  • Former PDP spokesman accuses defectors of selfishness

Former PDP spokesman accuses defectors of selfishness

A former national publicity secretary of the Peoples Democratic Party (PDP), Sen. Anietie Okon, says those dumping the party in Akwa Ibom are selfish.

“Those who switched camp did that for selfish interest, they lack commitment to the party.

“By their very act, they give politics a bad name, they are doing so for their selfish interest, they are not working for people but themselves,” Okon told the News Agency of Nigeria on Monday in Uyo.

Okon who was reacting to recent defection from PDP to the All Progressives Congress (APC) by some prominent politicians in the state, described the action of such politicians as regrettable.

According to him, many politicians place their personal interest above the common good of all.

He noted that politicians had shown very little concern about collective interest of the people and the vision of building the state for the wellbeing of future generations.

“Akwa Ibom politics runs on two clear lines, which are partisan. This is regrettable so far.

“As far as I am concerned there must be a point in political partisanship, where the greater interest of the people is placed above partisanship.

“After politicking, there comes a period of governance. Governance is not to be one-sided. It puts the interest of the people first.”

NAN recalls that about 200 members of PDP in Uruan Local Government defected to the APC on Friday and three weeks ago 500 PDP stalwarts left the party in Ikono Local Government Area.

Okon absolved the PDP leadership in the state led by Gov. Udom Emmanuel for the wave of defection, saying that the governor was resolute in fulfilling his electoral promises to the people.

“As Gov. Emmanuel celebrates two years in office this May, the state is not owing workers’ salaries and entitlements like some states.

“We are in a modern world, the important thing is to give satisfaction to the people and the governor is toiling day and night to meet the people’s needs,” Okon said.

He assured that the PDP administration in the state was on course and determined to deliver quality and people-centred leadership.

  • Politics of NDDC projects in Akwa Ibom

Politics of NDDC projects in Akwa Ibom

Nkeneke Efo, an Uyo-based journalist, analyses the politics of the state of the Niger Delta Development Commission (NNDC) projects in Akwa Ibom State.

Nsima Ekere is just one of few Akwa Ibom indigenes to have been privileged to serve in the Niger Delta Development Commission (NDDC) at the level of Chairman, Managing Director (MD) or Executive Director (ED).

Others who served at some of these levels before him were Ambassador Sam Edem (Chairman); Barrister Bassey Dan-Abia (Acting Chairman/Managing Director); Udo Mbosoh (ED); Eshiett (ED); Engr. Thomas Ukott (ED), amongst others.

But Ekere’s tenure, which is just about six months old, has seen the NDDC became a song on every lip in the state, owing, principally, to the new interest generated in the project of the commission.

It all started when the Commission under Ekere, a former Deputy Governor of the State, barely two months in office, rolled out an advertisement for tender on contract jobs available for award. About 60 were for Akwa Ibom State only and covered the areas of the Commission’s mandate: Water, health, education, power and roads. Almost all local government areas had one or two of the projects listed. This, in addition to about 37 Emergency Roads Repair jobs that were also awarded by the commission, was enough to send signals to discerning citizens that the commission was going to be pro-active in its posture towards the state.

The road projects, especially, were awarded on roads that had long been abandoned, neglected by past government and which were in different states of disrepair, always flooded and most times, impassable. Some of the roads are Ukana Offot Street, School Roads, Udo Eduok Street, Nelson Mandela, Federal Housing Estate, Uyo among other roads in Uyo, and several others across the state.

Not many, especially in the state chapter of the Peoples Democratic Party (PDP) which produced the Governor  Udom Emmanuel, saw the move as being political. There are speculations that Ekere, who had previously ran for the office of the Governor of Akwa Ibom State, will run again in 2019, on the platform of the All Progressives Congress (APC). Emmanuel is interested in a second term.

To the PDP, spotting Ekere early enough was fair. Sensing the direction of his Commission’s intervention in the development of the state was fairer. What to do? Politicise the intervention and set up a political ambush for the intention of the Commission in fulfilling its mandate to the people of the state, so far it stops Ekere from getting an associated boost for his perceived aspiration in 2019.

