    Akwa Ibom to host tech innovation, digital economy week to boost jobs, investment

    The Akwa Ibom State Government has finalised plans to host a Technology Innovations and Digital Economy Week aimed at creating jobs and increasing Nigeria’s GDP.

    The event, scheduled for November 3–8 in Uyo, will attract no fewer than 10,000 participants, including tech leaders, investors, innovators, students, and policymakers.

    Organised by Ibom Innovation Network LTD/GTE and AKTW2025, the Tech Week, themed “Catalysing Digital Transformation for Innovation, Investment and Impact”, will feature exhibitions, venture showcases, pitch competitions, career fairs, and sessions on AI, Web3, venture funding, and policy.

    According to Planning Committee Chairman, Mr. Enoabasi Emah, the programme is designed to position Akwa Ibom as Africa’s next tech hub, offering opportunities for startups to connect with angel investors, venture capitalists, and development partners.

    Hanson Johnson, President of Ibom Innovation Network, said the event would showcase the brilliance of the local tech ecosystem and serve as a platform for investors to engage with innovators shaping the state’s digital economy.

     “This year’s edition will not only showcase the brilliance of our local tech ecosystem but is an opportunity for investors and development partners to engage directly with innovators shaping the ecosystem,” he added.

    Robbery syndicate smashed in Akwa Ibom

    The Akwa Ibom Police Command has smashed a cultist and robbery syndicate, and recovered several stolen items.

    The cultist and robbery suspect, who had been terrorising Ikot Ekpene Local Government Area, in cell.

    Spokesperson of the Command, Timfon John, in a statement, said about 7 pm on August 14, this year, operatives of the Command arrested the suspect.

    “Acting on credible intelligence, operatives of the Command apprehended the suspect, one Inima Sunday Akpan, a male from Abak Itiat Ikwuk Village in Ini Local Government Area, who had been hiding at Ibiaku Village near Uyo City Polytechnic.

    “Akpan has a history of involvement in armed robbery cases, including recent incidents in Ikot Otor, Ikot Uboh, and Ikot Osurua, where a lawyer (name withheld) was shot and several others were injured. Other members of his gang have already been apprehended,”he added.

    She said a new motorcycle, one 32-inch Itec television, one LG home theater/sound system, one amplifier and one foam were recovered from the suspect.

    John stated that Akpan confessed to the crimes during interrogation, adding that the investigation is still ongoing.

    CSO urges Akwa Ibom govt to prioritise transparency in ARISE agenda

    Policy Alert, a civil society organisation, has called on the Akwa Ibom State Government to make fiscal and policy transparency a central pillar of Governor Umo Eno’s ARISE Agenda.

    In a statement issued after the two-year review of the ARISE Agenda, the organisation commended the administration for conducting an independent mid-term evaluation of the blueprint and creating a public platform to share the findings.

    “This is a timely opportunity to reflect on the state’s development trajectory and conduct an honest self-appraisal,” said Policy Alert Executive Director, Tijah Bolton-Akpan. “It signals a shift from ARISE as a socio-political mantra to ARISE as a measurable development framework.”

    While acknowledging the agenda’s potential to transform Akwa Ibom, Policy Alert stressed that its success depends on transparency, participation, and accountability.

    The organisation also expressed concern that the draft ARISE Agenda, which was developed with citizen input during the 2023 Akwa Ibom Dialogue, has yet to be formally published.

    “We actively contributed to the process and celebrated it as an expression of the government’s commitment to participatory governance. However, two years after the draft ARISE Agenda, the outcome document from that process has not been formally published or made accessible to the public. 

    “Without public access to the document, citizens cannot effectively track performance or provide informed feedback. Inviting stakeholders to discuss a document they have not seen reduces participation to mere tokenism,” the organisation stated.

    Policy Alert urged the government to publish the ARISE Agenda on its website and institutionalise its review as an annual activity. 

    The organisation also decried a sharp decline in fiscal openness, pointing to budget implementation reports now reduced to three-page summaries without capital expenditure details, making it difficult to track projects or align spending with ARISE priorities.

    “International investors and development partners need to see credible fiscal data. Without it, the ARISE Agenda will struggle to attract the financing it needs,” Policy Alert warned. 

    While welcoming the State Bureau of Statistics’ data-driven approach, Policy Alert noted that the metrics and methodology used for the evaluation have not been disclosed, falling short of both international quality standards and Nigeria’s National Monitoring and Evaluation Policy. 

