  • OSUN: Facts behind the electoral returns

    The dust raised by the Osun governorship election seemed to have settled down a bit to permit a deep interrogation of all that transpired in that off-season poll which generated intense interest, anxiety and tension while it lasted. The winner is moderate in the celebration of the win while the loser is heading for the law court to contest the results as most politicians do after an electoral contest in our clime. The political parties and actors involved in the process are counting their gains and losses. Some are checking their account balances and gnashing their teeth while others, mainly the electorate, particularly those who participated in the ensuing rerun who became automatic delegates in a non-delegate poll, are heading to the banks with their loot. Yet, others are beginning to plot their graphs, position themselves and sharpen their lobbying skills for possible placement in positions. We are at that juncture now when the Governor-elect, Alhaji Gboyega Oyetola, is being besieged by the hordes of appointment-seekers and their CVs.

    The Osun poll is over in simple language. It has been won and lost as it were. It’s apposite now to look at the returns and examine why the election went the way it did and posted the results that we have. Generally, many including the candidates, their political parties, analysts and commentators seem to share the opinion that the first ballot was to some extent free, fair and fairly representative of the will of the people. It’s the second election, the rerun, that is controversial and which the opposition PDP rejected perhaps because it failed to win it and seal its initial lead. I shall return to all of that shortly.

    Of the forty-eight political parties that participated in the Osun election, the PDP candidate, Senator Ademola Adeleke, garnered 254, 698 votes to the APC’s candidate, Alhaji Oyetola, who polled 254, 345 votes in the first ballot, meaning a higher return of 353 for Adeleke. Senator Iyiola Omisore trailed the two with 128,053 votes. From the total 1.25million PVCs that were collected in the state, some 721,607 valid votes were returned in that election.

    Essentially, a content analysis of the returns would reveal that the parties and their candidates won considerably in their major strongholds, their homesteads. Senator Adeleke won in his Ede North and Ede South, Oyetola in his Boripe home local government and capital Osogbo while Omisore took control of Ife Central. What are their margins of victories?  In line with the way of our politicians, three candidates fully maximised their seeming advantage, cornering their domains and out-manoeuvring the rest. For instance, the PDP candidate polled a whooping 35, 438 votes in the two local governments in his Ede homestead, posting a huge 23,901 difference between him and the next candidate, APC’s Oyetola, who got a paltry 11,537 votes. In Ife Central, Omisore’s central area in Ifeland, he secured a massive 20, 494 votes, with marginal 6,957 votes for APC and 3,200 for PDP.

    APC, however, took a marginal lead in Ife South and Ife North, polling 7,223 and 6,527 respectively over PDP’s 4,872 and 5,486. In Iwo Local Government where the Action Democratic Party candidate, Alhaji Moshood Adeoti alias Sheuu, hails from, he also maximally exploited the homeboy syndrome, polling 16, 425 votes. APC got 7,644 votes, PDP 6,122 and SDP 4,153 votes.

    However, in Boripe Local Government where Oyetola’s Iragbiji hometown is located, the APC candidate polled 11,655 to Adeleke’s 6,892, a mere difference of less than 5000, 4,763 votes to be precise. The question could be asked as to why he too didn’t seize the momentum, exploiting the advantage which was well within his reach given the fact that his party is in control at the Boripe headquarters and state capital Osogbo.

    That election also reaffirmed the relative strengths and weaknesses of the major gladiators. Governor Rauf Aregbesola known to have performed brilliantly well in the area of education and road infrastructure in the state, transforming the capital Osogbo in the process, however, did not do so well in Ijesha South one of the APC’s strongholds. The Ijesha were said to be angry with its homeboy for a number of reasons. They wanted an expressway in the town, did not like the handling of the burnt Atakumosa and Sabo Markets and the elite in the area were also rankled by the renaming of Ilesha Grammar School. So the elite instigated the animosity against the governor. In the end, APC lost Ilesha West and Atakumosa West but won Ilesha East and Atakumosa East. The party, however, did not come out of Ijesha South with a deficit. Ijesha North where the PDP has always produced the House of Representatives candidate has never been APC’s comfort zone.

