    Ayo Oke: NDi commends Tinubu over ambassadorial nomination

    The National Development Initiative (NDi) has commended President Bola Ahmed Tinubu for nominating Ambassador Ayodele Oke as one of the candidates for ambassadorial appointments recently forwarded to the Senate.

    In a statement by its Chair on Policy and Strategic Development, Engr. Olatunji Ariyomo, FNSE, the Think Tank described Ambassador Oke as “one of the few experts in international multilateral diplomacy and strategic intelligence ever produced by Nigeria in its 65 years of nationhood.”

    According to the NDi, Ambassador Oke is “a distinguished career diplomat with over three decades of multifaceted experience in international diplomacy, foreign affairs, intelligence, and national security.”

    Ariyomo praised President Tinubu for what he called a meticulous and patriotic search, noting that “the challenges confronting Nigeria today demand profound knowledge, vast experience, patriotism, and the ability to mobilise our friends and partners across the world.”

    Responding to renewed attempts to undermine the nomination on the basis of the 2017 incident involving the EFCC and the US$43 million operational funds discovered at the Osborne Towers in Ikoyi, Lagos, the NDi said: “We are aware of the narrative being recycled. However, from a position of knowledge, we can state categorically that the promoters of such narratives are largely driven by profound ignorance.”

    The statement emphasised that Ambassador Oke was “a victim of a malicious plot” in the episode, adding: “He was targeted because of his counter-intelligence against internal sabotage and security contradictions in our war against terror. He was equally a victim of his state of origin and ethnicity – an evil we must collectively strive to purge from our national psyche.
    Time has since vindicated him, as Nigeria continues to grapple with asymmetric warfare and internal destabilisation in 2025.”

    According to the Think Tank, this context makes President Tinubu’s decision both significant and commendable. “Beyond the obvious merit of the nomination, Mr President has corrected a grievous public injustice. He has righted a fatal public wrong. President Tinubu has remedied an identity-based rift from 2017 in which statutory intelligence-finance procedures were criminalised simply to justify the removal of Oke as Director-General of the National Intelligence Agency (NIA).”

    The NDi further noted that it “was the tradition before Oke, and it remains the tradition after Oke, that the national intelligence service – Nigeria’s equivalent of the CIA – maintains cash outside conventional due-process channels. That is the nature of intelligence work. The EFCC knew this. President Buhari, who presided over the matter, also knew this. Even the NSA at the time did not contradict Oke’s assertion that the money was meant for covert operations and NIA activities. The NSA only stated that the procedure could be abused in the future. Thus, once Oke had been removed, the President merely invited both the EFCC and Oke, and all cases against Oke were quietly discontinued. Mission accomplished.”

    “Only wilful or astonishing ignorance would prevent any educated observer from seeing that the former NIA Director-General was deliberately targeted because of his seat,” the organisation concluded.

    Senate meets DSS, EFCC, NIA chiefs over feud

    The Senate on Thursday held a closed meeting with the Director-General of the Department of State Service (DSS), Mr. Lawal Daura, Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu, and Director- General of Nigeria Intelligence Agency (NIA), Mohammed Dauda, over recent clashes between the Federal Government agencies.

    Senate had on November 22 inaugurated an ad-hoc panel to investigate the circumstances surrounding the November 21 clash between operatives of EFCC, DSS and NIA.

    The committee headed by Senator Francis Alimikhena was given two weeks to submit its report.

    The EFCC and DSS operatives reportedly clashed on November 21 over purported moves to arrest a former Director-General of the Service, Mr. Ita  Ekpeyong, at his Maitama, Abuja, residence.

    The NIA operatives also prevented EFCC operatives from arresting the sacked Director-General of the agency, Mr. Ayo Oke‎, same day in Abuja.

    Daura, Magu and Dauda were at the venue of Thursday’s meeting several hours before members of the committee arrived and sat far apart from each other.

    Magu was accompanied by EFCC officials deployed for the attempted arrest of Ekpenyong and Oke.

    Alimikhena, after his opening remarks at the hearing on altercation between EFCC and DSS, asked if any of the heads of the agencies in attendance had any observations or questions.

    The NIA and EFCC chiefs said they had none but the DSS boss asked that the hearing be conducted in camera.

    Bank claims ownership of Ikoyi flat where N13bn was discovered

    Union Bank of Nigeria Plc has claimed ownership of Flat 7B in Osborne Towers, Ikoyi, where huge cash was found earlier this year.

