  • ‘Tinubu, Amaechi didn’t impose Cole’

A CHIEFTAIN of the All Progressives Congress (APC) in Rivers State, Chief Chukwuemeka Eze, has denied that APC stalwart, Asiwaju Bola Tinubu, and Transportation Minister, Rotimi Amaechi, imposed the Chief Executive of Sahara Energy, Pastor Tonye Cole, as governorship candidate.

He spoke yesterday in Port Harcourt, while describing last Thursday’s endorsement of Cole in Lagos by stakeholders in Rivers APC as a step in the right direction.

Eze urged some displeased members of APC in Rivers to embrace the popular choice of the Abonnema-Kalabari-born Cole.

Governor Nyesom Wike, while responding to Cole’s adoption, described him as Amaechi’s business partner, with the intention of looting the treasury.

He alleged Asiwaju Tinubu recommended and imposed Cole to enhance his (Tinubu’s) business activities in the state.

Eze urged Wike to desist from attemping to bring the character and persons of Tinubu and Amaechi into disrepute.

He said: “The reaction by Wike is unacceptable to the leadership of APC in Rivers State, as it presents the leaders of the party in the state as incapable of selecting and electing our candidates on our own terms.

“Wike’s reaction on the coming of Cole shows that he is already frightened. I will not be shocked if he considers resigning before the 2019 election, to avoid the embarrassment of awful defeat that awaits him, if he summons courage to contest.

“Politics truly is a serious business to be left in the hands of a person like Wike. It comes to me a great relief for Pastor Tonye Cole to accept to offer himself to rescue Rivers State from its present pitiable state.”

  • I didn’t appoint Cole as Rivers APC gov aspirant, says Amaechi

Transportation Minister Rotimi Amaechi and All Progressives Congress (APC) in Rivers State yesterday denied appointment of Chief Executive of Sahara Energy, Tony Cole, as governorship candidate of the party.

The media office of the minister, in a statement yesterday from China where Amaechi is part of the federal government’s delegation, said there was no truth in reports to the effect that Cole has been adopted as Rivers APC governorship candidate.

Rivers Publicity Secretary of APC, Chief Chris Finebone, speaking in Port-Harcourt, also said there was no such development.

Last Thursday stakeholders of APC in Rivers State during the apex leadership caucus meeting in Lagos attended by most of the governorship aspirants endorsed Cole ahead of the primary election later this month.

The meeting was presided over by Amaechi.

A prominent governorship aspirant on APC platform, Senator Magnus Abe (Rivers Southeast), however said he was not aware of the endorsement.

According to him: “I am not aware of any meeting of APC stakeholders in Rivers State that has been held and endorsed anybody.

“I have not known Tonye Cole to be a member of the party (APC). I will vie for the governorship ticket of APC.”

But Amaechi’s media office said: “On official national assignment in China, the attention of the Hon. Minister for Transportation, Rt. Hon. Chibuike Rotimi Amaechi, has been drawn to several wild, misleading, misguided and deliberately distorted stories and claims linking the minister, who is the leader of the APC in Rivers State and the Southsouth zone, to a purported ‘appointment’ of a governorship candidate for the APC in Rivers State for the 2019 governorship election.

“As an individual, a registered voter and a card-carrying APC member from Rivers State, it is the Hon. Minister’s inalienable, constitutionally-enshrined democratic right to back/support/promote any qualified fellow party member of his choice, to aspire to be the candidate of the party in the state in the forthcoming governorship election or any other election.

“As a true and thorough democrat, Amaechi, a foundation member of the APC and a leading light of the party, recognises the party’s candidates for the 2019 general elections will be chosen/elected by party members through the prescribed democratic process in the party’s constitution, rules and regulations.

“It is therefore preposterous, mischievous, wholly and intentionally disingenuous and deceitful for anyone to claim, allege or even insinuate that the Hon. Minister has ‘appointed’ a governorship candidate for APC in Rivers State.”

Finebone also denied Amaechi “appointed” Cole as the governorship candidate for the party for the 2019 election.

He said: “This is grossly preposterous and far from the truth, as there is no provision for appointing a governorship candidate or indeed any candidate whatsoever in the constitution of the APC or in the guidelines for the conduct of primaries of the APC.

