    Badaru, security and ignorant critics

    • By Osita Okechukwu

A few days ago, the Nigerian media were agog with a syndicated report that pressure was being mounted on President Bola Ahmed Tinubu to sack the Defence Minister, Mohammed Badaru Abubakar. The said sponsored report was allegedly credited to a member of the House of Representatives, Hon. Yusuf Gagdi and one inconsequential youth group, which if thoroughly investigated may not be members of the revered Afenifere Youths.

Apparently it seemed that the spurious report, serially spewed has not attracted the expected attention of the Commander-in-Chief, and in their scarcity mindset, all that was needed to add life to it was the emergence of Gagdi who is the lawmaker representing Pankshin/Kanam/Kanke Constituency of Plateau State.

Also ethnic card was considered relevant hence the Afenifere Youths addition to raise the ante of the choreographed propaganda that Badaru was unfit to manage the country’s worsening security.

The group supported the lawmaker, who behaved as if he is unaware of the humungous investment Mr President has committed to upgrade our security infrastructure, the gallant efforts and sacrifice of our officers and men, all of which for security reasons one cannot disclose publicly.

Hon. Gagdi, who as a federal lawmaker has all the access to obtain relevant information from either Defence Headquarters or Ministry of Defence in less than constructive criticism; personalised his criticism of the Defence Minister on the floor of the House. He cited recent terrorist attacks, particularly in Borno State, where insurgents reportedly overran military base, carting away 40 tanks and military platforms. This, in Gagdi’s opinion, nullifies all the giant strides and gains made in the gruesome and intractable asymmetrical warfare.

As someone who knows the antecedents of Badaru in managerial affairs before and after his appointment as the Defence Minister, I shuddered at the crass exhibition of ignorance or mischief by those campaigning for his removal. President Tinubu, as the Commander-in-Chief of the Armed Forces, is aggrieved as Gagdi and co, aware of the weaponry and strategies being deployed on the frontline to turn the table. He knows the managerial capacity of Badaru and made a deliberate choice in his appointment as the Defence Minister, not based on political loyalty as his detractors want the public to believe.

Let us recall that prior to Badaru appointment as a Minister, he served for eight unbroken years as the Governor of Jigawa State in the North West geo-political zone of Nigeria, from May 29, 2015 to May 29, 2023. Notwithstanding that fate made Jigawa one of the poorly secured border states of Nigeria to other countries, throughout the period that Badaru was in office as the Governor, it was the safest state among the 19 states of Northern Nigeria.

While bandits ran riot in other North West states of Kaduna, Sokoto, Zamfara and Katsina, they found Jigawa a hard nut to crack during Badaru’s tenure. As the Chief Security Officer, he deployed an internally driven approach to guarantee safety and peace in the 27 Local Government Areas of Jigawa State. The facts speak for themselves.

Since President Tinubu appointed Badaru, an accountant by profession, as the Defence Minister in August 2023, efforts have been intensified to end terrorism, banditry, insurgency, kidnapping and other forms of violent criminal activities in the country. Undoubtedly, the military offensive ordered by the President has been yielding fruits.

For instance, the Lakaruwa bandits have been feeling the heat of the military offensive in Kebbi, Sokoto and other North West states. Many bandit leaders have been neutralised. Those who are alive, such as the notorious Bello Turji, terrorizing Zamfara and neighbouring states, have been on the run. Early this year, Turji’s son and scores of his foot soldiers were neutralized by the military Special Forces.

Similarly, peace has considerably returned to the southern part of Kaduna State, which used to be one of the epicentres of banditry and kidnapping in Nigeria before the Tinubu government came into office. Today, a military operational formation exists in the much neglected Southern Zaria axis, which has boosted military operations beyond the area. It never existed until the current administration came into office.

In Plateau State, the home state of Hon. Gagdi, where ethnic violence has claimed countless lives, the Tinubu administration has also extended military frontiers to contain the epicentres of the violence in the state. This happened under the watch of the same Badaru who Gagdi and his co-travelers asked the President to sack.

Also, the capacity of the secessionist groups in the South East of Nigeria has been largely degraded, with kinetic and non-kinetic strategies like the hope raised by the establishment of South East Development Commission (SEDC). In the fullness of time SEDC with huge budget will assure the people their days of marginalization is over. Succour some said is coming from unexpected quarters.

