    Ripples in Bayelsa over N13b foreign loan

    There are ripples in Bayelsa State over an approval granted Governor Seriake Dickson by the House of Assembly to obtain N13 billion (60million Euros) loan from Poland.

    The loan, it was learnt, was tied to the building of the proposed Maritime Academy located at Okpoama, Brass Island, in Brass Local Government.

    But opposition groups described the move as deceptive and a contrast to the initial position of the governor on loans.

    They said the development had raised doubts about the N28 billion the governor claimed his administration had saved in a dedicated account.

    The House of Assembly, led by the Speaker, Mr. Kombowei Benson, last week resumed from a long recess and approved the loan application from Governor Dickson.

    The lawmakers said the loan from Poland was in line with the provisions of the Bayelsa State Fiscal Responsibility Law.

    Bayelsa is one of the most indebted states with a chunk of the debts allegedly owed by the administration of former Governor Timipre Sylva.

    But the Assembly, while considering the foreign loan application, insisted that it followed due process and was in harmony with global best practice.

    Deputy Speaker Mr. Victor Ateki was said to have raised the motion in an emergency session and said the loan would enable the government to fast-track development in the maritime sector.

    The Civil Liberties Organisation (CLO), led by Chief Nengi James, said it was unfortunate that the legislators convened an emergency session to discuss such a matter.

    The Kawu Baraje-led New People’s Democratic Party (PDP) in the state described the decision of the governor to go for a foreign loan in a heavily-indebted state as criminal and wrong.

    Also, the National Coordinator, New Coalition for Good Governance, Chief Richard Kpodo, accused the present administration of deceit.

    Kpodo, who doubles as the chairman of new PDP, said: “In the last two years of the present administration, over N400 billion has accrued to the state in terms of allocations and finances out of which the Dickson administration claimed to have saved N28 billion.

    “If you have such savings, why would you need a loan? We thought we have passed the era of bank loans in the state. The issue of a loan deal will only serve to enslave the people of Bayelsa and draw us further down the abyss of underdevelopment.

    “We urge the House of Assembly not to serve as an appendage to the wicked loan deal. Although it is the decision of any administration to source funding on needed development, the decision to secure a foreign loan is wicked and an act of deceit by the present administration.”

    But the governor replied the opposition and described loans as a tool for development.

    Dickson, who spoke through his Senior Special Assistant on Civil Society, Mr. Tony Ile, said the facility was being processed to facilitate the ongoing project execution in the state.

    He said the development should not be misunderstood and judged against the backdrop of similar facilities obtained by past administrations without justifying their usage.

    Said he: “The governor has serviced the debts owed by the state to a reasonable level that he could seek facilities to develop the state. The developed states are run by loans.”

    “The big question should be whether the government will use the money for the purpose it was collected.   • Police, NSCDC deploy 1,100 operatives in Bayelsa

    Security has been heightened in Bayelsa, the state of President Goodluck Jonathan to ensure a hitch-free 53rd Independence Day celebration today.

    It was learnt that security operatives had been placed on red alert to forestall any breach of the peace especially in view of the threat by the Movement for Emancipation of Niger Delta (MEND).

    MEND had in September threatened to attack oil installations by October 1.

    The militant group had called on the oil giant, Chevron, to evacuate its Tank Farm in Escravos, which it claimed was one of its targets for the attacks.

    But sources from the JTF said major waterways and creeks in the region especially the ones located in Bayelsa State had been secured.

    There were fears that attacks might be sponsored in the state to embarrass the President.

    While JTF and the Central Naval Command of the Nigerian Navy were said to have deployed gunboats in the sea and creeks, the police including the state security outfit, Operation Doo-Akpo and the Ngerian Security and Civil Defence (NSCDC) were said to have secured the land.

    JTF’s Media Coordinator, JTF, Lt. Col. Onyema Nwachukwu, said JTF’s troops had been put on red alert.

    “We have put our men on red alert to dominate the waterways. You know we don’t take things for granted”, he said.

     

     

     

     

     

  • Bayelsa community in disarray over kingship tussle

    Fear has enveloped Agrisaba, a rural community in Nembe Local Government Area, Bayelsa State, after the September 13 violence that erupted in the area.

    Thugs invaded a meeting organised by the community’s council of chiefs and in what many people described as desecration of tradition, descended on the traditional rulers with blows, horse whips and other weapons. They created panic in the community.

    Desperate to save their lives, the community’s Regent, Chief Sampson Awudulu and other chiefs abandoned the assembly and ran to different directions for safety. While some ran to Yenagoa, others fled to Port Harcourt in Rivers State and the Federal Capital Territory, Abuja.

