  • Why I closed Buhari’s campaign office in Oyo – Shittu

    Barrister Adebayo Shittu is the Minister of Communications. He was one of the governorship aspirants of the All Progressives Congress (APC) in Oyo State and was disqualified by the party. Shittu believes that the party’s national Chairman, Comrade Adams Oshiomhole, unjustifiably disqualified him. So, he headed for the courts to seek justice. In this recent interview with correspondents Shittu speaks on the chances of the party in the presidential and other elections in Oyo State. Tony Akowe reports.

    Nineteen years after the return to democracy, how would you access the journey so far

    The Nigeria project is no doubt the project of everybody.  If you don’t have a good government in place, you cannot do your work well.  We know that the role journalist play in a democracy cannot be compared with anything. We do know that democracy is about the people  and about choices and till tomorrow,  there is no alternative to having democracy. When we are talking about democracy, it must be realistic and sincere and a fair one where all parties and all stakeholders are sincere. We have had democracy in practice for about 19 years now. We have had ups and down and the Nigerian people cannot say that they have gotten the best out of it. But one will consider the fact that we are still in a learning process and that things will continue to improve if all stakeholders approach democracy with patriotism,  selflessness,  incorruptibility and a desire to contribute to good governance.

    Recently, there were reports that you stopped campaigning for President Muhammadu Buhari in the South West when you closed the campaign office you opened in Ibadan. What is the true situation?

    I think that whole idea that I stopped campaigning for Buhari is nonsensical.  I was the first cabinet member who started campaigning for Buhari’s reelection. I am still part of this government and part of the APC.  In fact,  I am a foundation member of the APC and my interactions and relationship with Buhari is not just starting. I was his party’s governorship candidate in Oyo state in 2011 and President Buhari has continued to earn my respect and adoration because he is one President who was either the first or the second to willingly reduce his salary by half. I think the first leader to do that was Murtala Mohammed who is late now. If he can reduce his legitimate salary so that the Nigerian state can utilise that second part for the good of this country,  why would I do that? I think the story is mere mischief.  We had a rented apartment which is not my property.  We rented it for N3 million per annum and we simply could not afford to pay that and the landlord was impatient with us.  He said we either pay or get out and we simply took the most sensible option by vacating the place.  We are in the process of looking for another office space for the campaign. We hope to get something cheaper. So, it is not true that for whatever reason, I would say that I am no longer campaigning for Buhari. It was the handiwork of mischief makers and a section of the media cannot be exonorated from that.  They started carrying that report without seeking my own side of the story. That is simply not patriotic.  It is self serving and politically motivated.

    You tried to be the governorship candidate of the party but could not achieve that.  Will you support and work for the party’s candidate in Oyo state?

    I will be a bastard to be defrauded out of a primary process and then simply behave as if I am a slave. It will not make sense.  I am a foundation member of the APC and twice, I aspired to be governor.  In 2011, I aspired and was defeated by the incumbent. In 2015, I was defrauded from the primary at that time and I challenged the process which gave Gov. Ajimobi a second term. I went to court and was still in court when my appointment as Minister came out and I had to abandon that case.

    Instead of the Governor thanking his God that he was relieved of the case, he started campaigning against my confirmation by the Senate.  He was blackmailing me and asking the Senate not to confirm my appointment. At the end of the day,  common sense prevailed and I was confirmed. Since then,  he has continued to attack me.

    He tells people close to him that if Shittu succeeds him, he will be in jail. Why he think so,  I simply don’t know.

    So, the party announced that those interested in the various positions should apply and pay N22 million, and they didn’t advertise any condition outside those provided for in the Nigerian constitution.  After we have paid, got screened and certified, the Chairman of our party unilaterally and in violation of the constitution, got me out of the way so that they can impose a new comer on the system. Somebody who is barely two months in APC was foisted on the party. Of course, you cannot expect me at my level to support such candidate.

    Don’t you think that would amount to anti-party?