    The money which has been forfeited to the Federal Government on June 6, included 43,449,947 (about N13 billion), N23, 218,000 and £27,800 (about N10.6 million).

    In its pending application, the bank is praying the Federal High Court in Lagos to vacate an interim order forfeiting the flat to the federal government.

    The Economic and Financial Crimes Commission (EFCC) had accused a former Director-General of the National Intelligence Agency (NIA), Ayodele Oke, of fraudulently converting the agency’s funds.

    It alleged that Oke’s wife, Folasade, used part of the funds to buy the flat.

    The court, on November 9, ordered the flat’s temporary forfeiture to the federal government.

    Justice Saliu Saidu ruled that it would bepermanently forfeited if no one turned up to justify ownership within 14 days.

    Union Bank’s lawyer, Chief Ajibola Aribisala (SAN), said on Thursday he filed an application seeking to vacate the interim forfeiture order.

    In a supporting affidavit, the bank said the flat was part of 16, Osborne Road, Ikoyi, belonging to the former National Chairman of the Peoples Democratic Party (PDP), Alhaji Adamu Mu’azu.

    It said the property was covered by a Certificate of Occupancy dated September 27, 2009 and registered as 97/97/2009 in the Lands Registry Office, Alausa, Ikeja, Lagos.

    According to the bank, Alhaji Mu’azu mortgaged the property to it by virtue of Tripartite Deed of Legal Mortgage dated November 1, 2011.

    Union Bank said the property was a security for a loan granted to Tripple A Properties & Investment Limited.

    The bank further claimed that the property’s original titled deed had been vested in it (the bank).

    Besides, it said the loan was yet to be liquidated despite its tenor expiring.

    The bank claimed it sold the property to Chobe Ventures Limited to liquidate the loan.

    EFCC, in its counter affidavit, argued that the bank lacks the locus standi to challenge the forfeiture.

    Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu on Wednesday said that he was not discouraged about Tuesday’s failed attempt to arrest former Director-General of the Department of State Security (DSS), Ita Ekpeyong, and former head of the National Intelligence Agency (NIA), Ayo Oke.

    He spoke with State House journalists after he attended the inauguration of the committee on recoveries by President Muhammadu Buhari at State House, Abuja.

    Stressing that no one is above the law; he said that the agency has concrete evidence against the former heads of DSS and NIA.

    He insisted that the law will take its course.

    Ekpeyong Ita is being investigated for offences bordering on alleged theft and diversion of public funds in the arms deal saga involving a former National Security Adviser, Col. Sambo Dasuki (retd.), and other service chiefs who have since been arraigned.

    Oke, who was recently sacked by President Buhari for allegedly stashing away N13 billion in the Ikoyi apartment, is reported to have refused not to honour invitations for over three weeks.

    Armed guards of the NIA and DSS on Tuesday in Asokoro district of Abuja were reported to have prevented officials of the EFCC from arresting their former bosses residing in the area.

    Lawal/Oke : Senate vows to expose more corrupt Nigerians

    The Senate Tuesday vowed to expose more corrupt Nigerians following the sack of former Secretary to the Government of the Federation (SGF), Mr. Babachir David Lawal and National Intelligence Agency (NIA) Director General, Ayo Oke.

    The declaration followed personal explanation by Deputy Senate Leader, Senator Bala Ibn Na’Allah.

    Na’Allah who represents Kebbi South drew the attention of the Senate to the termination of the appointments of Lawal and Oke by President Muhammadu Buhari.

    He reminded his colleagues that the issues that led to the sack of Lawal emanated from the Senate when the upper chamber, after investigation, returned a verdict of guilt on the former SGF.

    Na’Allah also said that the issues that resulted in the sack of the former Chairman, Presidential Task Force on Pension Reforms, Abdulrasheed Maina, started with the investigation of Maina for alleged fraud by the Senate.

    He concluded that the eventual sack of Lawal and the national outcry against the surreptitious reinstatement of Maina is a vindication of the Senate.

    Na’Allah said, “ Mr. President we cannot claim not to know that between Monday and Tuesday there has been official confirmation of the appointment of a new Secretary to the Government of the Federation and of course, the termination or whatever of the appointment former occupier of that office.

    “I find it necessary to say this because I believe in the statement that if we religiously keep to the oath of office and our engagement with the Nigerian public that those who have tried to bring down the institution of the Senate, God will vindicate us before their eyes.

