The IGP had during his last Wednesday visit ordered immediate deployment of additional 200 police personnel to the area.

The dare-devil armed bandits stormed Gwaska village around 2:30pm on Saturday, killing 47 persons and setting many houses ablaze.

Members of the Birnin-Gwari Vanguard for Security and Good Governance who pleaded anonymity said the gunmen came in from the neighbouring Zamfara state.

“The armed bandits came from neighbouring Zamfara state and encircled Gwaska up to neighbouring Kuiga village shooting sporadically,

“27 people have been killed. Most of them are even women and children.

“We would continue to appeal to the authorities to take urgent steps to forestall further attacks and extinction of communities in Birnin Gwari local government area,” the source said.

The source added that  many people were still missing and that arrangements were being made to evacuate those who sustained injuries during the attack.

When contacted, Aliyu Mukhtar, spokesman of the Kaduna state police command, promised to get the details and get back,  but he had not done so as of the time this report.

However, Governor El-Rufai in a statement issued by his Senior Special Assistant on Media and Publicity, Samuel Aruwan commiserated with the people of Birnin Gwari Emirate over the attack he described as fatal.
He said, “to contain the situation, the military will be stationing a permanent Army battalion in Birnin-Gwari.”

El-Rufai said, he was concerned by the incessant banditry attacks and has been engaging with the Federal Government on the matter.

According to him, “The Kaduna State Government has received with sadness reports of the murder of our citizens by armed bandits in Birnin Gwari. The government has sent a message of condolence to the people of Birnin Gwari Emirate.”

“Kaduna State Government is deeply committed to overcoming the unfortunate criminality and banditry being carried out against innocent citizens in Birnin Gwari local government.

“The engagements between the state and federal governments have yielded results. President Muhammadu Buhari has approved the establishment of a permanent battalion of the Nigerian Army in the Birnin Gwari general area.

“The new security arrangements also involve policing. The Inspector General of Police has already announced the creation of the Birnin Gwari Police Area Command and two new Divisional Police Headquarters.

“The State Emergency Management Agency, has also been directed to provide relief materials with immediate effect to the affected communities,” said the Governor.

  • Police, army block commuters in Zamfara

Armed security personnel yesterday denied hundreds of travellers passage through Zamfara following the conduct of the All Progressives Congress (APC) ward congresses in the state.

The fierce looking police, army and civil defense personnel had blocked all exits out of Gusau, the state capital, leaving motorists travelling out of the state stranded.

Some of the motorists, especially commercial vehicles leaving the state capital as early as 7.00 am, could not go beyond the outskirts of the town as they were stopped by security personnel.

Many of the vehicle owners and passengers were seen wearing long faces, unsure of what to do.

Some of them who spoke lamented that no announcement was made to the effect and that the development had affected their business schedules.

Sale Moriki, a commercial driver going to Kano from Gusau, expressed disappointment over the development.

“If the government is serious, it would have reached out to our union leaders, who would have prepared us before we came out and drivers and passengers would have planned ahead, ’’ he said.

When contacted, the Police Public Relations Officer (PPRO) in the state, DSP Mohammed Shehu, said the restriction of movement was to ensure smooth conduct of the exercise.

Meanwhile, the Christian Association of Nigeria (CAN) has called on the Federal Government to take decisive step in dismantling Boko Haram and Herdsmen in the country.

The General Secretary, CAN, Rev. Musa Asake, who said this at a news conference at CAN Secretariat on Friday in Abuja, said the menace of the two entities was becoming unbearable in the country.

The association strongly condemned the killings in the country and urged the government to immediately halt the murderous activities of insurgents in the country.

“There is the need for the stepping up of interventions, particularly from the government, so that these killings and bloodletting in Nigeria will be discontinued,’’ he said.

He also urged the National Assembly to intensify its mandate of checking the Executive and upholding the supremacy of the constitution.

Asake called on Nigerians of voting age to ensure they obtain their Permanent Voter Cards (PVCs) in readiness for the 2019 general elections to vote for candidates of their choice.

“Nigerians must vote into power a political party that will promote democracy, which translates to justice, equity and fairness for all.

“If Christians are waiting for CAN to direct us to a particular party, we cannot pin point a party for anybody, it will not happen.

“All we are saying is, get your voter card, go out and vote the person you think can deliver when the day comes.

