  • INEC exceeds accreditation time

    Presiding officers in the ongoing governorship election in Anambra State have been forced to extend the time allotted for accreditation of voters.

    Most voting units visited in Aguata Local Government complained of similar challenges.

    In a voting centre at the Civic Centre in Umuchu Ward 1, accreditation was said to have started a few minutes to 11am.

    The development made is practically impossible to end the exercise by 12noon for voting to begin, it was learnt.

    Progressives Peoples Alliance (PPA) governorship candidate Godwin Ezeemo said the presiding officer in Civic Centre Unit 001 asked him to return anytime from 2.30pm when voting will start.

    “The Independent National Electoral Commission officials told me voting will start by 2.30pm because materials arrived late.

    “The Presiding officer said there were delays. But it’s still early in the process for me to suspect any foul play.

    “Reports I have received from other places also show that materials arrived late in various centres.

    “In my unit, accreditation started by 10.58am,” Ezeemo said.

     

  • Confusion in Nziko units as INEC relocates centre

    There was confusion over a voting centre in Nziko in Oyi Local Government Area as two major polling units there had to be urgently relocated for security reasons.

    Voters were said to have come out for accreditation but did not meet any voting officer there.

    It led to panic calls to the Independent National Electoral Commission headquarters, but it was later learnt that the National Commissioner in charge of Oyi LGA, Amb. Ahmed Wali, intervened to resolve the problem.

    The notorious centre, said to be located inside a thick forest, is known as a rigging centre in Anambra.

    Political parties, such as the All Progressives Congress (APC) had to cry out to INEC for the centre to be relocated.

    It was learnt that the centre was eventually moved near a school.

    However, in Anambra East and West, accreditation went on smoothly.

    All Progressives Grand Alliance (APGA) candidate Willie Obiano was accredited at about 10.30am at his Ward in Aguleri, Anambra East.

    Four policemen on way to Anambra poll shot dead

    Four policemen heading for Anambra State on election duties were shot dead by gunmen in Edo State.

    It was gathered that the policemen, who were deployed from Osun state and travelling in a truck, came under fire at the Benin by-pass after which four of them were believed to have died.

    It could not be ascertained whether the attackers were armed robbers or they deliberately attacked the policemen.

    Details of the attack were also sketchy. Edo Police spokesman Emmanuel Eguavoen said he had not been briefed when our correspondent spoke to him on the telephone last night.

    Meanwhile, the police have deployed 28,000 officers and men in Anambra State for tomorrow’s governorship election.

    This is in addition to Air force and naval personnel already deployed in the state.

    Deputy Inspector General of Police (DIG) (Operations), Mr. Philemon Leha, who is the head of the security team to the state, confirmed the number of policemen on duty.

    Yesterday at the office of the Independent National Electoral Commission (INEC), there was a marathon meeting of security chiefs with the Independent National Electoral Commission (INEC) National Commissioners, and Resident Electoral Commissioners (REC’s) supervising the election.

    Though, the outcome of the meeting was not made known to reporters, it was gathered that it dwelt on the importance of making the election free, fair and credible.

    The meeting which started at about noon yesterday lasted till 3.45pm with security chiefs from the Police and the military. Officials of the Federal Road Safety Commission (FRSC) and Nigeria Security and Civil Defence Corps (NSCDC) also attended.

    Inspector General of Police (IGP) Mohammed Abubakar while breaking down the deployments I the state, said 10 Armoured Personnel Carriers (APCs) had been deployed.

    He said a Police Commissioner each would supervise the three senatorial zones assisted by a deputy commissioner and an assistant commissioner.

    He said over 120 policemen would be deployed in each of the 21 local government areas in the state, while the areas believed to be volatile would have the presence of more men.

    He said the Navy and the Air force would operate from the riverine areas. There will also be two helicopters for aerial surveillance on election day, the IG added.

    He said: “If you break the law, we will break you; the security men are willing and ready for the election in Anambra State. If you do not have any business on election day; stay at home to avoid embarrassment.”

    “The marine police, naval officers will take care of our water ways, there will be no room for manipulations, we shall all work together to make Anambra a safe and better place during and after the governorship election.”

    Issues that will shape Anambra poll

    Correspondent ODOGWU EMEKA ODOGWU examines the issues that will shape the Anambra State governorship poll.

