    Amaechi’s allies tackle Wike over ‘unwarranted vituperations’

    The Inter-Ethnic Network for Chibuike Rotimi Amaechi (INCRA) has condemned Rivers State Governor, Nyesom Wike’s “unwarranted vituperations” against Transportation Minister Rotimi Amaechi.

    The pan-Rivers group, yesterday, in a statement in Port Harcourt by a member of its Interim Management Team, Mrs. Ozumonum Gudu, expressed surprise on Wike’s lack of respect for Amaechi, his former boss as Rivers governor and benefactor, who made him Chief of Staff in 2007 and recommended him in 2011 to the then President Goodluck Jonathan for ministerial appointment.

    Rivers governor, through the state’s Commissioner for Information and Communications, Dr. Austin Tam-George, on Sunday in Port Harcourt, alleged that Amaechi was indicted for stealing billions of public funds by a court-approved judicial panel of inquiry, set up by his administration.

    Wike accused Amaechi of relocating to Port Harcourt to impose a governor on Rivers State, through subterfuge and electoral gerrymandering in 2019, describing the actions as a classic case of a rapist returning to his victim to ask for love.

    Wike admonished Rivers people and other Nigerians to ignore the lies of Amaechi and his factionalised APC.

    INCRA said: “Rivers people have once again been treated to the usual meal that the government of Rivers State under Wike knows how best to prepare, the meal of diversionary tactics, lies, lame excuses, character assassination and the like.

    “In less than 24 hours after Rivers people, from all walks of life, gathered to celebrate Rt. Hon. Chibuike Rotimi Amaechi, on the occasion of his 52nd birthday, a man whose tenure as governor witnessed tremendous transformation in the state, the Rivers government rushed to put up another concocted story about the man generally considered a living legend.

    “What is clear is that the Wike-led government is feeling unease and increasingly worried over the massive followership the minister still commands, even after two years he left as governor. The frustration on the part of the Rivers government became more evident when Rivers people increasingly ignored the endless mischief Wike’s government churned out daily against the transportation minister.

    “It is important to remind Rivers people and other Nigerians that there is nothing new in the recent accusations levelled against Rt. Hon. Amaechi by Wike’s administration. It is rather a continuation of the now boring and broken sounds, intended to malign the person of the former governor.

    “Wike’s government should focus on providing security, education, health and other infrastructure to justify the billions it receives from the federation account, Paris Club refund, Internally-Generated Revenue (IGR) and other sources of income. We also challenge the Rivers government to focus on making its budget open to Rivers people and Nigerians, instead of going hysterical whenever the name of Rt. Hon. Amaechi is mentioned.”

    The group also declared that no amount of mudslinging could dissuade Rivers people from associating with the transportation minister.

    INCRA stated that the more Rivers governor and his drowning supporters tried to malign Amaechi, the more Rivers people and others would be endeared to him, asking Wike and his allies to shut up and work.

    The Rivers State chapter of the All Progressives Congress (APC),  yesterday said it has uncovered a plot by Governor Nyesom Wike of the Peoples Democratic Party (PDP) to tarnish the image of Minister of Transportation  Rotimi Amaechi, who is the leader of APC in the state, on the Ikoyi cash.

    Rivers APC, through its Publicity Secretary, Chris Finebone, noted that the plot to rubbish Amaechi, the immediate governor of the state, would involve manifest falsehood, soon to be placed in the media.

    Wike, however, alleged that Amaechi was indicted for stealing billions of public funds, by a court-approved judicial panel of inquiry, set up by his administration.

    The main opposition APC in Rivers also revealed that the plot against the transportation minister would involve extensive forgeries and fabrications of various seemingly-sensitive documents to further buttress the lie that the Osborne Road, Ikoyi money, confiscated by the Economic and Financial Crimes Commission (EFCC), belonged to Amaechi and that he allegedly obtained it from the coffers of Rivers government, while he was governor of the state.

