    Nigerian winger Adamu Aliyu revealed that he won’t be carried away by his impressive start at Latvia  club, JFK Ventspils.

    The youngster  last weekend wasted no time in announcing himself at his new club making an instant impact in Latvia’s second division. The 23-year-old, who joined the team in the recent transfer window, has quickly established himself as a player to watch.

    In his second outing for the club, Aliyu played a decisive role in a 4-1 league victory, registering an assist and winning a penalty.

    It was a performance that underlined his attacking qualities and resilience, coming after a challenging debut.

    “My first match wasn’t the best. I came on when we were already behind, and shortly after, we had a player sent off,” Aliyu recalled. “But we put that behind us, and today’s result shows the strength and spirit of this team.”

    “Like every player, I dream of representing my country. For me, that dream is to wear the Super Eagles jersey,” Aliyu said. “I’ll keep working hard and hope that one day I’ll get the chance.”

    Sokoto: Aliyu pledges LGs financial autonomy, lauds hitch-free polls

    Gov. Ahmad Aliyu of Sokoto State has pledged to ensure greater financial autonomy for the local government councils to enhance their ability to impact the lives of the citizens.

    Aliyu made this commitment after casting his vote at the Magajin Rafi Model Primary School polling unit in Tudun Wda “A,’Sokoto South Local Government Area during Saturday’s local government elections.

    He praised the peaceful conduct of the elections and expressed satisfaction with the efforts of the State Independent Electoral Commission (SIEC) in ensuring a smooth process.

    The governor called on all the candidates to accept the election outcomes in good faith and reaffirmed his commitment to working with those to be elected to improve the lives of the people.

    Similarly, Sen. Aliyu Wamakko (APC, Sokoto North) cast his vote at the Gidan Kara polling unit in Wamakko Local Government Area.

    He said that the high voter turnout was a testament to the people’s support for the All Progressives Congress (APC) administration.

    Wamakko urged the would-be victors to view their success as a call to serve and to uphold transparency in their governance.

    The APC State Chairman, Alhaji Isa Achida, commended the transparency of the electoral process.

    He emphasised that the participation of multiple political parties reflected the growing public awareness and engagement in governance.

    Achida also lauded the security agencies for ensuring that the elections were conducted peacefully and expressed optimism that APC candidates would emerge victorious across the 23 local government areas.

    Speaking to reporters, SIEC Executive Chairman, Alhaji Suleiman Aliyu, said he personally monitored the elections to ensure that everything was proceeding smoothly.

    He acknowledged that some complaints were addressed promptly to speed up the process.

    Aliyu also explained that BIVAS machines were not used in the election due to the technical issues encountered during the last General Elections.

    The News Agency of Nigeria (NAN) reports that no fewer than 15 political parties were participating in the elections.

    NAN also observed that while the elections saw increased voter turnout, particularly among women, some polling units experienced delays, with materials arriving late and voting beginning after 9:00 a.m.

    Some business outlets and traders in neighbourhood markets in the Sokoto metropolis and environs went about their usual business activities.

    Supreme Court affirms Fubara, Kefas, Aliyu victories

    The Supreme Court yesterday affirmed the elections of Siminalayi Fubara, Agbu Kefas and Ahmad Aliyu as governors of Rivers, Taraba and Sokoto states.

    In three judgments, a five-member panel held that the appellants failed to prove their cases.

    The first judgment was on the appeal by Tonye Cole, candidate of the All Progressives Congress (APC) in Rivers.

    He prayed to void Fubara’s victory because the election was marred by corrupt practices.

    Cole contended that the poll was not conducted in substantial compliance with the Electoral Act 2022.

    He also claimed that Fubara did not validly resign his from previous position before the election was held.

    Cole alleged that Fubara continued to sign documents as the Accountant-General even after he was nominated as the PDP candidate.

    Justice Ibrahim Saulawa, who read the lead judgment, resolved all four issues identified for determination against the appellant.

    He held that the appeal was devoid of merit.

    The Justice dismissed it and affirmed the judgment of the Court of Appeal, which upheld Fubara’s election.

