•Laud Lalong for rapid response in Jos

The 19 Northern State Governors want the army and the police to remain on the alert in the region with a view to tackling any attempt to cause breach of security.

Their chairman and Borno State Governor Kashim Shettima in a statement in Maiduguri hailed residents of the region for keeping the peace in the face of the recent clashes between members of the Indigenous People of Biafra (IPOB) and soldiers in Abia State which posed threats to the lives of some northerners living in the Southeast.

No Nigerian, according to them, deserves to be punished for the mere fact that he or she happens to be living or doing legitimate business in any part of the country.

They acknowledged concerns ýover possible spill over of the Jos violence in parts of the North, and hailed Governor Simon Lalong of Plateau State for dealing promptly with the problem.

The governors asked all residents to   see themselves as equal citizens who have the same rights to freely live in any part of Nigeria as provided by the Constitution which the governors are under oath to preserve, protect and defend.

The governors also called on all Nigerians to support and promote peace and coexistence, maintaining that the collective vision to have a greater and prosperous Nigeria can only be actualised under an atmosphere of peace and stability.

They commiserated with Nigerians affected by the violence and asked northerners living in any part of the country to remain law abiding and calm saying they share in their concerns and will continually take lawful measures to support them under any circumstance the northerners find themselves.

Politicians responsible for South East crisis – Nigerian Army

The Nigerian Army yesterday accused unnamed politicians of engineering a crisis of confidence between its personnel and the people of the South East for selfish reasons.

The Director of Army Public Relations, Brigadier-Gen. Sani Usman, called the development sad and unfortunate.

“It is so sad and unfortunate that a particular group of people, for political expediency and mischief, are trying to set the military and Nigerian society against each other,” Usman said in a statement in Abuja.

He was reacting to the face-off between the army and members of the Indigenous People of Biafra (IPOB) in Abia.

The army spokesman, however, maintained that the face-off notwithstanding, the army would go ahead to conduct its “Operation Python Dance II,” due to commence yesterday.

“It will commence on 15 September, 2017. The troops have been conducting themselves professionally within the ambit of rules of engagement. And code of conduct and where there are noted infractions, appropriate measures will be taken,” he said.

Usman described the face-off between the army and members of IPOB in Abia State as an isolated issue which was being blown out of proportion by some people.

His words: “These isolated incidents, instigated by miscreants and mischief makers, therefore, should not be taken as something that should jeopardise the military exercise going on in that place.

“It is really sad and unfortunate that people will not find time to ask question about the essence and activities involved in respect of exercise Egwu Eke II before jumping into conclusion.

“The exercise is taking part in the entire South East and Cross River. Why should we have problem in one state – Abia?”

He said there was “no reported problem in Imo, Ebonyi, Anambra, Enugu and Cross River states.”

The army spokesman called for understanding, saying there “is need for all of us to be more responsible, exercise understanding about the issues at hand, support and encourage the military to perform its legitimate duty.

“The exercise we are having has been scheduled since last year – 2016. It is not targeted at any segment of the Nigerian society.

“As a matter of fact, it was because of the encouraging feedback that we have about the conduct of exercise Python Dance I in 2016 that brought the idea of having another exercise.

“And being a responsible organisation, people said Python Dance seems to be something awkward, so, why don’t you call it in the native language of those people so that they can understand it just like you have exercise Harbin Kunama?

“We have had exercises in other parts of the country.

“As soon as we are done with exercise Egwu Eke II, we are embarking on exercise Crocodile Smile II which is also a scheduled training exercise in the circle of the Nigerian army training year, 2017.

“And this time around, beyond the South South Zone, it will be extended to the South West zone, involving 2 Division, 6 Division and 81 Division,” he stated.

He argued that Egwu Eke was not an operation but a training exercise intended to sharpen the skills of those involved.

Army to launch Python Dance II in South East Friday

The Nigerian Army said last night that Operation Python Dance II in the Sotheast of the country would continue today as planned.
A statement from the Director of Army Public Relations, Brig General Sani Usman, urged Nigerians to disregard the rumours that the army would withdraw from the operations from the Southeast.
The statement Reads: ” The attention of the Nigerian Army has been drawn to some stories in the media that it is withdrawing its troops from Exercise EGWU EKE II, crediting such information to Abia State Governor and the General Officer Commanding 82 Division Nigerian Army. This is not true.
“The Nigerian Army wishes to enjoin members of the public to disregards such rumours. For the avoidance of doubt, the Abia State Governor in his speech stated that “there will be gradual withdrawal of soldiers on the streets of Aba and Umuahia from tomorrow”.
“This should not be misconstrued as withdrawing of troops earmarked for Exercise EGWU EKE II. The General Officer Commanding 82 Division has not said such thing. Consequently, we wish to state that Exercise EGWU EKE II is commencing tomorrow as scheduled.
“Commanders have been instructed to ensure that all hands are on deck to commence the Exercise to its logical completion. We wish to state further that the successful completion of the exercise will dovetail into the various states security outfits till the end of this year.
” Members of the public especially in the areas where the exercise will take place are please enjoined to go about their lawful businesses. We wish to also state that we would not allow any individual or group to jeopardize the conduct of the field training exercise through unlawful or criminal activities.
” Hoodlums and criminal elements are once again warned to be law abiding and not cause any breach of peace. We hereby reiterate that our troops would conduct themselves in the best professional manner, abide by the Rules of Engagement and Code of Conduct in line with requirements of the Constitution of the Federal Republic of Nigeria.
” Any act of indiscipline by any of our personnel would be decisively dealt with. While we enjoin all Nigerians to go about their normal businesses, the Nigerian Army urge all to support the troops as they carry out their constitutional duties and make Exercise EGWU EKE II a success”.