    In fact, there is no doubt that things have fallen apart in a fishing and farming Agrisaba, which is under the Mini-Ikensi Rural Development Authority. Some persons have traced the trouble in the community to crude oil.

    They argued that before crude oil was struck in commercial quantity in the community by the Nigerian Agip Oil Company, the area which was administered by a king and his council of chiefs was known for its peace and quietness.

    Nothing was known about its kingship and political transition. No outsider including the state government was interested in the affairs of the community.

    But, oil and its gains have changed the story of Agrisaba. The once peaceful community had gradually descended to chaos. The kingship stool has surprisingly become a cash cow. All eyes are now on the stool and the government appears to have developed much interest in the leadership of the community.

    The recent lingering controversies started with the emergence of a new king in the community. After many months of politicking and maneuvering that allegedly bore the stamp of the office of the deputy governor of he state, one Means Samuel Walter was declared the king of the community.

    But the Agrisaba Council of Chiefs, a body with constitutional powers of a kingmaker, disagreed with the process that enthroned Walter. They believe that like a house with a weak foundation, Walter’s rule will not stand the test of time. The opposing chiefs will not address Walter as their king.

    Initially, 15 out of the 18 members of the council including Awudulu, have maintained that the king was imposed on the community by the state government. They claimed that the promoters of the new king abandoned the community’s tradition and constitution to foist their preferred candidate on the rural people.

    Shortly after he was crowned the king, Walter asked the unhappy chiefs to take their case to the court insisting that he emerged through the laid down procedure and tradition.

    But, aggrieved chiefs had through many documents and letters, including litigation tried in vain to stop the election. They have not relented even after Walter was crowned a king. They are still fighting a cause they believe in. In fact, they had gone back to the court. On September 13, they met in the community.

    Awudulu told Niger Delta Report why they decided to meet despite the tension in the community. He said: “The constitution and tradition required the holding of meeting quarterly by members in the community.”

    But, he claimed that they scheduled the meeting after notifying the police and the Joint Task Force (JTF) codenamed Operation Pulo Shield. He said the Commissioner of Police, Mr. Hillary Opara, approved the meeting and deployed 15 mobile policemen in the area.

    The regent, however, lamented that the police disappeared from the area when the hooligans stormed their meeting. He accused the police of conspiracy and said one of their injured chiefs, Denis Otiotio Odoni was arrested by the police after the incident.

    He raised the alarm that their “lives are in danger”. He appealed to the Inspector-General of Police, Mohammed Abubakar, to intervene and rescue them from alleged gang-up between the police in the state and some agents of the state government.

    He said: “We the members of the council of chiefs wrote a letter to the Commissioner of Police for permission and protection during the meeting based on our desire to maintained law and order.

    “The Commissioner of Police graciously granted the approval of the meeting and deployed 15 mobile police men to the community. The JTF commandant in charge of Nembe was also notified and deployed his men to the community.

    “It is sad and worrisome that the police men ran away with the speedboat abandoning their responsibility to maintain law and order. The chiefs were attacked in the presence of the police without them intervening.

    “The chiefs and some of the youths were injured and, to be specific, Chief Denis Otiotio Odoni and Chief William Beredugo Ginah were injured during the attack.

    “Is the Bayelsa state police command meant to be used to settle traditional and political difference in the state?

    “We the council of chiefs wish to inform the general public that the same police commissioner that deployed the policemen and also gave approval has arrested Chief Odoni , a victim of the attack. He has been detained based on spurious allegation that he and the chiefs were setting up a new PDP.

    “This is part of the orchestrated effort to pitch the chiefs against the President and the governor. Let us state for record purpose that the Chief Awudul is the assistant publicity secretary of the party in the state and participated actively in the press briefing by the party executive held on the 12th of September 2013 to dispel the story making round that there is a splinter group of PDP in the state of Bayelsa.

    “We condemn the action of the police and demand the immediate and unconditional release of the Chief Odoni which health is deteriorating as a result of the pains and injury he sustained and the inhuman condition he is been subjected to.

    “The Bayelsa State Police Command has persistently and consistently refused to grant him bail since Friday that he was arrested. The Bayelsa police command has no right to detain a citizen of Nigeria for an alleged offence that is bailable.”

    But, Opara told the chiefs not to involve the police in chieftaincy tussle, adding that the police only intervened to maintain law and order in the community.

    “The police are not kingmakers. There is already a king in the community and if they don’t like the process that brought him to power, they should go to court and challenge him.

    “Why are they directing their efforts to the police? We didn’t ask them to go there and fight. They shouldn’t drag us into chieftaincy tussle,”he said.

    He said persons involved in the fracas had been identified and arrested. He added that Odoni was among the suspects arrested, adding that the police had filed a matter in the court against them.