“APC in Rivers State is committed strictly to adhering to the process for conduct of primaries for the 2019 elections, in line with the Constitution of the party and guidelines as proposed, ratified and published by the national leadership of the party.

“For the avoidance of doubt, it is hereby stated for the benefit of the media, our members and the general public that a governorship candidate for our party in Rivers State will only emerge during the governorship primary to be held later this month.

“We urge all stakeholders to disregard the misconception being created and promoted in the media.

“Our party leader, Rt. Hon. Amaechi, has not and will not arrogate to himself the extra constitutional powers to appoint a candidate for the party, for any position whatsoever and howsoever, as being wrongly peddled.”

Finebone that Amaechi only had the God-given right to express his preference, just like other members of the party.

  • No room for extension of Lagos-Ibadan rail project, says Amaechi

The Minister of Transportation, Mr Rotimi Amaechi, has ruled out any extension on the ongoing $1.6 billion Lagos-Ibadan standard gauge project.

The Federal Government had insisted that the project would be delivered in December.

Amaechi spoke yesterday at Adunbu village, Papalanto, Ogun State, after inspecting the project.

The minister noted that though he was not happy with the slow pace of work, but he was hopeful that the project would be delivered in December.

He blamed the slow pace on the raining season, adding that the inclement weather had affected the contractor.

Amaechi said: “This project is for three years. We are the ones pushing for it to be completed and delivered within one year. Right now, they have done 60 per cent of the job.”

The minister added: “They (contractors) have done 90 per cent of the earthwork as well as all the bridges from Iju to Abeokuta. They have assured us that the remaining 10 per cent can be completed by September.

“We are hoping that the rain would subside by September to enable them complete the civil engineering work after which they would be able to address track laying.”

He said about 12 kilometres of tracks had been laid, a fact he again attributed to the rain. Amaechi said: “They have assured us that they can finish the tracks in record time with the completion of the earthwork.

“They have done 12 kilometres. Don’t forget that they only did three kilometres the last time we were here. I am still not impressed. But their argument is that the track-laying is not the problem because they said they can lay as many tracks as possible in a day, but that the problem is earthwork.

“They said we should pray that the rain would stop for them to complete the earthwork. They have done 90 per cent of earthwork from Ijoko up to Abeokuta and they think that in one or two weeks after the rain, they will complete the remaining 10 per cent.

“So, by the end of September, they should have finished the bridges from Iju to Abeokuta. But that still doesn’t solve our problem because that is not the contract, which is in phase one, is Ebute Metta to Ibadan.

“We are pushing them that even if they complete it in September, they will still need to complete from Abeokuta to Ibadan, and we still need to complete from Iju to Ebute Metta, which is the Lagos State part of the project.”

  • Amaechi: Apapa end of Lagos-Ibadan Rail project begins next week

•Movement of Cargo by rail will reduce traffic congestion, says Ambode
•Governor lauds Fed Govt over Apapa-Oshodi Expressway reconstruction

WORK will begin on the Apapa corridor of the Lagos-Ibadan Rail project next week Transportation Minister Rotimi Amaechi said during a visit to Lagos State Governor Akinwunmi Ambode at work yesterday.

Amaechi told reporters after a strategic meeting with the governor and his team at the Lagos House in Alausa, Ikeja that the contractors handling the Lagos-Ibadan Rail project had been directed to return to site to resume work from Apapa as part of efforts to bring about permanent solution to the perennial traffic gridlock in the axis.

The minister said: “You would recall that the Federal Government had commenced construction of the Lagos-Ibadan Railway and the focus was more on the Ibadan and Abeokuta axis because we had challenges in Lagos which included utilities and not much with the communities and I think I have to commend the communities that allow us use their land though we would pay compensation but not much. So, we are grateful to all the communities from Lagos to Ibadan.

“However, we have utility challenges both gas pipelines and water. Beyond the gas pipes, we also have challenges with bridges to either build or demolish. I remember when we said we wanted to demolish the Costain Bridge, everybody screamed and we had to invite the Lagos governor to assist us; he took us there and promised that he would pay the compensation.

