  • Bauchi legislators’impunity

    The despicable impunity of the male members of the Bauchi State House of Assembly survived for nearly 12 months, before the court could intervene. On June 7, 2012, that house of lawless men shamelessly conspired to suspend Mrs Rifkatu Danna, representing Bogoro Constituency, simply because she had the audacity to educate her colleagues on the basic provisions of the 1999 constitution, on whose authority they were elected.

    Mrs Danna had told the ignorant men that the House lacks the authority to single handedly amend the constitution of the country. Befuddling in their ignorance, the legislators blackmailed their only apparently female Honourable member to apologise for her temerity, and there after suspending her.

    Probably, the only qualitatively educated member of the state House of Assembly, Hon Danna, was suspended by her colleagues and ordered to apologise for publicly criticising the decision of the House to relocate the Headquarters of Bogoro Local Government from Tafawa Balewa to Bununu.

    She had correctly argued that the headquarters of a local government is listed in the schedule to the constitution, and as such is a provision of the constitution.

    She had also succinctly informed the ignorant men, that to change the headquarters amounts to amending the constitution; and that the Bauchi State House of Assembly lacks the power, to do so. Instead of thanking her, they fired her.

    Now, Mrs Danna is reportedly the only female member of the Bauchi House of Assembly and the only Christian too. Again, Tafewa Balewa the current host of the local council is predominantly Christians, while Bununu is predominantly populated by Muslims. The report is that these reasons were the driving force for the Assembly’s unwholesome attack on the constitution; as they conspired to unlawfully relocate the council headquarters. In their desperation, the all-male members did not spare a thought for gender sensitivity or our country’s secularism as they moved against their only female and Christian member, despite that she is a classical example of a minority. By their discrimination, the legislators also offended the provisions of Section 42 of the constitution, which provides that nobody should be discriminated against based on her sex, religion or place of birth.

    Thankfully last week, the state Chief Judge, Justice Ibrahim Zango, restored Hon. Zanna to her legislative duties. The Judge described the action of the Assembly as mere arbitrary show of power, which had infringed on the fundamental human rights of the plaintiff. The learned Chief Judge also directed the House to pay the lawmaker all her salaries and entitlements which accumulated during her unlawful suspension. The court, however, rejected her claims for damages. I will graciously add that the court and Zanna’s lawyers should be on standby to send the members of the House to the goal, for contempt, if they refuse to obey the orders of the court, or take any kind of steps to ridicule the clear orders made by the court.

    Unfortunately, the court was not persuaded to sanction the lawless men, who by their illegal conducts had undermined our constitution for nearly one year, until the intervention by the court. It is my wish that the High Court had been persuaded to show radical activism, by going ahead to order exemplary damages to be paid personally by the lawbreakers amounting to their one year total emoluments to Mrs Danna; to discourage similar rascality elsewhere. The experience of the Bauchi lawmaker should also precipitate a national discuss on the desirability of legislative houses suspending their members, as a legislative privilege, as against a constitutional question.

    It will be recalled that the National Assembly has on a few occasions suspended their members, especially when such members show courage against the leadership of the House. So, it can be argued that the Bauchi House merely aped their colleagues at the national level. The implication across the country are that we have Houses of Assembly and a National Assembly that is oppressive of any in-house dissent, forgetting that opposition is a fundamental necessity for a sustainable democracy. I can wager that the fear of being ostracised by other colleagues may be one reason why none of the members of the national assembly, has risen against the unlawful and unconstitutional enrichment of members, through dubious allowances.

     

    Condolence to Sen. Ben Ndi Obi

     

    I met Ojeligbo High Chief Senator (Dr.) Ben Ndi Obi, at the arrival hall of the Nnamdi Azikiwe International Airport, Abuja, barely one week after the death of his amiable wife, Deaconess (Chief) Mrs Collette Ojirhomu Ben-Obi, on the April 14, 2013.

    As I warmed up to the Oku-Uzu-Nagbaze-Igwe-Awka, our discussion centered on the preparations for the burial of Professor Chinua Achebe, without the High Chief betraying any personal emotions. True to his name, Ojeligbo was more concerned about the loss by Nigeria and Ndigbo, than his personal loss. Without any inkling about his personal loss, I was also generally interested in his political disposition as one of the foremost Nigeria’s politicians.

    So, I was shocked when a few hours later, the Senator’s special assistant informed me, that the Senator was mourning his wife, having lost her a few days earlier. This week marks her final burial rites. Here is wishing the distinguished Senator and their children, God’s grace and the fortitude, to bear the irreparable loss. As Deaconess Ben-Obi, (nee Ejumudo) is buried next Friday, here is wishing her a blissful night rest in the bosom of the Lord.

     

  • Bauchi Assembly to reinstate woman lawmaker

    Bauchi High Court, presided over by the Chief Judge, Justice Ibrahim Zango, yesterday set aside the indefinite suspension slammed on a member of the House of Assembly, Mrs Rifkatu Samson Danna, representing Bogoro Constituency.

    The court also ordered the Assembly to reinstate and pay her salaries and other lawful entitlements from the day of her suspension till date.