“Let us consult and find out the political parties that are there, read their ideologies and everything,’’ he said.

The general secretary general called on all Christian assemblies, within and outside Nigeria, to observe a Sunday of mourning with a peaceful protest on April 29.

He noted that the protest was going to be within the neighborhood, on the killings and to demand for the remaining Chibok girls and Leah Sharibu’s release.

“The protest we are talking about is not that you go about and begin to destroy things, but when you raise your placards in front of your Church that is okay.”

  • Boko Haram: Army lifts ban on three UNICEF staff in Northeast

The army in Maiduguri has granted pardon to three UNICEF staff over “unfounded” allegations of human rights abuse and rape.”

The Theatre Commander Maj. Gen. Rogers Nicholas had last Thursday declared Priscillia Hoveyda, Maher Farea and Milen Kidane, child protection specialists with UNICEF, persona non grata for their involvement in the allegations.

A senior UNICEF official yesterday told our correspondent on condition of anonymity that the organisation will not engage in a media war with the military but rather resolve the issue using other channels.

Investigation revealed a high- levelled meeting between the officials of UNICEF in Maiduguri and the military where a truce was reached.

Following the truce, it was learnt the army decided to back down and directed the affected staff should feel free to conduct their businesses in the Northeast.

A statement by Lieutenant Commander Delightsome Yohana said the declaration of persona non grata on the UNICEF staff had been withdrawn.

It reads: “The  Theatre Commander Operation LAFIYA DOLE Major General Rogers Nicholas after discussions and due consultations with the leadership and executives of UNICEF, has  withdrawn  the declaration of persona non grata declared on the three UNICEF staff involved in the issue at stake, stating that they are at liberty to go about their duties”.

UNICEF communication Specialists Ms Eva Hinds did not respond to calls and text messages.

  • Boko Haram: Three UNICEF staff declared persona non grata

Three staff of UNICEF working in Maiduguri have been declared persona non grata by the Nigerian Army over spurious and false allegations on troops of operation Lafiya Dole.

The three persons are: Priscillia Hoveyda, Maher Farea and Milen Kidane. The Nation findings gathered that all the affected staff are child protection specialists with UNICEF.

In a statement signed by the Theatre Commander Operation Lafiya Dole, Major General Rogers Nicholas described as unfounded this is an allegation, adding that the allegations are made by enemies of the military and the Nigerian State.

Some of the allegations brought forward were that the Nigerian military has raped over 20 girls in IDP camps in Borno State.

The Theatre Commander regretted that , “It is curious that these allegations were coming at a time the military is at the verge of defeating the menace of Boko Haram Terrorists and bring their criminal activities to a final end”.

Part of the statement reads; “The attention of the Theatre Commander has been drawn to spurious and malicious allegations of human rights violation in Operation LAFIYA DOLE.

“The allegation falsely claimed that the Nigerian military is using children below the age of 18 years in the North East to fight Boko Haram. It also said that some boys being detained in Giwa Barracks are being use to cook, as messengers and porters.

” This is unfortunate that these allegations are not only untrue but also obviously targeted to malign Nigeria and tarnish the good image of our gallant military that has launched a renewed campaign to bring to an end the menace of terrorism in the country.

“The persons who made the allegations have seen that the recent results achieved by the Military in decimating the Boko Haram Terrorists is yielding positive result.

“They are not happy that Nigeria is at the verge of being totally liberated from the scourge of terrorism/insurgency in a very short while,” Gen. Rogers said.

He also noted that the Military has no history and does not employ any under- age person to fight on its behalf or support it in whatever guise.

“The Nigerian Military is a thoroughbred professional organization and upholds the fundamental rights of every citizen including children.

“The Military will not condescend so low to resort to the use of under-age to fight for it. We are an organization that is guided by international best practices in all our undertakings and no amount of blackmail will distract us from our resolve to achieve our mandate of defeating the menace of Boko Haram in the country,” he explained.

Speaking on the allegations of rape by the military, the Theatre Commander said, it is on record that no military personnel works or is deployed inside the IDP Camp within the Theatre of Operations.

“The management and operations of such camps is solely the responsibility of the various NGOs working at such facilities and the para-military organizations that provide security at such camps.

