    Kano govt to resolve emir tussle between Bayero, Sanusi II

    The  tussle over the  Kano  Emirate  will  soon be resolved, the state government declared yesterday.

    Information and Internal Affairs Commissioner  Ibrahim Waiya broke the news in Kano while addressing reporters on the  defection of Governor Abba Yusuf from the New Nigeria People’s Party (NNPP) to the ruling All Progressives Congress (APC).

     Muhammadu Sanusi II was appointed Emir of Kano when Rabiu Kwankwaso was governor, but he was  dethroned by the administration of  Abdullahi Ganduje, who appointed Aminu Ado Bayero.

    Ganduje  thereafter  created four additional first class emirates.

     Yusuf’s administration  dethroned Bayero in May 2024 and reinstated Sanusi II as emir, citing the Kano State Emirate Council (Repeal) Law 2024, which dissolved the five emirate councils created by Ganduje, including Kano emirate.

     Bayero refused to vacate the palace, claiming he was the rightful Emir, leading to a standoff between his supporters and those of Sanusi II.

    The courts have issued conflicting orders, with some ruling in favour of Sanusi II and others in favour of Bayero.

    The situation has sparked tensions and protests in Kano, with both sides claiming legitimacy.  Bayero  is said to have the backing of an official of  the Federal Government, while Sanusi II has the support of Governor Yusuf.

    Fielding a question on the situation, Comrade Waiya assured residents that concrete measures have already been put in place to restore lasting peace and stability in the ancient city.

    He said the Kano State government is committed to dialogue and peaceful engagement with all stakeholders, stressing that the administration is determined to ensure that the Emirate matter does not continue to generate tension or distract governance.

    According to him, the government’s approach is guided by respect for the rule of law, traditional institutions, and the collective interest of the people of Kano State.

    Speaking on the governor’s switch to APC, Waiya said the movement was a development that would bring significant benefits to the state.

    He said Kano residents should expect increased dividends of democracy, noting that closer alignment with the Federal Government would attract more interventions, projects, and development initiatives to the state.

    “The defection opens more doors for Kano. With stronger collaboration with the Federal Government, we expect more support in critical sectors such as infrastructure, health, education, and social welfare,” Waiya said.

    Comrade Waiya emphasised that the state government remains focused on governance, unity, and development, urging Kano residents to remain calm and supportive as efforts were being put in place to resolve outstanding issues and move the state forward.

    He reaffirmed the Yusuf administration’s commitment to transparency, peace, and inclusive governance, assuring that the interests of Kano people would always remain paramount above personal interests.

    Kano State Government on Thursday said the impasse surrounding the Emirate tussle will be resolved amicably soon.

    Commissioner for Information and Internal Affairs Ibrahim Waiya disclosed this in Kano while addressing newsmen on the recent defection of Governor Abba Yusuf from the New Nigeria People’s Party (NNPP) to the ruling All Progressives Congress (APC).

    President of Ghana, John Mahama, business mogul Aliko Dangote and several prominent traditional rulers on Monday arrived in Ile-Ife, Osun State, for the installation of Mahama as the Aare Atayeto Oodua.

    Among the dignitaries present were the Emir of Kano, Ado Bayero; the Owa Obokun of Ijesaland, Oba Clement Haastrup; the Olofa of Offa, Oba Mufutau Oloyede Esuwoye; as well as other royal fathers and industry leaders.

    Also, in attendance was former President of Botswana, Mokgweetsi Eric Keabetswe Masisi, alongside monarchs from Ghana and other invited guests.

    The installation ceremony took place at the palace square in Ile-Ife amid fanfare, with heavy security deployed at the venue due to the presence of many high-profile personalities.

    Mahama arrived at the ceremony around 1:30pm in a royal automobile-powered chariot.

    Speaking at the event, the Ooni of Ife, Oba Adeyeye Ogunwusi, described Mahama as a reformer, noting his leadership qualities and contributions to governance in Africa.

    Emir Bayero cancels Durbar Celebration

     The 15th Emir of Kano, Alhaji Aminu Bayero, has announced the cancellation of the Eid-el-Fitr Durbar celebration due to security concerns in the state.