    The group called for public involvement in the evaluation process to enable third-party or “shadow” reporting that can highlight gaps and strengthen accountability.

    Policy Alert reaffirmed its commitment to working with the Akwa Ibom State government and other stakeholders to ensure the ARISE Agenda delivers on its promise for inclusive and sustainable development.

    The ARISE acronym stands for Agricultural Revolution, Rural Development, Infrastructural Maintenance and Advancement, Security Management, and Educational Advancement, representing the sectoral focus of the Governor Umo Eno-led state government. 

    The Agenda was launched during a four-day Akwa Ibom Dialogue in 2023 that brought together citizens and experts to make inputs into the administration’s medium-term policy direction.

    Fed Govt inaugurates 100-bed RH mother, child hospital in Akwa Ibom

    The Federal Government has inaugurated a 100-bed Renewed Hope Mother and Child Specialist Hospital in Oko-Ita, Ibiono Ibom Local Government Area of Akwa Ibom State.

    The state-of-the-art facility was initiated, constructed, and fully equipped under the Renewed Hope Agenda of President Bola Ahmed Tinubu through the Office of the Senior Special Assistant to the President on Sustainable Development Goals (OSSAP-SDGs).

    It is designed to provide comprehensive maternal, neonatal, and paediatric healthcare services to residents of the community and adjoining areas.

    A statement yesterday in Abuja by the Special Assistant on Media, Publicity and Strategic Communications to the OSSAP-SDGs, Desmond Utomwen, said Governor Umo Eno, represented by his deputy, Senator Akon Eyakenyi, inaugurated the hospital on Wednesday.

    The governor hailed President Tinubu for strengthening rural healthcare systems.

    “Our President understands that health is wealth. The inauguration of this hospital speaks to the President’s commitment to addressing the healthcare needs of the people, especially those in rural areas, as well as his resolve to implement Sustainable Development Goal-3 on good health and well-being,” Governor Eno said.

    The Senior Special Assistant to the President on SDGs, Princess Adejoke Orelope-Adefulire, described the facility as a symbol of hope and a reaffirmation of President Tinubu’s commitment to inclusive and equitable development.

    “We are not merely unveiling a health facility. We are reaffirming our collective commitment to delivering quality healthcare to the most vulnerable segments of our society — our mothers and children,” she said.

    The presidential adviser emphasised that the project directly aligns with President Tinubu’s Renewed Hope Agenda, which prioritises social inclusion, quality health services, and the achievement of the SDGs across all regions of the country.

    The hospital is fully equipped with modern medical infrastructure, including operating theatres, recovery rooms, private and general wards, consultation rooms, laboratory and scanning rooms, ultra-scan machines, vacuum extractor delivery sets, and an emergency cart with full complements, among others.

    It is built to deliver respectful, safe, and dignified care to mothers and children in underserved communities.

    Citing the 2024 SDGs Progress Report, Princess Orelope-Adefulire acknowledged the impact of the “Triple C” crises — Climate, Conflict, and COVID-19 — on global and national healthcare systems.

    She stressed that the project represents strategic resilience and sustained progress.

    “Together, these crises have strained health systems, disrupted service delivery, displaced vulnerable populations, and diverted resources away from essential development priorities. But this facility is a testament to our resolve to deliver results despite the odds,” she said.

    The presidential adviser urged the Akwa Ibom State government, health professionals, traditional rulers, and local communities to take ownership of the facility to ensure its effective and sustainable operation.

    She hailed Governor Eno for creating a supportive environment that facilitated the project’s successful delivery.

    “This is what is possible when federal and state governments, development partners, and communities work together with a shared purpose,” Orelope-Adefulire added.

    Aondoakaa: ICJ, Supreme Court rulings on Akwa Ibom–Cross River oil dispute fully implemented

    Former Attorney General of the Federation and Minister of Justice, Michael Aondoakaa, has declared that the legal and diplomatic matters surrounding the Akwa Ibom–Cross River oil boundary dispute are fully settled, both by the International Court of Justice (ICJ) and the Nigerian Supreme Court.

    Speaking on ARISE News’ Morning Show, Aondoakaa said any attempt to reopen the case is without legal merit and undermines the rule of law.

    He recounted his key role in the enforcement of the ICJ ruling, particularly in the handover of the Bakassi Peninsula to Cameroon under the Green Tree Agreement. 