    What is anti party. They had an opportunity and they missed it and the party will certainly have to pay for it. With all sense of humility,  I have gone past the stage where any party will threaten me. I am in court and if the party think that they have better basis for what they have done, let us meet in court.  You don’t start threatening someone who feels unfairly treated thinking you can get him out of the justice system.

    Don’t you think all these will affect the chances of the President?

    Let me assure you that by the grace of God,  on the 5th of January 2019, we are going to inaugurate a coalition of grassroots campaigners for Buhari/Osinbajo re-election in Oyo. It is a coalition because all those who were frustrated out of APC either through the congresses which were held earlier or through  the primaries and who have been forced into other parties invited me to provide leadership because they want to work for Buhari. They want me to form a coalition at the grassroots to campaign for Buhari’s re-election. The personality of Buhari goes beyond party. He has supporters in all the parties including the PDP and all these supporters will be galvanised into one campaign force and by the grace of God, we hope to be able to gather 2 million votes for Buhari in Oyo  state.

     Buhari is the leader of the APC. Don’t you think he has a blame in all that has happened within the party so far?

    Like you said,  Buhari is the leader of the party.  But that position does not confer on you any extra ordinary power. Buhari ensured that he operates like the exact opposite of the dictator that Obasanjo was in PDP. You would recall that with Obasanjo as President, the National Executive Committee of the PDP became a toothless bulldog. It was Obasanjo who was calling the shots and ensured that the NEC was under his jackboot. That was a violation of the democratic credentials of political parties.

    So,  Buhari as a symbolic leader, has no role in the constitution of the party to over rule what the NEC of the party decides. You must understand that Buhari was also an aspirant like the rest of us.  As an aspirant in a clime, you have to be very careful in dealing with some executives of the party who might even jump boat and embarrass you. He had to behave in a way contrary to the way Obasanjo manipulated. I don’t blame him because I know that he sympathises with those of us who have been unfairly treated.

    Less than two months to the general elections, the party is yet to put in place a Presidential Campaign council. What is responsible for the delay?

    In the 2011 presidential election, Buhari scored over 12 million votes across the country while the PDP gave itself 22 million votes. From that votes that Buhari got, solid 12 million came from the north, while less than one million votes came from the south. In 2015, Buhari got 15 million votes while the PDP got 12 million. Of the 15 million votes of Buhari,  12 million votes came from the north while the whole south produce three million. The PDP got 12 million across the country and you wonder where the short fall of 10 million went.

    That will show to you that for all the years it was in government,  the PDP was never popular, but cooked up figures. For the last three and half years, everyday of the performance of his ministers,  we are in campaign. Today,  on top of the 12 million sure votes,  we have 500,000  who have benefited from N-Power, and you can be assured that those families will make appreciable figures in votes.

    Secondly,  during PDP governance, rice consumed in Nigeria was 90 percent imported. Today, following the reforms in the agricultural sector,  only 10 percent of rice is imported and about 8 million new jobs have been created in the agric sector. Members of the All Farmers Association of Nigeria have committed themselves saying all their members will vote for Buhari. Thirdly, before Buhari came,  the last budget of the PDP on roads was N20 billion and not a single kobo was spent on road construction.  In 2017, the government spent N265 billion on roads alone.

    What would you say is the heaviest pain the loss at the primary inflicted on your political career?

    On three occasion,  my mentor,  General Buhari was frustrated in his desire to become President of this country. He contested elections three times and the elections were massively rigged.  He went to court and was also frustrated in a conspiracy between politics and the judiciary. At the end of the day,  at God’s own time, people who were frustrating him were taken out of the way. I always tell people that if God loves the people of Oyo state, he will make me the governor irrespective of whatever impediment mischief makers may bring.

    I know that if I become President,  I will make all the difference because I have a lot of experience.  I have been in politics for over 40 years and I learnt politics from Chief Obafemi Awolowo who has been the greatest political leader in this country. Working in the communications ministry, the experience I have now, nobody in Oyo state has that. I will use ICT to develop Oyo state. So,  temporary loss is not mine, but the loss of the people of my state who deserve the best they can get.

    The case you instituted, will pursue it to its conclusion?