    The party said: “Initially, when Wike claimed that the Osborne Road, Ikoyi money belonged to Rivers State, the EFCC presented an ample opportunity for the Rivers governor to step forward and provide evidence and possibly pick up the money, but he (Wike) chickened out, until the period granted by the court elapsed. Wike did not take advantage of that window, because he had no iota of evidence and he knew it. The present devilish efforts by Wike to pour tar on Amaechi will go the futile way of the governor’s previous efforts.

    “APC is saddened that more than two years after being sworn in as the governor of Rivers State, Wike is still hell-bent on destroying the image of his former boss, benefactor and predecessor. We wish to remind him that his evil plans for the man who gave him a lift in life will continue to fail to his grief.

    “We note that instead of aimlessly deceiving himself in his cocoon of self-delusion that he can bring down Amaechi, the APC would like the Rivers governor to settle the scores he has with his own dishonorable reputation of lies and deceit.

    “Wike stood before God and men in a church in Etche LGA of Rivers State to lie, when he claimed that the Federal Government was undermining his government by slashing the state’s monthly allocations. He refused to tell the truth that he had earlier pledged a good chunk of the state’s future monthly allocations as collateral security to commercial banks for the huge loans he took at double digit interest rate.

    “Like in the case of the federal allocations, the Rivers governor recently told another group of clergymen during a church programme that the Federal Government paid the state only N17 billion as refund on Paris Club loan and not N34 billion, as claimed by the Federal Government. However, evidence made available to the APC by officials of Federal Ministry of Finance indicates that Wike actually signed and collected N34 billion as Paris Club loan refund for Rivers State.”

    Rivers APC also stated that it was convinced that Wike, fearing that his lies were about to be made public, decided to raise spurious allegations against the minister of transportation, being his usual style of diverting attention and shifting the focus of public scrutiny from himself.

    It noted that if indeed the Rivers governor had any credible evidence that the Ikoyi cash belonged to Amaechi or Rivers government, he would have joyfully approached the EFCC and the court to claim the money, stressing that the present attempt to raise spurious claims, through concocted documents, was mere smokescreen to cover up the obvious lack of transparent governance by Wike.

    APC called on Rivers people in particular and Nigerians in general to disregard all forms of fabricated stories that Wike was about floating in the public space through print and electronic media, as well as on the Internet, maintaining that it would continue to deconstruct, demobilise and discredit the grand deceit that the Rivers governor and his mafia government represented.

    Wike, through Rivers Commissioner for Information and Communications, Dr. Austin Tam-George, also accused Amaechi of relocating to Port Harcourt to impose a governor on Rivers state, through subterfuge and electoral gerrymandering in 2019, describing the actions as a classic case of a rapist returning to his victim to ask for love.

    Rivers governor said: “It is important to constantly remind a forgetful public, that Mr. Amaechi was indicted for stealing billions of public funds, by a court-approved judicial panel of inquiry, set up by the State Government.

    “Even by the standards of Nigerian political misbehavior, Mr. Amaechi’s record presents a unique and intriguing specimen.

    “Here is a man, whose brazen refusal to pay pensioners their entitlements for six months, contributed to the deaths of hundreds of senior citizens in Rivers State, between 2014 and 2015.

    “Mr. Amaechi’s thoughtless policies and reckless public spending literally broke the economic spine of Rivers State. His administration was marked by myth making and public deceit.

    “Throughout the 2015 political campaigns, the APC presented itself as a better alternative to the PDP. Mr Amaechi’s adjectival insistence that he is the ‘leader’ of the APC in Rivers State is the clearest indication of the moral carcass that the party of ‘change’ has become in Nigeria.”

    Wike admonished Rivers people and other Nigerians to ignore the lies of Amaechi and his factionalised APC.

  • We are loyal to Amaechi, say 22 APC elected LGA chairmen

    The 22 embattled Local government chairmen elected under the All Progressives, Congress (APC) in Rivers State have reaffirmed what they described as unreserved loyalty to Rt. Hon. Rotimi Chibuike Amaechi as the leader of the party in the state.

    In an emergency meeting conveyed yesterday in Port Harcourt, Rivers State capital, by the embattled chairmen, the 22 of them passed vote of confidence to Amaechi and praised his achievement as the Transport Minister.