The opportunity showed up when the state government, which had worked on one of the roads abandoned by the NDDC in Ikono Local Government Area, went to inaugurate the road. Commissioner for Works Akparawa Ephraim Inyang said the NDDC had turned the state to an abandoned project site, urging the Federal Government to probe the NDDC over the act. In quick succession, a group, Akwa Ibom Integrity Group, which many believe is funded by agents of the government, ran a 7-page advertorial in national and local newspapers calling  for the probe of the current management of the NDDC. Their petition listed 377 projects purportedly abandoned in the state.

What the petitioners did not know was that they had stirred the hornet’s nest. Ekere, who was their subject, was not to be found in the nest as other groups joined the petitioners, but this time with a refrain demanding that the probe should rather be on  the contractors, who were mainly members of the then ruling PDP. The contractors listed in the petition were mostly ones awarded between 2007 and 2015 when the PDP held sway at the commission. The hunter thus became haunted.

To date, outside the emergency road repair contracts, Ekere’s NDDC is yet to award contracts in the state. The process for awards is, however, on. The commissioner recanted, saying he was not calling on the government to probe the PDP contractors but for the NDDC to complete its abandoned projects.

Some weeks after, another opportunity showed up. Minister of the Niger Delta Pastor Usani Usani was in the state to inspect projects under his ministry. The Commissioner for Works followed him round. The minister obviously irked by the quality of job by some contractors complained. The Works Commissioner’s media handlers went to town: ‘Minister berates NDDC for poor quality of jobs’, starting their stories with “the Managing Director of the NDDC, Nsima Ekere, has been berated by the Minister of Niger Delta Affairs, Pastor Usani Usani, for the poor quality of jobs by the NDDC.” It became an issue which led to the NDDC Director of Commercial and Industrial Development, Mr. Anietie Usen, a veteran journalist who served as the first Head of Corporate Affairs of the Commission, coming to Uyo to clear the misconceptions about the state, situation, quantity and quality of projects in the state.

Inyang countered by appearing on the state owned AKBC-Radio to make further comments, including saying: “I want to appeal to the NDDC to direct their contractors working on Ewet Housing Estate roads to do a good job. They are currently putting red earth on unsuitable materials. This is below sub-standard. That road will collapse in three months. We want roads in Akwa Ibom but we want good quality roads that will last.”

The attention of the Minister, Pastor Usani, was drawn into the crisis and he quickly sent out a release: “My attention is drawn to press posts which suggest that I hold the MD of NDDC, Nsima Ekere, responsible for poor projects delivery. Whereas I express grave disconnect for obvious observation of poor project execution, there is no wresting of attributing the case to the current management. I am conscious of the fact that my observation predates the current management which places no burden of liability on the Managing Director (Ekere).”

Day after day, especially in local newspaper and on radio stations in the state, the debate on the NDDC projects prevail, mostly fuelled by the politics of 2019 and the political traducers of the MD, Ekere.

My investigations to road project sites reveal that the NDDC has a very robust checkup system initiated by the current management.

At the Federal Housing Estate, Abak Road, Uyo, where the NDDC has “cleaned up” the once desolate estate, the Managing Director of the firm handling the “clean up,” God’s Owned Projects Limited, Mr. Godwin Brownson, said “those who said NDDC does poor jobs, should come and see what we are doing. They also do not know the NDDC very well. There is a serious quality assurance scheme in the NDDC contract process. There is no way I can do any of the bits on the BEME (Bill of Engineering Measurement and Evaluation) that NDDC project monitors and inspectors don’t come to see. Even if they were not to come, most of the contractors are conscious that they have to build a good name and therefore cannot afford to do shoddy jobs. Every NDDC contractor wants a new job and also wants to get paid. The payment process is strictly based on quality of delivery and other due process. So, no NDDC contractor can joke with the quality of work he is contracted to do.”

“The job we are doing here is almost a complete new road, though the NDDC calls it emergency repairs. From excavating the old road surface, filling it with new laterite, stone basing, priming and asphalting, complete with new drains, it is a complete process of constructing a new road. The people of the state should be grateful to NDDC for this intervention,” Brownson added.

Investigation shows the people are grateful. A few I spoke with said they have never had it so good with NDDC. Imaobong Effiong, who runs a restaurant in the estate, said her area was inaccessible because of the bad road and she had to close down her restaurant, but with NDDC interventions, more shops including her restaurant have reopened for business.