    Just be patient. We are in court and I have given a commitment that I will pursue the case to its logical conclusion. I am not the judge and I am not the one who is going to give judgement. I will pursue the case to show to everybody that the fact that you are a national Chairman of a party, or that you are a governor does not mean that you can engage in impunity and get away with it. I think that is the point we should make for the development of our democracy.

    The NCC, which one of the agencies under your ministry promised to achieve 30 percent broad band penetration before the end of the year. The year is almost ending. What is the situation now?

    Statistics show that we are about 28 percent gone.  The duty of the federal Ministry of Communication and the NCC is to provide the enabling environment for stakeholders to operate in deploying telecom infrastructures. As a government, we don’t have business in business and NCC does not have business. All that we do is to license operators.  It is the operators who lay the cables.

    Government has, through the galaxy backbone, intervened to take care of e-government master plan in relation to all government offices across the country.  Today, Galaxy backbone has more than 2000 km of fibre optic cables as intervention and not for business. With the phase two project of galaxy backbone, there will be extra capacity to lease out to private sector operators when it is completed. The objective is an ongoing one.  We are working hard to even use satellite communication because it is more important to have internet connectivity. As of today, nigcomsat covers about 57 countries,  but we do not have enough back up and so we are taking our time.

  • APC bombs Shittu over ’empty threat’

    The threat of Minister of Communication Adebayo Shittu not to support Oyo State All Progressives Congress(APC) governorship candidate in 2019 is empty, the party stated on Friday.

    The APC said it has decided to only watch the various utterances of the Minister instead of joining issues with him.
    The Minister told reporters recently he was shortchanged by Governor Abiola Ajimobi and denied the governorship ticket despite paying huge amount to purchase the expression of interest form.

    He threatened not to campaign for the party’s flag bearer or work for its success in the election.
    But the APC, in a statement by its Director of Media, Research and Strategies and Publicity Secretary, Dr AbdulAzeez Olatunde, described the minister for making ‘an empty threat.’

    Titled, “Rejoinder to Barr. Adebayo Shittu’s gaffe”, the statement challenged the minister to release the results of his polling unit, ward and local government in 2007 and 2011 for the public to know whether he is an asset or liability to the party.

    The APC said: “The Party believed that, Barr Shittu’s contribution to the electoral victory of APC and the emergence of President Muhammadu Buhari in 2015 is not traceable beyond 30 minutes cameo appearance in the the public rally in ancient Mapo Hall, yet he is the greatest beneficiary by becoming a Minister.

    “It is common knowledge that his two elections are colossal failures so this threat not to support Adelabu lacks condiments of substance and its infact an empty threat.

    “A translated Yoruba adage has it that, A tree which one rest upon but could not support one, if such a tree decides otherwise, it’s impact would obviously be minimally felt.

    “However, Barr Adebayo Shittu is expected to know that, Oyo state chapter of APC did not screen him as such we are aghast at his transferred aggression.

    “Honestly, as a self acclaimed Islamic cleric, we thought he would live an exemplary live and be a role model, going by Quran 3:26 where it was explicitly stated that “Allah giveth Power to whom thou pleaseth…. “

    Senate Committee on Information Communication Technology (ICT) Monday begged the Ministry of Communications to provide fund for its annual conference on cyber space security.

    The Vice Chairman of the Committee, Senator Fosta Ogola in his observations of the N6.94billion 2018 budget estimates of the ministry presented Communications Minister, Barrister Adebayo Shittu, noted that there was no provision for annual conference on cyberspace security the committee started with last year.

    Ogola said, “Mr. Minister, I’ve gone through all your proposed expenditure of the 2018 budget of your ministry without seeing any headline or item capturing the annual cyberspace security workshop started by this committee last year.

    “We appreciated your ministry’s funding of last year’s conference and since it is an annual programme, we expected you to have factored it into your ministry’s 2018 budget projections.

    “The programme is very important since it is aimed at addressing our highly vulnerable cyber space.”

    Chairman of the Committee, Senator Abdulfatai Buhari, further underscored the need for the funding.