    The only woman lawmaker in the House was given an indefinite suspension on June 1, last year.

    The court, however, refused to grant her the N30 million general damages she claimed to have suffered from the purported indefinite suspension.

    Justice Zango said: “For the interest of peace in the House, there is no claim. Besides, the plaintiff has not proved that she suffered embarrassment and damages.”

    In the 150-minute judgment delivered in a crowded court, Justice Zango said the indefinite suspension of the lawmaker was illegal, unconstitutional and beyond the powers of the House.

    He upheld the submission of Mr. Femi Falana (SAN), counsel to the lawmaker, that the House has no power to suspend its member for more than 14 legislative sitting days as contained in the House Rules of Proceedings. He said anything more than that is a violation.

    Mrs Danna was suspended over her comment on the floor of the House on the relocation of Tafawa Balewa Local Government headquarters to Bununu village.

    She had told her colleagues that “the relocation of Tafawa Balewa Local Government Council headquarters to Bununu is a breach of the 1999 Constitution of Nigeria, as amended, and it is the responsibility of the National Assembly”.

  • Bauchi Assembly orders govt to pay teachers’ salary

    SITTING for the first time since its resumption from a 40-day recess, the Bauchi State House of Assembly yesterday directed the state government to pay, within 14 days, the outstanding five months’ salary of primary school teachers in the state.

    The lawmakers conveyed the order to the government through the Commissioner for Education, Ibrahim Mohammed Aminu.

    They asked the Head of Civil Service, Mr Abdon Dalla Gin; the Chairman, State Universal Basic Education Boar (SUBEB), Abdullahi Dabo; the Chairman, Teachers’ Service Commission; the Chairman, Teachers’ Screening Committee and state Coordinator of the National Teachers’ Institute (NTI), to appear before them on the floor of the House.

    Enyimba target away win in Bauchi

    Enyimba International of Aba’s coach, Paul Aigbogun has tasked the People’s Elephant players to claim all points in Bauchi at the expense of Wikki Tourists to show their resurgence in the Nigeria Professional Football League (NPFL) this season after some uninspiring results at the beginning of the season.

    The Aba Millionaires inflicted another heavy defeat on league reigning champions, Kano Pillars last Sunday at Aba and coach Aigbogun in a post-match press conference disclosed that a road win against Wikki would confirm that Enyimba are steadily rising on the league log.

    The former Warri Wolves and FC Cape Town of South Africa gaffer noted that Enyimba before now found goal-scoring difficult, but that their impressive display against Pillars has brought back the never-say-die People’s Elephant’s spirit. He stressed that the only way to sustain that momentum is to go to Bauchi and brave the odds to get a win.

    “The players were awesome against Pillars. They did what the coaches instructed them. We could have easily won by as many as five goals to nothing against the league defending champions. It showed that we are gradually regaining our confidence and in no time we shall get back to where we belong.

    “We do not want the win over Pillars to get into the heads of the boys. We must not lower our guard at all. We want them to go to Bauchi with a desire to win the three points at stake to show we are back to reclaim what is ours,” coach Aigbogun expressed.

    Enyimba are 8th on the log with 16 points from 11 games and are up against Wikki who are courting relegation with only 11 points from the same encounters in 19th position.

  • Bauchi councils to have due process law

    The Bauchi State Ministry of Local Government and Chieftaincy Affairs, in collaboration with a Kaduna-based consulting firm, Crystal Associates Nigeria Limited, has organised a three-day workshop for local government top officials in Bauchi.

    The workshop, with the theme: Managing the Economy of Local Government at Grassroots Level, was to ensure improved service delivery and productivity at the grassroots.

    Participants at the workshop, which held at Zaranda Hotel, Bauchi, included local government caretaker chairmen, heads of administration, council secretaries and local government internal auditors.

    Bauchi State Governor Isa Yuguda, who was represented by the Head of Civil Service, Mr. Abdon Dalla Gin, explained that the workshop was to improve capacity-building and resources development and management in the state.

    The governor said the government’s interest in capacity-building at the local government level was to fast-track actions on the public procurement and physical responsibilities.

  • Jonathan approves N5.7bn for victims of 2011 post-election violence

    President Goodluck  Jonathan has approved the release of a total sum of N5,747,694,780.00 to nine states of the federation for direct disbursement to those who suffered losses of properties, means of livelihood and places of worship in the post election violence of 2011.

    Special Adviser (Media) to the President, Dr Reuben Abati said in a statement that the approval was based on the submission of the Sheik Ahmed Lemu’s panel and its adoption by the Federal Executive Council.

    Following the post election violence and civil disturbances in some states after the April 2011 elections, President Jonathan set up a Panel of Enquiry headed by Sheik Ahmed Lemu to among other things, identify the spread and extent of losses suffered across the country.

     The Federal Ministry of Lands and Housing was later  mandated to assess the reported losses and damage to properties in all affected states.