To Otu Ita Toyo, former PDP State Chairman, “It is wrong to politicize the NDDC intervention. In a widely circulated piece he titled Where We There When The Vultures Gathered?, he stated: Now, if Akwa Ibom State Government draws attention to abandoned NDDC projects in the state in good faith, they are in order. Starting  from abandoned local and state projects, the state government has a duty to ensure the completion of project within her jurisdiction even when the project was instituted by United Nations. There is nothing amidst there. To our fortune, the NDDC is here doing what the agency could not begin to contemplate in the days we controlled the Presidency. Would it not be a source of joy to then complement the state government for a change. Both Governor Akpabio and Presidient Jonathan publicly acknowledged that during their time in office, the PDP Federal Government and NDDC did nothing for Akwa Ibom State. Must we encourage that situation to survive now that we have the good fortune of a son who remembers the situation back home? The unhealthy rivalry is senseless, rather there should be cooperation.

Another former PDP chieftain, Chief Edet Mkpubre, former National Vice Chairman, Southouth, said: “All these stories of abandoned projects and blaming same on the present management of the Commission, boils down to the politics of 2019 in the state and that is regrettable. It is impossible to assess the Managing Director of NDDC in just five months.”

Possibly conscious of this scheming against the leadership, the Commission has at every fora reiterated its commitment to ensure that projects are driven more by community needs than any other considerations and also ensure that contractors perform within the confines of best practices and quality delivery.

In an address to the Akwa Ibom State Phase of the Stakeholders Consultative Enlightenment Programme in Uyo, Ekere had said that with the determination of the Commission’s leadership, it was incumbent on stakeholders to provide independent verification of project status within their communities, pointing out that the Commission recently launched a project monitoring and information portal that enables stakeholders to send pictures and updates of projects in progress.

The commission has also signed a Memorandum of Understanding with FOSTER, one of its development partners, to strategically translate the Commission from a contract awarding institution to a development-based institution. The MoU will ensure the development of a communication strategy that has a mechanism that allows for feedback from key stakeholders that will ensure all key stakeholders are aware of NDDC activities as well as develop a robust monitoring and evaluation strategy that will ensure projects are impactful in the lives of the host communities.

  • Scores of PDP members defect to APC in Akwa Ibom

Scores of members of the ruling Peoples Democratic Party (PDP) in Akwa Ibom State on Wednesday defected to the All Progressives Congress (APC) in Mkpat Enin, one of the largest local government areas in the state.

Among the defectors are five former councillors – Utitofon Jeremiah, Monday Ekim, Edikan Ekpo, Christopher Inang and Ute Akpabio.

Others included former local government supervisors, special advisers and former PDP local government chapter and ward officers, including Chief Cardinal Essien, a former chairman of PDP ward chairmen in Mkpat Enin for nine years.

APC Vice Chairman for Akwa Ibom South Senatorial District, Emmanuel Oton, received the defectors from the 14 wards in Mkpat Enin.

He said the mass defection had depleted the ranks of PDP members in the area.

Enin said APC was sure of victory in 2019 general election as the broom revolution was sweeping fast through the state, including Governor Udom Emmanuel’s village, Awa Iman, in Onna Local Government Area.

Some of the governor’s cousins have defected from the PDP to the APC.

APC Chairman in Mkpat Enin, Uduak Inoh, described the defectors as strong grassroots politicians.

He noted that with their defection, the PDP had collapsed in the area.

The politician assured them of equal rights in APC, as enshrined in the party’s constitution.

Utitofon Jeremiah, who spoke on behalf of the defectors, said their move had taken the oxygen mask from the PDP in Mkpat Enin.

He said the lifeline the ruling party in the state was managing to breathe with had been removed.

Jeremiah, also a one-time Supervisor for Education in Mkpat Enin Local Government Area, said the defectors were on a redemption mission for Mkpat Enin youths, who he said had been enslaved by the PDP for years.

He said more youths would soon dump the PDP for the APC.

  • ‘APC to take over Akwa Ibom in 2019’

‘APC to take over Akwa Ibom in 2019’

A chieftain of All Progressives Congress (APC) and former governorship aspirant in Akwa Ibom State, Prof Richard King, has said the party will wian the 2019 governorship election in the state.