    Emir Bayero made this announcement while briefing newsmen at his Nasarawa Mini palace in Kano on Wednesday night.

    He said that the peaceful coexistence of the people takes precedence over the Durbar celebration.

    Emir Bayero had initially planned to hold the Durbar celebration, which would have coincided with his fifth year anniversary on the throne.

    He noted that respected Islamic Clerics, elders, stakeholders, and his council members advised him to cancel the celebration to maintain peace.

    Emir Bayero urged the people of Kano to use the Sallah celebration period to visit families and friends, and to observe the festivities in a peaceful and harmonious atmosphere.

    He prayed for Allah’s blessings and mercy during the month of Ramadan, hoping that the people of Kano would receive forgiveness and mercy.

    Emirship Tussle: Court restrains Ado-Bayero, four others from acting as Emirs

    A Kano State High Court, on Monday, granted a perpetual injunction restraining the 15th Emir of Kano, Alhaji Aminu Ado-Bayero, and Four other dethroned emirs of Bichi, Rano, Gaya and Karaye from parading themselves as emirs.

    The applicants are Attorney General of Kano State, Speaker Kano State House of Assembly and Kano State House of Assembly, through their counsel Ibrahim Isah-Wangida Esq, filed a motion exparte dated May 27.

    The applicants sought a court order restraining Ado-Bayero, and Four other dethroned emirs of Bichi, Rano, Gaya and Karaye from parading themselves as emirs.

    The respondents are: Ado-Bayero, Alhaji Nasiru Ado-Bayero Bichi emir, Dr Ibrahim Abubakar ll, emir of Karaye, Alhaji Kabiru Muhammad-Inuwa, emir of Rano and Alhaji Aliyu Ibrahim-Gaya, emir of Gaya.

    Others are the Inspector General of Police, Director State Security Service, Nigeria Security and Civil Defence Corps and Nigeria Army.

    Delivering the judgment , Justice Amina Adamu-Aliyu, held that the Kano State House of Assembly had powers to amend and propose  a bill for the peace and good governance of a state pursuant to section 4 rule 6,7(b) of 1999 Constitution as amended.

    “The Kano State Governor has the right to ascent the the proposed bill to law after being passed by the state assembly”

    The court also restrained the Police and other security agencies from violating, disobeying or temparing with the Kano State Emirate (Repeal) Law 2024.

    “The deposed Emirs shall surrender all movable and inmovable properties in their possession that belongs to the Kano State Emirate Coucil to the state government” Adamu-Aliyu said

    She held that the first respondent legal counsel withdrawal without notice to other parties is unprofessional and without moving their motion is as good as not filing it since it has been abandoned.

    The judge said the act of the 6th to 9 respondent for smuggling the first respondent to Kano after the enactment of the the Emirate Repeal Law 2024 disregard to what they have sworn for the protection of life and property.

    Earlier, Counsel to the applicant, Mr Ibrahim Isa-Wangida, urged the court to discountenance the respondent affidavit of facts pursuant to order 39 rule 1 and 2 of the Court.

    Counsel to Ado-Bayero, Mr Abdul Muhammed SAN, informed the court that they have an affidavit of fact dated July 3, 2024 attached with a notice of appeal and a motion of stay of proceedings.

    He urged the court to stay of proceedings pending the hearing and determination of the motion at the appeal court.

    NAN reports that Ado-Bayero’s counsel on July 4, withdraw their legal services before the court.

    Counsel to the 3rd, 4th and 5th respondents, Hassan Tanko-Kyaure, moved his application for extension of time dated July 2 and counter affidavit in response to the originating motion.

    He urged the court to set aside the Kano State Emirates Council (Repeal) law 2024, adding that due process were not followed and urged the court to dismiss the applicant’s application with a cost of N1 billion.

    Counsel to the Inspector/General of Police, Mr Sunday Ekwe, told the court that he had nothing to present.

    NAN reports that the applicants, 3,4and 5th respondents moved their applications, for extension of time, notice of preliminary objection, setting aside exparte order, joinder application, examining deponent, application for the Judge to recuse herself and originating summon.