    Anambra State will elect a new governor tomorrow.

    There are 25 political parties in the race, but only five are serious. The ruling All Progressives Grand Alliance (APGA) Governor Peter Obi is interested in handing over to a succeessor. But the four parties and their candidates are mounting a road block.

    Apart from the APGA, other parties in the race are the All Progressives Congress (APC), the Peoples Democratic Party (PDP), the Labour Party (LP) and the Progressives Peoples Party (PPA). The candidates are Chief Willie Obiano (APGA), Dr. Chris Ngige (APC), Dr. Chris Ubah (LP), Comrade Tony Nwoye (PDP) and Mr. Godwin Ezeemo (PPA).

    Religious politics

    The PDP candidate , Nwoye , has been adopted by the Anglican Church. The Bishop of Awka Diocesse, Dr Alex Ibezim, allegedly ordered that the congregation should endorse him tomorrow.

    The directive has polarised the church. Many said that Ezeemo, an Anglican, has lost out, owing to the endorsement by the church. But the supporters of Ngige , Obiano and Ubah are unperturbed.

    Observers contends that the Anglican Church is not as partisas as the Catholic Church. They are of the view that, if the Catholic Church had endorsed a candidate, the congregation would have complied. But Anglicans are known for their republican nature and their priests do not command the kind of followership that looks up to the Catholic priests for direction.

    The situation would be a plus for any candidate who reaches out to other denominations and traditionalists for their votes. Obiano, Ngige and Ubah are Roman Catholic members.

    A source said that the Roma Catholic Church will announce their candidate tonight. Whoever the Bishop says is the candidate is may win, it is believed, because the church has the numerical strength and the faithful are submissive. Ubah has been courting the church in anticipation of this favour. He and ezeemo have been supporting church projects.

    Governor Peter Obi is close to the church authorities and may swing the pendulum to his candidate, Obiano. But Obi is not the candidate. Ngige, a knight of the Catholic church, can also be a beneficiary of a bloc support from the church.

    Incumbency factor

    The APGA is the ruling party and ordinarily, Obiano would have anticiapted a walk over, if the formidable rivals are not around. Obi is mounting a lot of propaganda, using the incumbency factor. But, Ngige’s foot soldiers not giving him a breathing space across the local governments.

    Ngige knows Obi is his headache and not Obiano. Had Obi not given his backing to Obiano, Ngige would have had an easy ride. So, he is doing everything he could to outsmart Obi to get the crown.

    It is debatable, whether the APC candidae needs the support of the governor of Imo state , Owelle Rochas Okorocha. Many have said that some Anambrans, especially those in the APGA, are not happy with the governor.

    Ezeemo and Ngige are bitter rivals. The PPA candidate had to defect from the APC when the ticket landed on Ngige’s palm. There are few APC sympathisers in the PPA working against Ngige, but their impact is not significant.

    Ubah has followers, who are interested in money and other material gains in this election period. He has a deep pocket, but a weak platform.

    Federal Government’s support:

    If the rumour making the rounds is anything to go by, then, the invasion of hundreds of policemen and other security agents is suspicious. Some people have said that they are in town to scare the public and rig the poll for the PDP. But rigging may be impossible as the candidates have vowed to police their votes. If the police and all other security agents do their work, then, a free and fair election would throw up the winner.

    Experience

    Ngige is a former governor. He is also a senator. For 33 months , he riled the state. He has said that he wanted to return to the State House to complete his unfinished business. Ngige is a crowd puller. He has a large followership. They are fanatically loyal to his cause. Ngige read Medicine, practiced for more than three decades and retired from the Federal Civil Service. .

    Obiano is counting on his experience as a banker and first Igbo auditor of Texaco. He campaigning, based on the achievements Obi. He hopes to exploit the power of incumbency. But the incumbency power can collapse on the poll day. Obiano retired as a Chartered Accountant/Auditor. He is a banker of repute.

    Nwoye is the former President of the National Association of Nigerians Students (NANS). He is the former Chairman of the PDP in Anambra state. He has grassroots followership. He also has the backing of Prince Arthur Eze, the oil magnate. Some people said that Nwoye read medicine , but he has not practiced the profession.