Simultaneously oil theft in the Niger Delta region has been reduced substantially, more via non-kinetic approach, thus safeguarding the economy of the country from the ruinous activities of economic saboteurs stealing crude, either for illegal exportation or refining. These grounds were gained under President Tinubu, the Commander-Chief of the Armed Forces and Badaru, his Defence Minister.

Hence, it baffled me to hear a ranking federal lawmaker calling to question the nation’s defence capacity over recent terrorist attacks in the country. I thought that somebody who is a ranking federal lawmaker ought to understand the complexities of Nigeria’s security challenges, which could be likened to guerrilla warfare.

Guerilla or asymmetrical warfare is different from conventional warfare. The terrorist, bandits, insurgents and kidnappers live amongst us. At times, it is even difficult to identify the enemy. This is why a guerilla warfare in any part of the world often lasts longer than the conventional war.

The insecurity in Nigeria today, started almost a decade and half before President Tinubu came to power. Successive governments no doubt did their best and all that is needed today is for all hands to be on deck, as hauling blame games gladden the bandits, insurgents and terrorists. And President Tinubu, being someone not given to offering excuses, has shown enormous political will to bring it to an end, going by the huge defence spending of his government, which is not something to be discussed in the media.

Therefore, all that Badaru, the military and by extension Mr President needs is prayers for the good work they are doing in defense of our dear fatherland. Ordinarily any public officer expects hauling of stones from some quarters, both constructive and less than constructive from one or two mischievous lawmakers out of 360 members of the House of Representatives. This is the juice of democracy with its attendant freedom of speech and association.

So far, the Defence Ministry under Badaru has lived up to expectation. Contrary to the claim of Gagdi and his co-travelers, the Defence Minister has significantly demonstrated the competence and commitment required to secure the country. Indeed, I find it quite incomprehensible that somebody with a thinking faculty could open his mouth wide and say that “since the minister’s appointment, he has focused more on consolidating personal business interests than addressing security threats.” This disinformation orchestrated by the said youth organisation. I will, if am Badaru, challenge this in court of law, but knowing him as a devout muslim, he will most likely throw it into the dustbin of history.

The world knows that Badaru has been working relentlessly to realise the mandate given to him by the Commander-in-Chief to wipe out all undesirable elements, threatening the stability, security and peace of the country. It is an overstatement to say that the security architecture under him has collapsed.

The President understands that security is the backbone of Nigeria’s safety and economic development, that is why he works day and night to reduce insecurity in the country to the barest minimum. Badaru is equally doing a yeoman’s job as the Minister in charge of Defence. Nigerians should see those calling him “a contractor in a camouflage ministry,” for what they are-hired goons want to undermine the efforts of the government, using a destructive campaign of calumny against the Defence Minister.

Every informed Nigerian knows the transparent mindset of Badaru, especially in a scenario where contracts award have many layers and not one man show. All contracts, including defence contracts are taken to the Federal Executive Council (FEC), where they are carefully considered before approval is granted. Accusing Badaru of being a contractor shows the magnitude of the ignorance and distorted mentality of his detractors. Thank God they did not say that Badaru used money meant for equipping the military to buy SUV car for his daughter who finished secondary school.

Even more preposterous is the claim by the youth group that Badaru contributed to equipment shortages and intelligence failures in military operations. The claim is not only baseless, but also unfounded. It shows that they know nothing about the security architecture of the country. The Defence Ministry is a collegiate system and the responsibility of the Ministry of Defence is to supervise the Defence Headquarters, namely Army, Navy and Air Force, as well as the Services institutions and parastatals.

At 63 years, Badaru is not too old or out-of-touch to head the Defence Ministry, as alleged by his detractors. He should be ranked among the youngest Defence Ministers of our time. He is concentrating fully on his job.

He has not shown any ethnic bias in recruitment, procurement, and strategic decisions or whatsoever as they claimed. It is on record that the armed forces have the enviable tradition of meritocracy both in recruitment and promotion. To claim that he heavily favours individuals aligned with his 2027 presidential ambition is a figment of the imagination of his critics. As an administrator, Badaru takes every information given to him seriously and never responds with propaganda.

In conclusion, the call for Badaru’s removal is misguided. Nigerians have confidence in the President’s ability to secure lives and property. The President knows why he chose Badaru to serve as his Defence Minister and he has so far not been found wanting in his duties.

  • Lawmaker blames governor for insecurity in Jigawa

A member of the House of Repeesentatives, Sani Zorro (Gagarawa, Maigateri, Sule Tankarkar Constituency), Jigawa State, has called for the resignation of Governor Badaru Abubakar, accusing him of incompetency and highhandedness.

