  • CSM: Bauchi, Adamawa, Borno intensify surveillance, say no case recorded yet

    Chairman, Bauchi State Healthcare Development Agency, Mr Adamu Gamawa said although there were no cases of Cerebro-Spinal Meningits (CMS) in the state, surveillance had been intensified across all the 20 Local Government Areas.

    He told the News Agency of Nigeria (NAN) in Bauchi on Wednesday that all relevant vaccines were available to tackle any case that might be recorded.

    “The state has no single case so far but we have intensified surveillance and have procured, all vaccines needed to t the menace in case we record any in future,” he said.

    He called on members of the public to ensure proper and adequate ventilation, imbibe the habit of hand washing, as well as maintain personnal and environmental hygiene.

    Similarly, the National Orientation Agency (NOA) Bauchi state, has embarked on sensitization of communities against the disease, Director of the agency in the state, Malam Nuru Kobi, said on Tuesday.

    “There is need for community leaders to be on their toes, sensitizing members of the public on CMS, especially the need to ensure adequate ventilation.

    “People should stop spitting any how without burying it with sand because the disease can be contacted as well,” he said.

    Also in Adamawa, Dr. Bapatel Pariya, Director, Public Health, State  Ministry of Health, told NAN that so far, no case had been recorded in the state.
    Pariya said that initially, there were eight suspected cases but were confirmed to be negative after laboratory test at the Federal Medical Centre, Yola.

    On the prevention, control and management measures, he said presently, there were over 21 Quick Response teams stationed across the 21 local government areas of the state, in case of any outbreak.

    On its part, Borno State Government said it had set aside, 200,000 doses of vaccine for treatment of CSM in case of any outbreak during the hot season.
    State Commissioner for Health, Dr Harana Mishelia, told newsmen in Maiduguri that residents had been already been immunized for protection against disease.

    “From 2012 to 2014, the whole state was covered with a special type of meningitis vaccine which effect lasts for 10yrs.

    “However, we have over 200,000 doses in our stores to respond to any outbreak; the doses will serve as a fall-back should there be pockets of cases ” he said.
     

  • Ganjuwa council to clear 5,000 hectares of land for farmers – Chairman

    Dr Alqasim Ibrahim, Chairman, Ganjuwa Local Government Area of Bauchi State, on Friday said that the council planned to clear 5,000 hectares of land for distribution to farmers in the area for the 2017 rainy season.

    Ibrahim told the News Agency of Nigeria (NAN) that the effort signified the council’s commitment to boost farming.

    He also said that the council would also supply farmers with fertiliser, insecticides, pesticides and seedlings on Private Public Partnership (PPP) basis, with Madaki Agro Allied Company.

    “Madaki Agro Allied Company will purchase the products after harvesting.

    “The council, through PPP, will provide all agricultural inputs during the 2017 rainy and dry season farming.

    “We intend to replicate the Federal Government’s Anchor Borrower Programme to boost farming and ensure food security in the area and the state at large.

    “We got a private investor from Abuja and we have commenced visitation of prospect areas.

    “The council will give out the land and ensure adequate registration of farmers with other necessary logistics to support the team during the period,’’ he said.

    According to the council chief, farmers who will participate in the programme will be given soft loans by Madaki Agro Allied Company and will bay back after harvest.

    Ibrahim further said a Memorandum of Understanding, (MoU) would soon be signed with the Agro Allied Company to kick-start preparations for the programme.

     

  • Bauchi: Governor’s aide resigns over ‘unfriendly working environment’

    The Special Adviser to Bauchi State Governor on Investment, Alhaji Samaila Sanusi, said on Wednesday that he had resigned his appointment due to ‘unfriendly working environment’ .

    Sanusi, who announced his resignation in Bauchi while briefing newsmen, said he had submitted his letter to the governor, through the office of Secretary to State Government.

    “I planned to resign since the day you challenged us to continue being in service or quit at the beginning of the executive council meeting, held on Wednesday, Feb. 1, 2017.

    “After several consultations with my supporters, I felt it was time for me to go.

    “As you are aware, our government came into being through popular votes of the overwhelming majority of the good people of Bauchi State.

    “There is very high expectation of dividends of democracy from us by the electorate, this calls for deployment of  wealth of knowledge and professional experience into play towards meeting the legitimate yearnings and aspiration of our people,’’ he wrote in his letter.

    He said all avenues to hold talks with the state governor on official issues and development, proved abortive.

    He however thanked the governor for giving him the opportunity to serve in the present administration.

    Efforts by NAN to reach the Senior Special Assistant to the Governor on Media and Communication, Alhaji Sabo Mohammed, through telephone, for his comment, were futile as he did not pick the call.

    On his side, Press Secretary to the Governor, Malam Abubakar Sufi, when contacted for comments, told NAN that he was not aware of the development.

    He however said that political appointments had been spread to ensure equal representation as part of dividends of democracy.

    NAN reports that the Special Adviser on Investment was appointed on Feb. 15, 2016, and today marks exactly one year of his stay in office.