    Ubah is a businessman. He is rich. But he is said to be in a business crisis. He has a honourary doctorate degree from a reputable university. But his critics say that his highest certificate is NECO.

    Ezeemo resigned as a civil servant before going into private business. He has a conglomerate of business in Nigeria and abroad. He has about 10 industries in Anmabra State. He read Marketing and he has acquired other professional qualifications.

    Women

    Obi’s wife, Margaret, is mobilising the women for Obiano. Ezeemo’s wife, Nneka, is also not relenting. She had visited almost 177 communities, urging the women to supportb her husband.

    Mrs. Obi has visited the 14 councils across the three senatorial districts. She is fluent. At Awka North Council, she appealed passionately to the women to support Obiano, assuring that he will defend their cause. She described Obiano and his running mate, Dr Nkem Okeke, as the best men for the job.

    Mrs. Obi has also initiated Obiano’s wife, into politics. She has led an independent campaign to some zones, along with the wife of the deputy governor, Mrs Sibeudu, Hon. Uche Ekwunife , the APGA Woman Leader, Mrs Nwokedi, and another federal legislator from Awka North and South Constituency, Mr Emeke Nwowgbo.

    Mrs Obi said that Obiano shared the same vision with the governor, adding that he and his running mate will continue the transformation agenda of her husband.

    Mrs. Obi has also enjoined the women to vote for APGA, in appreciation of the his husband’s people-oriented programmes targeted at the women.

    She said that APGA will remain a partner in progress with the women groups.

    The first lady advised the women to discourage their children from thuggery. She chrged them to report any breach of the peace during the election to the security agents.

    She urged the women to vote for the candidates of their choice without fear.

    The legislator from Anaocha/Njikoka and Dunukofia Constituency, Ekwunife, appealed to the women to vote for APGA so that they can continue to benefit from the dividends of democracy.

    Her Awka North and Awka South counterpart, Emeke Nwogbo, assured that, with the support and love shown to the people of the area, they will vote for APGA.

    Today, the governor’s wife will be rounding off his campaign tour of the remaining 17 local governments.

    Anambra Intellectual Forum

    Anambra Atate Intellectuals Forum, comprising university, polytechnic and college, has shown interest in the poll. The body also organised a debate for the running mates.

    The Head of Mass Communication Department, Nnamdi Azikiwe University, Awka , Dr Ifeoma Dunu, said the event was a way of giving solidarity to one of them, Dr Okeke. The lecturer prayed for a free and fair poll, wher the best candidate will emerge.

    Dunu described the forum as an advisory commmitte willing to render help to the politicians.

    Dr Harry Obi Nwosu is the chairman of the forum. He lauded the civility exhibited at the campaigns.

    Prof Osita Nwosu from Abia State University and the Director, Chike Okoli Center for Entrepreneurial Studies, Nnamdi Azikiwe University, Prof Edmund Eboh, said that Obiano and Okeke have intimidating profile. He urged the state to give them the mandate to rule.

    Okeke told the forum that he entered politics to add value to governance. He said that his integrity, and not money, will make people to vote for the APGA team.

    Okeke prayed God to grant him victory at the polls. He said: “If you are sincere, you would work for your people . Do what is right and you have better future for our children. Good governance is the end of all these activities and you need some form of experience and credibility to be able to navigate these”.

    Obiano assured the forum members that he will not let them down.

    Obiano traced his life and work history, contending that he could not afford to disappoint Anambra people, having not disappointed himself as a chartered accountant since 1989.

    He promised to build a good future for the state thorough interventions in agriculture and industrialosation targeted at creating employment and fighting poverty.

    Idemili

    Idemmili is the base of Ngige. When Obiano visited the area, some community leaders still embraced him.

    At Ogidi, a community leader, Chief Samuel Anyanwutaku, endorsed Obiano. The supporters of Ngige were not perturbed because the people who endorsed Obiano have no political clout.

    Addressing the people, Anyanwutaku said the community endorsed APGA and its candidate , following the appraisal of the developmental programmes of Obi Administration.