    “As chairman of the boundary committee and co-leader of the Green Tree Agreement implementation, I can confirm that the final stage — the Bakassi handover — was completed. The judgement was enforced to the letter,” he said.

    Aondoakaa clarified that the ICJ ruling stripped Cross River State of its littoral status following the cession of Bakassi, thereby disqualifying it from claiming offshore oil wells. 

    He added that the Supreme Court of Nigeria reaffirmed this position twice, both times ruling in favour of Akwa Ibom.

    “Cross River had its day in court — twice. The decisions were clear, and they were implemented,” he emphasized.

    He criticised renewed efforts to revisit the dispute, noting that Cross River failed to present its case during pivotal meetings with the National Boundary Commission. 

    “For five days in Calabar, boundary officials waited. No Cross River representative appeared. Meanwhile, Akwa Ibom cooperated and made its case,” he said.

    Aondoakaa also revealed that Akwa Ibom, despite its legal upper hand, had extended a goodwill offer of N250 million monthly to Cross River, which was accepted at the time.

    He stressed that all elements of the Green Tree Agreement, including village realignments and territorial adjustments, were carried out under international supervision, with meetings held in Switzerland and observed by five global powers.

    “Nigeria honoured its commitment and upheld the rule of law,” he said, adding, “If we cherry-pick which judgments to obey, we lose credibility. We accepted villages returned from Cameroon — we must also accept those ceded.”

    Concluding, Aondoakaa warned that the matter is closed from both legal and diplomatic perspectives, and any attempt to revive it is “futile and irresponsible.”

    Akwa Ibom State has reaffirmed its ownership of 76 Oil wells following a series of statements by officials of the neighbouring Cross River State. 

    In a statement titled: “76 Oil Wells: Restating the fact” by the Attorney- General & Commissioner for Justice, Uko Udom, SAN, the State pointed out the issue of ownership has long been settled by the Supreme Court.

    It noted that it was ready to engage in constructive dialogue over the matter but would continue to uphold the sanctity of judicial pronouncements, promote peace, and defend what rightly belongs to its people.

    According to the statement; ” “In light of the renewed petitions, misinformation, and incitement directed at the peace-loving people and Government of Akwa Ibom State by the Government of Cross River State, particularly regarding the ownership of the 76 offshore oil wells validly belonging to Akwa Ibom State, as repeatedly affirmed by all relevant arms of government, it has become necessary to restate the facts and reset the records for the benefit of the general public, especially those unfamiliar with the matter.

    “Contrary to the narrative currently being propagated, the Government of Akwa Ibom State did not initiate any legal action against the Government of Cross River State regarding the disputed oil wells. Rather, it was the Cross River State Government that instituted and serially lost two suits against Akwa Ibom State.

    “In its first case, Suit No. 124/1999, the Cross River State Government sued Akwa Ibom State over the northern non-estuarine boundary (involving 24 villages of Oku/Itu/Ayadehe Ward in Itu Local Government Area of Akwa Ibom State), as well as the southern estuarine boundary where the 76 oil wells are located. On 24th June 2005, the Supreme Court ruled in favour of Cross River State only on the matter of the 24 villages in the north. It, however, dismissed their claim over the estuarine southern territory, where the oil wells are situated.

    “In its landmark ruling, the Supreme Court declared:

    “In considering the merit of the plaintiff’s case, it is important to bear in mind that the effect of the judgment of ICJ dated 10/10/2002 on the land and maritime boundary case between Nigeria and Cameroon is that it has wiped off what used to be the estuarine sector of Cross River State… Cross River no longer has a seaward boundary.”

    “Before the second case, Suit No. SC. 27/2010, the Government of Akwa Ibom State made several conciliatory efforts to resolve the issue amicably. These included a proposed ₦250 million ex gratia monthly payment to Cross River State from Akwa Ibom’s derivation revenue, a gesture misunderstood and ultimately rejected. This rejection was formalized in a letter dated 27th March 2006.

    “Elder statesmen and other stakeholders were also engaged by the Akwa Ibom State Government to discourage litigation, emphasizing the bond of kinship and the potential for long-term damage to inter-state harmony. Unfortunately, these peace overtures were rebuffed.

    “Despite Akwa Ibom’s posture of restraint and goodwill, the Cross River State Government initiated fresh legal action seeking judicial clarification on ownership and revenue entitlements over the 76 oil wells, which are situated within the 200-meter isobath and contiguous to Akwa Ibom State.