Nigerian Army to investigate alleged attack in Abia

The Nigerian Army says it has commenced investigations into the alleged breach of human rights in the ongoing Operation Python Dance in the South-East.

The Col. Sagir Musa, the Deputy Director, Army Public Relations in the 82 Division, made the disclosure in Enugu on Thursday while speaking with the News Agency of Nigeria (NAN).

NAN reports that videos of alleged tortures of some youth in some parts of Abia have gone viral in the social media.

According to Musa, in line with the rules of engagement and code of conduct guiding internal security operations, those found wanting, if any, would be dealt with.

“The Nigerian Army does not encourage or condone indiscipline and unprofessional conduct in any form,’’ he said.

The army spokesman maintained that its troops did not kill anybody in Aba as insinuated in the social media.

He explained that the Python Dance 11 was conducted every Ember month to check obvious criminal activities including kidnapping, armed robbery and the recent secession agitations in the zone.

“Python Dance 1 was conducted in September 2016 in the zone and it was a huge success because rate of crime dropped drastically and people celebrated their yuletide peacefully.

“Even road accident rates also dropped from reports by the Federal Road Safety Corps (FRSC),’’ he said.

Musa regretted that the second exercise received high criticisms.

He appealed to the general public to use the dedicated mobile phone numbers issued for credible and reasonable complaints about the conduct of the troops and the entire operations.

In another development, the army spokesperson received the South-East Human Rights Situation Room led by Prof. Joy Ezeilo on the violence in the South-East.

Ezeilo urged the military to adopt international human rights law and global best practices in carrying out the exercise in the zone.

She solicited the partnership and cooperation of the Nigerian Army in sensitising the public to the operation, adding that the group had established a hotline, 09060002128 to receive reports of any infractions.

The law professor appealed to residents of the zone to be law abiding and shun violence in any situation.

IPOB, Army: Aba residents remain indoors over renewed crisis

Following a resurgence of crisis between members of the Indegenous People of Biafra (IPOB) and men of the Nigerian Army in Aba, Abia state on Thursday, some residents have remained indoors while others are  leaving the city in fear.

In areas around Uratta Junction, Ariaria Junction, Tonimas Junction and Flyover Enugu-Port Harcourt Expressway, some people were seen carrying loads and waiting for vehicles to leave town.

Some northern youths gathered around Ariaria Junction carrying sticks and stones and so were  some  Igbo youths.

At Bakassi Bus Stop on the expressway, policemen threw tear-gas canisters at some youths who gathered at a nearby street.

There were unsubstantiated reports of killings and shootings in different parts of the city which has helped in heightening tension.

Dr Uchenna Anyanwu, Medical Director, Holy Wounds Hospital, Faulks Road, Aba, said that two persons suspected to have been shot in Ariaria area were brought in dead to his hospital.

He told the News Agency of Nigeria (NAN) that a mob, who believed he was on the side of the police came to his hospital and destroyed his office because he accepted to treat some injured persons.

Anyanwu said that two injured persons were being treated in his hospital.

He wondered why the mob should vandalise his hospital when he was saving lives.

At the city centre, shop owners closed their businesses, while commercial banks halted their operations.

Banks, including First Bank branches at Abayi and Asa Road, Skye Bank on St. Michael’s Road, Union Bank and Ecobank on Factory Road remained closed.

Only Heritage Bank close to Ochendo Motor Park was open but with heavy security presence.

The News Agency gathered that the closed banks received instructions from their state headquarters offices to close and watch events.

Ariaria Market which had been opening for skeletal sales since Wednesday was shut on Thursday morning following an alleged attack on the Ariaria Police Station by unknown persons.

Meanwhile, every major junction on the Enugu-Port Harcourt Expressway within Aba has been occupied by military men.

The Police Public Relations Officer, ASP Geoffry Ogbonna, could respond to inquiries on the situation.

  • IPOB, Army: Charly Boy, Adeyanju urge FG to be more solution-focused

IPOB, Army: Charly Boy, Adeyanju urge FG to be more solution-focused

Popular Nigerian songwriter and entertainer, Charles Oputa, known as Charly Boy and the convener of Concerned Nigerians group, Deji Adeyanju, on Thursday called on the Federal Government to more circumspect and solution-focused in handling sensitive matters as secessionist agitations within the country.