    The second judgment was on the appeal by Muhammad Sani Yahaya of the New Nigeria Peoples Party (NNPP), who sought the nullification of Kefas’ election.

    Justice Mohammed Lawal Garba, who read the lead judgment, found that the appeal lacked merit.

    According to him, the Court of Appeal was right to have dismissed the appeal on grounds of incomplete record of appeal.

    He noted that the part of the record of appeal that was omitted was essential for the determination of the case.

    The Justice said the omitted part of the record contained the testimonies of polling unit agents called by the appellants at the trial tribunal in support of their claims relating to invalid votes.

    Justice Garba held that there was no way the Court of Appeal could have determined issues raised without the missing records.

    He adjudged the appeal unmeritorious, dismissed it and affirmed the judgment of the Court of Appeal which upheld Kefas’ election.

    The third judgment was on the appeal by Sa’idu Umar, candidate of the Peoples Democratic Party (PDP) in the Sokoto poll.

    Umar and his party had sought to void Aliyu’s election, claiming he and the APC were wrongly declared winners because they did not secure a majority of valid votes cast.

    They alleged other malpractices, including that Aliyu submitted forged academic credentials, that he was not qualified and that he did not accompany his Form EC9 with an affidavit as required by law.

    In the lead judgment, Justice Tijjani Abubakar resolved all the issues distilled for determination against the appellants.

    The Justice held that the appellants failed to prove their claims and dismissed the appeal.

    He affirmed the November 27, 2023 judgment of the Court of Appeal, which upheld Aliyu’s election.

    Fubara to opposition: join in building Rivers

    Fubara expressed gratitude to God, President Bola Ahmed Tinubu and the Minister of Federal Capital Territory (FCT), Nyesom Wike, for his triumph at the Supreme Court.

    The governor declared his resolve to remain committed to the purpose for which he was elected, saying nothing would distract his governance.

    In a statement by his Special Assistant on Media, Boniface Onyedi, he said: “The Supreme Court revalidation of our mandate is a victory for the entire state.”

    “It is important for us to note that we need this victory to consolidate the purpose of governance. We have had a few distractions here and there.

    “The good news is a refreshing strength that will encourage us to continue the good works in governance.

    “We have a dream of making it a highly competitive state that will measure, if not up to Lagos but close to becoming like Lagos. We can only achieve this in an atmosphere of peace.”

    Rivers PDP chapter congratulated Fubara, saying the victory was a reflection of the massive support the governor enjoyed from the people at the poll.

    The party, in a statement by its Publicity Secretary, Tambari Sydney Gbara, said: “It is also our conviction that with this judgment and victory, Rivers people will continue to enjoy the dividends of good governance.”

    Also, the Rivers State Council of the Nigeria Union of Journalists (NUJ) congratulated Fubara. 

    In a statement jointly by its Chairman, Stanley Job Stanley and the Secretary, Ike Wigodo, the NUJ described the verdict as confirmation of the people’s trust and mandate freely given to the governor.

    “We urge the people of Rivers State, especially the political class, to put all that happened during and after the elections in the state behind them and support the Siminilayi Fubara-led government to succeed and make Rivers a better place for all,” the union said.

    • Oyo proposes N434b; Enugu, N521b; Edo, N325.3b; Sokoto, N270.1b 2024 budgets

    Governors Seyi Makinde (Oyo), Peter Mbah (Enugu), Godwin Obaseki (Edo), and Ahmed Aliyu (Sokoto) yesterday presented the 2024 Appropriation Bills to the Houses of Assembly for perusal and passage into law.

    Makinde presented N434,221,765,938.79 budget proposal which comprises a Capital Expenditure of N222,337,320,199.85 and a Recurrent Expenditure of N211,884,445,728.95.

    The governor said next year’s budget proposal, christened: Budget of Economic Recovery, offers a chance for his administration to show its responsiveness to the current economic realities in the country.

    He said the Capital Expenditure is 2.4 per cent higher than the Recurrent Expenditure.

    Makinde explained that the budget proposal envisaged an increased Internally Generated Revenue (IGR) of N72 billion with an average of N6 billion monthly.

