  • How safe is Anambra State?

    To walk successfully from Bridge Head, Onitsha, to Upper Iweka, in the same Onitsha, any time in the night is to achieve a feat. This is especially so if the person is carrying personal belongings or money. Not many are able to achieve that these days, no thanks to the marauding gangs of criminals, both petty and big time, who have rendered the once safe axis very unsafe for everybody.

    Two weeks ago, a business man and his apprentice had just come down from a vehicle around 10 pm at the Bridge Head area. There were four young men huddled together a little distance from where the business man got down from the bus. Ordinarily, the scenario would not have raised eyebrows as the young men might just have been cooling off and savouring the cool night air. But no sooner than the business man and his boy got down from the bus than the four young men surrounded them with guns.

    The incident I just related is just one of many that have become the lot of those residing or doing business in Anambra State’s biggest commercial enclave. Crime has simply overtaken the city, while the police and other security agencies keep quiet, either as a result of incapability to deal with the situation, or because of complicity (who knows?)

    Besides the incident, the entire city of Onitsha has been ravaged by crime. From Bridge Head to Okpoko and to Fegge, men of the underworld appear to have overwhelmed the security agencies. This has resulted in the killing of five police men in the city within the past one year. There was even this story of a policeman whose gun was snatched from him as he got down to eat.

    To use the pedestrian bridges at night is equally dangerous as the bad boys are usually on the prowl there. A reporter with a newspaper in Awka, lost her phone thrice in Onitsha to these hoodlums. The third occasion was in front of her house when two men on a bike pulled up in front of her and her daughter in broad day light and brandished a gun before taking their phones.

    There are notorious areas in the Onitsha metropolis. They include Okpoko, Fegge and Obosi. Obosi’s case beats imagination as this has been a known dangerous area for many years now, yet the police have allowed things to continue to degenerate there. It was in that place that popular presenter with the Anambra Broadcasting Service, ABS, and deejay, Magic Fingers, was shot late one evening. He managed to escape with his life and ran straight to the Borromeo Hospital where he was promptly admitted.

    And then penultimate Monday, the circulation manager of the Sun newspapers, Fabian Obi, was murdered in cold blood after a gunman entered his office at Old Market Road and pumped him with bullets three times before taking his money. The killer then got down and entered a waiting tricycle or okada.

    Reacting to this, the leadership of the Nigeria Union of Journalists, NUJ, South-east Zone, led by Comrade Chris Isiguzo, Vice President, and Ken Ofoma, Secretary, had this to say: ‘We received with shock the news of the killing of a Sun newspaper agent in Onitsha, Fabian Obi, by unknown gunmen. This is indeed very tragic. For such to happen at a time the military operation code-named “Python Dance 11”, aimed at checking the rising wave of armed robberies, kidnapping and other forms of crimes, is still on, with soldiers virtually at every nook and cranny of the five South-east states, made it more troubling.

    ‘We also want to remind the Anambra State government that the primary responsibility of a responsible government is the protection of life and property. Abandoning this responsibility, especially at this critical time when the state is preparing for a major election, resulting in the rising wave of insecurity in the state, indeed speaks volumes of the government’s commitment to security of life. Let the needful be done as quickly as possible because a stitch in time saves nine.’

    Indeed, we join the NUJ in calling on the appropriate authorities, including the security agencies and the Anambra State government, to sit up and tackle the security situation, not just in Onitsha, but in other places, including Awka.

    In Awka, the state capital, criminality in the Okpuno area is well documented. One dares not walk the streets in the night with personal effects. To do that is to invite a slashed arm or a broken head as a member of staff of this writer experienced. She was returning home around after seven in the evening with her camera when she was attacked on a lonely stretch near her house. Her camera was taken while she was hit on the head with a bottle and one of her wrists slashed with a bottle.

    I recall that when I had a session with the immediate past police commissioner in Anambra State on the menace of criminals in these areas, he had taken offence at the question. But this is not an issue to be parried by feigned annoyance. The danger to citizens of the state in these areas is real and needs to be tackled.

    Onitsha is central to Anambra’s economy and allowing hoodlums to overrun the place will hurt the state economically. The failure of government and the security agencies to check the spate of crimes in Onitsha may be counter-productive and this is why everything should be done to check the trend.

    The Anambra State government has done well by investing heavily in security. The police and other agencies should reciprocate by living up to their responsibilities.

    Anambra may be among the safest states in the country, but Onitsha is turning out to be the unsafest city. And if the crime indices in this city continue to rise unabated, the safest state may not be very safe after all.