“In a few areas, the military is deployed on the outer perimeter to provide added security to enable workers at the camps to go about their duties without let or hindrance.

“The military personnel deployed in such areas are under strict instructions not to interfere with activities at such camps but are only there to ensure no harm is brought to workers, IDPs or any person authorized to work in the camp.

“It is therefore sad and unfortunate that somebody will sit down somewhere and concoct such false, baseless, unfounded and spurious allegation.

“It is certain that the persons making such allegations are deliberate in their attempts to rubbish the successes achieved so far by the gallant military and will not succeed.

“In recent times, the activities of the Boko Haram Terrorists have been nipped in the bud and their capacity for coordinated operations has been adequately curtailed.

“The end of terrorism and insurgency in Nigeria is at the twilight end and enemies of Nigeria and the military are obviously unhappy at the successes and the efforts so far made by the military in the discharge of their responsibilities in the most professional and patriotic manner.

“We urge the general public to disregard such malicious allegations and continue to support the military to completely rid the country of any act terrorism/insurgency.

“We assure all well meaning Nigerians that their security, safety and dignity are paramount in our collective effort to bring to a conclusive end, the ménace of Boko Haram.

“The military has and will remain professional in the discharge of its mandate and will not be distracted by enemies of the country and its military.

“Consequently upon the foregoing, the following persons working for UNICEF are hereby declared persona non grata in the North East. They are: a. Priscillia Hoveyda. b. Maher Farea. c. Milen Kidane,” Gen. Rogers declared.

In the mean, a senior staff of UNICEF who spoke on condition of anonymity said “UNICEF is not speaking to the press on the matter. We are trying to resolve the problem at our level. The military is a strategic partner of UNICEF and we cannot engage in a media war with them”.

  • Soldier: I deserted army because I was owed nine-month salary

    •Army arrests seven impostors

A dismissed soldier, Bello Kasimu, arrested for impersonating the Nigerian Army (NA) at the weekend claimed he deserted the force after his salary was owed for nine months.

Kasimu, who was dismissed in 2015 after he was absent without leave (AWOL) for several months from his place of deployment at the northeast, was paraded together with six others arrested for similar offences.

The others are Taiwo Ayomide, Ale Michael, Adetileyin Segun, Olarewaju Yusuf, Ibrahim Isa alias Malaika and Ibrahim Abdullahi.

Kasimu claimed he only wore army uniform the day he went to 81 Division headquarters to find out what was delaying the money.

He said: “I was in the army but was dismissed in 2015. I was dismissed because I fled from my posting in Bauchi. I ran away because I was not paid salary for nine months. I was working without salary and so, I took permission to go and sort the salary issue out.

“But when the leave expired, I did not go back. I was tired because I still haven’t received salary. I did not want to continue working without payment. So, when I was dismissed, I still wanted to get my money. So, I wore the uniform to 81 Division to allow me access. I did not use it to extort anyone and I was not wearing it.”

According to the General Officer Commanding (GOC) 81 Division, Maj.-Gen. Enobong Udoh, Kasimu paraded himself as a serving personnel and escorted trucks to various parts of the country.

Udoh, who was represented at the parade by the Commander 9 Brigade, Brig.-Gen. Moundhey Ali, said Kasimu was arrested at Flower area of Ikorodu on April 17 by troops of 174 Battalion.

He said the suspect wore camouflage Tees at the point he was caught, adding that a fake military identity card, mobile phone, court affidavit, Automated Teller Machine (ATM) card and a brown wallet were recovered from him.

He said: “Similarly, on April 17, troops of 35 Artillery Brigade Alamala Barracks, Ogun State arrested an impostor, Taiwo Ayomide at Ademola Hotel, beside Yasmin Mosque Sagamu. “The troops recovered army batch, camouflages tees, a dagger kings,  Royal Ranger identity card, a Lieutenant rank, two army letters of recommendation, among others.”

  • Army arrest eights pipeline ‘vandals’

    Recovers over 1000 kegs

OPERATIVES of the 81 Division, Nigerian Army have arrested eight suspected pipeline vandals at Imoro Creek, Ikorodu.

The suspects, Muftau Saliu, Segun Oladipupo,  Akeem Adeniyi, Bukola Adepoju, Wasiu Jamiu, Abiodun Akindode, Azeez Ibrahim, and Matthew Oboregbeyen, who were arrested on April 17, were paraded yesterday by the General Officer Commanding  (GOC) 81 Division, Maj.-Gen. Enobong Udo.