Zorro, a former President of Nigeria Union of Journalists (NUJ), said the best thing that will happen to Jigawa State is the resignation of Badaru who he said can no longer defend his position as the Chief Security Officer of the state, following pockets of security problems disurbing the state in recent times.

But, Jigawa State Government has dismissed Sani Zorro’s call, describing it as the aftermath of one who is still suffering from election defeat.

It also described the lawmaker as, “ a frustrated mind that have suffered defeat and total rejection from his constituency due to lack of peformance at the House of Representatives.”

The Special Adviser to Governor Badaru on Political Matters, Alhaji Yahya Muhammad (Big Man), said: “Zorro should not be taken seriously because he has lost touch with the realities of recent  political events in Jigawa state.”

Zorro, who cited prevailing invasion of bandits and killing of innocent villagers in Jigawa state insisted that Governor Badaru lacked the competence to protect the lives and property of citizens in the  state., Even though  Yahaya Muhammad claimed that Jigawa in the last four years has been peaceful.

Muhammad noted that, “in the last four years of Governor Badaru, Jigawa has never faced any form of attacks; even the ones that happened are the normal attacks by armed robbers, not bandits or Insurgents as claimed by Zorro.”

Zorro berated Badaru for his engaging in, “endless and fruitless foreign trips,” while bandits are gradually taken over Jigawa state, adding that, “just recently, Badaru  traveled to China for 14 times in three years on personal businesses instead of focusing on the social economic development and governance in Jigawa state.”

The lawmaker alleged that Badaru had invited Chinese companies who are his business partners to forceful take over farm lands in the name of industrialisation.

According to him:  “Badaru gave out over 20,000 hectares of lands to the Chinese company without compensation commiserate to the value of the lands. And when people complain or reject the stipend call compensation, they jail them.”

Zorro lamented that the worsening security situation in Zamfara started as a result of negligence and called for urgent action from Jigawa state government before the bandits take over the state.

“This was how Zamfara governor neglected his primary responsibility for Governor forum in Abuja. He spent more time in Abuja more than he did in Zamfara while  bandits take over the state.

“Now it has gone out of control and we don’t want Jigawa to get to that level. Governor Badaru spend more time out side Jigawa now and ignoring bandits attack in some villages. We want him to resign now before it is too late,” Zorro added.

However, Muhammad disclosed that, “the Farms said to be allocated to Chinese was nothing but a baseless lies. Jigawa state government only engages one Mr Lee who has been in Nigeria almost all his life. He is a renowned farmer in partnership with the government a s people of Jigawa state.”

He said in the partnership, “a farmer would release half of his farm to Mr Lee while he would be operating half, and in this context instead of the previous one season farming now a local farmer would be doing three times farming with the help of the partnership.”

According to him, “most part of Jigawa suffered lack of adequate rainy season to enable them have complete farming activities of thrice season and because of this problem,  the government entered into partnership with Mr Lee who would be supplying Water for the farmlands while a farmer would be getting free water, seedlings and other farming implements. Mr Lee would be farming on half of the farm land, all on  leasing arrangement.”

  • ALGON honours BADARU ABUBAKAR

THE Association of Local Governments in Nigeria (ALGON) honoured four governors across the country, including Governor Badaru Abubakar of Jigawa State, at the ALGON annual Investiture and Awards Nite held penultimate week in Abuja.

Badaru was recognised as the best governor in infrastructure provision even as he was also singled out for his role in saving some local governments from insolvency in 2015/2016 when allocation revenues were at their lowest.

ALGON, in its citation during award nite, said, “before ‘salary bailout’ became a popular catch phrase in the states, Badaru was quietly augmenting the allocations of almost 70% of his 27 local governments so they could settle recurrent liabilities till the financial situation improved. This went on from November 2015 to March 2016, and this process helped thousands of local government employees to continue getting their pay cheques on schedule without realising that a rescue operation was in place at the state level.”

According to the chairman of ALGON, Gambo Tanko Kagar, the audit panel came up with a figure of N91.6 billion in ongoing projects, mainly roads hurriedly awarded between January and May 2015, and N13.6 billion unpaid vouchers. Over N11 billion discounts were negoti ated with the contractors with N8.2 billion savings realised on road contracts alone, and contractors were given a commitment to instant payment of verified valuation certificates which prompted them to resume work at a dizzying pace.