    He said: “I am not a politician, neither am I a contractor. I am a big time businessman and all I do is for the interests of my people in Ogidi and Anambra at large. We have come here to brainstorm on the need to support the APGA and Chief Willie Obiano as the next governor because of what the party had done for us and the only way we can show appreciation to what Governor Obi has done for us is to vote Chief Willie Obiano, who has promised to consolidate on the achievements of Obi.

    “Since the creation of Anambra State in 1991, no administrator or governor has ever appointed Ogidi citizens as commissioners or special advisers. Today, an Ogidi indigene, Chief Obiakor, is the Commissioner for Health under Peter Obi and Bob Manuel Udokwu is today a Special Adviser”

    Anyanwutaku said that Obiano will use his managerial acumen, which he exhibited as the Chief Executive of Fidelity Bank, to take Anambra State to a greater height.

    Obi was accompanied by APGA leaders, including the National Chairman, Sir Victor Umeh.

    The National Chairman thanked the Ogidi Community for coming out in large numbers to receive them and assured them of better days, if they vote for APGA.

    Some members of the Labour Party and Peoples Democratic Party (PDP) from Ekwusigo Council defected to the APGA. The decampees declared for the party at a rally in Ozubulu.

    Speaking on behalf of the decampees, a former Vice Chairman of Labour Party in Ekwusigo, Mr. Ikenna Nwiki ,said they joined APGA because of its consistency, honesty and commitment towards promoting the Igbo agenda.

    Also speaking, a former PDP Youth Leader in the area, Mr. Godfrey Adimmachukwu, said they were tired of the instability in their former party and wanted to be part of the success story of the Obi Administration.

    Thirty traditional rulers in Anambra North Senatorial District of Anambra State have washed their hands off a story which claimed that leaders of the zone had dumped Chief Willie Obiano, APGA candidate in the coming gubernatorial election in the state for Mr. Tony Nwoye who is also standing for election on the platform of the PDP. The royal fathers who spoke at their monthly meeting at the weekend in Onitsha South Local Government Area distanced themselves from the said report, dismissing it as a blatant lie, fabricated to mislead the unsuspecting members of the public. Speaking through their Chairman, Igwe Rowland Odegbo, Igwe Aborgu II, Na Nteje, the highly influential traditional rulers denied ever endorsing Mr. Nwoye whose campaign has until now been strewn with protracted court cases and described as total falsehood, any story that alleged that Nwoye had been anointed by them. According to Igwe Aborgu II, “We did not endorse Tony Nwoye. I repeat; we did not endorse Tony Nwoye. We did not abandon Obiano for Nwoye. The two candidates are our sons. They have both come to tell us that they are running for the governorship election and we have blessed both of them. Obiano was the first to approach us and we blessed him and prayed for him.” Igwe Aborgu II further noted that the royal fathers were still evaluating the two candidates to know who they would endorse for the coming election. “We will make our position known very soon,” he explained. When reminded that the Igwe of Ogbunike, Igwe John Umenyiora had expressed reservations in the same report about Governor Peter Obi’s agreement with the royal fathers on the issue of his successor, Igwe Aborgu II dismissed the comment. “Igwe Umenyiora does not speak for Anambra North Traditional Rulers Council of which I am the Chairman. He spoke for himself,” Igwe Aborgu replied, pointing out that as traditional rulers, his group does not make flippant comments in the media. It would be recalled that a Lagos-based newspaper had on Thursday reported that the traditional rulers had dumped Chief Willie Obiano for Tony Nwoye, a report widely dismissed in Awka, the Anambra State capital and environs as the work of spin doctors.

  • Anambra poll: APC shifts Ngige’s campaign launch

    The candidate of the All Progressives Congress (APC) in next month’s governorship poll in Anambra State, Senator Chris Ngige’s campaign scheduled to be launched today has been shifted to a date yet to be announced.

    But the shift has not stopped the campaign team headed by Chief George Muoghalu from holding crucial meetings to make sure that things are put in the right perspective.

    Imo State Governor Owelle Rochas Okorocha penultimate week said the national leadership of the party would be in the state on October 3 for the campaign launch.

    Okorocha, the leader of the Ngige National Campaign Team, recently visited the state with Osun State Governor Ogbeni Rauf Aregbesola, Edo State Governor Comrade Adams Oshiomhole and Nasarawa State Governor Umaru Tanko Al-Makura.