    It would be recalled that the 22 local government chairmen were elected under the platform of APC during the last hour of Amaechi’s administration but were later sacked by Governor Nyesom Wike and replaced by the current local government caretaker committees. The matter is still a subject of litigation at the court.

    Quoting the statement issued after the emergency meeting yesterday and signed by all the chairmen, Sir Lucky Worluh of Emohua Local Government, who briefed the press before the communiqué was given out, said their loyalty to Chibuike Amaechi remains intact.

    Worluh said they are strengthened by the history of Amaechi’s travails and turbulence in life, adding that out of this, God has distinguished him (Amaechi) as a purposeful and exemplary leader.

    Minister of Transportation Rotimi Amaechi has stated that the maritime sector is a haven of opportunities for the world maritime industry to tap into.

    The minister made this known while speaking at the ”Africa @ Nor” session of the Nor-Shipping 2017 which held at Lillstrome, Norway.

    Amaechi assured the audience that Nigeria is a strategic destination for investment opportunities, stressing that Nigeria epitomises a broad spectrum of the continent in Africa.

    ”Nigeria is the most populous country in Africa with about 183 million people and by extension, with the cumulative population of two Landlocked countries of Chad Republic which is 14.9m people and Niger Republic with 21.3m people creates a huge consuming market and comparable cheap labour”, he said.

    The Nigerian Maritime Administration and Safety Agency (NIMASA) Director-General Dr. Dakuku Peterside stated that Nigeria as a maritime nation is endowed by nature with over 850 kilometers of coastline.  He further pointed out that the country has six modern port complexes and a fast developing intermodal transport system as well as abundant trained workforce combined with a standard regulatory regime amongst others which are benefits accruable to investing in the Nigeria maritime sector.

    “We are bounded by two land locked countries of chad and Niger, so we are not just serving goods coming into Nigeria, we are also serving goods going to chad and Niger,” Peterside said.

    He said Nigeria would soon take delivery of the fifth largest floating dock in Africa.

     

     

     

  • ‘APC members in Rivers are united under Amaechi’

    The teeming members of the Inter-ethnic Network for Chibuike Rotimi Amaechi (INCRA) have stated that members of the All Progressives Congress (APC) in Rivers State are united under the leadership of the Transportation Minister, RotimiAmaechi.

    They also maintained that no group in Rivers APC was involved in cultism and other criminal activities, while expressing shock that the Governor NyesomWike could accuse his benefactor and immediate predecessor (Amaechi) of sponsoring cultism in Niger Delta State, describing the accusation as baseless, frivolous, reckless and a blatant lie that should not be taken seriously.

    Members of INCRA, led by Mrs. Morganson Winnie, a lawyer, and Mr. Nna Priestley, during the inauguration of the group and news conference yesterday in Port Harcourt, said there was no crisis in Rivers APC.

    A fresh clash ensued yesterday between Transportation Minister Rotimi Amaechi and his successor as Governor of Rivers State, Nyesom Wike, over today’s Rivers at 50 award ceremony. Amaechi turned down an award offered him by Wike as part of activities marking the creation of the state 50 years ago. He dismissed the award a poisoned chalice, coming from a man who “spends most of his time making reckless, deeply irresponsible, malicious, false allegations” against him (Amaechi). He cited the recent allegation by Wike that the $43million recovered by the Economic and Financial Crimes Commission (EFCC) from the Osborne Tower in Ikoyi ,Lagos was part of the money stolen by the minister.

    He told the governor to first publicly confess and apologize “that he wickedly and maliciously lied when he had that disgraceful, middle of the night press conference to push the false narrative” that Amaechi owned the money and apartment. The governor’s response to Amaechi’s rejection of the award was swift in coming. The state’s Commissioner for Information and Communications, Dr. Austin Tam-George, claimed that the minister’s action was a huge moral relief for the Wike administration and Rivers people.