As at May 2018, 716.5 km of those inherited projects were completed with Governor Badaru keeping to his word and paying over N31 billion as and when due.

The ALGON chair said what was particularly endearing to its selection committee was the fact that while billions of naira were going into capital expenditure in Jigawa, it remained one of very few states where all state and local government salaries including optional allowances, and all pension and gratuity liabilities were paid as and when due from the administration’s inception to date, even though the state politely declined the salary bailout package offered by the federal government.

  • National Convention: APC governors yet to agree on consensus

    As Badaru dismisses unity list

Governors of the All Progressives Congress (APC) on the platform of the Progressives Governors Forum are her to agree on a consensus list of candidates for the National Working Committee of the party ahead of this weekend’s national convention of the party.

The governors rose from over their over two and half hours meeting on Wednesday night to ask each of the, to go back to their various zones to discuss with the aspirants for the various position with a view to arriving at consensus for each of the positions being contested.

Chairman of the Convention Planning Committee and Jigawa State Governor, Badaru Abubakar who spoke with newsmen at the end of the meeting which took place at the Imo state governors lodge said no list has been developed by the governors as is being speculated or is being developed.

But Nasarawa state Governor, Tanko AlMakura said the consensus list is

likely to be ready by today as the governors are talking to themselves with a view to arriving at a consensus so that the convention will be rancour free.

Badaru said the governors discussed “the convention and how prepared we are for it. We still affirmed that we will hold the convention on June 23 and the governors are giving all necessary support to make it successful and rancor free. We will be coming out of that convention stronger.

“What we asked is for the governors to meet with the aspirants at their zonal levels to see if we can reduce the aspirants in the election by consensus which is agreed to by our party constitution. But no list has been developed yet.

On what the governors intends to present to the President about the convention when they meet with him, he said “I am not aware there is that meeting tomorrow (today).

While dismissing the alleged unity list, he said “It is not a list that is coming out. It is to reduce the number of contestants by consensus. After the governors might have met with the aspirants at their different zonal levels, they are supposed to report back before Friday because we will be entering the convention on Saturday.

“But let me emphasis that it is not a list. So, don’t misquote me. There is no list. In places where we have eight people contesting for one position, we are trying to see if the number can be reduced.

“There are those who are unopposed. In some positions, we have people, in some, we have two or five. So we will discuss with them to see if we can have some agreement to see one person come out unopposed. Where they do not agree, then we will go to the ballot boxes.”

On how many people have been disqualified by both the screening and screening appeals committee, he said “off head, I cannot give you the exact number, but it is around 16. But I am not very sure because I do t have figures here. But I can confirm to you that some have been screened out and most of them are contesting the position of youth leaders because of the age limitation.

On petitions against serving NWC members, he said “the appeals committee is looking at that and will submit their report for the general convention committee to look at and adopt.

He said the convention committee did not alter the zoning arrangement because “zoning was a NEC resolution. It was agreed by the NEC and so, we cannot change it until we go back to the NEC.”

Also speaking on the outcome of the meeting, Nasarawa state Governor, Tanko AlMakura said “I want to assure you that we governors are talking to ourselves to ensure that we have consensus so that the election will be rancour free and to the best interest of the country.

“I assure you that at the end of the day, we will have a team that all APC members will be proud of. The unity list and consensus are the same thing. By the time we get to that stage, you will know”

Twenty three States out of the twenty four states controlled by the party were represented at the meeting with Kebbi state Governor, Atiku Bagudu not in attendance and not represented.

Some of the Governors Godwin Obaseki of Edo state, Samuel Ortom of Benue, Rochas Okorocha of Imo, Kashim Shettima of Borno, Jibrilla Bindo of Adamawa, Abiola Ajimobi of Oyo, Rauf Aregbesola of Osun, Ibrahim Gaidam of Yobe, Tanko AlMakura of Nasarawa state, Abubakar Badaru of Jigawa who is also the chairman of the convention planning committee.

Others include Ibikunle Amosu of Ogun, Rotimi Akeredolu of Ondo, Yahaya Bello of Kogi, Simon Lalong of Plateau, Aminu Masari of Katsina, Sani Bello of Niger, Abubakar Ibrahim of Bauchi, Aminu Tanbuwal of Sokoto, Abdulfatai Ahmed of Kwara, Abdulaziz Yari of Zamfara and Abdullahi Umar Ganduje of Kano state.

