  • We’ll build innovation, technology centres to create jobs – Sanwo-Olu

Governor Babajide Sanwo-Olu of Lagos State on Sunday said his administration would build innovation and technology centres across the state to address the problem of youths unemployment .

Sanwo-Olu, represented by his Deputy, Dr Obafemi Hamzat, made the disclosure at a forum organised by the Eko Innovation Centre in Lagos.

He said that his administration recognised the place of technology as the key driver to fast-growing economies.

“Technology is the way to go. It is the way of the future and our administration is committed to leveraging on technology in delivering the megacity dream.

“As a government, we will build innovation and technology centres where we can bring in private capital and investors, get ideas from young people on technology and be able to start creating employment for our youths.

“We also believe that to achieve the THEME concept that has to do with the environment, education, transportation and health, innovations and technology is key.

“People from those centres would come and give us innovative ideas to solve our transport problem; ideas with which they think locally, ” he said.

In his address, Mr Victor Afolabi, the Founder, Eko Innovation Centre, said the objective of the initiative was to transform the technology and innovation landscape in Nigeria and by extension, Africa.

Afolabi said that lack of capital was limiting the capabilities of entrepreneurs to develop innovation technologies in order to solve the problems in the country.

He urged the state government to support and create the enabling environment for start-ups to thrive.

“We saw in the Lagos manifesto an agenda to make the state a 21st century economy.

“The only way to create a 21st century economy is to make sure you are creating the enabling environment for businesses and solution to problems that are driven by innovation and technology,” Afolabi said.

Also, Mr Andrew Nevin, Co-founder, African Leadership Institute, said that creating smart economies with technology-driven innovative solutions would lead to creation of new jobs that previously never existed.

  • ‘Buhari, Sanwo-Olu should develop economy’

Vice Chairman of the All Progressives Congress (APC) in Lagos East, Kaoli Olusanya has urged President Muhammadu Buhari to show Nigerians clear-cut vision that will enhance development, peace, progress and unity.

The former Commissioner for Agric and Cooperatives said a leader must lead, and “that is why Mr. President must show us where we are going in the next two, three and four years”.

Olusanya, who addressed reporters at the party secretariat on ACME road, maintained that there must be equity, justice and fair-play in the actions and in-actions of President Buhari.

The ex-commissioner, who called on Governor Babajide Sanwo-Olu to maintain the momentum, stressed that the governor has three assignments at the moment. The first is speedy completion of the Lagos/Badagry Expressway and township roads that will provide accessibility to homes, ease traffic gridlock, save manpower and ensure bonding with families.

According to him, sustainable infrastructure must be put in place as well as clearing of canals and drainages during this raining season to checkmate flooding and unexpected deaths.

His words: “The number of out-of-school children will become a time bomb if the situation is not succinctly addressed. We have over 10 million out-of-school children in the country and I am sure Lagos, with its large population, could have up to 1 million. These are the root causes of crime and insurgency. We need to revive peoples hope because joblessness and poor living conditions can aggravate tension against the government.”

  • Woman seeks shelter in toilet as flood sacks family

Flood has forced a 50-year-old woman Abosede Adeoye to seek shelter in a toilet at Igando dumpsite, Oko-Filling Bus Stop in Lagos.

The woman fled her home with her child after the rainfall last Friday flooded her apartment and those of scores of residents of Odubanjo, Alamu Olaleye, Ovwighoyoma, Kajola, Ogunmer and Otunba Oladokun Streets, all under Zone One Community, Igando Estate Phase III.

It was gathered that residents of the neighbourhood suffered severe flooding of their homes during rainy season caused by the topography of the area as well as blocked drainages.

Adeoye, who said her husband abandoned her and their kid several years ago, explained that she sought solace in the toilet because she could not afford to pay for another accommodation.

She said: “I have been in this community for the past eight years with my child. For years, this is how we have been living here and it is affecting my health and that of my child.

“The place is no longer conducive for us, but we cannot afford another place. Whenever it rains, other women and I used to fight over the right of space in the toilet, but most of the women allow me to have the toilet because of my age.

“I am married but my husband is very old. He left the children and I. I hustle for myself and children. The property I moved with into this community was destroyed. If we go out to work and it starts raining, we start to worry and panic. We know there would not be a place to sleep. “It means a night of trouble, cold and mosquitoes. When we return home to see our homes flooded, we go to bed hungry. There will be no place to cook,” she lamented.