According to Udo, the army discovered sabotage points along the Nigerian National Petroleum Corporation (NNPC) pipeline including a loading area in the creek where products were siphoned.

He said the army recovered 10 vehicles, comprising seven saloon cars, two wagons and a J5 bus, 31 jerry cans laden with refined petroleum products, 1,397 empty kegs, three coolers, nine mobile phones and substances suspected to be hard drugs.

Of the 1,397 kegs, Udo said 1,320 were discovered separately and destroyed during the raid.

The army also raided vandals’ haven at Ilara and Imagbon areas of Ikorodu, where a wooden boat, 40 empty 50 litre jerry cans and 1000metre-long laid hose, used for siphoning petrol were destroyed.

“The suspected vandals are undergoing preliminary investigation after which they will be handed over to the appropriate security agency for further action,” said Udo, who was represented by the Commander, 9 Brigade, Brig.-Gen. Moundhey Ali.

However, the suspects denied being vandals, with most of them insisting they were innocent.

Oboregbeyen said he stopped the business three years ago when a crisis broke out in the creek, insisting he had since started a legitimate livelihood.

He accused a Baale of masterminding his arrest, adding that the Baale had threatened him a few days before soldiers came to pick him up.

Oboregbeyen said: “To be honest, I was into the fuel business but I stopped three years ago. I was doing it with the Baale. When I stopped, I started riding motorcycle and also doing bricklaying job. What happened was that the Baale went and sold a portion of my land and I challenged him for that.

“Then, I had issues with my wife and he wanted to meddle but I told him to mind his business. He then told me that he is going to put me where I will not return. Then, two days after, soldiers came and arrested me. They went to my house, searched it but they did not find any fuel or anything. They asked me where I kept fuel; I told them I do not know what they were talking about. That was how I was brought here.”

Saliu said he was arrested after soldiers saw fuel in his vehicle, adding that he usually bought 50 litres of Premium Motor Spirit (PMS) from vandals at N4,500.

Akeem claimed they apprehended him because his vehicle reeked of PMS, insisting that he had no business with pipeline vandals and was just a commercial taxi driver.

Meanwhile, in the early hours of yesterday, the inhabitants of Peace Estate at Ipaja, Lagos, woke up to see their neighbourhood covered in smoke as a fuel pipelines in area were engulfed with fire.

Less than three months ago, the same pipelines were engulfed by fire allegedly caused by vandals. The residents are also accusing vandals of being behind the fire.

According to one eyewitness, the fire started around four in the morning and it was under control when our reporter visited the scene. Two Lagos State firefighter vans were seen at there though there was nothing they could do about the fire. Also at the scene were some policemen who were trying to control the observers.

One of the residents, who gave his name as Kunle, is pleading with the government to secure the pipeline as they no longer feel safe in the area. “This might occur again and could be worse if nothing is done about it. Our houses are close to the pipeline and it is not less than three months this happened. After the first incident nothing was done and I’m sure nothing will be done about it. The government should look into it and do something about it.

“We are relocating from this place once our house rent expires,” said Shade who was still in fear, “if you check my blood pressure you would see that it has gone up. This place needs to be secured. Maybe one day the whole place will be engulfed by fire and I don’t want family to be victim.”

The News Agency of Nigeria (NAN) also reported that 50 suspected cultists were arrested by the army after intensive surveillance and intelligence.

Gen Udo said the suspected cultists are members of ‘Eiye’ confraternity. He added that they were conducting physical training for new recruits, initiation and planning for robbery and kidnap activities when soldiers swooped on them.

“Their arrest was preceded by a shootout between the troops of 174 Battalion Ikorodu and the cultists after which, 23 of the suspected cultists were arrested while others escaped,” he said.

The GOC said that two of the suspects sustained gunshot wounds, adding that one of the suspected newly-recruited cultists died as a result of injuries inflicted on him during the cult initiation.

“However, one of our gallant soldiers, while combating the cultists sustained a gunshot wound on his left leg during the encounter and was immediately evacuated.

“The soldier and the two wounded cultists are receiving treatment at the Battalion’s Medical Reception Station.”

