    Lawmakers, PANDEF initiate Fubara, Assembly reconciliation

    Reconciliatory moves to starve off the impeachment proceedings initiated against Rivers State Governor Siminalayi Fubara and his deputy, Prof. Ngozi Odu, began yesterday.

    A seven-member peace committee was set up by the Pan-Niger Delta Elder’ Forum to resolve the crisis between the governor and the House of Assembly, led by Speaker Martins Amaewhule.

    Also yesterday, two members of the Rivers State House of Assembly called on their colleagues to back down on the initiated impeachment.

     PANDEF National Chairman Dr Godknows Igali,  who set up the panel headed by former Attorney-General of the Federation and Minister of Justice, Chief Kanu Agabi (SAN), said it has two weeks to submit its report.

    Other members of the committee are  Senator Obende Domingo, who represented Edo North District in the Senate, (Vice Chairman); former Housing Minister Chief Essien Nduese, retired Federal Permanent Secretary Dr. Timiebi Koripamo-Agari, former Director of Department of State Service Chief Mike Ejiofor,  former Cross River State Attorney-General Mrs. Nella Rabana-Andem (SAN),  and Prince Godwin Okotie, who will serve as secretary.

    The political crisis got to a head last week after leading to the the lawmakers serving impeachment notice on the governor and his deputy over allegations of gross misconduct.

    Both were given seven days to respond to the allegations.

    Fubara’s supporters, who decried the proceedings, attributed them to Federal Capital Territory (FCT) Minister Nyesom Wike and urged President Bola Ahmed Tinubu to remove him from office.

    But the Northcentral All Progressives Congress (APC) Forum said the call for the minister’s sack or resignation was wrong, adding that it could derail the development of  the FCT.

    A source said President Tinubu had intervened in the Rivers logjam after Fubara met with him outside the country.

    This claim could not be independently confirm last night.

    According to the source, the President told the governor to implement the agreement he reached with the lawmakers.

    It was gathered that Fubara, who had continued to call for calm, left Rivers on Sunday for Abuja to make consultations with All Progressives Congress (APC) national chairman Prof. Nentawe Yilwatda.

    The source said the governor, who is now Rivers APC leader,  left the state immediately after attending the Interdenominational church service  commemorating the Armed Forces Remembrance Day.

    At the church, Fubara vowed to do everything possible to bring back peace to the state.

    But an official of the House of Assembly said the lawmakers’ minds were made up on Fubara’s impeachment, adding that the lawmakers can only rescind their decision if the agreements are implemented by the governor.

    He said: “I am sure that President Tinubu’s intervention will be dependent on the willingness of the governor to implement the agreements he reached with the lawmakers.

    “We love the President and we respect him, but we also know that the President being an agreement keeper would not call the assembly to withdraw the impeachment notice unless Fubara has started implementing the agreements he entered into with the lawmakers.

    “So, the only way the Assembly will back down is when the governor implements the agreements, otherwise nobody will save the governor this time around.”

    Two lawmakers beg for Fubara

    The members of the Assembly – Sylvanus Nwankwo, Majority Leader and Peter Abbey (Degema Constituency) – pleaded with their colleagues to tamper justice with mercy.

    Sylvanus said in Port-Harcourt that following pleas from various elders and leaders within and outside the state, there was a need to amicably resolve the crisis.

    He said: “You are all aware that the Rivers State House of Assembly issued a notice of impeachment on the governor and his deputy. But we are appealing to our fellow colleagues to tamper justice with mercy.

    “Let us see how we can solve this matter outside impeachment proceedings. We are appealing to the conscience of our colleagues, having listened to many pleas, calls from our elders and leaders both within and outside the state pleading for leniency.

    “We are begging our colleagues to reconsider our steps and see how this matter can be resolved amicably, although the governor and the deputy governor had infringed the constitution”.

    Abbey urged Fubara to stop taking steps that could lead to the violation of the Constitution to facilitate the resolution of the matter.

    He said: “The governor has infringed on parts of the constitution. But we are human beings and we want to plead with our colleagues to please reconsider. You don’t swing an axe the way you raise it. But the governor must also take steps not to infringe further on the constitution to bring an amicable solution.”

    In the PANDEF arrangement Igali  noted that Wike and Fubara are automatic  members of PANDEF Board of Trustees by the virtue of their positions, adding that they could be accorded that position once they are out of government.

    He said all former governors from Southsouth states are automatic BoT member.