    House of Assembly Speaker Nojeem Salam took a firm control of his Ejigbo area. The loss of Ikire/Gbongan axis by the APC could be attributed to the defection of former Chief of Staff Peter Babalola to PDP, though the area is where the in-coming Deputy Governor Gboyega Alabi hails from.  But a general trend in that election, it would appear, is the opposition concentrated on areas considered APC strongholds like Ijeshaland, Ikire/Gbongan, Ikirun and Iwo among others and heavily funded their campaigns there.

    Adeoti’s victory in Iwo is not just down to his individual strength, it is said to be largely due to the Iwo governorship agenda, the Iwo lokan project. The people filed out to demonstrate their support for the project even though they knew it could not be actualised in that election.

    Now, on the rerun in seven polling units across four councils, many would ask- why the controversy? They would argue the results, which eventually separated the winner from the loser, could not have been different in the real sense of it. The SDP candidate Omisore and Deputy Speaker House of Representatives, Hon. Lasun Yusuf, became the beautiful brides in the wake of the rerun. Omisore’s influence radiates through the entire Ifeland including Garage Olode in Ife South where his father is the traditional ruler. Both the APC and PDP leaders courted Omisore to back them for the rerun. Senate President Bukola Saraki flew to Ife for discussions and negotiations with Omisore. But it would have been a political clanger if the former Senator had gone with the same PDP elements that had muscled him out of the party in preference for the less-qualified Adeleke. Aligning with APC for the poll was a win-win for both Omisore and the APC. Omisore was a founding chieftain of Alliance for Democracy, the precursors of the Action Congress of Nigeria, which aligned with the other legacy party, the defunct Congress for Progressive Change, to form the APC. He was deputy governor to former governor of the state and APC Interim National Chairman, Chief Bisi Akande. Again, even though the court has acquitted him of complicity in the murder of Chief Bola Ige, Omisore is yet to be fully extricated of the alleged deed in the minds of the people and the most vocal of this group seem to be within the APC. For Omisore, aligning with the APC at this time of his seeming political regeneration is like offering him another lifeline to fully re-launch himself. He grabbed the opportunity with both hands and gave the APC what it badly needed: the votes.

    The APC leaders also discussed with Hon. Lasun Yusuf, an ally- turned-political foe of the leadership in Osun. He is believed to have worked to advance APC fortunes in Orolu LGA, though of the three polling units slated for the rerun, the party won two and lost one. Orolu used to be a safe ground for the APC, having never lost election in the area since 2007. This time, it trailed PDP in the first ballot allegedly because the party structure had become weak. PDP won marginally, beating APC by a meagre 2000 plus votes against the impression in some quarters that Orolu is a major PDP stronghold. Lasun Yusuf’s influence in Orolu, an adjourning LGA to his Irepodun, is minimal or non-existent. In Irepodun, comprising Erin-Ile and Ilobu, the APC won the entire Erin-Ile in the first ballot, taking all the five wards.

    It wasn’t only Omisore and Yusuf that the APC courted in those decisive days. They spoke with everybody and anybody that could pull in the votes. What was left undone towards the first election, the party totally embraced in the days leading to the second ballot. APC National Leader Asiwaju Bola Tinubu moved in decisively to crack the nuts here. For instance, former SSG Adeoti’s Iwo area is not within the zone for the rerun, yet Asiwaju pulled a call through to him, telling him he had made his point and it was time to come back home. That was the kind of last-minute consultation, discussion and political brinkmanship that brought the votes and the final victory. In the rerun, of the seven polling units, APC won in six to PDP’s one, thus polling the final valid votes of 255, 505 to PDP’s 255, 023.