    Anambra 2017: Chidoka promises jobs

    The flag bearer of the United Progressive Party (UPP) for the November 18, 2017 Anambra governorship election, Chief Osita Chidoka, has revealed his plans to create jobs for unemployed graduates across the state the very moment he is sworn in as governor.

    Chidoka spoke at an event during the New Yam Festival in his hometown, Obosi.

    At the event, which was graced by a large crowd of his kinsmen, supporters, volunteers and party members from other parts of the state, the UPP candidate unveiled his plans to bring governance nearer to the people and ease their cost of accessing government services, by creating Government Contact Centres in all the 171 communities the state.

    Chidoka said the contact centres will guarantee an immediate 1,710 graduate jobs, by engaging at least 10 graduates from each of the communities. He also announced other jobs openings, through a special Simultaneous Rapid Development Scheme (SRDS) for accelerated development of all communities, adding that it will ensure that no community is left behind in terms of employment opportunities.

    Speaking further, the governorship candidate noted that he is happy that Anambra people have embraced the UPP ahead of the election, adding that it is the only party that stands for the people.

    His words: “The UPP is the only party that stands for the people. It is the only party which proclaims that Igbos have the right of self-determination; the only party that have declared that Igbos are not terrorists; the party that resisted the recent unconstitutional military invasion of the Southeast and the general marginalisation of the region.”

    Giving appreciation to the Almighty for the new yam, the royal father of Obosi, Igwe Chidubem Iweka III, also supplicated for the UPP candidate. He prayed for God to grant him success in the election. Chidoka also received prayers and endorsements from others who spoke at the event.

    Anambra poll: INEC trains staff on violence mitigation

    The Independent National Electoral Commission ( INEC ) has commenced the training of its officers on the application of Election Mitigation and Advocacy Tool ( EVMAT ).

    The training, being conducted in Awka,  capital of Anambra, is in preparation for the Nov. 18 governorship election in the state.

    INEC Director of Voter Education and Publicity, Oluwole Osaze-Uzzi, made the disclosure in a statement issued to newsmen on Wednesday in Abuja.

    Osaze-Uzzi said the training was organised by The Electoral Institute (TEI), training and research arm of INEC.

    He said the training was aimed at developing the capacity of the participants to deploy violence reduction mechanisms to minimise electoral risks during the governorship poll.

    The statement quoted the Acting Director-General of TEI, Dr Sa’ad Idris, as saying that proper application of EVMAT was key in reducing risk of violence during election.

    Idris said the training was geared toward equipping the participants with the necessary skills to effectively administer EVMAT in their respective local government areas.

    “The standardised EVMAT offers unique opportunities for all stakeholders in the electoral process to effectively prevent and mitigate election violence.

    “The instrument possesses higher predictive power that can help appreciate main risk factors through early warning that may inform proactive response.

    “INEC in recent past has deployed the EVMAT instrument in a bid to test the pulse of various players in order to accurately predict and advise on actions to be taken by those responsible for securing elections.

    “The effective application of this instrument will determine the level of accuracy of report and risk factor mapping emanating therefrom,” he said.

    According to Idris, the participants were carefully selected to receive the training before being deployed to the various local government areas to administer the instruments which would be analysed and coded by a data analyst.

    He added that successful risk mapping could only be achieved using accurate data.

    INEC deploys 6,000 card readers in Anambra

    Independent National Electoral Commission ( INEC ) said on Tuesday that it had deployed over 6, 000 card reader machines to ensure smooth conduct of the Nov. 18,  Anambra governorship election.

    Mr Charles Mbanaja, INEC Administrative Secretary in Anambra, made this known in an interview  in Awka.

    Mbanaja said that out of the machines provided 5,000 had been tested and found to be in good working condition.

    The secretary assured stakeholders of the readiness of the commission to provide a level playing ground to in all candidates participating in the election and urged politicians to play by the rules.

    He said INEC had embarked on public enlightenment to sensitise the people on the electoral processes, especially the voting system to address re-occurring cases of invalid votes and other related electoral shortcomings during the election.

    Mbanaja said that the commission had also organised a voters’ education forum, which was attended by stakeholders in the electoral process in a bid to ensure smooth conduct of the polls.

    He called on the people of the state to cooperate with the INEC to ensure that the election was hitch free, free, fair and acceptable.

    Anambra 2017: 8,000 corps members available for poll – NYSC

    The National Youth  Service  Corps ( NYSC ) says  no fewer than 8, 000 corps members presently serving in Anambra will  be available for the conduct of the forthcoming governorship election.