    “The issues surrounding the termination of the appointment of the former SGF emanated from this Eight Senate.

    “Today, we have been vindicated. The issues surrounding Maina emanated from this Senate. Can we now not have the authority to shout a sign of vindication?

    “Mr. President, you remember that when  we resolved as a Senate to complement the efforts of the Federal Government in the fight against corruption, we said it here and we all took a vow here that we will do whatever that is humanly possible to live by the oath of office we have taken, defend the constitution.

    “Section 80 (2)(b) this section, the powers conferred on the National Assembly  on the provisions of the section are exercisable  only for the purpose to (a) make laws in respect to any matter within its legislative competence and to correct any defect within the existing law, (b)to expose corruption, inefficiency or waste……

    “Why it is necessary to make this statement, you will remember when we started this crusade, so many things happened.

    “Let us not be quick to forget that this same people we were fighting for, Nigerians became gullible and were sponsored, toilets were provided for them to close the gate of the National Assembly in the name of occupy NASS.

    “Every conceivable thing has been done to bring down the name of the Senate. Individually and collectively, in the social media we were stoned with everything.

    “What is important and instructive today is for me as deputy leader of this Senate to implore all my colleagues to say that the task before you in the protection of the constitution and the laws of the federation which is the basis of the engagement with the people who elected us is not a small task.

    “That is why you see that the oath of office given to you says you should do that without fear or favour.

    “I am proud of this Senate and I will remain proud of this Senate even in my grave.

    “What I’m going to say is that we have other investigations still pending. It is important that the committees that are charged with the investigations should please expeditiously turn in their report so that at the end of the day, we will have cause to glorify God that the burden placed upon us by those who elected us to office has been discharged to the best of our ability.

    “This is why I am calling on all other committees that have pending investigations to do so.

    “In conclusion, it is important for Nigerians to understand that it does them no good to embark on denigration of institutions that are vested with the responsibilities to discharge these things especially the National Assembly.

    “And those who have core wisdom or lack of it in spending money to spread falsehood all over, in order to demean the institution of the National Assembly should know that they are doing no good to the population of 170 million Nigerians that elected us and gave us the responsibility to represent them in this chamber.

    “Mr. President, I once again congratulate the 8th Senate. I am very proud of you, and I will remain very proud of you. We must keep the flag flying.”

    Senate President, Abubakar Bukola Saraki, who summed up what Na’Allah said without allowing debate said:

    “It has been a tough journey to defend the institution. I want to commend the government for doing what is right.

    “When we started it was just blackmail, we will continue in our commitment to fight corruption, non-selective.

    “We will not renege on our promise to expose corruption, any case that is brought to us we assure you that we will investigate it and expose it.

    “There are a few investigations going on, committees ensure that your investigations are concluded on time and you submit you reports.”

    Buhari will not shield anyone from investigation – Garba Shehu

    Presidential spokesman Garba Shehu says President Muhammadu Buhari will not stop the Economic and Financial Crime Commission (EFCC) from its investigation against Babachir Lawal and Ayo Oke, who were relieved of their appointments.

    Shehu, who stated this in a statement issued on Monday in Abuja, said President Buhari had taken the necessary administrative action against the two officials.

    President Buhari, had on Oct. 30, approved the appointment of Boss Mustapha as the new Secretary to the Government of the Federation (SGF), and terminated the appointment of the suspended SGF, Babachir Lawal.

    The President, in a statement by his Special Adviser on Media and Publicity, Mr Femi Adesina, also approved the termination of the appointment of the suspended Director-General National Intelligence Agency (NIA), Amb. Ayo Oke.

    The presidential aide said: “”The President has taken the administrative action. All other actions will be taken by relevant government agencies.

    ““The position of the President, therefore, is that investigative agencies, which have already commenced the investigation of the two officers removed from office, will go on with their work of investigation without any interference or hindrance.’’

    According to Shehu, President Buhari is fully conversant with the provisions of the constitution and will not stop the investigation of anyone “because he has no such power under our laws, adding this is a decision of the Supreme Court.

    “”The President under our laws can, through the Attorney General enter a nolle prosequi to stop an on-going trial. He may upon conviction, order a pardon.

    “”Beyond these, the president cannot order investigation agencies to not investigate anyone and does not intend to do so in this, or any other circumstance.

    “”Based on his wish and desire for a strict observance of the law, the President expects the EFCC, ICPC and such agencies to proceed with ongoing investigations..