  • Osun Speaker felicitates with governor-elect over victory

    The Speaker, Osun state House of Assembly, Mr Najeem Salaam, on Friday congratulated the governor-elect, Alhaji Gboyega Oyetola on his victory at the just concluded governorship election in the state .

    Salaam made the felicitation in a statement signed by his Press Secretary, Mr. Goke Butika, in Osogbo, saying the mandate given to the Oyetola, should challenge him to give his best to the people of the state.

    He said the governor-elect is expected to deliver more in terms of democracy dividends and infrastructure development in addition to enhancing human capital development.

    He said the people of the state had elected Oyetola considering the achievements and challenges confronting the outgoing administration, urging the governor-elect to `hit the ground running.’

    He expressed confidence that the governor elect will deliver on his mandate in the light his wealth of experience as the immediate past Chief of Staff.

    Salaam also lauded the courage of Osun people in keeping faith with the ruling All Progressives Congress (APC), stressing that those who partook in the electoral process had enriched democracy in one way or the other.

    He tasked candidates of opposition parties to renew their commitment to the development and collective interest of the state by working with the current and incoming government through a “constructive engagement”.

    He commended Sen. Ademola Adeleke, Sen. Iyiola Omisore, Alhaji Moshood Adeoti and others for their sportsmanship while the electioneering lasted.

    He lauded their good showing at the polls, urging them to engage the incoming administration in a constructive criticism that would further enhance the development of Osun.

  • Osun rerun: 20 parties declare support for APC

    No fewer than twenty political parties under the umbrella of Alliance for Cooperating Political Parties (ACPP), have declared support for the candidate of the All Progressives Congress, Alhaji Gboyega Oyetola in Thursday’s governorship rerun election in Osun State.

    Addressing a press conference in Osogbo on Wednesday, the leader of ACPP, comprising Advanced Democratic Congress, the National Conscience Party, People for Democratic Change, among others, Prince Adesoji Masilo, said the coalition threw its weight behind the candidature of Oyetola because of his intelligence and character.

    Masilo said that his party, African People’s Alliance, polled over 2,000 votes at the last Saturday’s governorship poll in the state, adding that over twenty political parties decided to support APC owing to the party’s progressive spirit.

    According to him, the APC has shown that it is capable of developing the state and that members of the coalition should troop out Thursday to cast their votes for the APC.

    Masilo, who decried the menace of vote buying that characterised last Saturday’s governorship election, said politicians should desist from such act.

    He said voters should refrain from selling their votes and ensure that they vote Oyetola.

    Ahead of the Osun governorship election slated for this Saturday, a chieftain of the All Progressives Congress in Lagos State, Hon. Bayo Osinowo has called on the good people of Osun State to vote for the party’s gubernatorial candidate, Alhaji Gboyega Oyetola.
    Osinowo, a frontline senatorial hopeful for Lagos East Senatorial District, made this known during the grand finale of the party’s governorship campaign held yesterday in Osogbo .
    Speaking to journalists at the rally, the aspirant disclosed that Oyetola remains the best candidate to steer the ship of the state successfully.
    He added that none of those aspiring to become the numero uno of the state can match his wealth of experience.

    “Electioneering period is all about twiddling the heart of the populace, but in this case, it is evident the electorate can attest to the positive change brought about by the actors of the progressives in the last seven years.

    The senatorial aspirant also commended the Governor of the State, Ogbeni Rauf Aregbesola for his performance.

  • Oyetola‘ll deliver on healthcare, says Tinubu

    All Progressives Congress (APC) candidates in Saturday’s Osun State governorship election, Alhaji Gboyega Oyetola, will deliver on his healthcare promise, party’s national leader Asiwaju Bola Ahmed Tinubu said Wednesday.

    He spoke at the Osogbo Stadium during a visit to the venue of the free health mission initiated by Oyetola.