    He noted that d funding of the annual programme by the ministry should be part of its priorities towards getting the required strategies and ideas of fortifying the Nigerian cyberspace.

    The Minister assured the committee that the request would be considered.

    He also asked the lawmakers to fast track work on amendment bill to the Cyber Council Act towards empowering the ministry in the monitoring and management   of cyber space   activities in the country

    Shittu informed the committee that despite the failure of the country to raise $22.5million as 15% counterpart funding for installation of two satellites last year at the rate of $585m and $550m respectively in collaboration with China Exim Bank, the country would have them this year.

    According to him, the new arrangement for the installation of the satellites is on 100% funding by the China Exim Bank through necessary financial agreement and documentations with the Ministry of Finance.

    The fierce political battle between Oyo state governor, Senator Abiola Ajimobi and the Minister of Communications, Barrister Adebayo Shittu is not abating. If anything, the crisis is assuming more worrisome dimensions as observers fear it may damage the chances of the ruling party during the 2019 governorship election in the state, writes Dare Odufowokan, Assistant Editor.

    AHEAD of the 2019 governorship election in Oyo state, the political battle to determine who succeeds current governor, Senator Abiola Ajimobi is already attaining feverish pitch with almost 20 sons and daughters of the state, especially chieftains of the ruling All Progressives Congress (APC) and the opposition Peoples Democratic Party (PDP) already criss-crossing the nooks and crannies of Oyo towards the actualization of their gubernatorial ambitions.

    A prominent name among those jostling to succeed Ajimobi is that of the incumbent Minister of Communications, Alhaji Adebayo Shittu. Like the Governor, Shittu is a chieftain of the ruling APC. But insinuations that the Governor’s camp within the party may not be favorably disposed towards the Minister’s governorship dream is at the root of a crisis that is threatening to tear the ruling party apart before the next election.

    The Nation gathered that currently, the party in the state is divided into two groups with members loyal to the two gladiators and their camps respectively, instead of being loyal to the party structures in the state. Reliable insiders claimed that though the party machineries are firmly under the control of Governor Ajimobi and his loyalists, those supporting Shittu are optimistic that the national leadership of the party will back his aspiration.

    So rife is the crisis in the party that some party chieftains and members are openly showing disdain and disrespect to the state leadership of the party which is believed to be loyal to the Governor. On many occasions, party members have defied directives of the state executive committee, preferring instead to abide with instructions from one of the rival political groups within the party.

    “The situation is not healthy. In Oyo now, we have within the party, the Ibadan leadership and the Abuja caucus. While the Ibadan leadership is loyal to the Governor, the Abuja caucus takes directives from the Minister. Even the state executive committee and other party organs are divided. On many occasions, we have had party members clashing with one another because of group loyalty.

    “It is now so bad that the Governor and then Minister are engaging themselves in media brickbats while their supporters are fighting publicly all over the state. The Minister is even setting up parallel structures all over the place. That is the whole idea of Buhari Campaign group he came up with. And he really got a lot of party members hooked that way. You can now understand why the Governor and party leaders in the state were not at the unveiling ceremony,” a party executive committee member said.

    The Nation gathered that tempers rose again during the week following Shittu’s decision to petitioned President Muhammadu Buhari over what he described as the ‘unbecoming behavior of Governor Abiola Ajumobi. Party sources say many chieftains of the party in the state are miffed by the Minister’s action which they viewed as unwarranted and divisive.

    “Coming at a time when concerted efforts were being made by stakeholders within and outside the state to resolve the differences between the two camps in the interest of the party, Shittu’s petition is in bad faith. It is a sign that he is not interested in making peace with the Governor and the leadership of the party in the state. For a man who wants to lead the state, it is unfortunate,” a chieftain of the party lamented.

    But sources close to the Minister insisted that Shittu’s letter is a precautionary move following realization that the Governor’s camp is bent on frustrating his governorship aspiration by ensuring that the party leadership in the state make things difficult for him and his supporters. An associate of the Minister even added that it is the Minister who is interested in reconciliation.