    Consequently, President Jonathan has approved the release of funds to nine of the 14 affected states as follows:

    1.      Bauchi                 –        N1,574,879,000.00

    2.    Sokoto                 –        N55,888,506.00

    3.    Zamfara               –        N93,253,485.00

    4.    Niger                    –        N433,375,875.00

    5.     Jigawa                 –        N208,667,634.00

    6.    Katsina                –        N1,973,209,440.00

    7.     Kano                    –        N944,827,000.00

    8.    Adamawa            –        N420,089,840.00

    9.    Akwa Ibom          –        N43,504,000.00

    Total                –        N5,747,694,780.00

    President Jonathan has also directed that an Implementation Committee for the disbursement of the funds to beneficiaries in  the nine states be constituted as follows:

    1.      Executive Governor  or Deputy Governor        –        Chairman

    2.    Representative of State Government                –        Member

    3.    Secretary of the Sheik Lemu Panel                   –        Member

    4.    Representative of the OSGF                              –        Member

    5.     Representative of the FMLH&UD                    –        Member

    Inspection and assessment of damages and losses suffered are yet to be carried out in Borno, Yobe, Gombe, Kaduna and Nasarawa states as modalities and further instructions for the exercise are still being expected from the state governments.

    Funds to cover the losses sustained by victims of the post election violence in theses five states will be approved and released at the conclusion of the assessment exercise.

    NDLEA nabs fake police officer with cannabis

    The National Drug Law Enforcement Agency (NDLEA) in Bauchi has arrested one Augustine Odogwu, 45, for allegedly being in possession of 108 kilogrammes of cannabis sativa, popularly called India hemp.

    This is contained in a statement signed by the state Commander, Mr Julius Parah, in Bauchi on Monday.

    Parah said that Odogwu was arrested on March 18 in possession of the weeds that was concealed inside the boot of his car.

    He said the suspect disguised himself as a police superintendent with an Identification number 1084 and was able to beat security checkpoints from Abbi in Delta to Bauchi.

    “What makes this arrest spectacular is the fact that the suspect disguised himself as Superintendent of Police.

    “He, indeed, conspicuously displayed a superintendent rank and uniform and a police ID card number 1084 to match,” he said.

    The commander added that preliminary investigation revealed that the Delta born suspect, who resides in Ondo State, was dismissed as a police sergeant in 1993.

    In a related development, one Mohammed Maiunguwa, 41, was also arrested with nine kilogrammes of cannabis sativa in Dako village of Misau Local Government Area.

    The commander said that 194.23 kilogrammes of cannabis sativa was seized by the command in the first quarter of 2013.

    He said that the seizure was done from 56 suspects among them one Turaki Mustapha, from Misau town, who was engaged in the sales of drugs for many years.

    However, Odogwu expressed regrets over the act and begged for forgiveness from his family, church and all the people close to him for disappointing them.

    Odogwu said that this would be the last time he would be involved in drug trafficking, adding that he was in the trade to make ends meet.

  • Govt sinks 200 boreholes in Bauchi

    The Bauchi State government sank 200 boreholes last year to boost water supply in Bauchi Metropolis, Governor Isa Yuguda, has said.

    Yuguda disclosed this in Narbodo in Toro Local Government Area, while commenting on the request by the community for potable water.

    Yuguda said that in spite of the effort, residents of the metropolis were still facing shortage of the commodity because the capacity of the Gubi Dam treatment plant was not big enough to meet their needs.

    He said that recent survey conducted by the government revealed that the metropolis needed 120 million gallons of water daily.

    The governor said his administration had spoken with the Federal Government on the need to construct another treatment plant at Gubi Dam that would supply an additional 50 million gallons of water daily to the residents.

    Meanwhile, Yuguda said the state government had concluded plans to provide herdsmen in the 20 local government areas of the state with motorised boreholes to supply water for human and animal consumption.

     

  • Bauchi needs N50bn to provide water

    Bauchi State Government needs about N50 billion to adequately provide water for residents of Bauchi, the state capital and its environs, its Commissioner for Water Resources, Hon. Sani Mohammed Burra, announced yesterday.

    The state government also appealed to the residents to exercise patience over the water shortage in the state, particularly those in Bauchi metropolis and its environs, “as the government is concerned about the unfortunate situation”.

    Burra, who addressed a press conference at the Nigeria Union of Journalists (NUJ) Secretariat, with Engr. Mohammed Damina, the state Commissioner for Information, assured that the Isa Yuguda-led administration was working round the clock to address the problem of water scarcity and ensure adequate water supply in the interest of the people.

    He attributed what is being described as acute shortage of water in most parts of the state capital to the rusty nature of pipes whose life-span had expired, adding that some of the pipes had worn out.

    The commissioner, however, revealed that ”the state government has purchased new pipes that would help pump adequate water into the metropolis and a new system of reticulation is being designed, besides arrangement with the Power Holding Company of Nigeria (PHCN) for the supply of adequate power to improve water supply to the Water Works in the state.

    According to Burra, Yuguda had already approved the purchase of additional diesel and other lubricants to ensure that the generators pump enough water to the over-head tanks for domestic consumption.

    Besides the old age of the equipment including pipes, Burra noted that the recent increase in the state capital’s population and its environs had further increased water consumption.

    As a panacea to the current shortage and long term planning, engineers are undertaking a comprehensive study of communities within and outside the state capital to access water demands and to fix faulty pipes for improved water supply.