    The free health care mission which started about 10 days ago had been taken to major towns in the state with about 30,000 people now treated. It will end Thursday with a round of treatment in Oyetola’s hometown Iragbiji in Boripe local government area.

    Tinubu, who received big ovation from those who turned out for treatment, told them that the APC candidate would “deliver on his promise to make good healthcare available to citizens” after taking office.

    He urged the beneficiaries to take their destiny in their hands by voting for Oyetola on Saturday.

    Tinubu told them that in democracy, “the only way to put a government in place is through the ballot box when people vote in their leaders.

    “You must ensure that you use your votes to bring in a credible leader who can deliver on his promise, by voting Oyetola.”

    He offered prayers to them in Islamic and Christian ways and promised those who unable to get treated that after his victory, Oyetola would assist them.

    Tinubu, who was accompanied by Minister of Health Prof. Isaac Adewole, Osun State Commissioner for Heath Dr. Rafiu Isamotu and Commissioner for Innovation, Science and Technology Remi Omowaye, said Oyetola after he became the APC candidate, proposed the idea of a free medical mission which he supported.

    He expressed happiness that the efforts had been worth the while after listening to the testimony of some of the beneficiaries who promised to lead the campaign for Oyetola’s victory.

    Two men David Seriki and Francis Adewunmi said they had cataract surgery on h which almost left them blind.

    Two women Silifatu Ganiyu and Hanah Alabi also gave similar testimonies on the eye surgery.

  • Osun 2018: APC will emerge victorious – Ajimobi

    Gov. Abiola Ajimobi of Oyo State has expressed confidence that the APC candidate, Alhaji Gboyega Oyetola, will emerge victorious in the forthcoming governorship election in Osun State.

    He expressed the opinion in Ibadan on Wednesday while receiving Danjuma Ibrahim, the Assistant Inspector-General of Police in charge of Zone II in his office.

    The governorship election in Osun State will hold on Sept. 22.

    Ajimobi said that Oyetola would win the election, judging by the exemplary performance of the incumbent administration under Gov. Rauf Aregbesola.

    “We are confident that the APC will win the Sept. 22 election because of the exemplary performance of the incumbent administration in Osun State. One should have no doubt that the APC will retain Osun State,” he said.

    The governor, who described Ibrahim as an intelligent officer, expressed confidence that the leadership of the police in the zone was well grounded and competent to ensure a peaceful election.

    He assured the police authority of the state government’s readiness to assist the zone in ensuring a successful governorship election in Osun State.

    “AIG Danjuma Ibrahim is one of the most intelligent officers I have ever met and I can easily predict that he will get to the peak of his career soon.

    “It is very apparent, though, that APC will win easily because ours is the only party that is on ground and accepted by the people.

    “We are quite sure that the coming Osun election is going to be free and fair, and we shall provide necessary support towards this,” he said.

    Earlier, Ibrahim commended the governor for restoring peace and security to the state through the combined efforts of security agencies, which he said had spurred socio-economic growth.

    He appealed to the governor to extend the assistance to the police command by  refurbishing operational vehicles, provision of Armoured Personnel Carriers and other logistic supports to the zonal command.

    “You already know that policing is not easy, especially when you consider the logistics that must be put in place to achieve success. The zonal command needs operational vehicles to assist our operation.

    “On the coming Osun State governorship elections, we can assure you that we have more than enough personnel ready for the assignment.

    “We will do everything humanly possible to ward off intruders that might want to sneak in and wreck havoc on the election day. We know Osun State to be peaceful, but we do not want to leave anything to chance.

    “So we are soliciting your support to also help in spreading the gospel of peace to the people in Oyo State and to caution anti-democratic elements against coming to Osun State to foment trouble during the election,” he said.

  • Ilerioluwa  10-day free medical mission begins today in Osun

    As part of efforts to meet the urgent medical needs of residents and citizens of Osun State, the governorship candidate of the All Progressives Congress (APC), Alhaji Gboyega Oyetola, a.k.a. Ilerioluwa has instituted an intensive 10-day Free Medical Mission  which officially kicks off at 10 am today at the Unity School, Ejigbo.