    NAN reports that the State House of Assembly on May 23, dissolved all the four newly created Emirate council’s in the state and Gov. Abba Kabir-Yusuf, reappointed Lamido Sanusi, as the Emir of Kano.

    Kano State High Court 17, on Monday, July 15, ordered the deposed emir of Kano, Aminu Bayero, and the four other dethroned first-class emirs to hand over all the emirate‘s traditional royal artefacts to the state government and or the reinstated Emir of Kano, Muhammadu Sanusi II, with immediate effect.

    The court, presided by Justice Amina Aliyu, also restrained Bayero and the dethroned emirs of Bichi, Rano, Gaya, and Karaye from parading themselves as emirs in Kano.

    The court further restrained Bayero and all the sacked emirs whosoever by themselves, servants, privies, and any other persons appointed by them, from parading themselves as emirs of Kano, Bichi, Gaya, Rano, and Karaye.

    The Kano State government had filed a suitcase asking the State High Court to stop the 15th emir of Kano (Bayero), who was sacked alongside the four other first-class emirs, to stop reclaiming their former positions.

    The state government had also given the deposed emirs 48 hours to vacate their respective palaces from the time of their dethronement.

    The court on Monday agreed with the plaintiff that the deposed monarchs are no longer emirs in Kano, having agreed that Muhammadu Sanusi II is the substantive emir of Kano.

    The judge held that the new Emirate Council (Repealed) Law 2024 reenacted by the Kano State House of Assembly was done according to the Law as enshrined in Section 4 of the Constitution of the Federal Republic of Nigeria.

    She also ruled that Governor Abba Yusuf gave assent to the emirate law perfectly according to the Constitution of Nigeria.

    However, Justice Amina Aliyu, in her judgement, ruled that the issue of evicting the deposed emir, Aminu Bayero, from the Nassarawa Palace where he currently stays, is “a Rent Tribunal matter.”

    Recall that Kano State Governor, Engr. Abba Yusuf signed into law the Kano Emirate Council Bill (2024), after repealing the Kano Emirate Law (2019) which created four additional emirates of Bichi, Gaya, Karaye, and Rano, bringing the emirates to five across Kano state.

    The creation of five emirates by the immediate past administration of Abdullahi Ganduje was later followed by the dethronement and banishment of the 14th Emir of Kano, Muhammad Sanusi II.

    The development saw the appointment of Aminu Bayero as the 15th emir of Kano and chairman of the five emirates council.

    However, with the sack of the five emirs and abolishment of Bichi, Rano, Karaye, and Gaya emirates by the new law which recognises a mono (united) Kano emirate, Governor Abba Yusuf reinstated the former CBN governor Lamido Sanusi, also known as Muhammadu Sanusi II, as the 16th Emir of Kano.

    However, deposed Emir Aminu Bayero and others are challenging the state government’s action at the Federal High Court.

    Ganduje appointed Bayero, other emirs for political gains – NNPP

    The ruling party in Kano State, the New Nigeria Peoples Party (NNPP), yesterday accused the immediate past governor, Dr. Abdullahi Ganduje, of appointing Aminu Bayero and the other four dethroned first class emirs for his political gains.

    Bayero was recently dethroned as emir by Kano State governor, Abba Kabir Yusuf, who sought to reinstate Bayero’s predecessor and former governor of Central Bank of Nigeria, Alhaji Sanusi Lamido Sanusi, in controversial circumstances.

    But NNPP Chairman, Hashimu Dungurawa, apparently justifying Governor Yusuf’s action, said an earlier decision by the All Progressives Congress (APC) National Chairman, Alhaji Umar Ganduje, to depose Emir Sanusi and appoint five new emirs including Bayero while he held sway as the state governor was done in pursuit of political gains, with the 2023 general election as the main target.

    Dungurawa, who spoke while fielding questions from newsmen in his office, said the appointment of Bayero and other emirs in the ancient city was arranged to expire with the tenure of former Governor Ganduje, whose preferred candidate eventually lost the 2023 election.

    He alleged that the sacked emirs enjoyed the status of commissioners during Ganduje’s tenure, adding that it is a matter of public good that they now cease to be recognised.

    Dungurawa said: “The five first class emirs we met on throne were only commissioners appointed by Ganduje to assist his candidates win elections in 2023.