    Amaechi,in firing the first salvo through his media office yesterday, said: “In the past couple of days, Minister of Transportation and immediate past governor of Rivers State, Chibuike Rotimi Amaechi has been inundated with calls and enquiries from journalists about a purported award/honour to him from Nyesom Wike, the current governor of Rivers State. “The minister was shown a publication of the Rivers State government indicating his name as one of many others to be given awards by Nyesom Wike. But as at today, Amaechi has not received any communication from Nyesom Wike and/or Rivers State government in this respect.

    “Be that as it may, we want to state categorically that whatever Wike claims to be giving to Amaechi is a poisoned chalice that has been unequivocally rejected by the minister. “Firstly, the purported award itself is a contradiction of monumental proportions, a contradiction that can only come from a warped and perverted mind. From day one as governor, Wike has made it his sole, one-point agenda to attack, abuse, insult and falsely denigrate Amaechi, his immediate predecessor and erstwhile benefactor. “Since he became governor, Wike spends most of his time making reckless, deeply irresponsible, malicious, false allegations against Amaechi, as he attempts, albeit fruitlessly, to malign and destroy the outstandingly superb performance and legacy of Amaechi in Rivers State.

    “So, what is the basis or criteria for Wike to give an award/honour to a man he (Wike) has rashly attacked and called all sorts of unprintable names in the past two years? For Wike to do a 360 and give an award to a predecessor, he (Wike) has consistently but misleadingly and deceitfully called Satan, Judas, non-performer, thief and only this week a sponsor of cultists, shows evidently that Wike suffers from a grave but rare form of psychosomatic malady. “Secondly, what will Amaechi tell Rivers People when he goes to collect an award from that man-child who sits in Government House that is directly or indirectly responsible for the present deplorable state of sufferings, economic and infrastructural decay, violence, crime, insecurity, kidnappings and killings in Rivers State? Amaechi will not accept any award from a petty lowlife conman, who rode to power on the blood of Rivers people. “Thirdly, the office of governor of any state is a prestigious, very dignified office and the occupant of that office who holds it in trust for his people is expected to act, talk and behave responsibly and decorously.

    “Amaechi will not accept any award from this kind of lying, reckless, irresponsible and brutal character that has become the laughing stock of the nation. “Finally, We will not relent to remind Wike and insist that he must go to court, like he vowed, to prove his frivolous claims that the over $43million Ikoyi money and luxury apartment (found by EFCC), belongs to Amaechi and were stolen from Rivers State by Amaechi; or be ready to face the wrath of the law at the appropriate time; the wrath of the people and ultimately the wrath of God, which no constitutional immunity can protect him from.

    “The only other alternative is for him to publicly apologize and tell us that he wickedly and maliciously lied when he had that disgraceful, middle of the night press conference to push the false narrative that Amaechi owns the money and apartment.” Amaechi was not singled out for any special award,says Wike Responding ,Wike speaking through Tam-George ,said that the state government never set out to give any special award to the Transportation minister for a meritorious service. He said Amaechi merely fell into the category of award for all past governors of the state.

    His words:”The award was never meant as a validation of Mr. Amaechi’s horrendous administration. Mr. Amaechi was personally indicted for stealing billions of public funds, by a court-approved panel of inquiry, set up by the Rivers State government. “The Rivers State government is about to begin a prosecutorial process against him (Amaechi) in multiple jurisdictions in Nigeria and abroad. No award would have stopped that process. “We must confess that as a government, we wrestled with the moral horror of giving any kind of award to a man, whose government was no more than a criminal syndicate. But it was an automatic category.”

    Southeast not excluded from railway upgrade – Ministry

    The Ministry of Transportation on Friday dismissed fears that the Southeast will not benefit from the ongoing upgrading of the country’s railways.

    The project is to be financed with a $5.851 billion loan from China’s Exim bank.

    The ministry in a statement issued by its Director of Public Relations, Yetunde Sonaike, said no section of the country is left out of the railway upgrading.

    “The Federal Ministry of Transportation wishes to state clearly that the south-east geo-political zone has not been excluded from the Federal Government ongoing rail projects,” she said in an apparent response to the decision of the Senate to summon the Minister of Transportation, Rotimi Amaechi, to come and explain why the eastern corridor of the country’s rail lines was excluded from the proposed loan.