    “”When and where they have reasonable grounds to charge former or serving officers to court under our laws, they do not require the permission of the President to do so.’’(NAN)

    Vice President Yemi Osinbajo on Wednesday said that President Muhammadu Buhari has the final say on the report of the Presidential investigative panel that probed of the suspended Secretary to the Government of the Federation, Babachir David Lawal and the Director General of the National Intelligence Agency, Ayo Oke.

    Speaking with State House correspondents after submitting the report to Buhari, Osinbajo, said that it was now left for the President to study it before arriving at a decision.

    He declined to comment on the recommendations of the report.

    Asked what the report contained, he said “Of course not. I mean this is a report which contains recommendations to the President.

    It is a fact finding committee as you know and what our terms of reference were was to find out based on the fact available to us and based on the interviews of witnesses of what transpired in those cases of the report one involving the SGF and the other the DG of NIA.

    “We have now concluded that and we submitted a full report with recommendations to the President. We cannot of course give you any kind of details because the President has to look at the report, study it and then make his own decisions based on that report.”

    On whether the government is going to look at the SGF report from the angle of justice or as close friend, he said “Well as you can imagine we are always fair minded and the whole approach is to ensure that justice is done in all cases.

    “It is in the interest of the government and also the interest of the nation that things are done properly and that there is due process and that we are not unfair. You can be sure that we will do the right thing.

    Asked how soon the President will decide on the report, Osinbajo said “All I can now say is that we have submitted the report to the President and it is a very detailed report as a matter of fact.

    The President has to study the report and make decisions.

    Pressed further to give insight into the report, he said “Of course I cannot, how can I? This is a document which has just been submitted to the President. He is the one who will read the recommendations and the facts and then make a decision.

    On whether heads will roll, he said “No, how can I tell you? If you want to know what is in the report you have to wait, you really have to wait.”

    Lawal was investigated for allegations of violations of law and due process in the award of contracts under the Presidential Initiative on the North East (PINE).

    Oke, on the other hand, was probed over the discovery of large amounts of foreign and local currencies by the Economic and Financial Crimes Commission (EFCC) in a residential apartment at Osborne Towers, Ikoyi, Lagos.

    The Presidency on Sunday insisted that the suspended Secretary to the Government of the Federation (SGF), Babachir David Lawal and the Director General of the National Intelligence Agency (NIA), Ayo Oke are still suspended.
    The Presidential Investigative Panel, headed by Acting President Yemi Osinbajo, had investigated Lawal over allegations of violations of law and due process in the award of contracts under the Presidential Initiative on the North East (PINE).
    The panel also probed money linked to Oke concerning the discovery of large amounts of foreign and local currencies by the Economic and Financial Crimes Commission (EFCC) in a residential apartment at Osborne Towers, Ikoyi, Lagos.
    The two weeks period given by President Muhammadu Buhari for the probe had already expired.
    A statement by the Senior Special Assistant on media and publicity, Laolu Akande, said that the outcome of the Investigation will soon be made public.
    Urging for patience, he said that Nigerians would be satisfied with the outcome of the investigation when made public.
    He also disclosed that the Acting President is billed to hold an interactive session with a cross-section of middle level and senior public and civil servants on Wednesday.
    The interactive session, he said, is part of measures to drive the reforms intended in the new executive orders signed last Thursday.
    He said that the Acting President would be discussing in particular the executive orders on business environment and promoting “Made in Nigeria” products.
    He said that the Buhari administration will drive the new executive orders vigorously in its determination to significantly transform the business environment and how government business is done in the country.
    “These are the people who will be directly responsible for the attainment of the objectives of the executive orders, so the Ag. President wants an opportunity to talk with them directly and also hear from them in person.” he said
    Stressing that the interactive forum would be opened for live coverage by a number of TV stations, and live streaming, Akande said that ensuring the effective implementation of the orders are critical for the overall prosperity of Nigerians and Nigeria.
    Besides, as part of activities commemorating the Second year of the Buhari administration, Akande said next week on May 29, a presidential level Report Card event on the Social Investment Programmes of the Buhari presidency would be held at Aso Rock.
    “Here at this national event, we shall be updating Nigerians on the progress so far attained, how we are addressing some challenges and how President Buhari’s Social Investment Programmes would be significantly expanded going forward,” Akande noted.
    The SIPs are the N-Power, which selected and engaged 200,000 unemployed Nigerians graduates for a volunteer job programmers, the Conditional Cash Transfer being implemented now in 9 states, General Economic & Empowerment Programme, GEEP-a micro credit scheme that has given out almost 60,000 loans out already, and the National Homegrown School Feeding Programme, where 25 million meals have been served and over 1 million primary school pupils in at least seven states are being fed and over 11,000 cooks hired.