Appealing to Governor Babajide Sanwo-Olu to rescue the community from their predicament, Adeoye said they were yet to feel the presence of government in their area.

Aside from the floods, she said residents also suffered from stench from the dumpsite, adding that pigs and snakes were a common sight.

Community Development Chairman (CDA) Secretary Samuel Ohwerhoye said hundreds of buildings and about 500,000 residents were at risk of losing their properties as the rain continues.

He said: “I have been here for over 22 years. It used to be the best place in town but today, everything has changed. As members of the community, we have repeatedly tried, spent our resource to channel the flood, which has been occurring for years but nothing appears to be working.

“Once it starts raining, we won’t be able to stay in this community. The dumpsite here is also another problem; it pushes water back into the community. We pray Governor Sanwo-Olu to come and look at our situation and proffer a solution.

“We’ve complained before to previous administrations, engineers will come, look around and then leave. That would be the end. We wouldn’t hear anything from them.”

Another resident Chief Michael Offe alleged that the flood and fluids from the dumpsite polute their source of drinking water (boreholes).

“I buy bags of sachet water every day and this is after spending money to build a borehole. It’s painful. In order to bath, we had to go around looking for water. I’m asthmatic, once its rains, horrible stench and heat start emitting from the dumpsite, causing a crisis for me.

“Our boreholes have been contaminated. Children and adults are plagued by sicknesses. Armed robbers and miscreants have taken over the community,” he said.

The residents appealed to Sanwo-Olu to build drainages, grade streets and check the dumpsite by spraying it with necessary chemicals.

  • Lagos to rehabilitate schools

The Lagos State Government will rehabilitate dilapidated public schools to make them conducive for learning, Deputy Governor Obafemi Hamzat said on monday.

Hamzat spoke when he inspected some of the schools. The inspected schools are Maryland Nursery and Primary school in Maryland and Ahmad Memorial Muslim Nursery Primary in Agege,

“Governor Babajide Sanwo-Olu’s administration is prioritising educational section because the education of our children is important and the environment where they are taught is equally important.

“One of the reasons why we are here is to see for ourselves the state of some of our schools that are in bad shapes so that we can come up with strategies to put them in good shapes.

“Very soon our children will be going on holiday, and before they resume we want to make sure we achieve some infrastructure upgrade,” Hamzat said.

He added: “We want to protect our children from the sun and the rain when they are learning in their classrooms. We want to decongest some of the classrooms; we also noticed that some of the doors, windows and furniture are bad.

“We saw a whole lot of structural issues and we want to make sure that our children are comfortable when they in the school.”

  • LASTMA: An agency in need of new life

The Babajide Sanwo-Olu administration has repositioned the Lagos Traffic Management Authority (LASTMA), empowering the agency to enforce traffic laws. But can its officials come away from the rent culture of milking the people? asks ADEYINKA ADERIBIGBE.

By  now you must have heard of the Lagos State Traffic Management Authority’s (LASTMA’s) new slogan: “There’s a new sheriff in town”. It was the punch line from an advert that seeks to underscore the government’s zero tolerance to one-way driving (euphemism for driving against traffic).

A worrisome practice, one-way driving is fast emerging as most dreadful cause of fatal accidents on the Lagos roads. In the state’s Traffic Law 2012, as amended, ‘one way’ driving offenders are meant to undergo psychiatric test, forfeit the vehicle and pay fine or serve a jail term upon conviction by the mobile court.

But except where it was unavoidable, the immediate past governor, Akinwumi Ambode expressly stopped LASTMA, in the last four years, from enforcing arrests.

In his determination to move traffic, which was his major headache in power, former Governor Akinwunmi Ambode stopped LASTMA from jumping into vehicles in their bid to enforce the law.

But ‘the new Sheriff’, Babajide Sanwo-Olu, has reversed the law, barely 24 hours after being sworn in with an order backing LASTMA, as the lead agency in charge of traffic management in the state.

On a visit to LASTMA headquarters, the governor emphasised that no one is above the law. He directed LASTMA officials not to spare anyone, including his relatives and cabinet members if caught flouting any of the traffic laws.

“I’ve told my family members, and I’m going to tell members of my cabinet that if they are caught violating traffic rules, they would be held accountable. You will pay the fines for any offence(s) committed,” the governor said.