“I like the fact that the Lagos State Government are also contributing to this whole efforts and so what we have come here to do is to ensure that there is a win-win situation and the Lagos governor has been very cooperative.

“He cooperated all the way from the beginning till now and what we have decided is that CCECC (Chinese Civil Engineering Construction Company) should therefore move back to Lagos for construction to commence immediately in Lagos because we are insisting that by December, we should complete the Lagos-Ibadan Railway.”

He said in addition to the rail projects, the Federal Government was also working on the roads, saying that the combination of the projects would facilitate seamless movement of cargos from the ports at Apapa.

Amaechi said: “What we are trying to do there is to get a good road to evacuate cargos but it would be faster with the rail. So, while we are working hard to ensure that the rail is delivered by this year ending, the Federal Government has also awarded the contract to deal with the road from Apapa and Tin Can to enable us to evacuate cargos freely which is an addition to the rail.”

Lauding the Federal Government action to start from the Apapa end of the rail project, Ambode expressed optimism that the development will go a long way to enhance movement of cargos from Lagos to other parts of the country.

The governor said: “Lagosians would recollect that in the last three weeks, we have had issues with the Apapa gridlock and two times, Mr. Vice President had actually visited Lagos and promised that a lot of remedies would take place.

“We want to use this platform to say a big thank you to Mr. President and the Federal Executive Council (FEC) for approving the reconstruction of the Tin Can-Apapa-Oshodi Expressway up to the Toll Gate which was done yesterday. This is in continuation of our efforts at finding permanent solutions to what has been happening in the Apapa axis.”

“We also want to say a big thank you to the minister of Transport and minister of Works because the rail construction that is coming up and will commence in Lagos from next week is actually from the Apapa ports up to the Ibadan axis which means that we are having a two-pronged approach to be able to cart away cargos from Lagos to other parts of the country.”

The governor also commended the Federal Government for approving the reconstruction of the Apapa-Oshodi Expressway as part of efforts to finding lasting solution to the perennial traffic gridlock around the axis.

He specially thanked President Muhammadu Buhari; Vice President, Professor Yemi Osinbajo; Minister of Power, Works and Housing, Mr. Babatunde Raji Fashola, and indeed the entire members of the Federal Executive Council (FEC), saying the state government was grateful for their commitment to end the sufferings of the people in the state.

He said as a follow-up to the federal initiatives, there will be a lot of additional construction works across the state, especially from the Apapa axis, including 10 over-passes to further reduce the sufferings of residents.

Besides, Ambode reiterated the commitment of his administration to collaborate with the Federal Government on the implementation of impactful projects that will make life comfortable for the people.

He said: “We just want to say that we reiterate the commitment to collaborate with the Federal Government as a state government to ensure that we reduce the sufferings of Lagosians and I am happy that we have come out from this meeting stronger together with the Federal Ministry of Transport to make sure that this particular rail project is delivered within the next six to twelve months.

It would be recalled that the Federal Government, at the end of Wednesday’s FEC meeting, had approved N72.9billion for the reconstruction of the road from Apapa to the Toll Gate on Lagos-Ibadan Expressway.

  • Lagos-Ibadan railway to be completed in December – Amaechi

Minister of Transport, Mr. Chibuike Amaechi has said that the Federal Government is insisting on the completion of the Lagos-Ibadan railway by December and has thus decided that the construction company should move back to Lagos and commence construction immediately.

Amaechi disclosed this while briefing State House correspondents on the outcome of his meeting with Lagos state governor, Mr. Akinwunmi Ambode in Lagos House on Thursday.

The construction company handling the project is the China Civil Engineering Construction Corporation, CCECC.

According to him, there are two types of railway the FG is working on, “the narrow gauge which is already on and the standard gauge and they are emptying into the Apapa Sea port.”

He said that Lagos has two mega stations which are at Apapa and Ebute Metta but that both stations are too small, “so we are going to expand the two stations.

“We are going to have a Mall and hotel in the two stations, but we are looking for investors. So we should have two very big stations in Lagos, one in Apapa and the other in Ebute Metta; then Abeokuta and Ibadan.