    King Alfred Papapraye Diete Spiff, former Governor of Rivers State and Amayanabo of Town Brass in Bayelsa State, who inaugurated the peace committee, said there is nothing that cannot be resolved.

    Spiff who is the Co-chair of PANDEF BoT  urged both parties to sheathe the sword for the unity of the state and region.

    As part of the terms of reference, the committee is charged to  identify main actors in the crisis and reach out to other stakeholders.

    The committee is also expected to open dialogue between Fubara and the lawmakers.

    Other terms of reference are:

    “ Fully identifying the main actors in the crisis between the Governor and the Speaker of the House of Assembly.

    “ Reaching out to other critical players, especially the Minister of the FCT, other former Governors, elders and traditional rulers and top political leaders.

    “Facilitating Dialogue especially by encouraging open communication between Governor Fubara and the State House of Assembly to address grievances and work towards a peaceful resolution.

    “ Recommending steps to restoring reconciliation and Stability.

    “ Finding ways to restore law and order in Rivers State, ensuring the welfare and safety of citizen.

    “ Encouraging tolerance, compromise, and political balance among. stakeholders to prevent further escalation.

    “ Ensuring that any resolution respects the democratic will of the people and adherence to constitutional norms.

    “ Ensuring that sensitive information shared during the reconciliation process is kept confidential to foster trust and facilitate open dialogue.

    “ Consulting Stakeholders: Engaging with all stakeholders, leaders, and groups directly or indirectly involved or impacted by the crisis to gather perspectives to sustainable peace building consensus.”

    Agabi, who spoke on behalf of the committee, assured that peace will be restored.

    Lamenting that the crisis had lingered for so long, he said the members of the panel heeded the  call of the 97 years old monarch to mediate in the crisis.

    However, Agabi said:“ The committee is not appointed to sit in judgment over the parties. We have no competence to do so. Our duty is to appeal to the parties to be reconciled with one to another, and we now do so.

    “We appeal to the parties to embrace reconciliation. We urge them, we beg them, we appeal to them. Sacrifices are called for. Make them and let there be peace.

    “We are appointed to explore ways of bringing the escalating political crisis in Rivers State to an end. This crisis has persisted for too long. If it continues any further, it will call into question the commitment of the parties involved to the interest of the people of Rivers State and of the nation that is compelled to share in the pains and anxieties of that state.”

    He added: “We cannot afford to stand by and do nothing or pass by on the other side as Rivers state, a state whose talents and resources have blessed and continue to bless the nation struggles with issues of political power.”

    APC forum rejects calls for Wike’s resignation

    The North-Central APC forum cautioned against the call for Wike’s resignation or removal, saying that it could derail the ongoing development in Abuja and undermine the gains recorded under the Tinubu administration.

    The Forum also cautioned against pressure on the President  to redeploy the minister, describing the agitation as politically motivated and detrimental to the interests of the Northcentral zone.

    The Chairman of the Forum, Saleh Zazzaga, said Wike should be allowed to continue his work in the FCT, which is an integral part of the Northcentral region.

    He said: “The North-Central All Progressives Congress, APC, Forum rejects calls for the resignation of Minister of the Federal Capital Territory, FCT, Nyesom Wike.

    “The minister is performing well in the FCT under an APC administration and we frown at such calls, especially as it concerns the development of the FCT, which is part of the North-Central.

    “Some people stayed eight years as FCT minister without anything to show for it, but under two years, Wike has turned the FCT around.”

    • Deputy governor gets seven days to reply to query

    The Edo State House of Assembly yesterday served Deputy Governor Philip Shaibu an impeachment/removal notice.

    Twenty-one out of the 24 lawmakers in the Assembly signed the notice without revealing their names.

    Shaibu is accused of perjury and revealing state government’s secrets/classified information.

    The Assembly, led by Speaker Blessing Agbebaku, described the offences as impeachable.

    Shaibu, a former member of the House of Representatives, ex-Majority Leader of Edo House of Assembly, and former President of the National Association of Nigerian Students (NANS), was given seven days to respond to the allegations levelled against him.

    The Assembly’s Majority Leader Charity Aiguobarueghian announced the impeachment notice during yesterday’s plenary.

    Agbebaku, who acknowledged receipt of the petition against Shaibu, directed the Clerk of the Assembly, Yahaya Omogbai, to serve the deputy governor the impeachment notice.

    The ruling Peoples Democratic Party (PDP) has 15 seats, the main opposition All Progressives Congress (APC) has eight seats, while the Labour Party (LP) has one seat in the state House of Assembly.