    Mr Ebenezer Olawale, the NYSC Coordinator  in the state,  said this in Awka on Sunday.

    Olawale said the data of corps members in the state had been transmitted to the Independent National Electoral Commission ( INEC ) for planning ahead of the Nov. 18  election.

    He said more corps  members would be moblilised from neighbouring states in case of shortfall.

    “It is no longer news that the NYSC is partnering with INEC in the conduct of credible,  fair and good elections, Anambra’s  case is not different.

    “My office and that of the Resident Electoral Commission have been working assiduously to ensure that corps members participate fully in the exercise.

    “As we all know, corps members are supposed to be non-partisan, they are not from this state,  so we expect them to be fair and they are evenly distributed across the state.

    “We have no fewer than 10,000 corps members in this state but assuming that not all of them will be interested in taking part in the election, we have 8,000 available for this purpose.

    “I have supplied INEC with the data of the available corps members in the state and  where they are not enough,  we shall mobilse from neighbouring states,” he said.

    Olawale also said the NYSC was working with security agencies to ensure the security of  all  corps members.

    He said the corps would soon embark on a tour of the state to sensitise corps members on their expected role in the election as well as  allay their fears over their safety.

    “Very soon,  we shall commence sensitisation visits to my members to ensure that they all participate and allay their fears too because when they do their work well there is nothing to be afraid of.

    “With regards to the security of my members, we have a strong inter-agency collaboration with the police and other security agencies.

    “They have assured us that there would be full mobilisation of security personnel to ensure that NYSC members taking part in the election are safe.

    “Moreover, Anambra is not known for election violence, they prefer to sort out their issues in the law courts rather than resorting to violence.

    “I want to use this medium to call on my corps members to conduct themselves in accordance with  the manner and rules set by INEC; they should be fair  and just to all political parties,” he said.

    CP Garba Umar, Senior Security Advisor to the Super Eagles, has urged football fans to be orderly as they throng Uyo to watch the team’s World Cup qualifier against Zambia on Saturday.

    Umar made the appeal when he spoke with a reporter on Friday in Awka on the crucial 2018 World Cup qualifier against the Chipolopolo of Zambia at the Godswill Akpabio  International Stadium, Uyo.

    He said that the team had been talking to fans on the need to be ruly as well as the consequences of field encroachment.

    The Police Commissioner in Anambra said that enough mobilisation of personnel had been done ahead of the game in the light of the high expectations and excitement that would surround the game.

    “We have been working towards a hitch-free game, talking to fans against pitch invasion or encroachment because FIFA is very strict about such behaviours.

    “Our men have been mobilised and are on ground, we understand the nature and tempo of the game, it is a crucial one.

    “And we hope that with the preparations on ground, it will be a very free security atmosphere,’’ he said.

    Contributing, Arthur Ebunam, the Chairman of ex-Rangers International players in Anambra, said that though pressure would be on the Eagles, they would come out triumphant.

    Ebunam, a former Green Eagles player, said they should approach the game with positive minds and attack their opponents and score as many goals as possible.

    He the Eagles were almost World Cup-bound but should play the Zambians as though their qualification depended on the game.

    “Our team is under pressure whether you like it or not; they have almost qualified, people are hoping they win the game; they are at home unlike their opponents who are here to spoil their fun.

    “Technically, they should attack, attack and attack, get many goals in the first half and consolidate in the second half, I am confident we will win,’’ he said.

    A win over Zambia in Uyo will be enough to see Nigeria return to the Mundial after reaching the second round in Brazil in 2014.

    Anambra: Group plans debate for governorship candidates

    The Human Rights Volunteer Corps has announced plans to organise a debate for all the candidates participating in the Nov. 18 governorship election in Anambra state.

    National Coordinator of the group, Mr Larry Oguego, announced this at a news conference in Onitsha on Tuesday.

    Oguego said that the debate would be organised in collaboration with the Nigeria Election Debate Group ( NEDG ), Justice, Development and Peace Commission ( JDPC ) and some broadcasters.

    According to him, the first leg of the debate will hold on Oct. 26, at the Women Development Centre, Awka, while the second phase will hold on Nov. 3 at Sharon Hall, Onitsha.

    “We have decided to do something different with a peculiar design to change the political conversation.

    “The debate will centre on the detailed manifesto and work plan of each candidate with time frame of implementation which they are expected to present,” Oguego said.

    He said that only candidates, who agreed to sign a social contract form, would participate in the debate, adding that the contract would be reviewed every six months to ensure accountability.

    Candidates of thirty seven (37) political parties are contesting the governorship seat in the state, the Independent National Electoral Commission ( INEC ) had announced recently.