    “When people make allegations, they do it as if those listening to them are not wise. How can anybody accuse the Minister of frustrating peace moves? He is the one who has made all the moves towards peace. While they are shutting him out of the party, he organized a program and made them all chief host and special guests. What else is he supposed to do. He wrote a petition when he realize that their is a plot to frustrate his ambition and that is in order,” the Minisiter’s associate said.

     

    Crossfire of allegations

    In his petition, Shittu accused Ajimobi of nepotism, arrogance, disenfranchising members and also creating division within the party in the state. He also accused the governor of ordering the demolition of his computer based test centre which was still under construction. He said the governor is miffed over his acceptance of a chieftaincy title from the Olubadan of Ibadan land and his 2019 governorship ambition.

    “I am constrained to bring to your notice the unsavoury development in our great party in Oyo State and the unbecoming behaviour of Governor Abiola Ajimobi, who is expected to provide sound moral and exemplary leadership to the citizens of our dear state. This line of action becomes imperative in view of the sad turn of events in the Oyo State APC. It is an open secret that the fortune of the APC has nose-dived in the state.

    “This is due to Governor Ajimobi’s undue arrogance, grandstanding, nepotism, caustic and unguarded utterances and creating unnecessary divisions among party leaders and members, thereby balkanising the party along group lines. In doing this, I don’t have anything personal against Governor Ajimobi, but to stress the importance of him not destroying the very platform that made him governor.

    “Signs that Ajimobi is set to destroy the party are glaring to political watchers as the voting population in the state is becoming disillusioned more than ever before,” the Minister of Communication said in the petition addressed to President Buhari, copies of which were also sent to John Odigie-Oyegun, chairman of the APC and Bola Tinubu, national leader of the party.

    But the state chapter of the APC, in a statement signed by its Director of Media and Strategy, Abdul-Azeez Olatunde, described the Minister’s outbursts as deliberate falsehood because, claiming that Shittu’s desperation to become the next governor of the State in 2019 is driving him to work at cross–purposes with the government and the leadership of the APC in Oyo State.”

    “Contrary to the reckless insinuations made by the minister, the Oyo State APC is doing extremely well. Rather than loose any member to the opposition, the Oyo State APC under the leadership of Governor Abiola Ajimobi has been moving from strength to strength. Barely one month ago, the rank and file of the party membership experienced unprecedented growth and development because of a bumper harvest when notable political stakeholders from major opposition parties in the state declared in an open rally where they submitted themselves to the leadership of the governor.

    “We must state very clearly that the decampees include a former governor, former deputy governor, former Senate Leader, serving and former members of the House of Representatives, former Senators, former Secretary to the State Government, former senatorial candidate, former State Chairman of the PDP, former state Secretary of the PDP, former Speaker of the House of Assembly, present and past state House of Assembly members, former commissioners and former local government chairmen and several others.

    “It is quite saddening, highly disheartening and a monumental disservice to our party that a serving minister of Oyo State origin will as a matter of habit stand the truth on its head and close his eyes to the reality of the rising political profile of not only our party but also of our leader. The fact is that his petition is rooted in falsehood and premised on cheap blackmail.

    “It must be stated that while Ajimobi and other leaders of our party have been working assiduously to develop our great party, Bayo Shittu in his characteristic manner has been moving from one local government to another sowing seeds of discord all in the name of his desperate and inordinate ambition to govern the state. Shittu was never part of the developmental process of our party.

    “Having lost the governorship primary election in 2015, Shittu abandoned every activity geared towards victory for the party including the presidential campaign. He further took the party to court on the eve of the 2015 governorship election and was working for the opposition Accord Party where his former boss and benefactor contested the governorship election. Today he is reaping from where he did not sow,” the statement read in part.

     

    A threatened aspiration?

    Observers of the politics of the state, while warning that something urgent need to be done to halt the festering crisis within the ruling party if APC is desirous of winning the next gubernatorial election, are quick to add that the crisis may not be unconnected to indications that Governor Ajimobi, ably supported by the leadership of the party in the state, may be working for the emergence of another aspirant aside Shittu, as the next governor of the state.