    “The two major rail projects of the federal government are the Coastal Rail Project from Lagos – Calabar, which traverse Lagos –Shagamu -Ore-Benin City – Sapele – Warri – Yenogoa.

    “With siding to Otuoke – Port Harcourt- Aba- Uyo – Calabar and branch line from Benin City Abudu – Onitsha, including Onitsha rail bridge. Lagos – Kano rail project will traverse Lagos – Abeokuta – Ibadan –Oshogbo – Ilorin – Jebba – Minna – Kaduna – Zaria-Kano, with branch line from Minna – Abuja and Abuja – Kaduna.

    “The Federal Ministry of Transportation wishes to state categorically that the loan from China Exim Bank will be used to fund the following three segments from the two major rail projects. Lagos – Ibadan, from Lagos – Abeokuta – Ibadan with extension to Apapa Port Complex with the segment two of Lagos – Kano.

    “Kano – Kaduna, segment 3A of Lagos – Kano – Calabar – Port Harcourt, which will pass through Port Harcourt – Aba-Uyo – Calabar with extension to Onne Deep Sea Port,” the statement added.

    Minister of Transportation Rotimi Amaechi has extolled the values of his late father in-law, Pa Celestine Nnamdimere Ndukwu (The Okeosisi 1 of Umuamusa), who died at 80.

    Amaechi spoke yesterday at St. Patrick’s Catholic Church, Amucha, Njaba Local Government of Imo State, during a commendation service for the deceased.

    According to him, the deceased stood by him during his thick and thin.

    He described his late in-law as a “very good man”, noting that he made remarkable impacts, not only in his life, but also in the lives of others.

    His words: “The man we came to honour today was a very good man. If he was not, we won’t be here. I don’t know how he impacted your lives but I can tell you how he impacted mine.

    “When I married my wife, I wasn’t a rich man. We were not at all rich when we (my wife and I) met. In fact, it was at the time when they overthrew Shonekan. We just married that week and I was Special Assistant to former Governor Peter Odili. I had no money; it was so bad, but two persons sustained us – Chief and Mrs. Ndukwu.

    “These two persons guided us and did a lot for us. Never a day did I get a call from Ndukwu and his wife, asking their son in-law, who became governor, to give them money. Chief and Mrs. Ndukwu never asked, and unfortunately he died, but at the ripe age of 80.

    “He was in love with education, they both love education and that is what my wife and I have imbibed.

    “If there is one thing my wife has achieved against my advice, it is the number of Primary and Nursery Schools she established all over Rivers State without my approval. I did not approve because I had worries about the sustenance of those schools, but to the glory of God, they are being sustained.

    “So let me thank the people of Amuche for the man called Ndukwu. Without him, I could not have married their daughter and since I married their daughter, I have been blessed.”

    Cash haul: Amaechi slams Wike for not going to court

    Minister of Transportation and immediate past Rivers State Governor Rotimi Amaechi yesterday slammed his successor, Nyesom Wike, for not carrying out his threat to claim the cash recovered from an apartment in Ikoyi, Lagos.

    Amaechi, in a statement by his Media Office, supported the call by Nobel Laureate Prof Wole Soyinka that those distracting the anti-graft battle should be prosecuted.

    The statement reads: “Nigerians would recall that on the night of Friday, April 14, during his hurriedly arranged shambolic press briefing, Wike had threatened the President Buhari administration with fire and brimstone, vowing the mother-of-all legal action against the Federal government if the over $43million was not given to him within seven days. The 7-day ultimatum has long expired, yet no action, whether legal or otherwise by Wike to prove his malicious allegations and claim to the money. Again, on Friday, May 6, another wonderful opportunity was open for Wike to prove his frivolous allegations against Amaechi and claim the money, before Justice Muslim Hassan of the Federal High Court, Lagos.  The Judge had on April 13, directed that anyone who owns the money should come forward to claim it. Neither Wike nor his lawyers were anywhere near the court. Again, another no show.”

    “Wike’s failure to prove his allegations against Amaechi in a court of law or even in the court of public opinion clearly vindicates our position and completely exonerates Amaechi of any link or connection to the Ikoyi money and apartment.