     

  • Troops arrest ex-police inspector over arms possession

    Troops on clearance operation of suspected cattle rustlers have arrested ex-Police Inspector, Odigba Elias and one Abduwahab Adamu for possession of arms in Ningi Local Government Area of Bauchi State.

    Brig.-Gen. Sani Usman, the Director Army Public Relations, announced the arrest while giving update on troops deployed on Operation Lafiya Dole and other internal security operations in the North East and North West.

    Usman said that the troops were intensifying patrols and raids of suspected areas where Boko Haram terrorists, cattle rustlers and other criminals were hiding.

    He explained that one single barrel gun, four cartridges, 11 empty cartridges, gun powder, one leg chain, one motorcycle and one cutting machine were recovered from the two suspects.

    Usman said that the suspects were arrested at Married Officers Quarters in Shadawanka Barracks, adding “both suspects are being interrogated.’’

    Usman said troops of the 7 Division Gun Boat Company also recovered 1, 000 cows following distress call by herdsmen at Aramari village, near Konduga in Borno that terrorists were rustling their cattle.

    The army spokesman said the troops also rescued two persons held captive by the terrorists, who fled on sighting the troops.

    On clearance of terrorists, Usman said troops of 232 Battalion of 23 Brigade were intensifying patrol of Gombi, Guriki and Bobini towns in Adamawa to prevent Boko Haram terrorists’ infiltration from Borno.

    “Similarly, troops deployed in Garkida have continued to maintain blocking positions through patrols toward Jau general area to fix any fleeing Boko Haram terrorists.

    “Other units under the Brigade have also conducted patrol to Wurolade village to prevent the terrorists’ infiltration through our border with Republic of Cameroon,’’ he said.

    Usman said those deployed to Hong had intensified patrol at Mararraba Pella, Kalla and Shangui, as well as Hong- Garaha road.

    According to him, troops of 301 Artillery Regiment and 231 Battalions have intensified patrols in southern parts of Borno and Gombe to destroy fleeing Boko Haram terrorists from Ajigin and Talala axis.

    “The troops of 251 Battalion, 7 Division Garrison deployed at Ummarari yesterday ,Sunday while on routine patrol discovered two wrapped suicide bomb vests possibly kept there for pick up in the bush.

    “The troops called the Nigeria Police explosive ordnance team which safely detonated the vests,’’ he said.

    From Borno West, Usman said troops of 145 Task Force Battalion of 5 Task Force Brigade arrested a suspected terrorist, Auta Abdullahi as he attempted to enter Damasak from Niger Republic.

    “Although, the suspect claimed to be herbs dealer, preliminary investigation has confirmed his membership of the Boko Haram terrorists group. Nevertheless, he is being further interrogated.

    “Some elements of the Brigade while advancing to clear an object encountered an Improvised Explosive Device (IED) at Duoma near Damasak. The fragment of the IED damaged the door of one of the Armoured Personnel Carrier.

    “Further investigation confirmed that the IED was made of comportments of Acetylene Gas Cylinder and Pressure Plate Switch,’’ he said.

    Continuing on the update, Usman said that on Saturday night, two female suicide bombers attempted to enter Maiduguri through Ummarari.

    “One of them was shot by a soldier, while the second panicked and detonated the suicide vest strapped to her body. There was no casualty beyond the two suicide bombers,’’ he said.

    Bauchi approves death sentence for kidnapping

    Kidnapping in Bauchi State is now punishable with death or life imprisonment as Gov. Mohammed Abdullahi signed into law a bill in that direction.

    The state Attorney-General and Commissioner for Justice, Mr. Ibrahim Umar, made this known on Tuesday while briefing newsmen in Bauchi.

    He said that Abdullahi also assented to bills on fisheries and accidents.

    Umar said that the governor assented to the bills on Monday.

    “Whoever is guilty of the offence of kidnapping shall be punished with life imprisonment.

    “If the victim dies as a result of the kidnapping, the offender shall be punished with death.

    According to Umar, whoever seizes, confines, tricks, abducts or carries away anybody and holds to ransom or otherwise with or without a weapon, commits the offence of kidnapping.

    Umar said that the state government also signed into law a bill for provision of free emergency treatment to accident victims within 24 hours of occurrence.

    He said that the government would provide for each public hospitals, an accident and emergency unit, intensive care unit and a blood bank equipped with personnel and effective communication gadgets.

    “The law stated that the state government shall provide funds and logistics for joint patrol of the hospital management board and Federal Road Safety Corps for rescuing accident victims in the three senatorial districts of the state.

    “Any government hospital that fails to accept an accident victim shall have its officers on duty that day punished according to civil service rules, including reduction in rank,” he said.

    He said that the law applied to all accidents including domestic fire, industrial fire, plane crash, flood disaster, snake bite, dog bite, rainstorm, bomb blasts and gunshot.

    The attorney-general also said that the governor assented to the state Fisheries and other Related Matters Bill.

    According to him, the law is to regulate fisheries in order to promote a healthy lifestyle and ensure that fishes would be free from contamination.