He said the mass defections from the Peoples Democratic Party (PDP) in the state and other states is an endorsement of APC as the party with an enduring potential to salvage Nigeria and pull its economy back on the path of sustainable recovery.

Prof King addressed reporters yesterday in Uyo, the state capital, on the spate of defections hitting the PDP.

The APC chieftain said the current wave of defections from the PDP was justifiable because of a lack of public confidence in the party.

He said the ability of the APC to offer capacity and make the desired impact in governance goals was critical to driving good governance in the country.

The expert said this was seen to be absent in the PDP.

Prof King hailed President Muhammadu Buhari’s administration for working honestly to revamp the economy and bring respect to Nigeria before the global community.

The professor of fisheries described the PDP defectors as courageous and farsighted.

He said they were united in the resolve for the positive change the Buhari administration had brought to the nation and was being felt in Akwa Ibom and other states.

Prof King added that the recent approval for the dualisation of the Ikot Ekpene-Itu-Odukpani Road by the Federal Government was a testimony of President Buhari’s commitment to solving underdevelopment in the Niger Delta region.

  • Minister faults reports on NDDC projects in Akwa Ibom

The Minister of Niger Delta Affairs, Pastor Usani Uguru Usani, has faulted reports on Niger Delta Development Commission’s (NDDC’s) projects in Akwa Ibom State.
He dissociated himself from the reports.
In an online statement yesterday, Usani described the reports as malicious.
He said: “They (the reports) do not convey any coherent correlation between my views and the role of the current management, for the deeds that span more than one decade.
“Whereas I expressed discontent for obvious observations of poor project execution during my visit to Uyo, Akwa Ibom State capital, but there is no vestige of attributing the cause to the current management of NDDC.”
The minister said he was aware his observation predated the current management of the Federal Government interventionist agency.
He said the agency placed no burden of liability on the managing director of NDDC, adding that he made no committal pronouncement on claims of reporting certain unaccomplished projects as completed, because he never sighted any such documentary content of claims.
Usani said: “It is reminiscent of simple reasoning to note that we cannot blame a five-month-old management of the deeds that span more than one decade.”
A retiree, Chief Edet Nkpubre, said the allegation of abandoned NDDC projects was a cheap blackmail.

Amu-Nnaji, said Nkpubre recalled that when NDDC’s managing director Nsima Ekere assumed office five months ago, he made it clear the he was going to ensure that all projects were completed.
He said while Ekere was making efforts to correct the anomalies he met in the commission, residents of the region should give him time to address the problem of abandoned projects.

  • Fed Govt approves N54b for road linking Akwa Ibom, Cross River

He stated that the road would boost socio-economic activities and improve the performance of the economy by reducing journey time, the cost of doing business and also create more job opportunities.

“The Ministry of Power Works and Housing had just one memorandum it was for the award of the Odukpani Itu-Ikot Ekpene route linking Akwa Ibom and Cross River states with a spur to Ibede Itan, the road project was approved for award to messrs Julius Berger Plc.

“So we expect that all of the problems that have been associated with that road which was constructed for well over 40 years ago which has outgrown its design life and also its design capacity those problems will now be frontally responded to by the award of this contract.

“We will do the best to quickly mobilise the contractor to site with the onset of the rainy season and am sure that by this time next year, it will be a better story, a better journey time experience in that area of the country.

“So, this is consistent with the promise of the administration to improve the growth and the performance of the economy by reducing journey time, the cost of doing business and the ease of transport and so on and so forth and also create jobs that would arise from the period of construction,’’ he said.

The Minister of Aviation (State), Hadi Sirika also disclosed that the FEC approved N1.5 billion for projects in the aviation sector.

He disclosed that the Council approved the appointment of transaction advisers for the establishment of national carriers, establishment of aviation leasing company and establishment of maintenance repair and overhaul centre.

He said advisers were also approved for the establishment of Aerotropolis or airport city and for the concession of the nation’s airports

“Today in Council we took the memo for the appointment of those transaction advisers to carry out the advisory services on establishment of national carriers, establishment of aviation leasing company and establishment of maintenance repair and overhaul (MRO) centre, establishment of aerotropolis or airport city as you may call it and of course the concession of our airports.

“It was considered and all of them were divided into six groupings and they were awarded to Messrs Luftansa consulting/TN Aero FGE for the national carrier, then the aviation leasing company was awarded to Messrs Arrow.