    A breakdown of the proposals showed that Education got the highest share of N90,664,994,252 (20.88 per cent), followed by Infrastructure, which got N74,316,325,706 (17.11 per cent); Health, with N40,998,197,758.30 (9.44 per cent); and Agriculture, with N15,848,707,310.80 (3.65 per cent).

    In Enugu State, Governor Mbah presented a budget proposal of N521,561,386,000 to the House of Assembly yesterday in Enugu.

    The proposed budget, tagged: Budget of Disruptive Economic Growth, comprises a Recurrent Expenditure of N107,272,660,000, representing 20 per cent; and a Capital Expenditure of N414,334,120,000, representing 80 per cent of the total budget.

    Education got the lion’s share of N134.5 billion, representing 33 per cent of the total budget proposal.

    Mbah said through the revised budget, his administration had been able to make some appreciable progress in fulfilling its promises to Ndi Enugu in the last few months.

    He estimated that the total recurrent revenues in 2024 will amount to ¦ 383,789,000,000.00, as against the approved revised provision for 2023 of ¦ 143,571,592,917.

    Giving a breakdown of the projected revenues for 2024, Mbah said the state would generate N252,789,000,000 through Internally Generated Revenue (IGR); N60,000,000,000 through Statutory Revenue; N16,000,000,000 through Excess Crude and others; while N44,000,000,000 and N11,000,000,000 would be earned through Value Added Tax (VAT) and Opening Balance.

    In Edo State, Governor Obaseki presented a proposed budget of N325.3 billion, called: Home Run, Finishing Strong, to the 24-member House of Assembly in Benin, the state capital.

    The governor said the 2024 Appropriation Bill contains N178 billion for Capital Expenditure, and N146 billion for Recurrent Expenditure. He put the total projected revenue for 2024 at N303 billion. This consists of N55 billion for Statutory Allocation, Value Added Tax (VAT) of N38 billion, Capital Receipts of N40 billion, Internally Generated Revenue (IGR) of N72 billion, and N10 billion from Grants, among others.

    Obaseki stressed that the focus areas for the 2024 fiscal year would include growth and employment enablers, such as trailer and transit parks, ICT infrastructure, Benin port projects, which would gulp N85 billion; Road and Transport Infrastructure, N62 billion; Health, N33 billion; Education, N32 billion; and Buildings, Physical Planning and Development Control, N21 billion.

    Other areas include Social Welfare/Benefits, N16 billion; Environment, N5 billion; Electricity, N7 billion; Agriculture, N6 billion; and Youth, Social Development and Gender, N6 billion.

    In Sokoto State, the House of Assembly yesterday passed for second reading the proposed 2024 Appropriation Bill of N270.1 billion.

    The request for this progression came from the Assembly Leader, Alhaji Bello Idris (APC, Gwadabawa North), after a thorough debate on the budget presented by Governor Ahmed Aliyu.

    The News Agency of Nigeria (NAN) recalls that the governor presented the proposed 2024 budget to the state legislature last Friday.

    Aliyu said the proposed budget, tagged: Budget of Hope and Resilience for Infrastructural Development, consists of Personnel Costs of N46.9 billion; Overhead of N50.9 billion; and Capital Expenditure of N172.2 billion.

    The governor said Education got the largest allocation of N42.9 billion, followed by Health’s N31.2 billion; Works and Transport, N18.8 billion; and Agriculture, N10.3 billion.

    Former Niger State Governor, Dr. Muazu Babangida Aliyu, has explained how he chased the dreaded Boko Haram leaders, Abubakar Shekau and Abu Qaqa out of Niger State during his first term as Governor, saying that, the state would have been the foundation of Boko Haram.

    He said part of the solution to the security challenges bedeviling Nigeria, like terrorism and banditry is proper planning and budgeting that will eradicate the negative statistics of 20million out of school children and change the story of Nigeria from being rated as the global poverty capital.

    Aliyu stated this in Kaduna as the weekend while addressing at the 2023 annual public lecture, awards and election of the Nigerian Institute of Public Relations (NIPR), Kaduna Branch.