As an incentive, Sanwo-Olu directed 100 per cent increment of the officials’ hazard allowance. He also promised that any traffic official, who falls sick in the course of duty, would be treated free of charge, adding that “to whom much is given, much is expected”.

Nothing has generated more attention among the public since the last week than the new powers handed down to LASTMA by the governor, especially as heavier sanctions now attend any defaulters of the state’s traffic laws.

Although the government had indicated that it would soon come with a policy to address driving against traffic, LASTMA started implementing the state’s Traffic Law as amended with a significant increase on the fines applicable to all traffic offences.

In the new amendment, offenders caught driving against traffic are liable to pay N200,000 fine, up from N50,000 as stipulated in the extant 2012 law.

Residents said the increment is fast creating a black economy that unscrupulous elements within the agency have started latching on, to line their pockets, rather than government coffers.

For instance, offenders, rather than being booked for one-way driving, now opt to settle out of court. What this means is that in most cases, they negotiate with LASTMA officials and pay some money to get off the hook.

A motorist, Ibijola Usman, who claimed to have observed such an incident last week, said what the new administration has done is to make “one-way offence the most lucrative for LASTMA officers”.

Penultimate Friday, the governor paraded two such culprits, LASTMA officials, who were arrested following investigation into a petition received from a motorist, who accused them of extortion. The petitioner alleged that he paid directly into the officers’ accounts.

The Deputy Governor, Dr Obafemi Hamzat, while briefing his boss said the officers were arrested following investigation and would be handed over to the police for prosecution.

Warning the public against falling into such traps, Hamzat said no officer of the state is permitted to engage in any cash transaction, adding that any payment made into any account outside official accounts of the state should be promptly reported.

He said the government is ever ready to weed the agency of unscrupulous elements, even as he urged Lagosians to always abide by the law.

The Lagos State Traffic Laws, passed by the state House of Assembly in 2012, was designed to protect law abiding road users, while violators face the consequences of their actions. The sanctions range from between N5,000 to N50,000 fine, jail terms and forfeiture of vehicles.

But the Traffic Law 2018 as amended stipulated stiffer penalties for these offences. For instance, driving against traffic now attracts a fine of N200,000 from N50,000. Also, all the violations that had no monetary penalties now attract between N20,000 to N90,000 fine.

Offences like failure to use seat belt, unclosed doors or standing on the doorway while in motion, which were hitherto free, now attracts N20,000 fine each. Parking on the highway, obstruction of traffic, picking or dropping passengers on illegal bus-stop also now attract N50,000 fine. Reversing a vehicle on the highway, or driving on kerbs and parking on walkways now attract N50,000 fine. Driving on BRT designated lanes draws N70,000 fine, while dropping passengers on laybys is slammed with N90,000 fine. Perhaps the only fine that was retained in the new fine regime was demurage paid on detained vehicles, which still attracts N1000 fine per night.

A source in the Ministry of Transportation, who preferred anonymity said the review was to ensure that the fines were punitive enough for deterrence.

He said: “Giving offenders a N50,000 fine is like a slap on the wrist. But with N200,000 fine or risk of impounding and being shown on camera during mobile court trial, they will think twice. The essence is deterrence,” the official said.

LASTMA spokesman, Mahmud Hassan corroborated the claim, adding that “the law was expressly clear that we should impound a vehicle that drives against traffic, which is the most common traffic offence these days”.

He, however, said the agency’s mandate is to manage traffic in the state in a smooth and efficient manner.

One way traffic, like Hassan said, has become the single most prominent traffic offence in the state.

A motorist, Muyiwa Akolade, said LASTMA officials need to undergo capacity training for effective discharge of their mandate.

He said the manner the officials were implementing the law would suggest they were out to milk the people rather than manage traffic and ensure they deflood traffic on the state roads.

According to Akolade, Governor Sanwo-Olu’s Achilles heels might just be LASTMA. “The goodwill enjoyed by Sanwo-Olu in the first two weeks is being fast eroded by these officials,” he said.

Two culprits last week forfeited their vehicles to the state by the mobile court in Opebi, Ikeja, for one way driving.

A former Commissioner for Transportation in the state, Comrade Kayode Opeifa sided with the Deputy Governor that LASTMA is a traffic management and not a revenue generation agency.