    According to a statement issued and signed by the organisers of the programme, medical experts and specialised surgeons have been assembled to attend to patients in 10 different centres across the state with a minimum target of 10,000 patients to be diagnosed.

    The main objective is to bring instant relief to all sick and diseased persons, provide hope for the hopeless and make life more meaningful for the average Osun man and woman.

    The following surgeries will be performed during the 10-day event: eye surgery for cataract patients, hernias (adult male and female, including children), lumps removal, hydrocele, undescended or retractile testes and tooth extraction.

    The Ejigbo flag-off will have in attendance the honourable Minister of Health, Prof. Isaac Adewole; Alhaji Gboyega Oyetola; Speaker of the state House of Assembly, Rt. Hon. Folasayo Najeem Salaam; the Commissioner for Health, Dr. Rafiu Isamotu; the CMD OAUTH Ile ife; The CMD LAUTECH Teaching Hospital, Dr Simeon Afolayan; Chairman Osun Health Committee and other important dignitaries.

  • Aregbesola appoints new Chief of Staff, LGSC boss

    Gov. Rauf Aregbesola of Osun has appointed Mr Abdulrasak Salinsile as his new Chief of Staff.

    Mr Sola Fasure, the Media aide to Gov. Aregbesola, made this known on Thursday in Osogbo.

    Fasure said that the appointment was approved during the State Executive Council meeting, adding that that the new chief of staff was sworn-in immediately.

    Salinsile replaced Alhaji Gboyega Oyetola, who is now the All Progressives Congress (APC) candidate for Sept. 22 governorship election in the state.

    Oyetola scored 127,017 votes during the APC primary held on July 20, to defeat 16 other aspirants.

    Fasure said in a statement that the State Executive Council also approved the appointment of Mr Tunde Adedeji as the Chairman, Local Government Service Commission.

    Adedeji is to replace Mr Peter Babalola, who resigned his appointment on Aug. 23.

    Babalola, who was one of the 17 aspirants that contested the APC primary, defected to Peoples Democratic Party (PDP) on Aug. 24.

    Osun at retreat: Plans to sustain development programmes

    The state of Osun has said it has resolved to come up with new strategies that would help it navigate through the financial challenges while sustaining all its development programs.

    According to a communique issued at the end of a three day retreat held in Iloko Ijesa, in Oriade Local Government Area of the state, the government was compelled to review its programs with a view to executing its various development programs within the context of the ongoing economic crisis in the country.

    In the communique signed by the Chief-of-Staff to the Governor, Alhaji Gboyega Oyetola, participants at the retreat identified the need to reduce the cost of governance, increase internally generated revenues and drive investments to the state as vital to the continued growth of the state.

    The document noted that the state is on the verge of ‎unveiling what it called, “a competent and capable cabinet” which is expected to be identified and inaugurated soon.

    It said the in-coming executive council of the state would be expected to work in conjunction with dedicated civil servants of the state for implementation of these plans.

    The communique said participants at the retreat recognized the urgent need to put in place clear action plans that would put the state on a good footing among its peers in the country despite the biting economic hardship.

    Highlighting the current global economic hardship, the communique added that Osun is not alone in the economic difficulties just as participants noted that the dwindling economic fortune will affect all tiers of government, including their business partners.

    “Osun has been at the forefront of innovation in governance and it is one of the few states in the country with commendable development statistics. 

    “The state has made massive investments in physical and human infrastructure in the last five years. In 2013, Osun had the lowest unemployment rate in the country and the second lowest poverty rate.

    “Osun’s Youth Empowerment Model and School Feeding Scheme influenced the World Bank’s YESSO programme and the All Progressives Congress (APC) National School Feeding goal respectively,” the communique pointed out.