    Most APC members, who could have rescued Shaibu, also signed the impeachment notice.

    The opposition lawmakers (APC and LP) recently joined their PDP counterparts to pass a vote of confidence in the Speaker, a core loyalist of Governor Godwin Obaseki, who is bent on removing his “loyal” deputy.

    Contacted last night to comment on the development, Shaibu’s Chief Press Secretary Ebomhiana Musa said: “I cannot react on the development, please.”

    Obaseki and Shaibu are at loggerheads over the authentic governorship candidate of the ruling PDP in the state.

    Obaseki is supporting a Lagos-based lawyer, Asue Ighodalo, who was the party’s standard bearer in the governorship indirect primary election at Samuel Ogbemudia Stadium in Benin on February 22.

    Osun Assembly suspends council boss over indiscipline

    Osun State House of Assembly yesterday suspended the Caretaker Chairman of Ede South Local Government, Lukman Afolabi.

    The Nation learnt that Afolabi was suspended over gross misconduct, disrespect and unguarded utterances to the Speaker, Adewale Egbedun, during a peaceful meeting with local government chairmen at the assembly.

    It was gathered that Afolabi was cautioned over his action, but he refused to listen, which resulted in the suspension.

    A statement by Egbedun through his Press Secretary, Olamide Tiamiyu, said: “The House of Assembly has suspended the Caretaker Chairman of Ede South Main Council, Mr. Lukman Afolabi, for misconduct. The suspended chairman is expected to hand over to his deputy immediately.“

    Assembly passes Sokoto’s N270bn 2024 budget

    The Sokoto State House of Assembly has passed the N270.1 billion 2024 budget.

    This followed the adoption of the report of the House Committee on Finance and Appropriation at Wednesday’s plenary.

    Presenting the report, Alhaji Abdullahi Zakari (APC-Rabah), the Committee Chairman stated that the N270 billion submitted by Gov. Ahmed Aliyu, remained unchanged.

    Zakari said the budget was made up of N97.8 billion recurrent expenditure and N172.2 billion capital expenditure.

    “These figures remain as submitted by the governor.

    ‘’However, responding to genuine requests from Sub-Committees, the committee reallocated resources to accommodate essential demands and interests of our people,” he said.

    Subsequently, the Speaker Alhaji Tukur Bala presented the report for consideration, and was unanimously adopted by the lawmakers through a voice vote.

    Assembly to implement employee compensation scheme

    The Speaker, Akwa Ibom State House of Assembly, Udeme Otong has pledged to implement the Employees Compensation Scheme (ECS) in the state.

    The Speaker gave the assurance while receiving the Management of NSITF in Uyo, the state capital.

    He assured that the legislature would cooperate with the executive to ensure the implementation of the ECS.

    He promised to further discuss with the Governor, Umo Eno, on the application of the Scheme for the benefit of all Akwa Ibom people.

    A statement by the General Manager, Corporate Affairs, NSITF, Nwachukwu Godson, the speaker applauded NSITF for upholding the ECS.

    Regional Manager of the Port Harcourt Region of the NSITF, Goeffrey Otokito who led the delegation on behalf of the Managing Director, thanked the Speaker for the audience, asserting that the ECS was created to lift the lots of the Nigerian workers.

    Otokito had earlier led the NSITF team, which included the Uyo Branch Manager, Azuka Umejei to the Akwa Ibom State Head of Service, Effiong Essien to consolidate discussions on the ECS.

    The head of service informed the delegation that a committee headed by his office was set up by the State Government on the ECS, saying that the report had been forwarded to the governor.

    He additionally pledged to press on with the implementation of the scheme as the benefit was huge to elude workers in Akwa Ibom State.

    Following the controversy that trailed the decision of Osun House of Assembly recommending the suspension of Chief Judge, Justice Oyebola Ojo and ordering her to appear before it, a body, Osun Coalition of Civil Society Groups, has said the assembly acted with youthful exuberance in doing legislative business.

    The coalition, under the auspices of Osun Mastermind, through its Executive Director, Prof. Wasiu Oyedokun-Alli, in a statement yesterday said: “We are dazed by the resolution of Osun 8th Assembly populated by youths, who directed that the CJ should be suspended. The legislators, who are young, should be looking to set positive standards for legislation, to convince everyone that indeed, youths have the capacity to lead.”

    However, the Speaker, Olawale Egbedun, said the house acted in accordance with Section 292 (1) (A) (1) of the 1999 Constitution.