    “Finally, we insist that Wike must go to court, like he vowed (as he goes, he can also take his minions and lackeys with him), to prove his frivolous claims that the over $43million Ikoyi money and luxury apartment belongs to Amaechi and were stolen from Rivers State by Amaechi; or be ready to face the wrath of the law (at the appropriate time; constitutional immunity for governors is not for life), the wrath of the people and ultimately the wrath of God, which no constitutional immunity can protect him from.”

    Amaechi: Jonathan govt blew N34b on River Niger

    AFTER paying a contractor N34 billion for the dredging of the River Niger,  former President Goodluck Jonathan’s administration failed to get the job done.

    The Muhammadu Buhari administration is spending N100m on the job, Transportation Minister Rotimi Amaechi said yesterday in Lagos. It was at the opening of a conference on Fast-tracking Port Reforms hosted by The Nation in conjunction with the Federal Ministry of Transportation and Epsilon Limited.

    The minister said: ”When the River Niger was first approved for dredging by the previous administration, it was approved for N47billion and N34billion was paid to the contractor. Dancers were called in and there was a party.

    “We are not dredging the River Niger with billions of naira; we are dredging the River Niger with just N100m. When we flagged it off recently, did you see us dancing? Was there a party? I just went to see the governor and told him that the project will start today and will be finished in one month.

    “The governor said he will accompany me, and I said ‘ok’. So, I asked the governor to flag it off since it’s located in his state.”

    Amaechi went on: “People are wondering how on earth we are going to dredge the River Niger for N100m when the previous government awarded same contract for N47billion? But we are going to dredge the River Niger, using dredgers owned by the National Inland Waterways Authority (NIWA).

    “NIWA has dredgers, but the previous government preferred to give contractors money to dredge the river with private dredgers while NIWA’s dredgers were lying idle somewhere in Port Harcourt.

    “The NIWA MD told me the agency has dredgers, but it’s been hired out to somebody in Port Harcourt. So, we had dredgers, but the previous administration hired them out to some persons in Port Harcourt while paying a contractor billions of naira to use privately owned dredgers at a very high cost.

    “I told the NIWA MD that I will look for money to fuel their dredgers, and work has started. That is why we are dredging the River Niger with just N100m,” Amaechi said.

    In 2011, the Jonathan administration approved the Lower River Niger Dredging Project from Warri, in Delta State, to Baro, in Niger State, to four contractors — Fung Tai Eng Company Nigeria Limited, Dredging International Service Nigeria Limited, Van Oord Nigeria Limited and Williams Lloyds Technology Company Limited.

    Last year, the Nigerian Indigenous Ship-Owners Association (NISA)  accused NIWA of bungling the dredging contract of the Lower River Niger.

    NISA President Aminu Umar  told a national daily:  ”We keep hearing that the River Niger has been dredged down to Warri, but how has that improved the traffic of vessels along that route? I don’t think that river was dredged.

    “If truly NIWA dredged that River, then there ought to have been increase in movement of goods along that route. Nothing has changed before and after the so-called dredging that they claimed to have done.

    “To be honest with you, from the shipping community, we don’t think any dredging has taken place on that river.

    ”How can the Federal Government approve N43 billion for the dredging of the River Niger and nothing would have changed? How can such money have been spent on that river and it still looks like that?

    “Please help us ask NIWA to make public the draft of the River Niger before and after the dredging. We need to know what such money was used for because we are talking of hundreds of millions of dollars if it is converted into foreign currency.

    “NIWA should come out with details of what they did with N43  billion on that river between 2011 and 2015.”

    Addressing over 800 participants at the forum,  Amaechi said $186m had been approved by President Buhari for the fight against piracy and other criminalities on the waterways.

    Part of the money, the Minister said, would be spent on three helicopters and three other aircraft, among others.

    His words: “Mr. President has approved $186million to fight piracy in our waters. The funds will be used to buy  three helicopters, three aircraft, 12 vessels stationed in the water. In the next three months, all of them would  be deployed to fight piracy on our waters.