  • Corruption: Church to excommunicate erring members in Enugu

    The Enugu Diocese of the Methodist Church, will henceforth excommunicate its members, who are prosecuted for corrupt practices, the archbishop of the diocese, Most Rev. Christopher Edeh, has said.

    Edeh, who gave this caution in Enugu in his state of the nation’s address to the congregation at the end of the 42nd Annual Synod of the church on Sunday, said that such people were a disgrace to the body of Christ.

    The cleric urged the Federal Government, as a matter of duty, to prosecute all suspected corrupt government officials in the country, irrespective of political, ethnic or religious inclinations.

    Edeh noted with dismay that some corrupt officials in government were avoiding investigations, pointing out that the Economic and Financial Crimes Commission (EFCC) should give more attention to this development.

    “The suspension of the Secretary to the Government of the Federation, Mr Babachir Lawal and the Director of the National Intelligence Agency, Ambassador Ayo Oke, was the height of  fighting corruption by President Muhammadu Buhari,’’ he said.

    The cleric, however, opined that the investigations should be handled by an independent panel rather than by government functionaries.

    The archbishop also called for transparency and accountability in the disbursement of all the looted funds.

    Edeh also urged the Federal Government to intensify efforts on the diversification of the economy to agriculture, solid minerals and industrial development to tackle the present recession.

    The clergyman, who advised the congregation to embrace farming, called on the government to check the invasion of farmlands by herdsmen, who had been rendering the efforts of farmers useless.

    On the ongoing continuous voters’ registration, the archbishop urged churches to ensure adequate participation in the exercise.

    “The time has gone when in the name of Christian faith, believers stand aloof when national issues like the census or the National Identity Card registration pass by.

    “Performing our civic responsibility is also a Christian responsibility, we cannot be heavenly conscious and earthly useless,’’ Edeh said.

    The Economic and Financial Crimes Commission (EFCC) on Friday told the Federal High Court in Lagos that no one has come forward to claim the about N15 billion cash found in Flat 7B, Osborne Towers, 16, Osborne Road, Ikoyi, Lagos.

    It, therefore, prayed Justice Muslim Hassan to make an order of final forfeiture of the money to the Federal Government.

    The judge, while ordering a temporary forfeiture of the money on April 13, directed EFCC to advertise the order in a newspaper so that anybody who owns the money can claim it within 14 days.

    EFCC’s lawyer, Rotimi Oyedepo, said no one showed up in court to show cause why the money should not be permanently forfeited.

    The National Intelligence Agency (NIA) had reportedly claimed ownership of the money, following which the federal government launched a probe and suspended NIA Director-General, Ayodele Oke.

    EFCC, in an affidavit in support of the application for final forfeiture of the sums, deposed to by a Detective Inspector, Mohammed Chiroma, said Oke’s wife, Folasade, allegedly owns the apartment in which the monies were found.

    The Commission said Oke’s wife bought the flat from Fine and Country Limited for $1.658million between August 25 and September 3, 2015 in the name of Chobe Ventures Limited.

    According to EFCC, Mrs. Oke and her son, Master Ayodele Oke Junior, were the directors of Chobe Ventures.

    EFCC, which tendered the receipt of payment, said Mrs. Oke paid for the apartment in cash in tranches without going through a financial institution.

    This, Oyedepo said, violates the Money Laundering Act.

    She allegedly paid $700,000, $650,000 and $353,700 to a Bureau de Change (BDC) company, which converted the sums into N360,000,000 with which she bought the property from Fine and Country.

    “The circumstances leading to the discovery of the huge sums stockpiled in Flat 7B, Osborne Towers, leaves no one in doubt that the act was pursuant to an unlawful activity.

    “The very act of making cash payment of $1.6million without going through any financial institution by Mrs. Folashade Oke for the acquisition of Flat 7B, Osborne Towers, is a criminal act punishable by the Money Laundering (Prohibition) Amendment Act.

    “I refer My Lord to sections 1(a), 16(d) and 16(2)(b) of the Money Laundering (Prohibition) Amendment Act,” Oyedepo said.

    According to EFCC, Chobe Ventures was merely incorporated to retain proceeds of suspected unlawful activities.