“Then the concession of airports was awarded to Messrs Infrata Dantens, while the establishment of MRO was awarded to Messrs Arrow, then aerotropolis and agro cargo terminals was given to JEBB, all of these were at different amount but the total sum was N1.524,492,863.62.

The Minister of Water Resources, Alhaji Suleiman Adamu disclosed that the Council approved contract verification of the diary irrigation project located along Kano and Jigawa states.

He explained that the project, which is about 2,300 hectare, was abandoned after reaching 50 per cent completion.

“It has been abandoned for almost 20 years. As you are aware it has been the policy of the federal ministry of water resources to put priority on ongoing projects .

“This particular project happens to be one of the priority projects. Having been abandoned for over 17 years it is not easy to just move back to site.

“We have to do a more detailed analysis of the scope of work to know how much work is needed to complete the project and how much it will cost.’’

According to the minister, there is already a provision for the project in the 2016 budget and it has also been included in the 2017 budget.

He said: “We are hoping that by the time they finish this project we will be able to come back to council for approval to continue.

  • 500 PDP members defect to APC in Akwa Ibom

500 PDP members defect to APC in Akwa Ibom

Over 500 members of the Peoples Democratic Party (PDP) in Ikono Local Government Area in Akwa Ibom on Sunday defected to the All Progressives Congress (APC).

The defection in Ikono, generally regarded as the cradle of the Ibibio, was the latest  defection to  hit the PDP in the state in recent times.

Among those that defected were four former councillors, Iboro Akpan, Samuel Etuk, Ndifreke Essien and Jonathan Umana, a former PDP chapter secretary, Dr George Udoh, a former University of Uyo official, Dr Silas Udofia and Mr Victor Etefia, an oil  mogul in the state.

In his remarks, the immediate past senator of Akwa Ibom North West in the National Assembly, Sen. Aloysius Etok, expressed joy that all the “real politicians” in the area were together in the APC.

Etok assured the APC in the state of bloc votes in Ikono in the 2019 general elections , adding that the era of writing election results in Government House, Uyo, is over.

He described some of those still in Ikono PDP as “lightweight and violent politicians” with no grassroots support.

The senator dismissed as false the claim by the PDP state government that it had constructed 250 kilometres of roads in the state.

Also speaking, former member of the House of Representatives for Ikono/Ini federal constituency, Mrs Iquo Inyang commended the defectors for choosing to embrace the change that was going on in the country.

Inyang applauded the anti-corruption war of President Muhammadu Buhari administration, adding that it was the answer to the prayers of Nigerians who were impoverished by the mindless looting of the treasury by the last PDP government.

Receiving the defectors, Obong Uko Umoh, the State APC Vice Chairman for Akwa Ibom North East Senatorial District who represented the State Chairman Dr Amadu Atai, said that the PDP being heavily factionalized would fade away from Akwa Ibom politics in 2019.

He charged the defectors to return to their wards to join existing APC members to preach the message of change.

Mr Iboro Akpan, a former leader of Ikono Legislative Council, who spoke on behalf of the defectors, assured APC of their total commitment and said he was making history after former President Olusegun Obasanjo as the second former PDP member to publicly shred his membership card.

  • NGO facilitates malaria prevention in 10,000 employees of ExxonMobil

NGO facilitates malaria prevention in 10,000 employees of ExxonMobil

Africare, an international NGO working in ExxonMobil host communities of Akwa Ibom and Rivers, says it has facilitated the prevention of malaria in 10, 000 employees of ExxonMobil.

Dr Patrick Adah, the Africare Director, Malaria Programme, disclosed this on Thursday in Ibeno Council Area of Akwa Ibom during a medical outreach, organized to mark 2017 World Malaria Day.

The News Agency of Nigeria (NAN) reports that the outreach was organized by Africare in collaboration with ExxonMobil, tagged, ‘Malaria Prevention in Mobil Producing Nigeria (MPN)-supplier communities (MAPS-C).’

Adah said that the 10,000 beneficiaries of the MAPS-C project were members of staff of over 295 contracting oil firms working for ExxonMobil in both Akwa Ibom and Rivers.

He further said that the project, which started in 2015, had also benefitted 84, 000 individuals drawn from two oil bearing communities in the two states.