Amaechi also said that the FG on Wednesday awarded a contract on the Tin Can-Oworonshoki-Ojota road and that Dangote was doing one other part of it.

“What we are trying to do there is to get good roads to evacuate cargoes, but it will be faster with the rail. So while we are working hard to make sure that the rail is delivered by this year ending, FG has also awarded a contract to deal with the road from Apapa and Tin Can to enable us evacuate cargoes freely and that is an addition to the rail”, Amaechi said.

The Minister praised Governor Ambode who he said has been “very cooperative from the beginning till now”, he also praised the communities from Lagos to Ibadan that allowed the FG to use their land for the project, adding that “we are here to see a win-win situation”.

Also addressing the correspondents, Ambode thanked the FG and the Federal Executive Council, FEC for approving the reconstruction of the Tin Can-Apapa-Oshodi expressway up to the toll gate on Wednesday.

“It is in continuaton of finding a permanent solution to what has been happening in Apapa especially in the past two weeks which has seen the Vice president visiting Lagos twice in the past two weeks and promising remedies to the situation.”

Ambode further thanked the Ministers of Transport and Works “because the road construction that is commencing in Lagos next week is actually from Apapa Port up to Ibadan.

“That means we are having a two pronged approach to be able to cart away cargoes from Lagos to other parts of the country.

“We reinterate the commitment to collaborate with the FG as a State Government to make sure that we reduce the sufferings of Lagosians and I am happy that we have come out of this meeting stronger together with the FG and transport ministry to make sure that this particular rail project is delivered in the next 12 months”, Ambode said.

  • Itakpe-Ajaokuta-Warri rail line 80% completed, says Amaechi

Transportation Minister Rotimi Amaechi, says that Itakpe-Ajaokuta-Warri rail project is about 80 per cent completed and will be ready soon.

Amaechi, on an inspection tour of the Itakpe-Ajaokuta-Warri rail line in Agbor said the rail line would be completed before the scheduled date, adding that the tracks were ready.

Only the stations are left to be completed.

“It is between 70 to 80 per cent completed, but you must know that this job is meant to be completed in 2019,” he said.

“However, we are compelling them (the contractors) and because we are pushing them, they are working day and night to have it done.

“If it is time frame, they are well ahead of schedule. It is meant o be completed in 2019 and what we are doing here is what we are doing in Lagos-Ibadan and that project is actually a three-year contract. But we are forcing them to complete it in one-year period.

“Just like this is supposed to end by 2019 but we are saying no, you must leave site before October.

“However, we had a verbal agreement with them to quit site by June 2018.”

Amaechi stated that the government had no apology when it comes to borrowing to fund infrastructure in Nigeria.

Mr Fidet Okhiria, the Managing Director, Nigeria Railway Corporation (NRC), said that by September the train operation would commence to maintain the tracks.

According to him, if the government waits for all the 12 train stations to be completed, the tracks will go bad.

“Technically, with the level of work now, we can run the train from Itakpe-Warri safely, the next stage is to make the convenience for passengers available which is the stations building.

“It is possible to operate now with one train, as far as we have communication signals and for the stations, some will be completed in August, some September, but we are not going to wait for that or else the tracks will go bad, so as a train operator, we will not wait,” Okhiria said.

Mr Chiedu Nwazojie, the Project Manager of Itakpe-Warri Railway Project, said that the project has a total of 12 stations but they are presently working on eight stations.

He said that the whole project was 302 kilometres (km), with rehabilitation ongoing 52km, which was from Itakpe to Ajaokuta, changing the wooden sleepers to concrete sleepers.

He said that they are working on Agenebode station, Itakpe, Eganyi, Ajaokuta, Itogbo, Uromi, Igueben-Ekhen, Igbanke and Agbor, which is the central station at the moment.

He, however, complained that the progress of work is being affected by the rainy season, stating that the initial August dateline might not be feasible.