He said all the fines were to deter offenders from running foul of the law and protect road users from reckless drivers.

Opeifa, however, bemoan a total breakdown of discipline in the rank and file of the agency, adding that government should continue to weed out errant officers who are out to extort innocent Nigerians, using the state roads.

The former commissioner added that LASTMA needs to show capacity more than ever before that it is capable to manage traffic situation in the state.

Opeifa, who noted that he managed the state’s transportation with just 2,400 LASTMA officers, said the agency which now has 6,700 officials have no excuse not to ensure a gridlock free state.

“With more men and resources at LASTMA’s disposal, Lagos should not be experiencing these excruciating traffic that we see everywhere in the state. What it means is that more commands have been created and more local governments can now be covered. More traffic dark spots can be effectively covered and we should witness more relief on the road.

He sided the governor that more is expected of LASTMA. He said LASTMA have always operated three shifts-morning, afternoon and off-days, with those on afternoon working till around 9pm. What the governor merely did was to extend the closing hour till 11pm.

He said LASTMA officials need to be retrained and their output boosted in order for them to contribute meaningfully to the administration’s vision to address transportation and traffic management effectively.

LASTMA’s General Manager Olawale Musa said LASTMA is determined to sanitise the roads, assuring that erring officials would be fished out and prosecuted.

  • Sanwo-Olu receives Buratai in Lagos

Governor Babajide Sanwo-Olu of Lagos State on Monday expressed concern over the issue of security in the country.

The governor expressed the concern when he played host to the Chief of Army Staff, Lt- Gen. Tukur Buratai, at the Lagos House, Alausa.

He described the issue as a major challenge and urged the Nigerian Army to continue to put in more efforts in addressing it.

Sanwo-Olu, nonetheless, commended officers and men of the Nigerian Army for the role they were already playing in the securing the lives and property of Nigerians.

According to him, Nigeria will only be able to attract foreign investments if the problem of insecurity is given the serious attention it deserves

“Issue of security in the state and the nation is critical to all of us. It is something we have to take seriously.

“It is only when the country is safe and secure that foreign direct investments will come in, and we citizens will be able to go about our lawful businesses and, create wealth and development,” Sanwo-Olu said.

While stating that the contributions of the army to security in the country were not being taken for granted, he encouraged the officers and men to continue their selfless service to their fatherland.

The governor particularly made reference to the environmental sanitation conducted in the state on Saturday by troops under the 81 Division as part of the annual Army Day celebrations.

He expressed the hope that other professionals in the state would emulate them, pledging that his administration would be looking out for more areas of collaboration with the military.

“As a government, we are willing and able to support the military and all the security formations in whatever area or form,” he said.

Earlier, Buratai had intimated the governor about the activities lined up for the ongoing Army Day celebrations and combat support arms training week in Lagos.

He assured the governor that the army would continue to render necessary support to ensure peace in the state and the country at large.

The army chief disclosed that another security strategy tagged “Operation Crocodile Smile” would be held in Lagos later in the year.

He called for partnership between the state government and the Nigerian Army Corps of Engineers in the area of infrastructural development in the state.

According to him, the army engineers in some other states have contributed to the provision of infrastructure, especially roads, in addition to security of lives and property.

  • Group urges Sanwo-Olu to instill sanity, security on roads, hospitals

An advocacy group, Africa Association of Professional Freight Forwarders and Logistic of Nigeria (APFFLON) has called on the Lagos State governor, Babajide Sanwo-Olu, to as a matter of urgency put an end to the spate of insecurity on Lagos roads and extortion of money from patients in all the general hospitals in the state.

This call was made by the national president of the Association, Otunba Frank Ogunojemite, during a press briefing in Lagos over the weekend.

He said it is no longer news that hoodlums seize every opportunity to dispossess motorist of their belongings especially when they are stuck in the traffic.

Ogunojemite also noted that the stress and inhuman conditions patients in government hospitals are subjected to should be looked into.

While commending Sanwo-Olu for the giant steps his administration has taken in less than twenty days in office as governor, APFFLON however said security and health remains paramount.

“Important steps like the executive order on waste management, zero tolerance on pot holes, the riot act on traffic management, and above all, your urgent intervention in the perennial Apapa gridlock which has brought so much pains to port users and residents, these are indeed noble steps sir.”