Adah said the communities were; Eket and Ibeno in Akwa Ibom and Bonny and Ogu/Bolo in Rivers.

He further said under Africare-ExxonMobil partnership, a new device for testing malaria in individuals, called Deki Reader, was introduced in the two states last year.

Adah advised the citizens of the affected communities to sleep under the long lasting insecticidal nets (LLINs) at night and also go for test before treating malaria.

He warned them against taking malaria drugs on the slightest feeling of headache and fever, adding that they should always do test to confirm the presence of malaria parasites before treatment.

Adah also advised the people to keep their environment clean to prevent breeding of mosquitoes responsible for transmission of the malaria parasites.

Speaking on behalf of ExxonMobil, a pharmacist in the Medical and Occupational Health Department of the company, Mrs Enobong Etuknwa, thanked Africare for organizing the programme.

Etuknwa noted that ExxonMobil had made significant progress in its workplace malaria control programme and had averted 2,000 cases of malaria.

“No ExxonMobil employee has died of malaria since 2007. Malaria is a preventable and treatable disease,” she said.

Etuknwa also said that ExxonMobil had so far committed $163 million to malaria control and elimination efforts so far between 2000 and 2017.

She also said that since 2000, the company had supported the distribution of 14 million bed nets, administered anti-malarial treatment to four million persons and also trained 590, 000 health workers.

“We believe that these investments are our responsibility as good citizens and are in our interest as a business with global footprint,” Etuknwa said.

In his address, the Chairman, Ibeno Mkpanak village council, Chief Okon Mfon, also thanked Africare for bringing the outreach to his village to help reduce malaria prevalence in the area

Mfon, however, appealed to Africare-ExxonMobil partnership to assist the community by providing equipment and personnel in its community health center.

He further appealed to ExxonMobil to provide financial incentive to the members of staff of the health center, to motivate them for effective healthcare delivery.

The one-day outreach is to demonstrate how Africare and ExxonMobil are playing their parts in responding to the question in this year’s slogan, “what is your role” in malaria prevention”?

Experts demonstrated to the gathering at the occasion the correct use of long lasting insecticidal nets (LLINs) and counseled the people on malaria prevention, testing for malaria parasites and treatment.

  • A’Ibom sues for peace among warring communities in Oku Iboku

Gov. Udom Emmanuel of Akwa Ibom has called on warring communities in Oku Iboku clan in Itu Local Government Area and Ikot Offiong in Cross River to sheath their swords and embrace peace.

Emmanuel made the call on Sunday when he led members of the state Security Council to visit Ikot Ada Akpan community allegedly displaced by suspected gunmen from Ikot Offiong in Cross River State, following a communal clash.

The governor, while addressing the displaced communities in Oku Iboku clan in Itu local government area, said that they were attacked by their neighbouring communities in Ikot Offiong.

He assured them that his administration was taking necessary measures to ensure their security and safety.

He appealed to them to remain law abiding as his administration would do everything possible to forestall a reoccurrence of the wanton destruction of lives and property.

The governor appealed to the community leaders and youths in the area to maintain peace even in the face of provocation by their Ikot Offiong neighbours.

He promised to provide relief materials to communities affected by the violent attacks in order to ameliorate their suffering.

Responding, the transition Chairman of Itu local government area, Mrs. Elsie Esara said that the people of Oku Iboku had incurred severe losses as a result of renewed communal clash and attack by unidentified gunmen from Ikot Offiong.

She appealed to the state government to come to the aid of the community by way of providing relief materials to the affected persons.

Speaking also, a community leader in the area, Mr. Ekpe Antia, said that the people of Oku Iboku have in recent times been harassed and attacked from Ikot Offiong.

He hinted that the community would no longer fold its hands and watch its youth and women being killed by gunmen from Cross River state.

The News Agency of Nigeria (NAN) reports that renewed communal clashes between Ikot Offiong community in Cross River and its Oku Iboku neighbours in Akwa Ibom state have claimed scores of lives and property worth millions of naira.

Gov. Emmanuel was accompanied by the Police Commissioner Donald Awuna, Commander 2 Brigade Command Nigerian Army, Brigadier General Abdulahi Hassan, member representing Itu/Ibiono Ibom Federal constituency in the House of Representatives and other security personnel.