  • Respite in Rivers

    • Amaechi, Wike make counter-claims as navy conquers militant oil thieves

Residents of Rivers State in the Niger Delta are heaving a sigh of relief over the hazardous soot which for years has caused the death of many people and held others down with various forms of diseases. Worried by the menace, the administration of President Muhammadu Buhari took drastic The Chief of Naval Staff (CNS), Vice Admiral Ibok-Ete Ekwe Ibas, was also unhappy with the situation, which was the result of illegal oil bunkering and refining of crude oil in the Niger Delta region, particularly in Rivers State. He declared zero tolerance for soot.

Taking up the challenge, the Commander of Nigerian Navy Ship (NNS) Pathfinder, Rumuorlumeni, Port Harcourt, Commodore Sam Bura, had deployed soot hunters made up of naval personnel in the 23 local government areas of Rivers State, to stamp out the menace by apprehending criminals involved in oil theft and illegal refining defiling the atmosphere. They were also charged with the responsibility of locating illegal bunkering/refining sites in the creeks of Rivers State while also detecting items meant for illegal refining and confiscating them.

Residents of Rivers State had in the last three years been battling with the deadly soot to no avail until the intervention and change of strategy by NNS Pathfinder, particularly in the last three months.

In the heady days of the soot menace in the state, cars parked outside were covered with black particles by daybreak. Household items were messed up by soot while merely inserting a white handkerchief in the nostrils revealed the penetration of black particles/substances, which health experts say can cause cancer and respiratory diseases, among other ailments.

Security personnel were initially burning down illegal refining sites, the equipment, refined products and stolen crude oil. But that approach was also polluting the environment, prompting the navy to opt for the use of swamp buggies, which have put an end to the pollution while the criminals responsible for it were sent out of business.

In the era when illegal refining sites were burnt, the criminals would either return to the same sites or relocate to other parts of the creek after a few weeks, making use of the relics of the burnt items. But swamp buggies proved to be more effective in tackling the menace.

    Amaechi, Wike make counter-claims

The Minister of Transportation, Rt. Hon. Rotimi Amaechi, had said for the eight years that he reigned as the governor of Rivers State, there was nothing like soot in the state because his administration dislodged the illegal oil bunkerers involved in illegal refining. He accused his successor and current governor, Chief Nyesom Wike, returned the criminals to the state.

Amaechi, a chieftain of the All Progressives Congress (APC), also alleged that the criminals were used by Wike to rig the 2015 elections, but the guns given to them were not retrieved, aiding their return to crime to survive, with deadly soot as the result.

But Wike, a chieftain of the Peoples Democratic Party (PDP), urged discerning minds not to take seriously the allegations levelled against him by his former boss (Amaechi), saying that his administration bought many gunboats for the navy to frontally tackle criminal activities on the state’s waterways, while also supporting other security agencies.

The Rivers State governor stressed that the battle against soot was also being fought by his government, but with different approaches like preventing the burning of tyres, campaigning against burning of seized tankers, crude oil and illegally-refined products, as well as empowering the youth as a way of discouraging them from going into illegal activities.

Crude oil stolen by armed illegal bunkerers are refined illegally in the creeks to produce diesel, petrol and kerosene, all fondly called Kpo-fire. The products have been damaging vehicle engines while the explosion resulting from the use of their kerosene has led to deaths and injuries.

    The making of illegal refineries

Setting up an illegal refining site is very expensive. Pipes, tanks, drums and other items must be purchased while experts are needed to couple them and build boats, particularly big Cotonou boats which can convey many drums of crude oil or illegally-refined products. Speed boats are also needed for easy movement.

It was learnt that heat from illegal refining could kill while a little mistake made by the illegal refiners and their “boys” could lead to instant death, in spite of the free money they get from stolen crude oil.

With their illegal refining sites destroyed with swamp buggies, the scraps of their equipment are now being sold in order to minimise their losses.

A visit to one of the destroyed oil refining sites in the creek of Bolo, the headquarters of Ogu/Bolo Local Government Area of Rivers State via a naval gunboat revealed the huge damage done to the environment by pollution resulting from the activities of economic saboteurs.

Regular speedboats not accompanied by security personnel would easily be overrun by illegal bunkerers/refiners. But they fear the 12.7 mm bullets from the naval gunboat which could easily tear a human being into pieces.