Recovered from the suspects are one locally-made double barrel pistol, five live cartridges, five machetes, four jack knives, two table knives, three locally-fabricated axes with nail like edges and five mobile phones.

A parcel of Indian hemp, two ATM cards, eight identity cards, nine passport photographs, packets of condom, rings and a variety of charms were similarly seized from them.

He said operations to rid Ilara and Imagbon areas of Ikorodu of pipeline vandals sparked a shooting by suspected vandals.

“The suspected vandals, armed with AK-47 rifles, fired sporadically and fled on sighting the troops,” he said.

“During the operation, sabotaged portions of the Nigerian National Petroleum Corporation (NNPC) pipelines were observed in Imoro Creek in Imagbon.

“Items recovered from them include one wooden boat, 40 empty jerry cans each weighing 50 litres and a 1,000-metre-long hose, ostensibly used in siphoning products by the suspected vandals.

“The recovered items were destroyed and no arrest was made.”

The GOC also said that seven impersonators were arrested alongside eight suspected vandals on April 17 in Lagos and Ogun states.

“While on anti-bunkering patrol along Imoro Creek in Ikorodu, troops discovered sabotaged points along the NNPC Pipeline including a loading area in the Creek for siphoned products where eight suspected vandals were arrested.

“Items recovered from them include 10 Vehicles, 31 Jerry cans loaded with refined products, 77 empty Jerry cans, three coolers, nine mobile phones and substances suspected to be hard drugs.

“Another set of 1,320 empty Jerry cans were also discovered and destroyed. In addition, seven suspected impostors were arrested by troops while on operation CHECKMATE,’’ he said.

  • Army begin operation last hold

THE Chief of Army Staff, Lt Gen Tukur Buratai yesterday said the army would commence Operation Last Hold in northern Borno and parts of Lake Chad Basin to complete the decimation of the Boko Haram Terrorists and ensure the restoration of normal economic activities in the Zone.

The COAS who addressed journalists at the Army Headquarters, Abuja, said the operation would commence on the 1st of May and end by August.

Lt. Gen Buratai who was represented at the briefing by the Chief of Operations and Training, AHQ, Maj. Gen David Ahmadu said the Nigerian Air Force, the Nigerian Navy as well as other security agencies would be participating in the four-month operation. He urged the people in the area not to panic as they would witness heavy movements of troops and equipment during the operation.

He said:” You may recall that the Nigerian Army has been engaged in the conduct of counter insurgency operation tagged Operation LAFIYA DOLE in the North East region for some years with considerable successes. However, the complex and adaptive nature of the Boko Haram insurgency has resulted in the dissident group still sometimes being engaged in abductions, attack on soft targets, Improvised Explosive Device attacks and suicide bombings.

“It has become expedient for the Nigerian Army to change operating tactics, techniques and procedure in the North East region. Accordingly, the Nigerian Army Day Celebration (NADCEL) 2018 will be commemorated with the conduct of an operation tagged Operation LAST HOLD in Northern Borno within the North East Theatre. The design is to deploy personnel and equipment to showcase the combat efficiency of the NA and thereafter conduct operations to totally destroy Boko Haram locations in the Lake Chad Basin.

“Operation LAST HOLD is expected to last for four months and it will entail deployment of 6 additional manoeuvre brigades and other critical assets in Borno State. The operation is intended to facilitate the clearance of the Lake Chad waterways of sea weeds and other obstacles obstructing the movement of boats and people across the water channels.  It will also ensure the destruction of Boko Haram Terrorist camps and strong points in the Lake Chad Basin.

” The operation will also facilitate the rescue of hostages. The operational end-state of Operation LAST HOLD is the total defeat of the Boko Haram Terrorist Sect.  Strategically, the conduct of Operation LAST HOLD will facilitate the restoration of fishing, farming and other economic activities in the Lake Chad Basin. Additionally, it will facilitate the relocation of Internally Displaced Persons from IDP camps to their communities.

“In this regard, law abiding members of the public in Northern Borno State are enjoined not to panic as their safety and well-being have been deliberately factored in the operation. The general public is requested to remain vigilant and be security conscious, as suspected insurgents may be fleeing from military operations in the North East and finding safe haven amidst our communities. The public is also reminded to report any suspicious activity or movement to the nearest military formation or other security agencies for prompt action. ”