This is contained in a statement signed by the Maverick singer and the former New Media Director for the Peoples’ Democratic Party (PDP), in which the duo noted that the move by the government is an aberration that must be strongly condemned.

The statement reads: “Our attention has been drawn to the recent detachment of soldiers from the Nigerian Army to the Afaraukwu country home of the leader of the Indigenous People of Biafra, Nnamdi Kanu, and the invasion of Abia State Council of the Nigeria Union of Journalists on Aba Road, Umuahia, which led to the destruction of laptops and other valuables thereby causing unnecessary panic within the state and the entire region.

“We consider this move an aberration that must be strongly condemned in a democratic environment like ours.

“The good people of Abia State deserve better than the undue panic under which they have been placed since the invasion which has completely restricted them from going about their daily activities freely like they used to.

“In as much as we are aware that the Federal Government is concerned about curbing divisive messages and inordinate agitations within the country, we believe it should be more concerned about safeguarding the lives and properties of all Nigerians in any part of the country.

“It is also important to note that though recanted, the October 1 ultimatum issued by some misguided northern youths to the Igbos in the north remains weighty in the minds of many and the atmosphere is hypersensitive to any mishap that could foment such interethnic melee.

“We urge the Federal Government; therefore, that, rather than steaming up the flames of enmity and discord within the country by using force on harmless citizens, it should be more committed to dousing tensions and promoting peace and unity.

“Finally, we appeal to the Federal Government to be more circumspect and solution-focused in handling sensitive matters as secessionist agitations within the country. God bless Nigeria.”

Army/IPOB clash: Security chiefs relocate to Aba

Heads of security agencies in Abia State have reportedly relocated the administrative headquarters of their agencies to Aba, the Commercial nerve of State temporarily.

The Nation gathered that the decision of the security chiefs to relocate to Aba was as a result of rumours in some quarters that some group of persons were allegedly planning to capitalize on the clash between soldiers and members of the Indigenous People of Biafra (IPOB) in Isiala Ngwa axis of the Aba-Enugu-Port Harcourt Expressway on Tuesday to cause unrest in the city.

Governor Okezie Ikpeazu after the clash announced a three day curfew that would last between 6pm to 6am in Aba to douse the tension and also to avoid some persons from cashing into the incident to cause chaos in the state.

Our reporter who was at the Aba Area Command of the Nigeria Police Force, Aba reports that the security heads on arriving the commercial city went into a closed door meeting that lasted for over two hours.

Present at the meeting were the GOC 82Division of Nigerian Army, Enugu, Major General Adamu Baba Abubakar, Brigadier General  Audu Ibrahim, Abia State Police Commissioner Adeleye Oyebade amongst others security chiefs.

Addressing newsmen at the end of the meeting which held inside the Aba Area Commander’s office, Police Commissioner stated that the essence of the meeting was for them to fashion out ways in ensuring that there was peace and tranquility in the commercial town.

Oyebade while calling for caution amongst the populace disclosed that police in collaboration with other sister agencies were able to arrest some of the people who had wanted to cause breach of peace in the state.

He said that the suspects would be arraigned in court by Thursday and warned that the police would not fold its arms to watch unscrupulous elements cause mayhem in the state.

He used the opportunity to warn that the force would not hesitate punish anyone that flouted the curfew as directed by the state government and urged people to go about their lawful business without fear of intimidation.

He stated that the police would continue to make its presence felt at areas identified as flashpoints in Aba and other parts of the state to nip crime in the bud.

“The present situation in Abia state calls for a lot of caution. Now I believe that the members of the public are already in tune with the position of the state government with regard to press release after the state security council meeting yesterday. Beyond that, I’ve relocated to Aba to take charge and make sure we are on top of the situation.

“Let me put some records straight, the police have to work in tandem with other security agents and the military are very vital when it comes to issue of security. Yes, the internal security is the baby of the Nigerian police, but where they are having a special operation and whereas they’ve sensitized members of the public and it’s approved by high military command.

“That operation Python Dance II is to complement the police efforts on ground. So I’m asking members of the public not to see it as if they’re trampling on their privacy or fundamental human rights. That’s why I’m saying this after I’ve gone round Aba and Umuahia this morning.

“I want all Abians and everybody in Abia to go about their lawful businesses and those traveling should go about their travel, let those doing their businesses, go about doing their businesses.

“Those that caused the mayhem yesterday, most of them have been arrested. We are going to take proper actions and arraignment in court tomorrow. Peace has been restored and we’ve just finishing having meeting with leaders of Arewa leaders in Umuahia and Aba. We’ve put security in place to protect everybody.

“I want to assure everybody that we’ll put this behind us and move on. Abia has been one of the most peaceful states and we can’t allow some careless persons to truncate that.

“One cannot use his own fundamental human rights to trample on others. We are here to protect life and property and make sure every Nigerian enjoys his or her fundamental human rights.”