    “They were sustained until they lost the political elections in 2023 and lost their emirships as well.

    “The fact remains that immediately Ganduje and his party lost the elections and stepped down as Governor of Kano State, they ought to have also vacated the thrones, because none of them was occupying the vacant seat of Emir of Kano since Muhammadu Sanusi II left.

    “But maybe they didn’t accept that their tenure had expired after Ganduje and preferred successor (Gawuna) lost the election that witnessed their benefactor’s exit from the seat of power in the state.”

    The NNPP chairman said the decision to relieve Bayero and the other emirs of their traditional status was rooted in public outcry over the vacant position of the Emir of Kano.

    He said: “Governor Abba Yusuf acted based on public outcry that there was a vacuum in the seat of Emir of Kano, and he reinstated Muhammadu Sanusi II who was earlier dethroned.

    “The lawmakers in the State Assembly repealed the Kano Emirate council law 2019 and enacted a new one that called for a united Kano emirate, and the governor assented to it.”

    He commended Justice A. Liman, saying “the judge is handling the legal tussle brought before him in a professional way.”

    Speaking further, the NNPP state chairman mocked Bayero for hoisting the emirate flag at the Nasarawa palace where he is currently staying, saying the 15th emir was performing the role of a Personal Assistant (PA) to the 16th emir of Kano (Sanusi II).

    Dungurawa said: “Don’t forget that the Nasarawa mini palace is a guest house for the Emir. It is all about the Kano Emirate. It shows the SA (Bayero) to Emir of Kano (Sanusi II) is doing his job faithfully by overseeing the graveyard of their forefathers laid to rest in the mausoleum.”

    • He was never Emir of Kano, says gov’s spokesman

    Kano State governor, Abba Yusuf, yesterday  insisted that  the dethroned Emir, Aminu Bayero, must vacate the Nasarawa Palace where is currently staying.

     The governor’s Media and Publicity Director General, Sanusi Bature, said the Nasarawa mini palace is a graveyard which Bayero must vacate for necessary renovation. He spoke on Arise News television on Friday.

     He disclosed that Aminu Ado Bayero was never an Emir of Kano, but only an Emir of the eight metropolitan local government areas which have been abolished.

     Speaking on the notice given to Emir Bayero to vacate the Nasarawa palace, Bature said the property being occupied by Bayero is not a palace or mini palace but a graveyard for Kano emirs which also serves other purposes as well and would require renovation.

    He said, “The Nasarawa palace we are talking about is not a palace. It is actually a cemetery for late Emirs of Kano, not a palace. Another part of it is used as a guest house for very important visitors of the palace. It is where the emir used to rest for a short while when he is coming back from an annual festival during the Sallah celebration.”

     Bature expressed concerns over the safety of Bayero staying in the Nasarawa palace.

     He said: “Aminu is living in a graveyard. He forced himself into that property. We want to renovate it so it can be used for its original purpose and for Bayero’s safety from the defective structure.”

    Regarding the deposition of Emir Aminu Bayero, Bature clarified, “Aminu Ado Bayero was never an Emir of Kano. He was appointed Emir of eight metropolitan local governments of Kano city.”

    Bature pointed out that with the repeal of the 2019 Emirate Law which had created additional emirates like Bichi, Karaye, Gaya, and Rano, Bayero’s jurisdiction no longer exists as originally intended.

     “With the revision of the law under one united Kano, the emirate that Bayero served does not exist again. The main emirate was bastardised by Abdullahi Ganduje under the 2019 Emirate Law which created Bichi, Karaye, Gaya, and Rano emirates.”

    Clarifying the reason for Bayero’s recognition as the 15th Emir of Kano state, he said, “Bayero was 15th Emir of Kano but his jurisdiction is not for the 44 local governments of Kano.  It’s just only for the eight metropolitan governments which are now abolished and the judge in his ruling affirmed the validity of the law.”

     He emphasised the historical significance of the emirate, stating: “The emirate of Kano predates Nigeria and its constitution.”