    The Nation gathered that reading the governor’s body language and some developments within the party, Shittu, who had earlier showed great optimism that he will emerge as the APC governorship flagbearer in the state, became worried about the possibility of his chances and decided to seek help from the national leadership of the party and the presidency.

    “If they are angry that he petitioned the President and the leadership of the party, what were they expecting him to do when it is obvious that he cannot get a level playing ground here in Oyo? When the Governor and the party leadership here are daily plotting on how to impose a candidate on the party. Should he have kept quiet or take to the streets and start fighting? These are the questions we are asking Ajimobi,” a supporter of the Minister said.

    But a party leader who sought anonymity because he has not been instructed to speak on the matter, explained that the whole crisis is a continuation of the age-long rivalry between the two politicians. According to the Ogbomosho-born politician, it is an open secret within the party that Ajimobi will never support Shittu’s aspiration to succeed him as the next governor of the state.

    “The crisis is not caused by anything but the mutual distrust they both have for each other. The governor will never back Shittu’s aspiration. The Minister, who was hoping things will change between them, is now cock-sure that Ajimobi will not work for him. So, it is the fear of one another that is at the root of the crisis. They have been like this for years. Their rivalry didn’t start today.

    “Don’t forget that Shittu contested the governorship seat against Ajimobi in 2011 on the platform of the defunct CPC and lost. He even went to the tribunal and also lost. They were brought together by the idea of a mega party, the APC in 2014. They resumed hostilities during the state congress of the APC. That was why Shittu refused to campaign for the re-election of the governor, but rather chose to campaign for the then presidential candidate of the party, General Muhammadu Buhari,” the source claimed.

    The Federal Government of Nigeria has commended MTN Nigeria on its impressive contributions to the Gross Domestic Product (GDP) since its inception in 2004.

    Speaking during his working visit to the Head Office of MTN Nigeria on Monday, the Honourable Minister for Communication, Barrister Adebayo Shittu, said that the federal government will do everything possible to encourage and develop innovative ideas from MTN Nigeria and indeed other telecommunication companies in the country.

    “As a matter of fact, as a person, I consider MTN as first and foremost a Nigerian company. Nigerian company in the sense that it is a company registered in Nigeria like any other company. In fact, the government appreciates the contributions MTN Nigeria is making to the Gross Domestic Product (GDP), generating employment and putting smiles on the faces of Nigerians,” Shittu said.

    Speaking on the level of investment by MTN Nigeria, the Minister said: “MTN has made a lot of strides, pioneering efforts if I may say in regards to investment and in liberating Nigerians. As it were, time was when if you have to phone a relation, you will go to NITEL, queue up and pay through your nose for a minute or two. But with the coming of MTN and GSM, things have been wonderful.

    “There is no doubt over the last couple of months that we have had issues; those issues are normal in relationships like this. I want to assure you that the Nigerian government has nothing personal against MTN” while reassuring earlier that “my motivation for visiting companies is to do everything I can to give motivation and encouragement to companies operating in Nigeria.”

    It would be recalled that MTN Nigeria recently paid a sum N50billion to the Nigeria government in good faith with regards to the fine on the company by NCC. The company upon payment of the amount reiterated its commitment to the Nigeria government and assured of conducting its business within the parameters of the laws and regulations guiding its operations.

    The Company also reiterated its commitment to national security and human capital development as it places an unquantifiable premium on lives of Nigerians with its reinvigorated effort at complying with the SIM registration exercise.

    Stressing the value MTN has contributed, the Minister said: “I believe that MTN appreciates the fact that Nigerians love MTN. More than half of people who patronize GSM operations in Nigeria are your customers and I think that is an appreciation which must be acknowledged.”

    However, the Minister has promised to work in tandem with MTN Nigeria and other telecommunication companies in Nigeria to address challenges faced in the industry.

    “Am aware of deficiencies in broadband and some of the challenges you have mentioned. I want to assure you that we will do our best to collaborate with you to identify those things you can do very quickly and take all the needed steps to remedy the situation,” the Minister assured.