    Others in Ngige’s campaign team are Senator George Akume, Senator Osita Izunaso, the interim National Publicity Secretary of the APC, Alhaji Lai Mohammed and others.

    Some members of the campaign team, who spoke with The Nation yesterday in Awka, said the shift was to allow them time to prepare well.

    Ngige’s campaign team in the state has made impact, having gone to the hinterlands, wooing the grassroots people.

    Some of the members, such as Olisaemeke Onyeka and the former state chairman of the defunct Action Congress of Nigeria (ACN), Chief Amechi Obidike, told The Nation yesterday that there was no cause for alarm.

    Onyeka said: “The election is a foregone conclusion, the impact of APC is being felt everywhere in the state and nobody will stop Ngige’s victory in the November 16 governorship election.”

    Amechi said: “Anambra State will quake when the campaign is launched. Everybody, including members of the other political parties, wants to see what will happen here. Nobody is sleeping, everything has been put in place for the launch.”

    Chief Muoghalu, one- time governorship candidate of the defunct All Nigeria Peoples Party (ANPP), said they were working hard to ensure victory.

  • Anambra poll: Community supports Ngige

    Ahead of the November 16 governorship election, the people of Umuoji in Idemili North Local Government Area of Anambra State yesterday declared support for Senator Chris Ngige, the All Progressives Congress (APC) candidate.

    The Uga community in Aguata Local Government supported the Progressive Peoples Alliance’s (PPA’s) candidate, Mr. Godwin Ezeemo.

    Speaking during a Town Hall meeting, the Director of Operation, Ngige Campaign Organisation, Mr. Olisemeka Onyeka, said it was convened by Mr. Vincent Ike Oligbo, who had sworn to make sure Ngige returned to the Government House to finish what he had started.

    Mr. Onyeka said when Ngige returns to the Government House, he would, among others, reduce the high school fees in the state-owned universities through his policy in education to give equal opportunity to the students at the federal and state-owned universities.

    The convener and National President of Ngige Movement in the United Kingdom and Ireland, Mr. Oligbo, represented by Mr. Nnamdi Mgbemena, said the rally was organised to mobilise Umuoji people for Senator Ngige because of his contributions to the development of the state.

    Mgbemena said Ngige stands as one of the most precious jewels in politics, who had laid the foundation of development in the state, adding that the only way to increase development in Anambra was to give him a chance to finish the good work he had started.

    Speaking at Uga Square, Nkwo when the campaign team of Ezeemo visited the community, PPA’s Women Leader, Princess Patience Eboh, described Ezeemo as the right person, who would lead Anambra State to the promised land, as he had demonstrated love and care for the orphans, widows and the less privileged before going into politics.

    She said: “Ezeemo has a charity foundation for the less privileged, which has been in existence for the past 15 years. He has sponsored people from primary schools to higher institutions.

    “He has established skill acquisition centres where youths are trained on how to develop their skills. He also established five industries to tackle poverty. About 5,000 people have benefited from his scholarship scheme and about 3,500 people have become self- employed.”

    “Our trusted and principled Ezeemo has consulted the former Minister of Power, Mr. Barth Nnaji, concerning steady power supply and has promised to establish a power plant in Anambra State,” Princess Eboh added.

  • Anambra poll: ‘Crisis won’t stop Apga’s victory’

    The crisis rocking the All Progressives Grand Alliance (APGA) will not stop the party from winning the election, a governorship hopeful, Dr. Chike Obidigbo, said yesterday in Awka.

    He said impunity still dogs Nigeria’s democracy, despite assurances by the President, the Judiciary and the Independent National Electoral Commission (INEC) on a free and fair process.

    Obidigbo’s reaction, followed the ruling of the Federal High Court in Awka, which recognised Willie Obiano as the APGA candidate for the election.

    He said: “The promise of credible, free and fair election by President Goodluck Jonathan has gingered in some citizens the desire to take part once again in elections.”

    “However, it is regrettable that some of the negative practices associated with our electoral system are still noticeable.

    “Impunity is still a major challenge to the deepening of our democracy.

    “We, however, urge our supporters to remain committed to APGA .

    “Together, we shall rescue the party from mercantile operators and apostles of political wickedness.” Obidigbo said.