     Bature criticised the actions of the previous administration under Ganduje, accusing it of politicising and undermining the emirate’s integrity. He asserted, “His excellency, Abba Yusuf, promised to restore the lost glory of the state during his campaign, and he is only fulfilling his promise.”

    The governor’s spokesman also discussed legal matters surrounding the emirate, mentioning ongoing appeals and jurisdictional challenges.

     “We have filed an appeal at the appellate court and will pursue this case rigorously. It’s a fight to finish,” he asserted.

     Bature affirmed the reinstatement of Sanusi II as Emir stating: “Emir Sanusi II was duly reinstated under the new emirate law that unified Kano under one emirate.”

     Meanwhile, the police yesterday faulted the Kano State government, particularly Governor Abba Yusuf, on their stand on the emirate crisis.

    Speaking on condition of anonymity, a police officer said the governor caused the entire crisis because of  his “arrogance and abuse of court orders.”

     The respondent, an Assistant Superintendent of Police (ASP), queried the governor and his aides for insisting to evict Aminu Bayero when the case is still in the court.

     “I am not in the position to speak to journalists on this matter, but the CP (Commissioner of Police) and the Police Public Relations Officer (PPRO) have spoken a lot on this saga.

    “Like the CP said, obeying the governor’s eviction order would be like jumping the gun.

     “The same government has appealed the case at the appellate court, which is coming up on the 24th of June, 2024. So, why not wait for the outcome in the court? What if the court rules in favour of Bayero?,” he asked.

     Reacting on the state government’s insistence to demolish the Nasarawa palace where deposed Emir Aminu Bayero is staying, the police source said no one would be allowed to come near the property with a bulldozer, except if Governor Abba Yusuf drives a bulldozer and carries out the demolition by himself.

     “Can’t you see that we have barricaded all the four entry points to the area? Where will the bulldozers pass?

     “Except, if the governor drives a bulldozer by himself, given his immunity, we shall allow him to do his wish, but we shall video-record him and file our report,” he said.

    He reminded that if Nigeria was operating state police, by now Kano would have been on fire.

     “These are leaders clamouring for state police. This is the second time the governor is ordering us to evict Bayero. The first order was voided by the court, which asked the state government to pay Bayero the sum of N10 million as damages as it affects his fundamental rights of movement and civic liberty.

    “Now, he (governor) has come up with another order and even threatening to demolish the place where an emir -whether deposed or on the throne is staying.

     “Now, imagine if the police were under him; officers and men of the Force would have had no choice than to obey his order -to evict or harm Bayero or do whatever he would have commanded them to do against him and Kano would have been in blood by now.

     “However, that not been the case, we have been able to maintain law and order in Kano, protecting the two emirs,” he said.

    He praised the Commissioner of Police, Ussain Gumel, for his wisdom in ensuring peace and stability in Kano State up to this moment.

     He regretted that, “Gumel has been promoted to the rank of AIG and will be handing over and leaving on Monday,” he said.

    Gov warns security agencies against going outside designated responsibilities

    Speaking at the 15th weekly meeting of the Kano State Executive Council held at the Government House, yesterday, Governor Abba Yusuf, cautioned  security agencies in the state against meddling in matters beyond their designated responsibilities.

    The governor’s warning follows the state Commissioner of Police, Usaini Gumel, rejection of the order of the attorney general of the state to evict the deposed emir  from the Nasarawa Palace.

    The governor in a statement by his spokesperson, Sanusi Bature said, “Governor Abba Kabir expressed disapproval of the recent upsurge in Thuggery and clashes involving Yan daba, affirming that the government will not passively observe while unscrupulous elements endanger the relative tranquility and harmony enjoyed by the law-abiding citizens of the state.

     “He reiterated that under his administration, the state government is diligently collaborating with relevant security agencies to ensure the safety and security of the populace and their possessions at all times.

     “Furthermore, Governor Abba Kabir cautioned Judges against the unwarranted release of thugs, emphasizing the threat they pose to the welfare of the state’s residents and stressing the importance of prompt and equitable dispensation of justice.

     “Alhaji Abba Kabir also instructed security agencies to strictly adhere to their mandated duty of safeguarding the lives and properties of the citizens they serve, warning against involvement in matters beyond their designated responsibilities.”