    “After nearly three years of litigation, the Supreme Court on 10th July 2012 again ruled decisively in favour of Akwa Ibom State. The Court stated, per Adekeye, JSC:

    “The facts before the court do not support the claim of the plaintiff to being a littoral state. A non-littoral state cannot claim oil wells offshore, as it has no maritime boundary.”

    “And per Rhodes-Vivour, JSC (as he then was):

    “The plaintiff’s case crumbles due to the wrong assumption that it is a littoral State… That reasoning is strange and unfortunate. It is wrong.”

    “This reaffirmed the principle of derivation as provided under Section 162(2) of the 1999 Constitution (as amended) and Section 1(1) of the Allocation of Revenue (Abolition of Dichotomy in the Application of the Principle of Derivation) Act, 2004.

    “A critical legal and geographical fact underpinning this matter is the 2002 International Court of Justice (ICJ) judgment ceding the Bakassi Peninsula to Cameroon. This effectively stripped Cross River State of littoral status and rendered it ineligible to claim offshore oil assets—a fact confirmed by the Supreme Court.

    “In a recent meeting convened by His Excellency, the Vice President, both Governors were encouraged to meet and amicably recommend a political solution. As Chairman of the South-South Progressive Governors’ Forum, the Governor of Cross River State was expected to initiate this engagement by inviting the Governor of Akwa Ibom State to settlement talks.

    “Unfortunately, instead of embracing dialogue, the Cross River Government chose to prosecute this process  through  media platforms, public statements that are capable of  infuriating the process.

    “Even more concerning, several officials of the Cross River State Government have made incendiary and patently false claims that have agitated the people of Akwa Ibom State and introduced an unwarranted sense of apprehension. It is for this reason that we are compelled, once again, to set the records straight.

    “We reiterate that Akwa Ibom State remains open to a political solution, provided such does not seek to deny our people their lawful and judicially-affirmed rights.

    “However, political solution cannot be limited  to the matter of the 76 oil wells. It must also address the Akwa Ibom communities added to Cross River State.

    “These were the two issues considered by the supreme court in determining the land and maritime boundaries between Cross River State and Akwa Ibom State*.

    “The Federal Government has several policy and fiscal options for assisting Cross River State to mitigate the economic consequences of the ICJ judgment. For instance, ecological funds, environmental remediation programmes, and interventions under the South-South Development Commission could be directed to address and support genuine needs without dispossessing Akwa Ibom of its legitimate entitlements.

    “It should also be noted that while Akwa Ibom lost 86 oil wells to Rivers State in Suit No: SC.27/2010 (Rivers State v. Akwa Ibom State) decided on 18th March 2011, we accepted the Supreme Court’s verdict in good faith and have remained committed to due process and peaceful coexistence.

    Therefore, we strongly caution against renewed incitement, inflammatory media campaigns, or misrepresentation of settled legal matters. We align fully with the counsel of President Bola Ahmed Tinubu, GCFR, that both States should pursue constructive dialogue and mutually beneficial cooperation.

    “The Government of Akwa Ibom State will continue to uphold the sanctity of judicial pronouncements, promote peace, and defend what rightly belongs to our people”.

    NiMet predicts two-day heavy downpour in Niger, Cross River, Akwa Ibom, Kebbi

    The Nigerian Meteorological Agency (NiMet) has predicted a two-day heavy downpour in Nigern, Cross River, Akwa Ibom and Kebbi States.

    Other States likely to witness heavy rainfall within the next two days, according to the agency, are Plateau, Kaduna, Nasarawa, Bauchi, and Zamfara.

    The Agency in its Impact Based forecast bulletin released on Monday also highlighted the likelihood of displacement and other hazards over parts of Sokoto, Zamfara, Kano, Katsina, Yobe, Bauchi, Borno and Jigawa states due to strong winds.

    The highlight of the forecast read, “On Tuesday 22nd July, 2025 (0000-2359hrs), moderate to heavy rainfall is expected over parts of Plateau, Kaduna, Nasarawa, Bauchi, Niger, Kebbi, Zamfara, Cross River and Akwa Ibom states.

    “Light to Moderate Rainfall is expected over the Federal Capital Territory, Delta, Bayelsa, Rivers, Kano, parts of Ondo, Oyo, Ogun, Edo, Imo, Anambra, Abia, Akwa Ibom, Cross River, Ebonyi, Benue, Taraba, Adamawa, Nasarawa, Plateau, Gombe, Bauchi, Kaduna, Jigawa, Katsina, Zamfara, Sokoto, Kebbi, Kwara and Niger states.