  • Anambra poll: Court voids Nwoye’s candidacy

    The crisis over who flies the flag of the Peoples Democratic Party (PDP) in the November 16 governorship election in Anambra State has taken a new twist.

    A Federal High Court in Port Harcourt has voided the candidacy of Mr. Tony Nwoye who emerged winner of the August 14 primary election conducted by the Ken Emeakayi- led faction of the Anambra PDP.

    The suit was filed by one of the governorship aspirants of the PDP for the Anambra election, Prince Nicholas Ukachukwu in Suit No. FHC/PH/CS/296/2013 on August 28.

    Ukachukwu, through his lead counsel, Mr. Rickey Tarfa SAN, had sought the leave of the court to void Nwoye’s candidature as declared by the PDP and accepted by the Independent National Electoral Commission.

    In judgment delivered by Jusice S. A Aliyu on Tuesday, the court held that Nwoye was not eligible to participate in the August 24 primary election conducted under the supervision of Governor Ibrahim Shema of Katsina State.

    The judge declared Ukachukwu the candidate of the PDP for the election on the ground that he was the only qualified aspirant in the said primary election.

    According to Justice Aliyu, Ukachukwu scored the highest number of votes cast at the election. He restrained Nwoye from parading himself as the candidate of the PDP for the election.

    The judge also restrained the National Chairman of the PDP, Alhaji Bamanga Tukur, leadership of the party and the INEC from presenting Nwoye as candidate for the poll.

    “It is hereby declared that based on the dictates of paragraph 4(a) of Part IV of the Electoral Guidelines for Primary Elections 2010 of the Peoples Democratic Party, the first defendant (Tony Nwoye) was not eligible to participate and or take part in the gubernatorial primary election conducted on the 24th day of August 2013 by the 2nd defendant (PDP) for the selection of its candidate for the Anambra State governorship election scheduled to hold on November 16, 2013 or another date.

    “An order of mandatory injunction is hereby made compelling the 4th defendant (INEC) to recognise, screen the plaintiff (Ukachukwu), publish and put his name on the ballot paper as the authentic candidate of the 2nd defendant (PDP) for the Anambra State governorship election scheduled to take place on November 16, 2013 or any other date,” Justice Aliyu ruled.

    Anambra poll: PDP, APC, APGA, others get deadline to finalise choice of candidates

    The Independent National Electoral Commission (INEC) has given the Peoples Democratic Party (PDP) up till September 17 to submit its list of candidate for the Anambra Governorship poll in November.

    Two candidates-Tony Nwoye and Dr. Andy Uba- had emerged from parallel primaries conducted by two different state executive committees of the party.

    While Uba emerged as the candidate of the INEC recognized Ejike Oguebego faction of the PDP in Anambra State, Nwoye secured his ticket from Ken Emekayi’s faction which was endorsed by the National Secretariat of the party.

    Although the National Chairman of the PDP, Alhaji Bamanga Tukur, has, however, forwarded Nwoye’s name to the INEC on August 29th, the electoral agency has reservation in collecting his nomination form.

    But in a letter signed by the INEC Secretary, Mrs. Augusta C. Ogakwu, the INEC gave the PDP up till September 17 to resolve the stalemate.

    The letter was copied to other parties participating  in the Anambra poll despite the fact that they have no issue with their candidates.

    The letter, which was exclusively obtained by our correspondent, reads: “Following the conclusion of party primaries on September 2, 2013, political parties are reminded on the following procedures for submission of the list of candidates each political party proposes to sponsor at the election:

    “Every political party shall submit the list of the candidates the party proposes to sponsor in Form CF 002 duly signed by the National Chairman and National Secretary of the political party

    “The list should be accompanied with a covering letter duly signed by the National Chairman and National Secretary of the political party together with the affidavit of personal particulars of each candidate duly sworn before the prescribed Commissioner for Oaths.

    “All submissions to the commission shall first be made to the Department of Elections and Party Monitoring for clearance at the headquarters of the commission at Maitama, Abuja, on or before September 17, 2013.

    “No submission made to the commission later than 6.00pm on September 17, 2013 shall be accepted.

    “Upon clearance, the submission shall thereafter be forwarded to the Legal Services Department where the submissions shall be acknowledged and copy of the acknowledgement issued to the political party.