    The former governor said: “The primary purpose of government is the security of lives and property of the citizens. As Chief Security officer of your state, you cannot claim inability to secure your citizens. Yes, the officers of the security agencies might not have come from your state, they are federal officers posted to assist you in your state.

    “Being proactive as leader and followers also help so much. When I arrived Niger state, I found a security challenge in the form nine people who went to a village in Mokwa local government, who had multiplied in 2007 to 7,000 people and were involved in armed robbery and abducting women in the area. They constituted themselves into a republic.

    “I also discovered that many governors have tried to do something but were probably frustrated by Abuja. Infact, two immigration officers sent to investigate the activities in the group became members. When I took census, I discovered that more than 60 per cent of the members were not Nigerians. The original Shekau and Abu Qaga were the leaders. I got the support of the Late President Musa Yar’adua to disperse them after compensating them and provided them transport to their destination in Nigeria and the foreigners were taken to their boarders.

    “That action probably saved Niger State from being the foundation of Boko Haram as we come to know, they were regularly visiting the River Niger bridge. That the federal Government would support any governor who has done his homework,” he said.

    The Court of Appeal in Abuja has affirmed the election of Ahmed Aliyu of the All Progressives Congress (APC) as the governor of Sokoto State.

    A three-member panel of the court’s Sokoto Division, which sat in Abuja, held in a unanimous judgment yesterday that the appellants failed to prove their case.

    The panel, headed by Justice Ita Mbaba, dismissed the appeal filed by the Peoples Democratic Party (PDP) and its candidate in the March 18 governorship election, Saidu Umar.

    The appellate court affirmed the September 30 judgment of the state governorship election petitions tribunal, which earlier dismissed the petition by the appellants.

    In the lead judgment, Justice Mbaba held that the tribunal was right to have held that Aliyu and deputy, Idris Gobir, were qualified to contest the election and that they did not present forged certificates, as claimed by the appellants.

    In their petition, the PDP and Umar had challenged Aliyu’s victory on the grounds that the governor and his deputy were ineligible to contest the election.

    They also accused the governor and his deputy of falsification of certificates, variation of names, election frauds= and non-compliance with electoral guidelines.

    But Justice Mbaba held that the appellants failed to lead credible evidence to prove their allegation of non-compliance.

    The judge held that the appellants, who were petitioners before the tribunal, pleaded and tendered INEC’s Forms EC40G, which were issued in respect of polling units where election results were cancelled, but failed to call witnesses from the affected polling units to prove the exhibits.

    Justice Mbaba said the documents were dumped on the tribunal.

    Also, the Peoples Democratic Party (PDP) in Lagos State has said it had resolved to challenge the Appeal Court’s ruling which affirming Governor Babajide Sanwo-Olu as winner of March 18 governorship election.

    The State PDP Publicity Secretary, Alhaji Hakeem Amode, announced the party’s decision in an interview with the News Agency of Nigeria (NAN) yesterday in Lagos.

    Amode said justice had not been properly served in the PDP’s governorship candidate’s, Dr. Olajide Adediran’s (Jandor’s) petitions against Sanwo-Olu’s re-election.

    “We are challenging the ruling of the Appeal Court affirming Sanwo-Olu as winner at the Supreme Court. In a couple of days, our petitions will get to the Supreme Court,” he said.

    The publicity secretary claimed that the justices of the Court of Appeal had failed the party by not seeing the merit in Adediran’s petition.

    “Looking at some of the Appeal Court’s rulings: there have been so many inconsistencies on its stands on pre-election matters.

    “We, as a party, feel justice is yet to be served in our petitions against the outcome of March 18 governorship election in this state.

    “We have a strong belief in the Supreme Court to look at the crux of the matter and make a statement that will serve as precedent.

    “The party and our candidate are not deterred. We have reviewed the November 15 Appeal Court’s ruling and decided to pursue justice at the Supreme Court,” Amode said.