The high-calibre weapons of the gunboat would not respect the amulets won by criminals, and they would quickly surrender when caught in illegal refining, crude oil theft/illegal bunkering and sea piracy, with the military’s weapons being regularly upgraded.

With the criminals also aware that bullets from naval gunboat can bring down aircraft, they dare not run when caught in action in spite of being always fully armed.

Travelling by water is hazardous, because besides being attacked by criminals who would dispossess travellers of their valuables and money, the expensive engines of their boat could also be removed and taken away by sea pirates, leaving the boat driver and his passengers to struggle with paddle until they get help. Some of the passengers may be kidnapped while the ladies among them could be raped right inside the boat.

    Feeling the people’s pulse

To feel the pulse of the dwellers of the coastal communities affected by soot from illegal refineries, our reporter moved into Bolo community after leaving the illegal refining site near the ancient community.

Surprisingly, many of the youthful respondents in the community admitted to being involved in illegal refining and crude oil theft but decided to quit in view of the losses caused by the frequent destruction of their expensive equipment and other materials by navy’s swamp buggies.

An indigene of Bolo, Mr. Tubonemi Nyengibi, who fearlessly admitted to being involved in illegal refining, said: “In the days of illegal bunkering/refining, before the destruction of the equipment by naval personnel, we faced many health challenges. Then, between 6 pm and 7 am, it was always difficult to open windows, because of the dangerous soot which would make the nostrils and household items to turn black.

“It was impossible then to spread white clothes outside till daybreak as they would turn black. Illegal bunkering and illegal refining are not good. The people, especially the youths, should desist from getting involved, as they are against Nigerian laws. Before now, I was involved, but I am no longer taking part. I later decided to go to school to become a better person.”

Another indigene of Bolo, Tamuno-Okwein Godwin, corroborated Nyengibi, saying that using the swamp buggies was the most effective method of sending the criminals out of business and putting an end to the pollution of the environment, thereby improving the health of the inhabitants of the various communities.

The Crown Prince of Bolo, Tamunotonye Abolo, urged the Federal Government to assist members of the community, especially the well-educated youths who are jobless and opted for illegal refining to survive despite knowing that it was hazardous to their health and would destroy their sources of livelihood, especially fishing.

Abolo added that the youths must be employed, adequately empowered and given scholarship in order to stop getting involved in illegal refining and illegal bunkering.

A resident of one of the riverine communities in Rivers State, Agbede Oloye, admitted that he and others were involved in illegal bunkering and refining in order to help themselves. But he said in the last three months, patrolling naval personnel had made it impossible for them to operate, especially using swamp buggies to destroy their equipment and other items at the sites.

Oloye said: “In view of the destruction of our illegal refining sites by naval personnel, we are now at home doing nothing. I must admit that if it was in the days of illegal refining, I cannot wear this white T-shirt because of soot, as it would have turned black and the river would have been stained because of pollution from crude oil.

“Without anything to feed on, we are now selling to Hausa people the scraps of the oven, pipes and other equipment from the destruction of illegal equipment carried out by naval personnel. We are also selling our speed boats. Illegal bunkering is now difficult to do in Rivers State these days. Federal Government should assist us.”

For about two months, personnel of NNS Pathfinder were involved in day and night operations across the 23 LGAs of Rivers state to destroy the illegal refining sites with swamp buggies.

NNS Pathfinder’s Executive Officer, Captain Victor Choji, admitted that the biggest concerns in Rivers State lately were illegal refining of stolen crude oil and the resultant soot.

He noted that the soot affected everybody, adding that the proactive soot hunters put in place by NNS Pathfinder were already producing results through regular patrols and expansion of intelligence network to identify where materials for illegal refining were being purchased.

Choji said: “Illegal refining is central to other criminal activities like illegal bunkering, sea piracy, cultism and armed robbery, because money from illegal refining is mostly used to buy speed boats, arms and ammunition for sea piracy and armed robbery. Once illegal refining is stopped with the use of swamp buggies, soot will end and other criminal activities will be curtailed.

“The ingenuity and intellect of the illegal refiners can be utilised for legitimate businesses or activities. Every human being has the option of doing the right or wrong thing. Government cannot provide everything for everybody.