    Egbedun, in a statement by his Press Secretary, Olamide Tiamiyu, justified the step aside resolution of the House against the Chief Judge, saying: “The unwavering commitment of the Osun Assembly under the leadership of Rt. Hon. Adewale Egbedun to upholding the constitution and ensuring the proper functioning of the judiciary can never be overemphasised.”

    Lagos State House of Assembly has amended the Appropriation Law of 2023 to authorise the re-ordering of N761,218,455,055.

    The reordering was sequel to Governor Babajide Sanwo-Olu’s letter seeking authorisation of re-ordering of the 2023 Budget.

    The House, at plenary yesterday, approved the reordering after Chairman of the Committee on Economic Planning and Budget, Lukman Olumoh, presented the committee’s report and recommendations, which were adopted as the House’ resolution.

    At the sitting presided by the Deputy Speaker, Mojisola Meranda, the lawmakers read the bill a third time before its eventual passage.

    Titled ‘A Bill for a Law to amend the appropriation Law, 2023 and to authorise the re-ordering of N761,218,455,055 from the consolidated Revenue Fund for Recurrent Expenditure, and N1,006,795,700,230 from Development Fund for Capital Expenditure’, it was unanimously approved by the lawmakers through a voice note.

    The Deputy Speaker, thereafter, directed the Clerk of the House, Olalekan Onafeko, to forward a copy of the approval to the appropriate quarters.

    A’Ibom Assembly threatens sanctions as commissioners ignore invitations

    The Akwa Ibom State House of Assembly has threatened to invoke its powers against commissioners invited by House Committees.

    The Nation reports that some members of the State Executive Council have refused to honour invitations by House committees.

    The deputy speaker of the Assembly, KufreAbasi Edidem, during plenary, expressed displeasure at the attitude of the commissioners, describing it as disrespectful and unacceptable.

    He recalled instances where the House following matters of public importance brought before it and a resolution sent to its Committee, mandating the Committee to interface with the relevant Commissioners, and Special Advisers in view of the matter, and they will ignore the invitation.

    He lamented: “It’s rather sad to observe that a motion would be here, the resolution would be sent to a House Committee, and the Committee Chairman would send an invitation to the Commissioner in charge of the relevant Ministry, and the Commissioner refuses to honour the invitation.

    “This attitude is a total deviation from the oath they took to serve Akwa Ibom people. Those are the same people we screened and cleared here, in this hallowed chamber. We were elected by our people to make laws that would protect them”

    Reacting, the Speaker of the House, Elder Udeme Otong frowned at the development, threatening that henceforth the House under his watch would not hesitate to invoke its powers against any government official who undermines the legislature.

    He directed Chairmen of the various Committees to report any Commissioner or Special Adviser who ignored their invitation for further action.

    The speaker said: “In our standing order, if you invite a Commissioner or anybody to discuss the development and way forward, and most especially the peace of Akwa Ibom State, and he or she refuses to appear, please bring it to my notice. 

    “This House will invite such a person to come and explain to us the reason for his or her action, for not responding to the invitation of the committee chairman.”

    Security: Assembly hails police for proactive measures in Ondo

    Ondo State House of Assembly has commended the state Command  of the Nigeria Police Force for being proactive in enthroning peace and security in the state.

    Speaker of the assembly, Mr Olamide Oladiji, gave the commendation when he led some lawmakers on a visit to the command’s headquarters on Monday in Akure.

    Olamide said that the visit had become imperative in order to rub minds with the police to further enhance the security of the state.

    He commended the police for a job well done in the state, particularly at the moment.

    The speaker pledged that the assembly would continue to give legislative backing to all the security agencies in the state toward enhancing security for enduring peace.

    “On behalf of the house, I thank you for managing the security situation at this trying time.

    “Your high level of professionalism in maintaining peace, law and order deserves applause,” he said.

    Oladiji advocated for more synergy with the 10th assembly toward achieving an unhindered peace in the state.

    Responding, the Commissioner of Police in the state, Mr Asabi Abiodun, said that the primary responsibility of the police was to protect the lives and property of the citizens.

    Abiodun assured that the command would continue to do its best to secure the state and work harmoniously with stakeholders in the state to achieve its set objectives.

    According to him, without security, there cannot be any meaningful development.

    He, therefore, solicited for the support of the assembly in fast tracking the command’s operational facilities in enhancing its capacity.

    The police commissioner applauded the assembly’s leadership for deeming it fit to visit the command, saying that this would further strengthen the security of the state.