Also in attendance were the Deputy Governors of Lagos and Kaduna.

The governors are expected to meet with the President on Thursday and also expect the Eagle Square, venue of the convention.

There have been speculations that the governors may adopt a unity list which they will present to the President for adoption for the convention.

The President reportedly told the governors at a meeting last week to take charge of the convention and ensure it was hitch free while doing everything possible to nip in the bud any possible crisis that may want to rear its head during the convention.

The chairman of the convention committee was expected to brief the governors on he progress so far made in their preparation for the convention.

The meeting of the governors which started at about 8.30 pm at the Imo governor’s lodge is expected to take crucial decisions regarding the convention.

  • NEC backs Buhari on purchase of fighter jets

The National Economic Council (NEC) on Thursday backed President Muhammadu Buhari’s decision to purchase $496 million military jets.

Some lawmakers have for Buhari’s impeachment for not seeking National Assembly’s approval before withdrawing $496 million for the purchase of aircraft from the United States.

Briefing State House correspondents at the end of the NEC meeting, Jigawa State Governor, Abubakar Badaru, said it was important for Nigeria to quickly buy the military jets before the U.S government changes its minds on the matter.

He said: “We forget easily. If you recall, we have been battling with approval from America to buy these equipment in 2014. We have been begging America to sell the equipment to us.

“We tried Dubai, they could not allow us. We tried a factory in Brazil it was the same problem. The FG tried, we couldn’t get it. The America still could not sell to Nigeria.

“Then luckily, President Donald Trump said it was okay to buy. So we had to quickly buy before they change their minds.

“Because there is also deadline and this is a state to state transaction, no middleman. We are all concerned about security and they are raising questions on way and manner you protect people. This is an emergency situation.”

Lai Mohammed solicits incentives for creative, tourism investors in Jigawa

The Minister of Information and Culture, Alhaji Lai Mohammed, has urged Jigawa Government to give incentives to creative and tourism investors to explore the rich cultural potential of the state.

The minister made the call in Dutse at a Gala night hosted in his honour by Gov. Badaru Abubakar to mark the end of the 9th National Council on Tourism, Culture and National Orientation held in the state.

The 9th edition of the Council with the theme, “Tourism and Culture as Panacea for Nigeria’s Economic Recovery” was organised by the Federal Ministry of Information and Culture and hosted by Jigawa Government.

Mohammed, who commended the giant strides recorded in agriculture by the state government through its goat rearing and cluster farming schemes, said similar programmes should be replicated in the tourism sector.

He added that “we all know that Jigawa is one of the foremost agricultural states in the country with the very successful experiment of the governor in the goat rearing scheme.

“Jigawa is also leading in cluster farming, a concept of getting many farmers as possible in one place and the government providing them with farm input, fertiliser and encouraging them to grow more food.

“The farmers are also assured that they can pay back not only in cash but in kind.

“I want the state government to extend the same courtesy and support to the Creative Industry, particularly the culture and tourism sector.

“I want the state to emulate the Federal Government by giving out incentives in terms of tax rebate, tax holiday and others to encourage film producers to come and set up film villages in the state

“This is because Jigawa has very fantastic scenery and tourism sites which will be ideal to shoot film of any genre.”

The minister also urged the state to get involved in capacity training for artists and make available small scale loans for artisans who were talented in arts and crafts.

He said the efforts would provide another avenue for revenue for the state in addition to employing as many youths as possible.

He added that the IT hub infrastructure in the state which the governor was planning to expand would further encourage youths in the state to unload their talents.

He commended the governor and the people of Jigawa for maintaining peace, tranquility and stability which he said were the keys to economic growth.

He also thanked the government and the people for successful hosting of the event and the honour bestowed on him by the governor  and the Dutse Emirate.

“I thank you for organising this Gala night in my honour. Just yesterday, the Emir also organised a mini Durbar in my honour.

“I remain gratified and indebted to the governor, the government and people of Jigawa.

“I want to assure you that we are leaving the state with very fond memories and will not hesitate to come back as soon as possible.

“I believe that Jigawa has a lot to harvest from cultural and tourism sector and we are glad that we are here to look at how culture and tourism can be a panacea to economic development.”

The governor, represented by the Secretary to State Government, Alhaji Abdulkadir Fanini, thanked the minister and organisers of the Council for the choice of Jigawa to host the event.

Fanini said Jigawa had a lot to contribute to the development of culture and tourism as alternative to oil and gas and the event would help to promote the state.