    He said the 15 policemen who were deployed in the community were sourced illegally by the chiefs adding that the command had commenced disciplinary action against the policemen.

    He said: “Those who were involved in the fracas have been arrested and charged to court. The case has been filed in the court and the court will serve him.

    “When the crisis started and the king there inaugurated, I was not there. The chiefs collected the policemen somewhere in Yenagoa here. Those policemen are in trouble and we are already taking disciplinary action against them.”

     

  • Bayelsa to host World Tourism Day

    Bayelsa State has been given the right to host the 36th edition of the World Tourism Day slated for September 27.

    Disclosing this to reporters in his office, the Bayelsa State Commissioner for Tourism, Mr. Nelson Belief, said the celebration, which is expected to hold in Yenagoa, the state capital, has as its theme: “Tourism and Water: Protecting Our Future”.

    The theme, he said, is geared towards creating the needed awareness on the importance of sustainable water future by spreading the good news of how clean and readily accessible fresh water can be one of tourism’s most precious resources as well as highlight the capacity of tourism to provide environmental solution and political support for the conservation and sustainable use of fresh water.

    The commissioner said the celebrations would also be used to formally inaugurate the newly- established Bayelsa State Institute of Tourism, Catering and Hotel Management in Yenagoa.

    He said the event would equally feature a mini-carnival float parade with cultural dances and exhibitions by the local governments as well as a gala night where the cultural and tourism potentials of the state would be showcased at the Banquet Hall of Government House, Yenagoa.

    According to Mr. Belief, Governor Henry Seriake Dickson is also expected to address a news conference where he will give an insight into some important tourist sites and government’s plans to fully harness the tourism option as a viable means of economic advancement and job creation.

    The Tourism Commissioner expressed satisfaction with the governor’s personal commitment to the development of the tourism sub-sector, which has earned the state many accolades and hosting rights of local and international events, including the maiden edition of the United Nations Educational, Scientific and Cultural Organisation (UNESCO) Under Water Committee Conference scheduled to hold in the state capital on September 24.

    He used the opportunity to call on Bayelsans to participate in events of the World Tourism Day, as it would afford the state and its people another opportunity to showcase their cultural endowments and traditional hospitality.

    The World Tourism Day, which was established by the United Nations World Tourism Organisation (UNWTO) in 1980, is celebrated globally on September 27 every year to provide a platform that creates worldwide awareness on the importance and contribution of tourism to the socio-economic development of member-countries.

    The Minister of Tourism, Culture and National Orientation, Chief Edem Duke, members of the National Assembly as well as top officials of the Federal Ministry, including the Permanent Secretary, Nkechi Ejele, are expected to be in attendance.

    Bayelsa United can be champions again, boasts Bosso

    Bayelsa United will be Nigeria champions again coach Ladan Bosso has boasted after the Yenegoa club again rose to the summit of the league.

    On Sunday, Bayelsa pipped rival title chasers Enyimba 1-0 to open a point lead at the top of the standings. They have 55 points from 33 points, while El Kanemi are in second place on 54 points, same as third-placed Kano Pillars.

    Coach Bosso told MTNFootball.com: “We are on track to winning the title. I have a team that can deliver on the title. We worked very hard to beat Enyimba, all we need now is to win all our remaining home games and work very hard to get at least one away victory from our remaining games and we are there.”

    Bayelsa won the league in 2009, but were sensationally relegated the following season. They have marked their return to the big time this season with a dominant performance at home, where they have won 16 of their matches, won one game away and drew three others.

    The away win was recorded at Lobi Stars, where they triumphed 4-3. They play away to Nembe City in a local derby on Wednesday. They then host Warri Wolves, before they travel away to Kaduna United.

    Their last two matches will be at home to Kwara United and then away to Gombe United.

    Heartland, Enyimba and Enugu Rangers all lost their away fixtures in three of the Globacom Premier League Matchday 33 matches played across the country yesterday.

    ABS halted the five game unbeaten run of the Naze Millionaires after the Ilorin side won 2-1 to brighten their chances of staying up in the elite division next season.

    Abdulrahman Bashir broke his goals drought to put ABS in the lead before Heartland’s equaliser not to long after through but Thomas Zenke scored what turned out to be the match-winner in the 33rd minute.

    ABS are 15th on the log with 44 points while Heartland slid to 11th with the same 45 points from 33 games.

    ABS’ head coach, Kabiru Suleiman Dogo told SportingLife that the club would be aiming for an away point at Enugu against the Flying Antelopes on Wednesday.

    He praised his wards for ensuring that Heartland did not come back from behind the second time in the match but informed them that the game against Rangers would be key to their survival battle.