    “23rd July, 2025 (0000 – 2359hrs), moderate to heavy rainfall is expected over parts of Kebbi, Niger, Cross River and Akwa Ibom states.

    “Light to moderate rainfall is expected over Ondo, Edo, Delta, Bayelsa, Rivers, Imo, Abia, Enugu, Ebonyi, Anambra, parts of Akwa Ibom, Cross River, Lagos, Ogun, Oyo, Osun, Ekiti, Kogi, Benue, Taraba, Nasarawa, the Federal Capital Territory, Plateau, Kaduna, Bauchi, Gombe, Borno, Yobe, Jigawa, Kano, Niger, Zamfara, Kebbi, Sokoto and Kwara states.”

    On Thursday 24th July, 2025 (0000 – 2359hrs), NiMet predicted light to moderate rainfall over Enugu, Ebonyi, the Federal Capital Territory, Nasarawa, Bauchi, Jigawa, parts of Imo, Abia, Anambra, Cross River, Kogi, Benue, Plateau, Taraba, Gombe, Borno, Taraba, Yobe, Kano, Katsina, Sokoto, Kaduna, Niger, Zamfara, Kebbi and Kwara states.

    NiMet also warned that in the next three days (Tuesday 22nd July – Thursday 24th July, 2025), moderate risk of hazards due to strong winds are likely over parts of Sokoto, Zamfara, Kano, Katsina, Yobe, Bauchi, Borno and Jigawa states.

    The likely hazards according to the agency include; Isolated cases of displacements of people due to strong wind, isolated cases of damage to weak structures, and isolated cases of felling of trees.

    A/Ibom Chief Judge releases 133 inmates in four custodial centres

    In a decisive effort to decongest custodial facilities and uphold the rights of inmates, the Chief Judge of Akwa Ibom State, Hon. Justice Ekaette Fabian-Obot has carried out a statewide jail delivery exercise, resulting in the release of 133 inmates across the four Custodial Centres in the Command.

    The exercise, which commenced earlier this week, covered the Medium Security Custodial Centres (MSCCs) in Ikot Abasi, Eket, Ikot Ekpene, and Uyo.

    Justice Obot was accompanied by a robust delegation comprising judicial officers, prosecutors, Legal Aid Council representatives, Nigerian Bar Association officials, and human rights observers. His Lordship meticulously reviewed cases involving inmates held for prolonged periods or under questionable circumstances.

    At each facility, Officers-in-Charge received the Chief Judge and her team, presenting briefs on the centres’ operational status, inmate population, and prevailing challenges.

    At MSCC Uyo, Assistant Controller of Corrections Ezekiel Inyang particularly acknowledged the Chief Judge’s prior donation of a high-voltage   Fireman model petrol generator, describing it as timely and impactful.

    At MSCC Uyo, Assistant Controller of Corrections Ezekiel Inyang particularly acknowledged the Chief Judge’s prior donation of a high-voltage   Fireman model petrol generator, describing it as timely and impactful.

    Speaking during the exercise, Justice Obot emphasised the significance of jail delivery in safeguarding justice and fundamental human rights. “This exercise aligns with the constitutional mandate of the judiciary to ensure that no person is unjustly detained without due process,” she stated.

    The Chief Judge also called on officers at the Correctional facilities to ensure that hygiene is maintained to reduce the spread of communicable diseases.

    She instructed that the dormitory where all the sick inmates were camped should be properly sanitised and nobody should be put there for the meantime to avoid further spread of diseases.

    The chief judge observed that most of the offenders had minor offences and had overstayed in the custodial centres beyond the period they were supposed to stay, if they had been convicted.

    The releases were based on various grounds including overstayed remand durations, lack of diligent prosecution, ill health, missing case files, and compassionate considerations.

    A breakdown of the 133 inmates released includes 4 from Ikot Abasi, 23 from Eket, 29 from Ikot Ekpene, and 77 from Uyo.

    The CJ, while discharging the inmates in all the centres, charged them to be of good behaviour and shun all acts that might bring them back to the custodial centre.

    Obot expressed displeasure on the number of inmates awaiting trials, some without any charge preferred against them, with some staying more than the sentence of their crime if convicted.