    “We promised change. Change is not talked about; it is felt. That is why we asked that the people should give us time.”

    Nigerian Ports Authority (NPA) Managing Director Ms Hadiza Bala Usman spoke of  gateways to international trade as major accelerators of local economic development.

    Said Ms. Usman: “According to the Economic and Social Commission for Asia and the Pacific (ESCAP), the Netherlands has been able to sustain a relatively high economic growth rate because of the Port of Rotterdam, in spite of the intensely competitive environment in Europe.  The success of Singapore is equally attributed to the Port of Singapore, which has developed a transport logistic centre and has successfully been able to attract foreign investment.

    “It is thereby acknowledged that the maritime sector, an essential component of the transportation system, is crucial for wealth creation.

    “However, a port becomes an active wheel of an economy only if it is run efficiently. One of the key areas of efficiency that our ports require is the national single window .I am pleased to announce that the Authority and the Nigerian Customs Service have concluded the operational model for establishing the national single window and will in the next few months commence with the public tender process of selecting the vendors that will deploy the required information technology infrastructure.”

    “Presently, the function of a port is not only limited to traditional activities but has expanded to a logistical platform.  Ports not only perform the basic operations (embarking, disembarking and transferring of passengers and crew, loading, unloading and transhipment of cargo to and from the vessels, storage and warehousing of merchandise on land and stevedoring to and from vessels), they provide inland access and intermodal connections as well as complementary services to shipping carriers,” she said.

    Given the abundant mineral and agricultural resources available in most regions of Nigeria and the desire of the Federal Government to diversify the economy, Ms Usman said there was the need to explore opportunities to boost economic development.

    The President Buhari administration, she said, has identified agriculture and solid minerals as upbeat and that the maritime Industry will play a major role in the movement of the produce and minerals to international market.

    “ In February this year, all terminal operators and shipping companies were mandated by the Nigerian Ports Authority to set up fast-track desks for export of solid minerals and agricultural produce.  Process of review of associated existing procedures and protocols has been commenced to ensure efficiency and intended results are achieved.

    For the Nigerian ports to play this key role in the economy an efficient rail system will be needed  in moving agricultural produce and solid mineral from the locations of production that are usually in the hinterlands  to the seaports for export.  The Federal Ministry of Transportation has embarked on a $2 billion concession rail project to be handled by General Electric which will provide the needed intermodal support.  It will cover about 3,500km (2,200 miles) of existing narrow gauge lines from the Southwestern commercial capital, Lagos to Kano in the North and Southeastern oil hub, Port Harcourt, to Maiduguri in the Northeast.

    “We are already recording increase in export of agricultural produce. According to the National Bureau of Statistics, in its Trade Intensity Index Report for the Q3, 2016, export of frozen shrimps and prawns for the period July to September were worth over N5billion; Sasame seed export was worth over N4.8billion in the same period; income from cashew export exceeded N2billion; soya beans yielded over N4billion; ginger contributed over $30million.

    “Developing the ports is very crucial for realising the lofty but achievable development objectives of the Federal Government,” she said.

    The Managing Director and Editor -in-Chief  of The Nation Mr Victor Ifijeh, thanked Amaechi for acceding to the request to collaborate with the paper on the summit.

    “ This clearly attests to his willingness to make himself available for all initiatives that can move the mariime sector forward and help fast-track the Nigerian economy.

    “We all know the problems of the Nigerian sea ports; they have been well-documented. They have also been the subject of various talks. Nevertheless, until the problems are adequately addressed, the need for more engagements like we are having now cannot be overemphasised.”

    For the Federal Government’s plans for the sector to succeed, the Editor-in-Chief said the port agencies need to integrate their plans and carry along not only the stakeholders but the public.

    He urged the forum to create  a peer-facilitated platform which can be used to make the agencies accountable to the goal jointly agreed.

    “Considering the presence of maritime experts at this forum, we are confident that lasting solutions will be provided to the challenges bedeviling smooth ports operation.,” he said.

    Ifijeh thanked the Chief Executives of NPA, NIMASA, NIWA, the Nigerian Shippers Council, the participants and other stakeholders for supporting the forum.