    “We beat Heartland 2-1 but we have a bigger task at Enugu on Wednesday where we hope to get a positive result to ensure that we secure our objective of not going on relegation. Wednesday will be key for us and my players know this,” Dogo said.

    At the Samson Siasia Stadium, Yenagoa, Enyimba surrendered their leadership of the elite division after Uche Ihuarulam’s 17th minute strike handed maximum points point to new league leaders, Bayelsa United.

    The Peoples Elephant dropped to the fourth position on the log with 52 points from 32 games.

    The third oriental team, Enugu Rangers also lost in Ibadan to 3SC. the Oluyole Warriors have 39 points from 33 games while the Coal City side are fifth with 48 points from as many games in spite of the loss.

    Bayelsa United have vowed to beat Nasarawa United in a week 32 Globacom Premier League in celebrating the arrival of their Kit Manager, Emmanuel Mark, new baby boy.

    Mark’s wife delivered a bouncy baby boy at Saint Peters Hospital, in the Amarata area of Yenagoa on Saturday morning at around 6 am.

    The new arrival is the first baby in the family of Mr and Mrs Mark.

    Bayelsa United are guests to Nassarawa United on Wednesday at the Lafia Township.

    The club’s media officer, George Ameli said the team is happy with the development.

    “The players and technical crew are in the right mood for the game. We also want to win for our Kit Manager whose wife delivered a bouncy baby boy on Saturday,” Ameli said.

    The elated father gave glory to God. ”I thank God for his mercies for this good deed he has done to my family and I believe that with the baby coming at the business end of the league simply means that it will be glad tidings for the Bayelsa United family at the end of the season.”

    Bayelsa United gaffer,Ladan Bosso, has expressed satisfaction with the contributions of the foreign trio of Guindo Abdoulaye (Mali), Salomon Junior (Republic of Benin) and Eric Frimpong (Ghana) to the club’s campaign this term.

    The duo of Abdoulaye and Junior have since put their names in the club’s score chart. Abdoulaye, a former player of Warri Wolves, Kwara United and Dolphins, has scored two goals, while Salomon Junior, who is in his first season in Nigeria, has scored once.

    “The trio has done well so far. In fact, Junior has justified his new role as captain of the team and Abdoulaye is brilliant. Frimpong is not new to the Nigerian league after stints at Niger Tornadoes and Enyimba. I’ve known him before he joined his first Nigerian club,” Bosso told SuperSport.com.

    The fourth foreigner at the club is Nigerian-born Benin Republic goalkeeper, Emmanuel Fabiyi. It’s the first time the former Nigerian champions will have as much as four foreigners in its squad for a season.

    After missing four Glo Premier League games, Bayelsa United’s Peter Ebimobowei has said he was thrilled to score the goal that returned the Restoration Boys to the top of the league.

    For personal reasons, Ebimobowei was unable to play for some matches but netted a cracker against Sharks of Port Harcourt midway into the first half; it was the only goal of the game.

    The player, who has scored nine goals this season, told SportingLife he missed the team in the few games he skipped, but was back to help Bayelsa United’s chase for the league and continental ticket.

    “Sharks are not a bad side at all. They played with all they had but we were determined because we knew a win would return us to the top.

    “I am grateful that God used me to score the only goal. I have vowed to score more before the season ends.

    “If not for some games that I missed, I would have hit double figures now but it is not too late,” Ebimobowei told SportingLife.

    Ebimobowei’s goal lifted Bayelsa United above Kano Pillars who held the position after Saturday games were concluded. Bayelsa United have 49 points to place first while Pillars, 48 points, El Kanemi, 47 points and Enyimba, 46 points are second, third and fourth respectively. Pillars however have a game at hand.

     

  • Bayelsa: No commissioner was defrauded

    BAYELSA State yesterday debunked reports that the suspected fake reporter of the Cable News Network (CNN), Paul Yempe, defrauded commissioners before police arrested him.

    A statement by the Commissioner for Information, Deacon Markson Fefegha, however, admitted that the alleged impostor attempted to conduct interviews with officials of the government.

    Yempe was reportedly lodged in a top flight hotel by an official of the government while preparing for the interview.

    But Fefegha said: “The story is not true and members of the public are urged to ignore the said report as no commissioner was duped by the fraudster.

    “Before the arrest of the said fraudster by the police, the man had introduced himself to the Commissioner of Information and Orientation, Deacon Markson Fefegha as Paul Yempe.

    “He was being investigated by the office of the Honourable Commissioner of Information when he was apprehended following a tip-off by the State NUJ Chairman, Mr Tarinyo Akono, at the Office of the state Commissioner of Energy, Barrister Francis Ikio.”