    UPDATED: Senate okays Aliyu as ICPC chairman

    The Senate, on Thursday confirmed, the nomination of Musa Aliyu for appointment as chairman of the Independent Corrupt Practices and Other Related Offenses Commission (ICPC).

    The Senate also confirmed the appointments of Gadji Dantata and Saka Sulieman as members of the Federal Judicial Service Commission (FJSC).

    Deputy Senate President, Barau Jibrin announced confirmation of Aliyu and the two members of the FJSC after they were cleared by a voice vote by senators at the plenary.

    Aliyu, a lawyer and former Attorney-General of Jigawa State was screened at the Committee of the Whole.

    During the screening, the ICPC chairman-designate told the senators that he is a Senior Advocate of Nigeria (SAN) designate.

    He said that he had his primary education between 1983 and 1989 before enrolling to Government College, Bauchi, in 1990 for his secondary school education.

    He explained that he obtained his secondary school leaving certificate in 1995 and proceeded to Bayero University, Kano to study Law in 1998.

    He said he graduated from Bayero University’s faculty of Law in 2003 and enrolled for his law school in 2004 before he started practicing as a lawyer.

    Aliyu also told the senators that he is the Chairman of Human Right and Rule of Law Association and that he also belonged to many human rights and anti-corruption organisations.

    Meanwhile, Mrs Dantata and Mr Sulieman who appeared before the senate for confirmation as members of the federal judicial service also narrated their achievements in the private and public sectors.

    Mrs Dantata, a professor, said she hailed from Kano State.

    She told the senators that she obtained her Bachelor’s degree, Masters of Arts and PhD from Bayero University, Kano.

    Mrs Dantata noted that she had attended many conferences and was involved in humanitarian and academic activities across the country.

    She said she’s a mother of five children.

    The Deputy Senate President however directed that Mrs Dantata ‘take a bow and go’ in order to “ensure gender sensitivity” in the screening process.

    On his part, Mr Suleiman, the second member of the federal judicial service commission nominee said he hailed from Ifelodun Local Government area of Kwara State.

    He said he attended Kwara State College of Technology now Kwara State Polytechnic.

    He also said he enrolled into University of Lagos in 1981 where he obtained his Bachelor’s degree.

    None of the senators asked Mr Suleiman questions relating to his position as a member of the judicial commission before he was directed to step out of the Senate chamber.

    Abdulrahman said he had known Aliyu since 1999 when he served under him as a supervising engineer in the Ministry of Integrated and Rural Development in Yobe State when he was the permanent secretary.

    He said Aliyu  was “a competent but a dedicated engineer who is always punctual, and proactive to any assignment giving to him”.

    Abdulrahman added: “When in set out to get a competent engineer, we had two candidates. One had HND, The current minister of State, Works & Housing had HND plus degree in Civil Engineering. We conducted an interview and from the look of things, he proved to be a more competent and more perceptive of what the government wish to do at the local level.

    “After the ministry took off, we made request to the government base on his own assessment which we sent him to the rural communities and those assessment were correct because there was no time that we went back to review his assessment. The costing was so clearly done by him. When we started construction, contracts of each construction site were giving a time limit. For instance, from A-B should be finished in three week or so. He proved not only to meet the date lines but actually completed the jobs before date lines.

    “First, his material assessment was correct. Secondly, he was a competent engineer. Thirdly, he never relents and make sure he reaches his objectives clear. As time progressed, government was aware of the impact we made in the communities.

    “We actually had no problems of funding because Bukar Abba graciously approved every fund that we made request and the Abubakar D. Aliyu did all the work with dedication and precision with all his staff and by the time we completed the project, we invited journalists to look at what we did and make their own assessment. That was the first impact of the Bukar Abba Ibrahim administration and everyone was talking about his government that he is transforming Yobe State rural communities”.

    On Aliyu’s appointment, he said: “Not only has President  Buhari made  the right choice, the president  has got the right man in Engineer Aliyu. He is always punctual. He insists on completing any job giving to him before completion. He is always proactive in all his assignment and I am sure him and Fashola will make a perfect team because I know that Fashola is also a very serious minded person. I am sure they will work as a team.”