    Obiano visits Buhari for free, fair poll in Anambra

    Anambra State Governor Willy Obiano yesterday urged the Independent National Electoral Commission (INEC) to be unbiased to enable the state have a free and fair election on November 18.

    The governor addressed State House correspondents at the Presidential Villa in Abuja after meeting with President Muhammadu Buhari.

    He said the necessary measures were being taken to guarantee peaceful election, adding that he was confident of victory at the poll.

    Obiano said: “Anambra remains the safest state in Nigeria today. We don’t have cases of kidnapping, armed robbery or similar crimes. We have been firmly in control of the state and will continue to do so throughout my tenure as governor.

    “I’m very confident that I will win the forthcoming election with a landslide. All we want is for the umpire to be unbiased. A free and fair election is what we want, and we will get the result.”

    The governor said he had a fruitful meeting with President Buhari, adding that the President liked governors who delivered dividends of democracy to their people.

    He said: “He (President Buhari) likes governors who work hard, who are delivering what people can see and are delivering dividends of democracy to their people. That is what the President wants.”

    Anambra guber poll: AD did not submit candidates names before deadline – INEC

    The Independent National Electoral Commission ( INEC ) has said that the Alliance for Democracy ( AD ) did not submit necessary forms and details of its candidates for Anambra governorship election before the deadline for submission.

    INEC Director of Publicity and Voter Education, Mr Oluwole Osaze-Uzzi disclosed this in an interview on Monday in Abuja.

    The AD had on Wednesday, in a letter written to INEC by its factional National Chairman, Alhaji Ismail Ayodele, said that the names of its candidates were omitted from the list of contestants in the Anambra governorship poll.

     INEC had on Wednesday published list of 37 political parties and their candidates for the Nov. 18 governorship election.

    Osaze-Uzzi added that from the commission’s record the National Chairman of AD was Chief Joseph Avazi, and not Ayodele.

    “The party did not make a submission of the necessary forms and list of their candidates before the close of work on the last day for submission.

    “From our records, Ismaila Ayodele is the National Treasurer of the party, not its National chairman.

    “National Chairman is Chief Joseph Avazi,” Osaze-Uzzi said.

    The party according to the letter listed Nze Valentine Favour Onwuka and his running mate Chijioke Onyekaonwu, as the names of its candidates submitted to INEC for the election.

    The party according to Ayodele complied with Sections 85 and 87 of the Electoral Act 2010 (as amended) in notifying INEC of its primary election held on Aug. 22 in Awka, Anambra State.

    Ayodele said that the primary was monitored by INEC while the party also collected and submitted forms F001 and F002 to the commission.

    “We are therefore surprised that the names of our Governorship and Deputy Governorship candidates did not appear in your published list of candidates for the Election.

    “We urge you to use your good offices to rectify this and ensure that the names of our candidates are included in the list of those contesting the election.

    “We reaffirm our confidence in the Commission and believe that all eligible candidates for the Governorship Election are given the opportunity to participate in it.

    “This is the only way we will deepen our emerging democracy.

    “We look forward to the inclusion of our Party’s Candidates names in your list,” the statement reads.

    APC named Ngige, others as Nwoye campaign members

    The All Progressives Congress ( APC ) in Anambra on Sunday named Dr Chris Ngige, the Minister of Labour and Productivity as the state chairman of Dr Tony Nwoye 2017 Governorship Campaign Organisation.

    The minister of Labour and Productivity is to be assisted by Chief George Muoghalu as vice chairman.

    More than 50 other persons were named as chairmen and vice chairmen of various directorates of the campaign organisation by the party.

    Mr Emeka Ibe, the Anambra State Chairman of APC, who announced  the membership  before inaugurating the committee, charged them to commit their time and resources to the success of Nwoye governorship project.

    Ibe said that the party has a capable candidate that would  make history in the Nov.18 governorship election in the state.

    NAN reports that all the aspirant of the Anambra governorship race except Sen. Andy Uba were named as members of the campaign organisation.

    Mr Osita Ezenwa, the Director-General of the Nwoye Campaign Organisation commended the composition of the various sub-committees.

    He said that there was a lot of work to be done and added that the party would make the desired change in the governance of Anambra.

    “We must all work hard and together in the task of seeing to the success of our candidate, Dr Tony Nwoye, in the Nov.18 election so that on Nov.19 we all will rejoice that we have finally won’’, he said.

    The National Secretariat of  APC had earlier named Gov Mohammed Abubakar of Bauchi  State  as the national chairman of Nwoye Campaign Organisation.