It however said concerning security that “Commuters are being molested on a daily basis even in the full glare of the public and nothing happens. Therefore, it is very imperative to address the insecurity issue so as to have a safer Lagos.

“Besides, the Rapid Response Squad must rise to their responsibilities, they should as a matter of urgency, take up frontally, the insecurity challenge on our roads as molestations and robberies have become the order of the day.”

Ogunojemite suggested that more LASTMA officials be recruited to ensure efficiency in traffic management as the current number cannot effectively control Lagos traffic.

Ogunojemite also appealed to the state governor to ensure that motorcyclist be routinely checked to ensure they are mentally stable and drug free and above all, professionally qualified to carry out such service so as to ensure safety of lives.

He said motorcyclists are not trained to even understand road signs, and this outright ignorance has caused a lot of families their bread winners.

“Outright ignorance has caused a lot of families their bread winners”, adding that motorcyclist should be tested and licenses issued to those qualified, that way, multiple deaths caused by operators will be minimised.

According to him, most health workers have no modicum of regards for patients, saying the difficulties they go through before medical attention is highly demoralising.

“To see doctors in these government hospitals become very difficult due to systemic corruption, in most cases only those that offer them bribes are made to go in first for consultation while those who have no money are made to see the doctor last.

“We urge you as a matter of urgency to set up measures to address the issue of extortion and misconduct as the system has been out rightly polluted due to corruption and high handedness” he said.

  • I joined APC to enhance my productivity, says Lagos lawmaker

MEMBER representing Oshodi/Isolo constituency 2 at Lagos House of Assembly, Jude Idimogu, has said lawmakers are ready to stick their necks for Governor Babajide Sanwo-Olu to move Lagos forward and bring out the real vision of Lagos State.

Speaking at the Lagos State House Assembly complex, Alausa, recently, the former PDP member, who returned to the 9th Assembly on the platform of the All Progressives Congress (APC), is no doubt having confidence in the elected governor to move the train of the state to a greater height.

“The governor has a lot to do in the state and everybody must be ready to work with him. The House is having confidence in the governor and we have no doubt about his competence, which has given us the confidence that Lagos will work again,” said the lawmaker, who happens to be the only Igbo man in the Lagos State House of Assembly.

“For the people living the state, I will like to urge them to be law abiding citizens and cooperate with this government for the benefit of everybody.”

The Imo State-born Lagos lawmaker said he appreciates the support of his constituency having left PDP to APC for the purpose of benefiting in the dividends of democracy.

“I was elected by the people in my constituency because of the trust and interest I have shown to serve them, so it’s my duty to return back the goodwill to them by listening to their needs and move a motion to benefit the constituency. I can assure that all the bad roads will be attended to, a lot of things will come up and that’s the progressives we are talking about.”

  •  Your welfare is our priority, Sanwo-Olu’s Chief of Staff tells workers

The Chief of Staff (COS) to the Lagos State governor, Tayo Ayinde, has said that the administration of Babajide Sanwo-Olu will deploy a feasible strategy to achieve its campaign promises to Lagosians, urging civil servants to brace up for the implementation tasks, which, he said, would be demanding.

Speaking on Thursday, during his maiden meeting with workers in the Governor’s Office, Ayinde said Governor Sanwo-Olu’s leadership remains focused on creating a state that will be safe for living and business, pointing out that the government would not shirk its responsibilities to the electorate.

He assured them of improved welfare, noting that it would only be enjoyed by those who work hard in their areas of duty.

He said: ”Improved productivity is vital to the success of this administration and I can assure you that we won’t joke with your welfare. We want you to increase your work output and show greater commitment to the task of delivering campaign promises of the Governor. We will reward hard work and compensate those who are committed to our objectives.”

Having worked with previous administrations, Ayinde said he knows the expectations and responsibilities of his office, which he described “as the engine room of the government.”

He advised civil servants to cooperate with the new leadership, stressing that the success of the administration would be dependent on seamless implementation of government’s policies by the workers.

Ayinde promised to strengthen capacity building programme for workers, noting that deserving employees would have opportunities to attend local and international training for improved performance and service delivery.

”We are going to send you on training and you should not see this as a favour. It is your right to be exposed to capacity building exercise in order to improve your performance and service delivery. If private firms train their workers, why can’t government do same?”

He said staff allowances would be reviewed, but pleaded with the workers to step up their performance and dedication to duty.
