani Adams, during the courtesy visit to the Governor at the Lagos House, Ikeja

The Aare Ona Kakanfo Designate also lauded Governor Ambode, noting that it was in his tenure that Lagos joined the Oodua Investment Group, an initiative tailored towards expanding the economic integration of the South West Region.

“I have realised that in your own tenure, you clearly came out to support Oòduà Investment. So, its important for any Governor of Lagos State to support the Group, because about 50 to 60 percent of Oòduà investment is in Lagos and as the number one citizen and Chief Security Officer, its a good direction and God will bless you for that “.

Commending the developmental strides in Lagos, Adams said the Governor in the last two and half years had succeeded in giving the State a major facelift, adding that appreciable level of progress has been recorded across the State.

“I am so particular about the Light up Lagos. If I am driving from the Island anytime from 8pm, I always ask my Chief of Staff or driver if we are in Europe or we are still in Nigeria or the same Lagos that we are living before?

“I think that anyone that gives light, gives life, by giving light to Lagos State, you are giving life to Lagos State and the more you keep on lighting up Lagos, God will continue to develop Lagos State,” he said.

He said his visit to Lagos House was also to establish a relationship with the State Government going forward.

“Chief Obafemi Awolowo said that there is no permanent enemy or permanent friend in politics. No matter anything that has happened I want to build a relationship with you, personally, with the Lagos State Government and with the people of Lagos,” the Aare Ona Kakanfo Designate said.

Responding, Governor Ambode said Lagos over the years has remained the heartbeat of the future of the Yoruba race, assuring that no stone would be left unturned to engender South West integration as well as preserve its rich heritage and culture.

He said his administration remains firmly committed to the economic and political integration of the South West and would continue to support initiatives towards its success.

“We believe so much in the Yoruba race, we believe so much that Lagos remains the bull work of the future of the Yoruba race and we would not let the Yoruba race down. Yes, we believe so much in Nigeria but we know where we are from and we know that everything that binds us together as one we would continue to support,” he said.

Congratulating the Aare Ona Kakanfo Designate, Governor Ambode said the title was one of the most significant in the Yoruba culture, noting that the emergence of Otunba Gani Adams clearly shows that the economic integration and political cohesion of the South West region was on course.

“This visit is not ordinary, it’s significant for us. It also shows that we are embodiment of the Yoruba heritage. We support fully, the ascension of the title, Aare Ona Kakanfo in the person of Otunba Gani Adams. What the State Government is trying to do this morning is to say that the Yoruba culture and the Yoruba heritage must not be left in tatters and just as he has said, this title is one of the most significant titles that actually bind the Yoruba culture together.

“So for us, for Otunba Gani Adams to have been so chosen divinely as the next Aare Ona Kakanfo, it shows that what we have been speaking about the economic integration and the political cohesion of the Yoruba race is in good hands,” the Governor said.

While thanking the Alaafin of Oyo, Oba Lamidi Adeyemi for choosing Adams as the 15th Aare Ona Kakanfo of Yorubaland, Governor Ambode said the title comes with some deference, authority and responsibility, assuring Otunba Adams that the State Government would offer support to make his tenure a success.

“We as a government, beyond the fact that we would support you, we would also put you in prayers that whatever the responsibility is, God in his infinite mercies will support you; you would be the most successful Aare Ona Kakanfo that the Yoruba race has ever had. Because we are involved, we would make sure that everything that has to do with the Yoruba heritage, everything that has to do with the Yoruba culture, we would protect with all our heart,” the Governor said.

Gov. Akinwunmi Ambode of Lagos State on Wednesday in Lagos inaugurated a 12-member board of the state’s Consumer Protection Agency charging them to hit the ground running and end sharp practices among retailers, wholesalers and manufacturers.

Ambode said the establishment of the agency became imperative in view of the fact that the state, with its huge population, provides the largest commercial market in Africa with the highest reported cases of daily infractions on consumers’ rights.

“I resolve to ensure that consumers get value for money spent on goods and services.

“The agency is therefore meant to complement our reform on the ease of doing business, especially as it affects the development of the industrial, commercial and consumer satisfaction value chain,” he said.

Ambode said that his administration had taken another giant stride toward guaranteeing the welfare of residents on a sustainable basis with the inauguration of the board.

“It is a strong demonstration of our commitment to the protection of the rights of consumers and the promotion of consumers’ satisfaction in the state,” he said.

The governor said that the agency would be an effective service centre for the protection of the interest of consumers, settlement of consumer disputes and for other connected purposes as enshrined in the state’s consumer law.

Many Lagosians now pay taxes voluntarily — Ambode

Gov. Akinwunmi Ambode of Lagos State says more residents of the state are now voluntarily paying their taxes and levies to the government, with a positive effect on state revenues.

Ambode told media executives in Lagos on Thursday that this was partly because the state government was spending money to create tax awareness.

Aside this, he said that people in the state were also seeing their taxes working for them.

“Many of them now walk to the Tax Offices on their own, to voluntarily pay their taxes because they have been able to see for themselves what we have been able to do with revenues generated from taxes and levies,’’ the governor said.

He said that Lagos State had survived mainly on internally-generated revenue ( IGR ).

“It represents two-thirds of our total revenue.

“We are trying to make the people of Lagos State to become aware that if they pay more taxes, the state government would be able to do much more for them,’’ Ambode said.