    It further noted that the commitment of the Rauf Aregbesola administration to delivering on its development initiatives to the people of the state, stating that Osun will institutionalise performance-driven governance‎.

    “The role of humans in economic development must not be overlooked, so it is important to leverage on the human resources of the state to generate ideas, establish enterprises and create much-needed goods and services. 

    “If we can get 40% of the population to be productive and generate surplus value, we will generate enough revenue to be comfortable. The aim of the Repositioning Osun for Prosperity (ROPE) initiative is to achieve increased IGR by employing creative means to widen taxpayers’ base and supporting enforcement action,” it added.

    It said that the repositioning of the state will reduce the cost of governance by strengthening the state’s public financial management system and ensure compliance with International Public Sector Accounting Standards.

    The document said that the new era that Osun is entering will increase investments in the state by attracting investors for short to medium term investments in agriculture, tourism, solid minerals, and strengthening the Public Private Partnership framework.

    It also identified performance-based governance with the setting up of appropriate mechanisms and frameworks to track performance in Millennium Development Agencies and government policies as benefit of the new initiatives.

    Tertiary institutions in Osun state have ended their five month old industrial strike action after signing a Memorandum of Understanding (MoU) with the government of the state.

    Signing the MoU at the Governor Office in Osogbo, Ogbeni Rauf Aregbesola pledged that his administration will not relent in its efforts to make life meaningful for the people and the welfare of its workforce.

    Government and Staffers of the institutions, during the MoU signing having recognised that the current financial challenge resulting from dwindling revenue from the Federation accounts will continue to affect the payment of salaries, pensions and critical expenditures of government, decided to put an end to the strike.

    Governor Aregbesola speaking through his Chief-of-Staff, Alhaji Gboyega Oyetola, ‎told the staff of the tertiary institutions in the state that the government has no plan of merging or scrappin any of the state owned institutions.

    The governor called for the cooperation of the workers in moving the state forward as it enters a new phase of looking inward at how to increase the finances of the state and depend less on the Federal allocation.‎

    He expressed satisfaction over what he described as a high sense of maturity displayed by the leadership of the union, pledging that the government would do all it could to fulfil her side of the agreement. ‎According to the governor: "The issue of merger has never been raised by this government. Nobody is going to merge any of the schools. The speculation is only being peddled by people who want to fan embers of discord.

    "I can assure you that nobody will be victimised, the governor himself is a comrade who is never vindictive. For him to have given his words that you will be paid some days after you resume work shows he is not vindictive.

    "I want to use this opportunity to charge you to be committed to our Internally Generated Revenue and assist the government in blocking leakages. We should all face the reality of the situation we have in the country. There is a glut in the oil industry and we need to look inward.

    “We need to really increase our internal revenue for us to be able to meet our obligations, government cannot do it alone, so this is the kind of support that we need from our institutions, as our financial situations improve every other part will be considered.”

    Earlier, representatives of the union in all the four state owned tertiary institutions, namely; Osun State Polytechnic, Iree, Osun State College of Technology, Esa-oke, Osun State Colleges of Education in Ila Orangun and Ilesa, the State Chairman, Joint Negotiating Council of the union,

    Comrade Olusoji Fasipe commended Governor Aregbesola for his rare understanding and patience despite the condition attached to the industrial action.

    He urged the government not to renege on its promises of paying them within the stipulated seven days of resumption, adding that the strike has been suspended in line with the agreement made with the government

    He said the union was always on the side of government, assuring that the union would do all it could to support the administration in repositioning its economy as it is faced with financial challenges.

    "We are ready to do our best to ensure that the state economy is revamped. We have friendly and fatherly people in government and they have been playing the role as expected and it is our belief that they would not relent in giving us more support.

    "We suspend this strike based on the agreement reached with the government to pay our salaries within seven days of resumption. We are optimistic and we are returning to work because our governor emphatically promised to pay our salaries within seven days," Comrade Fadipe said.