    It can be recalled that Lagos State has also approved death sentence for kidnapping.

    Gov. Akinwunmi Ambode on Feb. 1, assented to the state’s Kidnaping Prohibition Bill, 2016, which provides for death penalty for kidnappers whose victims will die in their custody, and life imprisonment for the act of kidnapping.

    Why north can’t produce another CJN, by NBA VP

    Second Vice President of the Nigerian Bar Association (NBA) Mr. Monday Ubani has warned President Muhammadu Buhari of the danger of appointing the next Chief Justice of Nigeria (CJN) from the northern part of the country.

    This, he said, could further alienate Justices of the Supreme Court (JSC) of southern origin.

    Ubani, who spoke Monday during the newspaper headlines analysis show of Radio Continental FM, Lagos, observed that the CJN had been appointed from the north for 29 years consecutively and that the next in rank to Onnoghen is Justice Ibrahim Tanko Muhammad from Bauchi State.

    Last November 10, Buhari named Justice Walter Onnoghen, who is the most senior JSC, as acting CJN following the retirement of Justice Mahmud Mohammed at the statutory age of 70.

    This followed Onnoghen’s recommendation for the post by the National Judicial Council (NJC).

    However, the president has not forwarded Onnoghen’s name to the National Assembly for confirmation as required by the constitution, meaning his three-month tenure expires on February 10.

    Ubani urged Buhari to confirm Onnoghen, 66, as, according to him, the president had not complained that the jurist was unqualified.

    He said: “For 29 years, the CJN emerged from a particular region. It was all on merit, nobody had an issue with it.

    “It eventually came to the point of a southerner producing the CJN and for the first time you now put him in an incapacity that raises eyebrows. Why? After the National Judicial Council has even gone ahead and cleared him and all that.

    “Mr President, send his name to the Senate for confirmation or ratification and you said no. Okay, now, nobody has heard any reason why his name has not been sent. So, the next thing we’ll hear when his time expires is for you now to go and say, ‘Oh! There is a reason why this man, (was not confirmed) and you’ll now go ahead and put a northerner again. How do you think people from other regions will feel?

    “No matter how right you are, and I agree with the issue of merit, but how do you now think that only one region will always be on merit, is more qualified than every other person when you have others also who are there? I want you all to think. Onnoghen met all the criteria, in fact he passed a rigorous process more than any other CJN.”

    The former chairman of the Ikeja NBA said Buhari’s appointment of the CJN should follow the federal character principle and the southerner so appointed should be selected on merit, otherwise feathers would be ruffled.

    He said: “No matter how altruistic his intentions are, meanings will be read and I’ll tell you this, collateral damage would have been done to his presidency, even for the next two or three years remaining and then for his next aspiration to be the president of this country.

    “Please let him not cause collateral damage to himself and also to the northerners. We love this country and want it to be united.”

    Bauchi governor presents 2017 budget to Assembly

    The 2017 budget proposal of N145.45 billion was on Wednesday presented to the State House of Assembly by the Bauchi State governor, Alhaji Mohammed Abubakar.

    Christened “Budget of Sustainable Development”, the estimate is made up of recurrent expenditure of N58.85 billion and capital expenditure of N86.60 billion.

    He said about 60 percent of the expected revenue would be expended on capital projects as the government intended fast-tracking its efforts in providing infrastructure to the people of the state in the coming year.

    He said other areas to be given priority in the incoming year included Health, Agriculture, Education and Water Supply sectors as well as Youth and Women Empowerment.

    Abubakar explained that considering the current national and global economic recession, transparency and accountability would be enforced in all fiscal transactions.

    He recounted the economic challenges faced in the previous years that forced the government into taking measures such as reducing the number of ministries, verification of civil servants and the placing of an embargo on employment, among others.

    According to him, the government will continue to introduce policies that will help boost internally-generated revenue and also cut the cost of administration.

    “In spite of the challenges, we are determined to move the state forward,” he assured and called on the people of the state to contribute their quota towards achieving the set goal.

    The governor also urged the State Assembly to expedite action on the passage of the budget to enable its implementation to commence in earnest.

    Bauchi Govt to train 900 women on new trades

    Bauchi State is to train 900 women across the 20 local government areas in new trades to make them self reliant.

     

    Hajiya Asabe HAmma, the Commissioner for Women Affairs in the State, disclosed this on Wednesday in an interview with the News Agency of Nigeria (NAN) in Bauchi.

     

    According to her, the training would be in new “marketable trades” that would require small amounts as capital.

     

    She said that the number of participants would be based on the size and population of each local government.

     

    Hamma said that women development officers at the local government levels would be charged with the responsibility of selecting those to be trained.

     

    “The ministry will train 900 women in new trades different from the ones we have been training our women in.

     

    “This will provide them with the opportunity to meet up in other trades that are marketable with small amount of capital.

     

    “The trades includes duvet and bed sheet making, poultry, animal fattening, pestering/ catering as well as beautification and make up business,’’ she said.

     

    Hamma said that the training would be conducted in 11 centers across the state.