“Persons who are involved in illegal activities are either lazy or greedy and want free money. Nigeria is so blessed that there are many legitimate things that hardworking people can do, thereby positively contributing to societal development. People, especially the youth, must look inward. There is no excuse for getting involved in criminal activities.”

  • Govt committed to December deadline for Lagos-Ibadan standard rail, says Amaechi

•Contractors directed to hire more Nigerian engineers

The Federal Government has directed the Chinese contractor handling the Lagos-Ibadan standard gauge rail line to employ more Nigerian engineers to accelerate work on the project.

The Minister of Transportation, Mr Rotimi Amaechi, gave the directive to the China Civil Engineering Construction Company (CCECC) on Wednesday during the inspection of the progress of work on the $1.5 billion project.

The directive followed a report that the contractor had only three Nigerian engineers in its employment.

Amaechi, during a brief stopover at Ologuneru, in Ibadan, the Oyi State capital, where the contractor had its beam foundry, had asked to see the contractor’s local engineers.

The minster expressed shock when one of the Chinese project engineers said CCECC had 15 qualified engineers but could only name three.

The Chinese told Amaechi that there were others who were not qualified engineers.

Miffed by the information, the minister directed the contractor to employ more qualified engineers and ensure that they are exposed to all aspects of their operations.

He said: “You should train all those you are currently using and employ more qualified Nigerian engineers who must be allowed to understudy all your operations in line with this government’s total commitment to technology transfer.”

The Nation recalls that the Muhammadu Buhari administration, last year, issued an Executive Order on Local Content which, among other provisions, mandated foreign firms in the country to employ qualified Nigerians into their operations.

Amaechi, who also made a stopover at Otere-Ikereku in Oyo State, where CCECC had built a new classroom block to replace the one to be demolished for being on the project’s right of way, asked the contractor to replace the metal doors and windows with better more presentable and world class materials.

The minister fielding questions at the CCECC work yard at Ologuneru, where he expressed satisfaction with the cooperation the Federal Government was getting from the Lagos State government on the challenges earlier envisaged along the Lagos corridor of the project.

He said he was delighted when the tripartite committee set to iron out the grey areas of the project along the Lagos area reported that, contrary to earlier assumption that about four kilometres of water pipeline needed to be replaced, it discovered that only two kilometres of the affected pipe fell into the standard gauge line, while the remaining is within the LAMATA light rail corridor.

Amaechi expressed satisfaction with the pace of work on all the corridors of the project, saying the government and the contractor remained committed to the December deadline.

  • Rivers governor has failed, says Amaechi

Transportation Minister yesterday declared that Governor Nyesom Wike has failed Rivers people by not ensuring good governance.

The lawmaker representing Rivers Southeast Senatorial District, Senator Magnus Abe,  kicked against the All Progressives Congress (APC) rally in his Bera-Ogoni hometown in Gokana Local Government Area of the state, where Amaechi spoke on Saturday.

Speaking at the rally where he received supporters of the Peoples Democratic Party (PDP) into the APC, the transportation minister said: “Every government has a responsibility to protect lives and property. The reason there is a government is because the people are alive,  if you die there will be no government.

“Any government that watches its people killed everyday is an irresponsible government. Wike watches his people killed everyday. I met a woman yesterday whose husband was killed in front of her with her son watching. I can assure you today that this government of Wike has failed.

“When I was your governor, you slept and I kept awake. As governor, I chased away the criminals to their holes. I know that the reason why they are into crime was because there was no money for them. I knew that for you to stop a man from crime, you need to provide an alternative means of livelihood.”

Amaechi was received in Bera-Ogoni by an indigene of the ancient town, Chief Victor Giadom, who is the Deputy National Secretary of APC and an ally of the transportation minister, who used to be a bosom friend of Abe, but they disagreed over the senator’s 2019 governorship ambition.

Abe,  through his Spokesperson, Parry Benson, described as illegal, the rally attended by the new Rivers Chairman of APC, Ojukaye Flag-Amachree, whom he accused of provoking the people of Gokana LGA, especially APC members loyal to him (Abe).
